High-level talks between President of Turkmenistan Gurbanguly Berdimuhamedov and President of the Republic of Azerbaijan Ilham Aliyev who arrived to the country on official visit was held in Turkmen capital.
In the morning, the motorcade of the Head of Azerbaijan escorted by motorcyclists proceeded to the Independence Square where official greeting ceremony of high-rank guest took place.
The President of Azerbaijan was warmly and cordially welcomed by the President of Turkmenistan. Having shaken hands, the leaders of two countries went to special podium.
The commander of the Guard of Honour company made official report. National anthems of the Republic of Azerbaijan and Turkmenistan were played. The leaders of two countries walked along the line of the Guard of Honour. President Gurbanguly Berdimuhamedov introduced the members of official delegation of Turkmenistan to his colleagues. High-rank guest also met the heads of diplomatic corps accredited in our country. in his turn, President Ilham Aliyev introduced the members of representative delegation of Azerbaijan to the Head of Turkmenistan.
In the end of the ceremony, the soldiers of the Guard of Honour ceremonially marched across the Independence Square.
Thereafter, the motorcade of the heads of the states proceeded to Oguzkhan President Palace Complex escorted by the horsemen.
After traditional photographing ceremony on the background of the State flags of Turkmenistan and Azerbaijan, bilateral high-level talks were held in one-on-one and format.
Cordially greeting high-rank guest, President Gurbanguly Berdimuhamedov expressed the gratitude to the colleague from Azerbaijan for the attention to the development of interstate relations, which are based on primordial traditions of friendship, historical and cultural commonality that unites two neighbouring nations.
Turkmen leader noted that Turkmenistan and Azerbaijan also cooperate successfully in international arena demonstrating similarity of positions in topical issues of regional and global agenda. The Head of the State expressed the confidence that while based on solid foundation and having considerable potential, Turkmen – Azeri cooperation would be continued to be developed for common sake including in the achievement of the Sustainable Development Goals announced by the United Nations.
Having expressed the gratitude to Turkmen leader Gurbanguly Berdimuhamedov for the invitation to pay official visit to Ashgabat and cordial welcome, President Ilham Aliyev noted that bilateral partnership has wide opportunities, which implementation meets the interests of fraternal nations that historically related by goodwill and affinity.
Azerbaijan is sincerely excited with the achievements of friendly Turkmenistan. High-rank guest said, having highlighted that his visit aims at further improvement of fruitful interstate cooperation in all directions. Having noted constructive character of Turkmen – Azeri dialog, the Head of Azerbaijan has also expressed the confidence that cooperation between our countries would be continued both in bilateral formats and under competent international organizations.
During the talks, which were held in friendly and trustful atmosphere, the Heads of two states discussed wide spectrum of subjects of Turkmen – Azeri relations, which have entered qualitatively new level gaining the character of strategic partnership. Having focused on key directions of cooperation built on the principles of equal rights, mutual benefit and long-term perspective, Presidents Gurbanguly Berdimuhamedov and Ilham Aliyev noted that efficient implementation of multidimensional potential of cooperation meets the purposes of common prosperity.
The sides have also exchanged the views on topical objectives of regional and international agenda that present mutual interest.
Thereafter, the talks were continued in extended format with the participation of official delegations of two countries.
Having again welcomed President Ilham Aliyev and all members of Azerbaijan delegation in Ashgabat, President Gurbanguly Berdimuhamedov expressed the gratitude to his colleague for accepted invitation to pay official visit to Turkmenistan. The Head of the State highlighted that our country pays great attention to this visit considering it as logical continuation of the collaboration in strengthening of bilateral relations of goodwill, respect, expansion and diversification of trade and economic, humanitarian and cultural cooperation, improvement of the partnership in the world arena.
Regarding interstate political dialog, it is distinguished by the similarity and proximity of the approaches to key subjects of global agenda especially to the provision of stability and security in the region and in the world. We are thankful to Azerbaijan for permanent support of international initiatives of neutral Turkmenistan, the Head of the State highlighted, having noted that both countries traditionally support each other in the world arena actively cooperating under competent international organizations including the UN and the OSCE. Our countries also intend to continue the partnership in counteraction against such challenges and threat of the present day as terrorism, illegal drug trafficking and transboundary crime.
Having mentioned the cooperation in Caspian Sea, President Gurbanguly Berdimuhamedov highlighted the importance of the Convention on Legal Status of Caspian Sea, which was recently adopted by the coastal states. It also opens great opportunities for the expansion of Turkmen – Azeri cooperation, further consolidation of the efforts for improvement of the status of Caspian Sea as the sea of peace, friendship and goodwill.
Turning to the subjects of bilateral trade and economic relations, Turkmen leader noted actual role of Joint Intergovernmental Commission in their development and expansion of the variety of goods, having spoken for the activation of its activity as well as stated with delight steadfast dynamics of trade turnover between the countries, which is indicated by the outcomes of 9 months of the year exceeding similar results of the last year.
Positive tendency of cooperation is observed in different spheres including in agriculture, construction and industrial sector. Turkmenistan is also interested in cooperation with Azerbaijan in the sphere of advanced technologies, which is topical in the context of global processes in transition to digital economy.
Transport sphere with wide perspectives for consolidation of the efforts in creation and development of transit, transport and logistic infrastructure is strategic direction of Turkmen – Azeri partnership. Speaking of this, the Head of the State has brought the Agreement on Afghanistan – Turkmenistan – Azerbaijan – Georgia – Turkey (Lazuli Route) transport corridor with the entry to Europe as an example. In this regard, President Gurbanguly Berdimuhamedov has also noted established fruitful contacts with profile international structures as the TRACECA, International Road Transport Union (IRU) and other.
In this sphere, both Turkmenistan and Azerbaijan have modern including port infrastructure, which implies the perspectives for establishment of efficient cooperation in automobile ferry and railway ferry communication and formation of ramified logistic network.
Strong reserve potential for bilateral cooperation is available in energy sector and we stand for the integration in these subjects including on regional level, the President of Turkmenistan noted. Good opportunities are opened in this sphere for the formation of multi optional system of energy carriers’ export and joint entry of international markets.
Humanitarian sphere is an integral and important part of interstate dialog, which is caused by the communality of historical and spiritual roots and cultural traditions uniting our nations, President Gurbanguly Berdimuhamedov highlighted. At the modern stage, we pay great attention to further development of cooperation in education and science as well as to strengthening of the contacts in tourism and sports, all of these meet the priorities of fraternal Turkmen – Azeri relations and would serve for the sake of the future generations.
The Head of the State said that as is known, Turkmenistan and Azerbaijan pay great attention to the protection and development of national carpet making art. In this aspect, the proposals on organization of the carpet exhibition as well as topical International conference seem to be appropriate.
Returning to the subject of economic partnership, the Head of the State noted that there are good prepositions for the intensification of business relations between private structures of both countries, particularly in small and medium business. One of the documents, which is planned to be signed, is to support this subject, the Head of Turkmenistan said, having expressed the gratitude to Azerbaijan side for active approach to cooperation.
Therefore, President Gurbanguly Berdimuhamedov highlighted, our countries demonstrate invariable commitment to fruitful constructive partnership, which from the beginning has a spirit of goodwill, mutual respect and trust.
Having expressed the confidence that the visit of Azerbaijan leader would give new strong impulse to bilateral cooperation in all subjects of the agenda of the talks, the Head of Turkmenistan addressed the wishes of health and success in the government activity to high-rank guest and all the best to fraternal people of Azerbaijan.

The cooperation between Turkmenistan and Azerbaijan has wide spectrum of directions and many important subjects of bilateral partnership, which discussion would be continued with the participation of the delegations, have been reviewed during one-on-one meeting, high-rank guest said. The main vectors and priorities of future cooperation have been outlined, the leader of Azerbaijan continued, having noted the presence of opportunities for further growth of the trade turnover, increment of export of Turkmen goods to Azerbaijan and vice versa.
In this context, President Ilham Aliyev spoke for support of the proposal of Turkmen leader Gurbanguly Berdimuhamedov on activation of work of Intergovernmental Commission for steadfast implementation of achieved agreements.
Returning to the subject of the document prepared to be signed and defining the vectors of development of bilateral cooperation, the Head of neighbouring state noted the necessity to develop the action plan for their implementation. Turkmenistan and Azerbaijan have significant natural reserves including hydrocarbons. Therefore, energy sector is important direction of the partnership between our countries. Azerbaijan provides transit capabilities for Turkmen energy resources.
Having outlined transport sphere as one of the main directions of Turkmen – Azeri cooperation, high-rank guest mentioned that the delegation of his country includes the heads of all transport structures of Azerbaijan, which already actively work with Turkmen colleagues.
Summing up what was said, the Leader of Azerbaijan highlighted that priority subjects of bilateral and multilateral including regional cooperation have been discussed during current meeting. There are favourable perspectives for efficient consolidation of efforts, which meet common interests.
Having expressed total satisfaction with the talks, President Ilham Aliyev expressed the confidence that in general, the outcomes of current visit would serve to better rapprochement of two countries and nations. Having again expressed the gratitude for warm welcome, the Head of Azerbaijan wished strong health and further success in large-scale activity to President Gurbanguly Berdimuhamedov and peace and prosperity to fraternal people of Turkmenistan.

On November 21, 2018, in accordance with the Presidential Resolution, Turkmen delegation headed by the Deputy Chairman of the Mejlis of Turkmenistan has arrived on a working visit to the Islamic Republic of Afghanistan with the aim to attend the event related to starting the construction of the mosque for 500 persons in Akina township, Andhoy region, Faryab province of the Islamic Republic of Afghanistan.
At the same time, on the day of the beginning of the construction of the Akina mosque, a ceremony was held to start the construction of an additional railway line with the length of 10 km in order to develop the Akina railway station sector. The heads of railways agencies of the two countries have attended this event. As is known, in November 2016, with the participation of the Presidents of both states, the first line of the Kerki – Ymamnazar – Akina railroad was commissioned.
Turkmenistan permanently provides humanitarian assistance to neighboring Afghan state. The construction of the mosque will be carried out on the basis of the corresponding Program of the cultural and humanitarian direction for 2018-2020 between Turkmenistan and Afghanistan. The construction of the mosque will be carried out at the expense of the Turkmen side and will be another evidence of friendly relations.
The ceremony of laying foundation of the mosque has been attended by Mr. Nakibullah Gayik – the governor of Faryab province, senior officials of the Ministry of Foreign Affairs of the Islamic Republic of Afghanistan, Turkmen and Afghan representatives of religious affairs, elders and other government officials.
The construction works will start in November, 2018 and the mosque will be ready by December, 2020.
On November 6, 2018, the heads of diplomatic missions of Germany, France, Italy, Great Britain, Romania, United States of America, OSCE Center, UNDP, UNICEF and the representatives of the UN Regional Centre for Preventive Diplomacy visited penitentiary in Akhal region.
The Esteemed President of Turkmenistan has stated in his speech at the 73rd session of the UN General Assembly that necessary measures to ensure peace and prosperity for all citizens are implemented. It was also noted that Turkmenistan actively cooperates and takes all measures to cope with threats such as terrorism at the international level.
As is known, one of the important directions of the state policy pursued by the President of Turkmenistan is further strengthening the legislative foundations of the state, the development of enforcement practices. In this context, the Government of Turkmenistan closely cooperates for several years with international organizations involved in humanitarian field and takes measures aimed at strengthening country's legal capacity, as well as implements measures direсted towards improving penitentiary system.
The aim of this visit of the representatives of the diplomatic corps is to see material-technical base, conditions provided for inmates of the penitentiary and its work.
In the morning, President of Turkmenistan Gurbanguly Berdimuhamedov took part in the opening ceremony of polymeric plant in Kyanly settlement, which would be the largest petrochemical facility in the region for polyethylene and polypropylene production.
Vehicle of President of Turkmenistan Gurbanguly Berdimuhamedov arrives in the facility. The Head of the State is greeted by the Speaker of the Mejlis, members of the Cabinet of Ministers, heads of military and law enforcement agencies and Hyakim of Balkan Velayat.
The President of Turkmenistan goes to the place of the event. Exhibition demonstrating rich history and culture of Turkmen nation is opened in front of petrochemical complex. Music and dance composition with the participation of art collectives of Balkan Velayat added bright colours to the palette of event.
At the main entrance to the territory of new facility, the Head of the State cut symbolical ribbon under the applauses of the participants opening polymeric plant. President Gurbanguly Berdimuhamedov goes to the building where the event is to take place. The Head of the State is accompanied by foreign businessmen – the managers of Korean LG International Corporation and Hyundai Engineering Co. Ltd. And Turkish Çalik Holding, which are old partners of our country in realization of big infrastructural projects as well as Japanese TOYO Engineering Corporation, for which polymeric plant in Kiyanly became the first big project in Turkmenistan.
It was mentioned during the conversation that realization of this large-scale projects would be new important step in expansion of production capacity of national oil and gas industry, which development is treated with great importance. Intensification of gas processing segment is very current due to leading position of Turkmenistan in the world by gas reserves.
Turkmenistan pays great attention to the cooperation with Japan and the Republic of Korea including in the context of development of constructive dialog with the countries of Asian Pacific Region as one of strategic directions of its foreign policy and economic activity. Every year, this partnership, which is built of long-term basis under existing intergovernmental agreements and contract, gains new stimulus and specific content.
The Head of the State came up to the building where participants and guests of current event including the members of the Government, the Mejlis deputies, leaders of ministries and departments, public organizations, heads of diplomatic missions and international organizations accredited in Turkmenistan, representatives of national and foreign mass media have gathered. All of them greeted National leader with loud applauses.
Addressing the participants, Turkmen leader congratulated all on this remarkable event – opening of new petrochemical complex for production of polyethylene and polypropylene in Kianly Settlement, Balkan Velayat.
President Gurbanguly Berdimuhamedov noted that recently, the 27th anniversary of independence of our country was widely celebrated. Before the Independence Day, the first session of the People’s Council has been conducted on high organizational level. During the session, important objectives for provision of further comprehensive and dynamic development of the country have been outlined.
For example, the volume of the main investments to the economy has grown by more than 50 times for the years of Independence. 68 percent of the investments, which make 124 billion UD dollars, were sent to production sphere, which allowed building more than 200 big facilities.
As is known, our state has huge hydrocarbon reserves and takes leading positions in the world by number of deposits, the Head of the State continued. Recently, big work is carried out for production and processing of this valuable material and its stable and reliable supply to consumers. Such large facility as Garabogazkarbamid plant, which was also put into operation recently, can be brought as example.
This year, the construction of Afghan part of Turkmenistan – Afghanistan – Pakistan – India gas pipeline has been launched. The opening of new transnational gas line will give the opportunity to supply the above-mentioned countries with 33 billion cubic meters of Turkmen gas per year.
It is very important for provision of prosperous life of Turkmen people, achievement of peace and sustainable development on the region and on the planet, President Gurbanguly Berdimuhamedov highlighted.
At the same time, our country not just export of mineral resources including natural gas to foreign markets but also pays great attention to the processing of raw materials. Efficient work aimed at production of necessary high quality and competitive goods from own resources is carried out.
This is visually indicated by the opening of new petrochemical complex for production of polyethylene and polypropylene in Kiyanly, which construction started on April 22, 2014. This big investment project to the amount of more than 3 billion 400 million US dollars was completed by the State Concern Turkmengaz together with Korean and Japanese companies. Production capacities of new complex were designed for processing of five billion cubic meters of gas per year.
High technology equipment of the facility allows producing 386 thousand tons of polyethylene and 81 thousand tons of polypropylene per year. After extraction of ethane and butane, which are used for production of the polymers, the remaining 4.5 billion cubic meters of pure gas would be delivered to gas pipeline system.
Qualified personnel has been trained for work at this high technology facility. More than 1,000 people had a training in training centres of the country and abroad. The plant has all conditions for productive work and comfort rest. The complex has canteen, hall and sport ground.
In this regard, President Gurbanguly Berdimuhamedov expressed the gratitude to all specialists and construction personnel who participated in creation of this powerful modern facility as well as to the representatives of Japanese and Korean companies.
The facility, which construction was planned under the Programme of development of oil and gas industry of the country until 2030, became visual evidence of turning of independent neutral Turkmenistan into industrially developed state and the country producing ready-made commodities as well as the evidence of great-scale work that is done in the sphere of using natural resources for the interests of the nation, the President highlighted.
The Head of the State noted that strict attention is paid to the requirements of ecological safety during construction of various facilities in Turkmenistan. Great attention is also paid to the introduction of innovations and modern technologies. All these aspects were considered during construction of new facility.
Opening of new powerful complex would support the improvement of positions of our country not only at the world market of oil and gas resources but polymeric products as well, the President of Turkmenistan said, having expressed the confidence that this facility would make significant input to the current achievements of the country and would serve for many years to future generations.
Having congratulated the participants again on the opening of new big petrochemical complex for production of polyethylene and polypropylene, the Head of the State wished strong health, happy and prosperous life to all and great success in work to the personnel of the plant. The speech of the Head of Turkmenistan was welcomed by load applauses.
The ceremony was continued by foreign guests. First, the floor was given to representative of Julius Kun Institute (Germany), Doctor of Agronomy and Gardening Margit Olle. Having noted that petrochemical complex in Kiyanly has been recognized as high technology innovative facility by Julius Kun Institute, Mrs Olle presented the relative Certificate and badge to the director of the plant.
Senior Advisor of the Environmental Health Trust (USA) Robert Dubua Morris noted that activity of his organization is aimed at the environmental protection and protection of public from potential ecological threats. It can be achieved by wise planning of economic activity, wide implementation of clean, environmentally friendly innovative technologies during realization of big industrial projects.
Construction of petrochemical complex in Kiyanly, which can be easily called as an exemplary from protection of Caspian Sea environment and provision of favourable ecological situation for the residents of the region point of view, is exactly this project, the guest noted and awarded the Certificate and relevant sign to the director of the plant.
After, the floor was given to Energy Department Head of Paul Sherrer Scientific and Research Institute (Switzerland), Professor, Doctor Urs Veidmann. Having warmly congratulated the Head of Turkmenistan on successful completion of construction of innovative energy complex, the representative of the largest scientific centre of Switzerland awarded the Certificate of Stability and Efficiency and relative sign to the director of polymeric plant.
Having thanked the guests for awards and certificates, President Gurbanguly Berdimuhamedov noted that he accepts it as the sign of high international rating of Turkmenistan, recognition of its success in use of innovative technologies during the construction of various facilities.
The President highlighted that large-scale industrial programme in the country is closely connected with environmental protection issues. Supporting the efforts of the world community for reduction of green gases emission, Turkmenistan pays great attention to wide implementation of modern environmentally safe and resource saving technologies in industry including in oil and gas, power energy and chemical spheres.
Having said that innovations and the best world practice would be introduced to all these spheres of the economy, the Head of the State expressed the gratitude for the recognition and support of the work carried out by Turkmenistan in this direction.
After, short video presentation about huge potential, success and achievements of national oil and gas complex was demonstrated to the participants on panoramic display in 360 degrees format with use of special effects and laser technology.
The culmination comes and under the applauses of the participants President Gurbanguly Berdimuhamedov starts the operation of polymeric plant pushing the button.
The monitors demonstrate the video, which was also made by special video equipment, about new facility and process of production of polyethylene and polypropylene.
The State Concern Turkmengaz completed 3 billion 400 million US dollars project together with foreign partners – LG International and Hyundai Engineering (the Republic of Korea) as well as TOYO Engineering Corporation (Japan). Three side contract was signed during official visit of President Gurbanguly Berdimuhamedov to Japan in 2013.
The facility has modern equipment from Japan, the Republic of Korea, Great Britain, Belgium, Germany, Denmark and other European countries. It has four main technological installations – gas separation, ethane processing, polypropylene and polyethylene production units. All processes are automated and control form the central post.
Advanced engineering solutions were implemented during installation of auxiliary systems of sea water intake and desalination, utilization, treatment and recycled use of process water, steam, air and nitrogen production, fire system, etc. The complex is with power from gas turbine generator. It has warehouses for chemical agents and ready-made polymeric products.
Production of polymers at Liyanly petrochemical complex is based on modern technologies, which distinguishing feature is a deep extraction of all additional components from raw material by unique schemes. In particular, COREFLUX™ technology is used at gas separation unit, which provides efficient extraction of methane and ethane from natural gas as well as widely used technology for extraction of so called ‘sour gases’ and mercury mixtures.
The ethane unit is designed for processing of 685,000 tons of hydrocarbon materials per year.
It is worth mentioning that the facility has developed the production of high-density polyethylene from the polymerization reaction of ethylene under law pressure. Innovene™S technology, which is among the three of the most utilized technologies in the world petrochemical industry, is used in this case. The licence was issued by INEOS Technologies (UK), which is one of the biggest international corporations that has chemical facilities bought from such giant of the industry as BP, ICI and BASF. By the way, this is the first licence of Innovene™S from INEOS Technologies in Central Asia.
Open door and beneficial interstate cooperation policy of the President of Turkmenistan, high growth rates of national economy, large-scale programmes of development of industrial sector, favourable investment climate make good prepositions for activation of the partnership with foreign business circles and wide implementation of the world practice in many spheres, first in scientifically based and high technology branches.
This is visually indicated by the fact that project of construction of Kiyanly petrochemical complex received special award of TFX (UK) as one of the ten best projects of Europe and Asia, which is financed by export credit agencies.
Total amount of credit agreements signed by the State Bank for Foreign Economic Affairs of Turkmenistan with Japanese International Cooperation Bank, Export and Import Bank of Korea and the Syndicate of financial institutions of Japan, Germany, France, Korea, China, Italy, Austria and Switzerland participating in the project us more than 2.5 billion US dollars.
All of these visually illustrate the interest and willingness to investment and technological cooperation with Turkmenistan from big world business, which indicate the trust to our country as to reliable, stable and responsible partners with good reputation, high international authority and big perspectives of growth.
After, President Gurbanguly Berdimuhamedov visited the section of ready-made production, which includes seven types of polyethylene and five types of polypropylene received in the process of adding of various components to polymeric material. This process, which is called compounding, gives the opportunity to modify the spectrum of the main features of polymeric item. Special equipment including the extruder is used for this important operation.
The granules of ready-made product go the warehouse where it is packed in bags of various weight.
Being very solid, durable and resistant to acids, bases, greases and oils as well as having excellent di electrical features, the polyethylene is used as a material for production of industrial and household products like films, plastic bags, pipes, cable insulation. Chemical containers, barrels, toys, dishware, kitchen and bathroom ware, sewing and furniture accessories, spares for vehicles and household equipment as well as big construction as playgrounds, wells, flyovers, etc. are made of the polyethylene.
Granulated polypropylene is highly requested at the world markets. The demand for this product is constantly growing in the last decade, which is related to several factors. This polymer is easy to process and has unique features like light weight, durability, resistance to high temperatures. Due to innovative technologies, there are more and more fields for its application. Wide variety of goods starting from packing film and plastic dishware to high technology details for cars and household electronics is made of polypropylene these days.
It is worth to mention that this summer, biaxial oriented polypropylene film facility with annual output of 21,000 tons has been put into operation at Turkmenbashy Refinery Complex.

On September 25, 2018, the first session of the People’s Council chaired by President Gurbanguly Berdimuhamedov was held.The initiative of the President of Turkmenistan to organize the highest representative authority- thePeople’s Council was supported and adopted in October last year at the meeting of the Elders Councilwhich was held in Ahal velayat.
Elected members of the People’s Council, heads of the government authorities, political parties and public organizations, deputies of the Mejlis, hyakims of the velayats, etraps and cities, ambassadors of our country to foreign states, honored elders, representatives of all layers of the population as well as invited guests took part in the first session.
The agenda of the national forum, which became a landmark event in the life of the country, discussed the priorities for the further comprehensive development of the Turkmen state and society, the steady implementation of progressive reforms, the key goal of which is to ensure the prosperous life of the people, to lay a solid and long term foundation for the prosperity of the Turkmenistan.
The President of Turkmenistan, in his speech, noted with satisfaction the great importance of creating an independent state in the history of the Turkmen people and supporting its permanent neutral status throughout the world. In particular, over the years of independence, Turkmenistan has become a reliable partner, has become a coordinating center, which is the guarantor of openness and security in Central Asia, the leader of the nation said.

Huge investments, including foreign ones, were attracted to diversify the economy and improve the entire infrastructure.
President Gurbanguly Berdimuhamedov drew attention to the formation of a deep base of powerful economic development. Over 27 years of independence, the volume of major investments in the country's economy has grown more than 350 times and reached about 500 billion manat, or 185 billion US dollars. Of these, 68 percent, which is about 335 billion manat, or 124 billion US dollars, is directed to the production sphere, which made it possible to build over 2,600 facilities for industrial, technical and socio-cultural purposes.
The result was a formed diversified economy, which incorporated such areas as the electric power industry, the oil and gas industry, engineering, metallurgy, the chemical industry, construction, electronic, light and food industries and other spheres.
Focusing on long-term plans, the head of Turkmenistan noted that, despite the continuing negative circumstances in the world and the difficult financial and economic conditions, this year and next year will see a growth in gross domestic product of 6.2 percent.
The development of mutually beneficial foreign economic relations is facilitated by the intensification of bilateral government commissions, the holding of trade forums and exhibitions, and the opening of Trading Houses in dozens of states.
In Turkmenistan, the development of medium and small businesses is ongoing. Excluding the fuel and energy complex, the share of the non-state sector in the country's GDP reached 68 percent, the head of state said. The members of the Union of Industrialists and Entrepreneurs make a worthy contribution to ensuring the commodity abundance of the domestic market, diversifying the economy, strengthening the export potential of the state.
In his speech, the Turkmen Leader, noting the important tasks of the state strategy, highlighted the need to improve the fuel and energy sector, in particular the oil and gas and petrochemical industries. From this point of view, investment projects carried out in recent years, in particular, the construction of new gas pipelines to China and Iran, as well as the construction of the Turkmenistan-Afghanistan-Pakistan-India gas pipeline, which are viewed as the contribution of our state to the development of international energy partnership. This, in turn, has a positive impact on the overall situation and progress in the Central Asian region, turning it into one of the energy centers of world importance, the President of Turkmenistan said in his speech.
For the raise of the material and technical base of the transport industry to the modern level, the expansion of existing and the creation of new directions of the transport and communication network, national programs have been developed and are being successfully implemented. The favorable geographical location of our country creates opportunities for the formation of large logistics centers for combined multimodal transport. In this context, the importance of the Kazakhstan-Turkmenistan-Iran railway was noted, as well as the establishment of combined road, rail and sea links between the CIS and Central Asia, opening up wide opportunities for both our state and neighboring countries. The commissioning of a diversified modern port in the city of Turkmenbashi allowed to increase several times the number of transit traffic through our country and increase the export potential, the leader of the nation said.
As the leader of the nation noted, it would be expedient to transfer agricultural land of unprofitable daihan associations, which have extremely low production indicators, to transfer to agricultural producers who are able to work best on the land. To this end, it was proposed, in accordance with the law, to create a special land fund, and on the basis of the decision of the working committee, to allocate land to those who wish for a period of 99 years.
Speaking about improving the agro-industrial complex under the leadership of the national leader, the forum participants noted the ongoing work to further reform the agriculture, scientifically based regulation of crops, in the current period of transition to a market economy, the introduction of new technologies is important.
In this regard, the President of Turkmenistan expressed confidence that the implementation of the relevant document adopted in this direction will produce good results. Noting its great importance, the President of Turkmenistan, the Chairman of the Halk Maslakhaty, signed the Resolution “On the Further Improvement of Reforms in the Agricultural Sector”.
Turkmenistan today at the UN level has been recognized by the state with developed economy. The consistent increase in the size of wages and profits in the years of independence is a good example of ensuring social security and protection from the state, and raising the standard of living of the people. This, in turn, is a vivid example of the consolidation of the rights and responsibilities of residents, the result of the implementation of the “State for Man!” policy in reality. In this regard, the leader of Turkmenistan, taking into account the approval at the national forum, signed the Resolution “On streamlining the provision of Turkmenistan’s population with electricity, gas, drinking water and table salt”, and also on streamlining payment of housing and communal services. Also in his speech, the President of Turkmenistan noted that the most important task is to ensure social protection of the population by increasing wages, pensions and scholarships (at the level of at least 10 percent), indicating that the amount of social financing should be at least 75-80 percent of the total the volume of state budget expenditures. The emphasis was also placed on the importance of adopting measures to protect mothers and children.
In the speech of the President of Turkmenistan, special attention was paid to the protection and promotion of cultural heritage, the development of health care, and the improvement of education and science. The first session of the People’s Council chaired by President Gurbanguly Berdimuhamedov was held in the capital on the threshold of the 27th anniversary of independence. The agenda of National forum, which is remarkable event in life of the country, included the discussion of priority objectives of further development of Turkmen state and society.
Being the highest representative authority acting accordingly to the Constitution of Turkmenistan based on universal democratic principles and rich historical practice of the nation, in new epoch, the People’s Council embodies unbreakable tie of times and generations, commitment of our independent neutral state to primordial traditions of true people’s power, to the way of peace and creation.
In the morning, the President of Turkmenistan went to the Ruhiyet Palace from Oguzkhan Presidential Palace Complex.
The participants welcomed President of Turkmenistan Gurbanguly Berdimuhamedov on their feet with loud long-lasting applauses.
The head of the State went to the stage and warmly greeted numerous participants and guests of the forum, which is bright evidence of steadfast development of democratic processes in modern Turkmen society.
Addressing the participants, the Head of the State noted that as is known, the initiative about the establishment of representative people’ power authority – the Halk Maslahaty of Turkmenistan, has been proposed and unanimously approved at the session of the Council of elders held last year in Ahal velayat. In his speech, the President of Turkmenistan has also outlined coming objectives, made number of proposals aimed at the wealth of people together with summing up of the outcomes of completed work. Turkmenistan has all opportunities for integrated development of agriculture, introduction of latest scientific developments, cultivation of various agricultural crops according to soil and climate conditions, use of land and water resources. Opening of the new farms, joint stock ventures and private companies gives wide opportunities for reformation of the agricultural production and producing good yields. In this context, B. Aydiyev on behalf of all farmers expressed the support of the proposal of the Head of the State on the foundation of special land agricultural fund for further improvement of efficiency of the industry with regards to transfer to market relations and on stimulation of agricultural producers as well as on leasing of the land plots from this fund for 99 years.
It was also highlighted that food abundance has been reached in the country and Turkmenistan has joined the number of grain exporting countries. Grain and cotton production is on high demand at foreign markets, which plays important role in development of national economy.

The spokesperson said that national economy has reached high levels. Our country keeps leading positions among the states of the world by the GDP growth rates.
Successful realization of social programmes, steadfast increment of the income of the population, salary wages, pensions, students scholarships, government allowances, creation of thousands new working places indicate significant improvement of social and living conditions of life of people and practical fulfilment of the SDGs. About 80 percent of the State budget is allocated for social sphere, which guarantees the provision of wealth of Turkmen citizens.
The Head of Turkmenistan carries out fundamental work for diversification of national economy, transfer to digital economy, reasonable use of natural resources of the country. Large facilities of regional and international significance are built and put into operation, which gives wide opportunities for improvement of work production and increment of export potential.
It was mentioned that from the first days of his elections as the Head of the State, President Gurbanguly Berdimuhamedov outlined the formation of solid base in the country for socially oriented market economy. Chairman of Sadulla Rozmetov Agricultural Joint Stock Venture Kamil Rozmetov from S. A. Huge work is carried out for development of transport and communication sphere, system of international transport and transit corridors in West – East and North – South directions is established. Having completed big projects of regional and continental importance in transport sector, our country confirmed its commitment to the principles of wide international cooperation. It is indicated by the railways Kazakhstan – Turkmenistan – Iran, Serhetabat – Turgundy, opening of the first part of Asian International railway corridor Kerky – Imamnazar – Akina as well as automobile and railway bridges Kerky – Kerychy and Turkmenabat – Farab across Amudarya River.
Being the representatives of maritime transport of the country, B. Ashyrov made special mention of large-scale work carried out by Turkmen leader for development of national commercial fleet and turning of Turkmenbashy International Seaport into one of the modern and largest port complexes in the region.

In this regard, the Head of the State expressed the confidence that implementation of relevant document adopted in this direction would give good results. Having noted the importance of this document, the President of Turkmenistan, Chairman of the People’s Council signed the Resolution on Further Improvement of Reforms in Agriculture.
Taking into account the approval of national forum, the President signed the Resolutions on Regulation of provision of the population of Turkmenistan with electricity, gas, drinking water and salt as well as on regulation of the utilities payment.
Addressing the participants of the session, President Gurbanguly Berdimuhamedov noted that all organizational issues of the activity of the People’s Council are regulated in full compliance with Constitutional Law on the People’s Council of Turkmenistan. The Head of the State highlighted that work of national forum is based on the principles of democracy, transparency, justice, supremacy of law, priority of universal standards of international law, equal rights of individual and citizens under the law, respect of rights and freedoms of people, free discussion and taking of decisions and taking into account public opinion.
The President also informed that he signed relative documents on award of the citizens who distinguished in their work with the State awards and conferring of honoured titles. The award ceremony will take place on September 26. The awards will be presented by the Chairperson of the Mejlis and Deputy Chairmen of the Cabinet of Ministers based on the branches they supervise.
After, President Gurbanguly Berdimuhamedov noted that next session of the People’s Council, which also would review priority issues of state and social life, would be held next year. Having suggested to hold it on September 25, 2019 in Ashgabat, the Head of the State signed relevant Resolution.
We would discuss number of important subjects related to the provision of conditions for further development of the country and prosperous life of people as well as would define the ways of successful fulfilment of adopted programmes, the President said.
After, the Head of the State spoke with the final speech to the participants of the forum, having highlighted that creative spirit of the nation aimed at the development of the country, confident move forward along the way of economic and social achievements is revealed clearly in modern historical age. It was comprehensively demonstrated at the first session of the People’s Council where the success of the country has been discussed.
We outlined the directions of Turkmenistan development for short and long-term perspective, which was reflected in programme documents adopted at current session. We ensured in the main thing during current representative forum that the nation intends to put all efforts, knowledge, work and abilities for successful realization of scientifically based programmes of social and economic development of country, Turkmen leader noted.
Realization of the plans would take Turkmenistan to the rank of developed states of the world with efficient economy based on innovative standards and with high level of life. Current session proved that we would be able to manage with honour these objectives and would gain success on the way to achievement of noble goals, the Head of the State emphasized.
Summing up the outcomes of national forum and stated that subjects of the agenda were highlighted, President Gurbanguly Berdimuhamedov expressed sincere gratitude to the delegates of the People’s Council for active participation in their discussion.
Having addressed sincere congratulations on Turkmenistan Independence Day to all participants, the Head of the State wished everybody strong health and further success in their creative activity.

From September 29 to October 2, 2018, the Government delegation headed by President of Turkmenistan Gurbanguly Berdimuhamedov will pay a working visit to New York, United States of America to participate in the 73rd session of the UN General Assembly which will be held in the UN Headquarters.
It is expected that, the President will have high-level meetings in accordance with the program of the visit. Moreover, according to the instructions of the Head of State, Turkmen-American business council format meetings will be organized.

Steadily implementing the strategy of extensive international cooperation, neutral Turkmenistan attaches significant attention to strategic partnership with the UN. Neutral Turkmenistan gets actively involved in common efforts in developing mutually agreed solutions to currently existing key issues and considers the 73rd session of the UN General Assembly as an important step to further consolidate international efforts in addressing key issues of global agenda. Turkmenistan is strongly and permanently committed to cooperation in the field of security for further disarmament and non-proliferation of nuclear weapons. Therefore, in the context of achieving Sustainable Development Goals, Turkmenistan puts forward the initiative to establish Global partnership for protecting youth’s interests.
The foregoing priority positions, the consistent implementation of initiatives and proposals that were put forward at various international forums, will be crucial in developing Turkmenistan’s approaches to promote cooperation with all member states of the Organization, UN bodies, its agencies and specialized institutions during the 73rd session of the General Assembly.

The Amul-Hazar 2018 International rally, held on the initiative of the President of Turkmenistan, completed. The two teams from Turkmenistan took the third place of the competition that aroused keen interest all around the world. As is known, the President of Turkmenistan participated in the international tournament at the start, driving vehicle No. 100. The crew, driving vehicle No. 100 won the third place. The driver of this car – Hodjaguly Annamammedov – is a driver at the motor transport enterprise of the Administration of the President of Turkmenistan, sportsman of the motor sports centre of the Ministry of Internal Affairs of Turkmenistan; the co-pilot – sportsman Gaygysyz Akmyradov – the officer of the motor vehicle administration of the Ministry of Defense of Turkmenistan.
Sports car No. 104 driven by pilot – Guvanchmyrat Hommadov – a sportsman at the motor sports centre of the Ministry of Internal Affairs of Turkmenistan and co-pilot Redjepniyaz Annaberdiev won the third place of the T2-2 international racing.

The participants of Amul – Hazar 2018 rally have reached the last 4th camping site named «Sport Meýdançasy».
The fourth leg of the racers was not that difficult for the participants, however , it was very emotional as the previous one. Harry Hunter and Wouter Rosgaar have returned to leading position, having moved Hani Roma and Aleks Haro to the second position. Belarusian MAZ of Sergey Vyazovich is on the third place – heavy track finished 1.5 minute behind Spanish MINI.
Upon arrival to the camp, the racers were greeted by national choreographic and music ensembles. After the dinner, the guests were able to see natural attractions of Balkan Velayat and discover the beauties and obstacles on their way to Avaza.
Balkan Velayat is the largest region in Turkmenistan. The biggest part of its territory is occupied by Karakum Desert. There are sand dunes and salt pits, clay and wormwood parts of the desert. This lands have wonderful monuments of the world history. Dehistan, the largest centre of ancient culture of Central Asian in downstream of Atrek river, is one of them. Archaeological findings made in this territory prove that irrigated farming was developed in this place in the III BC and that it was the main activity of local residents. Amudarya River was the main source of water. However, the river has changed its course and only 500 kilometres of dry riverbed of the Uzboy from Sarykamysh Trough to Caspian Sea have remained. The flow of water has stopped in the middle of I BC but one of the branches of the Silk Road – caravan route connecting the East and the West, used to run along dry riverbed for long time. The remains of caravansaries dated X – XIII centuries are discovered on the banks of Uzboy River.
The unique city of Dehistan is represented by picturesque towers of ancient settlements, its monuments dated by X – XII centuries as well as by the mosque of early Islamic period in Mashat graveyard. Once upon a time, the city was developed mediaeval centre on the caravan route between Khoresm and Hyrcania.
Dehistan is the most important mediaeval oasis in the southwestern part of Turkmenistan. The city of Misrian (Misr or Messorian), which reached its highest development during the Khoresm shakhs, was located in these lands in VIII – XIV centuries. Numerous ruins of various facilities remained until our days indicate its former magnificence.
Several caravansaries located around the settlements behind the fortress wall pointed at the location of the city gates, which in the turn show the directions of caravan routes from the city. The city remained until our days almost destroyed and majority of its buildings are covered with desert sand, however, taking into account that this is exactly the place where famous poem of Firdausi ‘Shahname’ was written in this place, the city represents special historical and cultural value.
Gozly-Ata Mausoleum is also known around the world. It is located 157 km away from Turkmenbashy in picturesque place surrounded by pink, greenish, reddish rocks of wonderful shape and beauty.
Natural attractions of Balkan Velayat are also interesting. Its western part is occupied by seaside lowlands bordered by the mountain ranges of Big and Small Balhans and western spurs of Kopetdag Mountains on the east. Wonderful natural places – the Yangikala canyons, are located in the northwest of the region. From Turkmen language, ‘yangikala’ is translated as fire fortress. The canyons received such name foe red colours prevailing in the rocks. Depending of the time of the day and lighting, the colour of the mountains changes in front of the eyes from cold blue in the early morning gloom to all shades of red blazing in the dusk.
The canyons represent unbelievable beautiful picture. Once upon a time, there were the waters of ancient sea. The sea has gone, having exposed sharp banks and huge hills. Waves, winds and rains created fantastic castles, towers and walls there. The bottom of the canyons is flat and stretches for hundred kilometres.
Kemal-Ata is another wonderful place. It has a spring where the shepherds bring the flocks of sheep and camels for drinking. The walls of the canyon are decorated with elipse and round stones looking like dinosaurs’ eggs.
Around 30 mud volcanos Aligul, Boyadag, Gyokpatlawuk, Boiling Hill and other are located nearby. They all have various shapes and periodically erupt the mixture of mud, gases, water and oil to surface.
Balkan Velayat also plays leading role in industrial development of turkmensitan where processing of natural reserves based on modern technologies is diversified, projects in petrochemical, chemical, oil production industries are implemented.
The participants of the race will reach the coast of Caspian sea and cross finish line in Avaza National tourist zone on September 15. Grandiose eco rally raid Amul – Hazar 2018 will finish at the central square of the resort. The winners will receive the awards and prizes. The rest of the racers will also get memorable gifts and certificates of the participants of Turkmen Desert Race.
