Eco rally raid Amul – Hazar 2018 starts in Lebap Velayat

Amul – Hazar 2018 rally has started in Lebap Velayat. As is known, this unprecedented race along the Silk Road has been initiated by President of Turkmenistan Gurbanguly Berdimuhamedov.

The fact of conducting Amul – Hazar 2018 rally, where the races from all over the world wished to participate, is another evidence of high international authority of Turkmenistan and recognition of the policy of peace, friendship and good neighbourliness pursued steadily by the Leader of the Nation.

Owing to the attention and efforts of the Head of the State, this grandiose project has been implemented six month after the idea of its organization has been proposed. Finally, this day has come! Racers from more than 20 countries like Great Britain, France, Czech Republic, Germany, Spain, Italy, Saudi Arabia and other have come to the city of Amudarya River. Geographical scale of the journalists and reporters, dozens of competent news agencies and international channels, sports internet portals is even bigger. From today, foreign spectators would be able to see the races by TV with their own eyes.

On the day before, the crews underwent administrative and technical inspections and studied the route. They have received the road maps composed of the road summary and location map, which the route runs through. Safety regulations, terms of the competitions and other details have been explained to the leaders of the race at the briefing. Ceremonial parade of the participants of the race received by Turkmen leader took place in the evening.

According to the rules of the rally, the start zone is subject to enclosed parking mode (area with limited access) where the crews brought their vehicles early in the morning. Shortly, everybody went to the starting point where the preparation to the first qualification round, the preface races, which defines starting positions of the first leg of the rally. The distance of qualification leg is 9 kilometres.

Before going to the start position, President Gurbanguly Berdimuhamedov has donned his racing gear and made technical preparation of the vehicle.

Having arrived in his starting position, the Head of the State opened qualification round having driven his vehicle No. 100 on special track.

Being experienced sportsman and supporter of healthy life style, the President gives personal inspiring example to his compatriots especially to the youth. On that day, the Head of the State has demonstrated again his outstanding sport driving skills – his vehicle with number ‘100’ on the side has run off-road without reducing the speed at the turns and taking over natural obstacles.

After the leg, the President of Turkmenistan has a conversation with General Director of Africa Eco Race rally who was involved in implementation of Amul – Hazar 2018 project Jean Louis Schlesser who asked the Head of the State to share his impressions about the preface round.

In return, Turkmen leader congratulated famous racer on this sport events that started on the banks of Amudarya River. “Speaking of the track, it is obvious that like any other sportsman I was completely concentrated on it”, - President Gurbanguly Berdimuhamedov said.

Jean Louis Schlesser asked the opinion of the Head of the State about this grandiose event – International rally Amul – Hazar 2018 with the participation of numerous guests and about general idea of these competitions.

- Sport is always good as it unites the nations and countries. This is stability and peace on the planet. Therefore, I think that current competitions, where numerous sportsmen from different countries came, is great holiday. Eco rally raid Amul – Hazar 2018 is very important. Its name speaks that Turkmenistan has always been the heart of the Silk Road, which is revived in new format in our days. The participants of the competition will see historical route from Amul to Hazar with their own eyes; they will enjoy the beauty f the nature and landscapes of Turkmen land, its ancient monuments. The main route runs across Karakum Desert, which exoticism will inspire and give power to our guests, as I think, - the Head of the State answered.

Special attention has been paid to ecological status of the rally during the conversation. As this type of competitions is related with harmful CO2 emission, all ecological issues have been outlined among priority aspects during organization of the rally, President Gurbanguly Berdimuhamedov said. Turkmenistan always pays great attention to environment protection in its policy, the Head of the State said, having highlighted that the participants of Amul – Hazar 2018 rally were provided with environmentally friendly fuel ECO 5 produced in Turkmenistan.

We also plan to produce environmentally friendly synthetic gasoline from natural gas, which will allow providing future development of this sport. The processes on the planet like global warming, natural disasters, etc., cause the formation of ecological responsibility and principle of careful treatment of the environment in the society. In this context, Turkmen leader highlighted that the United Nations General Assembly adopted relative Resolutions initiated by Turkmenistan.

Jean Louis Schlesser assured the Head of the State in the readiness and high interest of Africa Eco Race Organization in cooperation with our country as well as in the intent to tell to the whole world about the efforts taken by Turkmenistan to solve environment protection problems.

- Together with you, we have touched upon the subjects of eco rally raid related to ecological issues and environment, which is very topical today around the world, - President Gurbanguly Berdimuhamedov mentioned. The route of the rally Amul – Hazar 2018 is another important aspect. We give birth to new Silk Road, which plays significant role in transport and transit corridors sphere, formation of multimodal system and creation of modal highway and this is the main thing, the Head of the State highlighted. This is a matter of geo-economy and geo-politics and our initiatives f transport and transit corridors field were supported by relative Resolutions of the United Nations General assembly, the Head of the State highlighted.

Having expressed Jean Louis Schlesser for his significant work, the President noted high professional level of organisation team of current international competitions, having addressed them gratitude and wished success, happy journey and new achievements to the sportsmen.

The Head of the State and Jean Louis Schlesser exchanged the visions of special features of the route of Amul – Hazar 2018 race. French professional stated high organizational level of the competitions, having expressed the gratitude again to Turkmen leader Gurbanguly Berdimuhamedov for support and personal participation as well as for the time spared for the conversation.

In the meantime, qualification races took place.

Thereafter, the first leg of the competitions, which distance is 247 kilometres, has started.

The vehicles of the participants of the rally, all 83 crews, took their positions on the start line of the first part and shortly, headed their way in equal intervals. The race has started!

Peculiar journey to the history of Turkmen nation has started together with the race as beside sport component of the competitions, the project Amul – Hazar 2018 has very important cultural mission opening an excellent opportunity to introduce unique heritage of the country to the world. Ancient settlement of Amul located next to the entry to Turkmenabat became the starting point of the rally raid.

Once upon a time, it used to be rich trade city with loud bazaars and boiling life in caravansaries. One of the main directions of the Silk Road run via this place. Diplomatic, economic, scientific relations between the West and East countries were supported along the track. The caravans of camels loaded with various goods were the main means of international cooperation and were protected by the rulers as saturating the markets of the countries they supported economic development.

Amul appeared in the flood plain of great Amudarya River in I – IV centuries as one of strategically important locations of Kushan Empire. Event today, melted walls of its palace and stronghold, which was used just 100 years ago, raise above the plain. The development of the city falls on IX – XII centuries when its ‘rabad’ (trade and industrial district) has reached 175 hectares in size, having become the crossroad of the main trade routes of the region.

President Gurbanguly Berdimuhamedov notes in his book “Turkmenistan – the Heart of the Great Silk Road” that active international contacts could not help influencing the development of cultures of various nations, through which countries they were made. That is why the Silk Road was one of the most important achievements of ancient civilizations, which allowed connecting various nations on huge spaces from Europe to China in the history of humankind. Therefore, it is quite obvious that it is not a certain city or monument but the Silk Road itself as historical and cultural phenomenon and as series of facilities, which were proposed for nomination to the World Heritage List by the UNESCO Committee proposal. Each country participating in this nomination including Turkmenistan have chosen several dozens of caravansaries, ancient strongholds, local sanctuaries and other facilities related to the main caravan routes.

It includes Amul as well, to touch the history of which the participants of the rally are able, having left from this place as a caravans in the old days through the space and time to Ancient Merv and the country of Margush. Of course, the speeds are different today and capability of equipment grow every day but the concept of transport remains the same. This is the movement and unification! This is the opening of new horizons and opportunities! This is the intent to prosperity and progress! All these ideas have been laid into the foundation of transport policy of President Gurbanguly Berdimuhamedov.

Caravan of racing vehicles painted with the flags and emblems of Amul – Hazar 2018 rally will be another conductor of this policy, having announced about Turkmenistan to the world as the country willing for wide international cooperation and search for new ways of rapprochement, communication and solution of common universal objectives.

Undoubtedly, the sport is a core of the versatility of this project uniting various dimensions and concepts. Will to win and healthy spirit of the competitions, which are the main target of sport development in our country, is one of them.

The idea of International rally, mass field and track cross and cycling race along the Silk Road proposed by Turkmen leader was accepted enthusiastically by all compatriots but the sportsmen were the most enthusiastic and expressed deep gratitude to the Leader of the Nation for his care and attention. At this competition, our country was represented by 15 teams from the Motor Sports Centre of the Ministry of Interior and National Motor Sports Federation, which were selected during qualification round in May this year. The President of Turkmenistan took part in that races himself, having demonstrated an outstanding result.

The Head of the State pays utmost attention to the creation of necessary conditions in the country for big international competitions, giving them the role of events that unite the nations and cultures and able to support the consolidation of peace and friendship in the region and on the planet.

Large-scale work for formation of relative modern infrastructure is expanded in the country and at the same time, targeted measures for assertion of the principles of healthy and active life style, involvement of Turkmenistan citizens, especially the youth, to regular sports and physical training exercises are taken. In this context, the rally with the participation of the teams from many countries will not only support the enhancement of sport prestige of our country but also will popularize various sports including the motor sport.

Matters of further coordination of activities for provision of high level of organization of the competitions have been discussed at the session with the participation of the heads of the Ministry of Sports and Youth Affairs, other structures and student voluntaries at S. Seydi Turkmen State Pedagogic Institute. Operational plans has been clarified in working order, duties and areas of responsibility of all assisting groups have been discussed.

Undoubtedly, Amul – Hazar 2018 race will be remembered for long time to numerous guests and will be another contribution of the country to the assertion of the roe of sports as a messenger of peace and friendship.

The participants of the race will be able to see natural beauties of Turkmenistan, its unique landscapes with their own eyes, to touch ethnographic originality of national culture and feel the breath of new dynamic time. 

Four main camping sites are located along the route – camp ‘Mary’ in Mary Velayat, ‘Garagum ýalkymy’ in Ahal Velayat, ‘Altyn Asyr türkmen köli’ in Dashoguz Velayat and ‘Sport meýdançasy’ in Balkan Velayat. The finish is planned in Avaza National tourist zone. The length of entire route is 1,571 kilometres. Ambulance and fire service teams are on duty in technical service centres located along entire route. Landing pads for small aircrafts were built next to all camping sites.

Helicopters follow the crews on all parts of the distance. They not only broadcast the race but also monitor the situation in order to provide emergency response. Safety of people and environment is dominating principle of organization and conduct of Amul - Hazar rally. The fact that many famous teams and racers wanted to participate in this debut project gives reason to think that Turkmen rally will enter the calendar of prestigious motor sport events in the future.

Indeed, there are such world status series as Dakar – the most complicated high-rank competitions gathering the best pilots of the planet (it is not held in Africa any more). It was replaced with Africa Eco Race, which route runs across Morocco, Mauritania and Senegal. There is also the Silk Road rally raid, which was first held in 2009 by the initiative of Turkmen leader Gurbanguly Berdimuhamedov and today these competitions became some kind of European Championship. Amul – Hazar is able to take the place among these tournaments taking into account ecological approach, which has been successfully implemented by Jean Louis Schlesser in Africa Eco Race. Current race across the desert is qualification tour of African eco raid.

The participants of the raid had to drive along the first special section, which required not only the speed of the pilots but also the attention of the navigators. The result on the Karakum track mainly depended on their concentration.

The race running across unknown, sometime difficult terrain is a big challenge. But this is the way the abilities and character of the crews, their coordination as well as the durability of the vehicles are tested. Rally raid is the risk and adventure, which put the friendship, honour and team spirit above all. The winners considered to be everyone who reached the final and not only those who came first.

… The moment came and the vehicles started to come one after another to the finish line. The crew of the vehicle under No. 100 was the first!

Soon, the racers are expected at the camping site built next to administrative border of Lebap and Mary velayats, 250 km away from Mary. At the camping site, the participants of the rally were met with music and dances, they receive memorable gifts. They have also been accommodated and had tasty dinner.

In the meantime, mechanics started to inspect the vehicles. Their objective was to check and repair the vehicle shall it be necessary. Technical maintenance and service vehicles, organizers, journalists and support personnel have arrived there before the crews by normal roads. 

The horsemen on Ahalteke horses lined up along the perimeter of the camp as if protecting huge herd of iron horses. The colours of oriental bazaar were added to the atmosphere of the camp by the tents with national decorative and applied art items. Exposition of bright ornamented carpets and original felt goods, hand-made embroideries, original souvenirs with ethnic motifs was continued by the exhibition of modern Turkmen textile.

In addition to gracious ahalteke horses, the foreign guests were conquered by alabay puppies, which they made friends with right away, having recognized cute image of Vepaly in them, which decorates the vehicles and numerous banners.

Other racing round will take place on the next day, September 12. The pilots will enter another leg of the race, having entered 228 kilometres part of the route. Next camping site will expect them in the centre of Turkmen desert in the place with poetic name “The Shine of the Karakums”

On the same day, after completion of the events, President Gurbanguly Berdimuhamedov left for Ashgabat.

Peace and security strategy: joining efforts in countering terrorism

Turkmenistan is a competent member of international politics as one of active UN-member states, makes its significant contribution to consolidate international community efforts in countering the threats against humanity, especially terrorism and radicalism. The President of Turkmenistan Gurbanguly Berdimuhamedov underlines that, countering terrorism acquires strategic significance on the agenda of multilateral cooperation of Turkmenistan within Community of Nations along with global tasks in ensuring security such as disarmament and non-proliferation, transport and energy, environment and several other aspects defined by the UN Sustainable Development Goals.

Turkmenistan’s position rests upon fundamental concept of the President of Turkmenistan Gurbanguly Berdimuhamedov when state formulates approaches in ensuring global security. The concept covers the completeness and indivisibility of this idea in terms of geopolitics and interconnectedness of its concrete aspects. The backbone of this concept is that security of one state may not be guaranteed when there is no security in the region, continent and world. In similar way, political and military security will not be long-term and complete without ensuring economic, energy and food security, preventing and neutralizing risks, threats of environmental and technological character, countering effectively international terrorism, organized crimes, proliferation of mass destruction weapons and other global challenges.

Terrorism and its all forms are very dangerous threats to humanity irrespective of development level of one specific country or others and regions. Countering terrorism is becoming very important issue at present when globalization process is deepening and where one of the most important conditions is to ensure sustainable development of states and regions under peaceful and safe environment. Terrorist movements acquire new forms at the time of rapidly advancing technology, technological progress, mass media communication development, different types of information dissemination and this requires effective measures of countering

Turkmenistan takes all necessary measures and actions at the national and international level to eliminate threats against peace and security as well as counters terrorist and radical acts.

National legislation of Turkmenistan provides сlear definition and forms legal framework in this field. More particularly, the Law of Turkmenistan “On countering terrorism” stipulates legal and organizational base for countering terrorism, authorities and responsibilities of state bodies, social assosiations, other entities and competent authorities, as well as it defines guarantees for legal and soial protection of citizens involved in countering terrorism.

The Law of Turkmenistan defines terrorism as follows: «terrorism – is an ideology of violence and actions to influence central government, local government, either international organizations or other entities decision-making process; socially dangerous acts which use force intentionally for hostage taking, arson, murder, torture, intimidation of population and bodies of power or committing any offence against lives and health of innocent people or threats to commit any act for achieving such criminal goals»

The same Law defines international terrorism as follows: «international terrorism – is socially dangerous violent acts commited with terrorist groups or organizations on global or regional scale including the support of state bodies of other states with the purpose of achieving specific goals related to kidnapping, hostage taking, murdering innocent people or posing threat to their lives and health, destructing or threat of destructing important facilities, life support, communication systems or using or posing threat of using nuclear, chemical, biological other weapons of mass destruction.

It is evident that, the terrorism may be countered successfully with only joint efforts of states in close cooperation with international agencies. In this regard, Turkmenistan cooperates closely with other states, as well as, reputable international bodies, first and foremost the UN, EU and OSCE.

Turkmenistan closely coordinates its actions with the UN on countering terrorism, drug trafficking and other threats. Strategic partnership between Turkmenistan and the UN is long-term, implemented in systemic basis and similar principles and views on final outcome are shared. In this context, Turkmenistan supports efforts of international community to create effective mechanism for countering terrorism and is for fully implementation of the UN Global Counter-Terrorism Strategy.

These facts demonstrate that, Turkmenistan maintains constructive and efficient cooperation with international agencies such as the UN Counter-Terrorism Office, UN Regional Center for Central Asia for Preventive Diplomacy and neighboring countries.

Turkmenistan demonstrates its strict adherence to UN Global Counter-Terrorism Strategy in practice and attaches regional context to it taking into account historical, economic, social, cultural and other features of one or another region. In this regard, high level dialogue in the region will give political impetus to adopt necessary, complementary and coordinated strategic approach to counter terrorism for Central Asian States. Consolidating efforts and developing commonly accepted approach in the states of the region to address existing issues will lead to explore and find effective ways of addressing them.

It is a fact that, International community recognized the peaceful policies of the President of independent and neutral Turkmenistan – Gurbanguly Berdimuhamedov when the Resolution on «The role of UN Regional Center for Central Asia for Preventive Diplomacy» was adopted.

Counter-Terrorism Implementation Task Force was created with the purpose of ensuring the consistency of UN activities in given field. The Office coordinates membership in CTITF which covers 36 UN agencies, World Customs Organization and Interpol. United Nations Counter-Terrorism Center (UNCTC) which was established within CTITF in 2011 provides assistance to member states in capacity building in Strategy implementation.

Turkmenistan participates in project implemented jointly by Counter-Terrorism Implementation Task Force (CTITF) of United Nations Counter-Terrorism Center (UNCTC) and UN Regional Center for Central Asia for Preventive Diplomacy (UNRCCA) in Ashgabat with the support of EU and Norway. UN Regional Center for Central Asia for Preventive Diplomacy implemented project on applying abovementioned UN Strategy in Central Asian States jointly with Counter-Terrorism Implementation Task Force and EU. On November 30, 2011, Joint Action Plan on implementing UN Global Counter-Terrorism Strategy and Ashgabat Final Declaration were approved in the high level meeting jointly organized by the Government of Turkmenistan, CTITF, EU and UNRCCA in Ashgabat. This Action Plan was the first document ever adopted. The projects on Action Plan items were implemented in the past years. On June 13, 2017, the final event in the second phase of project “on implementing Joint Action plan to realize UN Global Counter-Terrorism Strategy” took place when “High-level UN Central Asian Dialogue among countries and the on implementing  the UN Global Counter-Terrorism Strategy in Central Asia” was held in Ashgabat. The main objective of the meeting was to discuss the issues related to improving stability and security and the ways to achieve them.

General Secretary of the UN Antonio Guterras, ministers, senior officials, the representatives of countering terrorism agencies and national security agencies from Kazakhstan, the Kyrgyz Republic, Turkmenistan, Tajikistan, and Uzbekistan participated in the sessions. The review of joint Action Plan for Central Asia to implement UN Global Counter-Terrorism Strategy at the regional level was presented.

Joint Declaration on strengthening regional cooperation in countering terrorism was adopted at the end of meeting. UN General Secretary Antonio Guterras welcomed Ashgabat Declaration on countering terrorism adopted by Central Asian countries and their permanent efforts to implement UN Global Counter-Terrorism Strategy and joint Action Plan for Central Asia. The Declaration represented support given to General Secretary’s initiative of to reform the UN countering terrorism office by creating new Office for countering terrorism and recognized the importance of efforts to counter terrorism in the region by the community of nations.

There was a high-level meeting "Towards a comprehensive implementation of the UN Global Counter-Terrorism Strategy in Central Asia" at the end of April 2018, in Ashgabat and the third phase of a joint project on supporting the Joint Action Plan for Central Asia was launched. The first and second phases of the project were implemented in 2010-2017 and are dedicated to consider four main directions of the Global Strategy for drafting recommendations for the development of the JAP, which was adopted in December 2011 in Ashgabat.

While delivering speech , the UN Under-Secretary-General and head of the UN Counter-Terrorism Office, Vladimir Voronkov underlined that the main activities of the project would include providing targeted support in developing national and regional strategies to counter terrorism and prevent violent extremism, further strengthening the capacity of the Central Asian countries in priority areas identified in the JAP for Central Asia and facilitating the exchange of best practices in the region and beyond it.

During the meeting, the Deputy Minister of Foreign Affairs of Turkmenistan Serdar Berdimuhamedov stated the readiness of Turkmenistan to cooperate with the United Nations Counter-Terrorism Center (UNCTC) on the implementation of the Ashgabat Action Plan of the UN Counter-Terrorism Strategy. In this context, the Turkmen side made several concrete proposals by using the UNRCCA in given direction.

The Statement on the outcomes of High-level meeting "Towards a Comprehensive Implementation of the UN Global Counter-Terrorism Strategy in Central Asia" was adopted at the end of the forum. It is expected in the long term that the new phase of the joint regional counter-terrorism initiative of UNRCCA and the UNCTC entitled "Towards a comprehensive implementation of the UN Global Counter-Terrorism Strategy in Central Asia" will be aimed at further strengthening the capacity of the Central Asian states in the field of countering terrorism and preventing violent extremism in a strategic basis.

One of the emerging and acute problems is the elimination of terrorist financing sources, where special attention needs to be paid to combat drug trafficking. Enormous work is being done in this direction under the leadership of President Gurbanguly Berdimuhamedov, including legal framework and the organizational basis development for this work in Turkmenistan.

Turkmenistan maintains close, effective and targeted cooperation with neighboring states, as well as with specialized UN agencies, primarily with the UNODC. Long-term national programs for combating drug addiction and drug trafficking have been adopted and are being implemented and good results are obtained.

Thus, Turkmenistan pursues foreign policy directed at eliminating threats and dangers against peace and makes its significant contribution to consolidate international efforts.

President Gurbanguly Berdimuhamedov to attend a high-level conference

On June 20, President of Turkmenistan Gurbanguly Berdimuhamedov is going on a working visit to the Republic of Tajikistan to attend a High-Level International Conference on the United Nations International Decade for Action “Water for Sustainable Development, 2018-2028” in the city of Dushanbe.

The representative forum aims to continue dialogue on water issues among parties concerned, to expand and strengthen partnership in this important area, and to formulate a set of practical recommendations for achieving the water-related Sustainable Development Goals.

With its consistent foreign policy based on the principles of peace, positive neutrality and constructive international cooperation, Turkmenistan is actively supporting the global community’s efforts, aimed at addressing burning issues of today. In line with its national priorities and international commitments, for years our country has been contributing significantly to the development of fruitful cooperation in the conservation and sustainable use of water resources, which are regarded as crucial to human health and well-being.

The constructive initiatives announced by President Gurbanguly Berdimuhamedov at international forums, including sessions of the UN General Assembly, the United Nations Conference on Sustainable Development (Rio+20), the Third UN World Conference on Disaster Risk Reduction in Japan, and the Seventh World Water Forum in the Republic of Korea stand as remarkable testimony to this.

They also include our country’s proposal to open the Ashgabat-based Regional Center for Climate Change Technologies for Central Asia (with all necessary infrastructure to be provided by the Turkmen side), and the proposal to draw up a Special UN Aral Sea Program and a UN Water Strategy.

President Gurbanguly Berdimuhamedov highlighted at a recent Cabinet session that today water issues cannot be considered separately from strategic plans for global sustainable development, including socio-economic progress, ecological safety, and climate change. Speaking on the subject, the head of state noted that Turkmenistan, which currently holds the presidency of the International Fund for Saving the Aral Sea (IFAS), is fully committed to tackling all the issues in accordance with rules of international law and in close cooperation with the United Nations and other authoritative organizations.

Importantly, the social, economic and environmental policy pursued by the Turkmen leader directly correlates with the United Nations 2030 Agenda for Sustainable Development. In this context, Turkmenistan is making massive efforts to apply water-efficient technologies, and build modern water treatment plants, desalination plants, and water purification facilities.

The Altyn Asyr Lake project, ongoing in the Karakum Desert, is one of the vivid examples of our country’s meaningful contribution to tackling global water conservation issues and environmental problems. This unrivalled megaproject is of the utmost importance to Turkmenistan and to Central Asia. Once completed, it will bring obvious environmental benefits to the region.

Alongside with that, the National Climate Change Strategy and the National Forest Program of Turkmenistan are being consistently implemented in the country. A 2018-2030 Water Resources Development and Management Program of Turkmenistan, aimed to effectively exploit the sector’s untapped potential and boost its performance, is currently in the course of preparation.

President Gurbanguly Berdimuhamedov’s participation in the High-Level International Conference “Water for Sustainable Development” yet again testifies to our country’s willingness to seek constructive cooperation with the United Nations, IFAS, and other reputable organizations to address strategically important global issues, exchange experience and best water conservation practices for global sustainable development.

As part of the working visit by the President of Turkmenistan to the Republic of Tajikistan, bilateral meetings are scheduled to take place to discuss prospects for closer interstate cooperation across the whole spectrum of areas.

Turkmenistan comprehensively supports the Resolutions of the United Nations General Assembly “Addis Ababa Programme of the Third International Conference on Financing for Development” of June 27, 2015 and “Transforming our world: the 2030 Agenda for Sustainable Development” of September 25, 2015. Independent neutral Turkmenistan is one of the first and few countries of the world that adopted global Sustainable Development Goals on the Government level. In September 2016, the Government of our country adopted 17 goals, 148 tasks and 187 indicators in sustainable development altogether.

The Government of Turkmenistan has adopted and steadily realizes the strategy of growth of national economy, under which large-scale works for industrialization and diversification of the branches of national economy, increment of volumes of export oriented and import substitutive production have been expanded, which is to provide invariable growth of social and living level of the population.

Our country pays great attention to the realization of infrastructural projects in transport and telecommunication spheres supporting the solution of the objectives of industrialization and diversification of national economy, development of fruitful international cooperation. We have successfully completed big projects of construction of transnational North – South railway, Turkmenbashy International Seaport, Ashgabat International Airport for establishment of closer partnership with international organizations. Further development of the most important transport and transit corridors f regional and global significance is the main goal of these projects.

Turkmenistan actively participates and achieves positive solution of the most important international issues, especially in provision of energy safety, diversification of transport infrastructure. Creation of multidimensional system of pipelines supports the provision of energy resources supplies to the world markets. In this regard, it is important to mention that all constructive initiatives of our state receive the support and approval of the world community. This is enshrined in the Resolutions of the United Nations on Reliable and Stable Transit of Energy and its Role in Provision of Sustainable Development and International Cooperation in 2008 and 2015, the message says.

In this context, the construction of Turkmenistan – Afghanistan – Pakistan – India pipeline, which, having significantly increased export capabilities of our country, would enhance the improvement of energy security and economic stability and would be reliable base for the achievements of the Sustainable Development Goals of entire region. I am confident that the forum will be efficient ground for exchange of practice and will support the expansion of international cooperation for financing of sustainable development, the message of the President highlights.

 

President of Turkmenistan attends the High-Level International Conference “Water for sustainable development”

 

Early in the morning on June 20, President of Turkmenistan Gurbanguly Berdimuhamedov left the Turkmen capital for the Republic of Tajikistan to take part in the High Level International Conference on the International Decade for Action “Water for Sustainable Development” 2018-2028.

After an hour and a half flight, the presidential airliner landed in the International Airport in Dushanbe, decorated with the State Flags of the two countries. The high-ranking officials greeted the Turkmen leader at the airport.

From the airport, the cortege of the President of Turkmenistan headed to the venue for the International conference – the Government residence of the Republic of Tajikistan.

President of Turkmenistan Gurbanguly Berdimuhamedov headed to the special place for high guests, where President of the Republic of Tajikistan Emomali Rahmon cordially greeted the Turkmen leader.

After the official photo session of the heads of the delegations, taking part in the forum that was held in the Big Conference Hall in the Kohi Somon Palace, the solemn ceremony of opening of the International Conference “Water for sustainable development” took place.

President of the Republic of Tajikistan Emomali Rahmon opened the conference and then the floor was given to Under-Secretary-General for United Nations Department of Economic and Social Affairs Liu Zhenmin.

Then the floor was given to the President of Turkmenistan. Addressing the conference participants, Gurbanguly Berdimuhamedov noted that the preservation and efficient use of water resources largely depended on the course of global processes, the prospects for lasting peace, stability, development and prosperity on the planet.

“Water issues, including political, economic, social aspects, need an international consensus and consolidation of the efforts of states on a common worldview platform. At the same time, local interests and benefits should give place to the understanding of truly global goals and priorities, developing a unified strategy for actions on water for the long term.

“We believe that it is possible to cope with these tasks working in close coordination with the United Nations based on the Sustainable Development Goals and those policy documents that were adopted during the UN Conference "RIO+20", at the VII World Water Forum in Daegu, and other global international meetings. The main condition for joint activities in this direction should be the unconditional commitment to the principle of equal and equitable access to water resources, and its recognition as a fundamental human right.

“To guarantee the right to access water resources and responsibility for this should be obligatory for all states in the world”, the Turkmen leader said.

 

President Gurbanguly Berdimuhamedov suggests establishing UN structure on water affairs for Central Asia

 

Speaking during the High Level International Conference on the International Decade for Action “Water for Sustainable Development” 2018-2028, President of Turkmenistan Gurbanguly Berdimuhamedov underlined the importance to achieve the reasonable balance between the economic affairs and preservation of water resources and their efficient management.

“Global warming and the emergence of various natural and technology-related cataclysms are among the inevitable phenomena that the world encounters and will face with, the reaction to them should not be spontaneous, dictated only by short-term, narrow-national needs”, the Turkmen leader said.

“Today, we need systemic mechanisms for international cooperation with the aim to minimize the risks. We need clearly defined rules, a kind of code of conduct that would be based on the interests of all states and would be conditioned, first of all, by the needs of people, their habitual way of life that has developed over the centuries”, continued President Gurbanguly Berdimuhamedov.

“Water is the common property of all mankind that belongs to all the peoples on the planet”, said the Turkmen leader, calling for the development of the efficient formats for international cooperation on water.

“Due to a number of historical, natural and geographical features, such formats are becoming particularly relevant for Central Asia. The development of the states in our region, their economy and social sphere, the level of prosperity and the quality of life of people directly depend on the access to water resources and their efficient management”.

“Therefore, equal rights, respect, responsibility should stand as the fundamental, determining criteria for the relations between the countries in Central Asia on water use”, President Gurbanguly Berdimuhamedov said.

“Consistently supporting these positions, Turkmenistan has always stated that water issues in our region should be resolved: first of all, based on the generally recognized norms of international law; secondly, taking into account the interests of each of the Central Asian states; thirdly, with the active participation of international organizations, primarily the UN.

“This is our principled position, and, relying on it, we will continue working on the establishment of effective negotiating mechanisms between the Central Asian countries with the aim to develop the coordinated solutions”, the Turkmen leader said.

Noting that one of the most effective steps in this direction could be the establishment of a specialized UN structure on water affairs for Central Asia, the Turkmen leader expressed the belief that the international experience accumulated by the international community on water and water and energy problems can be efficiently used.

In this regard, President Gurbanguly Berdimuhamedov suggested the states in the region and UN Secretariat to consider the possibility of establishing a UN structure on water affairs for Central Asia.

 

Turkmenistan initiatives for Aral Sea are aimed at integrated international approach

 

President Gurbanguly Berdimuhamedov named the activity of the International Fund for Saving of Aral Sea as an important aspect of water diplomacy in Central Asia. The Head of Turkmenistan paid special attention to this subject in his speech at International High-Level Conference on Water Issues in Dushanbe.

President of the Islamic Republic of Pakistan Mamnun Hussein, Head of Executive Power of the Islamic Republic of Afghanistan Abdulla Abdulla, the UN Under-Secretary General Liu Zhenmin, high-rank delegations from ore than 110 countries of the world, representatives of number of the UN structures, international and regional organizations, financial institutes, business circles and other have also come to the capital of Tajikistan to participate in the work of the Forum.

At present moment, Turkmenistan is the Chairman of the International Fund for Saving of Aral Sea. It formed up the Concept of the Chairmanship, which includes the number of specific measures. It includes the development and adoption of new Programme for the support of the countries of Aral Sea basin, fulfilment of Regional Action plan for environmental protection as a single ecological programme of Central Asia countries and number of other measures. 

This year, it is planned to conduct the Summit of the heads of the states founders of the Fund in Turkmenistan and we hope that certain decisions, which are vital for the improvement of the activity of the IFAS and its efficiency, would be taken by the outcomes of this meeting, Turkmen leader has said.

President Gurbanguly Berdimuhamedov got back to the initiative of Turkmenistan proposed at the Conference for Sustainable Development Rio+20 on elaboration of the UN special programme for Aral Sea basin and on placing of Aral range of problems in separate direction of the United Nations activity.

It is obvious that protection of the Aral cannot longer to be considered as internal regional problem. The support of the world community, new focused, integrated international approach, active and systematic participation of the UN in this work are required for its successful solution.

In this context, the Head of the State called the United Nations and Central Asia countries to support the proposal of Turkmen side and to start its realization.

The UN General Assembly’s Resolution on Cooperation between the United Nations and the International Fund for Saving of Aral Sea initiated by Turkmenistan and adopted by consensus on April 18 this year is good foundation for this.

 

Presidents of Turkmenistan and Tajikistan discuss the possibilities to diversify cooperation

 

In the framework of the High Level International Conference on the International Decade for Action “Water for Sustainable Development” 2018-2028, President of Turkmenistan Gurbanguly Berdimuhamedov held a meeting with President of the Republic of Tajikistan Emomali Rahmon.

The Turkmen leader underlined the importance of the forum in consolidating the peoples in the world as well as developing the bilateral and multilateral relations between the countries.

Exchanging the views on the international policy, President of Turkmenistan Gurbanguly Berdimuhamedov and President of the Republic of Tajikistan Emomali Rahmon underlined the significance in widening cooperation to secure the energy safety, addressing such important issues as climate change, the efficient use of water resources, environment protection, etc.

The leaders of the two states exchanged their views on a wide spectrum of the Turkmen-Tajik cooperation, discussing the opportunities of its diversification. It was underlined the interest in enhancing cooperation in transport sphere that the implementation of the Asian railway corridor will offer a powerful impetus to.

According to President of Turkmenistan Gurbanguly Berdimuhamedov, the railway that revives the Great Silk Road is to serve the interests of the two friendly states and peoples as well as the goals of development of the regional and international cooperation, the universal wellbeing.

The leaders of the two states also underlined the importance of the International Seaport in the city of Turkmenbashi that was recently put into operation. The seaport will not only expand the transit and transport potential of Turkmenistan, but also will open up new opportunities for the landlocked countries in the region.

President of Turkey Erdoğan Invites President Margvelashvili to TANAP Opening Ceremony

President of Georgia Giorgi Margvelashvili has talked with President of Turkey Erdoğan over the phone. President Erdoğan has congratulated President Margvelashvili on the 100th anniversary of the First Georgian Republic and invited him to the opening ceremony of the Trans-Anatolian Natural Gas Pipeline (TANAP) project to be held in Eskishehir, on June 12.
President Margvelashvili has pointed out that through this project the European Union will have additional gas supplies from Azerbaijan via Georgia and Turkey, underscoring the importance of Georgia’s participation in the TANAP project that ensures energy security of the European Union.
The phone conversation also touched upon Georgia-Turkey future relations and prospects for further advancing cooperation.

    В 2013 году в его великолепном зале голосами 3000 депутатов Всекитайского собрания народных представителей /ВСНП/ Си Цзиньпин был избран председателем КНР. В этом месяце на сессии ВСНП депутатам вновь предстоит выбрать главу государства.

    Си Цзиньпин вступил в должность руководителя страны в период, когда предметами всеобщего беспокойства китайского общества стали коррупция, разрыв между богатыми и бедными и загрязнение окружающей среды. После избрания на пост главы государства Си Цзиньпин сказал: "Перед лицом великой тенденции эпохи и искренней надежды народа на лучшую жизнь, мы не можем допустить и малейшего самодовольства или проявить малейшую нерадивость в работе".

    Он изложил свое видение китайской мечты о великом возрождении нации, которая должна быть осуществлена силами народа и для народа.

    Профессор политологии Фуданьского университета Чжэн Чанчжун дал высокую оценку руководству Си Цзиньпина.

    Переизбранный на пост генерального секретаря ЦК КПК в октябре прошлого года Си Цзиньпин заявил, что китайская нация, пережившая с начала периода новой истории неисчислимые бедствия, добилась грандиозных преобразований: встала на ноги, стала жить лучшей жизнью и превращается в сильную и могучую нацию.

    Приближение к осуществлению китайской мечты

    Под руководством Си Цзиньпина китайская экономика продолжала стабильно расти в последние пять лет. В 2017 году рост экономики страны составил 6,9 процента.

    Объем экономики вырос с 54 трлн юаней до более чем 82 трлн юаней /13 трлн долларов США/, что позволило Китаю удержать за собой позицию второго крупнейшего экономического субъекта в мире.

    Располагаемый доход на душу населения в Китае в прошлом году достиг 25 тыс. 974 юаней при увеличении на 7,3 процента по сравнению с предыдущим годом.

    Лю Хэ, видная фигура в экономической команде Си Цзиньпина, на Всемирном экономическом форуме-2018 сообщил, что китайский средний класс разросся до 400 млн человек и продолжает расти.

    Бедное население богатеет заметно быстрее.

    По прогнозу специалистов, 282 млн китайских рабочих-мигрантов станут главной силой, которая пополнит средний класс.

    23-летний Цзоу Бинь является одним из молодых мигрантов, ставших свидетелем изменений, произошедших за последние пять лет.

    Цзоу Бинь был совсем юным, когда начал укладывать кирпичи на строительной площадке в провинции Хунань. В то время он только окончил школу, однако серьезно относился к своей работе и усердно трудился.

    В 2015 году Цзоу Бинь стал профессионалом своего дела и представлял Китай на международном чемпионате профессионального мастерства. Он также сумел устроиться на работу в одну из китайских строительных компаний, входящих в топ-500 самых престижных мировых компаний, где получал более высокую зарплату и возглавлял свою команду.

    В этом году Цзоу Бинь стал депутатом ВСНП.

    Чтобы предоставить работящим людям, таким как Цзоу Бинь, то, что они заслуживают, Си Цзиньпин принял реформы, нацеленные на рост экономики и более справедливое распределение благ. Эти результаты были достигнуты не печатанием денег, а путем серьезных преобразований.

    Си Цзиньпин возглавил Центральную руководящую группу по всестороннему углублению реформ. Центральные власти запустили более 1500 реформаторских мер, включая структурную реформу в сфере предложения, сокращение бюрократии для поощрения среднего и малого бизнеса, а также создание зон свободной торговли по всей стране.

    За последние пять лет в китайских городах было создано 66 млн новых рабочих мест, что по численности сравнимо с населением Великобритании.

    Для балансировки доходов Китай отменил привилегии и льготы, предоставлявшиеся чиновникам, а также ввел ограничения на размер зарплат директоров государственных предприятий. Наряду с этим, были увеличены зарплаты рабочих и квалифицированных специалистов, повышены пенсии по старости.

    Си Цзиньпин дал обещание сократить бедность, поставив амбициозную цель полностью ликвидировать нищету в стране к 2020 году.

    За последние пять лет более 68,5 млн жителей Китая выбрались из нищеты. Это означает, что в день от бедности избавлялось 37 тыс. человек.

    Си Цзиньпин пообещал, что никто не будет быть оставлен позади.

    Чтобы выполнить эту миссию, партийные и правительственные чиновники поочередно направлялись жить в деревни. Они помогали разрабатывать индивидуальные планы по сокращению бедности для каждой семьи и вместе с ними работали над достижением поставленной цели.

    Одним из таких чиновников был Цзян Фуань. В 2015 году Цзян Фуань, в то время работавший аудитором, прибыл в деревню в отдаленном горном районе в Ляншань-Ийском автономном округе провинции Сычуань. Он обошел все дома и посетил каждую из более ста бедных семей.

    С его помощью десятки бедных детей смогли получить образование недалеко от дома. Однако в 2016 году, перед окончанием своей командировки Цзян Фуань погиб во время исполнения служебного долга. Ему было всего 26 лет.

    Вся деревня скорбела. Цзян Фуаня запомнили как чиновника, пожертвовавшего жизнью во имя благородной цели.

    Си Цзиньпин уделяет повышенное внимание Ляншань-Ийскому автономному округу, разрываемому бедностью. В этом году в преддверии Нового года по лунному календарю он выбрал для инспекции именно этот район.

    "Наша социалистическая система создана для того, чтобы предоставить лучшую жизнь людям всех этнических групп", - сказал Си Цзиньпин.

    Начальник вашингтонского корреспондентского пункта новостной газеты Executive Intelligence Review Уильям Джонс отметил, что избавление от бедности на протяжении долгих лет было важной задачей человечества, однако до недавнего времени считалось "утопической мечтой".

    "Китай превращает эту мечту в реальность", - сказал он.

   БОЛЕЕ ЧИСТЫЙ КИТАЙ

    Си Цзиньпин также объявил войну загрязнению окружающей среды.

    Когда Си Цзиньпин занял пост председателя КНР, одним из главных вызовов, стоявших перед человечеством, стала экологическая деградация.

    Си Цзиньпин принял участие в Парижской конференции по климату, и несколько месяцев спустя Китай подписал Парижское соглашение.

    Пекин, страдающий от постоянного смога, находился в центре борьбы с 2013 года, когда Госсовет запустил национальную кампанию по контролю над загрязнением воздуха.

    В прошлом году число дней с "серьезным загрязнением" в Пекине сократилось до 23 с 58 в 2013 году. Жители китайской столицы наконец смогли снять маски.

    По данным городских властей, в течение первых девяти месяцев 2017 года концентрация частиц РМ2,5 в Пекине держалась на самом низком уровне за последние пять лет.

    В 338 городах страны средняя концентрация частиц РМ2,5 составила 43 мкг на кубометр при снижении на 6,5 процента в годовом выражении.

    Прогресс был также достигнут в области охраны водных ресурсов и почвы.

    Китай приступил к строительству национальных парков. В настоящее время в пробную эксплуатацию введено как минимум десять таких парков. В частности, заповедник больших панд, охватывающий территорию трех провинций, по площади в три раза больше Йеллоустонского национального парка в США.

    Защита окружающей среды включена в общую схему пятиединого строительства по продвижению скоординированного экономического, политического, культурного, социального и экологического развития.

    По мнению обозревателей, руководство партии над работой во всех областях жизненно необходимо для превращения планов в действия.

    Благодаря мерам по борьбе с другой вечной проблемой человечества - коррупцией, принятым Си Цзиньпином, "чище" становится и система госучреждений.

    В 2013 году Си Цзиньпин назвал коррупцию угрозой, способной разрушить партию и государство, и всерьез вознамерился ей противостоять.

    Последовавшие мероприятия позволили добиться выдающихся результатов. Было проверено каждое звено системы, за пять лет наказаниям подверглись более 1,5 млн чиновников. По данным доклада о работе Центральной комиссии КПК по проверке дисциплины 18-го созыва, с ноября 2012 года расследования были проведены в общей сложности в отношении 440 чиновников провинциального или корпусного уровня и выше.

    Последним высокопоставленным чиновником, наказанным за взяточничество, стал Сунь Чжэнцай, бывший член Политбюро ЦК КПК и глава Чунцинского горкома КПК.

    Среди других уличенных в коррупции "тигров" числятся Чжоу Юнкан, Бо Силай, Го Босюн, Сюй Цайхоу и Лин Цзихуа.

    Антикоррупционная кампания продолжилась после 19-го съезда КПК, состоявшегося в октябре прошлого года. Немногим более чем через сто дней после съезда Центральная комиссия КПК по проверке дисциплины объявила о начале расследований в отношении девяти высокопоставленных чиновников, включая бывшего члена Госсовета КНР Ян Цзина.

    Удар был нанесен и по так называемым "мухам - коррумпированным чиновникам более низких рангов. Антикоррупционное движение приобрело широкую популярность. Опрос общественного мнения показал, что борьбу с коррупционерами поддержало 93,9 процента населения.

    Си Цзиньпин инициировал реформу надзора. Уже через четыре месяца после 19-го съезда КПК надзорные комиссии были учреждены на провинциальном, муниципальном и уездном уровнях. Реформа нацелена на осуществление контроля над деятельностью всех сотрудников госучреждений.

    Профессор Китайского политико-юридического университета Цзяо Хунчан считает, что реформа позволит заключить власть в "клетку" порядка.

  ПРЕДОСТАВЛЕНИЕ ВОЗМОЖНОСТЕЙ

    Два недавно снятые в Китае боевика -- "Воины-волки 2" и "Операция в Красном море" -- стали настоящими хитами. Сюжеты двух фильмов схожи: в них рассказывается о китайских солдатах, храбро сражающихся в Африке или на Среднем Востоке, охваченных вымышленными военными конфликтами, ради спасения китайских граждан и их попавших в беду местных друзей.

    Истории, показанные в этих фильмах, нельзя назвать чистым вымыслом. В 2015 году в Йемене разразилась война, ВМС Народно-освободительной армии Китая был отдан приказ вернуть на Родину находившихся в этой стране китайских граждан. Всего за несколько дней было эвакуировано более 600 китайцев и 200 иностранцев.

    "Воины-волки 2" стали самым кассовым фильмом за всю историю китайского кинематографа. В последних кадрах фильма показан китайский паспорт с надписью "Китайским гражданам: если вы попали в беду за границей, не сдавайтесь! За вами стоит сильная Родина!"

    Картина вызвала бурный восторг у зрителей по всей стране, после сеансов люди долго аплодировали, пели национальный гимн, многие не могли сдержать слез, настолько сильное впечатление произвела на них кинолента.

    Действительно, сейчас путешествовать с китайским паспортом стало легче, чем когда бы то ни было. Держатели китайских паспортов могут посетить уже более 65 стран и регионов мира без оформления визы.

    В последние годы китайские туристы совершают ежегодно более 100 млн заграничных поездок. Китайские компании также все активнее ведут бизнес за рубежом. В прошлом году китайцы инвестировали 120 млрд долларов США в 6236 предприятий в 174 странах и регионах мира, обеспечив рабочими местами и стабильным заработком местных жителей.

    Сейчас идет пятый год, с тех пор как председатель КНР Си Цзиньпин выдвинул инициативу строительства "Пояса и пути", которая должна принести пользу миру путем развития торгового и инфраструктурного сотрудничества.     В 2017 году страна привлекла рекордный объем прямых иностранных инвестиций -- 878 млрд юаней. Все больше иностранных инвестиций идут в технологический сектор, как в сфере услуг, так и в сфере производства.

    В центрах торговли по всей стране -- от Иу до Гуанчжоу -- наблюдается невиданный наплыв иностранных бизнесменов. Многие из этих городов превратились в международные торговые центры, которые привлекают иностранных предпринимателей более чем из 100 стран.

    Проживающий в портовом городе Шиши юго-восточной китайской провинции Фуцзянь йеменский бизнесмен Марван Аклан Саид владеет торговой фирмой, которая продает одежду, игрушки и чемоданы китайского производства в странах Среднего Востока.     Президент США Дональд Трамп стал первым зарубежным лидером, посетившим Китай после проведения XIX съезда КПК. Во время их пекинской встречи Си Цзиньпин сказал, что они провели углубленный обмен мнениями по двусторонним отношениям и вопросам, представляющим общий интерес, и достигли широкого консенсуса.

    Визит Дональда Трампа состоялся спустя всего несколько месяцев после встречи глав двух государств в поместье Мар-а-Лаго в США, которая задала тон развитию двусторонних связей.

    После XVIII съезда КПК Си Цзиньпин часто встречался и поддерживал взаимодействие с президентом РФ Владимиром Путиным. Китайско-российские отношения стали краеугольным камнем обеспечения мира во всем мире. Во время встречи двух лидеров в Дананге /Вьетнам/ Си Цзиньпин сказал Путину, что Китай и Россия создали образец международных отношений нового типа, основанных на взаимоуважении, честности, справедливости и взаимовыгодном сотрудничестве.

    Чжэн Чанчжун считает, что под руководством Си Цзиньпина Китай достиг фундаментального и всестороннего прогресса в экономическом и социальном развитии, верховенстве закона, государственном управлении, партийном строительстве, культурном возрождении и защите окружающей среды.

    На прошедшем в январе семинаре для высокопоставленных чиновников Си Цзиньпин сравнил их с экзаменующимися, а народ -- с экзаменатором, которому предстоит судить о том, насколько хорошо они справляются с возложенными на них задачами.

    Си Цзиньпин выдвинул двухэтапный план будущего развития: с 2020 года по 2035 год, когда предстоит в основном осуществить социалистическую модернизацию; и с 2035 года до середины нынешнего века, когда предстоит превратить Китай в могущественную модернизированную социалистическую державу.

    На этом пути, несомненно, Китай ждут различные вызовы. Хотя ВВП на душу населения в Китае уже превысил 8000 долларов США, он все еще сильно отстает по этому показателю от США, где среднедушевой ВВП составляет 57 000 долларов. Структура промышленности Китая требует модернизации, его инновационный потенциал также еще недостаточно силен, Китаю еще предстоит устранить риски в финансовой системе.

The concept championed by Chinese President Xi Jinping of building "a community with a shared future for mankind" corresponds to the situation in today's world, where nobody can prosper alone, said the chief of the Inter-Parliamentary Union (IPU).  In the current world, "you can only prosper if those around you are prospering," IPUSecretary-General Martin Chungong said in a recent interview with Xinhua.  Since Xi expounded the idea in a landmark keynote speech at the United Nations Office at Geneva in January 2017, the vision has gained broader international recognition for offering Chinese solutions to global challenges.  "This concept is commensurate with the global thinking today," Chungong told Xinhua at the Geneva headquarters of the IPU, a long-standing international organization that will mark the 130th anniversary of its founding next year.  "The world is no longer a conglomerate of individual countries or nation states. We all belong to one community today," he said. "When we look at the challenges that are facing us today, we cannot say they are particular to China, or Switzerland or Cameroon or other countries."  For instance, what is happening in Cameroon may have ramifications in China or in Europe, said the IPU chief, a national of the west African country of Cameroon.  He pointed out that there are many problems that concern all nations, such as migration and the fight against terror, and that must be taken as global issues instead of local ones.  "When you look at climate, I think of a former UN secretary-general who said climate change has no national passport. It has no borders. So, I am very supportive of this notion," said Chungong.  The China-proposed Belt and Road Initiative, he said, is consistent with the concept of building a community with a shared future for mankind.  "If you build a railway that goes from Europe to eastern Asia and people along the route can benefit from this, why not?" he said.  Brushing away allegations that the rise of China might be a threat to the outside world, the IPU head said the ascent of China as a major global player is a "legitimate ambition."  "It is legitimate for any country or for any leaders to make their country great," he said. The President of Turkmenistan: Central and South Asia is the space for active international economic cooperation

Ceremonial events on occasion of the launch of new construction phase of Turkmenistan – Afghanistan – Pakistan – India gas line (TAPI) and power and fibre optic lines Turkmenistan – Afghanistan – Pakistan as well as opening o Serhetabat – Turgundy railroad were held in Serhetabat etrap, Mary Velayat. President of Turkmenistan Gurbanguly Berdimuhamedov and President of the Islamic Republic of Afghanistan Mohammad Ashraf Ghani, Prime Minister of the Islamic Republic of Pakistan Shahid Hakan Abbasi and State Minister of Foreign Affairs of the Republic of India Mabashar Javed Akbar who arrived in our country took part in the ceremonies.

In the morning, President Gurbanguly Berdimuhamedov left Mary by helicopter for the place of ceremonial events in Serhetabat etrap. After the flight, the helicopter landed at special helipad.

After, President of the Islamic Republic of Afghanistan Mohammad Ashraf Ghani, the Prime Minister of the Islamic Republic of Pakistan and the State Minister of Foreign Affairs of the Republic of India arrived in the place of events .

President Gurbanguly Berdimuhamedov and high-rank guests proceeded to the ceremony staging place.

Exhibition symbolically dedicated to the Great Silk Road was organized at the same place. Its exhibits allow getting visual impression of original traditions and customs, rich culture of the nations of four countries participating in TAPI project, which territories this ancient trade route used to cross.

The exposition of our country bears the slogan of this year “Turkmenistan – the Heart of the Great Silk Road” and gives an opportunity to familiarize with the history of legendary path that run across Turkmen land, which is told by the map presented there. The displays introduce world known historical and cultural monuments of Turkmenistan located along the Great Silk Road as well as the samples of applied art including beautiful jewelleries and famous Turkmen carpets.

Thematic paintings, works of national handcrafts masters demonstrating their skills in production of national dress and headdress, felt mats, wooden souvenirs, ceramic and copper items, horse harness encrusted with silver, musical instruments, etc. have been presented at the exhibition.

The showrooms of Pakistan demonstrated decorative and applied art items including the samples of traditional painting and musical instruments. The exhibits of Pakistani partners also allow getting the impression on natural places of interests of friendly country.

The exposition of Afghanistan is mainly represented by the northern province of Herat. Souvenirs, samples of national painting art, original works of the artists and other were demonstrated there. The carpets especially those made by the representatives of Turkmen diaspora in Herat attract greatest attention.

The President of Turkmenistan and high-rank guests looked around the exhibition with the great interest. Masters of arts prepared their artistic gift on occasion of remarkable events and enthusiastically performed bright sing and dance composition.

The President of Turkmenistan, the President of the Islamic Republic of Afghanistan, the Prime Minister of Pakistan and the State Foreign Minister of the Republic of India went inside the building where numerous participants of the ceremony have been gathered in the conference hall. There were the Chairperson of the Mejlis, Deputy Chairmen of the Cabinet of Ministers, leaders of military and law enforcement agencies, ministries and departments, non-governmental organizations. The heads of diplomatic missions accredited in our country, delegations of number of the states, representatives of competent international financial structures including Asian and Islamic Development banks, business circles, foreign and national ass media were also among the participants.

Welcoming high-rank guests and all the participants in ancient Turkmen land, President Gurbanguly Berdimuhamedov highlighted that the construction of Afghan part of TAPI pipeline, which is to serve for the sake of fundamental interests of fraternal nations of the region would be launched as well as foundation stone of 500 KWt power line and fibre optic line Turkmenistan – Afghanistan – Pakistan would be laid.

Having congratulated the participants on the launch of the above-mentioned facilities, President Gurbanguly Berdimuhamedov expressed the confidence that implementation of such significant projects would be another important step toward further consolidation of beneficial friendly relations of independent neutral Turkmenistan with the states of the world.

Having informed that it is planned to open new Turkmenbashy International Seaport soon, the President of Turkmenistan taking an opportunity invited the participants of the events to the opening ceremony.

After, President of the Islamic Republic of Afghanistan Mohammad Ashraf Ghani, Prime Minister of the Islamic Republic of Pakistan Shahid Hakan Abbasi and State Foreign Minister of the Republic of India Mobashar Javed Akbar addressed the participants of the ceremony.

After the speeches the documents signing ceremony took place. The following documents have been signed:Intergovernmental Agreement on Electrical Power Turkmenistan – Afghanistan – Pakistan between the Government of Turkmenistan, the Government of the Islamic Republic of Afghanistan and the Government of the Islamic Republic of Pakistan;The General Conditions of the Agreement with the Government of Receiving State on Turkmenistan – Afghanistan – Pakistan – India pipeline project.

Later in the ceremony, President of Turkmenistan Gurbanguly Berdimuhamedov gave start to the construction of Afghan part of Turkmenistan – Afghanistan – Pakistan – India pipeline and power and fibre optic lines Turkmenistan – Afghanistan – Pakistan as well as opened new railroad Serhetabat – Turgundy by direct TV bridge.

The participants watched with the interest the welding together two steel pipes of another part of TAPI energy route, start of construction of power and fibre optic cables carried out using special machinery and equipment.

After, the participants of the events witnesses of the first train leaving border Turkmen station Serhetabat for neighbouring Afghanistan, Herat Province.

After the ceremony, the official photographing of the President of Turkmenistan, the President of the Islamic Republic of Afghanistan, the Prime Minister of the Islamic Republic of Pakistan and the State Foreign Minister of the Republic of India took place on the background of the State Flags of four countries.

After, the Heads of Turkmenistan and Afghanistan, the Prime Minister of Pakistan and the State Foreign Minister of India left Serhetabat etrap for Afghan city Herat where the ceremony was continued.

Congress Centre «Möwlana Jelaletdin Balh» was the place of celebration events where at the main entrance, President Gurbanguly Berdimuhamedov was welcomed by President Mohammad Ashraf Ghani.

Having shaken hands, the leaders of two countries entered the hall of the building and traditionally were photographed on the background of the State Flags of Turkmenistan and Afghanistan.

Joint photographing of the heads of the delegation of the background of the State Flags of participating countries has also taken place before the start of the event.

Welcoming high-rank guests and all participants of the ceremony on Afghan land, the President of the Islamic Republic of Afghanistan highlighted that ancient city Herat witnessed the historical events that are important not only for Afghanistan but also for entire region and future generations.

Having noted that after completion of the construction of TAPI, connecting corridor between our countries would be made, Mohamad Ashraf Ghani expressed the confidence that Afghan youth would also take active part in the project.

Afghanistan places a lot of hope on the realization of big projects initiated by Turkmenistan in energy, transport and communication spheres that bring the progress and prosperity to the region.

In this regard, the Head of neighbouring state expressed sincere gratitude to President Gurbanguly Berdimuhamedov for constant support and help in peaceful restoration of Afghanistan, having highlighted that Afghan people highly appreciate this fact and value the friendship with fraternal Turkmen nation.

These projects open new opportunities for further activation and expansion of international cooperation, attraction of other countries, world economic unions and financial organizations and business communities to this work.

Mentioning great importance of current events for Afghanistan, the President expressed firm confidence that opening of such important facilities would give strong impulse to economic development of neighbouring country and to revival of its industrial and social infrastructure.

The Head of Turkmenistan noted that Central and South Asian is the space for active international economic cooperation. These are the territories, through which ancient trade routes connecting Europe and Asia used to run for many centuries. At present time, the states of these regions occupy important positions in the intensification of global economic partnership, which main parts are composed by energy and transport spheres. Realization of the projects in these directions opens colossal perspectives for optimization of transport and energy relations in Eurasian space.

The projects of Turkmenistan – Afghanistan – Pakistan – India pipeline, Turkmenistan – Afghanistan – Pakistan power and fibre optic lines as well as Serhetabat – Turgundy railroad turn into fundamental geopolitical condition. Their realization will make big positive effect on general situation in Asia and beyond its borders, having turned into the factor of the provision of sustainable development and security in the region.

Mubashir Javed Akbar: TAPI gas pipeline is an important project for the economy of India

Speaking during the ceremony of launching the construction of the Afghan section of the TAPI gas pipeline, State Minister of Foreign Affairs of the Republic of India Mubashir Javed Akbar emphasized that he was glad to visit Turkmenistan in this historical moment. The State Minister of Foreign Affairs of the Republic of India emphasized that the peoples of Turkmenistan and India had centuries-old ties of friendship and cooperation, noting that these relations are an important foundation for further expansion of the partnership.

In this context, Mubashir Javed Akbar told that the mausoleum of Abdyrrahim khan, the son of the outstanding Turkmen commander Bayram Khan Turkmen was located in his country. Speaking about the great deeds of Bayram Khan, the State Minister of Foreign Affairs of the Republic of India presented the poetic lines, celebrating the honour of the man, who was able to share his wealth and inspire to good deeds, linking them with the modern initiatives of Turkmen leader, President Gurbanguly Berdimuhamedov, aimed at using the wealth that Turkmenistan possesses in the name of the universal peace and prosperity. The State Minister of Foreign Affairs of the Republic of India supported this idea with the well-known proverb: "Knowledge grows with time, and prosperity increases if it is shared".

Focusing on the significance of the Turkmenistan-Afghanistan-Pakistan-India gas pipeline project, Mubashir Javed Akbar noted that its implementation symbolized the common goal, allowing us to look to the future with hope. Speaking about the social aspect of TAPI, the high-ranking guest stressed that the construction of this transnational energy bridge would significantly improve the living conditions of the population in the region and would offer dynamics to its further development, since gas carries not only energy but also progress. The TAPI gas pipeline is an important project for the Indian economy as well. Mubashir Javed Akbar underlined that the pipeline not only connected the countries, but also created new prospects, especially taking into account the opportunities available in the region. Thus, TAPI is a new page in history, Mobashar Javed Akbar stated.

Speaking about the future of the Turkmen-Indian cooperation, the State Minister of Foreign Affairs of the Republic of India emphasized the prospects of the bilateral cooperation in various fields, and especially in the field of IT technologies. The high-level guest said that India welcomed the forward-looking policy pursued by President of Turkmenistan Gurbanguly Berdimuhamedov, the successful implementation of which made the TAPI project a reality.

Prime Minister of Pakistan: TAPI Projects Creates New Opportunities for Productive Interstate Cooperation

It is a great honor for me to be here today, said the Prime Minister of the Islamic Republic of Pakistan, Shahid Khaqan Abbasi, at the ceremony dedicated to the launch of the next stage of the TAPI project.

The head of Government of Pakistan expressed sincere gratitude to the President of Turkmenistan, Gurbanguly Berdimuhamedov, for the pragmatic approach to the issues of international energy cooperation and constructive initiatives put forward in this strategic sphere.

The Prime Minister of Pakistan stressed that the concept of construction of the TAPI pipeline is coming to fruition, which means that long-standing historical bonds between the peoples of the region are reborn and new opportunities for productive interstate cooperation are created.

Thanking the governments of all countries taking part in the TAPI project for active contribution to its implementation, Shahid Khaqan Abbasi noted Pakistan’s major interest in the new energy route due to the dynamic pace of economic development and, consequently, the growing demands for energy of the country with a population of 270 million people.

The head of Government of Pakistan also stressed the importance of projects in the field of electric energy and establishment of international transit and transport corridors aimed at promoting comprehensive development and economic prosperity of Central Asia.

Pakistan is ready for future active cooperation in this field, stated Prime Minister Shahid Khaqan Abbasi, and renewed his congratulations to the TAPI project partners and to the Asian Development Bank with the launch of the new stage of construction of the pipeline.

President of Afghanistan: TAPI is Foundation for Cooperation of Future Generations

Today we are laying the foundation not only for the further construction of the pipeline, but also for cooperation of our future generations, said President of the Islamic Republic of Afghanistan, Mohammad Ashraf Ghani, at the ceremony dedicated to the launch of the next stage of the TAPI project.

The Afghan leader noted the tremendous significance of today’s event from the standpoint of regional development: “The countries of Southern Asia – Indian, Pakistan and others – are actively developing intestate links in all fields. At the same time, Central Asia is expanding cooperation with Southern Asian countries, being a bridge in strengthening productive cooperation”.

The dignified guest also stressed that Turkmenistan’s deliberate foreign policy course, based on the principles of neutrality, is of specific importance for Afghanistan. He emphasized the productive nature of relations between our countries that are developing both in bilateral format and on regional and multilateral levels.

Noting the successful holding of the 5th Asian Indoor and Martial Arts Games in Ashgabat, the Afghan leader highlighted that this was a success not only for Turkmenistan, but for the Central Asia as a whole.

The far-sighted and wise policy of President Gurbanguly Berdimuhamedov is an important positive factor in the region, stated Mohammad Ashraf Ghani, and continued by stating that dynamic economic development, social stability and availability of vast potential define today’s Turkmenistan.

The Afghan leader placed a special emphasis on the fact that, thanks to the policy and concrete steps taken by the Government of Turkmenistan, the construction of the TAPI pipeline reached the stage of practical implementation. Thanking the Turkmen side for the tremendous contribution to the realization of this project that will engage thousands of construction workers, the President of Afghanistan addressed the head of Turkmenistan with a request to continue supporting this project that is important for the whole region.

Currently, TAPI is deemed to be not only a gas pipeline, but also a corridor uniting our countries. This project is not only of economic, but also of political significance. Construction of electric power and fiber-optic lines along the pipeline’s route will help link Turkmenistan, Central Asia with Chabahar Port, and Afghanistan will play a role as a bridge between the countries of the region, stated Mohammad Ashraf Ghani, and reiterated his country’s readiness to perform this function.

Agreement on the Turkmenistan-Afghanistan-Pakistan electricity transmission line signed

The Intergovernmental Agreement on the Turkmenistan-Afghanistan-Pakistan electricity transmission line between the Government of Turkmenistan, the Government of the Islamic Republic of Afghanistan and the Government of the Islamic Republic of Pakistan, as well as the Turkmenistan-Afghanistan-Pakistan-India gas pipeline project Heads of Terms - Host Government Agreement were signed during the solemn ceremony of launching the construction of the next sstage of the TAPI project and laying the electricity transmission lines and fibre-optic lines along the Turkmenistan-Afghanistan-Pakistan route.

Tbilisi – January 23, 2018 – Visa Inc. (NYSE:  V) has announced the appointment of Andrew Torre as Regional President for its Central and Eastern Europe, Middle East and Africa (CEMEA) region, based in Dubai. Torre, who previously led Visa’s Sub-Saharan Africa business, will now oversee all of Visa’s operations in more than 90 countries across CEMEA and report to Visa’s global president, Ryan McInerney. Torre will also sit on Visa’s global Operating Committee.

Torre is a Visa and payments industry veteran, with deep experience across the markets that comprise Visa’s CEMEA region. Having previously worked with the World Bank in Kiev, Moscow and CIS territories, Torre has been with Visa since 2002, holding global roles in product, strategy and pricing, as well as general manager roles in Russia and Sub-Saharan Africa.
