WASHINGTON, August 3, 2021 – The State Department has made a determination approving a possible Foreign Military Sale to the Government of Georgia of Javelin Missiles and related equipment for an estimated
cost of $30 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today.
The Government of Georgia has requested to buy eighty-two (82) Javelin FGM-148 Missiles; and forty-six (46) Javelin Command Launch Units (CLU). Also included are Enhanced Producibility Basic Skills Trainers; Missile Simulation Rounds; Security Assistance Management Directorate Technical Assistance; Tactical Aviation and Ground Munitions Project Office Technical Assistance; other associated equipment and services; and other related elements of logistical and program support. The estimated total cost is $30 million.
This proposed sale will support the foreign policy and national security of the United States by improving the security of Georgia which is a strategic partner and a key contributor to security and stability the region. The Javelin system will help Georgia build its long-term defense capacity to defend its sovereignty and territorial integrity in order to meet its national defense requirements.
The proposed sale will improve Georgia’s capability to meet current and future threats by increasing its antiarmor capacity. Georgia will have no difficulty absorbing these weapons into its armed forces.
The proposed sale of this equipment and support will not alter the basic military balance in the region.
The prime contractors will be Raytheon/Lockheed Martin Javelin Joint Venture of Orlando, Florida, and Tucson, Arizona. However, these articles are being provided from U.S. Army stock. There are no known offset agreements proposed in conjunction with this potential sale.
Implementation of this proposed sale will not require the assignment of any U.S. Government or contractor representatives to Georgia.
There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.
This notice of a potential sale is required by law. The description and dollar value is for the highest estimated quantity and dollar value based on initial requirements. Actual dollar value will be lower depending on final requirements, budget authority, and signed sales agreement(s), if and when concluded.

PARLIAMENT DELIBERATING DRAFT DEFENSE CODE OF GEORGIA
The Parliament deliberated the draft Defense Code presented by the Government of Georgia as a legislative initiative, aimed at increasing the effectiveness of the management of the defense forces and preparing a unified codified legal act in the field of defense, thus reregulating the issues related to the organization and activity of the Defense Ministry and the military service.
The speaker, Deputy Minister of Defense, Grigol Giorgadze, elaborated on the main reforms and new approaches of the system, which the mentioned document envisages.As the speaker clarified, the Code is focused on the new rules of military service tailored to the defense goals and improving the social guarantees of the persons employed in the system of the Ministry of Defense.
The Draft re-titles the mandatory military service into the “national military service of conscripts” and reduces the term of service for the conscripts, namely – the 12-month service shall be replaced with the differentiated terms: 6 months for serving in the combat unit; 8 months – in the defense or security unit; and 11 months – for preliminarily determined majors. The conscription shall be ensured by providing the priorities of the Ministry. The conscripts may serve only in the system of the Ministry.
The recruitment will be carried out taking into account the priorities of the Ministry.
The draft of amendments, which was prepared on the basis of the model of the Finnish and Baltic countries, provides a one-time possibility of postponement of military service, and it also provides conditions for alternative military service.
"The Code re-regulates the military reform adjusting it to the defense objectives and establishes significant social guarantees for the military personnel and creates the effective legal mechanisms for interoperability with NATO defense standards”, - the Deputy Minister of Defense, Grigol Giorgadze remarked.
As an alternative to the draft Defense Code, MP Aleksandre Rakviashvili presented a legislative package.
He claims that if the supplied document is used as a foundation, the system will undergo certain adjustments.
As a result of the voting, the legislative package will ultimately be evaluated in light of the document provided by the Government's legislative proposal, which received support from 69 MPs.

In line with a Government Decree, 1 MLN GEL has been allocated as humanitarian aid to the population of the Republic of Turkey affected by the natural disaster from the Reserve Fund of the Government of Georgia channeled through the Ministry of Refugees from Occupied Territories, Labour, Health and Social Security of Georgia today.

"Georgia plays an increasingly important role in the formation of the European security architecture of the U.S. One of the clear proofs of this is the unequivocal support, which the new U.S. national security strategy expresses for the European integration of Georgia " - the Minister of Foreign Affairs of Georgia Ilia Darchiashvili is quoted as saying during the "Minister's Hour".
According to the minister, the strategic partnership between Georgia and the U.S. moved to an even higher level in 2022, which marks the 30th anniversary of the establishment of diplomatic relations between the two countries. According to Darchiashvili, the deepening of strategic partnership is evidenced by a number of important visits to Georgia of high-level representatives of the executive branch of the U.S. government.
In his speech, the minister welcomed the growing dynamics of cooperation between the two countries and focused special attention on the strengthening of U.S. support at the legislative level. According to him, the bipartisan bill " Georgia Support Act" approved by the House of Representatives, as well as the State, Foreign Operations and Related Programs (SFOPS) appropriations bills and the U.S. National Defense Authorization Act (NDAA) once again confirm that Georgia remains high on the agenda of both the executive and legislative authorities of the United States of America.
Ilia Darchiashvili also spoke about the importance of the U.S. support for the development, security, economic and military advancement of the Black Sea region. According to him, against the background of the ongoing developments in the region, the Black Sea countries, including Georgia, take on a particularly meaningful importance in terms of the national security interests of the United States.
According to Darchiashvili, Georgia remains a strong and reliable ally of the U.S. The political, practical and financial assistance provided by the United States to Georgia, including in defense and security, trade and investment and other key areas, is tangible and visible. "Our goal is to further deepen the strategic partnership between Georgia and the United States in all priority areas as provided for by the Charter onStrategic Partnership," the Minister of Foreign Affairs highlighted. -
The Ambassador Extraordinary and Plenipotentiary of the United States of America to Georgia, Kelly C. Degnan, visited Mtskheta-Mtianeti Police Department of the Ministry of Internal Affairs of Georgia. The Director of Mtskheta-Mtianeti Police Department, Davit Tamazashvili, together with the deputy directors hosted the U.S. Ambassador.
