Regular issues of scientific and practical magazine Foreign Policy and Diplomacy of Turkmenistan published by the Foreign Ministry in Turkmen, Russian and English languages is dedicated to the review of important events of foreign activity of our country in the fourth quarter of the last year.
The magazine is opened by traditional section highlighting the talks held by President Gurbanguly Berdimuhamedov with high-rank officials of foreign countries. It includes the information about working visit of Turkmen leader to Saint Petersburg (Russian Federation) for participation of the meeting of the Heads of the CIS countries, which has demonstrated the commitment of Turkmen side to traditional fruitful dialog under the Commonwealth, the country of which are united with Turkmenistan by old good and close relations.
Having undertaken the chairing of this structure in 2019, our state would continue to provide comprehensive support to the improvement of cooperation. In this regard, the Concept of chairing of our country and Implementation Plan have bee developed and presented to the CIS Executive Committee.
Official visit of the President of Azerbaijan to Turkmenistan in the last decade of November 2018 wrote new chapter in the history of friendly bilateral relations developing in the spirit of goodwill. The magazine contains detailed information about the outcomes of the talks held between Presidents Gurbanguly Berdimuhamedov and Ilham Aliyev.
The events dedicated to International Neutrality Day are among the reviews. For example, the magazine has published the speeches of the participants of International Conference “Importance of the Silk Road: Present and Future Development” organized on the threshold of the holiday by the Government of Turkmenistan in cooperation with the UNESCO - the UN specialized structure for education, science and cultural affairs. The forum has brought together the ministers, high-level representatives and experts from more than 40 countries and demonstrated the significance of legendary route for sustainable development and support of intercultural dialog.
The Days of the Sustainable Development Goals held in October to mark 1,000 days since the adoption of 2030 Global Agenda were important event in life of the country. The event was organized by the Foreign Ministry, the UN Permanent Representative Office in Turkmenistan and Methodological Centre of the Institute of International Relations of the Ministry of Foreign Affairs. Trainings, seminars and festivals have been organized under the Days.
The UN Permanent Coordinators Elena Panova informed the readers of the magazine about the outcomes of these events where she expressed the gratitude to President Gurbanguly Berdimuhamedov and the Government of Turkmenistan for the support of Global Agenda and commitment to the implementation of the SDGs in our country.
Articles “The Great Silk Road and Practice of International Cooperation of Turkmenistan”, “ “Turkmenistan in the system of international economic relations”, materials dedicated to cooperation of our country with the CIS members and work for improvement of sustainable development and ecological culture present great interest as well.
Ambassador Extraordinary and Plenipotentiary of the Republic of Korea to Turkmenistan Jin Ki-Hun deliberates about the revival of the Silk Road in modern conditions on example of the development of Turkmen – Korean relations.
Another article of the magazine is dedicated to the Silk Road, which is described in details by Head of the State Gurbanguly Berdimuhamedov in two-volume book. The article highlights joint work of our country in cooperation with the UNESCO on study and popularization of cultural heritage facilities located along the Silk Road.
Author of article “Youth Affairs – Priority Objective of Foreign Course of Turkmenistan” reviews this subject in the context of the implementation of the Sustainable Development Goals on national level.
Traditional section “Chronicles of Diplomatic Life” is dedicated to conferences, briefings, foreign department political consultations, sessions of inter-governmental commissions, bilateral meetings and talks with foreign delegations as well as to the events held together with foreign embassies accredited in Turkmenistan.

Salome Zourabichvili, President of Georgia will leave for Brussels on January 21 to hold meetings as part of her fist working visit abroad.
According to Natalie Sabanadze, Ambassador of Georgia to the Kingdom of Belgium and Grand Duchy of Luxembourg and Head of Georgian Mission to the EU, President Zourabichvili’s first visit to Brussels has a political significance.
“The President of Georgia will meet with our partners in NATO and the EU. Meetings are planned with all three presidents of the EU, namely Donald Tusk, President of the European Council, Jean-Claude Juncker, President of the European Commission and Antonio Tajani, President of the European Parliament. To discuss foreign affairs, President Zourabichvili will hold meetings with Federica Mogherini, High Representative of the Union for Foreign Affairs and Security Policy and Dimitris Avramopoulos, European Commissioner for Migration, Home Affairs and Citizenship. It is likely and I am certain that the President will once again underscore the importance of Georgia’s European integration,” Natalie Sabanadze said.
President Zourabichvili’s visit will end on January 23.
President Gurbanguly Berdimuhamedov took part in the event dedicated to New Year organized in Mizan Centre.
Deputy Chairmen of the Cabinet of Ministers, leaders of the Mejlis, military and law enforcement structures, ministries and departments, public organizations, heads of diplomatic missions accredited in Turkmenistan, ambassadors of our country, cultural personnel and art masters have gathered there.
The Head of the State extended warm congratulations on coming celebration to the participants, having noted that 2018 became another important milestone in modern history. This year, which is held under slogan “Turkmenistan – the Heart of the Great Silk Road”, has been marked with numerous events indicating great success and achievements of our country and its high authority in the world arena.
The Head of the State continued that big plans and objectives aimed at further strengthening of national economy, steadfast development of science, education, health protection and social sphere are planned for the next year of 2019, which would be held under slogan “Turkmenistan – the Home of Prosperity”. Having highlighted that all of these is to improve the wellbeing of Turkmen people, President Gurbanguly Berdimuhamedov wished happiness, family prosperity and great success in work to all participants.
In their turn, the participants wished the Head of the State strong health, longevity, unexhausted power and energy and success in all noble beginnings congratulating the President on the celebration.
Integrated programmes aimed at efficient use of colossal natural reserves, implementation of huge economic potential of the state, spiritual and cultural prosperity of the nation are implemented under the leadership of the President in Turkmenistan. This is visually indicated by numerus social, cultural, production, transport and communication facilities, which have been put into operation in the capital and regions this year.
It includes Turkmenbashy International Seaport, carbamide plant in Garabogaz, petrochemical facility for production of polypropylene and polyethylene in Kiyanly, sanatorium and aqua park with entertainment centre in Avaza national tourist zone, Turkmenabat International Airport, combined power station in Mary, glass production facility Türkmenaýnaönümleri in Ahal Velayat, Serhetabat – Turgundy railroad as well as schools, medical facilities, comfortable residential buildings.
Construction of new phase of Turkmenistan – Afghanistan – Pakistan – India gas line, power and fibre optic lines on the same route, which according to President Gurbanguly Berdimuhamedov would serve to economic growth of the countries and wealth of the nations in the region, are among the projects that have been launched this year.
Potential of agrarian sphere is steadily growing. New livestock and poultry complexes, hothouse farms have been opened under implementation of the State import substitutive and export increment programmes. Due to important decisions taken at the first session of the People’s Council, actual impulse has been given to the reforms in agriculture, which would bring national agricultural complex to new levels.
Foundations of new modern villages have been laid in Ak Bugday, Gyoktepe and Kaahka etraps of Ahal Velayat according to the National Programme of improvement of social and living conditions of rural population until 2020.
In general, all of these makes conditions for dynamic economic growth of Turkmenistan in 2019, which is indicated by the forecasts of the world financial structures including International Monetary Fund.
Foreign course based on the principles of positive neutrality, peace, goodwill and beneficial cooperation pursued by the Head of the State brings actual results. Constructive initiatives of Turkmen leader aimed at the development of balanced solution of current issues and problems of time, intensification of fruitful partnership in regional and global scale, which were made at the United Nations General Assembly and other important forums, have received wide recognition and support of the world community.
Mass cycling ride and International rally Amul – Hazar 2018, which were organized on occasion of the World Bicycle Day instituted by the UN by proposal of Turkmenistan, the World Weightlifting Championship are among remarkable events of 2018. These sport events have improved the world image of our country and gave new impulse to physical training and sport movement.
Bright New Year performance with the participation of the art masters has been expanded in Mizan centre during the event. New song “Arzuw”, which lyrics has been written by President Gurbanguly Berdimuhamedov and music by his grandson Kerimguly Berdimuhamedov, raised special enthusiasm of the participants. Distinguished by modern style and arrangement, the song was performed in Turkmen, English and German. The song penetrated the soul of all audience with its beautiful tunes and heartfelt lyrics, having left enthusiastic impressions indicated by the storm of applauses.

Salome Zurabishvili, 66, was sworn in as Georgia’s fifth president for a six-year term on December 16 in an oath-taking ceremony in the eastern Georgian town of Telavi.
“I, the President of Georgia, before the God and the Nation, declare to observe the Constitution of Georgia, defend the independence, unity and indivisibility of the country, to perform faithfully the duties of the President, to take care for the security and welfare of the citizens of my country and for the revival and might of my nation and homeland,” Zurabishvili said, holding her hand on the Georgian constitution.
After the oath-taking, Zurabishvili delivered the inauguration speech in presence of invited guests, foreign dignitaries, government members and lawmakers from the ruling party and Georgian soldiers. President Giorgi Margvelashvili attended the ceremony as well.
The oath-taking ceremony marked entry into force of the new constitution, which completes the country’s transition from semi-presidential to parliamentary system of governance.
The new constitution will further reduce president’s executive powers, a process launched in the 2010 constitutional amendments and finalized in the 2017 constitutional changes.
This also marked the last time the head of state was elected through direct ballot. According to the new constitution, which entered into force upon Zurabishvili’s inauguration, the head of state will be elected by a 300-member Electoral College for a term of five years starting from 2024.
A day before the oath-taking ceremony, on December 15, President-elect Salome Zurabishvili laid a wreath at the memorial of fallen Georgian soldiers at Heroes’ Square in Tbilisi. She also visited the Mtatsminda Pantheon, a cemetery of public figures in Tbilisi.
The Presidential runoff was held on November 28. The ruling party-backed candidate Salome Zurabishvili obtained 59.52% of the votes, while her challenger – Grigol Vashadze of the United Opposition finished with 40.48% of the votes. Vashadze did not accept the election results, citing mass election fraud.
After taking the presidential oath in the historic castle of Telavi Salome Zurabishvili has been sworn in as the fifth and first ever female president of Georgia.
She will hold office for a six-year term.
In her oath, she promised to defend the Georgian constitution, independence and unity, provide for the security of the Georgian people and the prosperity of the entire country.
“I take responsibility to be the president of each citizen of Georgia. I appreciate those who did not vote for me. I am also aware some parties have a different position towards the recognition of my presidency. I will defend the freedom and rights of the citizens, I will be the guarantor of the rule of law. I will be sure to strengthen civil society and improve the political culture. Now, when I am the fifth president of Georgia, I am proud that we have managed to carry out the transfer process peacefully. One more democratic step has been made,” Salome Zurabishvili said at the ceremony which was attended by 150 high level guests from 55 countries.
She has also pledged to do all for Georgia's development and help the country achieve its major goals including Euro-Atlantic integration.
In her speech Salome Zurabishvili has emphasised that every former president has made their contribution to the advancement process of the country.
“Georgia is facing a great challenge now - Abkhazia and South Ossetia are occupied by Russia. There is the occupation line inside the country where our citizens are being kidnapped. This is not acceptable for a sovereign state. We are not going to tolerate this,” President Zurabishvili said.
A number of new regulations, including constitutional amendments, also came into force today.
The constitutional reform carried out in 2017 introduces a new model of government which is characteristic for a parliamentary republic, meaning that the next president will not be elected directly by the people. The new president after Zurabishvili will be elected for a five-year term by a special 300-member council starting in 2024.
President Salome Zurabishvili’s Inauguration Speech
After being sworn-in as Georgia’s fifth President at a ceremony held in the eastern Georgian town of Telavi, Salome Zurabishvili delivered her 25-minute inauguration speech.
Below is the official translation of Zurabishvili’s inauguration speech as provided by her office:
“Mr. Prime Minister, Mr. Chairman of Parliament,
Your Holiness, Spiritual Leader of our Nation,
Excellencies and Distinguished guests,
My fellow Georgians, my fellow Abkhazian and Ossetian brothers,
My fellow compatriots living abroad, in particular those who came for this occasion and are here with us today.
I want to take this moment to welcome those who represent the descendants of our first political emigration. It is a powerful symbol that I have become President of Georgia as we are celebrating the 100th anniversary of Georgia’s independence.
History’s circle has turned. A descendant of Georgia’s first emigration, forced into exile following the Soviet Red Army’s invasion has returned to this country to be sworn in as commander-in-chief.
As many times throughout its history, Georgia stands at the crossroads. Once again, we are facing great challenges. Telavi, the place we are gathered embodies this country’s history: its battles, its challenges and its achievements. The place I have chosen is somehow regarded as a historical “memory card” for the Georgian Nation. King Erekle fought for our country’s development and unity. He created the modern Georgian army and won numerous battles. He laid the groundwork for the creation of a modern European nation.
But it is also here in Telavi, that King Erekle’s plans to create a modern state, establish new standards and put our country on the path towards Europe, were shattered. It is here in Telavi that the country’s western progress was halted. Georgia’s opportunity to develop as an independent, united and strong country was blocked. Many factors were involved, including foreign interference.
Nevertheless, after restoring independence Georgia resumed its journey towards building a truly European state. We are now in a critical phase of this development.
Standing here in Telavi, our way forward is also clearly visible. Uniting the country, pacifying society, strengthening and establishing our place in Europe – these are our primary goals.
We wasted too many years in political divisions. As President, I will lead by example. I will demonstrate to my fellow citizens that national consensus is of utmost importance for Georgia’s development and unification.
It is not a political coincidence if I decided to take the oath of office in this city. I have decided to address the wider society from the very place where I failed to win a majority of votes in the election runoff.
I am thankful to everyone who trusted me with their vote in the elections.
I am grateful to the “Georgian Dream” party for supporting me as an independent presidential candidate. In doing so, it took a vital democratic step towards a Presidency that strives to stand above the fray of party politics.
I respect voters who did not cast their ballot for me. I am also aware that different parties have taken controversial positions, even regarding my recognition as President.
Regardless, I have a constitutional duty to be the President of all Georgians, to be the President of every citizen of Georgia from this day forward. Inclusiveness is of the main principles of democracy. The modern state is based on the premise that an elected President is duty-bound to serve each and every citizen.
I will do everything in my power to guarantee individual rights and freedoms. I will defend the rule of law. I will strive to strengthen civil society and further improve the country’s political culture.
But we should all work in the same direction. The independent media, the non-governmental sector, and every citizen can and should play a positive role in building a more united country.
Today, I have become the fifth President of Georgia. I am proud that the transition and transfer of power processes were managed in a peaceful and orderly fashion. In this regard, we have taken an additional step in this country’s democratic history.
I want to emphasize that all previous Presidents have made a contribution towards the creation of an independent and democratic Georgia:
One century ago, the leaders of the First Republic adopted a constitution which was regarded as modern and progressive for the time.
President Zviad Gamsakhurdia played the greatest role when he called for a referendum and proclaimed the act restoring Georgia’s independence from the Soviet Union.
Eduard Shevardnadze was the first to initiate the path towards Europe and the Euro-Atlantic space.
Mikheil Saakashvili, during the first stage of his presidency, laid the foundations of numerous significant reforms.
During the presidency of Giorgi Margvelashvili, new steps were taken towards strengthening the democratic process and reinforcing stability.
My promise is to take all necessary steps to make our country’s democratic development and its European future irreversible. Nothing can nor will hinder my determination to achieve these objectives.
The development of a modern state rests upon strong and lively regions. I made a defining decision in this regard. I choose to hold the presidential inauguration, not in the capital of Georgia, but in one of its regions, in the region of Kakheti.
A modern, European country requires the balanced development of the regions and the capital. Throughout our history in fact, Georgia’s provinces were its pillar and underpinned its strength. We should merge this historical experience with the modern European example.
The regions of Georgia have great potential. It is therefore important that we maximize regional opportunities for progress and open up new prospects.
My dream, a dream shared by all Georgians, is that as many people as possible, as many emigrants as possible, will return to their villages, to their abandoned homes.
This is an issue which entails great effort. It is premised on preserving ongoing relationships with those who live in those regions. Just as I am here today, with the people of Telavi, I will come to every region throughout my presidency. I will be with my people.
Georgian society is united around the issue of its European future. By electing me, the Georgian people yet again voted for the European path.
The EU association agreement and visa liberalization have opened up great opportunities for us, and we have solid support from our western friends and partners.
This process should be accelerated. The will of the Georgian people is expressed in the new Constitution: a forward path towards the European Union and NATO. Together with our strategic partners – the United States of America and European nations – I will take this process forward. I will make use of all my experience and contacts in international organizations and the European Union to achieve our common purpose.
We will consistently take active steps to reach those aims. We will deal with internal and external challenges honorably, accomplish reforms important to our country, and consolidate democratic institutions. Our goal is to reinforce our democratic credentials and become an increasingly mature democracy.
We will join Europe. But we must join Europe with our values, our identity and our culture.
We Georgians, with our ancient, rich and unique culture, based on Christianity, can make a contribution to the world. Georgian civilization can and should proudly take its place on the international stage.
The essence of Georgian identity is tolerance. Throughout centuries our tradition has been one of peaceful co-existence with religious and ethnic minorities. Georgia is uniquely known for never having experienced antisemitism. Because we live in a world where tolerance is increasingly challenged, we should strengthen this tradition of tolerance to inspire others. With this in mind, we should make Georgian culture and identity better known.
Culture is what a nation is based on. While our culture provides a strong foundation, it needs to be protected and attended to. Culture will be one of my main priorities. But culture without education is unthinkable. I therefore want to express my deepest respect to all teachers and educators. You are those who raise our children. In other words, you hold our future in your hands.
I will be the first woman president in the history of Georgia.
By electing me as President, we have demonstrated that Georgia is a progressive nation. 100 years ago, in the first elections of democratic Georgia in 1918, women enjoyed equal rights. 5 women were even elected as members of Parliament. These were exceptional achievements even by European standards.
Today, we have broken a new glass ceiling in Georgia’s longstanding history of women’s rights. We have taken another bold step – an example which still stands out as an exception in a world with only 11 sitting women Presidents. By taking this historical decision, we confirm that the role of women in Georgia is expanding. We demonstrate that equality is not a strange word.
Georgia is up against big challenges. Abkhazia and Tskhinvali* are occupied by Russia. The occupation line penetrates deeply into our country’s territory. Our citizens are abducted every day by a foreign power. This is unacceptable for any sovereign state. We will not tolerate this.
People living in these areas need more attention and security. We need to achieve a higher level of security. For this reason, we continue to closely cooperate with our partners and with the European Union’s Monitoring Mission. Cooperation with NATO needs to be increased and strengthened.
Reinforcing security in the Black Sea region is also one of our main priorities and will entail a higher degree of support from our western partners.
I will be actively involved in negotiations with our American and European partners to achieve our long-espoused goals as soon as possible.
Georgia’s defense capability depends on the professionalism of its armed forces, on their operational readiness and on modern equipment. Strong national unity is a political condition for all of the above.
I have the deepest admiration and full confidence in the armed forces of Georgia. I respect our soldiers and veterans. I want you to be sure that I will be fully involved in increasing the defense capabilities of our armed forces. Reinforcing the army and enhancing the defense of our country is my priority.
As Commander-in-chief, I condemn all recent attempts to divide the army on ideological and political grounds. They are totally unacceptable. Such actions damage our country and strengthen our enemy.
I will visit our soldiers in Afghanistan who fight side by side with our foreign partners. They are fighting against global challenges which present a threat to international, regional and national peace and security. Our soldiers fulfill their mission with dignity. Some have paid the heaviest price by giving their life in this battle.
Peace and stability are the main preconditions for the advancement of human society. A peaceful and stable Caucasus is necessary, not only for this region, but for the entire world. Georgia will have to strengthen its position in the Caucasus. We can regain our historical role in this region. We should shoulder our share of this collective responsibility.
As our neighbor in the Caucasus region, Russia has an obligation to fully recognize and implement international law and internationally recognized borders. That is the condition for it to be accepted as a full member of the international community and normalize relations in the region. That is the condition for it to establish equal and peaceful relations with its neighbors.
Georgia is located in a region that offers opportunities to implement interesting economic projects. We have to become the regional center of economic security and stability. To achieve this aim, it falls upon us to make our country even more attractive.
To implement this vision, we will need more initiative and innovation. This is the function and the obligation of our youth towards this country. This presents a positive prospect for the next generation. I am ready to support them fully by helping to attract foreign investment and promote the implementation of new ideas.
Keeping our society together entails solidarity.
Solidarity between generations has been a historical trait of this Nation. It should not be lost.
Social solidarity is a prerequisite of a healthy and stable society. Where there is mutual compassion, assistance, and support, there is stability. And with stability comes opportunities.
Solidarity means that we remember and support those who need to be cared for: vulnerable people, single mothers, people with disabilities.
I will stand with our refugees. I will stand with those families whose children have only heard about their roots from their parents. I know only too well the values that help these families survive – immense patience, steadfastness and hope. This very notion of hope is what binds us together as a society.
I do believe that Georgia will restore its territorial integrity. We have to remember that our fellow citizens are living in occupied territories. It is our duty to find a way forward and strive for reconciliation. We have a long shared history with both Abkhazians and Ossetians. We are relatives. We have families in common. We have no alternative but to find a way forward to help future generations in these regions. Today, as never before, the Abkhazian language and identity need protection.
Our country needs to stabilize and develop. We have strong human resources, economic potential, and a talented new generation. But we have to believe in ourselves and our abilities, and take responsibility for our future. I came to Georgia, I came back to Georgia, because I believed in my country. I believe in it now more than ever. It is our national duty to believe in Georgia’s future: an independent, strong, free, modern, tolerant and European country. That is the future of Georgia!

Tomorrow, on November 28, the Second Round of Election of President of Georgia will be held. With regard to the election, today, Ana Mikeladze Spokesperson of the Central Election Commission (CEC) of Georgia held the final news briefing.
3 703 electoral precincts are ready to hold elections, including 55 precincts abroad and 11 precincts established in exceptional cases.
Voters will cast their votes in the Second Round of Presidential Election of Georgia at the same electoral precincts which were opened for the First Round of October 28 Presidential Election where they already participated in the polling.
“It should be underlined that electoral precincts opened abroad tomorrow will work for additional hours and voting procedure will last until 24:00 according to the local time of respective country which will give our fellow citizens more opportunity to use their constitutional right.
In reference to Afghanistan, the Georgian armed forces serving in Afghanistan voted yesterday. Their votes will be counted on November 28th at the CEC after the end of polling in Georgia”, stated Ana Mikeladze.
On November 28, two candidates will participate in the presidential election, namely, №5 Grigol Vashadze and №48 Salome Zourabichvili.
Tomorrow the voter will be given one ballot paper where he/she should mark sequence number of only one desired candidate. In case sequence number of more than one candidate is marked, or all candidates are crossed or no sequence number of any candidate is marked, such ballot papers will be annulled and won’t be deemed as a valid vote. It is noteworthy that the rule to fill in the ballot paper is publicly displayed at all electoral precincts and is available to voters.
“We would like to remind you that voting is secret. Any kind of control over the will of the voter is unacceptable. Herewith, I would like to underline that photo-video recording in the polling booth is forbidden,” noted Spokesperson.
On November 28th, at 08:00 morning all electoral precincts will be ready to serve the voters. Ballot papers are handed out to electoral districts which are printed into Georgian, Armenian, and Azerbaijani languages and trilingual ballot papers (Georgian-Azerbaijani-Armenian) are printed for four precincts. The process of distributing the electoral documentation and relevant materials to precincts is underway.
The total number of voters amounts to 3 528 658 for the November 28 elections.
It is worth mentioning that for November 28 elections are registered and will be monitoring elections up to 17 000 proxies of electoral subjects, more than 48 000 domestic observers and more than 1300 international observers. Up to 2 300 journalists will cover the electoral process.
On November 28, at 20:00, once the polling process is completed vote counting procedures will begin. Following the completion of all official procedures at the polling station, the PEC summary protocols will be sent to relevant District Election Commissions (DECs). DECs through the special program, in earliest possible time, will electronically send summary protocols to the CEC and CEC upon its receipt will gradually upload summary protocols at special website www.results.cec.gov.ge.
It is noteworthy that for ensuring transparency of the electoral processes, the CEC enables every interested person to observe the process of summarizing the preliminary results at the CEC via internet livestream. A 360-degree camera will be used to broadcast the process through CEC official Facebook account, Youtube and CEC official website”.
CEC Call Center - 2 51 00 51 and online chat of the Central Election Commission will operate for 24 hours. Persons with disabilities and ethnic minorities may also enjoy the same services from the CEC Call Center. Citizens may address the CEC and receive any election-related information.
On November 28, Media Center will also operate continuously at the CEC enabling representatives of the media and observer organizations to receive relevant information. The news briefings will be regularly held during the whole day at Media Center.

Upon completion of the ceremony of signing the bilateral documents, Presidents of Turkmenistan and Azerbaijan held a press conference.
Commenting on the outcomes of the top-level talks, President Gurbanguly Berdimuhamedov underlined the constructiveness of the talks that focused on the aspects of the bilateral relations, their status and prospects as well as the regional and global agenda.
It was noted that Turkmenistan and Azerbaijan demonstrate the identity or similarity of the positions on the important international aspects, first of all, with regards to the maintenance of stability and security in the region and the world as well. The head of Turkmenistan thanked Azerbaijan for the support of all the initiatives put forward by our country. In turn, Turkmenistan regularly supports fraternal Azerbaijan.
The President of Turkmenistan noted that the exchange of views on the cooperation on the Caspian Sea that unites the two countries took place during the talks. As is known, the Convention on the legal status of the Caspian Sea has been adopted recently. President Gurbanguly Berdimuhamedov emphasized that standing for that the Caspian Sea always be the sea of peace and good neighbourliness we would continue pursuing this policy.
A wide range of issues of the Turkmen-Azerbaijani partnership in the trade and economic sphere, including in the context of such promising areas as agriculture, construction, industry, new technologies, transport were considered during the talks.
Among the main areas of cooperation, the Turkmen leader specified the energy sector. There are wide opportunities for the consolidation of the efforts to export energy sources to the regional and international markets. The work of the Intergovernmental Commission on Economic Cooperation of Turkmenistan and Azerbaijan significantly contributes to ensure the further productive cooperation.
The head of state noted that the common historical and cultural roots of the peoples of Turkmenistan and Azerbaijan served as a key factor for the development of the cultural and humanitarian cooperation. At the present, the good traditions, being passed on to the future generations and contributing to their education in the spirit of patriotism and national values, find their continuation.
In this context, President Gurbanguly Berdimuhamedov noted, the talks touched upon the theme of applied arts, traditional for our peoples – carpet weaving. Turkmenistan and Azerbaijan have always been famous for their carpets. The leaders of the two states underlined the importance of organizing carpet expositions in both countries, and considered the opportunity an International Conference.
Thus, a wide range of issues were considered and a solid package of documents was signed. In this regard, addressing the representatives of the media, the President of Turkmenistan focused on two aspects, the first of which is transport. The parties expressed their intention to develop the transit corridors and the corresponding logistics system. It was also agreed that a special commission of Turkmenistan and Azerbaijan will be responsible for the above-mentioned issues.
In this regard, the President of Turkmenistan noted that Turkmenistan and Azerbaijan had many significant examples of partnership, including the signed Agreement on the creation of a transit transport corridor between Afghanistan, Turkmenistan, Azerbaijan, Georgia and Turkey with access to the European direction that connects Central Asia with Europe along the East-West line. As for the partnership with specialized international structures, there are good opportunities for cooperation, in particular, through TRACECA, IRU among others.
President Gurbanguly Berdimuhamedov noted that an international conference would be held on November 28. “Today, we have discussed that we could provide the member countries with certain preferences, for example, preferential tariffs, etc. Now, the most important thing is to develop the proper logistics”.
The President of Turkmenistan also focused on the Programme on Trade and Economic Cooperation for 2019-2021 that was signed on the outcomes of the top-level talks. The programme will also contribute to the further diversification of the product range. At present, according to statistics, the turnover rate increases every passing year, and as compared to the same period of 2017, it increased by about 17 percent. Speaking about this, the head of Turkmenistan underlined the important role of the work of the Intergovernmental Commission for Economic Cooperation.
President Gurbanguly Berdimuhamedov noted that the top-level talks between Turkmenistan and Azerbaijan were held in an atmosphere of mutual respect and trust, demonstrating the mutual commitment of the parties to the further mutually beneficial cooperation.
Taking this opportunity, the President of Turkmenistan thanked President Ilham Aliyev for his personal contribution to strengthening of the Turkmen-Azerbaijani friendship, and addressed the best wishes to the distinguished guest and the entire fraternal people of Azerbaijan.

Turkmen capital hosted the opening ceremony of the World Weightlifting Championship. This event became another evidence of turning of Ashgabat to recognized international sport centre and wide support of targeted strategy implemented under the leadership of the Head of the State for development of physical training culture and sports by the world community.
Game Sports Complex, which is the part of the infrastructure of the capital Olympic village, was the place of the opening ceremony. Festive atmosphere reigned at the stands, which gathered numerous spectators. Everybody was waiting impatiently for the beginning of the ceremony marking the beginning of the competitions, which would be watched by wide audience of fans in different countries of the world.
Long-awaited moment came. In the solemn atmosphere, soldiers of the Guard of Honour brought the State flag of Turkmenistan to the arena. National anthem of Turkmenistan was played, under which magnificent sounds emerald canvas was hoisted above the stands. Traditional Turkmen ornament emerged on the arena filled with green light.
After, bright theatre literature and music performance expanded at the arena of the complex. Countdown of the last 10 seconds until the beginning of the event was started. The figures were displayed on the arena replacing each other and all participants counted down it loud.
The field of the sport complex lit with bright beams of the spotlights, is filled with sky blue colour and the map of our country with ancient caravan routes appeared on it. This part of the performance was named “Turkmenistan – the Heart of the Great Silk Road. Big image of the book of President Gurbanguly Berdimuhamedov appeared on the arena. Use of modern laser equipment allows lying moving caravan of camels, which seemed to be floating above the hall.
The book is opening and the field turns into star sky with the Great Bear or Edigen as it is called by Turkmens appears in front of the eyes of delighted spectators. Little boy and legendary wise man and spiritual guide of the nation Gorkut Ata speaking of the universe, its set up and the Milky Way appeared on the stage.
At this moment, the field is filled with young participants of the show – the children from dance ensembles and gymnastic sections. They hold glowing balls symbolizing stars and planets. The ‘tagma’ symbols of the ancestor of the nation Oguzkhan are displayed on the arena by laser beams. Gorkut Ata tells to the boy that the way of Turkmen nation is as light as the Milky Way and these roads are connected with the route of the Great Silk Road.
Next part of the show – “Music of Peace, Music of Friendship and Brotherhood” starts. This is the name of the book of President of Turkmenistan Gurbanguly Berdimuhamedov, which content is filled with the feeling of unbreakable relation of times and generation, history and presence of Turkmen culture. Outstanding Turkmen musician Shukur-bakhshy appeared on the arena, which slowly is coloured in gold colours like the colour of magnificent Karakum desert, and started to play dutar. Boys and girls in national dress were around him. Charming sounds of dutar seemed to fly through the time, space and distances, urging the peoples of the planets to peace, friendship and brotherhood.
The melody subsided and turbulent invigorating spring appeared in the centre of the field and turned into water surface. Boys and girls performed original dance and the image of Water horse appeared on the arena coloured in blue. Inspiring words from book of the Head of the State “Rapid Pace of the Horse” were sounded.
Not a single celebration is held in Turkmen society without ahalteke horses from ancient time until our days. One of the best representatives of this famous breed – excellent Akhan dressed in decorated harness and traditional horse decorations, appeared in the centre of the arena. As is known, this horse from Ahalteke Equestrian Complex was listed in the Guinness Record Book as the winner of absolute world achievement.
Prancing with lightness and pride, Akhan left the arena, which turned into blooming spring field as by magic. This part of the performance was named after book of the President of Turkmenistan “Worshiping of Mother – Worshiping of Sacred Thing” and dedicated to wise original traditions and customs of Turkmen nation carefully passed from generations to generations. Under the sounds of guydduk and gopuz, ‘lyale’ girl songs were performed and the field is covered with beautiful Turkmen carpets and with the elements of national ornaments afterwards. Folk and dance ensembles of the country demonstrated their bright performance skills.
Undoubtedly, no celebration is held without ancient rite ‘kushtdepdy’ dance! Being original embodiment of unbreakable tie of times and generations, it became integral part of not only national but also the world cultural heritage. Therefore, ‘kushtdepdy’ dance was entered to the Representative List of Intangible Cultural heritage by the UNESCO.
Celebration was continued by the plot dedicated to Amul – Hazar 2018 rally, which was held in our country in September this year. Sport vehicle drove to the field, which is coloured again in gold colour of the Karakums, and made symbolical drifts, the route of eco-rally-raid, which brought together the racers from all over the world, run along legendary Great Silk Road, which is restored in new historical conditions this time.
The next part of the performance was held under slogan “Sports – The Way toward Friendship, Health and Beauty”. Turkmen athletes representing various sports appeared under energetic music accompaniment on the arena lit up by the spotlights and rainbow colours. The sportsmen includes field and track athletes, cyclists and of course the weightlifter who imitated the moment of lifting the weight demonstrated the determination to contest for the medals of the championship.
Original laser and light show was the top event of theatrical performance. Owing to modern multimedia equipment, the arena seemed to start moving and 3D images of the State Symbol and Flag of Turkmenistan, the Earth and flags of the countries participating in the World Weightlifting Championship appeared on its surface. Dynamic symbols of various sports emerged on the field replacing each other. Symbolical image of the weight and the emblem of the World Weightlifting Championship in Ashgabat was projected to the arena.
Laser beams picture the image of Ashgabat 2017 Games – friendly and faithful Vepaly, the alabay, which lifts the weight, ahalteke horses riding like a wind, caravan of camels going through Turkmen land. Slogan of the current year “Turkmenistan – the Heart of the Great Silk Road” appeared on the field.
“Go, Go, my Lovely Motherland, Turkmenistan” and “Ashgabat. The World Weightliftign Championship” emerged on the arena.
After laser and light show, the ceremony was continued by retiring of national Flags of countries participating in the world tournament, which appeared in alphabetic order. as per tradition, this original parade is completed by the State flag of the host of the championship – Turkmenistan.
After, the greeting of the President of Turkmenistan to the participants of the World Weightlifting Championship was read in solemn atmosphere. The greeting of the Head of the State was listened with great enthusiasm and met with loud applauses.
After, the floor was given to President of International Weightlifting Federation (IWF) Tamas Ajan, who addressing the participant highlighted that he is sincerely glad to see everyone in Ashgabat - beautiful capital of Turkmenistan, on the opening ceremony of 2018 World Weightlifting Championship. It was mentioned that there are several reasons for this tournament to be important. For example, the world weightlifting tournament would be held in 20 weight categories for the first time in the history.
The Head of IWF expressed the hope that new records would be set during these competitions and that these records would be distinguishing feature of the tournament. It was mentioned that this championship is the first step in the qualification for coming Olympic Games in Tokyo. It is also the first championship in Olympic sports that is held in Ashgabat.
Having highlighted that Turkmen side created optimum favourable conditions for this tournament including excellent sport facilities, Tamas Ajan expressed the gratitude to the President of Turkmenistan for big support and significant input to the development of the weightlifting.
The culmination moment came and the World Weightlifting Championship was announced to be opened!
Song “Go, Go, my Mother land, Turkmenistan!” written by President Gurbanguly Berdimuhamedov and performed by national art masters was the bright final chord of sport festival.
Fire of the torch built above the head of giant horse decorating the dome of the capital Olympic village was lit up again in honour of the opening of the World Weightlifting Championship as a symbol of the triumph of sport, peace and friendship, invariable commitment of Turkmenistan to ideals of international sport movement.

Election of President of Georgia will be held on October 28th. Citizens of Georgia will elect the president for a six-year term. 25 presidential candidates participate in elections, including 19 nominated by political parties and six – by initiative groups of voters. 3 703 electoral precincts are ready to hold elections, including 55 precincts abroad and 11 precincts established in exceptional cases.
Two electoral precincts were opened in Afghanistan for Georgian armed forces dislocated abroad where polling already took place and the vote counting will begin on October 28th in Georgia once the voting is completed.
The Total Number of voters amounts to 3 518 877, together with persons registered abroad for elections, including 14 795 citizens registered abroad based on Georgian legislature.
The Election Administration (EA) offered a number of services to voters to simplify the process of verifying personal and family data in the unified list of voters. Overall, voters used such services more than million times (1 182 031) and verified their data in the voter list. Voter lists and its public versions are placed at Precinct Election Commissions (PEC).
On October 28th, at 08:00 morning all electoral precincts will be ready to serve the voters. Ballot papers are handed out to Electoral districts which are printed into Georgian, Armenian, and Azerbaijani languages and trilingual ballot papers (Georgian-Azerbaijani-Armenian) are printed for certain precincts (4). The process of handing out the electoral documentation and relevant materials to precincts is being actively launched. Precincts are equipped with all necessary inventory.
Two magnifying sheets will be available for voters with vision impairment and a tactile ballot guide for filling in ballots for blind voters every electoral precinct. Posters depicting the voting process is available for voters at every polling station. More than one-third of precincts are adapted for voters using wheelchairs, namely, 1264 adapted electoral precincts are available for voters using wheelchairs along with special voting cabins.
On October 28th, in addition to Election of President of Georgia, Sakrebulo By-elections to be held through majoritarian contest will be conducted at 6 polling stations in Terjola and Samtredia municipalities where the total of 7 925 voters are registered. 8 candidates are registered for Sakrebulo By-elections (4 in Terjola and 4 in Samtredia). Voters participating in Sakrebulo By-elections at 6 electoral precincts will be provided with two ballot papers, one for the presidential election and one for Sakrebulo By-elections.
In 2018, political parties and domestic observer organizations were enjoying the new technologies of the EA namely they were appointing members, proxies of the electoral subjects and observers at election commissions through online registration program.
It is noteworthy, that more than 82 000 proxies of electoral subjects, more than 22 000 observers of 73 domestic observer organizations and more than 1100 international observers of 58 international organizations registered for the presidential election will monitor the elections. Electoral process will be covered by more than 2000 journalists of 125 media organizations; among accredited media outlets, 31 are international and 94 are domestic media organizations.
According to election legislation, it is prohibited to conduct election campaign at the polling station on polling day. Therefore, we call on authorized persons at electoral precincts not to appear at the polling stations with advertising/agitation symbols and signs of electoral subjects.
On October 28, it is also prohibited to place paid or free advertisements on TV and radio broadcasters and publish public opinion polls before the polling ends.
Also, with regard to procedural violations on polling day, if proxies of electoral subjects and domestic observers identify violations, they shall immediately apply the relevant PEC with application/complaint; if the complaint is not responded appropriately, complainer may immediately appeal the above violation to upper DEC. Based on the legislation, any complaint submitted at CEC concerning violations detected at electoral precinct will be left undiscussed.
On October 28th, at 20:00, once the polling process is completed vote counting procedures will begin. Following the drawing up the PEC summary protocols, they will be sent by relevant district election commissions to the CEC in earliest possible time and CEC upon its receipt will gradually upload summary protocols at special website www.results.cec.gov.ge.
Summary protocols are being uploaded to the CEC results summarizing center and operators enter the summary protocol data in the special program.
At the same time, those non-governmental organizations who are actively attending the CEC sessions and are monitoring the CEC activities and participate in the activities of the EA, may participate in process of summarizing results, more precisely, their respective observers may if they wish along with CEC operators enter PEC summary protocols in special electronic program.
It is noteworthy that for ensuring transparency of the electoral processes, the CEC enables every interested person to observe the process of summarizing the preliminary results at the CEC via internet livestream. A 360-degree camera will be used to broadcast the process through CEC official Facebook account, Youtube and CEC official website”.
CEC Call Center - 2 51 00 51 and online chat of the Central Election Commission will operate for 24 hours. Deaf and hearing impaired voters after registering at CEC web-page may receive relevant information in sign language through a video call. Armenian and Azerbaijani language speaking voters may receive CEC Call Center’s services in their respective languages.
The CEC Media Center will also operate for 24 hours enabling representatives of the media and observer organizations to receive relevant information. The news briefing will be regularly held during the whole day at Media Center.
According to the legislation, the EA is fully prepared to serve voters in a professional manner; we call upon voters to actively participate in elections. Also, we appeal to electoral stakeholders to respect the public interest, be highly responsible towards the electoral process, respect the rule of law, and support the conduct of elections in a peaceful and free environment and ensure the realization of the free will of the electorate.
In the morning, President of Turkmenistan Gurbanguly Berdimuhamedov took part in the opening ceremony of polymeric plant in Kyanly settlement, which would be the largest petrochemical facility in the region for polyethylene and polypropylene production.

The President of Turkmenistan goes to the place of the event. Exhibition demonstrating rich history and culture of Turkmen nation is opened in front of petrochemical complex. Music and dance composition with the participation of art collectives of Balkan Velayat added bright colours to the palette of event.
At the main entrance to the territory of new facility, the Head of the State cut symbolical ribbon under the applauses of the participants opening polymeric plant. President Gurbanguly Berdimuhamedov goes to the building where the event is to take place. The Head of the State is accompanied by foreign businessmen – the managers of Korean LG International Corporation and Hyundai Engineering Co. Ltd. And Turkish Çalik Holding, which are old partners of our country in realization of big infrastructural projects as well as Japanese TOYO Engineering Corporation, for which polymeric plant in Kiyanly became the first big project in Turkmenistan.
It was mentioned during the conversation that realization of this large-scale projects would be new important step in expansion of production capacity of national oil and gas industry, which development is treated with great importance. Intensification of gas processing segment is very current due to leading position of Turkmenistan in the world by gas reserves.
Turkmenistan pays great attention to the cooperation with Japan and the Republic of Korea including in the context of development of constructive dialog with the countries of Asian Pacific Region as one of strategic directions of its foreign policy and economic activity. Every year, this partnership, which is built of long-term basis under existing intergovernmental agreements and contract, gains new stimulus and specific content.
The Head of the State came up to the building where participants and guests of current event including the members of the Government, the Mejlis deputies, leaders of ministries and departments, public organizations, heads of diplomatic missions and international organizations accredited in Turkmenistan, representatives of national and foreign mass media have gathered. Addressing the participants, Turkmen leader congratulated all on this remarkable event – opening of new petrochemical complex for production of polyethylene and polypropylene in Kianly Settlement, Balkan Velayat.
President Gurbanguly Berdimuhamedov noted that recently, the 27th anniversary of independence of our country was widely celebrated. Before the Independence Day, the first session of the People’s Council has been conducted on high organizational level. During the session, important objectives for provision of further comprehensive and dynamic development of the country have been outlined.
For example, the volume of the main investments to the economy has grown by more than 50 times for the years of Independence. 68 percent of the investments, which make 124 billion UD dollars, were sent to production sphere, which allowed building more than 200 big facilities.
As is known, our state has huge hydrocarbon reserves and takes leading positions in the world by number of deposits, the Head of the State continued. Recently, big work is carried out for production and processing of this valuable material and its stable and reliable supply to consumers. Such large facility as Garabogazkarbamid plant, which was also put into operation recently, can be brought as example.
This year, the construction of Afghan part of Turkmenistan – Afghanistan – Pakistan – India gas pipeline has been launched. The opening of new transnational gas line will give the opportunity to supply the above-mentioned countries with 33 billion cubic meters of Turkmen gas per year.
It is very important for provision of prosperous life of Turkmen people, achievement of peace and sustainable development on the region and on the planet, President Gurbanguly Berdimuhamedov highlighted.
At the same time, our country not just export of mineral resources including natural gas to foreign markets but also pays great attention to the processing of raw materials. Efficient work aimed at production of necessary high quality and competitive goods from own resources is carried out.
This is visually indicated by the opening of new petrochemical complex for production of polyethylene and polypropylene in Kiyanly, which construction started on April 22, 2014. This big investment project to the amount of more than 3 billion 400 million US dollars was completed by the State Concern Turkmengaz together with Korean and Japanese companies. Production capacities of new complex were designed for processing of five billion cubic meters of gas per year.
High technology equipment of the facility allows producing 386 thousand tons of polyethylene and 81 thousand tons of polypropylene per year. After extraction of ethane and butane, which are used for production of the polymers, the remaining 4.5 billion cubic meters of pure gas would be delivered to gas pipeline system.
Qualified personnel has been trained for work at this high technology facility. More than 1,000 people had a training in training centres of the country and abroad. The plant has all conditions for productive work and comfort rest. The complex has canteen, hall and sport ground.
In this regard, President Gurbanguly Berdimuhamedov expressed the gratitude to all specialists and construction personnel who participated in creation of this powerful modern facility as well as to the representatives of Japanese and Korean companies.
The facility, which construction was planned under the Programme of development of oil and gas industry of the country until 2030, became visual evidence of turning of independent neutral Turkmenistan into industrially developed state and the country producing ready-made commodities as well as the evidence of great-scale work that is done in the sphere of using natural resources for the interests of the nation, the President highlighted.
The Head of the State noted that strict attention is paid to the requirements of ecological safety during construction of various facilities in Turkmenistan. Great attention is also paid to the introduction of innovations and modern technologies. All these aspects were considered during construction of new facility.
Opening of new powerful complex would support the improvement of positions of our country not only at the world market of oil and gas resources but polymeric products as well, the President of Turkmenistan said, having expressed the confidence that this facility would make significant input to the current achievements of the country and would serve for many years to future generations.
Having congratulated the participants again on the opening of new big petrochemical complex for production of polyethylene and polypropylene, the Head of the State wished strong health, happy and prosperous life to all and great success in work to the personnel of the plant. The speech of the Head of Turkmenistan was welcomed by load applauses.
The ceremony was continued by foreign guests. First, the floor was given to representative of Julius Kun Institute (Germany), Doctor of Agronomy and Gardening Margit Olle. Having noted that petrochemical complex in Kiyanly has been recognized as high technology innovative facility by Julius Kun Institute, Mrs Olle presented the relative Certificate and badge to the director of the plant.
Senior Advisor of the Environmental Health Trust (USA) Robert Dubua Morris noted that activity of his organization is aimed at the environmental protection and protection of public from potential ecological threats. It can be achieved by wise planning of economic activity, wide implementation of clean, environmentally friendly innovative technologies during realization of big industrial projects.
Construction of petrochemical complex in Kiyanly, which can be easily called as an exemplary from protection of Caspian Sea environment and provision of favourable ecological situation for the residents of the region point of view, is exactly this project, the guest noted and awarded the Certificate and relevant sign to the director of the plant.
After, the floor was given to Energy Department Head of Paul Sherrer Scientific and Research Institute (Switzerland), Professor, Doctor Urs Veidmann. Having warmly congratulated the Head of Turkmenistan on successful completion of construction of innovative energy complex, the representative of the largest scientific centre of Switzerland awarded the Certificate of Stability and Efficiency and relative sign to the director of polymeric plant.
Having thanked the guests for awards and certificates, President Gurbanguly Berdimuhamedov noted that he accepts it as the sign of high international rating of Turkmenistan, recognition of its success in use of innovative technologies during the construction of various facilities.
The President highlighted that large-scale industrial programme in the country is closely connected with environmental protection issues. Supporting the efforts of the world community for reduction of green gases emission, Turkmenistan pays great attention to wide implementation of modern environmentally safe and resource saving technologies in industry including in oil and gas, power energy and chemical spheres.
Having said that innovations and the best world practice would be introduced to all these spheres of the economy, the Head of the State expressed the gratitude for the recognition and support of the work carried out by Turkmenistan in this direction.
After, short video presentation about huge potential, success and achievements of national oil and gas complex was demonstrated to the participants on panoramic display in 360 degrees format with use of special effects and laser technology.
The culmination comes and under the applauses of the participants President Gurbanguly Berdimuhamedov starts the operation of polymeric plant pushing the button.
The monitors demonstrate the video, which was also made by special video equipment, about new facility and process of production of polyethylene and polypropylene.
The State Concern Turkmengaz completed 3 billion 400 million US dollars project together with foreign partners – LG International and Hyundai Engineering (the Republic of Korea) as well as TOYO Engineering Corporation (Japan). Three side contract was signed during official visit of President Gurbanguly Berdimuhamedov to Japan in 2013.
The facility has modern equipment from Japan, the Republic of Korea, Great Britain, Belgium, Germany, Denmark and other European countries. It has four main technological installations – gas separation, ethane processing, polypropylene and polyethylene production units. All processes are automated and control form the central post.
Advanced engineering solutions were implemented during installation of auxiliary systems of sea water intake and desalination, utilization, treatment and recycled use of process water, steam, air and nitrogen production, fire system, etc. The complex is with power from gas turbine generator. It has warehouses for chemical agents and ready-made polymeric products.
Production of polymers at Liyanly petrochemical complex is based on modern technologies, which distinguishing feature is a deep extraction of all additional components from raw material by unique schemes. In particular, COREFLUX™ technology is used at gas separation unit, which provides efficient extraction of methane and ethane from natural gas as well as widely used technology for extraction of so called ‘sour gases’ and mercury mixtures.
The ethane unit is designed for processing of 685,000 tons of hydrocarbon materials per year.
It is worth mentioning that the facility has developed the production of high-density polyethylene from the polymerization reaction of ethylene under law pressure. Innovene™S technology, which is among the three of the most utilized technologies in the world petrochemical industry, is used in this case. The licence was issued by INEOS Technologies (UK), which is one of the biggest international corporations that has chemical facilities bought from such giant of the industry as BP, ICI and BASF. By the way, this is the first licence of Innovene™S from INEOS Technologies in Central Asia.
Open door and beneficial interstate cooperation policy of the President of Turkmenistan, high growth rates of national economy, large-scale programmes of development of industrial sector, favourable investment climate make good prepositions for activation of the partnership with foreign business circles and wide implementation of the world practice in many spheres, first in scientifically based and high technology branches.
This is visually indicated by the fact that project of construction of Kiyanly petrochemical complex received special award of TFX (UK) as one of the ten best projects of Europe and Asia, which is financed by export credit agencies.
Total amount of credit agreements signed by the State Bank for Foreign Economic Affairs of Turkmenistan with Japanese International Cooperation Bank, Export and Import Bank of Korea and the Syndicate of financial institutions of Japan, Germany, France, Korea, China, Italy, Austria and Switzerland participating in the project us more than 2.5 billion US dollars.
All of these visually illustrate the interest and willingness to investment and technological cooperation with Turkmenistan from big world business, which indicate the trust to our country as to reliable, stable and responsible partners with good reputation, high international authority and big perspectives of growth.
After, President Gurbanguly Berdimuhamedov visited the section of ready-made production, which includes seven types of polyethylene and five types of polypropylene received in the process of adding of various components to polymeric material. This process, which is called compounding, gives the opportunity to modify the spectrum of the main features of polymeric item. Special equipment including the extruder is used for this important operation.
The granules of ready-made product go the warehouse where it is packed in bags of various weight.
Being very solid, durable and resistant to acids, bases, greases and oils as well as having excellent di electrical features, the polyethylene is used as a material for production of industrial and household products like films, plastic bags, pipes, cable insulation. Chemical containers, barrels, toys, dishware, kitchen and bathroom ware, sewing and furniture accessories, spares for vehicles and household equipment as well as big construction as playgrounds, wells, flyovers, etc. are made of the polyethylene.
Granulated polypropylene is highly requested at the world markets. The demand for this product is constantly growing in the last decade, which is related to several factors. This polymer is easy to process and has unique features like light weight, durability, resistance to high temperatures. Due to innovative technologies, there are more and more fields for its application. Wide variety of goods starting from packing film and plastic dishware to high technology details for cars and household electronics is made of polypropylene these days.
It is worth to mention that this summer, biaxial oriented polypropylene film facility with annual output of 21,000 tons has been put into operation at Turkmenbashy Refinery Complex.
As is known, the Garabogazkarbamid plant was opened one month ago in Caspian region with the participation of President Gurbanguly Berdimuhamedov and today, the monitors installed at Kiyanly petrochemical complex demonstrated the footages of the shipment of the first batch of production exported from the Garabogazkarbamid plant.
After familiarization with this production section, the President of Turkmenistan left the entry in the Book of Honoured Guests.
Specialists of the complex expressed the gratitude to President Gurbanguly Berdimuhamedov for construction of modern production facility of petrochemical industry with comfort conditions for work of personnel and assured that they would work hard.
On behalf of the personnel of oil and gas industry, the Head of the State receive commemorative gift.
Having wished success in work to the personnel of the plant, the Head of the State presented them with the keys for new vehicles.
After, President Gurbanguly Berdimuhamedov went to the place of tree planting event, having looked around the production facilities of new industrial giant on his way.
As per tradition, the Head of the state opened autumn green campaign, having planted the first tree. The participants of the event have joined the initiative of the President. Representative of all branches of national economy as well as diplomatic corps accredited in Turkmenistan and foreign guest took part in the event.
Mass tree planting event was carried out this day all around the country.
After all events, the President of Turkmenistan went to Turkmenbashy International Airport and flew to the capital.
