TALKS WITH THE REGIONAL REPRESENTATIVE OF THE UN OHCHR FOR CENTRAL ASIA

On November 3, 2021, Deputy Minister of Foreign Affairs of Turkmenistan Vepa Hajiyev met with the Regional Representative of the Office of the UN High Commissioner for Human Rights for Central Asia, Ryszard Komenda, via videoconference.

Dmitry Shlapachenko, UN Resident Coordinator in Turkmenistan, also took part in the meeting.

During the meeting, the sides discussed issues related to further development of cooperation between Turkmenistan and the UN specialized agencies on human rights. There was a constructive exchange of views on strengthening and protection of human rights, including implementation of the obligations and provisions of the human rights conventions in which Turkmenistan takes part.

Noting Turkmenistan's achievements in the field of human rights, the sides discussed procedures for the practical implementation of humanitarian standards in national legislation.

As is known, Turkmenistan, consistently fulfilling its obligations in the humanitarian sphere, has acceded to most UN conventions, covenants and protocols on human rights. The protection of human rights and gender development issues are reflected in the national programs of socio-economic development of Turkmenistan.

The sides also discussed the activities of the Working Group of the Interdepartmental Commission on compliance with Turkmenistan's international obligations on human rights and international humanitarian law. In this regard, the sides considered the key areas of implementation of the Joint Action Plan of the Interdepartmental Commission on compliance with Turkmenistan's international obligations on human rights and international humanitarian law and of the United Nations (UN) Mission in Turkmenistan for the second half of 2021.

Regular contacts between the Government of Turkmenistan and the International Labor Organization (ILO) for the coordination of joint projects and the organization of visits to Turkmenistan by ILO experts were emphasized.

During the talks, gratitude was expressed to the Office of the UN High Commissioner for Human Rights for Central Asia for organizing and conducting meetings related to the provision of technical assistance and coordination of activities in the implementation of UN projects on human rights.

THE IMPORTANT STEPS OF TURKMENISTAN IN THE FIELD OF CLIMATE CHANGE WERE UNDERLINED

Speaking at the 26th session of the Conference of the Parties to the UN Framework Convention on Climate Change (COP26) in Glasgow, the Deputy Chairman of the Cabinet of Ministers of Turkmenistan, Serdar Berdimuhamedov, emphasized that after the adoption of the global Sustainable Development Goals, Turkmenistan is actively working to achieve them at the national and international levels.

The Nationally Determined Contribution (NDC) of Turkmenistan is essentially a confirmation of country's ambitious goal to reduce greenhouse gas emissions by 2030 in key sectors of the economy. “By introducing modern technologies in all spheres of the state’s economy, greenhouse gas emissions are reduced,” S.Berdimuhamedov said.

In order to achieve the goals of the climate agenda, Turkmenistan at the national level pays special attention to the reduction of methane emissions. “In this regard, we welcome the new initiative on the Global Methane Commitment and express interest in studying it in detail with a view to possible substantive participation,” added the Vice Prime Minister.

By improving the national legal framework, Turkmenistan is making a significant contribution to achieving climate neutrality. Thus, the National Strategy on Climate Change, the National Strategy for the Development of Renewable Energy until 2030 and the new Law of Turkmenistan "On Renewable Energy Sources" were adopted.

In this regard, S.Berdimuhamedov noted that Turkmenistan, both at the expense of its own financial resources and with the technical and financial support from international organizations and financial institutions, in the medium term plans to achieve zero growth of greenhouse emissions, starting in 2030, and in the long term - annual significant reductions in emissions.

On November 3, 2021, in Glasgow the Government delegation of Turkmenistan headed by the Deputy Chairman of the Cabinet of Ministers of Turkmenistan S.Berdimuhamedov takes part at the Twenty-sixth session of the Conference of the Parties to the UN Framework Convention on Climate Change.

The 26th session of the Conference of the Parties to the UN Framework Convention on Climate Change is an important international forum where the joint actions to counter global warming are being discussed and agreed.

During two weeks’ forum the representatives of the countries will discuss the problems of the climate crisis and possible steps connected with the UN Framework Convention on Climate Change including the issues of the emission reduction, building a green economy and the transition to cleaner energy sources. Additionally, the renewed plans on containment of climate change would be presented.

The participation of the representative delegation of our country in the Global forum testifies to a responsible approach of Turkmenistan to the issue under consideration, to the understanding of the importance and urgency of adoption of general consensus measures to counter the greatest challenge to humanity.

Turkmenistan, having ratified the UN Framework Convention on Climate Change in 1995, the Paris Agreement in 2016, as well as the Kyoto Protocol, strictly fulfills all obligations undertaken.

Constructive initiatives put forward by the Turkmen Leader at various high-level forums have a special significance. These include, in particular, such proposals as the opening in Ashgabat of a Regional Center for Technologies related to climate change in Central Asia, the development of the UN Water Strategy, a special UN Program for the Aral Sea Basin and the preservation of the ecological well-being of the Caspian Sea.

President of Turkmenistan congratulates newly elected President of the Republic of Uzbekistan

Presentation of XIII volume of work of the head of the state «Medicinal plants of Turkmenistan»

The edition of the XIII volume of the book «Medicinal plants of Turkmenistan» which presentation has taken place today in the conference hall of the Ministry of Health and Medical Industry became a remarkable gift of the leader of the nation to Turkmen physicians for their professional holiday, all our people and world scientific community.

The encyclopaedic work of the President of Turkmenistan, the academician of the Academy of Sciences, Doctor of Medical Sciences, Professor Gurbanguly Berdimuhamedov is designated for a wide range of readers, the interested in the rich flora of our country and ancient traditions of national medicine.

Heads and leading experts of the Ministry of Health and Medical Industry, its profile establishments, representatives of other ministries and sectoral departments, public organisations, the mass media and the student youth took part in the solemn ceremony of presentation of the new edition.

Speakers underlined the special importance of the new volume, which is the continuation of the fundamental scientific work, over which the leader of the nation started to work in 2009.

In the basis of this large scale, scientific research the best experience transferred from generation to generation, experience of treatment of both outstanding scientists-founders of medicine of the East and the Turkmen doctors-healers constantly referring to «natural drugstore».

On the book’s pages, it is possible to find the detailed description of curative properties of herbs, including endemics, possibilities of their use in scientific and national medicine. President Gurbanguly Berdimuhamedov has devoted to their deep study many years of his life.

Participants of the presentation underlined that the unique encyclopaedia is a real treasure of knowledge of curative properties of plants growing in the Turkmen land and used throughout centuries for efficient treatment of various illnesses.

With the academic accuracy, the head of the state acquaints readers with the cultivated and wild plants. Under the uniform scheme their photos, description, biological features, distribution area, natural stocks, medicinal raw materials, chemical compound, ways of preparation and use is provided.

Representing the original encyclopaedia of the Turkmen flora, the book «Medicinal plants of Turkmenistan» became for these years the invaluable guide on herbal medicine not only for domestic pharmacologists and physicians, but also for the foreign experts having possibility to familiarise with it thanks to its translation into many languages.

The next volume of the scientific work of President Gurbanguly Berdimuhamedov, like the previous ones, was published in mass print run. A wonderful addition to the contents are colourful photos of picturesque corners of our country, the Russian-Latin-Turkmen dictionary of names of plants and calendar of gathering of medicinal raw materials.

The presented short review on development and reached successes of domestic public health services during the prosperous epoch of the powerful state testifies to the large scale of grandiose transformations occurring in the system of health protection within the limits of the Government program «Saglyk» developed and realised under the wise leadership of the head of the nation.

Participants of the celebration prepared the Message to President Gurbanguly Berdimuhamedov in which they expressed their deep gratitude for the huge attention given to health protection of Turkmen nationals and for the created conditions for their happy and peaceful life.

THE LEADER OF THE NATION TOOK PART IN THE OPENING CEREMONY OF THE NATIONAL DAY OF TURKMENISTAN AT THE WORLD EXPO 2020

On October 9, 2021, with the participation of President Gurbanguly Berdimuhamedov, the opening ceremony of the National Day of Turkmenistan was held at the World EXPO 2020, which is taking place in Dubai.

UAE officials warmly welcomed President Gurbanguly Berdimuhamedov at the airport in Dubai.

As part of the working visit, the President of Turkmenistan held a number of high-level bilateral meetings. In particular, at the Al Maktoum International Airport, the President of Turkmenistan met with Suhail Mohamed Al Mazrouei, Minister of Energy of the United Arab Emirates.

Emphasizing the high level of Turkmen-Emirati relations, the sides noted the effectiveness of the two countries in energy, gas chemistry and other prospective areas of cooperation. It was particularly noted that the bilateral and multilateral partnership of Turkmenistan and the UAE in these fields is developing successfully.

Then the motorcade of the President of Turkmenistan headed to the Expo 2020 pavilions. As is known, the current world exhibition in the Middle East region promotes the universal unification of different countries and peoples for the sake of global development.

The opening ceremony of the National Day of Turkmenistan was held on the central square of the expo center, Al Wasl, accompanied by the anthems of two countries - Turkmenistan and the UAE. Reem Al Hashimy, UAE Minister of State for International Cooperation and Director General of Expo 2020 Dubai, also attended the ceremony.

The President of Turkmenistan, together with high-ranking UAE officials, toured the Turkmen pavilion, where Turkmenistan's achievements in all key areas of the national economy were presented. The National Pavilion of Turkmenistan, located in the Mobility Zone, is one of the distinctive pavilions of Expo 2020 Dubai, operating under the slogan "Journey to Culture with Akhal-Teke Horses". The interior exhibit of the show is comprehensively devoted to the theme of the country's participation.

While viewing the national pavilion, participants were shown a video demonstrating the achievements of Turkmenistan in the field of transport, construction, healthcare, sports and culture. The head of state extensively familiarized the participants with the advanced directions of development of the country and the high indicators achieved by Turkmenistan during the years of independence.

The leader of the nation also visited the United Arab Emirates pavilion showcasing the UAE's advanced development trends.

At the end of the tour, the head of state headed to the Reception Center of the World Expo 2020.

Here, the President of Turkmenistan Gurbanguly Berdimuhamedov held talks with Sheikh Mansour bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Presidential Affairs of the United Arab Emirates.

During the meeting, the sides emphasized the constructive nature of the traditional friendly relations between Turkmenistan and the United Arab Emirates, which are being steadily promoted to a new, higher level based on principles of mutual respect and support.

The sides also discussed bilateral relations in various fields of mutually beneficial partnership, particularly in economy, investment and development in the interests of the two friendly countries and peoples.

Furthermore, following the talks, a solid package of bilateral documents covering a wide range of issues of multifaceted partnership between Turkmenistan and the UAE was signed.

The Turkmen-Uzbek Economic Forum was held in the capital of Uzbekistan

The Turkmen-Uzbek Economic Forum was held in Tashkent within the framework of the official visit of the President of Turkmenistan Gurbanguly Berdimuhamedov to Uzbekistan.

The leaders and representatives of the key economic ministries and departments, as well as business of Turkmenistan and Uzbekistan discussed the issues on investment to industry, power energy, agriculture and transport sector of two countries-neighbors.

During the economic forum the bilateral meetings of the representatives of delegations of Turkmenistan and Uzbekistan were held, in the course of which the specific investment projects and areas of the bilateral cooperation in the economic sector were discussed.

The signing ceremony of the bilateral documents also took place within the Turkmen-Uzbek Economic Forum.

Today, on September 14, a telephone conversation took place between the Minister of Foreign Affairs of Turkmenistan Rashid Meredov and Federal Minister for Foreign Affairs of the Federal Republic of Germany Heiko Maas.

Minister on behalf of the Government of Germany expressed deep gratitude to Turkmenistan for cooperation in the issues of ensuring the flights of aircrafts with the aim of evacuating citizens from Afghanistan. At the same time, it was emphasized that the immediate granting of permission by Turkmenistan to use its airspace has become a decisive factor in the effective evacuation of people.

In the course of the talk, the heads of foreign affairs agencies exchanged views on the issues of bilateral collaboration in political-diplomatic, trade-economic and cultural-humanitarian spheres.

In particular, it was noted the close interaction of Turkmenistan and Germany in the process of “Green Central Asia”, as well as bilateral cooperation in the field of education between the governments of the two countries. 

The parties also exchanged views on significant issues of international and regional agenda. Mutual readiness for continuation of active dialogue on Afghan issues had been expressed.

The Ministers agreed to continue on a systematic basis regular consultations between the Foreign Ministries of Turkmenistan and Germany with the participation of diplomatic missions.

Resolution on «Cooperation between the United Nations and the Economic Cooperation Organization» adopted

On September 9, 2021, at the proposal of Turkmenistan at the 102nd plenary meeting of the 75th session of the UN General Assembly a resolution «On cooperation between the United Nations and the Economic Cooperation Organization» was unanimously adopted.

As is known, within the framework of Turkmenistan's chairmanship in the Economic Cooperation Organization, Ashgabat will host the 15th Summit of Heads of State of this organization on November 28 this year.

Neutral Turkmenistan promotes important initiatives and projects with major international organizations, including the Economic Cooperation Organization, to transform the regional cooperation into a constructive one. This in itself creates a solid foundation for fruitful relations for the long term.

Turkmenistan participated in a multilateral ministerial meeting on Afghanistan

On the 8th of September 2021, a multilateral ministerial meeting on Afghanistan took place in the format of a videoconferencing. The subject matter of the session was the situation in this country.

The Foreign Ministers of more than 20 countries as well as the high-level representatives of the UN, EC and NATO also attended the virtual talk initiated by the Ministries of Foreign Affairs of the United States of America and the Federal Republic of Germany.

Based on the main subject of the talks, the Foreign Ministers of the participating countries exchanged views on the current situation in Afghanistan and the efforts of the international community to expand cooperation on the Afghan track.

Turkmen side noted that, as the closest neighbor of Afghanistan, for Turkmenistan, the issue of stability and security in this country has its direct influence and significance, from a political, economic and humanitarian point of view.

The Turkmen side, speaking on the importance of creating new formats of partnership on Afghanistan, stressed the need to establish effective mechanisms of multilateral cooperation aimed at achieving peace and civil accord in this country, ensuring security and social stability, as well as the well-being of the Afghan people.
