Within the framework of the 28th OSCE Ministerial Council, the Ministers for Foreign Affairs of Albania, Sweden, Poland, and North Macedonia, as the previous, current, incoming, and future Chairpersons of the OSCE issued the following statement - STOCKHOLM “QUADRIGA” STATEMENT: OUR COMMITMENTS, OUR SECURITY, OUR OSCE.
The so-called Quadriga reaffirms its commitment to Georgia’s sovereignty and territorial integrity, within its internationally recognized borders and underlines its concern about the continuing deterioration of the human rights situation in the Georgia’s Abkhazia and Tskhinvali regions.
The Quadriga, on behalf of the OSCE, expresses unwavering support for the Geneva International Discussions (GID) and reaffirms that the OSCE is committed to continuing its leadership of this format, together with the European Union and the United Nations. It is important the GID make progress on core issues of non-use of violence and international security arrangements, as well as the return of internally displaced persons and refugees.
The document also calls for the commitments made in the ceasefire agreement of 2008 to be implemented immediately and in full.

The entire international community, the leading countries of Europe, the U.S. and international organizations strongly condemned the Assad Regime’s illegal decision on establishment of so-called diplomatic relations with the Russian occupation regimes in Sokhumi and Tskhinvali. This illegitimate decision was strongly rejected by the Syrian opposition forces issuing several condemning statements and expressing unequivocal support for Georgia’s territorial integrity within its internationally recognized borders.
We are, however, confident that one day, after the end of the illegitimate regime in Syria, when the country embarks on the course of democratic development, this illegal decision too will be revised and Syria will return to the international legal framework, which is based on the principles of sovereignty and territorial integrity.

The Government of Georgia strongly supports the sovereignty and territorial integrity of the Kingdom of Spain within its internationally recognized borders, and considers Catalonia an integral part of Spain. The Government of Georgia condemns the unilateral declaration of independence by Catalonia and supports the measures of the Government of Spain to restore law and order, to regulate the situation, and to uphold in this process the Constitution of Spain, the rule of law, and the rights of every citizen of Spain.
The Government of Georgia deeply appreciates cooperation with the Kingdom of Spain as a valuable partner of our country, with our strong partnership stemming from shared values and traditional friendly ties.
Strong support of Kyrgyz Republic to Georgia’s territorial integrity is confirmed with documents. This statement was made by the Foreign Affairs Secretary of the President of Georgia. According to Tengiz Pkhaladze, the Presidents of Georgia and Kyrgyz Republic signed important document yesterday which confirms that Kyrgyzstan supports the territorial integrity, sovereignty and national border integrity of Georgia.
As Tengiz Pkhaladze said, one of the important policies in Foreign Politics is non-recognition policy. According to him, three years negotiations have been ongoing before the visit.
“Kyrgyzstan is the member state of Eurasian Union and the Collective Security Treaty Organization and its support is too important for Georgia,”-Tengiz Pkhaladze said.
Restoration of territorial integrity should be the main goal of any citizen of Georgia –this statement was made by the one of the member of Paata Burchuladze State for People Giorgi Vashadze in the frames of ceremony of the massacre of Sukhumi. As Vashadze said, there are a lot of refuges in Georgia and this is our main pain.
"This is still unhealed pain, especially when so many people were killed in the fight for territorial integrity, but the main thing is the future. In the future we will definitely win", - he said.
Zurab Japaridze and Mamuka Katsitadze also attended the event.
The OSCE PA General Committee on Political Affairs and Security adopted the 17-point draft resolution on “Conflict in Georgia”. The supplementary item to the draft resolution was introduced by the Speaker of Georgian Parliament, Mr. David Usupashvili. After adoption, the Speaker made the comment to media.
“The OSCE PA General Committee on Political Affairs and Security voted and supported the draft resolution initiated by us on conflicts in Georgia, clearly underlining all the problems we encounter and calling everything their names – Russian occupation, the problems Georgia encounters and the draft resolution, 57 member states and OSCE PA call on all the countries, all international organizations to strictly adhere to the principles of international law, territorial integrity and sovereignty of Georgia. Russia shall fulfill the EU-mediated Cease-Fire Agreement of August, 2008 and let the IDPs return to their homes, shall withdraw the armed formations from these territories and reject declaration and recognition of the regions of Georgia as the independent states.
As the Delegates supporting Georgia, noted during the debates, the document is unprecedented to be clear and it would be further balanced but all unanimously supported the document except the Russian Delegation. It was no surprise for us as the document states to 56 world countries to observe the standards that shall be adhered. It is a very important document. Such resolutions create the reality on international theatre, which shall be solved in our favor.
The document is initiated by us but with cooperation by all OSCE PA Delegations – from majority and minority. We all together worked on the document and it is a good example that when all the political forces stand united on the international arena, the results will be much easier and productive”.
