Turkmenistan is preparing to hold the First Caspian Economic Forum

Turkmenistan has started the detailed preparation to the First Caspian Economic Forum to be held on the 12th of August 2019 in the National Tourist Zone “Avaza.”  It is favorably symbolical that the date of this first in the history large Caspian forum coincides with the Day of the Caspian Sea.

The implementation of measures on preparation and hosting the First Caspian Economic Forum unfolds in accordance with the Concept of holding the Forum affirmed by the President of Turkmenistan Gurbanguly Berdimuhamedov.  The organizational and analytical work is realized in the Coordination center of the Ministry of Foreign Affairs of Turkmenistan established by the resolution of the Head of State on December 14, 2018 during the Meeting of the state’s government.

The first in the history forum of this type in the framework of the largest region in the world, which the Caspian basin happens to be, was initiated by the President of Turkmenistan Gurbanguly Berdimuhamedov during the IV Summit of the Heads of the Caspian states that was held in Astrakhan, the Russian Federation on the 30th September 2014.  This initiative is based on the notion that Turkmenistan sees strategical significance of the Caspian Sea in regional and interregional geopolitical and geo-economic processes, including its role as an important transit-transport and logistical tie which promotes the necessity to further unite the efforts on the Caspian states.  The development of constructive cooperation with the Caspian region states has been and remains to be the principle position and in this regard is among the priority vectors of foreign policy course of Turkmenistan.

The initiative of the Leader of Turkmenistan has found significantly new content in his address during the V Summit of the Heads of the Caspian states that was held in Aktau city of the Republic of Kazakhstan on the 12th August 2018.  Underlining that the five-sided cooperation on the Caspian Sea by large depends on the level of participation of our states in trade, economic and transport processes, the President of Turkmenistan Gurbanguly Berdimuhamedov said that holding the First Economic Forum in 2019 will serve as a proof of all Caspian states’ readiness to consolidate efforts in this regard.

In this context the support of the thoughts of President of Turkmenistan Gurbanguly Berdimuhamedov on holding the next Summit of the Heads of the Caspian states and the First Caspian Economic Forum in Turkmenistan turned to be the concrete reflection of high trust of the neighboring countries.  Simultaneously this decision assigns deep responsibility for coordinated actions in this Eurasian region, the significance of which goes far beyond its geographic borders in accord with conditions turning it to one of the key centers of the geopolitical and geo-economic processes.

The upcoming in the August of the current year the First Caspian Economic Forum serves as one of the preliminary events of strategic appeal in the newest history of Caspian states’ mutual relations, prescribed by the functioning of such significant international legal document, which the Convention on the Legal Status of the Caspian Sea signed on the 12th of August 2018 happens to be.  As is known, this founding international legal document which summarizes the results of long-term negotiation process of littoral Caspian states promises to open wide opportunities for realization of new investment projects in the Caspian region.       

According to the conceptual vision of the organizers, the Agenda of the First Caspian Economic Forum will encompass wide range of issues which will further form the base for prospective directions of cooperation of states participants.  It is planned that during the exchange of views and constructive negotiations actual subjects concerning the intensification of trade and economic relations including creation of conditions for development and implementation of large projects will be proposed.  It is awaited that there will be interesting discussions on the role of economy of the Caspian region in global context, including the increase of growth factors for investment motivation in the spheres of industry, energy, trade, tourism and other sectors of economies of Caspian states posing mutual interest. 

 The platform of the First Caspian Economic Forum will provide for practical exchange of views on implementation of the Intergovernmental Agreement between the Caspian states on trade and economic cooperation and Intergovernmental Agreement between the Caspian states on cooperation in the transport sphere.  As is known, these multilateral documents were signed on the 12th of August 2018 as a result of the V Summit of the Heads of the Caspian states.       

In the Coordination center on preparation and conducting the First Caspian Economic Forum, along with the main events, programs of the International Conference and Caspian Exhibition of Innovative Technologies are being designed.  Alongside, forming of favorable conditions for fruitful meetings and negotiations in the sidelines of the Forum between the government representatives, as well as business circles and companies are projected.   

Delegations of the Caspian states, including heads and members of governments, heads of seaside regions and heads of regional executive management agencies, representatives of the banking sector and business circles of the Caspian region as well as stakeholder countries, scientific workers, and company managers realizing activities in the Caspian Sea are invited to participate to the Forum.   Delegations of other stakeholder parties, firstly the states in close proximity to the Caspian region as well as representatives of international economic and financial organizations are also invited to the Forum.       

The upcoming event is aimed to give strong prudent impulse to the economic, trade and investment cooperation on the Caspian Sea and nearby regions, transforming the Caspian region into one of the largest transport and transit bonds of international scope playing vital role in forming new geo-economic space in Eurasia which is able to meet the modern global tendencies. 

 Being the initiator and organizer of the First Caspian Economic Forum, Turkmenistan proves in practice its adherence to the policy of wide international cooperation in the Caspian region, turning it to the area of peace, security and stable development.

Seyitmammedov noted that during the years of independence, huge successes have been achieved in political, economic, cultural and social spheres. The great transformations initiated by Hero Arkadag successfully continuous under the leadership of President Serdar Berdimuhamedov.

    It was also noted that, being committed to the policy of peacefulness, positive neutrality and international cooperation, Turkmenistan is steadfastly pursuing its chosen course, developing constructive dialogue both at the international level and in the format of international organizations.

    The diplomat also briefed the participants on the main initiatives voiced in the keynote speech of the Esteemed President of Turkmenistan Serdar Berdimuhamedov from the rostrum of the 78th Session of the UN General Assembly.

    It was noted that the political statement of the President of Turkmenistan assessed the current state of affairs in the world and put forward very serious proposals aimed at resolving a number of topical issues on the global agenda today.

    Special emphasis was placed on the dynamic development of Turkmen-Georgian relations, which are based on regular political dialogue, strengthening of economic ties, as well as close interaction in many areas of cultural and humanitarian cooperation.

    The briefing participants were shown a video demonstrating the achievements of the country as well as familiarizing them with the history and culture of Turkmens.

    As part of the briefing, the Embassy hosted an exhibition of books by the National Leader of the Turkmen people Gurbanguly Berdimuhamedov, as well as works of culture and art of the Turkmen people.

  • A MEETING TOOK PLACE BETWEEN THE PRESIDENT OF TURKMENISTAN AND THE PRESIDENT OF THE EUROPEAN COUNCIL

    On September 18, 2023, the President of Turkmenistan Serdar Berdimuhamedov held a meeting with the President of the European Council Charles Michel in New York.

    As the head of state noted, Turkmenistan attaches great importance to strengthening friendly ties and constructive dialogue with the EU, which is expanding every year, covering new areas of interaction.

    In this context, the successful cooperation of Turkmenistan with this international structure, both in a bilateral format and within the framework of the European Union - Central Asia Dialogue, was emphasized.

    The European Union is a long-time partner of Turkmenistan in the implementation of a number of specialized projects and programs aimed at solving priority tasks for the further economic and social development of our country, including in the field of legislation, education, information and communication technologies, agriculture and water management, environmental protection, climate change, the head of state emphasized.

    At the same time, it was noted that currently leading European companies are represented in many sectors of the Turkmen economy - in the oil and gas complex, transport, electricity, construction, communications and communications.

    During the conversation, an interested exchange of views took place on the prospects for further interaction in the context of its key aspects and the existing diverse potential.

  • THE PRESIDENT OF TURKMENISTAN AND THE PRESIDENT OF THE REPUBLIC OF KOREA DISCUSSED ISSUES OF COOPERATION

    On September 18, 2023, President Serdar Berdimuhamedov, on the sidelines of the 78th session of the United Nations General Assembly, met with the President of the Republic of Korea Yoon Suk Yeol.

    Stressing that he is very pleased with today’s meeting in New York, the President of Turkmenistan expressed confidence that the current negotiations will help identify new ways for the development of bilateral relations and will give an effective impetus to their further expansion.

    As noted, Turkmen-Korean relations and mutually beneficial partnership, based on the principles of equality, mutual benefit, respect and trust, have been actively developed and continue to grow steadily in an ascending line, filling with qualitatively new content.

    Stressing that our states are currently fruitfully cooperating not only in a bilateral format, but also within the framework of international organizations, primarily the UN, the interlocutors noted with satisfaction the established constructive partnership in supporting initiatives aimed at achieving lasting peace, sustainable sustainability and security .

    Successful bilateral interaction within the framework of the Central Asia-Republic of Korea Cooperation Forum was also noted. As part of Turkmenistan’s chairmanship in this structure, the 16th meeting of this Forum is planned to be held in Ashgabat in November. In this regard, the head of Turkmenistan expressed firm confidence that its results will contribute to the coordination of joint efforts with the Republic of Korea in the implementation of economic, cultural and humanitarian projects at the regional level.

    Particular emphasis was placed on the growing role of parliamentary diplomacy. In this context, the great importance of the ongoing high-level mutual visits was emphasized. Thus, the visit of the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov to the Republic of Korea in November 2022, the visit of the Chairman of the National Assembly of the Republic of Korea Kim Jin-pyo to Turkmenistan in July 2023, as well as the visit of the Mejlis delegation to the Republic of Korea taking place these days to participate in the inter-parliamentary forum, they brought Turkmen-Korean cooperation in this area to a new level.

    In conclusion, the mutual readiness of the parties was confirmed to continue to make the necessary joint efforts to bring Turkmen-Korean relations to a qualitatively new level for the benefit of the two states.

  • THE PRESIDENT OF TURKMENISTAN MET WITH THE DIRECTOR GENERAL OF THE WTO

    On September 18, 2023, the President of Turkmenistan Serdar Berdimuhamedov met with the Director-General of the World Trade Organization Ngozi Okonjo-Iweala.

    The head of Turkmenistan and the head of the largest international trade organization expressed satisfaction with the opportunity to discuss in a personal conversation the current state and prospects for the development of cooperation, the results of the current meeting, in the general opinion, will serve as an important impetus for further strengthening.

    As noted, Turkmenistan is systematically carrying out work to stimulate the development of the national economy and improve the well-being of the people, further expand foreign economic relations and attract foreign investment to the country.

    During the meeting, it was also noted that a special Government Commission operates in Turkmenistan, which is charged with studying issues related to our country’s accession to the WTO, as well as preparing relevant proposals. As a result of the work done, in July 2020, Turkmenistan was assigned observer status, and in February 2022, the status of an acceding country (“active observer”) to the World Trade Organization.

  • THE PARLIAMENTARY DELEGATION OF TURKMENISTAN IS ON A VISIT TO THE REPUBLIC OF KOREA

    On September 17-19, 2023, a delegation led by the Chairman of the Mejlis of Turkmenistan D.Gulmanova is on a working visit to the Republic of Korea. The purpose of the visit is to participate in the First Meeting of Speakers of Parliaments “Central Asia - Republic of Korea”.

    On September 17, 2023, upon arrival at Incheon International Airport, D.Gulmanova met with the head of the Korea-Turkmenistan Interparliamentary Friendship Group Lee Dal-Gon. During the meeting, the parties discussed issues related to the development of interparliamentary relations and cooperation between Turkmenistan and the Republic of Korea.

    On September 18, a meeting was held in a narrow format between the Chairman of the Mejlis of Turkmenistan and the Chairman of the National Assembly of the Republic of Korea Kim Jin-pyo. D.Gulmanova conveyed greetings and best wishes from the President of Turkmenistan Serdar Berdimuhamedov and the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov.

    During the conversation, the parties noted the positive dynamics in the development of interparliamentary dialogue between the two countries.

    Furthermore, the delegation of Turkmenistan, under the leadership of the Chairman of the Mejlis, took part in the first Turkmen-Korean inter-parliamentary consultations initiated by the Chairman of the Halk Maslahaty of Turkmenistan.

    During a detailed exchange of views on the current agenda of bilateral cooperation, the parties emphasized that this event would serve as an effective platform for the expansion and development of inter-parliamentary partnership. In this context, the important role of the Turkmen-Korean friendship groups acting in the parliaments of the two countries was noted.

    The special role of interparliamentary dialogue in the further development and strengthening of bilateral relations was also noted. The trade and economic sphere, oil and gas, petrochemical and transport sectors, the cultural and humanitarian dimension, including the field of medicine, education, in particular, the study of the Korean language in Turkmenistan, were identified as promising areas.

    Particular attention was paid to the prospects for the participation of Korean companies in the implementation of industrial projects in the city of Arkadag.

    In addition, the parties discussed a number of issues on the agenda of the upcoming first meeting of the heads of parliaments of Central Asia and the Republic of Korea on September 19.

    On the same day, a meeting was held between the head of the Parliament of Turkmenistan and the Prime Minister of the Republic of Korea Han Duck-soo. At the beginning of the meeting, D.Gulmanova conveyed greetings and best wishes from the President of Turkmenistan Serdar Berdimuhamedov and the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov.

    During the negotiations, the parties discussed current issues of bilateral cooperation, and also exchanged views on the prospects for further interaction between Turkmenistan and the Republic of Korea.

    In the process of discussing aspects of further development of trade and economic relations, the Prime Minister of the Republic of Korea expressed the desire of leading Korean companies to actively participate in the implementation of oil, gas and petrochemical projects in Turkmenistan.

    At the same time, it was emphasized that the progressive development of the interparliamentary dialogue established between our countries is one of the priority aspects of interaction.
