On September 18, 2023, the President of Turkmenistan Serdar Berdimuhamedov held a meeting with the President of the European Council Charles Michel in New York.

As the head of state noted, Turkmenistan attaches great importance to strengthening friendly ties and constructive dialogue with the EU, which is expanding every year, covering new areas of interaction.

In this context, the successful cooperation of Turkmenistan with this international structure, both in a bilateral format and within the framework of the European Union - Central Asia Dialogue, was emphasized.

The European Union is a long-time partner of Turkmenistan in the implementation of a number of specialized projects and programs aimed at solving priority tasks for the further economic and social development of our country, including in the field of legislation, education, information and communication technologies, agriculture and water management, environmental protection, climate change, the head of state emphasized.

At the same time, it was noted that currently leading European companies are represented in many sectors of the Turkmen economy - in the oil and gas complex, transport, electricity, construction, communications and communications.

During the conversation, an interested exchange of views took place on the prospects for further interaction in the context of its key aspects and the existing diverse potential.

On September 18, 2023, President Serdar Berdimuhamedov, on the sidelines of the 78th session of the United Nations General Assembly, met with the President of the Republic of Korea Yoon Suk Yeol.

Stressing that he is very pleased with today’s meeting in New York, the President of Turkmenistan expressed confidence that the current negotiations will help identify new ways for the development of bilateral relations and will give an effective impetus to their further expansion.

As noted, Turkmen-Korean relations and mutually beneficial partnership, based on the principles of equality, mutual benefit, respect and trust, have been actively developed and continue to grow steadily in an ascending line, filling with qualitatively new content.

Stressing that our states are currently fruitfully cooperating not only in a bilateral format, but also within the framework of international organizations, primarily the UN, the interlocutors noted with satisfaction the established constructive partnership in supporting initiatives aimed at achieving lasting peace, sustainable sustainability and security .

Successful bilateral interaction within the framework of the Central Asia-Republic of Korea Cooperation Forum was also noted. As part of Turkmenistan’s chairmanship in this structure, the 16th meeting of this Forum is planned to be held in Ashgabat in November. In this regard, the head of Turkmenistan expressed firm confidence that its results will contribute to the coordination of joint efforts with the Republic of Korea in the implementation of economic, cultural and humanitarian projects at the regional level.

Particular emphasis was placed on the growing role of parliamentary diplomacy. In this context, the great importance of the ongoing high-level mutual visits was emphasized. Thus, the visit of the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov to the Republic of Korea in November 2022, the visit of the Chairman of the National Assembly of the Republic of Korea Kim Jin-pyo to Turkmenistan in July 2023, as well as the visit of the Mejlis delegation to the Republic of Korea taking place these days to participate in the inter-parliamentary forum, they brought Turkmen-Korean cooperation in this area to a new level.

In conclusion, the mutual readiness of the parties was confirmed to continue to make the necessary joint efforts to bring Turkmen-Korean relations to a qualitatively new level for the benefit of the two states.

On September 18, 2023, the President of Turkmenistan Serdar Berdimuhamedov met with the Director-General of the World Trade Organization Ngozi Okonjo-Iweala.

The head of Turkmenistan and the head of the largest international trade organization expressed satisfaction with the opportunity to discuss in a personal conversation the current state and prospects for the development of cooperation, the results of the current meeting, in the general opinion, will serve as an important impetus for further strengthening.

As noted, Turkmenistan is systematically carrying out work to stimulate the development of the national economy and improve the well-being of the people, further expand foreign economic relations and attract foreign investment to the country.

During the meeting, it was also noted that a special Government Commission operates in Turkmenistan, which is charged with studying issues related to our country’s accession to the WTO, as well as preparing relevant proposals. As a result of the work done, in July 2020, Turkmenistan was assigned observer status, and in February 2022, the status of an acceding country (“active observer”) to the World Trade Organization.

On September 18, 2023, President of Turkmenistan Serdar Berdimuhamedov, who is on a working visit to New York to participate in the 78th session of the United Nations General Assembly, met with UN Secretary-General Antonio Guterres.

Thanking President Serdar Berdimuhamedov for his personal participation in the global forum, the UN Secretary-General noted the active and proactive position of our country in cooperation with the Community of Nations.

Welcoming the UN Secretary-General, President Serdar Berdimuhamedov congratulated him on the successful start of the 78th session of the General Assembly, expressing confidence that it will make an important contribution to strengthening global peace and security and promoting sustainable development on the planet.

During the interested exchange of views on the priority areas of bilateral partnership, it was emphasized that Turkmenistan, guided by the principles of positive neutrality, is implementing a foreign policy aimed at ensuring the well-being of the peoples of the region and the whole world.

As noted, our country unswervingly follows the generally accepted norms of international law and the principles of the UN Charter, which is called upon to act as the main regulatory body in international relations and solutions to problems caused by global challenges. In this regard, multifaceted cooperation with the UN is a strategic priority for Turkmenistan. Our country fully supports the initiatives of the world community, carried out under the auspices of the United Nations and aimed at ensuring peace, security and sustainable development.

In this regard, the effective nature of Turkmenistan’s long-term interaction with the UN and its specialized structures was emphasized. This fruitful partnership is also embodied in the implementation of constructive initiatives of a regional and global nature put forward by the Turkmen side, in the joint implementation of major projects and programs in various fields.

On September 17-19, 2023, a delegation led by the Chairman of the Mejlis of Turkmenistan D.Gulmanova is on a working visit to the Republic of Korea. The purpose of the visit is to participate in the First Meeting of Speakers of Parliaments “Central Asia - Republic of Korea”.

On September 17, 2023, upon arrival at Incheon International Airport, D.Gulmanova met with the head of the Korea-Turkmenistan Interparliamentary Friendship Group Lee Dal-Gon. During the meeting, the parties discussed issues related to the development of interparliamentary relations and cooperation between Turkmenistan and the Republic of Korea.

On September 18, a meeting was held in a narrow format between the Chairman of the Mejlis of Turkmenistan and the Chairman of the National Assembly of the Republic of Korea Kim Jin-pyo. D.Gulmanova conveyed greetings and best wishes from the President of Turkmenistan Serdar Berdimuhamedov and the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov.

During the conversation, the parties noted the positive dynamics in the development of interparliamentary dialogue between the two countries.

Furthermore, the delegation of Turkmenistan, under the leadership of the Chairman of the Mejlis, took part in the first Turkmen-Korean inter-parliamentary consultations initiated by the Chairman of the Halk Maslahaty of Turkmenistan.

During a detailed exchange of views on the current agenda of bilateral cooperation, the parties emphasized that this event would serve as an effective platform for the expansion and development of inter-parliamentary partnership. In this context, the important role of the Turkmen-Korean friendship groups acting in the parliaments of the two countries was noted.

The special role of interparliamentary dialogue in the further development and strengthening of bilateral relations was also noted. The trade and economic sphere, oil and gas, petrochemical and transport sectors, the cultural and humanitarian dimension, including the field of medicine, education, in particular, the study of the Korean language in Turkmenistan, were identified as promising areas.

Particular attention was paid to the prospects for the participation of Korean companies in the implementation of industrial projects in the city of Arkadag.

In addition, the parties discussed a number of issues on the agenda of the upcoming first meeting of the heads of parliaments of Central Asia and the Republic of Korea on September 19.

On the same day, a meeting was held between the head of the Parliament of Turkmenistan and the Prime Minister of the Republic of Korea Han Duck-soo. At the beginning of the meeting, D.Gulmanova conveyed greetings and best wishes from the President of Turkmenistan Serdar Berdimuhamedov and the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov.

During the negotiations, the parties discussed current issues of bilateral cooperation, and also exchanged views on the prospects for further interaction between Turkmenistan and the Republic of Korea.

In the process of discussing aspects of further development of trade and economic relations, the Prime Minister of the Republic of Korea expressed the desire of leading Korean companies to actively participate in the implementation of oil, gas and petrochemical projects in Turkmenistan.

At the same time, it was emphasized that the progressive development of the interparliamentary dialogue established between our countries is one of the priority aspects of interaction.

18 сентября 2023 года Президент Туркменистана Сердар Бердымухамедов в Нью-Йорке провёл встречу с Председателем Европейского Совета Шарлем Мишелем.

Как отметил глава государства, Туркменистан придаёт большое значение укреплению дружественных связей и конструктивного диалога с ЕС, который с каждым годом расширяется, охватывая новые направления взаимодействия.

В данном контексте подчёркивалось успешное сотрудничество Туркменистана с этой международной структурой, как в двустороннем формате, так и в рамках Диалога «Европейский Союз - Центральная Азия».

Евросоюз является давним партнёром Туркменистана в реализации ряда специализированных проектов и программ, направленных на решение приоритетных задач дальнейшего экономического и социального развития нашей страны, в том числе, в области законодательства, образования, информационно-коммуникационных технологий, сельского и водного хозяйства, охраны окружающей среды, изменения климата, подчеркнул глава государства.

Вместе с тем, отмечалось, что в настоящее время ведущие европейские компании представлены во многих отраслях туркменской экономики – в нефтегазовом комплексе, сферах транспорта, электроэнергетики, строительства, связи и коммуникаций.

В ходе беседы состоялся заинтересованный обмен мнениями о перспективах дальнейшего взаимодействия в контексте его ключевых аспектов и имеющегося разнопланового потенциала.

18 сентября 2023 года Президент Туркменистана Сердар Бердымухамедов на полях 78-й сессии Генеральной Ассамблеи Организации Объединённых Наций встретился с Президентом Республики Корея Юн Сок Ёлем.

Подчеркнув, что очень рад сегодняшней встрече, проходящей в Нью-Йорке, Президент Туркменистана выразил уверенность, что нынешние переговоры будут способствовать определению новых путей развития двусторонних отношений и придадут действенный импульс их дальнейшему расширению.

Как отмечено, туркмено-корейские связи и взаимовыгодное партнёрство, основанные на принципах равноправия, взаимной выгоды, уважения и доверия, получили активное развитие и продолжают неуклонно расти по восходящей линии, наполняясь качественно новым содержанием.

Подчеркнув, что в настоящее время наши государства плодотворно сотрудничают не только в двустороннем формате, но и в рамках международных организаций, в первую очередь, ООН, собеседники с удовлетворением констатировали установившееся конструктивное партнёрство по поддержанию инициатив, нацеленных на достижение прочного мира, стабильной устойчивости и безопасности.

Также отмечено успешное двустороннее взаимодействие в рамках Форума сотрудничества «Центральная Азия-Республика Корея». В рамках председательства Туркменистана в этой структуре в ноябре планируется проведение в Ашхабаде 16-го заседания этого Форума. В этой связи глава Туркменистана выразил твёрдую уверенность в том, что его результаты будут способствовать координации совместных с Республикой Корея усилий в реализации экономических, культурно-гуманитарных проектов на региональном уровне.

Особый акцент был сделан на возрастающей роли парламентской дипломатии. В данном контексте подчёркнуто огромное значение осуществляемых взаимных визитов на высоком уровне. Так, визит Национального Лидера туркменского народа, Председателя Халк Маслахаты Туркменистана Гурбангулы Бердымухамедова в Республику Корея в ноябре 2022 года, визит Председателя Национальной Ассамблеи Республики Корея Ким Чжин Пхё в Туркменистан в июле 2023 года, а также проходящий в эти дни визит делегации Меджлиса в Республику Корея для участия в межпарламентском форуме вывели туркмено-корейское сотрудничество в этой сфере на новый уровень.

В завершение, была подтверждена обоюдная готовность сторон и впредь прилагать необходимые совместные усилия, чтобы вывести туркмено-корейские отношения на качественно новый уровень во благо двух государств.

18 сентября 2023 года Президент Туркменистана Сердар Бердымухамедов встретился с Генеральным директором Всемирной торговой организации Нгози Оконджо-Ивеала.

Глава Туркменистана и руководитель крупнейшей международной торговой организации выразили удовлетворение возможностью в личной беседе обсудить нынешнее состояние и перспективы развития сотрудничества, важным импульсом для дальнейшего укрепления которого, по общему мнению, послужат итоги нынешней встречи.

Как отмечалось, в Туркменистане на системной основе осуществляются работы по стимулированию развития национальной экономики и повышению благосостояния народа, дальнейшему расширению внешнеэкономических связей и привлечению в страну иностранных инвестиций.

В ходе встречи также отмечалось, что в Туркменистане функционирует специальная Правительственная комиссия, на которую возложено изучение вопросов, связанных со вступлением нашей страны в ВТО, а также подготовка соответствующих предложений. В результате проделанных работ в июле 2020 года Туркменистану был присвоен статус наблюдателя, а в феврале 2022 года – статус присоединяющейся страны («активный наблюдатель») к Всемирной торговой организации.

18 сентября 2023 года Президент Туркменистана Сердар Бердымухамедов, находящийся с рабочим визитом в Нью-Йорке в целях участия в 78-й сессии Генеральной Ассамблеи Организации Объединённых Наций, встретился с Генеральным секретарём ООН Антониу Гутерришем.

Поблагодарив Президента Сердара Бердымухамедова за личное участие в работе глобального форума, Генеральный секретарь ООН отметил активную и инициативную позицию нашей страны в сотрудничестве с Сообществом Наций.

Приветствуя Генерального секретаря ООН, Президент Сердар Бердымухамедов поздравил его с успешным началом 78-й сессии Генассамблеи, выразив уверенность, что она внесёт важный вклад в дело укрепления всеобщего мира и безопасности, в продвижение устойчивого развития на планете.

В ходе состоявшегося заинтересованного обмена мнениями о приоритетных направлениях двустороннего партнёрства подчёркивалось, что Туркменистан, руководствуясь принципами позитивного нейтралитета, реализует внешнеполитический курс, нацеленный на обеспечение благополучия народов региона и всего мира.

Как отмечалось, наша страна неуклонно следует общепризнанным нормам международного права и принципам Устава ООН, которая призвана выступать основным регулирующим органом в международных отношениях и решениях задач, обусловленных глобальными вызовами. В этой связи многоплановое сотрудничество с ООН является для Туркменистана стратегическим приоритетом. Наша страна всемерно поддерживает начинания мирового сообщества, осуществляемые под эгидой Организации Объединённых Наций и направленные на обеспечение мира, безопасности и устойчивого развития.

В данной связи подчёркивался эффективный характер многолетнего взаимодействия Туркменистана с ООН и её специализированными структурами. Это плодотворное партнёрство также воплощается в претворении в жизнь выдвигаемых туркменской стороной конструктивных инициатив регионального и общемирового характера, в совместной реализации крупных проектов и программ в различных сферах.

17-19 сентября 2023 года делегация во главе с Председателем Меджлиса Туркменистана Д.Гулмановой находится с рабочим визитом в Республике Корея. Цель визита – участие в Первой встрече спикеров парламентов “Центральная Азия – Республика Корея”.

17 сентября 2023 года по прибытии в Международный аэропорт г.Инчхон состоялась встреча Д.Гулмановой с руководителем Межпарламентской группы дружбы «Корея–Туркменистан» Ли Дал-Гоном. В ходе встречи стороны обсудили вопросы, связанные с развитием межпарламентских отношений и  сотрудничества между Туркменистаном и Республикой Корея.

18 сентября состоялась встреча в узком формате Председателя Меджлиса Туркменистана с Председателем Национальной Ассамблеи Республики Корея Ким Чжин Пхё. Д.Гулманова передала слова приветствия и наилучшие пожелания от Президента Туркменистана Сердара Бердымухамедова и Национального Лидера туркменского народа, Председателя Халк Маслахаты Туркменистана Гурбангулы Бердымухамедова.

В ходе беседы стороны отметили позитивную динамику развития межпарламентского диалога между двумя странами.

Далее делегация Туркменистана под руководством Председателя Меджлиса приняла участие в работе первых туркмено-корейских межпарламентских консультаций, инициированных Председателем Халк Маслахаты Туркменистана.

В ходе обстоятельного обмена мнениями по текущей повестке дня двустороннего сотрудничества, стороны подчеркнули, что данное мероприятие послужит эффективной платформой для расширения и развития межпарламентского партнёрства. В этом контексте, отмечена важная роль туркмено-корейских групп дружбы, действующих в парламентах двух стран.

Также была отмечена особая роль межпарламентского диалога в дальнейшем развитии и укреплении двусторонних отношений. В качестве перспективных направлений были обозначены торгово-экономический блок, нефтегазовая, нефтехимическая и транспортная сферы, культурно-гуманитарное измерение, включая область медицины, образования, в частности, изучение корейского языка в Туркменистане.

Было особенно уделено внимание перспективам участия корейских компаний в реализации промышленных проектов в городе Аркадаге.

Кроме того, стороны обсудили ряд вопросов повестки дня предстоящего 19 сентября первого совещания руководителей парламентов Центральной Азии и Республики Корея.

В тот же день состоялась встреча руководителя парламента Туркменистана с премьер-министром РК Хан Док Су. В начале встречи Д.Гулманова передала слова приветствия и наилучшие пожелания от Президента Туркменистана Сердара Бердымухамедова и Национального Лидера туркменского народа, Председателя Халк Маслахаты Туркменистана Гурбангулы Бердымухамедова.

В рамках переговоров стороны обсудили актуальные вопросы двустороннего сотрудничества, а также обменялись мнениями по перспективам дальнейшего взаимодействия между Туркменистаном и Республикой Корея.

В процессе обсуждения вопросов дальнейшего развития торгово-экономческих связей, Премьер-министр РК выразил стремление ведущих корейских компаний к активному участию в реализации нефтегазовых и нефтехимических проектов в Туркменистане.

При этом подчёркнуто, что поступательное развитие межпарламентского диалога, установившегося между нашими странами, является одним из приоритетных аспектов взаимодействия.
