Избранный президент Туркменистана принес присягу и вступил в должность. На торжественной церемонии, прошедшей в Ашхабаде, в субботу, новый глава государства выступил с речью.
Инаугурационная речь Сердара Бердымухамедова подтвердила, что те векторы, которые были основополагающими в политике Туркменского государства, будут продолжены и займут приоритетное место в повестке президента. В частности, глава государства делает акцент на вопросах внутреннего социально-экономического развития на новом этапе в жизни страны и в контексте международных отношений.
– Наша главная цель, – заявил Сердар Бердымухамедов – состоит в обеспечении стабильности и безопасности Родины, повышения уровня жизни народа, упрочения мира и взаимного доверия на всей планете.
Туркменистан будет и далее привержен курсу нейтралитета, принципам добрососедства, взаимоуважения, равноправия и конструктивного сотрудничества. Политические позиции Туркменистана в международных отношениях остаются неизменными, подчеркнул президент.
– Мы открыты для всех стран и народов мира и нацелены на развитие с ними торгово-экономических, культурно-гуманитарных и научно-образовательных связей в будущем, – сказал Сердар Бердымухамедов.
Своей главной обязанностью он определил обеспечение конституционных гарантий защиты прав граждан. Вместе с тем, президент отметил роль Национальной армии в охране независимости и нейтралитета, стабильности государства, мирной и благополучной жизни населения, пообещав укреплять материально-техническую поддержку Вооруженных сил.
В своей речи президент обозначил в числе ключевых направлений развитие нефтегазовой отрасли Туркменистана и ее интеграцию в международную энергетическую систему. Также Сердар Бердымухамедов выдвинул своей целью минимизацию негативного влияния изменения климата и промышленности на окружающую среду и здоровье человека, снижение выбросов.
Экологический аспект, как следует из выступления главы государства, станет определяющим и в таких масштабных строительных проектах как Ашхабад-сити, других преобразовательных программах во всех регионах страны.
Инвестиционную поддержку государства получат электроэнергетика, как по линии диверсификации экспорта, так и в разработке возобновляемых источников энергии, включая солнечную; агропром – для технической и технологической модернизации с целью расширения переработки сельхозпродукции для насыщения внутреннего рынка и наращивания поставок за рубеж.
В числе важнейших направлений работы – транспортно-логистический сектор страны, способный состыковать региональные и континентальные маршруты как сердцевина Великого Шелкового пути с максимальным задействованием географических и прочих конкурентоспособных преимуществ.
В фокусе правительства будут находиться вопросы цифровизации и поддержки предпринимательства, особенно технологических предприятий, наука и культура, сфера образования, система здравоохранения и медицинской промышленности, спорт, заявил президент Сердар Бердымухамедов.

Today, on March 15, a telephone conversation took place between President of Turkmenistan Gurbanguly Berdimuhamedov and President of the Republic of Turkey Recep Tayyip Erdogan.
Having warmly welcomed the head of the friendly state, the Turkmen leader said that according to the results of the Presidential elections held on March 12 announced by the Central Election Commission, Serdar Berdimuhamedov was elected the new President of Turkmenistan.
At the same time, the leader of the nation noted that he intends to continue his active work, but in a new capacity - the Chairman of the Halk Maslakhaty of the Milli Gengesh of Turkmenistan.
Taking the opportunity, the head of state thanked his Turkish friend and colleague for his great personal contribution to the development of a constructive interstate dialogue and the established fruitful cooperation.
The President of the Republic of Turkey, in turn, congratulated the leader of the nation on the early presidential elections successfully held on a broad alternative basis, which became another clear evidence of the broad democratic transformations taking place in Turkmenistan.
As noted, all significant successes and achievements of the era of power and happiness are associated with the name of Gurbanguly Berdimuhamedov, who has been at the helm of the Turkmen state for the past 15 years. Approving the wise decision to hand over the reins of government to younger, energetic leaders, Recep Tayyip Erdogan wished the head of state success in his new field.
Having wished the President of the Republic of Turkey good health, long life and success in all endeavors, the leader of the nation handed the phone to the newly elected President of Turkmenistan.

Sincerely thanking Recep Tayyip Erdogan for congratulations and best wishes on his election to the highest state post, Serdar Berdimuhamedov stressed that he intends to continue the course started by the previous President of the country, in particular, to take further steps to comprehensively develop relations between Turkmenistan and the Republic of Turkey, and also support initiatives and efforts aimed at enriching the established productive interstate dialogue with a qualitatively new content.

On January 17, 2022, in accordance with the instructions of the President of Turkmenistan, a working visit of the government delegation of Turkmenistan headed by Deputy Chairman of the Cabinet of Ministers S. Berdimuhamedov to the Republic of Uzbekistan took place.
During the visit, the President of the Republic of Uzbekistan Shavkat Mirziyoyev received Deputy Chairman of the Cabinet of Ministers of Turkmenistan Serdar Berdimuhamedov.
At the beginning of the meeting, S. Berdimuhamedov conveyed warm greetings and best wishes from President of Turkmenistan Gurbanguly Berdimuhamedov to the President of Uzbekistan. In turn, the President of the Republic of Uzbekistan Shavkat Mirziyoyev expressed his best wishes for peace and prosperity to the President and the people of Turkmenistan. During the meeting, the parties noted with satisfaction the high dynamics of the development of interstate relations between Turkmenistan and Uzbekistan, which are growing stronger based on a trusting political dialogue at the highest state level.
Also during the visit, Deputy Chairman of the Cabinet of Ministers of Turkmenistan Serdar Berdimuhamedov met with Deputy Prime Minister, Minister of Investments and Foreign Trade of the Republic of Uzbekistan Sardor Umurzakov.
During the talks, the interlocutors considered a wide range of issues of bilateral cooperation between Turkmenistan and Uzbekistan in the political, trade-economic and cultural-humanitarian spheres. The close interaction of the two countries in the international arena within the framework of international and regional organizations was emphasized.
Paying special attention to cooperation in the field of trade and the economy, the parties expressed interest in diversifying and increasing mutual trade turnover. In this regard, the importance of creating a border Turkmen-Uzbek trade zone, agreed upon during the official visit of the President of Turkmenistan to Tashkent on October 4-5, 2021, was emphasized. It was also noted that the priority areas of cooperation between the two states are the transport and energy sectors.
The parties expressed confidence that the traditionally established brotherly relations between Turkmenistan and the Republic of Uzbekistan, thanks to joint efforts, will continue to develop dynamically and deepen in the spirit of mutually beneficial partnership, for the benefit of our countries and peoples.
In addition, during the visit, a meeting of the governmental delegation of Turkmenistan was held at the Ministry of Health of the Republic of Uzbekistan. At the meeting, topical issues of bilateral cooperation in the field of health protection were discussed and the need for the exchange of experience in the field of prevention of infectious diseases was expressed.
Tashkent also hosted a meeting of representatives of the Union of Industrialists and Entrepreneurs of Turkmenistan with representatives of business circles of Uzbekistan. Following the results of this meeting, a number of documents between representatives of the private sector of the two countries were signed.
Today, on 9 January, President of the Islamic Republic of Iran, Seyyed Ebrahim Raisi received a government delegation led by Deputy Chairman of the Cabinet of Ministers of Turkmenistan, Serdar Berdimuhamedov and Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs of Turkmenistan, Rashid Meredov who is on a working visit to Iran.
At the beginning of the meeting, the Turkmen side conveyed words of greetings from President of Turkmenistan Gurbanguly Berdimuhamedov.
During the constructive conversation, it was noted that at the present stage, interstate political, diplomatic, economic and cultural relations between Turkmenistan and Iran are actively developing on the basis of the principles of equality, mutual respect and good neighborliness.
In this context, the talks between the President of Turkmenistan and the President of Iran, held in Ashgabat in November 2021 as part of participation in the 15th Summit of Heads of State of the Economic Cooperation Organization, gave impetus to the further development of mutually beneficial partnership between the two countries.
During the meeting of the government delegation of Turkmenistan with the First Vice President of IRI Mohammad Mokhber, issues of the bilateral agenda were also discussed, including interaction in the field of the fuel and energy complex
On the instructions of the President of Turkmenistan, the governmental delegation is on a working visit to Tehran on January 8-9 this year to hold working meetings on the important aspects of relations between Turkmenistan and the Islamic Republic of Iran.
Today, the delegation of Turkmenistan led by Deputy Chairman of the Cabinet of Ministers of Turkmenistan Serdar Berdimuhamedov and Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs of Turkmenistan Rashid Meredov held a series of meetings in the government of Iran.
During talks with Iranian Oil Minister Javad Ovji, the sides discussed expansion of trade and economic partnership, as well as exchanged views on the implementation of interstate agreements on priority areas of cooperation between the two countries.
It was particularly noted that cooperation in oil and gas, as well as in the oil refining industry are the priority areas of bilateral cooperation. In this regard, the sides expressed the need for further intensification of effective partnership in trade, economic and energy fields.
On the same day, the Turkmen delegation held talks with the Minister of Roads and Urban Development of Iran, Rostam Ghasemi. During the meeting, given the huge potential of the two countries, a special emphasis was placed on the development of cooperation in the fuel and energy sector, industry, transport and communications, in particular, expansion of international and regional road and rail transport.
The Turkmen side emphasized that Iran is one of the main trade and economic partners for Turkmenistan. An important role in intensifying the work belongs to the Joint Intergovernmental Turkmen-Iranian Commission on Economic Cooperation, the 16th meeting of which was held in Tehran in October last year.
On the same day, the government delegation of Turkmenistan held a meeting with Vice President of IRI Mohsen Rezaei, during which they discussed current issues of bilateral and multilateral cooperation.
In this regard, the parties noted the high level of cooperation between Turkmenistan and Iran, which is based on a mutually trusting political and diplomatic dialogue and effective trade and economic cooperation.
In the afternoon, the delegation of Turkmenistan, within the framework of a working visit, met with the Minister of Foreign Affairs of the Islamic Republic of Iran, Hossein Amir Abdollahiyan.
During the meeting, the sides discussed the priority issues of the bilateral agenda. The sides also noted the coincidence or similarity of positions of the two countries on key aspects of global and regional policy of mutual interest, particularly in the field of ensuring universal peace, security and sustainable development.
The delegations of Turkmenistan and Iran expressed the need to further expand and strengthen bilateral partnership in politics, trade and economic, cultural and humanitarian cooperation.
Speaking at the 26th session of the Conference of the Parties to the UN Framework Convention on Climate Change (COP26) in Glasgow, the Deputy Chairman of the Cabinet of Ministers of Turkmenistan, Serdar Berdimuhamedov, emphasized that after the adoption of the global Sustainable Development Goals, Turkmenistan is actively working to achieve them at the national and international levels.
The Nationally Determined Contribution (NDC) of Turkmenistan is essentially a confirmation of country's ambitious goal to reduce greenhouse gas emissions by 2030 in key sectors of the economy. “By introducing modern technologies in all spheres of the state’s economy, greenhouse gas emissions are reduced,” S.Berdimuhamedov said.
In order to achieve the goals of the climate agenda, Turkmenistan at the national level pays special attention to the reduction of methane emissions. “In this regard, we welcome the new initiative on the Global Methane Commitment and express interest in studying it in detail with a view to possible substantive participation,” added the Vice Prime Minister.
By improving the national legal framework, Turkmenistan is making a significant contribution to achieving climate neutrality. Thus, the National Strategy on Climate Change, the National Strategy for the Development of Renewable Energy until 2030 and the new Law of Turkmenistan "On Renewable Energy Sources" were adopted.
In this regard, S.Berdimuhamedov noted that Turkmenistan, both at the expense of its own financial resources and with the technical and financial support from international organizations and financial institutions, in the medium term plans to achieve zero growth of greenhouse emissions, starting in 2030, and in the long term - annual significant reductions in emissions.
