Briefing dedicated to signing of bilateral documentswith the specialized agencies of the UN

On the 4th of April 2019, a briefing dedicated to signing of bilateral documents with specialized agencies of the UN was held in the premises of the Ministry of Foreign Affairs of Turkmenistan, in participation of the representatives of national and foreign mass media and press attachés of the embassies and international organizations accredited in Turkmenistan.

The representatives of the Ministry of Foreign Affairs of Turkmenistan, UN Resident Coordinator in Turkmenistan Elena Panova, UNDP Resident Representative a.i. in Turkmenistan Natia Natsvlishvili, UNICEF Representative in Turkmenistan Shaheen Nilofer, as well as the UNFPA Representative in Turkmenistan, Kazakhstan and the Kyrgyz Republic Giulia Valesse gave speeches during the briefing.

During the speeches, it was noted that strategic partnership of Turkmenistan with the United Nations and its specialized organizations is a vital course of peace-loving external policy of the state. As it was noted by the President of Turkmenistan, the United Nations owns the main and decisive role in preserving the foundations of international order on the principles of mutual respect, equality, as well as peaceful and political dialogue.

The speakers also underlined that the origin of strategic partnership lays in the concurrence of long-term goals of Turkmenistan with the aims of the UN, primarily in the context of constructing harmonic and stable intergovernmental relations with the Central Asia, creating strong mechanisms for maintaining regional peace and security.

The signing of bilateral documents between the Parliament of Turkmenistan, relevant state bodies and specialized UN agencies serves as a proof of active participation of our country in the reforms of international scope that provides for consistent social and economic growth of the country.

The leaders of Turkmenistan and Bahrain held one-on-one talks in Ashgabat. Greeting the distinguished guest and thanking him for accepting the invitation to visit our country, the President of Turkmenistan noted that the diplomatic relations between Turkmenistan and Bahrain had successfully developed since 1995. The President of Turkmenistan underlined that our countries efficiently cooperated in the bilateral and multilateral formats and expressed gratitude to the high guest for the support of Turkmenistan’s initiatives in international organizations.

It was also emphasized that good contacts had been established in the trade and economic sphere and there were wide opportunities for their extension and promotion. The cultural and humanitarian dialogue that is based on the close traditions of the two peoples stands as an integral part of cooperation between Turkmenistan and Bahrain.

Expressing gratitude for the cordial welcome, King of Bahrain, Hamad bin Isa Al Khalifa noted that Bahrain paid particular attention to intensify the dialogue with Turkmenistan, underlining the importance of the current talks that lay the foundation for diversifying the interstate cooperation.

The King underlined that the trust to each other and the common goals of cooperation played a crucial role in developing the relations between the two countries. In this context it was emphasized the fruitfulness of the visit of the President of Turkmenistan to Bahrain in February, 2011 that offered a powerful impetus to cooperation in such spheres as health care, science, education, infrastructural development. King of Bahrain, Hamad bin Isa Al Khalifa invited President Gurbanguly Berdimuhamedov to visit Bahrain.

The top-level talks between Turkmenistan and Bahrain take place in Ashgabat. Upon completion of the one-on-one talks, the negotiations continue in the extended format with the participation of the members of the official delegations of the two countries.

It was noted during the meeting that this was the first state visit of the King of Bahrain to Turkmenistan and therefore, the sides have high expectations of this visit, considering it as an important event in the history of the two countries and peoples.

The agenda of the current talks includes a wide spectrum of issues related to the bilateral relations and every possibility to bring them to a new level, meeting the long-term strategic interests of our states.

The key theme of discussions is the cooperation between Turkmenistan and the King of Bahrain in the foreign-policy sphere, where the both countries demonstrate mutual understanding, common positions and approaches to the main global issues, in particular the sustainable development and security in the world, Central Asia and Middle East.

The sides expressed the confidence in that the political and diplomatic mechanisms and tools should be used to resolve conflicts and ensure the durable and long-lasting peace as well as agreed to mutually support each other in fames of the international organizations.

During the current talks, Turkmenistan and Bahrain have confirmed the commonality of views on such important political issues as contribution to the Sustainable Development Goals, the struggle against the universal challenges, including terrorism, extremism, cross-border crime, illicit drug trafficking. The most important condition for such cooperation is the intensification of systematic relations between the governments of both countries and the agencies of foreign affairs.

 

Turkmenistan-Bahrain top-level talks identify priorities of the trade and economic dialogue

During the talks between President of Turkmenistan Gurbanguly Berdimuhamedov and King of Bahrain, Hamad bin Isa Al Khalifa with the participation of the official delegations of the two countries it was underlined that Turkmenistan and the Kingdom of Bahrain are the dynamically developing states with huge reserves of natural resources and favourable geographic location that opens up wide opportunities for full-scale and mutually beneficial cooperation in the trade and economic sphere.

In this regard it was emphasized the necessity to create a long-term legal base to reflect the prospects of the partnership, the bilateral mechanisms of the efficient cooperation, in particular, the intergovernmental commission on the economic cooperation.

The fuel and energy and processing capacities as well as the favourable geographic location will provide a platform for exchanging experience, implementing the ambitious projects for the delivery of energy resources to the international markets.

At present, the construction of the Turkmenistan-Afghanistan-Pakistan-India gas pipeline is carried out at high paces. The companies in Bahrain were invited to take part in the implementation of this project.

Such sectors of the national economy as agriculture, communications, processing and chemical industries were specified as the priority areas of cooperation. It was also proposed to consider the possibility to export textile products manufactured in Turkmenistan to Bahrain.

The banking system and urban development were also specified among the promising areas of cooperation. The delegation of Bahrain expressed the interest in the rich experience of Turkmenistan in processing agricultural products and the food industry.

Private investors and business organizations of the both countries play a key role in the trade and economic cooperation, the investment activity.

In this regard it was suggested to establish the Turkmenistan-Bahrain Business Council that will promote developing cooperation between the business circles of the two countries on a regular basis.

The possibilities of cooperation in the sphere of tourism were discussed during the meeting. Turkmenistan expressed the interest in studying and using the experience of Bahrain in creating the modern tourism systems and the sphere of services.

Particular attention was paid to the prospects of cooperation in the transport and transit sphere. In this area, Turkmenistan considers Bahrain as an important partner with huge potential for the implementation of the project on the construction of the transport corridor – Central Asia – Middle East.

The Turkmenbashi Sea Port opened on the Turkmen coast of the Caspian Sea in May, 2018 includes the multifunctional multimedia terminal, designed for the transport communication with the markets of the Middle East and the Indian Ocean region.

The Turkmenbashi Sea Port is to be a largest transport hub on the continent towards the East-west and North-South directions. In this regard it was underlined the possibility to develop logistic activities with the ports in Bahrain.

Turkmenistan and Bahrain focus on the development of the cultural and humanitarian relations

President of Turkmenistan Gurbanguly Berdimuhamedov and King of Bahrain, Hamad bin Isa Al Khalifa paid particular attention to the cultural and humanitarian relations.

Strengthening the joint work in the spheres of science, culture and arts was specified as a fundamental factor of mutual enrichment and rapprochement of the two peoples as well as strengthening of friendly ties.

Turkmenistan and Bahrain have ancient traditions and rich historical heritage. The parties called for the interaction in this sphere and supported the idea to organize the Days of Culture of the both countries, exhibitions, festivals and other cultural events.

Cooperation in the sphere of sports was also specified among the important areas of partnership. The athletes from Bahrain successfully participated in the V Indoor and Martial Arts Games held in Turkmenistan in September, 2017. They won two gold and one bronze medals. The games offered a powerful incentive for the further development of contacts in the sphere of sports.

Particular attention was paid to the horse breeding as the peoples of the two countries significantly contributed to the development of this industry, stood at its origins. At present, this area of cooperation between the two states develops successfully. The Turkmen Atlary State Association has established good working relations with the Bahrain Royal Equestrian and Endurance Federation.

The parties reaffirmed the commitment to continue the work in this sphere.

It was also underlined the importance of direct contacts between the higher educational institutions of Turkmenistan and Bahrain that will enrich the bilateral relations and strengthen their foundations for the future.

President of Turkmenistan Gurbanguly Berdimuhamedov underlined that the first official visit of His Majesty Hamad bin Isa Al Khalifa to Turkmenistan would strengthen the friendly fraternal relations between our countries as well as promote the development of the mutually beneficial trade and economic cooperation, the cultural and humanitarian relations that satisfy the interests of the two states and significantly contribute to ensuring the peace, sustainable development and security.

The President of Turkmenistan emphasized that the relations between our states had a positive effect on the development of the trade and economic, transport and transit cooperation between the regions of the Central Asia and the Middle East and created all necessary conditions for the implementation of large infrastructural projects. The Turkmen leader expressed sincere gratitude to His Majesty and all members of the delegation of Bahrain for the fruitful talks and the willingness to strengthen the friendship and cooperation.

Upon the completion of the talks between Turkmenistan and Bahrain, the ceremony of signing the bilateral documents took place in the presence of President of Turkmenistan Gurbanguly Berdimuhamedov and King of Bahrain, Hamad bin Isa Al Khalifa.

The new documents are to promote the interstate dialogue in a wide spectrum of areas. Thus, the sides signed theMemorandum of Understanding on the development of transport cooperation between the Government of Turkmenistan and the Government of the Kingdom of Bahrain; the Memorandum of Understanding on cooperation in the field of e-government between the Government of Turkmenistan and the Government of the Kingdom of Bahrain; the Memorandum of Understanding between the Central Bank of Turkmenistan and the Central Bank of Bahrain.

The Memorandum of Understanding on cooperation in the sphere of culture between the Government of Turkmenistan and the Government of the Kingdom of Bahrain; the Memorandum on cooperation in the field of education between the Ministry of Education of Turkmenistan and the Ministry of Education of the Kingdom of Bahrain; the Memorandum on cooperation in the sphere of sports between the Ministry of Sports and Youth Affairs of Turkmenistan and the Ministry of Youth and Sports of the Kingdom of Bahrain; the Memorandum of Understanding on cooperation in the sphere of tourism between the Government of Turkmenistan and the Government of the Kingdom of Bahrain are aimed at intensifying cooperation in the humanitarian sphere.

The Agreement between the Government of Turkmenistan and the Government of the Kingdom of Bahrain on mutual visa-free regime for holders of diplomatic, official and special passports and the Memorandum of Understanding on Women’s Affairs between the Government of Turkmenistan and the Government of the Kingdom of Bahrain were also signed.

The Joint Statement was signed on the outcomes of the state visit of the King of Bahrain to Turkmenistan.

One of the highest state awards of Turkmenistan - Bitaraplyk (Neutrality) Order was awarded to King of Bahrain, Hamad bin Isa Al Khalifa upon the completion of the top-level talks between Turkmenistan and Bahrain as well as the ceremony of signing the bilateral documents.

The President of Turkmenistan expressed gratitude to the King of Bahrain for his personal contribution to the enhancement of the fraternal relations between the countries and reaffirmed Turkmenistan’s commitment to the progressive development of the dialogue with the Kingdom of Bahrain.

The top-level talks between the President of Turkmenistan and the President of the Islamic Republic of Afghanistan took place at the Ruhyet Palace in Ashgabat.

Greeting President of Afghanistan Mohammad Ashraf Ghani, President Gurbanguly Berdimuhamedov thanked the distinguished guest for the accepted invitation to pay an official visit to our country and expressed belief that the meeting would become an important step towards the enhancement of the interstate trust-based and constructive dialogue.

Emphasizing the progressive dynamics of the bilateral cooperation, based on the principles of fraternity and neighbourliness, the President of Turkmenistan noted that the political, trade and economic, cultural and humanitarian cooperation was aimed at ensuring the prosperity of our peoples.

It was also noted that within 27 years of diplomatic relations between the states, they have been developed not only in the bilateral format, but also in the framework of the international organisations, on the platforms of which Afghanistan has always supported Turkmenistan’s initiatives.

In recent years, the mutual sales turnover between the two countries has increased. Based on the common cultural and historical roots, the peoples of Turkmenistan and Afghanistan develop cooperation in the humanitarian sphere – in the areas of education, science, sports.

Expressing gratitude to President Gurbanguly Berdimuhamedov for the cordial welcome and hospitality, the distinguished guest underlined that he was happy with the opportunity to visit Turkmenistan once again. The guest noted that the people of Afghanistan sincerely appreciated the friendly and fraternal relations with our country, as well as highly evaluated the Turkmen leader’s peace-loving policy that stands as an integral factor of security, stability and sustainable development in the region.

The distinguished guest noted that in recent years, Afghanistan had passed the way that is equal to decades, emphasizing the significant role of the President of Turkmenistan in this regard and expressing sincere gratitude to President Gurbanguly Berdimuhamedov and the people of Turkmenistan for their assistance in the socio-economic revival of Afghanistan, including through the implementation of infrastructural projects in various fields.

During the meeting, Presidents Gurbanguly Berdimuhamedov and Mohammad Ashraf Ghani discussed the key areas of cooperation between Turkmenistan and Afghanistan, focusing on the progress of implementation of the agreements achieved earlier and the prospects for partnership. Particular attention was paid to the joint projects of great importance for the entire region, including the construction of the TAPI gas pipeline and the formation of transit transport corridors.

The leaders of the two states expressed the mutual interest in expanding Turkmen-Afghan cooperation in the trade, economic, humanitarian and cultural spheres. The parties also exchanged views on a number of important issues of the regional and international politics of mutual interest.

Turkmen-Afghan top-level talks took place in Ashgabat. Starting with the meeting between President Gurbanguly Berdimuhamedov and President Mohammad Ashraf Ghani, the talks continued in an extended format, with the participation of the official delegations of the two countries.

It was noted during the talks that the current meeting of the leaders of the two countries had taken place on the day of establishing the diplomatic relations between Turkmenistan and Afghanistan. 27 years ago, on February 21, 1992, both states opened a new page in their centuries-old relations.

The bilateral cooperation is built on the principles of mutual respect, equality, trust. It meets the fundamental interests of the peoples of the two countries and stands as a significant factor for the sustainable development in the region and at the international level.

The positive cooperation between the two countries is carried out within the framework of international structures, and first of all, the United Nations. Afghanistan has repeatedly become a co-sponsor of the resolutions on energy security and sustainable transport system that were adopted by the UN General Assembly at the initiative of Turkmenistan. The Government of Afghanistan has always supported the candidacy of Turkmenistan when the country is elected to various UN structures.

The parties expressed their intention to further develop the political and diplomatic partnership on a wide range of regional and global issues. It was emphasized that the main issue on the agenda was securing the stable and long-term peace, sustainable development and security in the region.

Turkmenistan has also reaffirmed the willingness to the further active and fruitful participation to address the issues on settling the situation in Afghanistan, restoring its economy, creating all necessary conditions for the people of Afghanistan to build the history of their country.

The status and prospects of the bilateral trade and economic cooperation, the possibilities for a significant increase in the trade volumes and diversification of trade were considered during the meeting.

Turkmenistan and Afghanistan increase the mutual trade turnover

During the top-level talks between President of Turkmenistan Gurbanguly Berdimuhamedov and President of the Islamic Republic of Afghanistan Mohammad Ashraf Ghani, it was underlined the importance to find new opportunities to significantly increase the volumes and diversify the mutual trade turnover.

Given that this indicator steadily grows – in 2018, the bilateral trade turnover made up around 684 million US dollar that is significantly higher as compare to 2017, - there are wide opportunities in this areas. The high results can be achieved through the involvement of small and medium-sized entrepreneurship into the trade and economic cooperation.

In this context, the talks focused on the possibilities of the active introduction of business into the markets of the two countries, establishing different types of joint cooperation on the production of industrial goods, the agricultural sector, the service industry and other industries. It was noted that the people of Turkmenistan and Afghanistan had accumulated centuries-old experience in conducting mutual trade and entrepreneurship.

It was also emphasized the importance to intensify the efforts of the Intergovernmental Turkmen-Afghani commission on trade and economic cooperation.

Another priority area of the Turkmen-Afghani cooperation is humanitarian sphere. In the framework of the special humanitarian assistance programme, Turkmenistan has built and put into operation a school in the Balkh Province, a rural hospital in the Faryab Province, a maternity hospital in the Herat Province. Turkmenistan will continue the construction of social facilities in Afghanistan.

Turkmenistan closely collaborates with Afghanistan in the sphere of education. Hundreds of young citizens of Afghanistan, who gained the education in the higher educational institutions of Turkmenistan, work at the state authorities, in various sectors of the national economy of Afghanistan.

Currently, students from Afghanistan are getting education at the Agricultural University, the Pedagogical Institute, the energy, transport and communication institutes, as well as at the International University of Oil and Gas.
