Turkmen-Uzbek political consultations were held in Ashgabat

On August 16, 2019, Turkmen-Uzbek political consultations took place in the Ministry of Foreign Affairs of Turkmenistan.  The delegations were headed by the Minister of Foreign Affairs of Turkmenistan R.Meredov and the Minister of Foreign Affairs the Republic of Uzbekistan A.Kamilov.

During the talks, the parties noted the positive dynamics of the development of multilateral ties between the two fraternal countries.  The diplomats considered the issues of bilateral cooperation in political, trade-economic and cultural-humanitarian spheres.  The importance of organizing the mutual visits on the high and highest level which makes a vital contribution in the process of developing Turkmen-Uzbek dialogue was noted.    

The parties considered the opportunities of further strengthening of collaboration in the framework of regional and international organizations, particularly the UN and the OSCE.  The active work of the countries aimed at the implementation of the Agenda 2030 was noted which positively affects the economic and social stability of two countries.          

Speaking about the common historic roots, the Minister of Foreign Affairs of Uzbekistan A.Kamilov specifically underlined the significance of the “open door” policy of Turkmenistan based on the principles of good-neighborhood and mutual respect, as well as contributes to maintaining of security and prosperity in the whole Central Asian region.   

During the talks, the parties stated the necessity of widening cooperation in the sphere of water and land resources.  Also, the opportunities of exchanging visits on different levels with the aim of getting acquainted with the potential of two countries in the area of engineering, education and tourism were considered.      

Upon the outcomes of the political consultations, the parties signed the Program of cooperation for 2020-2021 between the Ministry of Foreign Affairs of Turkmenistan and the Ministry of Foreign Affairs of the Republic of Uzbekistan.

As part of the First Caspian Economic Forum, Avaza has hosted a meeting of representatives of sectoral agencies of the Republic of Azerbaijan, the Islamic Republic of Iran, the Republic of Kazakhstan, the Russian Federation, and Turkmenistan - the parties to the Agreement between the Governments of the littoral Caspian nations on trade-economic cooperation, signed at the Fifth Caspian Summit in Aktau in 2018.

As noted, given the existing global geopolitical context, a mechanism for regional cooperation is attaining greater importance and topicality not only as an instrument for deepening economic interaction, but also as a key factor in ensuring sustainable development.

The heads of the visiting foreign delegations highlighted that the constructive cooperation among the coastal nations aims at combining efforts in order to accomplish the objectives. In the present era, the Caspian Sea has an increasingly important role to play in the global geopolitical and geo-economic landscape. Expanding steadily the full regional cooperation is entirely consistent with the five coastal countries’ policies.

The countries have adopted a ‘stability through common development’ approach as an optimal form of partnership that reflects economic needs of each Caspian Sea nation. In this context, it was noted that the forum is well timed taking place at exactly the right moment.

The participants shared an opinion that coordinated efforts are today taking on particular significance for macroregional cooperation. Special emphasis was placed on the importance of the Convention on the Legal Status of the Caspian Sea, signed at the Fifth Caspian Summit in August 2018. The real value of this international treaty, which has become a strategically vital step in promoting economic development in the Caspian Sea, lies in the fact that it provides the legal groundwork for enhancing cooperation in different areas.

Speakers at the meeting highlighted that dealing with the pressing issues on the agenda would help to identify areas of common interest to further strengthen the mutually profitable relations. On the whole, further partnership between the region’s countries offers real prospects for maintaining rapid sustainable development and their integration into the world economy.

Amid growing competition in the foreign and domestic markets, the littoral countries’ considerable industrial and investment potential should be used to cement cooperation in tackling burning issues. Exchanging their views on the possibilities of boosting the constructive contacts, the heads of the delegations expressed satisfaction with the states’ mutual desire to step up economic relations, and create effective mechanisms for cooperation to make the Caspian Sea region an area of integrated partnership on an equitable and long-term basis with an investment-friendly climate. In this context, the parties spoke for implementing interstate programs and projects.

Those speaking from the Turkmen side stressed that the development of international ties in investment activities contributes to fulfilling our country’s versatile potential. Willingness of foreign investors to invest heavily in the national economy, which boasts good performance indicators, testifies to great trust placed in our country as a reliable, responsible and reputable partner that has enormous potential. In this regard, the sides discussed potentialities of creating joint enterprises.

In the course of the meeting, special attention was given to sharing knowledge and expertise on establishing and developing special free economic zones that have become an integral part of world economic relations today. The speakers emphasized that creation of free economic zones will boost competitiveness of the national economies, enhance export possibilities of the littoral states, and, eventually, bring prosperity and well-being to the nations.

The digital economy was named as a key area of cooperation. The sector is identified as a top priority and main focus of the coastal countries’ state policies. As noted, in this day and age, it is impossible to imagine living without information technologies that have changed, facilitated and improved activities in different spheres, having opened up new market possibilities.

Digital infrastructure and advances in computer technologies create huge potential in the field of information systems, accelerating their widespread adoption in economic life, and forming the bedrock of the digital economy. In this respect, the meeting attendees considered implementing joint action plans in the sector. This will encourage the countries’ business and investment activities, helping to build up productive relationships.

The parties also recognized the advisability of sharing legislative acts, national standards, regulations and statistical data on trade-economic issues, having proposed to work out new agreements. The meeting also addressed the need to simplify visa procedures as this would bring benefits and stimulate the region’s economic development in the long run.

President of Turkmenistan Gurbanguly Berdimuhamedov has met with First Vice-President of the Islamic Republic of Iran Eshaq Jahangiri in the Avaza National Tourist Zone.

Appreciative of the warm welcome, the guest passed on greetings to the head of state from President of Iran Hassan Rouhani, who had also sent his wishes for well-being and prosperity to the Turkmen nation. Taking advantage of the opportunity, Eshaq Jahangiri offered his congratulations to the Turkmen leader on Kurban Bayram and on the First Caspian Economic Forum.

Thanking the guest for the kind words, the President of Turkmenistan sent his best wishes and congratulations on Kurban Bayram to the friendly country’s top leadership.

During an exchange of opinions on prospects for Turkmen-Iranian cooperation in the trade-economic sphere, the parties confirmed the two countries’ willingness to boost the mutually rewarding business contacts, to increase bilateral trade and to stimulate investment.

The head of state and his guest considered prospects for collaboration in the fuel and energy sector that opens up vast vistas in the context of our countries’ advantageous geographical location and abundant natural resources. This provides the groundwork for effective bilateral cooperation on energy security.

Special emphasis was placed on enhancing cooperation in the transport sector, where Turkmenistan had put forward with a number of important initiatives to build regional and international transport and communications infrastructure.

In this context, the sides emphasized the importance of the First Caspian Economic Forum that had lent new impetus to cooperation among the countries in the region across a broad spectrum of areas.

Having expressed confidence that the forum would culminate in new joint projects aimed to achieve the Sustainable Development Goals, the guest thanked the President of Turkmenistan for the hospitality extended to him on Turkmen soil and the favorable environment created for the Iranian delegation’s fruitful work.

The parties also exchanged their views on a number of topical regional and global issues of common interest and concern, and confirmed their willingness to further cooperate in the international arena.

Concluding the meeting, President Gurbanguly Berdimuhamedov and First Vice-President of the Islamic Republic of Iran Eshaq Jahangiri expressed confidence in the successful development of the interstate partnership that meets the interests of the two friendly countries and nations.

International Cyclists Union awards Turkmen leader with the Certificate of Appreciation

Director of the UCI David Lappartient made a speech at the opening ceremony of mass cycling race, which was timed to the World Bicycle Day in Turkmen capital.

Congratulating Turkmen leader on the celebration, the Head of International Cyclist Union noted an outstanding role of our country and President Gurbanguly Berdimuhamedov personally in initiation of the World Bicycle Day, having expressed the delight with the scale of diplomatic work, which was supported by the UN country members.

In this regard, it was announced about the decision of the International Cyclist Union to award Turkmen leader with the Certificate of Appreciation.

Cycling received rapid development in Turkmenistan in the results of the efforts of the Head of the State as one of the President of the world who actively goes in for sports. Therefore, Mr Lappartient informed that the international Cycling Union decided to hold 2021 World Track Cycling Championship in Ashgabat.

After, President Gurbanguly Berdimuhamedov gave start to mass cycling race and headed the convoy.

Members of the Government of the country followed the Head of the State through parade arch, which was installed especially there. President of the ARETI International Holding I. Makarov and famous sportsmen were honoured guests of the celebration.

Having covered the distance of 15,000 meters along the Archabyl Avenue and Bitarap Turkmenistan, President Gurbanguly Berdimuhamedov finished at the final arch.

President of Turkmenistan heads bicycle race in the Turkmen capital

Turkmenistan celebrates the World Bicycle Day, declared by the Resolution of the United Nations General Assembly on the initiative of President Gurbanguly Berdimuhamedov. This is a vivid evidence of the high appreciation and recognition of the success of the efforts taken by the President of Turkmenistan in the development of sports and health-improving movement, the establishment of the ecological world outlook in society as the basis for sustainable development at the national level and in the global dimension.

In the policy, pursued by the President of Turkmenistan, the environmental growth strategy is integrated with economic and social models, all important government decisions, and sectoral programs implemented in our country. It is aimed at creating the best living conditions for people, improving its quality. The head of state has set up such wonderful traditions as regular mass bike races that bring together thousands of Turkmen citizens.

Today, President Gurbanguly Berdimuhamedov has taken part in the grandiose festive vent, dedicated to the World Bicycle Day.

Early in the morning, thousands citizens of Ashgabat, riding their bicycles, gathered together near the park, where the Path of Health running along the foothills of the Kopetdag Mountains starts. Among those present were the members of the government, heads of the Mejlis of Turkmenistan, military and law enforcement agencies, ministries and departments of the country, representatives of public organizations and the media, various labor groups, members of the diplomatic corps and employees of international organizations, students and schoolchildren.

President Gurbanguly Berdimuhamedov arrived to the venue and welcomed all those present.

Congratulating everyone on the World Bicycle Day, the President noted that this international holiday promoted the careful attitude to environment, human health, as well as the development of sports and physical education.

“I am proud to say that this holiday was declared by the UN General Assembly on the initiative of Turkmenistan in April 2018”, the head of state emphasized.

“In our country, much attention is paid to the development of physical education and sports. The government carries out impressive work to improve the health of citizens, increase their life expectancy. The best conditions are created for physical education and sports, increasing the country's sports authority in the international arena”, the President continued.

“Special attention is paid to the development of cycling. Organization of a mass bike ride has become a good tradition in our country. Cycling, along with the development of the sports movement in the country, stimulates citizens to practice sports.

“Such actions contribute to improving the health of the population, raising the level of environmental well-being, promoting cycling”, the head of state said.

“In addition, being of health and educational value, mass sports events, combining recreational and educational functions, increase spiritual strength and energy. Therefore, we will continue to carry out tremendous work to strengthen the health of citizens, bring up a physically strong, industrious young generation, develop a mass physical culture and sports movement”, the President said.

Congratulating those present on the World Bicycle Day once again, the Turkmen leader wished everyone to remain committed to the principles of a healthy lifestyle and physical culture.

President Gurbanguly Berdimuhamedov emphasizes the contribution of Korean companies to the diversification of the Turkmen industry

Speaking to those present during the visit to the polymer plant in Kiyanly, the President of Turkmenistan thanked all the specialists and builders, who took part in the creation of this large gas and chemical complex.

According to the President of Turkmenistan, over the years, Korean companies have made a significant contribution to the development of the chemical and energy industry of Turkmenistan. The commissioning of this gas chemical complex vividly testifies to the close cooperation with the Republic of Korea.

The gas processing complex that has no analogues in the region in terms of capacity, is extremely important for the further dynamic development of the national economy, its diversification. It will contribute to the comprehensive industrialization of our country, increasing exports of high-quality products in demand on the domestic and global markets.

A wide range of products is produced from granulated high-density polyethylene: films of various thicknesses, sheet thermoplastics, pipes of different diameters, packaging materials, threads for artificial carpets, household goods, furniture, toys, etc.

As is known, at present, large-scale programs are being implemented in our country with the aim to digitize the national economy, create a diversified industrial complex, as well as introduce advanced technologies in all sectors. In this area, Turkmenistan closely cooperates with leading international companies.

“We will be glad to work with the representatives of Korean business, large companies that build facilities using the most advanced technologies, taking into account the environmental component, train qualified personnel and are interested in an effective and long-term partnership in the promising Turkmen market”, said President Gurbanguly Berdimuhamedov.

Turkmen-Korean talks at the Oguzhan Palace Complex

President of Turkmenistan Gurbanguly Berdimuhamedov and President of the Republic of Korea Moon Jae-in held talks at the Oguzhan Palace Complex.

The talks continued with the participation of the official delegations of the two countries.

As was noted, this is the first visit of Moon Jae-in to Turkmenistan as the head of the Republic of Korea, which gives this meeting a special character.

President Gurbanguly Berdimuhamedov emphasized that bilateral relations between Turkmenistan and the Republic of Korea had been actively developing in recent years in a wide range of areas. This is facilitated by a systematic political dialogue established between our countries at the highest and high levels. It allows building up interstate relations for the future, coordinating approaches on key issues of international and regional policy, identifying the main vectors of interaction, making long-term plans for cooperation in the economy, trade, investment, cultural and humanitarian areas.

The importance of developing Turkmen-Korean inter-parliamentary relations and regular contacts between foreign ministries was also noted.

President Gurbanguly Berdymuhamedov underlined that cooperation in the international arena was built based on the coincidence or similarity of our countries' positions on major issues of world politics.

Turkmenistan and the Republic of Korea work together on practical solutions to such issues as non-proliferation of weapons of mass destruction and disarmament, the fight against terrorism, drug trafficking and other types of cross-border crime.

President Gurbanguly Berdimuhamedov reaffirmed the position of the Turkmen side on the denuclearization of the Korean Peninsula.

As emphasized, Turkmenistan, as a state with an internationally recognized status of permanent neutrality, is pursuing a course towards the practical implementation of the fundamental principles and norms of the UN Charter, aimed at maintaining peace and ensuring international security.

In this regard, our country has always advocated the peaceful settlement of all issues on the Korean Peninsula through dialogue and consultation.

Energy, transport and water diplomacy are outlined as an important vector of Turkmen – Korean cooperation

Following its foreign course, Turkmenistan focuses on three main directions – energy, transport and water diplomacy, the President of Turkmenistan said at the talks with the Head of the Republic of Korea. The selection of these priorities is not occasional, all of these are important component of global strategies and concepts, which have been adopted by the UN and aimed at sustainable development.

It was mentioned that targeted work for creation of fundamentally new international legal mechanism, which is to provide balance in the relations between producers, transporters and consumers of energy, is carried out under the U by the proposal of Turkmenistan.

Our country consider transport sphere as an important directions of joint efforts of the members of the world community. The first global UN Forum on sustainable transport, which outlined the main directions of development of international relations in this sector, was held by the initiative of Turkmen side in Ashgabat in November 2016. Based on the decisions taken during the forum, Turkmenistan makes and develops new transit corridors together with different states. In this regards, the gratitude for support of this activity has been expressed to the Head of the Republic of Korea.

Turkmenistan pays great attention to the environment protection emphasizing the subjects of protection and rational use of water resources in global and regional scale. Speaking of the position of our country in water range of issues in Central Asia, President Gurbanguly Berdimuhamedov highlighted that solution of relative problems has to be implemented on the base of international law taking into account the interests of all Central Asian countries under wide support of international organizations. This is the meaning of modern water diplomacy, about which Turkmenistan said at the World Water Forum in Tegu, South Korea in April 2015 for the first time.

It was mentioned that energy, transport, water resources and ecology ae the subjects, which can be efficiently elaborated by the sides under the Forum on cooperation of Central Asian countries and the Republic of Korea. This forum, which was made by the initiative of Korean side more than 10 years ago, is an actual platform for the implementation of the projects of multilateral partnership in the region. Our country highly appreciates the contribution of the Republic of Korea to the development of regional cooperation in Central Asia, Turkmen leader highlighted.

President of Afghanistan Mohammad Ashraf Ghani arrives on official visit in Ashgabat

President of the Islamic Republic of Afghanistan came on official visit to Turkmen capital tonight. Talks between Presidents Gurbanguly Berdimuhamedov and Mohammad Ashraf Ghani will be held in Ashgabat on February 21.

This high-level meeting is to become another important step toward the improvement of cooperation of two countries, which nations are united by centuries-old traditions of friendship and historical and cultural relations.

President Gurbanguly Berdimuhamedov highlighted at the session of the Cabinet of Ministers on February 15 that relations between Turkmenistan and Afghanistan at present moment have significantly activated and entered new levels.

The Head of the State noted that neutral Turkmenistan steadily implements constructive strategy meeting both national interests and the concept of sustainable development in regional and global scale.

Speaking for the regulation of the situation in Afghanistan by exclusively peaceful political and diplomatic measures, Turkmenistan proposes specific measures aimed at the restoration of the economy and social infrastructure of neighbouring country.

This is indicated by the initiatives of Turkmen side proposed at the sessions of the UN General Assembly and other representative international forums including on the construction of the TAPI pipeline. Practical implementation of this major project will be actual contribution to the formation of modern architecture of global energy security and will support the solution of current social problems in Afghanistan, in particular the creation of new working places.

Cooperation in such strategic sphere as transport, which has significant potential, is also very important. In the future, it will allow Afghanistan connecting to the system of transit and transport traffic in regional and international scale supporting its integration to the world economic relations.

Expressing the solidarity with fraternal Afghan nation in its desire for peace and harmony, Turkmenistan would continue rendering comprehensive support and necessary humanitarian aid, President Gurbanguly Berdimuhamedov highlighted.

It is expected that the agenda of Turkmen – Afghan high-level talks will include wide spectrum of issues of interstate cooperation both in bilateral format as well as under competent international organizations and structures, first the UN. The leaders of two countries will discuss key directions of beneficial partnership in trade and economic, energy, transport and transit spheres.

As it was mentioned before, special attention will be paid to the implementation of major infrastructural projects including the construction of Turkmenistan – Afghanistan – Pakistan – India transnational gas pipeline and Turkmenistan – Afghanistan – Pakistan power and fibre optic lines as well as to further development of international transport corridors, which include existing Serhetabat – Turgundy and Kerky – Ymamnazar – Akina railroads.

Humanitarian sphere is an integral component of Turkmen – Afghan cooperation. As is known, our country builds social facilities in neighbouring country, in particular medical and educational infrastructure, together with the supplies of liquefied gas and electricity by beneficial price, various free of charge humanitarian cargos. In addition, Afghan students study in educational facilities of Turkkmenistan receiving professional knowledges in different spheres.

Big package of documents, which are to give new stimulus to constructive political dialog, expansion of trade and economic partnership, cultural and humanitarian contacts between two countries and nations, is planned to be signed by the outcomes of high-level meeting.

Regulatory and legal framework of Turkmen – Afghan cooperation is supplemented with ten documents

Bilateral documents signing ceremony took places upon the completion of extended format Turkmen – Afghan talks. Regulatory and legal framework of Turkmen – Afghan cooperation is supplemented with ten documents, which are to support the steadfast development of interstate dialog.

Under the applauses of the participants, the Heads of two State put their signatures under the Agreement on Strategic Cooperation between Turkmenistan and the Islamic Republic of Afghanistan and joint Statement of President of Turkmenistan Gurbanguly Berdimuhamedov and President of the Islamic Republic of Afghanistan Mohammad Ashraf Ghani.

The Memorandum of Understanding on Development of Cooperation in Oil and Gas Sphere, Memorandum of Understanding on Increment of Volumes of Turkmen Energy supplied to Herat Province of the Islamic Republic of Afghanistan, the Agreement on Cooperation and Mutual Assistance in Customs Affairs, the Agreement on Air Communication, the Agreement on International Railway Transit Point on Turkmen – Afghan State border have been signed on the government level.

The Memorandum of Understanding on Construction of Akina – Andhoy Railroad between the Türkmendemirýollary Agency of the Ministry of Industry and Communication of Turkmenistan and the Railway Transport Department of Afghanistan has also been signed. Regulations of organization of railway communication between Serhetabat and Turgundy railway station of Turkmen – Afghan border have been adopted.

In addition, the Memorandum of Understanding on Cooperation between the Magtumguly Institute of Language, Literature and National Manuscripts of the Academy of Science of Turkmenistan and National Archive of Afghanistan has been signed.
