“From the first days of the spread of COVID-19, our country has organized the work to ensure provision of basic medical supplies free of charge. All necessary measures are taken to improve the immune status of people. The government adopted the plan to ensure preparedness for counteraction and response to this acute infectious disease. The Plan of operational socio-economic measures to counter the pandemic was also approved”, said President Gurbanguly Berdimuhamedov speaking during Halk Maslahaty meeting.
According to the President of Turkmenistan, one of the important directions now is to encourage medical workers and efficiently use their potential in the fight against this infection. The President of Turkmenistan said that he would sign a decree, authorizing the provision of additional benefits to health care specialists.
“I also consider it necessary to prepare a new edition of the state programme "Health". Therefore, I expect specific proposals in this direction from relevant officials”, the President said.
Vice-premier, Foreign Minister of Turkmenistan Rashid Meredov and Foreign Minister of the Kingdom of Saudi Arabia Feysal Bin Farhan Al Saud had political consultations in video conference format.
During the conversation, the sides have discussed priorities of interstate cooperation as well as current issues of regional and international agenda.
The heads of the Foreign Ministries of two countries have noted that regular meetings on different levels support activation of bilateral cooperation in all range of directions. In this context, mutual willingness to expand the dialog and to organize visits after normalization of epidemiological situation in the world has been expressed.
Discussing the agenda of the meeting, the sides have focused on the necessity of activation of trade and economic collaboration, intensification of partnership in oil, gas petrochemical industries as well as in agricultural, textile and construction spheres.
Investments to implementation of the projects of development of industrial infrastructure of Turkmenistan were separate subject of discussion. In this context, importance of resumption of meetings between foreign departments of two countries has been highlighted.
On August 31, 2020, a constituent online meeting of the Association "Türkmen alabaý itleri" was held in Ashgabat, in which leading experts and dog handlers from more than 10 countries also took part. In total, the meeting was attended by about 200 delegates.
As is known, on May 1, 2020, in order to implement the initiative of the President of Turkmenistan, the Association "Türkmen alabaý itleri" was established.
According to the agenda, at the beginning of the meeting, the participants discussed issues related to the reorganization of the Association, as well as the creation of the International Association "Türkmen alabaý itleri" on its basis. This issue was unanimously supported by all the participants of the meeting.
Speakers at the first session emphasized that the creation, and now the awarding of the international status to the profile association will contribute to the development of the best practices and traditions of the national school of dog breeding, breeding these dog breeds on a systematic, scientifically grounded basis, the comprehensive application and development of advanced methods of folk selection, as well as modern achievements of world science in this area.
In addition, within the framework of the event, the Charter of the organization was adopted and 25 representatives were accepted into the membership of the Association - leading experts and dog handlers from Armenia, Belarus, Georgia, Iran, China, Russia, Turkey, France, Uzbekistan and Ukraine. The composition of the Executive Committee, as well as the composition of the Control and Auditing Commission of the International Association “Türkmen alabaý itleri” was also elected. During the session, the Representative offices of the Association were established by unanimous vote, in Ahal, Balkan, Dashoguz, Lebap and Mary provinces and their heads were appointed.
Taking into account the accumulated experience and great contribution to the development of the Turkmen alabay dogs, the Minister of Industry and Construction Production of Turkmenistan S. Berdimuhamedov was unanimously elected as the Chairman of the Executive Committee of the International Association "Türkmen alabaý itleri", a private dog breeder A. Yazmyradov was elected as the Deputy Chairman of the Executive Committee.
By unanimous decision of the participants, it was agreed to hold the next meeting of the International Association "Türkmen alabaý itleri" in Ashgabat in the last decade of April next year and, at the same time, to hold the annual celebration of the "Day of the Turkmen alabay" on the last Sunday of April.
Within the framework of the event, the presentation of the book of the President of Turkmenistan Gurbanguly Berdimuhamedov "Türkmen alabaý" in Arabic was also held.
During the speeches, words of gratitude were expressed to the President of Turkmenistan for his tireless care and special services in the development of the breeds of the Turkmen alabay dogs.
As known, the holding of a constituent meeting of the International Association "Türkmen alabaý itleri" and the presentation of the book "Türkmen alabaý" of the Leader of the Nation in Arabic symbolizes an important milestone in the popularization of the national heritage of the Turkmen people.
The book of the President of Turkmenistan "Türkmen alabaý", published in 2019, based on the synthesis of a huge scientific research material, is a significant contribution to the study of the national heritage - the Turkmen purebred alabay dog. The unique breed, created as a result of centuries of careful selection, like the people themselves, knows how to value good relations, love and friendship. In the book, which has expanded the cycle of works of the Head of State on the national spiritual characteristics of the Turkmen people, one can find scientifically substantiated materials on the origin and development of this breed of dogs. Available in Arabic, this book extensively reveals the very cultural phenomenon of alabai dog, whose age, according to scientific information, varies from three to six thousand years.
At the end of the event, the participants adopted an Address to the President of Turkmenistan Gurbanguly Berdimuhamedov.
The Ministry of Finances and Economy of Turkmenistan hosted online meeting of the heads of the Ministry with Minister of Economy, Energy and Business Environment of Romania V. Popesku.
The sides have discussed in details number of current issues of the agenda of bilateral cooperation. Special attention has been paid to cooperation in prevention and combating of the COVID-19 pandemic as well as implementation of joint activities for recovery of economic impact.
The Ministers has noted the importance of Intergovernmental Turkmen – Russian Commission for economic, scientific and technical cooperation and discussed the opportunity to hold the next session of the Commission.
Priority spheres of interstate dialog including in energy, transport, agriculture, light industry, education and high technologies have been reviewed at the meeting.

The Head of the State made special mention of the role of transit and transport Lapis Lazuli corridor, which was established under the Agreement signed between Turkmenistan, Afghanistan, Azerbaijan, Georgia and Turkey.
Opportunity to increase volumes of trades between Central Asian and European countries is appear after the start of its operation, which in the result will support to development of trade and economic relations between big regions of Eurasian continent, President Gurbanguly Berdimuhamedov highlighted.
In this regard, the agreements reached during recent trilateral meeting of the Presidents of Turkmenistan, Azerbaijan and Afghanistan have become important measure for activation of this transport corridor and cooperation on systematic base.
In addition, importance of such major projects in energy, transport and communication spheres, construction of TAPI gas line as well as Turkmenistan – Afghanistan – Pakistan power and fibre optic lines, realization of which would serve to further strengthening of interstate relations, has been highlighted.
In the end of the conversation, Presidents Gurbanguly Berdimuhamedov and Mohammad Ashraf Ghani exchanged the congratulations on Eid al-Adha, having wished health and success in all noble deeds to each other and prosperity to Turkmen and Afghan people.

President Gurbanguly Berdimuhamedov had a telephone conversation with Vice-premier of the United Arab Emirates, Ruler of Dubai Muhammed Bin Rashid Al Makhtoum.
Having warmly greeted the Emir of Dubai, the President of Turkmenistan congratulated him and fraternal people of UAE with coming big holiday of Islamic world – Eid AL Adha.
Turkmen leader expressed confidence that this holly holiday, which embodies high morale, spiritual purity and humanity, would continue supporting the strengthening of solidary of Muslim ummah.
Having expressed gratitude for congratulations and good words, Prime Minister of UAE Muhammed Bin Rashid AL Makhtoum addressed return best wishes to President Gurbanguly Berdimuhamedov and to all Turkmen people.
During telephone conversation, the sides have discussed important aspects of interstate cooperation. It was noted that strengthening of diplomatic, economic and humanitarian relations between two countries meet political demands and interests of both states. The Head of Turkmenistan highlighted that all efforts would be put in order the partnership with UAE to be long, trustful and efficient.

Global problem, which is presented by coronavirus pandemic these days, which caused crisis in international trade, disturbance of production activity and foreign economic relations, has been highlighted.

On July 22, 2020, the successive session of World Trade Organization (WTO) General Council was held in WTO headquarters located in Geneva of the Swiss Confederation, during which the application of Turkmenistan on accession to WTO as an observer was considered.
The Turkmen side was represented at the session by the Permanent Representative of Turkmenistan to the United Nations at Geneva, as well as the representatives of the Ministry of Foreign Affairs, Ministry of Trade and Foreign Economic Relations, Ministry of Finance and Economy of Turkmenistan who took part via videoconference.
In honor of assessing the request of Turkmenistan for accession to WTO in the status of an observer, a special ceremony was organized during which the Permanent Representative of Turkmenistan delivered a speech on behalf of the Government of Turkmenistan. During the address, he informed the participants of the General Council about the background of the accession process to the Organization, in particular about the pioneering policy of implementing the external economic activity of Turkmenistan. It was stated that the Programme on Foreign Economic Activity of Turkmenistan for 2020-2025 is a vital document in this regard.
The gaining of this status by the country is intended to contribute to the dynamic development of the national economy of Turkmenistan, strengthen its standing in regard to foreign trade, carry multilateral cooperation, attract foreign investments and improve international trade ties. This also concerns the development of commercial and trade strategies including their successful implementation.
Following the address of the Turkmen side, a number of representatives of the Organization’s member-states, including Afghanistan, India, Kazakhstan, Kyrgyzstan, Mongolia, Panama, Paraguay, Pakistan, Russian Federation, Tajikistan, Turkey, Ukraine and Uruguay expressed support to the initiative of Turkmenistan on the accession to the Organization as an observer.
After the discussions, the member-states of WTO General Council unanimously adopted the resolution on granting Turkmenistan the status of an observer in WTO.
Currently there are 164 WTO member-states. Twenty four countries possess the status of an observer. Turkmenistan became the 25th country with a status of an observer.
On June 23, 2020, an announcement containing distorted information on the preventive measures implemented in Turkmenistan against the coronavirus infection was placed on the official website of the Embassy of the USA in Turkmenistan. In particular, it is asserted that the citizens with the symptoms of the disease resulting from the new type of infection are going through examination and can be sent to compulsory quarantine without the supervision of conveniences and for undefined period of time.
The Ministry of Foreign Affairs of Turkmenistan emphasizes the invalidity and partiality of such informational fakes. In this regard, the official representatives of the Ministry have repeatedly informed the Ambassador of the USA to Turkmenistan about the unacceptability of spreading biased information which is not supported by facts.
Relying on the principles of openness in international cooperation on combatting the coronavirus pandemic, the Turkmen side regularly holds thematic briefing meetings for the diplomatic corps and foreign journalists during which the most complete information is presented on the preventive measures applied in Turkmenistan on infectious diseases.
Unfortunately, the American side does not take part in such meetings despite of invitations.
Based on the above said, the Ministry of Foreign Affairs of Turkmenistan announces the counterproductive nature of the actions of the American Diplomatic Mission in Ashgabat.
The Foreign Ministry hosted online meeting of co-chairmen of Turkmen – Japanese Committee for economic cooperation where expansion of interstate relations has been discussed.
It was highlighted that both sides pay special importance to regular joint sessions of the Committee, business meetings and forums, which allow finding key vectors of partnership taking into account long-term perspective. At the same time, special focus was made on the fact that goodwill and mutual interest supported by specific proposals are the platforms for further activation of established productive contacts.
Sharing the views on practical implementation of bilateral agreements reached at previous session, presence of wide opportunities was noted in the context of large-scale programmes of modernization and intensive development of national economy, its industrial sector, especially gas processing and petrochemical industries.
Projects planned to be implemented and under realization in our country with participation of leading Japanese companies have been reviewed during the session. Such spheres as transport, power energy, agriculture, health protection, communications, tourism and ecology have been noted as perspective for consolidation of efforts and interests.
With regard to transit of Turkmen economy to digital systems, the sphere of high technologies has been named among priority directions of partnership. Training of personnel including by organization of practical training and exchange of practice for personnel of different spheres were recognized as current vector of interstate dialog.

On April 16, 2020, a video conference was held between the representatives of the “Türkmendemirýollary” agency, open joint-stock company “Demiryollary” and the Railway Authority of the Ministry of Transport of the Islamic Republic of Afghanistan.
The Turkmen side was headed by the Chairman of the “Türkmendemirýollary” agency A.Atamyradov. The Afghan side was led by the General Director of the Railway Authority of Afghanistan Mohammad Yamma Shams.
During the meeting, issues related to the construction of the Akina-Andkhoy railway line, the work carried out under the project for the construction of the Turgundi-Herat railway were discussed.
The participants also exchanged views on optimizing transit freight traffic and wagons passing through the IRA, further developing of the transport corridor between the Lapis Lazuli agreement participating countries. Separately, issues of obtaining visas for railway workers and other issues were considered.
