The President of Georgia: The Georgian Legislation Has Already Determined That a Marriage Is a Voluntary Union of a Woman and a Man For The Purpose Of Creating a Family

The President of Georgia, H.E. Giorgi Margvelashvili, has not appointed the referendum on defining a marriage.The President has discussed this issue at the special briefing today.
“At first, I would like to emphasize that I have a great respect for the referendum as an important form of implementing a direct democracy. I consider the referendum to be the tool that enables the politicians to hear the voices of the citizens; however, we should consider the essence of the referendum law.
The law clearly states that the referendum is conducted on the whole territory of Georgia. And, I am obliged, as the guarantor of the country’s unity and national independence, at first, to defend the country’s integrity and sovereignty.
Conducting referendum in the context when the Russian Federation has occupied 20% of Georgia’s territories and when, since the August 2008, the Russian Federation has recognized two of Georgia’s occupied territories as independent states, gives additional legal argument to the occupant country.
With regard to the proposal concerning the referendum, the proposed formulation is not a subject to the referendum, as this issue has already been resolved by the Georgian legislation and determined that “a marriage is a voluntary union of a woman and a man for the purpose of creating a family”.
At the same time, according to the legislation, it is prohibited to adopt a law or to make constitutional amendments through the referendum. Therefore, if such a desire to make constitutional amendments on this issue exists, I fully agree with the Prime Minister of Georgia – the Parliament of Georgia must review the relevant bill,” – was stated by the President of Georgia.

According to the President of Georgia, no referendum will be held on the issue of marriage. As the Leader of the country stated, Georgian legislation has already defined that the marriage is a voluntary union of a man and a woman.
Giorgi Margvelashvili said that he has great respect for the referendum as an important form of direct exercise of democracy but law clearly states that a referendum shall be held throughout the country.

The President of Georgia Pardons and Grants Clemency to 226 Prisoners

The President has signed a decree of pardon, according to which in total 226 prisoners were pardoned or granted a clemency. Among the pardoned, freedom will be granted today to 154 prisoners, including 8 females and 1 minor. The rest of the 72 prisoners, including 3 women and 2 minors, will receive various forms of clemencies.
"Within the period from July 18, 2016 to July 24, 2016, the Pardon Commission considered 1 585 cases.
As a result of the efforts of the Pardon Commission, the President pardoned and granted clemency in total to 226 prisoners on the first of August, 2016", - stated the Chairman of the Pardon Commission, Zviad Koridze.
The presidential decree has already been sent to the Ministry of Corrections and 154 pardoned prisoners will be granted freedom today.

One of the preconditions of our country's success lies within a prudent and flexible diplomacy adopted to the rapidly changing international scenery.
It is thanks to the professionalism and tireless work of Georgian diplomacy, among others, that today Georgia offers opportunities for peaceful development as it continues its unwavering path to the EU and NATO and implements important democratic and economic reforms, - Prime Minister of Georgia Giorgi Kvirikashvili addressed participants of Ambassadorial 2016.
According to the head of the Government, Ambassadorial gives Georgia's legislative and executive branches and diplomatic corps, a unique opportunity to summarize the last year's work together, to discuss the problems facing the country, and to make future plans, which consolidates even further our efforts in the international environment, challenging and yet full of opportunities. 
Giorgi Kvirikashvili indicated that last year, in the same format, different priorities and planned relevant actions were set, most of which have been successfully implemented through joint effort.
According to the Prime Minister, everyone realizes the complexity of today's trends in global politics, as well as the challenges facing Georgia today. 
As it was noted by the head of the Government, as it was evidenced by the July 8, 2016 Declaration of the Parliament of Georgia, despite the pluralism and difference of opinion in the country, nearly all political forces are unanimous when it comes to reaching the country's foreign policy objectives. As the choice of the Georgian people, this trajectory reflects the aspirations of society as a whole, aspirations for a state building upon democratic values and centered on the human being, human freedom and safety, and this is how Georgia will gain a foothold in the European family of nations. 
"To fulfill this request of Georgia's citizens, the country has progressed in leaps and bounds over the past few years. On July 1, the Association Agreement came into full force to make the dream of many generations: Georgia's economic integration and political association with the EU come true, and this is only the beginning of our EU integration. The process of visa liberalization between the EU and Georgia already bears witness to our political development, numerous successful reforms, and the country's European path in general. This process has entered the decisive phase, and we certainly hope that the EU member states will soon make a decision on granting Georgian nationals visa-free travel. This decision is not just about a visa-free regime. Rather, it will mark a turning point in Georgia's return to the European family of nations. This is why all efforts must be made to ensure the quickest possible resolution of this issue", - Giorgi Kvirikashvili indicated.
According to the Prime Minister, the support and pledge Georgia received at the NATO Summit in Warsaw reaffirm the deep and far-reaching unique partnership between NATO and Georgia, also testifying to progress on this path and confirming the inevitability of Georgia's eventual accession. 
" NATO remains steadfast in its support for Georgia's integration into the Alliance, promotes our country's greater defense capabilities, and increases efforts to ensure security in the Black Sea Region. All this means new opportunities for our country to shape itself into a part of a wider security region with some of its constituent states being NATO and EU members.
For its part, Georgia is a significant contributor to stronger international security and stability. As a responsible member of the international community, Georgia continues to participate in NATO and EU-led missions. We remain the largest non-member contributor of troops under the NATO Resolute Support Mission in Afghanistan. And this is a clear demonstration of Georgia's ability as a significant contributor to global security" - Prime Minister stated.
Head of the Government also emphasized the visit of US State Secretary John Kerry to Georgia, which reasserted that the United States of America remains Georgia's main ally. 
As it was noted by Giorgi Kvirikashvili, The Memorandum on Deeper Defense and Security Cooperation between Georgia and the US, which was signed during this visit, offers a totally new framework of partnership and covers the fields that are critical for strengthening Georgia's security and resilience.
" Ultimately, I believe that there are a number of fields, from security to economy and people-to-people contacts, which offer greater room and opportunity to boost our cooperation. Our Government will spare no effort further to deepen the strategic partnership between our countries and to advance it to a higher level. Georgia prioritizes continuing close, mutually beneficial, and respectful relations, and relevant joint projects, with its neighbors and other countries in the region. Georgia invests heavily to fulfil its function as a trade, commercial, and transit crossroads, and to transform into a regional hub, which, along with economic benefits, will bring about greater peace and stability in the region as a whole", - Prime Minister indicated and outlined that channeling greater diplomatic effort in this direction is a must. 
In his speech Prime Minister also elaborated on the occupied territories of Georgia and the relations with Russia.
"As 20 percent of our country's territories remain occupied, and our neighbor is carrying out an actual annexation of our country's integral parts, it is of course impossible to consider progress in relations with such a neighbor. Nonetheless, our pragmatic and balanced policy toward Russia-and this policy has no alternative-has resulted in averting war and armed conflict against a backdrop of constant provocations. Unfortunately, this is the reality we are facing, and changing this reality requires a far-reaching, prudent, and consistent policy from us.
In addition, the opportunities offered by our European agenda, which are designed to develop the East-West Corridor, may serve as a solid complementary foundation for promoting engagement and contacts between the communities separated by occupation lines. For its part, our Government will make an all-out effort to provide the populations of the occupied territories with access to the benefits offered by the EU Association Agreement and our participation in other integration processes," - Prime Minister outlined.
Head of the Government expressed his confidence that representatives of Georgian diplomatic corps will do your best to address the challenges facing Georgia.
Our honorable ambassadors, you are lucky to be representing a country that makes you exceedingly proud. Today Georgia is a worthy member of the free world; with its distinguished history and culture, democracy and peacebuilding policy, and aspirations to develop mutually beneficial relations, Georgia is a role model and a good examples for other countries to follow," - Prime Minister addressed Georgian diplomats. 
On behalf of the Government, Prime Minister of Georgia thanked Ambassadors and wished them even more success in their future endeavors.

Foreign Secretary of United National Movement Giga Bokeria comments on the statements by President Margvelashvili and Chairman of Constitutional Court Papuashvili after their meeting. He says that this is the managed process by Bidzina Ivanishvili.
“They say that their family members experience politically motivated pressure. The Prime Minister does not solve anything, the people directly subordinate to Ivanishvili's regime and they are carrying out illegal actions,”-Giga Bokeria said. 

President of Georgia talks about pressure on his family member

The President of Georgia Giorgi Margvelashvili said that there was an attempt of pressure on his family member. As Margvelashvili said today on the briefing he was not surprised by the statement of the Chairman of Constitutional Court.  
"This trend is not new. A month ago the policeman tried to pressure on my family member. This was an imitation and this is not surprising for me,”-Margvelashvili said.
The President of Georgia said that his family member was stopped in the street and his/her house was searched.

As soon as the occupation issue will be solved, we are ready to be in good neighborly relations with Russia – The President of Georgia Giorgi Margvelashvili said after the meeting with Slovenian Counterpart. Giorgi Margvelashvili highlighted Russian-Georgian relations and noted that Georgia will never accept the occupation.
“Russia had occupied two regions of Georgia and our policy is clear: we will never accept the occupation and this is the most important problem for us. We are waiting for the time when Russian politicians will be ready for dialogue with us,”-Giorgi Margvelashvili said. 

Congress member Teimuraz Chkuaseli joins Legislate Peace Campaign

In Tbilisi, Mr. Teimuraz Chkuaseli of Georgia Dream party joined the signature campaign to support the Declaration of Peace and Cessation of War of Heavenly Culture World Peace Restoration of Light. Teimuraz Chkuaseli, a member of Georgia Dream party and chairperson of the committee which deals with issues of diaspora and Caucasus has written books to deliver the message of peace to refugees in Caucasus. Also he said that peace is such a crucial matter to Georgia which persevered the history of invasion with its unique culture and customs on his video to support the Declaration of Peace and Cessation of War.
Also he said “For Georgians who have been wishing for peace for a long time, it is a pleasure that the Declaration of Peace and Cessation of War of HWPL exists.” HWPL Declaration of Peace and Cessation of War which is a declaration of international law proposed by members of HWPL international law and peace committee and proclaimed on 14 March 2016 in Seoul, South Korea in front of political leaders, chief justices, media and people with international reputations.
The declaration which is the initial stage of submitting practical 
international law for the cessation of war contains articles to complement blind spots of the existing international law. HWPL which presented the international law declaration is an international peace group working with different kinds of leaders as well as women and youths who are the center of public opinion. In September, 2014 HWPL has hosted the World Alliance of Religions' Peace Summit attended by 2,000 international leaders which was followed by the enactment of international law agreement ceremony. After one year, HWPL International law and peace committee which consists of former ,and current presidents, the chairman of the UN International law commission and international legal experts presented international law draft. 6 months later they proclaimed the Declaration of Peace and Cessation of War on 14 March 2016. The declaration above has contents to urge policies to solve religious conflicts and to spread the culture of peace as well as calling for the support of presidents of respective countries, which will also be sent to Mr. Giorgi Margvelashvili, the current president of Georgia.

The President of Georgia will sign the amnesty law today which was adopted by the parliament on 24 June, 2016.
As the press speaker of President of Georgia Eka Mishveladze said at press conference today, according to law more than 70 years old man (accused and convicted) and more than 65 years old woman (accused and convicted) will be free.
Accoriding to Eka Mishveladze, concrete statistics of number of amnestied people is not known for her.

The President of Georgia reaffirmed that Georgia will not try to solve its problems by the military way. This statement was made by Giorgi Margvelashvili at OSCE Parliamentary Assembly's 25th annual session. He called on all sides to get involved in the settlement process of the situation.
“I am proud that such important session, OSCE Parliamentary Assembly's 25th annual session holds in our country. In the country which made historical choice 25 years ago and said that wants to be modern, democratic, human rights-based European country. The way of protection of human rights, cooperation and negotiation are the values which united the mankind 4 decades ago. Helsinki process was resulted by it. Georgia is active participant of OSCE process and we believe that any problem should be solved by the way of negotiations,”-Giorgi Margvelashvili said.
