The Amul – Hazar 2018 rally raid started in the administrative center of Lebap province. On the eve of the competition, the crews underwent administrative checks and technical inspections, reviewed the course and received the race map containing the route list and the map of the area crossed by the rally course.
Under the regulations of the rally raid, the parc fermé with restricted access was created in the paddock where the crews brought their vehicles early in the morning. Embarking on their journey towards the starting line, the participants began preparations for the prologue, a qualification round that determines the starting order at the first stage of the rally. The prologue covers the distance of 9 km.
The motorcade of the President of Turkmenistan arrived at the venue of the official start of the race where the crews, technical staff, event organizers and supervisors, reporters and numerous guests gathered. The chair of the National Parliament, vice premiers, heads of military and law enforcement authorities and the governor of Lebap province were among the attendees.
President Gurbanguly Berdimuhamedov congratulated everyone on the start of the rally and opened the prologue, racing with number 10 on his sports car along the special track to once again demonstrate his brilliant driving skills.
Then President Gurbanguly Berdimuhamedov spoke with the director general of the Africa Eco Race who was involved in implementing the Amul – Hazar 2018 project, Jean-Louis Schlesser.
Amul – Hazar 2018 rally has started in Lebap Velayat. As is known, this unprecedented race along the Silk Road has been initiated by President of Turkmenistan Gurbanguly Berdimuhamedov.
The fact of conducting Amul – Hazar 2018 rally, where the races from all over the world wished to participate, is another evidence of high international authority of Turkmenistan and recognition of the policy of peace, friendship and good neighbourliness pursued steadily by the Leader of the Nation.
Owing to the attention and efforts of the Head of the State, this grandiose project has been implemented six month after the idea of its organization has been proposed. Finally, this day has come! Racers from more than 20 countries like Great Britain, France, Czech Republic, Germany, Spain, Italy, Saudi Arabia and other have come to the city of Amudarya River. Geographical scale of the journalists and reporters, dozens of competent news agencies and international channels, sports internet portals is even bigger. From today, foreign spectators would be able to see the races by TV with their own eyes.
On the day before, the crews underwent administrative and technical inspections and studied the route. They have received the road maps composed of the road summary and location map, which the route runs through. Safety regulations, terms of the competitions and other details have been explained to the leaders of the race at the briefing. Ceremonial parade of the participants of the race received by Turkmen leader took place in the evening.
According to the rules of the rally, the start zone is subject to enclosed parking mode (area with limited access) where the crews brought their vehicles early in the morning. Shortly, everybody went to the starting point where the preparation to the first qualification round, the preface races, which defines starting positions of the first leg of the rally. The distance of qualification leg is 9 kilometres.
Before going to the start position, President Gurbanguly Berdimuhamedov has donned his racing gear and made technical preparation of the vehicle.
Having arrived in his starting position, the Head of the State opened qualification round having driven his vehicle No. 100 on special track.
Being experienced sportsman and supporter of healthy life style, the President gives personal inspiring example to his compatriots especially to the youth. On that day, the Head of the State has demonstrated again his outstanding sport driving skills – his vehicle with number ‘100’ on the side has run off-road without reducing the speed at the turns and taking over natural obstacles.
After the leg, the President of Turkmenistan has a conversation with General Director of Africa Eco Race rally who was involved in implementation of Amul – Hazar 2018 project Jean Louis Schlesser who asked the Head of the State to share his impressions about the preface round.
In return, Turkmen leader congratulated famous racer on this sport events that started on the banks of Amudarya River. “Speaking of the track, it is obvious that like any other sportsman I was completely concentrated on it”, - President Gurbanguly Berdimuhamedov said.
Jean Louis Schlesser asked the opinion of the Head of the State about this grandiose event – International rally Amul – Hazar 2018 with the participation of numerous guests and about general idea of these competitions.
- Sport is always good as it unites the nations and countries. This is stability and peace on the planet. Therefore, I think that current competitions, where numerous sportsmen from different countries came, is great holiday. Eco rally raid Amul – Hazar 2018 is very important. Its name speaks that Turkmenistan has always been the heart of the Silk Road, which is revived in new format in our days. The participants of the competition will see historical route from Amul to Hazar with their own eyes; they will enjoy the beauty f the nature and landscapes of Turkmen land, its ancient monuments. The main route runs across Karakum Desert, which exoticism will inspire and give power to our guests, as I think, - the Head of the State answered.
Special attention has been paid to ecological status of the rally during the conversation. As this type of competitions is related with harmful CO2 emission, all ecological issues have been outlined among priority aspects during organization of the rally, President Gurbanguly Berdimuhamedov said. Turkmenistan always pays great attention to environment protection in its policy, the Head of the State said, having highlighted that the participants of Amul – Hazar 2018 rally were provided with environmentally friendly fuel ECO 5 produced in Turkmenistan.
We also plan to produce environmentally friendly synthetic gasoline from natural gas, which will allow providing future development of this sport. The processes on the planet like global warming, natural disasters, etc., cause the formation of ecological responsibility and principle of careful treatment of the environment in the society. In this context, Turkmen leader highlighted that the United Nations General Assembly adopted relative Resolutions initiated by Turkmenistan.
Jean Louis Schlesser assured the Head of the State in the readiness and high interest of Africa Eco Race Organization in cooperation with our country as well as in the intent to tell to the whole world about the efforts taken by Turkmenistan to solve environment protection problems.
- Together with you, we have touched upon the subjects of eco rally raid related to ecological issues and environment, which is very topical today around the world, - President Gurbanguly Berdimuhamedov mentioned. The route of the rally Amul – Hazar 2018 is another important aspect. We give birth to new Silk Road, which plays significant role in transport and transit corridors sphere, formation of multimodal system and creation of modal highway and this is the main thing, the Head of the State highlighted. This is a matter of geo-economy and geo-politics and our initiatives f transport and transit corridors field were supported by relative Resolutions of the United Nations General assembly, the Head of the State highlighted.
Having expressed Jean Louis Schlesser for his significant work, the President noted high professional level of organisation team of current international competitions, having addressed them gratitude and wished success, happy journey and new achievements to the sportsmen.
The Head of the State and Jean Louis Schlesser exchanged the visions of special features of the route of Amul – Hazar 2018 race. French professional stated high organizational level of the competitions, having expressed the gratitude again to Turkmen leader Gurbanguly Berdimuhamedov for support and personal participation as well as for the time spared for the conversation.
In the meantime, qualification races took place.
Thereafter, the first leg of the competitions, which distance is 247 kilometres, has started.
The vehicles of the participants of the rally, all 83 crews, took their positions on the start line of the first part and shortly, headed their way in equal intervals. The race has started!
Peculiar journey to the history of Turkmen nation has started together with the race as beside sport component of the competitions, the project Amul – Hazar 2018 has very important cultural mission opening an excellent opportunity to introduce unique heritage of the country to the world. Ancient settlement of Amul located next to the entry to Turkmenabat became the starting point of the rally raid.
Once upon a time, it used to be rich trade city with loud bazaars and boiling life in caravansaries. One of the main directions of the Silk Road run via this place. Diplomatic, economic, scientific relations between the West and East countries were supported along the track. The caravans of camels loaded with various goods were the main means of international cooperation and were protected by the rulers as saturating the markets of the countries they supported economic development.
Amul appeared in the flood plain of great Amudarya River in I – IV centuries as one of strategically important locations of Kushan Empire. Event today, melted walls of its palace and stronghold, which was used just 100 years ago, raise above the plain. The development of the city falls on IX – XII centuries when its ‘rabad’ (trade and industrial district) has reached 175 hectares in size, having become the crossroad of the main trade routes of the region.
President Gurbanguly Berdimuhamedov notes in his book “Turkmenistan – the Heart of the Great Silk Road” that active international contacts could not help influencing the development of cultures of various nations, through which countries they were made. That is why the Silk Road was one of the most important achievements of ancient civilizations, which allowed connecting various nations on huge spaces from Europe to China in the history of humankind. Therefore, it is quite obvious that it is not a certain city or monument but the Silk Road itself as historical and cultural phenomenon and as series of facilities, which were proposed for nomination to the World Heritage List by the UNESCO Committee proposal. Each country participating in this nomination including Turkmenistan have chosen several dozens of caravansaries, ancient strongholds, local sanctuaries and other facilities related to the main caravan routes.
It includes Amul as well, to touch the history of which the participants of the rally are able, having left from this place as a caravans in the old days through the space and time to Ancient Merv and the country of Margush. Of course, the speeds are different today and capability of equipment grow every day but the concept of transport remains the same. This is the movement and unification! This is the opening of new horizons and opportunities! This is the intent to prosperity and progress! All these ideas have been laid into the foundation of transport policy of President Gurbanguly Berdimuhamedov.
Caravan of racing vehicles painted with the flags and emblems of Amul – Hazar 2018 rally will be another conductor of this policy, having announced about Turkmenistan to the world as the country willing for wide international cooperation and search for new ways of rapprochement, communication and solution of common universal objectives.
Undoubtedly, the sport is a core of the versatility of this project uniting various dimensions and concepts. Will to win and healthy spirit of the competitions, which are the main target of sport development in our country, is one of them.
The idea of International rally, mass field and track cross and cycling race along the Silk Road proposed by Turkmen leader was accepted enthusiastically by all compatriots but the sportsmen were the most enthusiastic and expressed deep gratitude to the Leader of the Nation for his care and attention. At this competition, our country was represented by 15 teams from the Motor Sports Centre of the Ministry of Interior and National Motor Sports Federation, which were selected during qualification round in May this year. The President of Turkmenistan took part in that races himself, having demonstrated an outstanding result.
The Head of the State pays utmost attention to the creation of necessary conditions in the country for big international competitions, giving them the role of events that unite the nations and cultures and able to support the consolidation of peace and friendship in the region and on the planet.
Large-scale work for formation of relative modern infrastructure is expanded in the country and at the same time, targeted measures for assertion of the principles of healthy and active life style, involvement of Turkmenistan citizens, especially the youth, to regular sports and physical training exercises are taken. In this context, the rally with the participation of the teams from many countries will not only support the enhancement of sport prestige of our country but also will popularize various sports including the motor sport.
Matters of further coordination of activities for provision of high level of organization of the competitions have been discussed at the session with the participation of the heads of the Ministry of Sports and Youth Affairs, other structures and student voluntaries at S. Seydi Turkmen State Pedagogic Institute. Operational plans has been clarified in working order, duties and areas of responsibility of all assisting groups have been discussed.
Undoubtedly, Amul – Hazar 2018 race will be remembered for long time to numerous guests and will be another contribution of the country to the assertion of the roe of sports as a messenger of peace and friendship.
The participants of the race will be able to see natural beauties of Turkmenistan, its unique landscapes with their own eyes, to touch ethnographic originality of national culture and feel the breath of new dynamic time.
Four main camping sites are located along the route – camp ‘Mary’ in Mary Velayat, ‘Garagum ýalkymy’ in Ahal Velayat, ‘Altyn Asyr türkmen köli’ in Dashoguz Velayat and ‘Sport meýdançasy’ in Balkan Velayat. The finish is planned in Avaza National tourist zone. The length of entire route is 1,571 kilometres. Ambulance and fire service teams are on duty in technical service centres located along entire route. Landing pads for small aircrafts were built next to all camping sites.
Helicopters follow the crews on all parts of the distance. They not only broadcast the race but also monitor the situation in order to provide emergency response. Safety of people and environment is dominating principle of organization and conduct of Amul - Hazar rally. The fact that many famous teams and racers wanted to participate in this debut project gives reason to think that Turkmen rally will enter the calendar of prestigious motor sport events in the future.
Indeed, there are such world status series as Dakar – the most complicated high-rank competitions gathering the best pilots of the planet (it is not held in Africa any more). It was replaced with Africa Eco Race, which route runs across Morocco, Mauritania and Senegal. There is also the Silk Road rally raid, which was first held in 2009 by the initiative of Turkmen leader Gurbanguly Berdimuhamedov and today these competitions became some kind of European Championship. Amul – Hazar is able to take the place among these tournaments taking into account ecological approach, which has been successfully implemented by Jean Louis Schlesser in Africa Eco Race. Current race across the desert is qualification tour of African eco raid.
The participants of the raid had to drive along the first special section, which required not only the speed of the pilots but also the attention of the navigators. The result on the Karakum track mainly depended on their concentration.
The race running across unknown, sometime difficult terrain is a big challenge. But this is the way the abilities and character of the crews, their coordination as well as the durability of the vehicles are tested. Rally raid is the risk and adventure, which put the friendship, honour and team spirit above all. The winners considered to be everyone who reached the final and not only those who came first.
… The moment came and the vehicles started to come one after another to the finish line. The crew of the vehicle under No. 100 was the first!
Soon, the racers are expected at the camping site built next to administrative border of Lebap and Mary velayats, 250 km away from Mary. At the camping site, the participants of the rally were met with music and dances, they receive memorable gifts. They have also been accommodated and had tasty dinner.
In the meantime, mechanics started to inspect the vehicles. Their objective was to check and repair the vehicle shall it be necessary. Technical maintenance and service vehicles, organizers, journalists and support personnel have arrived there before the crews by normal roads.
The horsemen on Ahalteke horses lined up along the perimeter of the camp as if protecting huge herd of iron horses. The colours of oriental bazaar were added to the atmosphere of the camp by the tents with national decorative and applied art items. Exposition of bright ornamented carpets and original felt goods, hand-made embroideries, original souvenirs with ethnic motifs was continued by the exhibition of modern Turkmen textile.
In addition to gracious ahalteke horses, the foreign guests were conquered by alabay puppies, which they made friends with right away, having recognized cute image of Vepaly in them, which decorates the vehicles and numerous banners.
Other racing round will take place on the next day, September 12. The pilots will enter another leg of the race, having entered 228 kilometres part of the route. Next camping site will expect them in the centre of Turkmen desert in the place with poetic name “The Shine of the Karakums”
On the same day, after completion of the events, President Gurbanguly Berdimuhamedov left for Ashgabat.
Turkmenistan is a competent member of international politics as one of active UN-member states, makes its significant contribution to consolidate international community efforts in countering the threats against humanity, especially terrorism and radicalism. The President of Turkmenistan Gurbanguly Berdimuhamedov underlines that, countering terrorism acquires strategic significance on the agenda of multilateral cooperation of Turkmenistan within Community of Nations along with global tasks in ensuring security such as disarmament and non-proliferation, transport and energy, environment and several other aspects defined by the UN Sustainable Development Goals.
Turkmenistan’s position rests upon fundamental concept of the President of Turkmenistan Gurbanguly Berdimuhamedov when state formulates approaches in ensuring global security. The concept covers the completeness and indivisibility of this idea in terms of geopolitics and interconnectedness of its concrete aspects. The backbone of this concept is that security of one state may not be guaranteed when there is no security in the region, continent and world. In similar way, political and military security will not be long-term and complete without ensuring economic, energy and food security, preventing and neutralizing risks, threats of environmental and technological character, countering effectively international terrorism, organized crimes, proliferation of mass destruction weapons and other global challenges.
Terrorism and its all forms are very dangerous threats to humanity irrespective of development level of one specific country or others and regions. Countering terrorism is becoming very important issue at present when globalization process is deepening and where one of the most important conditions is to ensure sustainable development of states and regions under peaceful and safe environment. Terrorist movements acquire new forms at the time of rapidly advancing technology, technological progress, mass media communication development, different types of information dissemination and this requires effective measures of countering
Turkmenistan takes all necessary measures and actions at the national and international level to eliminate threats against peace and security as well as counters terrorist and radical acts.
National legislation of Turkmenistan provides сlear definition and forms legal framework in this field. More particularly, the Law of Turkmenistan “On countering terrorism” stipulates legal and organizational base for countering terrorism, authorities and responsibilities of state bodies, social assosiations, other entities and competent authorities, as well as it defines guarantees for legal and soial protection of citizens involved in countering terrorism.
The Law of Turkmenistan defines terrorism as follows: «terrorism – is an ideology of violence and actions to influence central government, local government, either international organizations or other entities decision-making process; socially dangerous acts which use force intentionally for hostage taking, arson, murder, torture, intimidation of population and bodies of power or committing any offence against lives and health of innocent people or threats to commit any act for achieving such criminal goals»
The same Law defines international terrorism as follows: «international terrorism – is socially dangerous violent acts commited with terrorist groups or organizations on global or regional scale including the support of state bodies of other states with the purpose of achieving specific goals related to kidnapping, hostage taking, murdering innocent people or posing threat to their lives and health, destructing or threat of destructing important facilities, life support, communication systems or using or posing threat of using nuclear, chemical, biological other weapons of mass destruction.
It is evident that, the terrorism may be countered successfully with only joint efforts of states in close cooperation with international agencies. In this regard, Turkmenistan cooperates closely with other states, as well as, reputable international bodies, first and foremost the UN, EU and OSCE.
Turkmenistan closely coordinates its actions with the UN on countering terrorism, drug trafficking and other threats. Strategic partnership between Turkmenistan and the UN is long-term, implemented in systemic basis and similar principles and views on final outcome are shared. In this context, Turkmenistan supports efforts of international community to create effective mechanism for countering terrorism and is for fully implementation of the UN Global Counter-Terrorism Strategy.
These facts demonstrate that, Turkmenistan maintains constructive and efficient cooperation with international agencies such as the UN Counter-Terrorism Office, UN Regional Center for Central Asia for Preventive Diplomacy and neighboring countries.
Turkmenistan demonstrates its strict adherence to UN Global Counter-Terrorism Strategy in practice and attaches regional context to it taking into account historical, economic, social, cultural and other features of one or another region. In this regard, high level dialogue in the region will give political impetus to adopt necessary, complementary and coordinated strategic approach to counter terrorism for Central Asian States. Consolidating efforts and developing commonly accepted approach in the states of the region to address existing issues will lead to explore and find effective ways of addressing them.
It is a fact that, International community recognized the peaceful policies of the President of independent and neutral Turkmenistan – Gurbanguly Berdimuhamedov when the Resolution on «The role of UN Regional Center for Central Asia for Preventive Diplomacy» was adopted.
Counter-Terrorism Implementation Task Force was created with the purpose of ensuring the consistency of UN activities in given field. The Office coordinates membership in CTITF which covers 36 UN agencies, World Customs Organization and Interpol. United Nations Counter-Terrorism Center (UNCTC) which was established within CTITF in 2011 provides assistance to member states in capacity building in Strategy implementation.
Turkmenistan participates in project implemented jointly by Counter-Terrorism Implementation Task Force (CTITF) of United Nations Counter-Terrorism Center (UNCTC) and UN Regional Center for Central Asia for Preventive Diplomacy (UNRCCA) in Ashgabat with the support of EU and Norway. UN Regional Center for Central Asia for Preventive Diplomacy implemented project on applying abovementioned UN Strategy in Central Asian States jointly with Counter-Terrorism Implementation Task Force and EU. On November 30, 2011, Joint Action Plan on implementing UN Global Counter-Terrorism Strategy and Ashgabat Final Declaration were approved in the high level meeting jointly organized by the Government of Turkmenistan, CTITF, EU and UNRCCA in Ashgabat. This Action Plan was the first document ever adopted. The projects on Action Plan items were implemented in the past years. On June 13, 2017, the final event in the second phase of project “on implementing Joint Action plan to realize UN Global Counter-Terrorism Strategy” took place when “High-level UN Central Asian Dialogue among countries and the on implementing the UN Global Counter-Terrorism Strategy in Central Asia” was held in Ashgabat. The main objective of the meeting was to discuss the issues related to improving stability and security and the ways to achieve them.
General Secretary of the UN Antonio Guterras, ministers, senior officials, the representatives of countering terrorism agencies and national security agencies from Kazakhstan, the Kyrgyz Republic, Turkmenistan, Tajikistan, and Uzbekistan participated in the sessions. The review of joint Action Plan for Central Asia to implement UN Global Counter-Terrorism Strategy at the regional level was presented.
Joint Declaration on strengthening regional cooperation in countering terrorism was adopted at the end of meeting. UN General Secretary Antonio Guterras welcomed Ashgabat Declaration on countering terrorism adopted by Central Asian countries and their permanent efforts to implement UN Global Counter-Terrorism Strategy and joint Action Plan for Central Asia. The Declaration represented support given to General Secretary’s initiative of to reform the UN countering terrorism office by creating new Office for countering terrorism and recognized the importance of efforts to counter terrorism in the region by the community of nations.
There was a high-level meeting "Towards a comprehensive implementation of the UN Global Counter-Terrorism Strategy in Central Asia" at the end of April 2018, in Ashgabat and the third phase of a joint project on supporting the Joint Action Plan for Central Asia was launched. The first and second phases of the project were implemented in 2010-2017 and are dedicated to consider four main directions of the Global Strategy for drafting recommendations for the development of the JAP, which was adopted in December 2011 in Ashgabat.
While delivering speech , the UN Under-Secretary-General and head of the UN Counter-Terrorism Office, Vladimir Voronkov underlined that the main activities of the project would include providing targeted support in developing national and regional strategies to counter terrorism and prevent violent extremism, further strengthening the capacity of the Central Asian countries in priority areas identified in the JAP for Central Asia and facilitating the exchange of best practices in the region and beyond it.
During the meeting, the Deputy Minister of Foreign Affairs of Turkmenistan Serdar Berdimuhamedov stated the readiness of Turkmenistan to cooperate with the United Nations Counter-Terrorism Center (UNCTC) on the implementation of the Ashgabat Action Plan of the UN Counter-Terrorism Strategy. In this context, the Turkmen side made several concrete proposals by using the UNRCCA in given direction.
The Statement on the outcomes of High-level meeting "Towards a Comprehensive Implementation of the UN Global Counter-Terrorism Strategy in Central Asia" was adopted at the end of the forum. It is expected in the long term that the new phase of the joint regional counter-terrorism initiative of UNRCCA and the UNCTC entitled "Towards a comprehensive implementation of the UN Global Counter-Terrorism Strategy in Central Asia" will be aimed at further strengthening the capacity of the Central Asian states in the field of countering terrorism and preventing violent extremism in a strategic basis.
One of the emerging and acute problems is the elimination of terrorist financing sources, where special attention needs to be paid to combat drug trafficking. Enormous work is being done in this direction under the leadership of President Gurbanguly Berdimuhamedov, including legal framework and the organizational basis development for this work in Turkmenistan.
Turkmenistan maintains close, effective and targeted cooperation with neighboring states, as well as with specialized UN agencies, primarily with the UNODC. Long-term national programs for combating drug addiction and drug trafficking have been adopted and are being implemented and good results are obtained.
Thus, Turkmenistan pursues foreign policy directed at eliminating threats and dangers against peace and makes its significant contribution to consolidate international efforts.

On August 10 , 2018, the Embassy of Turkmenistan in Georgia held the briefing dedicated to the grand sports event - International Rally “Amul-Hazar 2018”, which will be held on September 11-15, 2018 in Turkmenistan.
The briefing was attended by representatives of the “Georgian Business Week”, newspapers of ”Resonance”, “Multinational Georgia”, “Free Georgia”, international magazine “Geo Traveler”, “News Day Georgia” news agency, “Sputnik” international news agency, “TV-24” channel and others.
In his speech, Ambassador Extraordinary and Plenipotentiary of Turkmenistan in Georgia D. Muratov underlined that this year, which is held under the motto “Turkmenistan is the heart of the Great Silk Road, Turkmenistan has revived its significance as a key link of this ancient route. This grand sports event will be a unique opportunity to present both the past and the present of the Great Silk Road, which today, thanks to energetic efforts and constructive international policy of the Esteemed President Gurbanguly Berdimuhamedov, is reborn again, connecting countries and peoples.
During the briefing, media representatives were provided with detailed information on the Rally “Amul-Hazar 2018”, on the enormous preparatory work, which is personally patronized by the Esteemed President of Turkmenistan.
It was mentioned that big competitions in Turkmenistan on one of the most spectacular and popular sports attract keen interest of the world community. This is indicated by the wish of the sportsmen and teams from various states to take part in the races, which route would run along the Silk Road and through magnificent Karakum Desert. This competition will be true historical event of Turkmen motorsport and will serve to the improvement of the world authority of Turkmenistan
At the end of the briefing, a video about the rally “Amul-Hazar 2018” was demonstrated. Representatives of the Georgian media expressed their gratitude to the Embassy of Turkmenistan and personally to the Ambassador of Turkmenistan in Georgia D. On August 5, 2018, a media forum devoted to the issues of familiarization with the international car rally Turkmen Desert Race «Amul-Khazar 2018" in Turkmenistan was held in the conference hall of the "Sport" hotel. The event was organized by the Ministry of Foreign Affairs of Turkmenistan jointly with the Ministry of Internal Affairs and the State Committee for Television, Radio Broadcasting and Cinematography.
The forum was attended by the leading experts in the world of motorsport, heads of international transport organizations, representatives of embassies and international organizations, as well as foreign journalists accredited in Turkmenistan, representatives of the media from 16 countries, as well as representatives of local media. The solid composition of the delegates of the media forum attests to the great interest in the world information space towards the international rally.
Speaking to the audience, foreign organizers and leaders of various ministries and departments of Turkmenistan, responsible for preparing the rally, spoke in detail about preparations for the forthcoming international rally (Turkmen Desert Race) "Amul-Khazar 2018". The general director of the rally-marathon "Africa Eco Race" Jean-Louis Schlesser shared experience in holding such competitions and answered all the questions in detail.
During the plenary sessions, the participants of the media forum discussed the issues of information support of motor racing, the route of which will run along the Great Silk Road, crossing the Karakum desert and covering many localities. Also, the participants of the forum were shown a video that tells about the successes of Turkmen sports and the policy of the head of state in this field.
Turkmenistan increases its global authority as a country having successful experience in holding major sports events of international level, including in motor sports. And the accumulated experience will enrich such a significant project, realized at the state level, as the rally "Amul-Khazar 2018".
The participants of the forum, in the framework of the cultural program, visited the Olympic town of Ashgabat and then the International Equestrian Center, where they were demonstrated the playfulness, beauty and swiftness of the Akhal-Teke horses. Also, delegates visited the Sports Car Center of the Ministry of Internal Affairs of Turkmenistan, the State Museum of the State Cultural Center of Turkmenistan and the historical-cultural reserve "Nusai".

On July 5, 2018, a briefing was held in the premises of the Ministry of Foreign Affairs of Turkmenistan devoted to the issues of familiarization with the international car rally (Turkmen Desert Race) "Amul - Khazar 2018" in Turkmenistan. The event was organized by the Ministry of Foreign Affairs of Turkmenistan in conjunction with the National Olympic Committee, the Ministry of Internal Affairs, Ministry of Sport and Youth Affairs and the Motor Sport Federation of Turkmenistan.
The briefing was attended by the representatives of the Embassies and international organizations, as well as representatives of foreign media accredited in Turkmenistan.
At the briefing, the participants were told in detail about preparations for the forthcoming international rally (Turkmen Desert Race) "Amul - Khazar 2018", the qualifying stage and that the upcoming rally-raid is not only a grandiose sports event, but also a symbol of Turkmenistan's commitment to active policy in the sphere of the development of international transit and transport corridors and creation of multimodal routes. The special status of this large-scale motor sport project is attached by the fact that the President of Turkmenistan Gurbanguly Berdimuhamedov is not put forward the idea of the competition, but also personally patronized its implementation from the organizational issues to practical action.
Participants of the event were informed that the race in Turkmenistan will be held from 11 to 15 September 2018 on the route Amul - Khazar (9-10 September - preparatory days). The participation is allowed cars, trucks and ATV class SSV. The 1,500 kilometer long route is laid through the Karakum Desert, as well as through other picturesque places in the country. The finish of the competition will take place on the shore of the Caspian Sea in the Avaza National tourist zone. It was also noted that the “Amul - Khazar 2018” rally was conceived as an international platform for interaction of different cultures and peoples, since sport is a universal language of friendship that opens up new opportunities for cooperation.
During the briefing representatives of foreign media and diplomats received not only detailed information on the rally "Amul - Khazar 2018" presented by the speakers, but also the opportunity to ask their questions.
At the end of the briefing, it was stressed that by proposing the idea of holding such a large-scale sporting event, Turkmenistan once again demonstrates to the international community its position as a peacemaker country, a creator-country.
On June 20, President of Turkmenistan Gurbanguly Berdimuhamedov is going on a working visit to the Republic of Tajikistan to attend a High-Level International Conference on the United Nations International Decade for Action “Water for Sustainable Development, 2018-2028” in the city of Dushanbe.
The representative forum aims to continue dialogue on water issues among parties concerned, to expand and strengthen partnership in this important area, and to formulate a set of practical recommendations for achieving the water-related Sustainable Development Goals.
With its consistent foreign policy based on the principles of peace, positive neutrality and constructive international cooperation, Turkmenistan is actively supporting the global community’s efforts, aimed at addressing burning issues of today. In line with its national priorities and international commitments, for years our country has been contributing significantly to the development of fruitful cooperation in the conservation and sustainable use of water resources, which are regarded as crucial to human health and well-being.
The constructive initiatives announced by President Gurbanguly Berdimuhamedov at international forums, including sessions of the UN General Assembly, the United Nations Conference on Sustainable Development (Rio+20), the Third UN World Conference on Disaster Risk Reduction in Japan, and the Seventh World Water Forum in the Republic of Korea stand as remarkable testimony to this.
They also include our country’s proposal to open the Ashgabat-based Regional Center for Climate Change Technologies for Central Asia (with all necessary infrastructure to be provided by the Turkmen side), and the proposal to draw up a Special UN Aral Sea Program and a UN Water Strategy.
President Gurbanguly Berdimuhamedov highlighted at a recent Cabinet session that today water issues cannot be considered separately from strategic plans for global sustainable development, including socio-economic progress, ecological safety, and climate change. Speaking on the subject, the head of state noted that Turkmenistan, which currently holds the presidency of the International Fund for Saving the Aral Sea (IFAS), is fully committed to tackling all the issues in accordance with rules of international law and in close cooperation with the United Nations and other authoritative organizations.
Importantly, the social, economic and environmental policy pursued by the Turkmen leader directly correlates with the United Nations 2030 Agenda for Sustainable Development. In this context, Turkmenistan is making massive efforts to apply water-efficient technologies, and build modern water treatment plants, desalination plants, and water purification facilities.
The Altyn Asyr Lake project, ongoing in the Karakum Desert, is one of the vivid examples of our country’s meaningful contribution to tackling global water conservation issues and environmental problems. This unrivalled megaproject is of the utmost importance to Turkmenistan and to Central Asia. Once completed, it will bring obvious environmental benefits to the region.
Alongside with that, the National Climate Change Strategy and the National Forest Program of Turkmenistan are being consistently implemented in the country. A 2018-2030 Water Resources Development and Management Program of Turkmenistan, aimed to effectively exploit the sector’s untapped potential and boost its performance, is currently in the course of preparation.
President Gurbanguly Berdimuhamedov’s participation in the High-Level International Conference “Water for Sustainable Development” yet again testifies to our country’s willingness to seek constructive cooperation with the United Nations, IFAS, and other reputable organizations to address strategically important global issues, exchange experience and best water conservation practices for global sustainable development.
As part of the working visit by the President of Turkmenistan to the Republic of Tajikistan, bilateral meetings are scheduled to take place to discuss prospects for closer interstate cooperation across the whole spectrum of areas.

Turkmenistan comprehensively supports the Resolutions of the United Nations General Assembly “Addis Ababa Programme of the Third International Conference on Financing for Development” of June 27, 2015 and “Transforming our world: the 2030 Agenda for Sustainable Development” of September 25, 2015. Independent neutral Turkmenistan is one of the first and few countries of the world that adopted global Sustainable Development Goals on the Government level. In September 2016, the Government of our country adopted 17 goals, 148 tasks and 187 indicators in sustainable development altogether.
The Government of Turkmenistan has adopted and steadily realizes the strategy of growth of national economy, under which large-scale works for industrialization and diversification of the branches of national economy, increment of volumes of export oriented and import substitutive production have been expanded, which is to provide invariable growth of social and living level of the population.
Our country pays great attention to the realization of infrastructural projects in transport and telecommunication spheres supporting the solution of the objectives of industrialization and diversification of national economy, development of fruitful international cooperation. We have successfully completed big projects of construction of transnational North – South railway, Turkmenbashy International Seaport, Ashgabat International Airport for establishment of closer partnership with international organizations. Further development of the most important transport and transit corridors f regional and global significance is the main goal of these projects.
Turkmenistan actively participates and achieves positive solution of the most important international issues, especially in provision of energy safety, diversification of transport infrastructure. Creation of multidimensional system of pipelines supports the provision of energy resources supplies to the world markets. In this regard, it is important to mention that all constructive initiatives of our state receive the support and approval of the world community. This is enshrined in the Resolutions of the United Nations on Reliable and Stable Transit of Energy and its Role in Provision of Sustainable Development and International Cooperation in 2008 and 2015, the message says.
In this context, the construction of Turkmenistan – Afghanistan – Pakistan – India pipeline, which, having significantly increased export capabilities of our country, would enhance the improvement of energy security and economic stability and would be reliable base for the achievements of the Sustainable Development Goals of entire region. I am confident that the forum will be efficient ground for exchange of practice and will support the expansion of international cooperation for financing of sustainable development, the message of the President highlights.
President of Turkmenistan attends the High-Level International Conference “Water for sustainable development”
Early in the morning on June 20, President of Turkmenistan Gurbanguly Berdimuhamedov left the Turkmen capital for the Republic of Tajikistan to take part in the High Level International Conference on the International Decade for Action “Water for Sustainable Development” 2018-2028.
After an hour and a half flight, the presidential airliner landed in the International Airport in Dushanbe, decorated with the State Flags of the two countries. The high-ranking officials greeted the Turkmen leader at the airport.
From the airport, the cortege of the President of Turkmenistan headed to the venue for the International conference – the Government residence of the Republic of Tajikistan.
President of Turkmenistan Gurbanguly Berdimuhamedov headed to the special place for high guests, where President of the Republic of Tajikistan Emomali Rahmon cordially greeted the Turkmen leader.
After the official photo session of the heads of the delegations, taking part in the forum that was held in the Big Conference Hall in the Kohi Somon Palace, the solemn ceremony of opening of the International Conference “Water for sustainable development” took place.
President of the Republic of Tajikistan Emomali Rahmon opened the conference and then the floor was given to Under-Secretary-General for United Nations Department of Economic and Social Affairs Liu Zhenmin.
Then the floor was given to the President of Turkmenistan. Addressing the conference participants, Gurbanguly Berdimuhamedov noted that the preservation and efficient use of water resources largely depended on the course of global processes, the prospects for lasting peace, stability, development and prosperity on the planet.
“Water issues, including political, economic, social aspects, need an international consensus and consolidation of the efforts of states on a common worldview platform. At the same time, local interests and benefits should give place to the understanding of truly global goals and priorities, developing a unified strategy for actions on water for the long term.
“We believe that it is possible to cope with these tasks working in close coordination with the United Nations based on the Sustainable Development Goals and those policy documents that were adopted during the UN Conference "RIO+20", at the VII World Water Forum in Daegu, and other global international meetings. The main condition for joint activities in this direction should be the unconditional commitment to the principle of equal and equitable access to water resources, and its recognition as a fundamental human right.
“To guarantee the right to access water resources and responsibility for this should be obligatory for all states in the world”, the Turkmen leader said.
President Gurbanguly Berdimuhamedov suggests establishing UN structure on water affairs for Central Asia
Speaking during the High Level International Conference on the International Decade for Action “Water for Sustainable Development” 2018-2028, President of Turkmenistan Gurbanguly Berdimuhamedov underlined the importance to achieve the reasonable balance between the economic affairs and preservation of water resources and their efficient management.
“Global warming and the emergence of various natural and technology-related cataclysms are among the inevitable phenomena that the world encounters and will face with, the reaction to them should not be spontaneous, dictated only by short-term, narrow-national needs”, the Turkmen leader said.
“Today, we need systemic mechanisms for international cooperation with the aim to minimize the risks. We need clearly defined rules, a kind of code of conduct that would be based on the interests of all states and would be conditioned, first of all, by the needs of people, their habitual way of life that has developed over the centuries”, continued President Gurbanguly Berdimuhamedov.
“Water is the common property of all mankind that belongs to all the peoples on the planet”, said the Turkmen leader, calling for the development of the efficient formats for international cooperation on water.
“Due to a number of historical, natural and geographical features, such formats are becoming particularly relevant for Central Asia. The development of the states in our region, their economy and social sphere, the level of prosperity and the quality of life of people directly depend on the access to water resources and their efficient management”.
“Therefore, equal rights, respect, responsibility should stand as the fundamental, determining criteria for the relations between the countries in Central Asia on water use”, President Gurbanguly Berdimuhamedov said.
“Consistently supporting these positions, Turkmenistan has always stated that water issues in our region should be resolved: first of all, based on the generally recognized norms of international law; secondly, taking into account the interests of each of the Central Asian states; thirdly, with the active participation of international organizations, primarily the UN.
“This is our principled position, and, relying on it, we will continue working on the establishment of effective negotiating mechanisms between the Central Asian countries with the aim to develop the coordinated solutions”, the Turkmen leader said.
Noting that one of the most effective steps in this direction could be the establishment of a specialized UN structure on water affairs for Central Asia, the Turkmen leader expressed the belief that the international experience accumulated by the international community on water and water and energy problems can be efficiently used.
In this regard, President Gurbanguly Berdimuhamedov suggested the states in the region and UN Secretariat to consider the possibility of establishing a UN structure on water affairs for Central Asia.
Turkmenistan initiatives for Aral Sea are aimed at integrated international approach
President Gurbanguly Berdimuhamedov named the activity of the International Fund for Saving of Aral Sea as an important aspect of water diplomacy in Central Asia. The Head of Turkmenistan paid special attention to this subject in his speech at International High-Level Conference on Water Issues in Dushanbe.
President of the Islamic Republic of Pakistan Mamnun Hussein, Head of Executive Power of the Islamic Republic of Afghanistan Abdulla Abdulla, the UN Under-Secretary General Liu Zhenmin, high-rank delegations from ore than 110 countries of the world, representatives of number of the UN structures, international and regional organizations, financial institutes, business circles and other have also come to the capital of Tajikistan to participate in the work of the Forum.
At present moment, Turkmenistan is the Chairman of the International Fund for Saving of Aral Sea. It formed up the Concept of the Chairmanship, which includes the number of specific measures. It includes the development and adoption of new Programme for the support of the countries of Aral Sea basin, fulfilment of Regional Action plan for environmental protection as a single ecological programme of Central Asia countries and number of other measures.
This year, it is planned to conduct the Summit of the heads of the states founders of the Fund in Turkmenistan and we hope that certain decisions, which are vital for the improvement of the activity of the IFAS and its efficiency, would be taken by the outcomes of this meeting, Turkmen leader has said.
President Gurbanguly Berdimuhamedov got back to the initiative of Turkmenistan proposed at the Conference for Sustainable Development Rio+20 on elaboration of the UN special programme for Aral Sea basin and on placing of Aral range of problems in separate direction of the United Nations activity.
It is obvious that protection of the Aral cannot longer to be considered as internal regional problem. The support of the world community, new focused, integrated international approach, active and systematic participation of the UN in this work are required for its successful solution.
In this context, the Head of the State called the United Nations and Central Asia countries to support the proposal of Turkmen side and to start its realization.
The UN General Assembly’s Resolution on Cooperation between the United Nations and the International Fund for Saving of Aral Sea initiated by Turkmenistan and adopted by consensus on April 18 this year is good foundation for this.
Presidents of Turkmenistan and Tajikistan discuss the possibilities to diversify cooperation
In the framework of the High Level International Conference on the International Decade for Action “Water for Sustainable Development” 2018-2028, President of Turkmenistan Gurbanguly Berdimuhamedov held a meeting with President of the Republic of Tajikistan Emomali Rahmon.
The Turkmen leader underlined the importance of the forum in consolidating the peoples in the world as well as developing the bilateral and multilateral relations between the countries.
Exchanging the views on the international policy, President of Turkmenistan Gurbanguly Berdimuhamedov and President of the Republic of Tajikistan Emomali Rahmon underlined the significance in widening cooperation to secure the energy safety, addressing such important issues as climate change, the efficient use of water resources, environment protection, etc.
The leaders of the two states exchanged their views on a wide spectrum of the Turkmen-Tajik cooperation, discussing the opportunities of its diversification. It was underlined the interest in enhancing cooperation in transport sphere that the implementation of the Asian railway corridor will offer a powerful impetus to.
According to President of Turkmenistan Gurbanguly Berdimuhamedov, the railway that revives the Great Silk Road is to serve the interests of the two friendly states and peoples as well as the goals of development of the regional and international cooperation, the universal wellbeing.
The leaders of the two states also underlined the importance of the International Seaport in the city of Turkmenbashi that was recently put into operation. The seaport will not only expand the transit and transport potential of Turkmenistan, but also will open up new opportunities for the landlocked countries in the region.
UNDP and State Bank for Economic Affairs of Turkmenistan hold first ever event on financing of Agenda 2030Thursday, 21 June 2018 10:02
In conjunction with the Sustainable Development Goals (SDG) nationalization process in Turkmenistan, the United Nations Development Programme and the State Bank for Economic Affairs (TFEB) are working to improve the access of Turkmenistan to international financing and to improve its capacity to deliver and manage such financing streams effectively.
As part of the joint initiative, on June 20, 2018, UNDP and TFEB held International Financing for Development Conference “Partnership for Development Financing at the Heart of the Great Silk Road”that brought together over 150 partners from ministries and state agencies, international financial institutions that have an interest in the country, private entities and commercial banks who are potential investors in the country, as well as development experts from UNDP and other international organizations.
One of the purposes of the event is to create a joint understanding of the country’s sustainable development priorities, the related financing needs and the various options that exist for mobilizing such resources, especially from international financial institutions and private capital.
As part of the Financing for Development Conference, participants considered some specific ongoing development and infrastructure projects in Turkmenistan, such as construction of the TAPI gas pipeline, which contribute to the sustainable development of the region of Central Asia and South Asia.
The participants of the conference noted with satisfaction the successes of Turkmenistan in nationalizing the Sustainable Development Goals (SDGs), as well as the establishment of a national coordination mechanism for the implementation, monitoring and reporting of the SDGs, including the decision to submit the first voluntary national review on the SDG implementation at the High-level Political Forum in 2019.
“Getting financing right will be critical to meet the SDGs by 2030. While there is no shortage of resources in the global economy, we need partnerships, sound planning, leadership and some creative ideas of looking at financing streams for development,” stated RastislavVrbensky, UNDP Deputy Regional Director for Europe and the CIS at the conference.
The Deputy Minister of Foreign Affairs of Turkmenistan S. Berdimuhamedov noted in his speech that "the achievement of the goals of sustainable development is an ambitious task and requires cohesion and concrete joint actions. Partnership in this direction is very important. "
"Following strict adherence to the international obligations assumed, we declare with full responsibility our continued commitment to the widest and most active cooperation with Member States and international organizations, financial institutions, specialized agencies and United Nations structures," the Deputy Minister stressed.
The conference participants welcomed Turkmenistan's efforts to improve the public finance system and stressed the importance of fiscal regulation to improve the mobilization of domestic financial resources.
The sessions aimed to shed the light on government’s views on the issue of private sector development and diversification, and its priorities and measures for encouraging bilateral state and private investments for achieving Sustainable development agenda 2030.
As a result of the conference, the Final Document was adopted and a package of bilateral documents was signed.
