On October 4, 2022, political consultations between the Ministries of Foreign Affairs of Turkmenistan and the Republic of Kazakhstan were held in the format of a videoconference.
The Turkmen side was headed by the Deputy Minister of Foreign Affairs of Turkmenistan V.Hajiyev, and the Kazakh side - by the Deputy Minister of Foreign Affairs of the Republic of Kazakhstan E.Konuspaev.
During the consultations, a constructive exchange of views on the bilateral agenda took place, the level of political and diplomatic dialogue between the two countries was considered, as well as the progress in the implementation of previously reached agreements. Noting the key role of contacts at the highest and high levels in the development of bilateral relations, the parties discussed the organization of the state visit of the President of Turkmenistan Serdar Berdimuhamedov to the Republic of Kazakhstan.
There were also discussed aspects of preparing and holding important international events in Kazakhstan in October this year.
The importance of a significant date - the 30th anniversary of the establishment of diplomatic relations between Turkmenistan and the Republic of Kazakhstan, celebrated on October 5, 2022, was emphasized.
A high level of interaction within the framework of international structures was noted.
The diplomats voiced the mutual readiness of the parties to continue building up regional cooperation. In this context, the special significance of the IV Consultative Meeting of the Heads of States of Central Asia in the city of Cholpan-Ata, as well as the VI Summit of the Heads of the Caspian States in Ashgabat, was stressed.
In frames of the talks, the parties paid attention to the current state and prospects for cooperation in the trade and economic sphere, noting a solid potential for joint work.
Furthermore, the parties considered issues of cultural and humanitarian cooperation. Interest was expressed in developing partnerships in the areas of science, education and healthcare.
THE DELEGATION OF TURKMENISTAN PARTICIPATE IN THE PLENIPOTENTIARY CONFERENCE OF THE INTERNATIONAL TELECOMMUNICATION UNION
On September 26, 2022, the delegation of Turkmenistan headed by the Ambassador Extraordinary and Plenipotentiary of Turkmenistan to Romania A.Annayev, participated in Bucharest in the opening ceremony of the Plenipotentiary Conference for 2022 (PP-22) of the International Telecommunication Union (ITU).
The International Telecommunication Union (ITU), a specialized agency of the United Nations, is the leading international organization for digitalization at the global level.
The Plenipotentiary Conference is held every four years with an aim to elect ITU leadership, adopt its four-year strategic and financial plans, and to debate telecommunication, information and communication technology policies and priorities.

Your Excellency Mr. Chairman,
Ladies and gentlemen,
First of all, I have the honor to convey warm greeting and wishes of peace and prosperity to the peoples of your countries from the President of Turkmenistan His Excellency Serdar Berdimuhamedov.
I congratulate Mr. Csaba Kőrösi on his election to the presidency of the 77th session of the UN General Assembly and wish him success in this important and responsible position.
I express my gratitude to the distinguished Mr. Abdullah Shahid, Chairman of the 76th session, for his effective work in this post.
The current session of the United Nations General Assembly is considered by Turkmenistan from the view of the need to urgently use the potential of the world community, the levers of constructive influence of the UN on world processes, the search for channels of dialogue as the only acceptable way to resolve conflicts and tensions, the creation of prerequisites for the development of responsible joint approaches to the problems of post-pandemic development, the restoration of economic and humanitarian ties.
For Turkmenistan, the new political year marks an important anniversary date – the 30th anniversary of its membership in the United Nations. Based on the solid base of relations with this universal organization built over the years of independence and confirming its policy of strategic partnership with the UN, the conviction that there is no alternative to this only world structure with universal legitimacy, Turkmenistan will continue its efforts to increase and strengthen its role in the world, to establish recognized international legal norms and the UN Charter as the political basis of interstate relations.
The global security architecture created within the framework of our Organization is now undergoing serious challenges. We are witnessing complex processes that impede multilateral cooperation, including in such important areas as security and stability.
To overcome current difficulties in international relations, Turkmenistan considers it necessary to strengthen the existing ones and think about creating new dialogue platforms for international communication and negotiations on critical issues on the global agenda.
The restoration of trust, the culture of respectful dialogue is now acquiring universal significance as one of the key conditions for a responsible, non-confrontational approach, the search for opportunities for mutual understanding and the observance of a balance of interests when considering complex issues.
Further promoting the philosophy of trust-based dialogue in international relations, Turkmenistan intends to propose to the UN General Assembly to consider the draft resolution "Dialogue is a guarantee of peace". We are convinced that the adoption of such a document will confirm the principled and unambiguous commitment of all UN Member States to a peaceful, negotiated way to resolve conflict situations, no matter how difficult they may seem.
Reinforcing our efforts in this direction, we propose that the international community declare 2025 the "Year of Peace and Trust", based on the provisions of the resolution of the United Nations General Assembly adopted earlier at the initiative of Turkmenistan.
Today, the role of peacekeeping instruments in the arsenal of the international community is objectively increasing. In particular, we are noting again the potential of neutrality, its conceptual foundations for strengthening universal stability and security.
Based on the recognition by the UN General Assembly of neutrality as a factor in strengthening global peace and security, the adopted resolution on the proclamation of December 12 as the International Day of Neutrality, Turkmenistan will continue to work actively with partners to expand the membership of the Group of Friends of Neutrality for peace, security and sustainable development.
The course of the development of global processes in the field of security dictates the need for strengthening the mechanisms of regional cooperation. On July 28 of this year, the UN General Assembly, by its resolution, proclaimed Central Asia a Zone of Peace, Trust and Cooperation. We are grateful to the world community for the decision taken, which creates conditions on a strategically important part of the political map of the world for active work to strengthen international security, prevent and resolve conflicts, and build strong and effective regional institutions in this regard.
As the host country of the UN Regional Centre for Preventive Diplomacy for Central Asia, Turkmenistan stands for full support to its work, which has proved its effectiveness.
Taking into account that December 2022 marks the 15th anniversary of the establishment of the Regional Center, we intend to submit to the General Assembly a draft resolution on the role of the Center, reflecting in this document the significant events of recent years and consolidating the mechanisms of regional interaction built on its basis.
We are particularly concerned about the currently growing threats to global food security, which are rapidly spreading to an increasing number of countries and entire regions. In these circumstances, urgent efforts of the world community and effective measures to overcome the current situation are required.
In order to maintain the stability of the global food market, jointly search for solutions to complicated problems of providing food to the most vulnerable countries, as well as supporting the efforts of the UN Secretary-General in this direction, we propose to hold an International Forum on Food Security in Turkmenistan.
In the current conditions, the full implementation of the agreements reached on the Sustainable Development Goals is of particular importance. In this regard, supporting multilateral tools for monitoring the achievement of the SDGs, Turkmenistan will present the Second Voluntary National Review on the SDGs implementation during the High-Level Political Forum in 2023.
At present, the solution to sustainable development issues largely depends on the level of international cooperation in such critical areas as transport and energy.
Continuing to promote multilateral transport cooperation, Turkmenistan during the current session intends to summarize the results of the Global Conferences on Sustainable Transport held in 2016 and 2021, other high-level transport forums convened in recent years, including the Ministerial Transport Conference for Landlocked Countries organized in Turkmenistan on August 15-16 of this year, and prepare proposals for the development of a project the concept of the United Nations Special Interregional Programme for Transport Development.
At the current session, Turkmenistan also looks forward to the continuation of a broad dialogue on the issue of energy security. In this context, we consider it necessary, based on the provisions of the resolutions of the UN General Assembly on the reliable and stable energy supplies to world markets, adopted at the initiative of our country, to accelerate work on the implementation of the proposals submitted earlier by Turkmenistan on the establishment of an open-ended international expert group to develop a modern UN international legal toolkit for regulating sustainable and reliable energy transit.
In Central Asia, for objective reasons, climate change and water issues are the most important, and in some cases, determining factors in the development of regional processes, having a significant impact on the overall situation, the implementation of socio-economic development programmes, and the solution of serious environmental issues.
Based on the positions of Turkmenistan on adaptation and mitigation of climate change, presented in November 2021 at the 26th session of the Conference of the Parties to the UN Framework Convention on Climate Change (COP26) in Glasgow, as well as practically considered during multilateral consultations within the framework of the Climate Conference in Bonn in June this year, Turkmenistan is preparing for the establishment in Ashgabat Regional Center for Climate Technologies for Central Asian Countries.
At the same time, noting the Nationally Determined Contribution (NDC) of Turkmenistan in May 2022 within the framework of the implementation of obligations under the Paris Agreement, Turkmenistan intends to intensify efforts to implement the goals outlined in this document, including reducing greenhouse gas emissions, promoting the Global Methane Pledge.
We will persistently and purposefully strive to single out the Aral Sea issue as a separate area of the UN's activities. To this end, in May 2023, we intend to resume negotiations on the draft resolution of the UN Economic and Social Commission for Asia and the Pacific (ESCAP) on the establishment of the UN Special Program for the Aral Sea Basin, which will be based on the provisions of the UN General Assembly resolutions "On cooperation between the United Nations and the International Fund for Saving the Aral Sea (IFAS)", adopted in 2018 and 2019.
The impact of the pandemic requires us to continue our coordinated efforts to address the identified vulnerabilities of global and national health systems. Turkmenistan will continue to support the joint activities of the world community to combat this new type of coronavirus infection, to establish tools for health diplomacy. Underlining the key role of the World Health Organization in developing consolidated responses to common challenges, we support the developed global One Health concept and will promote it within the framework of the Roadmap for Health and Well-being in Central Asia until 2025.
With all the diversity of tasks facing each of our countries, we are united by common hopes, concerns and threats. Turkmenistan, together with its partners, is ready to look for new ways to overcome the challenges faced by mankind. Based on strategic cooperation with the United Nations, my country will make every effort to achieve these goals.
On September 26, 2022, the delegation of Turkmenistan made a statement at the main meeting of the Warsaw Human Dimension Conference, organized by the Polish OSCE Chairmanship.
The statement noted the achievements of democracy, human rights, democratic institutions in Turkmenistan, the adopted new laws and other positive changes taking place in the country. It was emphasized that profound transformations are taking place in Turkmenistan, legislative, institutional and administrative measures are being taken to further improve the mechanisms for ensuring human rights and freedoms, and work in this direction is the object of constant attention of the Head of State, President Serdar Berdimuhamedov.
The participants were also informed that the norms of international law are consistently implemented in the national legislation of Turkmenistan. Taking into account the implementation of this work, new tasks are clearly defined and are being implemented to further reform national legislation that ensures the consistent implementation of international obligations and standards in the field of human rights.
Over the past years, positive experience has been gained in interaction with the UN structural divisions in the framework of joint projects and programs in the field of democratization and the rule of law, human development to achieve the SDGs.
In addition, the successfully implemented National Action Plans for Gender Equality and Human Rights in Turkmenistan for 2021-2025, the next National Action Plan for the Realization of Children's Rights and a new stage of the MAP to combat human trafficking were announced.
AN EVENT DEDICATED TO HANDING THE PASSPORT OF A CITIZEN OF TURKMENISTAN AND A RESIDENCE PERMIT IN TURKMENISTAN WAS HELD
Today, on 24th of September in the conference hall of the State Migration Service of Turkmenistan, a solemn ceremony of presenting passports to persons admitted to the citizenship of Turkmenistan, as well as a residence permit in Turkmenistan to foreign citizens residing on the territory of Turkmenistan in accordance with the Decree and Resolution, signed by the distinguished President of Turkmenistan, took place.
The solemn event was attended by the heads of representative offices of international organizations working in Turkmenistan, employees of the Ministries of Foreign and Internal Affairs of Turkmenistan, as well as relevant state bodies of the country, honorary elders, media workers of the country and persons who have received citizenship of Turkmenistan.
During the ceremony, which personified highly humanistic traditions, the speakers noted that in Independent and Permanently Neutral Turkmenistan, caring for people is a priority issue and all opportunities have been created for citizens to live a free, peaceful and prosperous life. Endless concern for people extends not only to the country's own citizens, but also to those who, for various reasons, do not have citizenship and want to connect their lives with this land.
On the basis of the principles of permanent neutrality, Turkmenistan carries out important and exemplary work on the issues of refugees and stateless persons on the basis of international organizations. This is confirmed by the number of people who have received citizenship of the country in recent years. Based on the humanitarian decrees of the esteemed President, thousands of stateless persons permanently residing in the country have become citizens of Turkmenistan.
During the celebration of the 31st anniversary of the Independence of our country, according to the Decree signed by the esteemed President, the citizens of Turkmenistan became 1530 people - representatives of 26 nationalities permanently residing in Turkmenistan. In addition, according to the Decree of the President of the country, residence permits in Turkmenistan were issued to 315 foreign citizens from 9 states and representatives of 23 nationalities.
This event demonstrated unaltered commitment of our country to the norms of international humanitarian law, which became one more example of efficient decision of issues of migration policy.
On September 23, 2022, the Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs of Turkmenistan R. Meredov, within the framework of the last meeting of the Cabinet of Ministers of the country, reported on the current tasks of the foreign policy of our state, and also informed about the ongoing work to further expand cooperation between Turkmenistan and the European Union, and the implementation of earlier reached agreements.
First of all, effective tools were noted in bilateral and multilateral formats in order to develop relations on a systematic basis with the EU in the political-diplomatic, trade-economic and cultural-humanitarian spheres, within which regular meetings and consultations are held.
First, one of the priority areas is the strengthening of constructive cooperation in the political and diplomatic sphere, in particular, the intensification of work on organizing visits and high-level meetings with the leadership of the European Union. In this direction, it was also proposed to appoint a new Ambassador of Turkmenistan to the Kingdom of Belgium at the same time as the head of the Representation office of Turkmenistan to the European Union.
In addition, the expediency of expanding productive cooperation and the active participation of the delegation of Turkmenistan in the framework of the Joint Committee "Turkmenistan - European Union", the format "European Union - Central Asia", the Inter-Parliamentary Dialogue "Turkmenistan - European Union", the forum "EU - Central Asia" on sustainable interconnectedness.
Secondly, noting the importance of the tasks of developing trade-economic cooperation between Turkmenistan and the EU, it was proposed to continue developing the concept of the Business Council "European Union-Turkmenistan" on the basis of previously reached agreements.
Also, in order to continue cooperation with the EU in the field of oil and gas, electricity and renewable energy sources, it was proposed to hold regular consultations on energy cooperation between Turkmenistan and the European Union.
In addition, the importance of the practical development of bilateral and regional relations in the field of transport and communications was emphasized, in connection with which specific proposals on this track were submitted for consideration by the country's leadership.
Thirdly, the interaction of our country with the European Union in matters of climate change, environmental protection and environmental safety was emphasized. In this context, concrete steps were proposed to intensify work in the above areas, in particular, the possibility of holding a scientific and practical conference with European partners on the experience of the European Union in the use of green energy and hydrogen, as well as the reduction of methane emissions, was announced.
Further, noting that the cultural and humanitarian sphere occupies an important place in the development of relations between Turkmenistan and the EU, it was proposed to hold a number of events aimed at strengthening the dialogue in this direction.
Along with this, proposals were made to strengthen the legal framework for relations between Turkmenistan and the European Union.
The President of Turkmenistan instructed the Head of the Foreign Ministry of our country to continue targeted work on the identified issues, taking into account the existing opportunities and prospects for the practical realization of the potential of mutually beneficial cooperation with European partners.

On September 23, 2022, Dovlet Maslakhaty (State Council), dedicated to the 31st anniversary of the independence of Turkmenistan, was held in the capital, in the Rukhyet Palace under the chairmanship of President Serdar Berdimuhamedov. The agenda of the national forum, which has become a significant event in the life of the Fatherland, included summing up the results achieved over the past period, discussing priority tasks for the further comprehensive development of the country.
In the morning, the head of state arrived at the Rukhyet Palace in the capital, where the participants of Dovlet Maslakhaty, representing the city of Ashgabat and all regions of the country, gathered. It should also be noted that through a digital system, representatives of the Akhal velayat joined the national forum from the building of "Türkmeniň ak öýi", Balkan, Dashoguz, Lebap and Mary velayats - from the Rukhyet Palaces in the cities of Turkmenbashi, Dashoguz, Turkmenabat and Mary.
Addressing the audience and all compatriots, the head of state noted that today, in the year of the “Era of the people with Arkadag”, Dovlet Maslakhaty is being held on the days of the celebration of the 31st anniversary of the independence of the Fatherland. It is attended by members of the Government and the Milli Gengesh, heads of ministries and sectoral departments, political parties and public associations, khyakims of velayats, etraps and cities, as well as members of the Halk Maslahaty, numerous employees of institutions and enterprises, venerable elders, dear mothers, youth.

After listening to the report, to the applause of the audience, the President of Turkmenistan signed the relevant Decree, according to which, in commemoration of the glorious holiday, 829 citizens of our country and 4 citizens of foreign countries will be released from further punishment.
Further, noting that every citizen of our country makes a worthy contribution to the achievements of the Fatherland, President Serdar Berdimuhamedov said that he had decided to award state awards to compatriots who distinguished themselves in labor in commemoration of the 31st anniversary of the sacred independence of the Fatherland, signing the relevant documents.

A meeting of the heads and employees of the transport and communication units was held in the conference hall of the railway agency of Turkmenistan. The meeting on the eve of the country's Independence Day was held in a festive spirit – on the eve of the 31st anniversary of sovereignty, a landmark event took place in the sector, namely, the opening of new passenger bus terminals in four regions of the country with the participation of the head of state.
The significance of the event is determined by the social orientation of this major project, aimed at modernizing and expanding the system of passenger transport services. In addition, this week, on Friday, the government approved the purchase of 1,000 new Toyota Coaster buses and 250 Toyota Hiace buses, also marking a course to improve passenger service.

These tasks require increased attention from both the leadership of the transport and communications sector and its numerous enterprises, the stable, reliable operation of which is the basis for the dynamic development of the sector, regions, the entire country as a whole and as an important transit hub of continental significance.
Uzbekistan intends to launch a new transport corridor to India through Turkmenistan, Podrobno.uz reported on Thursday.
The Agency refers to the Ministry of Investment and Foreign Trade of the Republic of Uzbekistan, where a meeting was held with a delegation of the Economic and Social Commission for Asia and the Pacific (ESCAP), during which issues of the development of the "Uzbekistan – Turkmenistan – Iran– India" transport corridor with connection through the port of Chabahar were discussed.
"During the negotiations, an agreement was reached on the development of a feasibility study for a new transport route being created in connection with the need to service the growing volume of trade between Uzbekistan and India, which will reach $1 billion in the near future," the report says.
The route is also designed to ensure the continuity of product supplies within the trade turnover of the countries of Central Asia and India, in turn, striving for the mark of 3.2 billion dollars per year.

On September 22, 2022, a telephone conversation took place between the President of Turkmenistan Serdar Berdimuhamedov and the President of the Russian Federation Vladimir Putin.
The head of the friendly country warmly and cordially congratulated President Serdar Berdimuhamedov on his birthday, wishing him good health, well-being and further success in his many-sided state activities. As noted, the Russian Federation highly appreciates the efforts of the President of Turkmenistan aimed at strengthening the traditional cooperation between the two states.
Expressing gratitude for the congratulations and good wishes, as well as for the constant attention to the development of good neighborly relations between Turkmenistan and the Russian Federation, the head of state noted with satisfaction that the traditionally friendly relations of our countries, based on the principles of strategic partnership, trust and mutual understanding, are successfully developing today on the widest range of areas.
In this context, the Turkmen leader noted the productivity of the recent meeting with the President of Russia on the sidelines of the Samarkand Summit of the Shanghai Cooperation Organization, which made it possible to discuss topical issues of interaction and exchange views on the prospects for further partnership.
During the conversation, it was emphasized that Turkmenistan pays special attention to strengthening a constructive dialogue with the Russian Federation as one of the priority vectors of its foreign policy. The productivity of bilateral contacts at the highest state and government levels, as well as the ever-expanding ties with Russian regions, was noted.
The heads of state were unanimous in their opinion that the expansion of trade and economic ties occupies a special place on the agenda of the multifaceted Turkmen-Russian partnership, which is greatly facilitated by the effective work of the joint Intergovernmental Commission.
Confirming their readiness for further comprehensive multifaceted cooperation, the parties expressed confidence in its successful development for the benefit of the peoples of the two friendly countries.
