On 21 May, the Parliament of Georgia adopted key energy efficiency legal acts: the Law on Energy Efficiency and the Law on Energy Performance of Buildings, which transpose the EU Directives in this field. Georgia has continued to implement electricity by-laws according to schedule, even during the COVID-19 pandemic.

By adopting the two laws, the Government of Georgia is given the opportunity to receive significant investments in public building renovation programmes, amounting to €80 million from the European Bank for Reconstruction and Development (EBRD) and German Bank KfW, €26 million in investment grants and €8.5 million in technical assistance from the EU. Georgia will get an additional €150 million in a policy-based loan tranche from KfW and the French Agency for Development (AFD) for the implementation of reforms.

"The new framework will not only make Georgia's building industry more competitive, but also its households better supplied with energy services, and its building stock better insulated. It will boost the usage of greener energy sources for heating, cooling and lighting," said Violeta Kogalniceanu, Head of the Energy Efficiency Unit at the Secretariat.

The laws were developed under the coordination of the Ministry of Economy and Sustainable Development of Georgia in close cooperation with the Secretariat, and with technical assistance provided by the EU supported project EU4Energy for the Buildings Law and by the EBRD for the Energy Efficiency Law.

  • President of Georgia delivers her annual report in parliament

“With the incomprehensible steps taken in recent years, the government is confronting the country’s foreign objective, the people’s mandate, by inviting Gavrilov, you raised doubts and questions for the first time,” said Georgian President Salome Zourabichvili when delivering her annual report in the parliament.

According to Zourabichvili, the Georgian government gradually transformed.

“Instead of strengthening state institutions, being the cornerstone of democracy, the one-party system and its influence get stronger. Laws adopted in an expedited manner (on covert recordings, abolishment of state inspector, changes in the rule for appointment of judges and foreign agents bill) serve your power’s prolongation instead of serving democracy strengthening and citizens’ welfare. The court reform, vital for the country’s future, is at a deadlock,” President said.

Salome Zourabichvili went on to say that the ruling party members speak in unison, and those having different viewpoints, tend to quit the party.

“The party influence is evident in the government and parliament. The party turned into a decision-making space. The party chairman announces his standpoint on all political issues in advance, and the decision-making process is vague, not to mention open discussions.

You are the government confronting the country’s foreign goal, the people’s mandate. By inviting Gavrilov (Russian MP) in 2019, you raised doubts and questions for the first time, though the actual transformation began in 2021 when the Georgian Dream former Chairman Bidzina Ivanishvili quit politics,” she said.

President also recalled the annulling of the document drafted with the engagement of the European Council President and rejection of the EU loan.

“You have never stopped the anti-European rhetoric, blaming and insulting our partners. All this finally came to the extent that we expelled the former EU ambassador from the country with reprimands and accusations,” Zourabichvili stated.

  • Georgia: EBRD to help improve solid waste management in Kobuleti and Batumi

The European Bank for Reconstruction and Development (EBRD) is committing new funds to address solid waste treatment issues in Batumi and the wider Adjara region in Georgia. A sovereign loan of up to €19 million for Adjara Waste Management Company will help tackle some of the most pressing environmental challenges faced by the tourist region’s inhabitants and visitors.

The first committed tranche of up to €3 million will be used to purchase new solid waste management equipment. This will enable the borrower to start new landfill operations and, consequently, stop waste being disposed of at the current non-European Union (EU) compliant dumpsites. The second uncommitted tranche of up to €16 million will be used to build a new waste treatment plant, allowing the company to recover recyclables and divert waste sent to the new sanitary landfill.

The investment will address the priority needs of Batumi and the wider Adjara region. This includes stopping the disposal of waste at existing dumpsites in Kobuleti and Batumi, with the latter being the largest and most dangerous polluter in Georgia. “These dumpsites are active sources of land, water and air pollution, impacting the ecosystem of the region in particular, and the Black Sea in general,” says EBRD.
