Turkmen and Georgian specialists discussed online registration of legal entities
On 2 May 2022 with the active assistance of the Embassy of Turkmenistan in Georgia, an online meeting between representatives of the Ministry of Economy and Finance of Turkmenistan and the National Agency of Public Registry of the Ministry of Justice of Georgia was held to study the international experience in the field of online registration of legal entities, including the principles of «Single Window», management of the Unified State Register.
During the meeting, Georgian specialists shared their experience in using the «Single Window» principle in their work. In accordance with the agenda, the parties also considered the issues of the legal framework, the necessary changes in the country’s legislation, technical and software issues, and others.
At the end of the meeting, the parties expressed their readiness to further deepen cooperation and exchange experience on all issues of mutual interest.
PRESIDENT OF TURKMENISTAN TOOK PART IN THE INFORMAL SUMMIT OF THE CIS
On December 28, 2021, President of Turkmenistan Gurbanguly Berdimuhamedov arrived in the city of St. Petersburg to participate in the informal summit of the Heads of the CIS member states.
Speaking at the summit, the Leader of the Turkmen state noted that this year was significant and the countries honorably celebrated the 30th anniversary of the formation of the CIS. In this regard, the President of Turkmenistan noted that meetings of the statutory and sectoral bodies of the CIS, a number of cultural events were held, exhibitions and fairs were organized with the participation of representatives of the Commonwealth countries.
As an important part of the integration processes in the CIS space, the head of the Turkmen state highlighted the economic component, based on the compatibility of economic and structural parameters, the development of cooperative and partnership relations, building production, technological and logistical chains with a strong innovative component.
The President of Turkmenistan also called for intensifying work with partners of the Commonwealth, primarily with regional economic associations of Eurasian orientation, such as the Shanghai Cooperation Organization, the Eurasian Economic Union and the Economic Cooperation Organization. This will allow the CIS countries, using their own production, resource and technological potential, to reach systematic lines of partnership, offering attractive joint projects in the transport, energy and industrial sectors.
At the same time, the importance of the initiative to form a new philosophy of modern international relations, called “Dialogue – a guarantee of peace”, was especially noted.
Speaking of the need to continue combating the consequences of COVID-19, President Gurbanguly Berdimuhamedov emphasized the special importance of consistent and rapid achievement of the restoration of economic and trade relations, removal of forced restrictions in the transport sector. At the same time, as the Head of Turkmenistan stressed, the accumulated national and international experience in combating the pandemic and its consequences gives hope for the successful outcome of this work.
The President of Turkmenistan emphasized that cultural and humanitarian cooperation should remain among the priorities of the CIS.
MEETING OF THE CO-CHAIRMEN OF THE INTERGOVERNMENTAL TURKMEN-CHINESE COMMITTEE FOR COOPERATION WAS HELD
Today, on 11th of May, the meeting of the co-chairmen of the Intergovernmental Turkmen-Chinese Committee for Cooperation: the Deputy Chairman of the Cabinet of Ministers, Chairman of the Supreme Control Chamber of Turkmenistan S.G.Berdimuhamedov and the Vice-Premier of the State Council of the People’s Republic of China Han Zheng was held.
During the meeting, the parties discussed the current state and prospects of development of Turkmen-Chinese relations of strategic partnership. Special emphasis was made on the advancement of trade-economic cooperation.
In his speech, S.G.Berdimuhamedov noted that China is a major trade partner of Turkmenistan and the state intends to comprehensively implement the plan on the development of relations between the two countries, as well as maintain close ties on the high level.
The parties underlined that currently the cooperation on gas stands as the key vector of bilateral relations. The common interest in the development of mutually beneficial partnership in the area of transport, communication and telecommunications, digital technologies, and financial-banking systems was expressed.
The Turkmen side also proposed to consider the opportunities of development of bilateral cooperation in the area of small businesses through the activation of a bilateral mechanism on the establishment of direct partnership between the commercial and state entities of two countries.
In view of the positive collaboration experience in the area of healthcare and medicine, the parties agreed to expand cooperation in the given sphere.
The parties spoke for the intensification of the work of the Intergovernmental Turkmen-Chinese Committee for Cooperation, which is aimed at determining the priority vectors of trade-economic interaction and establishing pleasant conditions for a closer partnership between the two countries.
Turkmen diplomatic mission to Georgia organizes golf tournament
The Embassy of Turkmenistan in Tbilisi together with Alliance for development of amateur and corporate sports of Georgia have held International golf tournament dedicated to declaration of 2021 as the Year of Peace and Trust.
Representatives of diplomatic corps, business circles of Georgia, sportsmen from various countries took part in the tournament. Local media was highlighting this sport event.
It was noted before the tournament that development of sports of highest achievements and integrated events for popularization of the principles of healthy life style in Turkmenistan under close attention of President Gurbanguly Berdimuhamedov.
Ashgabat and all the country have strong modern infrastructure including all necessary for going in for various sports. After opening of the first in the country golf club, which project has been developed taking into account the best foreign practice, this sport received impulse for the development.
The award ceremony of the winners took place after the tournament.
AT THE SESSION IN TURKMEN STATE UNIVERSITY NAMED AFTER MAGTYMGULY THE SIGNIFICANCE OF ECOLOGY IN TRADE-ECONOMIC COOPERATION WAS DISCUSSED
On April 15, 2021, the second plenary session “Significance of ecology in trade-economic cooperation” of the International Conference “Global Cooperation of Independent, Neutral Turkmenistan for the sake of Peace and Trust” had been held at the Turkmen State University named after Makhtumkuli. The Permanent Representative of the United Nations Development Programme Office in Turkmenistan Natia Natsvlishvili moderated the session.
The session was attended by the Deputy Chairman of the Cabinet of Ministers of Turkmenistan G.Mushshikov, Head of Subregional Office for Central Asia, UN Environmental Programme Aidai Kurmanova, General Delegate to Eurasia, IRU Vadim Zakharenko, Director of the Office for Safe Labor for Eastern Europe and Central Asia, ILO Olga Koulaeva, Executive Director of the Regional Environmental Centre for Central Asia Zafar Makhmudov and other heads of authoritative international organizations, as well as faculty and students of the university.
During his speech, Director General of the World Intellectual Property Organization Daren Tang noted that this International Conference creates opportunity for everyone to exchange views on current and future tasks connected with peace, security and sustainable development. He also mentioned the importance of the development of the creative skills in science, technology and innovations for all-round well-being and to reach Sustainable development goals.
Chief of the Regional Coordination Division for Europe and Central Asia, of the UN Industrial Development Organizations Jacek Cukrowski informed about UNIDO activities in Turkmenistan, underlined the role of the Joint Declaration signed in 2015, which includes such priority directions as support of small and middle enterprises, strengthening the national infrastructure of quality, promotion of investments and assistance to technology development.
Regional Director, UN Office for Projects Service Freya von Groote in her speech noted that supports strategic goals of development of Turkmenistan within the new Framework Programme of the UN on cooperation in the field of sustainable development. She also told about the activities of UNOPS on strengthening of the national system of health protection of Turkmenistan.
Regional Coordinator for Central Asia, UNCTAD Dmitry Godunov informed on the activities of UNCTAD in Turkmenistan and noted the importance of the automated system of processing of customs data and the system of “a single window” in order to enhance transit capacity, stimulation of expansion of national transport and logistics infrastructure.
Turkmen leader participates in the Summit of the Cooperation Council of Turkic-Speaking States
President of Turkmenistan Gurbanguly Berdimuhamedov has taken part as an honorary guest in unofficial Summit of the Cooperation Council of Turkic-Speaking States (Turkic Council) in online format by the invitation of the first President of the Republic of Kazakhstan, Yolbasy, Honorary Chairman of the Cooperation Council of Turkic-Speaking States Nursultan Nazarbayev.
It is worth to remind that this international organization was established in October 2009. At present time, the Republic of Azerbaijan, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Uzbekistan and the Republic of Turkey are the members of the Turkic Council. Hungary has a status of observer in this organization.
Steadily implementing foreign strategy, which is based on the principles of positive neutrality, peace-loving and constructive international cooperation, Turkmenistan successfully develops friendship, good neighborliness and wide beneficial partnership both in bilateral and multilateral formats.
Fruitful cooperation with Turkic-speaking countries, which peoples of which Turkmen nations is united by similarity of historical routes, cultural and spiritual traditions, which go deep to the centuries, is one of visual examples of this. In modern age, these good traditions receive new continuation and content providing favorable prepositions for further activation of multidimensional cooperation based on goodwill, significant potential and common wish of progress and prosperity.
It is remarkable that the head of Turkmenistan has been participating in high-level forums of Turkic Council several times. It proves an initiative position of our country in cooperation with regional and international structures, optimum use if existing capabilities for expansion of efficient trade and economic, humanitarian and cultural relations on wide geographic space, which is occupied by Turkic states in Eurasian continent.
President of the Republic of Kazakhstan Kasym-Jomart Tokayev, the first President of the Republic of Kazakhstan Yolbasy, Honorary Chairman of the Cooperation Council of Turkic-Speaking States Nursultan Nazarbayev, President of the Republic of Azerbaijan Ilham Aliyev, President of the Kyrgyz Republic Sadyr Japarov, President of the Republic of Turkey Recep Tayip Erdogan, President of the Republic of Uzbekistan Shavkat Mirziyoyev, Prime Minister of Hungary Victor Orban, Secretary General of the Turkic Council Bagdad Amreyev took part in the current Summit.
The agenda of the forum included the subjects of expansion and strengthening of multidimensional interstate partnership, which meets the interests of common wealth and sustainable development.
The floor was given to the head of Turkmenistan. In his speech, President Gurbanguly Berdimuhamedov has confirmed the commitment of our country to wide constructive cooperation on international level in regional and international formats.
Addressing the heads of Turkic-speaking states, Turkmen leader expressed sincere gratitude to them for the intent to intensify friendly cooperation with Turkmenistan, for support given to our country in international arena, in particular under the UN, as well as for regular assistance in realization of its peaceful foreign course, which is based on thoughtful home policy.
This occurrence, which is typical for our nations and their national mentality, is based on the principles of friendship, fraternity, mutual support and solidarity, President Gurbanguly Berdimuhamedov highlighted.
Taking this opportunity, the head of Turkmenistan expressed gratitude to the First President of the Republic of Kazakhstan, Honorary Chairman of the Cooperation Council of Turkic-Speaking States Nursultan Nazarbayev for the respect by inviting to current international forum as an honorary guest.
Turkmen leader has also expressed gratitude for optimum conditions made for the Summit, which is to continue developing friendly relations and beneficial partnership between Turkic-speaking states.
The head of the state has noted further that the agenda of the current forum, which is very important for bringing the relations between our countries, includes important subjects for definition of the vectors of coordinated activity of Turkic-speaking states.
In particular, current problems of present and long term perspective are discussed and number of important organizational issues are reviewed. In this regard, President Gurbanguly Berdimuhamedov has expressed confidence that decisions made by the outcomes of the meeting would be positive from all sides.
As is known, the head of the state continued, Turkmenistan made important initiatives on current problems of the agenda of international politics including initiative for provision of global and energy security, development of transport sphere, environment protection, intensification of trade and economic relations and other. Our state approaches practical implementation of these proposals in the world scale with full responsibility.
Speaking of this, President Gurbanguly Berdimuhamedov has focused attention of the participants of the Summit on some subjects of international significance.
Having outlined the provision of global energy security as one of immediate objectives of the present, the head of Turkmenistan noted that realizing the necessity of equal and fair use of the world energy resources, our country stands for the formation of reliable and stable system of their supplies to the world markets taking into account the interests of relevant parties.
In this context, Turkmenistan has proposed to establish negotiation processes on global energy security under international organizations, especially on the United nations level. Relative Resolutions developed in this field have been widely supported by the UN General Assembly. Turkmen side invites the states, which are interested in creating the system of global energy security, to take an active part in this beginning.
Turkmenistan will continue putting efforts in this direction and implement constructive international cooperation in bringing of oil and gas resources and power energy to the world markets for these purposes, the leader of the nation highlighted expressing confidence that it would be beneficial for all countries including Turkic-speaking states.
Having outlined transport and communication sphere as one of strategic spheres of the economy, President Gurbanguly Berdimuhamedov stated that Turkic-speaking countries have a tremendous potential for joint implementation of efficient measures in this sector.
The head of the state noted that Turkmenistan undertakes measures for modernization of its modern transport and communication system and formation of transport and transit corridors of international and regional level, which would consolidates the efforts of international community.
For this purpose, the UN General Assembly has adopted three resolutions in the sphere of development of all modes of transport at the initiative of our country and support of the state members of this Summit. Big work on creation of global transport and transit corridors is made to implement these constructiveness oriented international documents.
In this regard, the confidence that fraternal Turkic-speaking states would take an active part in joint work aimed at further development of the systems of international transport provision.
Ecology and environment protection, which is current issues of life and society these days, are also among the priorities of international activity of Turkmenistan. Speaking of the Central Asian region, complicated situation with the Aral Sea raise the highest concern.
Continuing the subject, President Gurbanguly Berdimuhamedov has noted that this ecological catastrophe directly affects life and health of people living in the Aral Sea region and other countries. Therefore, liquidation of this disaster and mitigation of its negative impact have to be made immediately.
Turkmenistan actively works in ecological sphere and environment protection on global level. Our country was an author of the UN General Assembly on Cooperation between the United Nations Organization and International Fund for Saving of Aral Sea as well as proposed an initiative of development of the UN Special Program for the Aral Sea Basin. At present time, Turkmenistan closely cooperates with the world community, especially with the UN, in this sphere.
- I am confident that these necessary measures will support further intensification of cooperation between our countries, - Turkmen leader said also calling all parties to participate actively in implementation of the above-mentioned documents.
In this regard, President Gurbanguly Berdimuhamedov has expressed firm confidence that the goals of work carried out in the above-mentioned three directions and strategic vectors of international partnership would be reflected in the documents aimed at development of the relations between Turkic – speaking countries.
The head of Turkmenistan has also highlighted that big role in friendly and fraternal relations between state members of the Summit is given to culture, science and education as common spiritual and cultural heritage and values serve as a solid foundation for strengthening and intensification of interstate relations.
In this context, the President has spoken about the relevance to expand the range of programs and projects implemented under the TURKSOY, having proposed to carry out relevant work for spreading and popularization of works of famous poets and writers, outstanding cultural and art masters of the state members of the Forum in the world.
At present time, Turkmenistan has started preparation to the celebration of the 300th anniversary of Turkmen classic poet Magtumguly Fragi in 2024. Special attention is paid to international cooperation in this work, especially to joint activity with Turkic-speaking countries. Summing up what was said, President Gurbanguly Berdimuhamedov expressed confidence in the need of further intensification of cooperation of the state members of the Summit in cultural sphere.
Continuing his speech, the head of Turkmenistan has focused attention of his foreign colleagues on such important subject as novel coronavirus pandemic, which has become a significant ordeal and presenting a serious threat to the whole world, for recovery of which huge efforts of entire world community are required. Our country was one of the first that undertook integrated measures for prevention of entry of COVID-19 to its territory.
At the same time, Turkmenistan has made international initiatives aimed at development of joint and coordinated solutions for countering the spread of the infection as well as actively participated in taking certain targeted measures in the region. In addition, our country supports the consolidation of efforts and potential of all states in combating modern challenges and threats. The leader of the nation noted that Turkic-speaking countries have accumulated certain experience in joint work in this direction.
President Gurbanguly Berdimuhamedov has stressed that it would be right if in future, medical facilities and scientific and research institutes of the state members of the Summit would work on combating the coronavirus pandemic together with the world community.
Finishing his speech, the head of Turkmenistan has expressed firm confidence that the current Summit and matters reviewed at the session would support the expansion of equal and beneficial partnership as well as friendly and fraternal relations between the states and the nations.
The speech of President Gurbanguly Berdimuhamedov has been listened to by the participants of the Summit with big interest and attention.
In their speeches, the heads of the state members of the Forum have noted the importance of the Forum in the context of activation of cooperation between the states of the region and exchange of practice, made important initiatives on subjects related to provision of common security and stability, sustainable development of the economy of the state partners.
The participants of the Summit have expressed interest of Turkic states in expansion of multidimensional cooperation with Turkmenistan, which has advantageous geographic location in Central Asia and has recommended itself as reliable and responsible partner.
Online meeting of Turkmen and Georgian experts on the study of medicinal properties of licorice root
On 19 March 2021, with the assistance of the Embassy of Turkmenistan in Georgia, there was an online meeting of Turkmen and Georgian experts on the study of medicinal properties of licorice root.
From the Turkmen Side, the meeting was attended by the representatives of “Turkmendermansenagal” Association of the Ministry of Health and Medical Industry of Turkmenistan, the Oguz Han Engineering and Technology University of Turkmenistan, from the Georgian Side - by the representatives of Scientific-Research Center of Agriculture of the Ministry of Environment Protection and Agriculture of Georgia, Agricultural University of Georgia.
During the meeting, participants exchanged views on the medical properties of licorice and its active substance - glycyrrhizic acid. As is known, the licorice root has long been used by people for treatment of upper respiratory tract diseases.
It was also noted that the relevant scientific research of the scientists have confirmed the therapeutic and prophylactic effect of medicines from licorice, as well as glycyrrhizic acid.
In this regard, both parties stressed the importance of further research the properties of this plant and expressed their readiness to actively cooperate in this direction.
THE AQINA-ANDKHOY RAILWAY LINE WAS PUT INTO OPERATION
On January 14, 2021, the inauguration of the 30-kilometer railway section between the Aqina-Andkhoy stations of the Islamic Republic of Afghanistan took place.
The event was attended by the heads of Turkmenistan and the Islamic Republic of Afghanistan, members of governments, heads and representatives of a number of ministries and departments of the two countries, public organizations.
The Chairman of the Agency "Türkmendemirýollary" (Turkmen Railways) A. Atamuradov and the head of the Afghan Railway Authority Mohammad Yamma Shams informed the ceremony participants about the construction work.
In his speech, A. Atamuradov noted that the Aqina-Andkhoy railway branch connected with the railway system of Turkmenistan is the part of the Asian International Railway Transport Corridor and is intended to become one of the key links of the Lapis-Lazuli corridor. He spoke about the well-coordinated work of the Turkmen and Afghan railway workers who worked hard on the implementation of this project. It was noted that this and other routes initiated by the head of state contribute to building up the transport and transit potential of both Turkmenistan and the entire region, contributing to the strengthening of fruitful trade and economic cooperation.
Speaking at the opening ceremony, the head of the Afghan Railway Authority Mohammad Yamma Shams noted the high level of Turkmen-Afghan cooperation in the field of transport. Yamma Shams expressed gratitude to the President of Turkmenistan for assistance in the implementation of this project. He noted that the efficiency of this railway will continue to grow, creating new jobs and expanding the transport and transit potential of Afghanistan. Thus, the Aqina-Andkhoy railway line will open up new opportunities for the development of the Afghan economy and the revitalization of its small and medium-sized businesses.
During the ceremony, President of Turkmenistan Gurbanguly Berdimuhamedov and President of the Islamic Republic of Afghanistan Mohammad Ashraf Ghani gave their blessing for the commissioning of the Aqina-Andkhoy railway line.
The opening of this railway branch was marked by the solemn dispatch from the Aqina station towards the city of Andkhoy of a train consisting of 20 cars loaded with export products from Turkmenistan.
At the end of the ceremony, the Turkmen and Afghan railway workers who worked hard on the construction of the facility were presented with valuable gifts on behalf of the President of Turkmenistan.
It is important to note that the Memorandum of Understanding on the construction of the Aqina-Andkhoy railway between the “Türkmendemirýollary” Agency of the Ministry of Industry and Communication of Turkmenistan and the Afghan Railway Authority was signed following the results of high-level bilateral talks held in Ashgabat in February 2019.
PRESENTATION OF THE BOOK OF THE PRESIDENT OF TURKMENISTAN “TRADITIONS OF TURKMEN STATEHOOD” PUBLISHED IN GEORGIAN LANGUAGE
On December 5, 2020, the presentation of the book of the President of Turkmenistan “Traditions of Turkmen Statehood” in Georgian language was held in the premises of the Chamber of Commerce and Industry of Turkmenistan.
This edition which was published on the threshold of the 25th anniversary of Turkmenistan's permanent neutrality has become a unique present and benefit for Georgian speaking readers and has marked the high level of development of Turkmen-Georgian relations.
The presentation was attended by chief editors of print media, rectors, faculty and students of the local universities, as well as representatives of the Turkmen mass media. Besides, the event was attended by the renowned scientists of Georgia and representatives of Georgian mass media via videoconferencing.
During the presentation, the speeches of the Rector of the International University of Humanities and Development E.Aydogdiyev, the Ambassador Extraordinary and Plenipotentiary of Georgia to Turkmenistan Mamuka Murjikneli, President of the Georgian National Academy of Sciences G.Kvesitadze, as well as the scientists and representatives of the leading mass media of Turkmenistan and Georgia were heard.
All the speakers noted the uniqueness of the given work of the President of Turkmenistan that acquaints the readers with the cultural peculiarities and rich spiritual world of the Turkmen people. It was emphasized that the publication of the book “Traditions of Turkmen Statehood” in Georgian serves as a vital link in the development of Turkmen-Georgian relations.
At the end of the event, the participants adopted the Address to the President of Turkmenistan Gurbanguly Berdimuhamedov.
President of Turkmenistan announces the decision on additional benefits to healthcare workers
“From the first days of the spread of COVID-19, our country has organized the work to ensure provision of basic medical supplies free of charge. All necessary measures are taken to improve the immune status of people. The government adopted the plan to ensure preparedness for counteraction and response to this acute infectious disease. The Plan of operational socio-economic measures to counter the pandemic was also approved”, said President Gurbanguly Berdimuhamedov speaking during Halk Maslahaty meeting.
According to the President of Turkmenistan, one of the important directions now is to encourage medical workers and efficiently use their potential in the fight against this infection. The President of Turkmenistan said that he would sign a decree, authorizing the provision of additional benefits to health care specialists.
“I also consider it necessary to prepare a new edition of the state programme "Health". Therefore, I expect specific proposals in this direction from relevant officials”, the President said.
