European Peace Facility: Council increases the financial ceiling to nearly €7.98 billion until 2027

The Council adopted a decision increasing the financial ceiling of the European Peace Facility (EPF) to €7.979 billion (in current prices) until 2027, ensuring that additional financial needs can be covered. 

The European Peace Facility has now become an integral part of the EU’s support to promote peace and security globally. Today’s decision brings the financial ceiling of the European Peace Facility to over €7.9 billion. Ensuring the financial sustainability of this instrument is crucial for our support not only to Ukraine, but also for our partners in other parts of Europe, Africa and the Middle East, as needs continue to arise.

This decision implements the political agreement reached on 12 December 2022, when the Council decided to increase the overall EPF financial ceiling by €2 billion (in 2018 prices) in 2023, and allow for the possibility of a further increase at a later stage (up to €5.5 billion in 2018 prices until 2027).

The Council also decided to set a financial reference amount for the common costs of the EU Crisis Management Military Exercise 2023 (MILEX 23at €5 million and introduce more flexibility in the collection and use of financial contributions from member states and in their use by the facility.

In its conclusions of 15 December 2022, the European Council reiterated the global dimension of the Facility and welcomed the agreement in the Council on 12 December 2022 to ensure its financial sustainability.

Background and next steps

The European Peace Facility was established in March 2021 to finance all common foreign and security policy (CFSP) actions relating to military and defence matters, with the aim of preventing conflict, preserving peace, and strengthening international security and stability. In particular, the European Peace Facility allows the EU to finance actions designed to strengthen the capacities of non-EU countries and regional and international organisations in relation to military and defence matters.

The EPF is an off-budget instrument and originally had an overall financial ceiling of €5 billion in 2018 prices for the period 2021-2027, with annual ceilings that ranged from €420 million in 2021 to €1.132 billion in 2027.

Thanks to the EPF, the EU has been supporting the Ukrainian Armed Forces through seven successive support packages so far, as well as many other countries such as: Mozambique, Georgia, the Republic of Moldova, the Republic of Mali, Somalia, Niger, Jordan, Bosnia and Herzegovina, Lebanon and Mauritania, as well as military components of African-led Peace Support Operations and multinational units such as the Balkan Medical Task Force.

EU disburses another €1.5 billion in macro-financial assistance to Ukraine

European Commission President Ursula von der Leyen announced today that the European Union has disbursed another €1.5 billion in macro-financial assistance to Ukraine.

“Our support helps keep Ukraine running, while defending itself,” wrote von der Leyen on Twitter. “And puts Ukraine firmly on its EU path by supporting reforms – good governance and financial stability, for example.”

On 17 January, the European Union disbursed the first €3 billion of the €18 billion of promised macro-financial assistance agreed in December 2022.

This emergency assistance aims to provide short-term financial relief, financing Ukraine’s immediate needs, rehabilitation of critical infrastructure and initial support towards sustainable post-war reconstruction, with a view to supporting Ukraine on its path towards European integration. The loans will have a 10-year grace period.

February 24, 2022 is the day which will be imprinted in the memory of the people of Ukraine and the whole civilized world as the first hours of severe war of Russia against Ukraine. Today, it has been exactly a year since Russia has started a wide-scale war in the middle of Europe against independent Ukraine, which at the moment gets continued with mass assaults of heavy artillery bombs. The day today is the most painful for every Ukrainian. This is the day which substantially changed everything and moved us to the new world of unpleasant reality.

During this one-year people of Ukraine have been exposed to a lot of suffering, sadness and anxiety. Atrocities of Russian invaders and destruction are indescribable. The destructive war started by Putin led to everyday deaths of thousands of innocent peaceful citizens, elderly and children.  The Russian barbarian army has already exterminated 459 Ukrainian children and these data are not final. When on everyday basis we see terrible acts of the Russian invader, I have no doubt that Putin is a tyrant and the most dangerous terrorist in the 21st-century world. When I think about what the people of Ukraine have to stand, the feeling of pain emerges and my hatred towards the Russian invader gets even more intensive. 

Tyrant Putin and his terrorist authority made millions of Ukrainians to essentially leave their homes. But, despite this hard suffering, brave Ukrainian people demonstrated to everyone that fighting for independence, freedom, values, identity, territorial integrity and the strength to fight for the right to live on one’s own land is in unity and this strength is much more than the will of any Kremlin dictator. Unity, bravery and persistent fight of Ukrainian people against the Russian military aggression is exemplary for the whole world.

These hard days gave the world civilized community the feeling of solidarity and it is not a coincidence that today, on February 24, the war anniversary, the American Friendship Club decided to hold the solidarity action near the territory of the embassy of Ukraine which was dedicated to the memory of peaceful Ukrainian children, elderly and soldiers who died as a result of the Russian war.

At the same time, with this event we wanted to once again show everyone and, most importantly, the Russian authority in Georgia, what the attitude of freedom-loving Georgian nation is towards brave people of Ukraine and our common values.

Besides, the aim of today’s solidarity action was to once again remind to the Russian authority of Georgia how much evil party and individual collaboration with tyrant Putin brings.    

Finally, I consider that besides military support it is extremely significant not to slowdown and further enhance support of brave people of Ukraine.

I am sure very soon brave Ukrainean people and the whole civilized world together with them will celebrate victory on the land of freedom and defeat of the tyrannous regime of Putin and his shameful army. 

Indeed! Russia should unequivocally and unconditionally get defeated in this war!!!

The creation of scapegoats and fighting them in order to maintain power is a repeating strategy of dictators, reads the statement released by the US Embassy in Georgia.

According to the statement, dictators are also known for repeating each other's mistakes. Putin tells his people that the entire civilized world is their enemy and that only he stands on the path to truth. Putin’s enemies are pregnant women, whom he bombs inside maternity wards, small children and elderly people who sing to each other in shelters to find comfort, and people who choose freedom.

One year ago Putin was certain that Kyiv would fall in a day, that Ukrainian people would greet his army with flowers, and that the west would turn a blind eye. But Kyiv stands, Ukrainian people are fighting with unprecedented courage, and the West has never been so united.
Dictators like Putin repeat each other’s mistakes because they forget the eternal verity which was brilliantly formulated by Rustaveli centuries ago: "Evil is vanquished by good, for the essence of good is enduring", reads the statement.

Borrell at the Munich Conference: to arm Ukraine is the first and most urgent matter

The European Union has to increase and accelerate its military support to Ukraine, EU High Representative Josep Borrell said in his speech at the Munich Security Conference that took place from 17 to 19 February.

He said that this is “the first and most urgent thing that a geopolitical Europe has to do”, because Ukraine is critically short of ammunition, adding that this “a matter of weeks”

“We have been taking too much time to take critical decisions for providing battle tanks. And this, when everybody knows that to win a war, a classical war, with trenches, and heavy arms, you need battle tanks, you will not win this war without these kinds of arms,” said Borrell.

He added that EU Ministers of Defence have to take this kind of decision at the upcoming meeting on 7-8 March, where the European Commission “will propose to accelerate the process that is already ongoing”

As a medium-term case, he cited the need to further increase the defence capabilities of EU countries, but added that “this will not happen overnight”.

EU agrees extra €500 million of military support for Ukraine

The Foreign Council of the European Union reached political agreement for a 7th tranche of military support to Ukraine worth €500 million. 

The Council also agreed on an additional assistance measure worth €45 million for the Ukrainian forces being trained by the EU’s military training mission, EUMAM Ukraine. This brings the total military support under the European Peace Facility to €3.6 billion. According to EU High Representative Josep Borrell, the EU’s military, financial, economic and humanitarian support for Ukraine has now reached nearly €50 billion.

Before the Council discussed Russia’s aggression against Ukraine, Ukrainian Foreign Minister Dmytro Kuleba addressed EU foreign ministers via video conference and briefed them on recent developments on the ground and on Ukraine’s current priorities.

Regarding the creation of an accountability mechanism, EU foreign ministers stressed the importance of preserving the crucial role of the International Criminal Court in international criminal justice and expressed broad support for the establishment of the International Prosecutor’s Office in The Hague as a first step.

Regarding the effectiveness of sanctions, Josep Borrell noted that Russian oil (Urals) sells for US $40 a barrel while Brent sells for US$80. “This means that the Russian oil is being sold at a discount of 50%, and it is being bought by mainly India and China,” said Borrell. “So, it is losing US$40 per barrel. It is a big hit on Russia’s financial stability.”

Today, the European Union will disburse the first €3 billion of the €18 billion macro-financial support agreed in December. This was announced by the President of the European Commission, Ursula von der Leyen.

“Helping Ukraine meet its financing needs to face the Russian aggression is both crucial and urgent,” von der Leyen wrote on Twitter. “The Commission is acting with utmost speed and determination.”

EU to extend sanctions against Belarus and Iran for supporting Russian war against Ukraine, says von der Leyen

The European Union will extend its sanctions, announced in response to Russian aggression against Ukraine, to those who militarily support Russia’s war, such as Belarus or Iran. This was announced by the Head of the European Commission, Ursula von der Leyen, at a press conference today following the signing of the Third EU-NATO Joint Declaration on Cooperation.

“The European Union will keep doing everything in its power to support the brave people of Ukraine. We will keep the pressure on the Kremlin for as long as it takes with the biting sanctions regime,” said von der Leyen. “We will be coming forward with new sanctions on Belarus answering Belarus’ role in this Russian war in Ukraine.”

She also confirmed that the EU will continue its “substantial humanitarian economic and Security Assistance to Ukraine as long as it is necessary”.

EU disburses third and final €500 million tranche of macro-financial assistance to Ukraine

On 14 December, the European Commission disbursed the third and final tranche of €500 million under the exceptional €5 billion macro-financial assistance (MFA) operation for Ukraine. The payment is part of a package of MFA measures announced by the Commission on 18 May and endorsed by the European Council on 23-24 June 2022.

With this payment, the total amount of macro-financial assistance to Ukraine since the start of the war in Russia has reached €7.2 billion. The funds have been made available to Ukraine in the form of highly concessional loans with longer maturities than in a regular MFA.

This disbursement follows a positive assessment by the Commission of Ukraine’s implementation of seven structural policy measures agreed in a Memorandum of Understanding (MoU) signed on 3 October. The measures aim to strengthen the country’s economic resilience and stability, improve the business climate, strengthen the rule of law and governance and ensure Ukraine’s energy security. Ukraine has also successfully complied with the enhanced reporting requirements of this exceptional MFA.

The Commission has already disbursed to Ukraine €600 million in March and a further €600 million in May this year, followed by €1 billion in August, €2 billion in October, and €2.5 billion in November.

New EU military support mission to Ukraine already training 1,100 Ukrainian soldiers

The new Military Assistance Mission of the European Union to support Ukraine (EUMAM for Ukraine), established on 15 November, is already training 1,100 Ukrainian soldiers in different camps, EU High Representative Josep Borrell announced during his visit to the Brzeg training facility in Poland on Friday.

Borrell said this was the broadest military mission the European Union had ever undertaken for any partner. Twenty EU countries are taking part, and they are expected to train 15,000 Ukrainian soldiers. Borrell added that the EU is also going to provide resources – €16 million for lethal equipment for training purposes.

“The Ukrainian army is one of the best in the world. They have proven to be. Ukraine is resisting, fighting off the Russian aggression, which is trying to cruelly push the country into darkness and cold. Humbled by the courageous soldiers and their will to defend their people,” wrote Borrell on Twitter.
