Turkmenistan supports India's candidacy as a permanent member of the UN Security Council

“Turkmenistan welcomed the role that India is playing during its current membership in the UN Security Council and highly appreciated the initiatives of the UN Security Council put forward by India aimed at reforming multilateralism and combating terrorism, based on the Indian ideal of “Vasudhaiva Kutumbakam”, i.e. “the world as one family,” Presidents Serdar Berdimuhamedov and Ram Nath Kovind said in a joint statement following talks in Ashgabat.

The parties stressed that the election of India (non-permanent member) to the UN Security Council provided additional opportunities for coordinating efforts on the most pressing issues in the UN based on mutual understanding and a common view and approach to the global world order.

President Serdar Berdimuhamedov congratulated India on its successful chairmanship in the UN Security Council in August 2021 and reaffirmed Turkmenistan's support for India's permanent membership in a reformed and enlarged UN Security Council.

The Security Council consists of 15 members of the Organization. Great Britain, China, the Russian Federation, the USA and France are permanent members of the Security Council with the right of veto. 10 non-permanent members are elected by the General Assembly for two years. Five of them are replaced every year.

The Security Council bears the primary responsibility for the maintenance of international peace and security. It is the only UN body the decisions of which are binding on all members of the organization.

India has been a non-permanent member of the UN Security Council for 8 periods: 1950-1951, 1967-1968, 1972-1973, 1977-1978, 1984-1985, 1991-1992, 2011-2012 and 2021-22.

Along with Brazil, Germany and Japan, India is in the Group of Four (G4) - a group of countries which scale of development is comparable to the permanent members of the UN Security Council, and requiring permanent membership in the organization.

India is a nuclear power and the second most populous country in the world. It is also among the twelve largest economies and the fourth largest market. India currently has the third largest military force in the world. India is also one of the largest contributors to UN peacekeeping missions.

Center for Hydrogen Energy Established at Turkmen University at the International University of Oil and Gas

Yashgeldy Kakaev, the Center for Hydrogen Energy was created, the rector of the university Bayrammyrat Atamanov said at the Oil and Gas of Turkmenistan investment forum (OGT-2022) on Wednesday.

The new structure was created in order to train highly qualified specialists who are versed in hydrogen energy, which is relevant in the light of the approval this year of the “Roadmap for the development of international cooperation of Turkmenistan in the field of hydrogen energy for 2022-2023,” Atamanov noted.

With the support of the Ministry of Foreign Affairs of Turkmenistan, several seminars were held for the employees of the Center with the participation of international experts, which helped the audience to get acquainted with the global trends in the development of hydrogen energy, to study its scientific and technical aspects.

In March, a meeting was held between specialists from the Center for Hydrogen Energy of the Turkmen University and representatives of the Ministry of Economy, Trade and Industry of Japan, during which the experience of the Land of the Rising Sun in the development of hydrogen energy was presented.

To date, many business and familiarization meetings are also planned for the specialists of the Center for Hydrogen Energy with representatives of the International Atomic Energy Agency, the United Nations Industrial Development Organization, the UK Energy Industry Council and other international and national organizations, the details of which are related to the development of hydrogen energy.

 

Vice Prime Minister of China called on Turkmenistan to expand cooperation

Chinese Vice Premier Han Zheng, a member of the Standing Committee of the Politburo of the CPC Central Committee, met via video link with Vice Premier and Foreign Minister of Turkmenistan Rashid Meredov in Beijing, Xinhua reports.

Naming China and Turkmenistan as strategic partners working for mutually beneficial results, Han Zheng said that China is ready to cooperate with the Turkmen side for new achievements.

He suggested making the gas partnership a priority for pragmatic cooperation between the two countries and at the same time actively expanding ties in the development of renewable energy sources such as wind and solar energy. Zheng also called for active contacts in agriculture, transport, finance and other areas.

The Vice Premier of the People's Republic of China added that China is ready to strengthen cooperation with Turkmenistan in the field of response to COVID-19, including in the field of vaccines.

Turkmenistan attaches great importance to the strategic partnership with China, Rashid Meredov said, noting the readiness of the Turkmen side to promote business cooperation to a new level.

ADB supports energy projects that boost regional cooperation

The role of financial institutions in supporting sustainable energy was considered at a special session of the international forum "Oil and Gas of Turkmenistan-2022" on Wednesday.

The forum delegates were presented with the main aspects of the development strategy of Turkmenistan for the next 30 years - until 2052. In this context, attention was paid to mechanisms for investing in the promotion of clean energy, stimulating the contribution of oil and gas companies to achieving the goals of the Paris Agreement to curb global warming. The latest trends in the financing of oil and gas projects were also analyzed.

Chang Ching Yu, Director of the ADB Resident Mission in Turkmenistan, was among the speakers at this session. He noted the importance of diversifying natural gas supplies, modernizing the transport infrastructure and developing the pipeline system, and introducing innovative technologies in this sector.

The speaker expressed ADB's readiness to facilitate financial support for energy projects that contribute to the intensification of regional cooperation. For more than 20 years, the Asian Development Bank has been supporting Turkmenistan in its efforts to develop the economy, assisting in the diversification of the country's export markets, and strengthening its regional relations, Chang Ching Yu said.

According to the cooperation program between Turkmenistan and the ADB, it is planned to support projects for the construction of power lines, the Turkmenistan-Afghanistan-Pakistan-India gas pipeline, as well as in the railway industry, in business and in the field of healthcare.

The international forum "Oil and Gas of Turkmenistan - 2022", aimed at attracting foreign investment in the country's fuel and energy complex, is held in a hybrid format. Its physical site is located in Ashgabat, to which, on the first day of the event, the national pavilion of Turkmenistan at the Dubai Expo was connected via a teleconference, from where representatives of a number of large companies spoke online.

– It is impossible to overestimate the importance of this forum, especially considering the volatility of the situation in the global energy sector, so I would call this meeting an event of global significance, – Elshad Nasirov, Vice President of the State Oil Company of Azerbaijan SOCAR, said in an interview with an ORIENT correspondent on the sidelines of the international forum "Oil and gas of Turkmenistan-2022”.
Speaking about the energy cooperation between Turkmenistan and Azerbaijan, Nasirov noted that the huge potential of this interaction has not yet begun to be used.

– All five states of the Caspian Sea are oil and gas producing powers, so their cooperation should be very close. For example, Azerbaijan is connected by oil pipelines with Georgia, Russia, Iran,” he continued. According to SOCAR vice-president about the prospects for cooperation with Turkmenistan, "it is necessary to build faster before the end of the hydrocarbon civilization."

Elshad Nasirov recalled the famous phrase of the former Minister of Oil and Mineral Resources of Saudi Arabia Ahmed Zaki Yamani: “The Stone Age did not end because the stones ran out. And the oil era will come to an end not because oil will run out…”. Therefore, it is necessary to effectively use the available resources, use new technologies, and build processing enterprises.

CNPC sees natural gas as key pillar of future energy system

The energy cooperation between China and Turkmenistan is based on strong friendship and has fruitful results, as well as a focus on deepening ties, using new, clean energy, said Huang Yongzhang, vice president of the China National Petroleum Corporation (CNPC), executive director and president of PetroChina.

CNPC sees natural gas as a key pillar of the future energy system and an important starting point for building a low-carbon economy. China's domestic demand for natural gas is expected to remain strong and exceed 450 billion cubic meters by 2025, he said.

Turkmenistan is a reliable long-term gas partner of China. To date, CNPC has purchased more than 300 billion cubic meters of natural gas from Turkmenistan. In addition, CNPC and its Turkmen partners are constantly deepening cooperation in the field of innovative technologies and training of personnel in the oil and gas industry.

– Adhering to the principle of mutual benefit, we will share the opportunities of the large Chinese market with Turkmenistan, continue cooperation in the development of gas fields, actively explore the possibilities of using new energy sources and expand trade, – said Huang Yongzhang.

According to him, CNPC has begun to form a new model for the coordinated development of "oil, gas, heat, electricity and hydrogen." The company aims to achieve a carbon peak by around 2025, and by 2035 a dominance of green energy with zero emissions over its own consumption of fossil energy, and by around 2050 it will achieve "nearly zero" emissions.

The delegation of Turkmenistan travels to China for a meeting of neighboring countries of Afghanistan

President Serdar Berdimuhamedov sent a delegation of Turkmenistan to China, the city of Huangshan, to participate in the third meeting of foreign ministers of neighboring countries of Afghanistan. OSCE-organized workshop focuses on the Lapis Lazuli Transit and Transport Corridor, enhancing connectivity in the Caspian Sea region

An OSCE-organized regional workshop on the Lapis Lazuli transit and transport corridor started in Ashgabat on 28 March 2022.

Held in a hybrid format, the two-day workshop served as a platform to introduce the strategy on the implementation of the Lapis Lazuli transit and transport corridor. The OSCE Centre in Ashgabat commissioned the development of the strategy and an action plan of its implementation in an effort to support the signatory countries of the Lapis Lazuli transit and transport agreement in operationalizing the corridor. The strategy aims to contribute to enhancing regional economic integration and transport, drastically reducing geographical distances by the smart use of all modes of transport.

More than sixty representatives from the four signatory countries of the Lapis Lazuli Agreement: Azerbaijan, Georgia, Turkey and Turkmenistan attended the workshop. In addition, the Secretary General of the Permanent Secretariat of the Intergovernmental Commission TRACECA, the Leader of Component 3 of the EU-funded Border Management Programme in Central Asia and OSCE experts participated in the event, presenting best practices of trade and transport facilitation.

During the opening session, John MacGregor, Head of the OSCE Centre in Ashgabat, noted a number OSCE commitments addressing economic connectivity and transport facilitation.

“Clearly, there is a strong correlation between increased co-operation and connectivity at borders, increased trade, and improving economic growth,” he said.

“This joint work on the Lapis Lazuli corridor will absolutely benefit the peoples of all of the signatory countries through economic growth,” added MacGregor.

Representatives from the four signatory countries shared their comments and suggestions for updating the strategy and the action plan. The Centre will facilitate a review process, making the strategy and its action plan an integral part of the signatory countries’ national development strategy, thus nationally driven and owned. To this end, the workshop enabled the participants to identify the next steps to further support national partners across the corridor realize fully their transport and transit potential.

The workshop was organized within the framework of the Centre’s extrabudgetary project “Strengthening State Border Service Capacities of Turkmenistan” and supported financially by the Government of Norway.

A BRIEFING WAS HELD AT THE MINISTRY OF FOREIGN AFFAIRS ON THE ADOPTION OF A RESOLUTION BY THE UN GENERAL ASSEMBLY

On March 28, 2022, a briefing was held at the Ministry of Foreign Affairs of Turkmenistan, timed to coincide with the adoption by the UN General Assembly of the resolution “Integration of mainstream bicycling into public transportation systems for sustainable development” and the election of Turkmenistan as a member of the UN Commission on International Trade Law (UNCITRAL) for the period 2022–2028 years.

The briefing was attended by the leadership and staff of the Ministry of Foreign Affairs of Turkmenistan, heads of diplomatic missions and representative offices of international organizations working in Turkmenistan, representatives of local media.

The speeches of the Special Representative of the Secretary-General of the United Nations, the head of the UN Regional Center for Preventive Diplomacy for Central Asia (UNRCCA) Natalia Gherman, the UN Resident Coordinator in Turkmenistan Dmitry Shlapachenko, the Head of the Country Office of the World Health Organization (WHO) in Turkmenistan Yegor Zaitsev and others were heard.

During his speech, the Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs of Turkmenistan Rashid Meredov emphasized that the political events that have recently taken place in the country are of great importance, both in terms of the internal development of the state and society, and the development of international activities of Turkmenistan.

The Minister emphasized the special importance of adopting by the beginning of 2022 of 17 resolutions of the UN General Assembly, the author of which was Turkmenistan, of which 16 resolutions were adopted in the last 15 years. At the same time, Turkmenistan continues to carry out active international activities within the framework of the institutions of the United Nations system, being currently a member of 11 councils, commissions and committees of the UN, R. Meredov added.

As is known, 62 states co-sponsored the current Resolution, which calls for the comprehensive implementation of the Sustainable Development Goals, the promotion of healthy lifestyles, the development of environmentally friendly modes of transport and the improvement of road safety.

In this regard, the Minister stated that Turkmenistan is ready to hold an International Conference in 2022 on the role of cycling in ensuring the sustainability and environmental friendliness of urban transport systems.

It was noted that partnership with the UN allows Turkmenistan to realize its neutral status as an important factor of regional stability and security. In this context, R. Meredov, noting the importance of the foreign policy success of Turkmenistan - the country's election as a member of the UN Commission on International Trade Law for the period of 2022-2028, stressed that this is the result of the systematic implementation of the goals and objectives outlined in the "Program for the development of foreign economic activity of Turkmenistan for 2020 -2025" and "Foreign trade strategy of Turkmenistan for 2021-2030".

As noted during the speeches, the election of Turkmenistan to the UN Commission on International Trade Law is the result of purposeful work to implement the strategic course of our country for full integration into international economic and trade relations.

The President of India will visit Turkmenistan for the first time
