Phone Conversation with Azerbaijani Prime Minister

Prime Ministers of Georgia and Azerbaijan held a phone conversation today.
Irakli Garibashvili and Ali Asadov highlighted the strategic partnership existing between the two countries and the positive trend of bilateral cooperation advancing in various directions. Significance of regional projects was underlined during the telephone conversation, as they were implemented with joint engagement of Azerbaijan and Georgia.
Dignitaries confirmed their readiness to further deepen and advance the mutually-beneficial cooperation.
The Prime Minister of the Republic of Azerbaijan expressed solidarity to the Head of Government of Georgia in relation to the earthquake occurring last night, which was responded with gratitude from Irakli Garibashvili.

THE PARLIAMENT STARTED THE HEARING OF THE CANDIDATES FOR THE VACANT POSITION OF THE CHIEF OF THE SPECIAL INVESTIGATION SERVICE

The Legal Issues Committee started the hearing of the Candidates – Emzar Gagnidze and Karlo Katsitadze nominated by the Prime Minister for the vacant position of the Chief of the Special Investigation Service.

“We will have questions to both candidates concerning their professionality and experience, as well as their plans and visions. This process is maximally transparent and allows our society to observe the hearings”, - the Chair of the Committee, Anri Okhanashvili stated.

After the hearing, the candidates will be voted at the plenary session. Pursuant to the Rules of Procedure, the Parliament elects the SIS Chief with a majority of full composition with the term of 6 years.

On December 30, 2021, the changes introduced to the Law on State Inspector Service and the Law on Personal Data Protection entailed the establishment of two independent agencies – Special Investigation Service, and Personal Data Protection Service.

Prime Minister presents new Ministers of Economy and Agriculture

Today, Georgian Prime Minister Irakli Garibashvili presented new Ministers of Economy and Sustainable Development and Environmental Protection and Agriculture. On the decision of the Head of Government, Vice Prime Minister Levan Davitashvili and Otar Shamugia are appointed as Minister of Economy and Sustainable Development and Minister of Environmental Protection and Agriculture, respectively.
During today's briefing at the Administration of the Government, the Prime Minister thanked Natia Turnava, ex Minister of Economy and Sustainable Development, for her work, pointing out that she remains a member of the team.
"Levan Davitashvili needs no introduction as he and his work are known to all. Levan has proved successful as Minister of Environmental Protection and Agriculture. Over the past 5 years, he has served the ministry, the country, his duties, and has implemented numerous important reforms. Now Levan is appointed Minister of Economy. With an educational background in economics, he is very knowledgeable and experienced, and I am convinced that he will make a successful Minister of Economy and Sustainable Development. At the same time, Levan will keep his position as Vice Prime Minister. As for Ms. Natia Turnava, on behalf of the Government and my own, I would like to thank her for her work. She has implemented many important activities throughout her 3-year tenure. Natia has been and remains a member of our team. She has her plans, visions, and aspirations that she will describe herself a little later. I would like to thank her once again and wish her success," the Prime Minister said.
The Head of Government also presented Otar Shamugia as new Minister of Environmental Protection and Agriculture. Shamugia, with his experience of working at the ministry for 16 years, has firsthand knowledge of the needs of agriculture and environmental protection.
"As for the new Minister of Environmental Protection and Agriculture, I present to you Mr. Otar Shamugia, formerly Deputy Minister under Levan Davitashvili. Allow me to single out a few important details about Mr. Shamugia. Otar is a refugee from Sokhumi, born and raised in Sokhumi. As a refugee, he has lived in Zugdidi and Tbilisi, eventually succeeding thanks to his honest, diligent work. Otar has served in the ministry for 16 years. He knows exactly what is necessary for agriculture and environmental protection. Once again, I wish success to our new Ministers. Now our primary task is to develop the economy, overcome poverty, and create jobs. In this direction, I am working hard together with our economic team, and we will present many innovations to the public," the Prime Minister said.

The newly appointed Ministers thanked the Prime Minister for his trust. Natia Turnava briefly summarized her work as Minister of Economy, promising the public to announce her plans in near future.

The Head of Government of Georgia is fully vaccinated. Lab test was confirmed as part of the routine monitoring.

We take to heart the tragic events in Kazakhstan that have claimed dozens of lives, Georgian Prime Minister Irakli Garibashvili stated during today's Cabinet meeting.

The Head of Government also spoke about Georgian citizens in Kazakhstan, with some of them already having returned home, and the embassy maintaining active communication with those remaining on the ground, assisting them as-needed basis; they will return home in next few days.

"Allow me to comment on the situation in Kazakhstan. We are keeping a close eye on the events of the past few days. We take to heart the tragic events in Kazakhstan. We hope that all steps will be taken as fast as possible to deescalate the situation, ensure safety and stability. We want Kazakhstan to leave this crisis behind soon in order to continue its path toward development. As for Georgian citizens in Kazakhstan, the Georgian embassy is maintaining contact with them as much as possible to assist them on the ground. As a result of the Government's active work, some have already returned. The embassy maintains active communication with those remaining on the ground, assisting them as-needed basis; they will return to Georgia in next few days," the Prime Minister said.

I wish to let our society know how we completed the past budget year and what are the key macroeconomic and fiscal parameters of 2021, irrespective of the challenges borne by the global pandemic that the country faced in 2021. It was stated by Irakli Garibashvili, Prime Minister of Georgia at the Executive Government Meeting today.

As the Head of Government of Georgia noted, the State Budget for 2021 was planned at the end of 2020 - in the most difficult circumstances in terms of epidemic and economic conditions. Hence, expectation of the economic recovery in 2021 was rather marginal.

"Economic growth projections reached 4.3% back then. Gross Domestic Product (GDP) was projected in the volume of 53.4 BLN GEL. Government Debt was projected above 60 percent of the GDP, while the consolidated budget deficit was forecasted to reach 7.6% of GDP.

2021 started at a quite difficult note: economic shortfall reached 11.5 percent in January. We were actually in the lock-down regime with a very high viral spread and unfortunate losses of human lives.

Nevertheless, the situation changed radically from March-April, when an economic growth indicator first turned positive in March and then reached an unprecedentedly high indicator in April at 44.8%. Foreign trade and other economic indicators started to improve quickly from the same period.

According to the preliminary data for the first 11 months of the year, economic growth reached 10.7% and the overall annual indicator is expected to get to 10.7%, which is 2.5 times higher compared to the original projection.

As a result of the high economic growth, nominal indicators of the GDP have increased considerably and reached 59.6 BLN GEL in updated projections compared to the originally forecasted 53.4 BLN GEL.

According to the overall data for the first 11 months of the year, export has grown by 26.7 percent, including the local export - by 28.7 percent; proceeds from tourism have increased by 112 percent compared to the previous year and exceeded the respective indicator of 2019 by 37 percent. It should be noted that since July, proceeds from tourism exceed 50 percent of the respective month in 2019 (55% in November); Net remittances in the first 11 months of the year increased by 25.4 percent. Current account deficit in the first 3 quarters of the year improved by 2.1 percentage points of GDP, including the improvement by 6.1 percentage points in Q3. We expect the annual current account deficit to be reduced to 10.5 percent in 2021, while returning to 5 percent over a medium-term" stated the Head of Government of Georgia.

As the Prime Minister of Georgia noted, economic recovery has enabled the Government to substantially improve the key fiscal parameters.

"Quick economic recovery has enabled us to substantially improve the key fiscal parameters and namely Government Debt has been reduced to 50% instead of the anticipated 60.1% as a share of GDP, while the consolidated budget deficit was originally planned to reach 7.6% and instead narrowed to 6.1% as a share of GDP. Thus, I once again wish to wrap-up by saying that we reached a double-digit economic growth in 2021" concluded Irakli Garibashvili, Prime Minister of Georgia.

Prime Minister Irakli Garibashvili attends the presentation of a new reconnaissance vehicle at Delta

Georgian Prime Minister, together with Defense Minister Juansher Burchuladze, attended today's presentation of a new reconnaissance vehicle manufactured by the state army scientific and technical center Delta.
The Head of Government inspected the new reconnaissance vehicle and was briefed by Delta's constructors about its tactical and technical characteristics.
The new reconnaissance vehicle manufactured by Delta fully meets the Defense Force's requirements and international standards.
This armored 330-horsepower reconnaissance vehicle, accommodating 7 service members, is protected from bullets of different calibers. The vehicle's speed on asphalt is up to 100 kph, also technically being able to cross 60-meter trenches, 40-cm vertical steps and, without preliminary preparation, 80-cm water depths. The new armored vehicle is designed to carry various types of reconnaissance equipment and remote combat modules.
Delta manufactures armored machinery for various purposes and of diverse capabilities. The reconnaissance vehicle model in discussion is the first of its kind to be manufactured by the center. Batch reconnaissance machinery production and export is also planned for the future.
The Prime Minister also inspected Delta-manufactured army uniforms, grenade launchers of various calibers, and off-route anti-tank mines.
Irakli Garibashvili also visited Delta CAA, a joint Georgian-Israeli weapons manufacturer, where he familiarized himself with the process of weapon production utilizing the latest equipment. The Georgian-Israeli weapons manufacturer uses the latest equipment to ensure top-notch galvanization, chroming, and anodizing. The equipment is environmentally safe and meets international standards.
For the presentation of the new reconnaissance vehicle, the Prime Minister was joined by Deputy Chief of the Defense Forces/Brigadier General Joni Tatunashvili, Deputy Defense Minister Zurab Azarashvili, Delta's CEO, and representatives of the Defense Forces.

Prime Minister’s meeting with UNDP Resident Representative

Today, Georgian Prime Minister Irakli Garibashvili met with Nick Beresford, UNDP Resident Representative in Georgia.
The meeting at the Government Administration focused on further strengthening and deepening the productive cooperation between Georgia and the UNDP, underlining the important contribution of the UNDP to strengthening Georgia's democratic processes, economic development, support for environmental protection, and crisis prevention, as well as the importance of UNDP assistance in the fight against COVID-19.
The meeting paid special attention to cooperation with UNDP toward reaching the SDGs, with emphasis on Georgia's efforts toward the implementation of the 2030 Sustainable Development Agenda and the significance of the new country program document.
The conversation also touched on the UNDP's considerable contribution to the empowerment of Georgia's mechanism for protecting human rights. According to Irakli Garibashvili, the Government is working on the 2nd National Strategy for Protecting Human Rights encompassing a wide array of rights and echoing the progress achieved globally. Nick Beresford pointed out that Georgia's positive steps toward protecting human rights.
The conversation also dealt with the situation in Georgia's occupied territories and the Georgian Government's peaceful conflict-resolution policy. The parties also underscored UNDP humanitarian projects implemented in Georgia's occupied territories, for which the Prime Minister thanked the UNDP Resident Representative.

Today, Georgian Prime Minister met with Jagan Chapagain, Secretary General of the International Federation of Red Cross and Red Crescent Societies.
The meeting at the Government Administration focused on the effective cooperation between the Georgian Government and the International Red Cross and Red Crescent Movement.
The Prime Minister emphasized that the Government welcomes the decision of the International Red Cross and Red Crescent Movement to build a logistics hub of regional importance in Georgia, namely in Rustavi, to incorporate both a warehouse system and a training center.
The Head of Government thanked the Secretary General for the organization's support in dealing with the impact of COCID-19. The parties expressed commitment to bolstering their cooperation even further.
The meeting also discussed the situation and security/humanitarian difficulties in Georgia's occupied territories, with emphasis on the need to protect human rights on the ground. The Government of Georgia is steadfast in implementing the policy of peaceful conflict-resolution, the meeting pointed out. In this context, attention was paid to the State Strategy for De-Occupation and Peaceful Conflict Resolution, alongside A Step to a Better Future, a peace initiative seeking to better the social and economic conditions of the populations in the occupied territories and to foster confidence-building between war-torn communities.
The meeting was attended by Natia Loladze, President of the Georgia Red Cross Society.

Today, Prime Minister Irakli Garibashvili hosted members of the Movement of the Enterprises of France at the Government Administration, and introduced them to Georgia's investment opportunities and favorable business environment.

The Head of Government emphasized Georgia's unique location, strategic relations, and FTAs with the EU, the CIS, Turkey, and China, an opportunity for foreign investors to reach multimillion markets freely.

Irakli Garibashvili thanked the French entrepreneurs for visiting Georgia and taking an interest in the country's investment opportunities, also promising investors maximal support from the Government of Georgia.

According to the Prime Minister, the visit by a large delegation of French businesspersons bears witness to France's immense interest in Georgia's market, a fact that must be both commended and cherished.

The delegation of the Movement of the Enterprises of France consists of entrepreneurs involved in infrastructure, construction, engineering, agriculture, energy, and other industries. They are studying prospective investment projects in Georgia. As part of their visit, they are scheduled to meet with various institutions.

The meeting at the Government Administration was attended by France's Ambassador to Georgia Diego Colas, Georgian Vice Prime Minister/Minister of Environmental Protection and Agriculture Levan Davitashvili, Minister of Economy and Sustainable Development Natia Turnava, and Head of the Government Administration Ilia Darchiashvili.
