As is known, this year Turkmenistan is celebrating the 25th anniversary of gaining the status of permanent neutrality of the country. Since the beginning of the year, both in the country and abroad, conferences, forums, and exhibitions have been organized at various levels.
So, on January 14 of this year, the International Conference “Turkmenistan and International Organizations: Cooperation for Peace and Development” was successfully held in Ashgabat, in which President of Turkmenistan Gurbanguly Berdimuhamedov participated.
The event was also attended by numerous representatives of international organizations, journalists and diplomats, who found an opportunity to discuss the importance of the policy of neutrality in terms of promoting peace, stability and security in the world.
The conference ended with an Appeal by its participants to the Secretary-General of the United Nations. This Appeal was recognized as a document of the 74th session of the UN General Assembly and published in the official languages of the UN.
On February 3, 2020, Minister of Foreign Affairs of Turkmenistan R.Meredov attended the ministerial meeting in “С5+1” format held in Tashkent.
The Secretary of State of the United States of America and the Foreign Ministers of the Republic of Kazakhstan, Kyrgyz Republic, Republic of Tajikistan, Turkmenistan and the Republic of Uzbekistan took part in the session.
A wide range of issues in political, economic and cultural-scientific spheres was considered during the meeting. In particular, the parties exchanged views on collaboration in the area of border management, trade, energy and transport.
Special attention was paid to the Afghan problematic. In this context, the Turkmen delegation informed about the progress of the construction projects of the TAPI pipeline, power line and fiber-optic communication systems on “Turkmenistan-Afghanistan-Pakistan” route, the railways from Turkmenistan to Afghanistan.
On the outcomes of the talks, the participants adopted the Joint Statement of the ministerial meeting in “C5+1” format.
In the framework of the participation of the Turkmen delegation in Uzbekistan, the meeting of Minister of Foreign Affairs of Turkmenistan with the Secretary of State of the United States of America Michael Pompeo was held, during which a number of current issues of bilateral cooperation, as well as the regional topics of mutual interest were considered.

On January 31, 2020, the successive session of the Cabinet of Ministers of Turkmenistan took place. In the framework of the session, the President of Turkmenistan Gurbanguly Berdimuhamedov signed a number of vital documents aimed at the uncovering the energy strength of the country.
The Head of State signed the Decree according to which the State Concern «Türkmengaz» will settle an agreement with the Malaysian company «Serba Dinamik Sdn.Bhd» on procurement of the necessary equipment for the construction of the Turkmen section of the “Turkmenistan-Afghanistan-Pakistan-India” (TAPI) pipeline, including the set of equipment for the gas-measuring unit.
According to another Decree, the State Power Industry Corporation «Türkmenenergo» of the Ministry of Energy of Turkmenistan will settle contracts with the foreign companies for the procurement of the necessary equipment, materials and techniques for the construction of high-voltage power lines and stations “Akhal-Balkan” and “Balkan-Dashoguz.” In accordance with the document the Turkish company “Çalik Enerji Sanayi ve Ticaret A.Ş.” will implement the necessary projecting, supply, assembling and commissioning of the telemechanics systems, communications and programme supply of the electric power transmission lines.
These documents are aimed at further uncovering of the energy potential of Turkmenistan, as well as offering the given resources to the international markets.
On January 10, 2020, the meeting of Ambassador Extraordinary and Plenipotentiary of Turkmenistan to Georgia Mr. D. Muratov with the President of Georgia Her Excellency Mrs. S. Zourabichvili was held at the “Orbeliani” Presidential Palace.
In the beginning of the meeting, the Ambassador conveyed the invitation letter of the President of Turkmenistan Gurbanguly Berdimuhamedov addressed to the President of Georgia and inviting her to participate to the International Conference «Policy of Neutrality and its importance in ensuring international peace, security and sustainable development», dedicated to the 25th anniversary of Neutrality, which will be held on December 11-12, 2020 in Ashgabat.
During the conversation, the parties noted the vital role of the policy of permanent Neutrality implemented under the leadership of the President of Turkmenistan and aimed at ensuring peace, international security and sustainable development.
The bilateral relations in political, trade-economic and cultural-humanitarian spheres were also discussed.

On January 17, 2020, Embassy of Turkmenistan in Georgia held the briefing dedicated to the 25th Anniversary of Permanent Neutrality of Turkmenistan.
The briefing was attended by the representatives of «TV-24», publishing group «Georgian Business Consulting Group», news agency «News Day Georgia», newspapers of «Resonance», «Multinational Georgia», «Free Georgia» and other representatives of Georgian media.
Ambassador of Turkmenistan in Georgia Mr. Dovlet Muratov noted in his speech that legal status of neutrality is the highest expression of primordial peace-loving traditions of Turkmen nation and undoubtedly, is a phenomenon in the system of international law. Adoption of Special Resolution on Permanent Neutrality of Turkmenistan with unanimous support of 185 member countries of the UN on December 12, 1995, has become an important event in the world politics. Repeat adoption of this Resolution on June 3, 2015, as well as adoption of the Resolution by the UN General Assembly on declaration of December 12 as International Neutrality Day eloquently testifies to the importance of neutrality in modern conditions. President Gurbanguly Berdimuhamedov considers neutrality as a mechanism for combining geopolitical interests, an important factor in ensuring regional stability and establishing a civilized dialogue on constructive bases.
The participants of briefing were informed that in Turkmenistan 2020 was declared as a year of «Turkmenistan - Home of Neutrality».
During the briefing, Georgian media representatives noted the great importance of the international conference «Turkmenistan and International Organizations: Cooperation for Peace and Development», successfully held on January 14, 2020 in Ashgabat, with the participation of the President of Turkmenistan, dedicated to the 25th anniversary of Turkmenistan's permanent neutrality.

On January 14, 2020, the International Conference “Turkmenistan and International Organizations: Cooperation for Peace and Development” dedicated to the celebration of the 25th anniversary of the permanent Neutrality of Turkmenistan in the year of 2020 marked by “Turkmenistan – Home of Neutrality” has started in Ashgabat.
The President of Turkmenistan Gurbanguly Berdimuhamedov participated to the ceremonial opening of the International Conference.
The representatives of respected international organizations arrived to Ashgabat to attend the Conference. Also, the heads and representatives of the Government of Turkmenistan, regional executives of international organizations, including the UN, OSCE, EU, World Bank, EBRD, ADB and others, as well as the chiefs of diplomatic corps accredited in Ashgabat and representatives of local and foreign mass media participated to the event.
Speaking at the opening of the Conference, the President of Turkmenistan noted that Turkmenistan has chosen the model which has gained the name - Positive Neutrality and formulated its fundamental principles: peace-loving, noninterference in the affairs of other governments, respect of their sovereignty and territorial unity, nonparticipation to the international military organizations and pact. He added that Turkmenistan became a reliable ally and effective partner of the United Nations in the process of preserving and sustaining political stability in the region, developing good neighborly relations, friendship and cooperation.
The Special Representative of the UN Secretary-General, Head of Regional Centre for Preventive Diplomacy for Central Asia Ms. Natalia Gherman, UN Resident Coordinator in Turkmenistan Ms. Elena Panova, Head of the OSCE Center in Ashgabat Ms. Natalya Drozd, Charge d’Affaires of the EU Delegation to Turkmenistan Mr. Lubomir Frebort, UNODC Regional Representative for Central Asia Ms. Ashita Mittal, Officer-in-Charge of UNESCO Tehran Cluster Office Mr. Cvetan Cvetkovski, and the Director of UNHCR Regional Office Ms.Yasuko Oda gave speeches during the Conference.
During the speeches, the unique character of the policy of Neutrality of Turkmenistan was stated which is implemented under the leadership of the Leader of nation and aimed at the attainment of global missions on sustaining stability, economic growth and security exclusively by peaceful means with the support of coordinated actions of all the participants of the international community.
In the framework of the Conference, the Annual Action Plans for 2020 were signed between the Mejlis of Turkmenistan and UNICEF, between the Ministry of Healthcare and Medical Industry of Turkmenistan and UNICEF, between the Ministry of Labour and Social Protection of Turkmenistan and UNICEF, between the State Committee for Statistics and UNFPA, between the Institute of State, Law and Democracy of Turkmenistan and UNICEF, between the Office of Ombudsperson of Turkmenistan and UNICEF, between the Mejlis of Turkmenistan and UNFPA, Ministry of Healthcare and Medical Industry of Turkmenistan and UNFPA, between the Ministry of Education of Turkmenistan and UNFPA, between the Institute of State, Law and Democracy of Turkmenistan and UNFPA, as well as the Annual Joint Action Plan for 2020 in the framework of the Memorandum of Understanding between the Government of Turkmenistan and the Representation of the United Nations on cooperation in coordination of preparedness and response to emergency.
The work of the International Conference “Turkmenistan and International Organizations: Cooperation for Peace and Development” will continue in the Ministry of Foreign Affairs of Turkmenistan in the format of plenary sessions.
President Gurbanguly Berdimuhamedov has left on the working visit for Russian Federation for participation in informal meeting of the CIS country members. The Head of the State has been seen off in Ashgabat International Airport by officials.
Being a chairing country of the CIS in 2019, our country has approached this mission in the most responsible manner trying to support the expansion of multidimensional cooperation and giving new stimulus to it on the CIS space.
Sessions of the heads of the Governments of the CIS and Summit of the Heads of the Commonwealth states, which resulted in adoption of the Declaration on Strategic Economic Cooperation of the CIS Country members initiated by Turkmen side, have been held on high level in Ashgabat.
Our country always confirms that is willing to be a platform for important integrational processes. Big events related to activity of the CIS, which includes those related to profile and humanitarian cooperation, are held regularly in Turkmenistan.
Pursuing the policy, which is based on the principles of peace-loving and goodwill, taking into account national and common interests, equal beneficial partnership, Turkmenistan big considerable contribution to strengthening of peace and stability, development of wide fruitful cooperation on bilateral and multilateral base in the CIS.
Turkmen leader proposed new ideas and initiatives for intensification of relations at the session of the CIS Heads of the States in Ashgabat on October 11.
Strategy of economic cooperation under the CIS has to be adequate with the changes happening in global economy, the Head of Turkmenistan said at the forum.
It is necessary to respond promptly to these trends, take into account their content and direction, use existing competitive advantages for the formation and promotion of economic agenda of the CIS in the context of the global economic processes.
First, President Gurbanguly Berdimuhamedov outlined such strategic directions as energy, industry, transport and trade, having spoken for implementation of large-scale and long-term projects in these fields.
Efficient cooperation of the CIS countries under important international organizations has also been continued in 2019. The Commonwealth countries steadily upheld the principles of equality and respect in interstate relations, stood for the assertion of the culture of peace and dialog in the global agenda, strengthening of stability and security and were making significant contribution to the fulfilment of the Sustainable Development Goals.
In this context, it is worth to mention the established practice of mutual support of the CIS countries during review and adoption of important resolutions of the United Nations General Assembly, voting for candidacies in the UN electoral bodies.
For example, on September 12 this year, the UN General Assembly has unanimously adopted the Resolution on declaration of 2021 as International Year of Peace and Trust initiated by President of Turkmenistan Gurbanguly Berdimuhamedov with the co-authorship of 73 member states. All CIS countries expressed their support and solidarity in realization of this proposal, which is important for strengthening of peace and security, in willingness to work to achieve the goals set out in this document.
Further development of interstate humanitarian dialog is an important objective in the activity of the CIS. In this aspect, it is worth to mention a success of the XIV Forum of Cultural personnel of the CIS countries in Ashgabat last May. Number of other important social and cultural events has been held in the Commonwealth countries.
Turkmenistan aims at wide and comprehensive development of relations in scientific and educations, cultural, sport, tourism and other spheres of humanitarian partnership, which is absolute factor of strengthening of relations of friendship and understanding between the nations of our countries.
…After few hours, the President’s aircraft has landed in Saint Petersburg’s Pulkovo International Airport where President Gurbanguly Berdimuhamedov was met by officials as well as by the members of Turkmen delegation.
From the airport, the motorcade of the President of Turkmenistan went to the place of current meeting of the Heads of the CIS member states.

Informal summit of the Heads of the CIS countries in narrow format took place after mutual greetings.
Such informal meetings of the CIS leaders on the threshold of New Year have become a tradition. This is another opportunity to sum up the outcomes of joint work and to exchange plans for coming period.
In general, this year was very fruitful and effective for the Commonwealth of Independent States. All events planned under chairing of Turkmenistan, which resulted in important agreements on cooperation in political, trade, economic and humanitarian sphere, have been held.
Signing of the Declaration on Strategic Economic Cooperation as well as adoption of the Action Programme for activation of partnership between foreign ministries of the CIS country members, which would give strong impulse to development of comprehensive cooperation between our countries, are among significant achievements. In addition, cultural agenda of the Commonwealth has also been very sufficient.
Opening the meeting, President of the Russian Federation Vladimir Putin noted that the heads of the states have made a decision of joint work for preparation to the celebration of the 75th anniversary of Victory in Great Patriotic War.
During informal meeting, the President of Russian Federation told to his colleagues about archive materials related to the beginning of the World War II and offered to see special exhibition of these documents. The presented archive materials, newsreels, photos speak of the events lead to the major world conflict. The exposition covers the period of 1938 – 1939.
The 75th anniversary of the Great Victory is very important for all nations of the Commonwealth states. Many things are done in our countries for protection of historical memory about soldiers and officers as well as about those who made significant contribution to the victory over fascism by their hard work.
As is known, President Gurbanguly Berdimuhamedov proposed to hold flower laying ceremonies to the Victory memorials and to organize celebration fireworks dedicated to the anniversary in all CIS countries on May 9, 2020.
Turkmenistan is also ready to provide comprehensive support and assistance in organization of the main events for preparation and celebration of the 75th anniversary of the Victory in the great Patriotic War, the Head of the State said at the Summit of the CIS leaders in Ashgabat on October.
At the same time, the Message of the Heads of the CIS country members to the people of the Commonwealth and the world community in relation with the 75th anniversary of the Victory of Soviet people in the 1941 – 1945 Great Patriotic War has been adopted.
It is worth reminding that this year, President Gurbanguly Berdimuhamedov was awarded with the Medal for the Merits in development of humanitarian cooperation for personal contribution to expansion of the dialog between the nations, cooperation in science, education, culture and sports from International Fund of Humanitarian Cooperation of the CIS country members.
Being of the CIS chairing country, Turkmenistan felt invariable support of its work in the status from other states of the Commonwealth. There is big joint work ahead including for expansion and diversification of economic relations between the countries, increment of trade, implementation of innovative methods and model into management practice, entry to new infrastructural projects.
Next year, Turkmenistan will celebrate the 25th anniversary of international recognition of the permanent neutrality of the country. It is necessary to mention that all countries of the CIS supported the UN General Assembly Resolution on permanent neutrality of Turkmenistan on December 12, 1995.
Completion its mission of the CIS chairing country, Turkmenistan aims at comprehensive realization of all goals declared at the high-level forums held this year including for strengthening of trust and understanding between the CIS countries, support of initiatives aimed at stability and security in the Commonwealth, improvement of level of its cooperation with international organizations, enhancement of political and diplomatic collaboration by activation of partnership between foreign departments of the CIS countries.
Speaking of giving of relevant impulses to the activity of the CIS, the Head of Turkmenistan highlights that new modern structures and models of partnership, both within the Commonwealth as well as in cooperation with other states and international economic institutions, are required today.
They have to match ever-changing realities of the global economy, formation of new economic centres, comprehensive implementation of innovations, digital technologies. All of these requires certain rethinking of the character of our cooperation, entry to new perspective directions in addition to traditional ones, President Gurbanguly Berdimuhamedov says.
Important factor of the CIS activity is that it follows the goals and fundamental principles, which are laid in the base of modern international partnership. For the year of its existence, the CIS protected its directions as a format of cooperation, which is based on good will of the members, equality, understanding and respect.
Following these principles provides resilience and flexibility to the Commonwealth of Independent States, opens new edges and perspectives of partnership, provides existence of the CIS as an integral element of the system of international stability and security.
Current informal high-level meeting can be considered as another evidence of mutual intent and resolution to bring traditional partnership to new level, to give constructive character to it taking into account gained positive practice of cooperation, huge economic and resource potential.

Today, on December 16, 2019, the signing ceremony of the joint programwith the UN under the title: "Improving the social protection system by introducing inclusive quality social services at the local level" took place.
From the Turkmen side, the document was signed by the Minister of Foreign Affairs Rashid Meredov.
On behalf of the UN, the document was signed by the UN Resident Coordinator in Turkmenistan Elena Panova.
This project provides for active work to further improve the system of social services and close cooperation in this area with the structures of the United Nations Organization.
The project is implemented as part of the joint work of the Government of Turkmenistan with the United Nations, aimed at implementing the Sustainable Development Goals at the national level.
As is known, Turkmenistan is one of the first countries in the world that adopted at the government level the global Sustainable Development Goals. Also in Turkmenistan, the Sustainable Development Goals are fully adapted to national policies and at present, most of the SDGs are reflected in ongoing national and sectoral programs of the country.
The signed joint program will create the legal basis for strengthening and expanding the joint interaction of state bodies and public organizations of Turkmenistan with the relevant agencies of the United Nations system.

President Gurbanguly Berdimuhamedov, who is on a working visit in Tashkent, participates in the second Consultative meeting of the heads of the Central Asian states.
The President of Turkmenistan headed to the Kuksaroý Palace – the venue for the official events of the Summit. First President of the Republic of Kazakhstan, Nursultan Nazarbayev, President of the Kyrgyz Republic Sooronbay Jeenbekov and President of the Republic of Tajikistan Emomali Rahmon also arrived in Tashkent to take part in the meeting of the heads of the Central Asian states.
After the traditional ceremony of photographing, the heads of the five Central Asian states headed to the small conference hall of the Kuksaroý Palace to hold a top-level pentalateral meeting.
The agenda of the Summit includes the issues on expanding regional cooperation in political, trade and economic, investment, transport and communication, cultural and humanitarian areas and other spheres, as well as the exchange of views on the key aspects of international issues and regional security.

President Gurbanguly Berdimuhamedov has left on the working trip to the Republic of Uzbekistan for discussion of perspectives of Turkmen – Uzbek cooperation as well as for participation in the II Consultative meeting of the Heads of Central Asian States.
In Islam Karimov International Airport, which was decorated with the State Flags of the member states of the Summit, Turkmen leader was met by the offiicials of the Republic of Uzbekistan – Prime Minister Abdulla Aripov, Foreign Minister Abdulaziz Kamilov as well as members of the Government delegation of Turkmenistan.
Motorcade of President Gurbanguly Berdimuhamedov went to the Kuksaroý State Residence where the meeting of the Heads of Turkmenistan and Uzbekistan took place.
Upon arrival, President Gurbanguly Berdimuhamedov was warmly greeted by Uzbek Leader Shavkat Mirziyoyev. Having exchanged friendly handshakes, the leaders of two country took photo on the background of the State flags.
After, Uzbek Leader invited the Head of Turkmenistan to enter the Hall of bilateral meetings where talks with participation of members of the Government delegations took place.
Cordially greeting President Gurbanguly Berdimuhamedov, President Shavkat Mirziyoyev expressed confidence that current meeting would give strong impulse to cooperation between our countries.
Having expressed gratitude to the Head of the Republic of Uzbekistan for warm welcome, hospitality and conditions for effective work, Turkmen leader noted that condition of bilateral relations and current international affairs would be discussed at current talks.
Wide spectrum of subjects related to current condition and perspectives of Turkmen- Uzbek partnership has been discussed during the talks. At the same time, fruitful character of activity of Joint Commission for trade and economic, scientific and technical cooperation, which last session was held in Ashgabat on November 23 this year, has been highlighted.
Sharing the visions on political collaboration, the sides confirmed mutual willingness to develop cooperation for achievement of firm and long-term peace, support of stability in Central Asia, establishment of mechanisms of prevention and non-admittance of conflict situations. In this regard, the importance of cooperation in such current issues as combating against terrorism, extremism, transboundary crime, illegal drug trafficking has been highlighted.
Provision of regional security, in particular, regulation of the situation in neighbouring Afghanistan, was one of the subjects of the talks. In this context, President Shavkat Mirziyoyev noted active position of Turkmenistan in the efforts for stabilization of situation in Afghanistan, in particular, the importance of initiatives of President Gurbanguly Berdimuhamedov on this issue, which received wide support of the world community.
Rapid restoration of social and economic infrastructure of Afghanistan, implementation of major projects aimed at inclusion of the country to regional world economic relations are vitally required today. Following this, Turkmenistan pays special importance to realization of big infrastructural projects with participation of the Islamic Republic of Afghanistan, including energy, transport, communication project, the President highlighted.
All these projects are able to make positive effect on the situation in the neighbouring state, play actual role in restoration of the economy and social sphere, change to peaceful and creative life.
Intent of two countries to continue constructive cooperation on the platform of competent structures such as the United Nations, Organization for Security and Cooperation in Europe, Commonwealth of Independent States, Islamic Cooperation Organization, to coordinate joint measures in international arena and to support each other has been confirmed.
Exchanging the opinions on strategic vectors of Turkmen – Uzbek partnership, it was noted that energy is one of priorities of such partnership. Gas line from Turkmenistan to China, which was put into operation in December 2009, part of which cross Uzbekistan, was named as an example of successful cooperation in this sphere. Construction of another gas line along Turkmenistan – Uzbekistan – Tajikistan – Kyrgyzstan – China route with output capacity of 25 billion cubic meters per year with on the agenda.
Transport sphere is among the main vectors of interstate cooperation. In this context, it was noted that efforts of our countries would be able and have to be aimed at achievement of the main target – the establishment of powerful and modern infrastructure, which could provide the unification of transport systems of Central Asia, Europe and Middle East.
In particular, willingness of Turkmenistan to joint work on transport route Uzbekistan – Turkmenistan – Caspian Sea – South Caucasus with entry to the seaports of Georgia, Turkey, Romania and other states has been highlighted.
Turkmen leader noted the importance of opening of motor and railway bridge across the Amudarya in March 2017. This event not only made positive effect of the course of bilateral trade and economic partnership but also became a part of the system of regional transport communication.
In the context of diversification of continental transport flows, Turkmenistan is willing to review the capabilities of railway connection along Central Asia – China routes with Uzbekistan, President Gurbanguly Berdimuhamedov said.
President Shavkat Mirziyoyev noted that potential of cooperation in fuel, energy and transport spheres is required today as never else and not only on regional level but from economic development and trade across entire Asian continent point of view, where our region is to play an important role.
Continuing the subject, the intent of Turkmenistan and Uzbekistan, both as the countries that have taken course toward creation of powerful energy and transport infrastructure, to consolidate their efforts, to act in coordination with potential partners in the world and regional platforms, in specialized international organizations and financial institutes has been confirmed. In this regard, President Gurbanguly Berdimuhamedov proposed to involve foreign and other profile departments of both countries more actively in this work.
It is necessary to note the initiative of Turkmen leader about the second UN Global Transport Conference in the context of transport issues, in which special attention has to be paid to the potential of Central Asia.
Speaking of water problems, the sides noted that review and solution of these problems have to be on the base of universal standards of international law, mutual respect and consideration of interests of all countries of the region with participation of specialized international organization. The countries have positive experience in solution of water management issues, established practice of regular meetings of profile specialists of two countries.
Turkmenistan and Uzbekistan stand for improvement of activity of International Fund for Saving of Aral Sea as well as plan to cooperate in implementation of the UN Convention on combating desertification.
Switching to the subject of bilateral cooperation, President Gurbanguly Berdimuhamedov highlighted that the Republic of Uzbekistan is our old and reliable economic partner.
We highly appreciate reached level of relations between our countries in different spheres, experience of cooperation in the government and department level, the President of Turkmenistan said.
Having noted the presence of big potential, which has to be fully implemented, the Head of Turkmenistan assured that existing volumes and dynamics of mutual trade are satisfactory.
Recently, its indicators has tendency of growth, the Head of the State highlighted, having focused on the fact that Joint Turkmen – Uzbek Commisson for trade and economic, scientific, technical and cultural cooperation has to develop specific proposals for diversification of mutual trade, increment of not only quantitative but also qualitative criteria.
The Agreement o economic cooperation in 2018 – 2020 and Agreement on supply of goods have been signed for further expansion of bilateral trade and economic relations, the Head of Turkmenistan said, having spoken of the necessity of clear and strict fulfilment of provisions of these documents.
Having highlighted that our countries established powerful industrial and agrarian base and also have transport infrastructure, the sides spoke for use of these factors for expansion of trade and attraction of investments.
In addition, there are opportunities for intensification of cooperation in agrarian sphere and between business communities of two countries, realization of joint projects in such spheres as agriculture, textile industry, heavy engineering, gas processing, construction of infrastructural facilities, motor and railway roads.
Opportunities of use of Caspian port infrastructure by Central Asian countries for increment of their export to European, Russian and Caucasian markets have been discussed at first Caspian Economic Forum in Turkmenistan last August. In this regard, Turkmen side has confirmed the willingness to review the proposals of Uzbek colleagues.
Cooperation in humanitarian sphere was an important subject of the agenda. Mutual intent to coordinate efforts for development of international tourism, to continue practice of Days of culture and cinema has been expressed.
The sides spoke for steadfast development of direct regional relations, establishment of beneficial partnership between entrepreneurs of border regions.
Having spoken for the necessity of giving strong impulse to interstate cooperation in scientific, technical and educational spheres, President Gurbanguly Berdimuhamedov noted that Turkmenistan has proposal on establishment of joint scientific council, which would unite potential of scientists of two countries in fundamental and applied science.
The activity of this structure is to serve for effective exchange of practice in these spheres, to support studies in different perspective directions taking into account economic requirements of our states, - Turkmen leader said.
Having noted long-term character of cooperation, Presidents Gurbanguly Berdimuhamedov and Shavkat Mirziyoyev expressed confidence that this visit, during which priorities of interstate dialog have been specified, outlined the targets of further joint work and would improve fraternal and friendly bilateral relations.
In the end of the talks, the leaders of two countries exchanged good wishes, having confirmed the willingness for activation of bilateral cooperation.
After, the meeting was continued in ono-on-one format.
President Shavkat Mirziyoyev highlighted that the visit of the Head of Turkmenistan is considered in Uzbekistan as another step to strengthening of bilateral relations.
Having expressed the gratitude to Uzbek colleague for invitation to visit Tashkent for participation in the second consultative meeting of the heads of Central Asian countries and hospitality, Turkmen leader confirmed invariable commitment of our country to the course of beneficial partnership with Uzbekistan.
Continuing the meeting, the sides highlighted that effectiveness of interstate dialog is provide by the similarity of interests and presence of huge potential for intensification of productive relations. At the same time, it was said that the sides pays great attention to expansion of trade and economic contacts. In this context, speaking of important role of Intergovernmental Turkmen _Uzbek Commission, Presidents Gurbanguly Berdimuhamedov and Shavkat Mirziyoyev spoke for further expansion of the partnership between business circles of two states.
The sides spoke for increment of volumes of trade and investments, implementation of joint projects in energy, communication, industrial spheres such as food, chemical, electro technical and light industries.
Cooperation in transport sphere was also a subject of discussion. Mutual interest in effective use of capabilities of communication systems, transport corridors running across both countries has been highlighted.
Having outlined agriculture, heavy engineering, gas processing, construction of infrastructural facilities among priority spheres of cooperation, Presidents Gurbanguly Berdimuhamedov and Shavkat Mirziyoyev noted that it is necessary to enter joint projects in these spheres.
At the same time, the importance of activation of the partnership in cultural, scientific and educational spheres as well as sin sports has been noted.
During the meeting, the sides exchanged the views on number of current issues of regional and international policy.
Sharing the visions of the subjects of agenda of the Summit of the heads of Central Asian state, the Head of Turkmenistan expressed confidence that priority directions of cooperation in near and long-term perspective would be outlined, current vectors of regional partnership would be discussed.
In the end of the meeting, having expressed gratitude to President Shavkat Mirziyoyev for personal input to development of bilateral relations, Turkmen leader wished strong health and success in the government activity to his Uzbek colleague and peace, progress and prosperity to fraternal nation of neighbouring state.
In his turn, having expressed gratitude to President Gurbanguly Berdimuhamedov for his personal input to development of interstate dialog, the Head of Uzbekistan addressed best wishes to Turkmen leader.
Upon the completion of Turkmen – Uzbek high-level talks in the Kuksaroý Palace, Presidents Gurbanguly Berdimuhamedov looked around the book exposition written by Turkmen leader and published in different languages including in Uzbek language.
Books of President Gurbanguly Berdimuhamedov “Health – the Source of Happiness”, “Tea – Medicine and Inspiration”, “Culture – Priceless Treasure of the Nation” and “Living Legend” have been translated into Uzbek Language.
After, the leaders of two states went to the conference hall where the award ceremony of the title of Honoured Academic of the Academy of Science of the Republic of Turkmenistan to the President of Turkmenistan took place.
The participants was greeting Presidents Gurbanguly Berdimuhamedov and Shavkat Mirziyoyev with great enthusiasm.
Uzbek officials, members of the government delegation of Turkmenistan, representatives f scientific circles of both countries, young Turkmen citizens studying in universities of neighbouring country were among numerous participants of the event. Taking into account that the President of Turkmenistan is recognized scientists who has big authority in international scientific circles, author of number of encyclopaedic fundamental works dedicated to the development of modern health protection, pharmacology, economics, architecture and other fields as well as study of rich nature of Central Asia, the members of the Presidium of the Academy of Sciences of the Republic of Uzbekistan made a decision to award a title of the Honoured Academic of the Academy of Sciences of the Republic of Uzbekistan to President Gurbanguly Berdimuhamedov.
The floor was given to President Shavkat Mirziyoyev who speaking of the walk of life and large-scale government activity of the Head of Turkmenistan – Academic of the Academy of Science of Turkmenistan, Professor, Doctor of Medical and Economic Sciences, honoured Doctor and Professor of number of famous international scientific and educational centres, noted his outstanding merits in development of modern science and fruitful cooperation in this sphere.

Strategic partnership between our countries has entered new level, the leader of neighbouring country stated with delight and announced the decision of the presidium of the Academy of science on award of President Gurbanguly Berdimuhamedov with title of Honoured Academic of the Academy of sciences of the Republic of Uzbekistan.
This is a fact of great respect and recognition of outstanding merits of Turkmen leader in development of different branches of sciences and in strengthening of friendship and understanding between fraternal Uzbek and Turkmen peoples, President Shavkat Mirziyoyev said, having congratulated high-ran guest with this honourable titles and addressed him with best wishes.

Successfully implementing national programmes, we have achieved recognition of Turkmenistan as economically developed state that has its voice in the world system of relations and making important international initiatives on regional level and in the world community.
Our status of permanent positive neutrality was recognized two times by the United Nations. Turkmenistan is confident that peace and trust are the base of strengthening and further development of modern architecture of international relations. By the initiative of Turkmenistan, the Resolution of the UN general Assembly declared 2021 as International Year of Peace and Trust, the President highlighted.
It was mentioned that support of the efforts of the world community in energy problems is one of the most important directions of diplomatic activity of Turkmenistan. Initiatives proposed by Turkmenistan for reliability and stability of energy supplies reveived wide support of the world community.
Transport is a priority direction of activity of our country in international environment including with Uzbekistan. Establishment of modern integrated, balanced and high technological transport infrastructure is an urgent time requirement and one of priority goals of the Sustainable Development Goals. Taking into account special features of cooperation in transport sphere for intercontinental state, Turkmenistan proposes to organize International Conference of Ministers of developing countries which have no access to sea, Turkmen leader said.
Speaking of the importance of consolidated approach to solution of global problems, the President of Turkmenistan has focused on the significance of wide dialog on the problems of the climate change, natural protection and use of water resources.
Water diplomacy provides active and interested cooperation with other states, first of all with neighbouring ones, for coordination of activities in water and energy spheres. In this regard Turkmenistan sees its target in achievement of regional consensus based on recognized standards of international law, mutual respect and taking into account of the interests of all states of the region with participation of international organizations, - the Head of the State highlighted.
The President continued that achievements in internal development is the main preposition of foreign success of the country. The growth of the GDP this year in on 6.3 percent level, we expect the same indicator, which is one of the highest in the world, in the next year. Investments are the main tools of diversification of national economy. Hundreds and thousands of production and social facilities including big plants, factories, schools, hospitals, kindergartens, settlements and residential estates have been built in the country for the last several years.
Fundamental reforms have been carried out for improvement of management of agricultural complex, its restructuration and rational use of water and land resources, natural protection, - President Gurbanguly Berdimuhamedov said.
Construction of Afghan part of Turkmenistan – Afghanistan – Pakistan – India gas line, Turkmenistan – Afghanistan – Pakistan power and fibre optic lines is carried out.
Highlighting high level of Turkmen – Uzbek dialog, President Gurbanguly Berdimuhamedov noted personal role of President Shavkat Mirziyoyev in strengthening of bilateral partnership and giving new stimuli to this.
Continuing the subject, President Gurbanguly Berdimuhamedov expressed gratitude for active support of the Uzbekistan to big regional and international projects initiated by Turkmenistan aimed at unification of transport systems of Asia and Europe, Middle and Far East.
Special work is paid to the partnership in humanitarian sphere. In this aspect, positive practice of cooperation in science and education, regular Days of Culture and art festivals has been noted.
Finishing the speech, President Gurbanguly Berdimuhamedov noted that Turkmenistan would observe the 25th anniversary of international recognition of neutral status. Number of big international events will be held on occasion of this remarkable date in Ashgabat. It includes International Conference for Peace, Security and Sustainable Development.
Taking an opportunity, Turkmen leader invited Uzbek friends and President Shavkat Mirziyoyev personally to take part in these events.
We would be glad to see our Uzbek partners in hospitable Turkmen land! - President Gurbanguly Berdimuhamedov said and again expressed gratitude to President Shavkat Mirziyoyev and Board of the Academy of Sciences for award of honoured title.
