Sergey Lebedev: "The policy of Turkmenistan, based on the principles of Neutrality, deserves universal recognition and respect"

Sergey Lebedev, Chairman of the Executive Committee - Executive Secretary of the CIS, during his video message at the International Conference "Policy of Neutrality and its Role in Ensuring International Peace, Security and Sustainable Development", stated that over 25 years of permanent Neutrality, Turkmenistan has proved the effectiveness of its neutral foreign policy and its compliance with the long-term interests of the world community.

It was especially emphasized that such a policy of Turkmenistan, based on the principles of Neutrality, on the resolution of controversial issues and contradictions in international affairs by political and diplomatic means, deserves universal recognition and respect.

Сергей Лебедев, Председатель Исполнительного комитета – Исполнительный секретарь СНГ в ходе своего видеообращения на международной конференции «Политика нейтралитета и ее значение в обеспечении международного мира, безопасности и устойчивого развития» констатировал, что за 25 лет постоянного нейтралитета Туркменистан доказал эффективность проводимой нейтральной внешней политики и ее соответствие долгосрочным интересам мирового сообщества.

Было особо подчеркнуто, что такая политика Туркменистана, базирующаяся на принципах нейтральности, на разрешении спорных вопросов и противоречий в международных делах политическими и дипломатическими средствами, заслуживает всеобщего признания и уважения.

During the International Conference "Policy of Neutrality and its Role in Ensuring International Peace, Security and Sustainable Development" Secretary General of the Shanghai Cooperation Organization Vladimir Norov emphasized that the status of a neutral state contributes to the growth and strengthening of the authority of Turkmenistan in the international arena as a country aimed at developing mutually beneficial cooperation with all states and peoples of the world, as well as strictly complying with international legal norms and obligations.

 It was also noted that strict adherence to the principles of neutrality gave Turkmenistan the credibility of a reliable, responsible and consistent partner in international circles, whose steps are not subject to conjuncture and bias.

The SCO leader also in his video message to the participants of the International Conference expressed his congratulations to the Government of Turkmenistan and the Turkmen people on the occasion of the 25th anniversary of the country's permanent Neutrality.

В ходе международной конференции «Политика нейтралитета и ее значение в обеспечении международного мира, безопасности и устойчивого развития» Генеральный секретарь Шанхайской Организации Сотрудничества Владимир Норов подчеркнул, что статус нейтрального государства способствует росту и укреплению авторитета Туркменистана на международной арене как страны, нацеленной на развитие взаимовыгодного сотрудничества со всеми государствами и народами мира, а также неукоснительно выполняющей международные правовые нормы и обязательства.

Было также отмечено, что строгое соблюдение принципов нейтралитета придало в международных кругах Туркменистану авторитет надежного, ответственного и последовательного партнера, чьи шаги не подвержены конъюнктуре и предвзятости.

Руководитель ШОС также в своем видеообращении участникам Международной конференции выразил поздравления Правительству Туркменистана и туркменскому народу по случаю 25-летия постоянного Нейтралитета страны.

 

An international conference on the role of neutrality in maintenance of peace,security and development was held in Turkmenistan

Today, on December 12, Ashgabat hosted an international conference "Policy of Neutrality and its importance in ensuring international peace, security and sustainable development" dedicated to the 25th anniversary of permanent Neutrality of Turkmenistan.  

The President of Turkmenistan Gurbanguly Berdimuhamedov participated to the forum of international scale.

The event was attended by the leadership of Mejlis, Deputy Chairmen of the Cabinet of Ministers of Turkmenistan, heads of the ministries and departments of the country, chiefs of the diplomatic missions and representations of international organizations in Turkmenistan, rectors of the higher educational institutions of Turkmenistan, heads and representatives of local mass media, as well as the accredited foreign press.

 The heads of respected international and regional organizations took part in the forum via videoconferencing.

In his speech, President of Turkmenistan Gurbanguly Berdimuhamedov emphasized the main vectors of the foreign policy of Turkmenistan based on the principles of permanent Neutrality.  He voiced the commitment of Turkmenistan to the development of international cooperation for the sake of peace, stability and sustainable development.  The head of state drew the attention to the need of reestablishing the culture of peace, trust and friendly dialogue in the relations among the countries. 

The participants heard the video statements of the UN Secretary General António Guterres, OIC Secretary General Youssef Ben Ahmed Al-Usaymin, Chairman of the Executive Committee - CIS Executive Secretary Sergei Lebedev, SCO Secretary General Vladimir Norov, and UNESCO Director General Audrey Azoulay.

In the framework of the Conference it was noted that within its neutral status, Turkmenistan is committed to expand mutually beneficial partnership with the international and regional structures.

The initiative to hold this forum in Ashgabat belongs to President of Turkmenistan Gurbanguly Berdimuhamedov.  The Conference caused a wide international resonance, active interest and support in world circles.

 Convincing confirmation of the recognition by the international community of the peace-loving policy pursued by Turkmenistan became the next adoption by the UN General Assembly of the Resolution "The Role and Significance of the Policy of Neutrality in Maintaining and Strengthening International Peace, Security and the Process of Sustainable Development" on the eve of the 25th anniversary of the permanent Neutrality of Turkmenistan at the initiative of the Turkmen side.

 Also, during the 47th session of the OIC Council of Foreign Ministers, the Resolution “The Role of the Policy of Neutrality in Maintaining and Strengthening International Peace, Security and Sustainable Development in the Region of the Organization of Islamic Cooperation and in the World” was adopted.

The International Conference continued in plenary sessions.

В Туркменистане состоялась международная конференция о роли нейтралитета в обеспечении мира, безопасности и развития

Сегодня, 12 декабря в Ашхабаде состоялась Международная конференция «Политика нейтралитета и ее значение в обеспечении международного мира, безопасности и устойчивого развития» в честь 25-летия постоянного Нейтралитета Туркменистана.

На форуме международного значения принял участие Президент Туркменистана Гурбангулы Бердымухамедов.

В мероприятии приняли участие руководители Меджлиса, заместители Председателя Кабинета Министров Туркменистана, главы министерств и ведомств страны, руководители дипломатических миссий и представительств международных организаций в Туркменистане, ректоры вузов Туркменистана, руководители и представители местных СМИ, а также зарубежные журналисты, аккредитованные в Туркменистане.   

В конференции посредством видеоконференцсвязи приняли участие главы авторитетных международных и региональных организаций.

В своем выступлении Президент Туркменистана Гурбангулы Бердымухамедов подчеркнул основные векторы внешней политики Туркменистана базирующихся на принципах постоянного Нейтралитета. Он озвучил приверженность Туркменистана развитию международного сотрудничества во имя мира, стабильности и устойчивого развития. Также глава государства привлек внимание к необходимости восстановления культуры мира, доверия и дружественного диалога в отношениях между странами мира.   

Участники конференции заслушали видеообращения Генерального секретаря Организации Объединенных Наций Антониу Гутерриша, Генерального секретаря Организации Исламского Сотрудничества Юсефа Бен Ахмед Аль-Усаймина, Председателя Исполнительного комитета – Исполнительного секретаря СНГ Сергея Лебедева, Генерального секретаря Шанхайской Организации Сотрудничества Владимира Норова и Генерального Директора ЮНЕСКО Одрэ Азуле.

В рамках конференции отмечено, что с учетом своего нейтрального статуса Туркменистан намерен укреплять взаимовыгодное партнёрство с международными и региональными структурами.

Инициатива проведения данного форума в Ашхабаде принадлежит Президенту Туркменистана Гурбангулы Бердымухамедову. Конференция вызвала широкий международный резонанс, активный интерес и поддержку в мировых кругах.

Убедительным подтверждением признания международным сообществом миролюбивой политики, реализуемой Туркменистаном, является очередное принятие Генеральной Ассамблеей ООН Резолюции «Роль и значимость политики нейтралитета в деле поддержания и укрепления международного мира, безопасности и процесса устойчивого развития» в преддверии 25-летия постоянного Нейтралитета Туркменистана по инициативе туркменской стороны.

Также в ходе 47-й сессии Совета министров иностранных дел ОИС была принята Резолюция «Роль политики нейтралитета в поддержании и укреплении международного мира, безопасности и устойчивого развития в регионе Организации Исламского Сотрудничества и во всём мире».

Международная конференция продолжилась в пленарных заседаниях.

António Guterres: "The status of permanent Neutrality of Turkmenistan will contribute to strengthening peace and security in Central Asia"

As part of his speech at the International Conference "Policy of Neutrality and its Role in Ensuring International Peace, Security and Sustainable Development", UN Secretary General Antonio Guterres, congratulating the leadership of Turkmenistan and the entire Turkmen people on the glorious date, emphasized that by adopting this resolution the General Assembly recognized the status of permanent Neutrality of Turkmenistan and expressed the hope that it will contribute to strengthening peace and security in Central Asia.

The leadership of the United Nations also expressed gratitude to Turkmenistan for hosting the UN Regional Center for Preventive Diplomacy for Central Asia since 2007 and supporting its activities.

The UN Secretary General also expressed his gratitude to Turkmenistan for recognizing the importance of the Sustainable Development Goals. The United Nations system will continue to provide unwavering support to Turkmenistan in its efforts to achieve these goals.

В рамках своего выступления в ходе международной конференции «Политика нейтралитета и ее значение в обеспечении международного мира, безопасности и устойчивого развития», Генеральный секретарь ООН Антониу Гутерриш, поздравив руководство Туркменистана и весь туркменский народ со славной датой, особо подчеркнул, что, приняв эту резолюцию, Генеральная Ассамблея признала статус постоянного нейтралитета Туркменистана и выразила надежду, что он будет способствовать укреплению мира и безопасности в Центральной Азии.

Руководством Лиги Наций была также выражена благодарность Туркменистану за то, что он с 2007 года принимает у себя Региональный центр ООН по превентивной дипломатии для Центральной Азии и поддерживает его деятельность.

In his video message to the participants of the International Conference "Policy of Neutrality and its Role in Ensuring International Peace, Security and Sustainable Development" Secretary General of the Organization of Islamic Cooperation Yousef Bin Ahmad al-Othaimeen addressed warm words of congratulations to the leadership of Turkmenistan and the Turkmen people on the occasion of the 25th anniversary of the permanent neutrality of the country.

The head of the OIC noted that the positive policy of mutual respect and mutual benefit pursued by Turkmenistan, as well as its position on resolving international problems through peace and dialogue, are consistent with the goals and principles enshrined in the Charter of the Organization of Islamic Cooperation.

The head of the second largest international organization also stated that the vision of Turkmenistan to achieve significant progress based on equality, mutual benefit and global cooperation is in line with the goals of the OIC Action Program for 2020-2025, and added that the OIC highly values Turkmenistan's commitment to the ideals of the Organization, his positive contribution to joint action.

In December 2020, with the support of the Embassy of Turkmenistan in Georgia, an article dedicated to the 25th Anniversary of the Permanent Neutrality of Turkmenistan was published in the next edition of the Georgian newspaper “Multinational Georgia”.

In addition, this year a number of Georgian media, including the information agencies “Free Georgia”, “Newsday Georgia” and “Geoecohub”, published a number of articles dedicated to the 25th Anniversary of Turkmenistan's Permanent Neutrality.

Also, in the early 2020, a special link dedicated to the 25th Anniversary of Turkmenistan's Permanent Neutrality was posted on the website of the Georgian news agency “Newsday Georgia”.

В декабре 2020 года в очередном номере грузинской газеты «Многонациональная Грузия» при поддержке Посольства Туркменистана в Грузии была опубликована статья, посвященная 25-летию постоянного Нейтралитета Туркменистана.

Помимо этого, в этом году ряд грузинских СМИ, включая информационные агентства «Свободная Грузия», «Newsday Georgia» и «Geoecohub», опубликовали ряд статей, посвященных этому событию.

Turkmenistan expands the international cooperation through the environmental diplomacy

On the threshold of the 25th anniversary of permanent Neutrality of Turkmenistan, an exhibition dedicated to the International Day of Neutrality has started in the Chamber of Commerce and Industry of Turkmenistan.

The exhibition is expected to become a kind of report on the development of the national economy of the country where the expositions of 37 ministries and profile departments, as well as the Union of Industrialists and Entrepreneurs of Turkmenistan will be demonstrated.  

Today on the second day of the exhibition, the high achievements of the agricultural sector of Turkmenistan have been displayed. 

In the framework of the event, the ceremony of signing a number of bilateral documents took place.  In particular, “the Memorandum of Understanding on cooperation in area of nature protection between the Ministry of Agriculture and Nature Protection of Turkmenistan and the Representative Office of the UN Development Programme in Turkmenistan,” “the Memorandum of Understanding on cooperation in area of sustainable development of the power industry between the Ministry of Energy of Turkmenistan and the Representative Office of the UN Development Programme in Turkmenistan,”  as well as “the Memorandum of Understanding on sustainable management of water resources between the State Committee of Water Industry of Turkmenistan and the Representative Office of the UN Development Programme in Turkmenistan” were signed.

As is known, Turkmenistan, from the first days since gaining its independence, stands for combing the efforts of the countries of the region with the aim of safeguarding and ensuring the rational use of water resources.  The modern water saving technologies are introduced into the agriculture, construction and use of industrial and hydraulic structures in the country.

Aimed at the consolidation of common efforts and mutually useful exchange of experience, the water diplomacy of Turkmenistan adds new priorities to the work of the UN and contributes to the flourishing and progress at the national, regional and global levels.   

Among the main goals of the environment protection strategy consistently implemented by the President of Turkmenistan, are the provision of dynamic growth of economy through effective and rational use of natural resources and consolidation of international efforts in attaining the Sustainable Development Goals (SDGs).

ONLINE DIPLOMATIC COURSES ON THE TOPIC "NEUTRALITY OF TURKMENISTAN - FOR THE SAKE OF PEACE, STABILITY AND SUSTAINABLE DEVELOPMENT" STARTED IN ASHGABAT

On October 21, 2020, at the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan, a three-day online diplomatic courses for young diplomats of foreign countries on the topic "Neutrality of Turkmenistan - for the sake of peace, stability and sustainable development", organized by the Ministry of Foreign Affairs of Turkmenistan, have started.

More than 30 diplomats from 13 countries of the world, in particular from Afghanistan, Uzbekistan, Russia, Turkey, Belarus, Austria, the USA, Hungary, the Republic of South Africa, Malaysia, Pakistan, Armenia, China take part in these courses.

As is known, these courses, timed to coincide with the 25th anniversary of the permanent neutrality of Turkmenistan, are aimed at increasing the participants' awareness of this status of the state, its role in the implementation of foreign policy.

On the opening day of diplomatic courses, the Rector of the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan J.Gurbangeldyev made an opening speech, who noted Turkmenistan's commitment to expanding political and diplomatic dialogue with the countries of the world within the framework of the policy of positive neutrality of the state. He expressed hope that these courses will allow diplomats from different countries of the world to learn more about the specifics of the permanent Neutrality of Turkmenistan, which, under the leadership of President of Turkmenistan Gurbanguly Berdimuhamedov, is taking important steps to achieve peace, stability and sustainable development in the world and in the region.

On the first day of the course, the rector of the International University for Humanities and Development, as well as the mentors of Turkmen diplomacy - Ambassadors Extraordinary and Plenipotentiary of Turkmenistan, who teach young Turkmen diplomats the basics of diplomatic service, delivered lectures.

The lecturers spoke about the intricacies of Turkmen diplomacy and the foreign policy of Turkmenistan, carried out in accordance with the principles of permanent neutrality, which calls for peace, mutual understanding and objective interstate relations.

Leading diplomats, specialists from the Ministry of Foreign Affairs of Turkmenistan and the teaching staff of specialized universities of the country have been invited to deliver lectures in the online format, who will comprehensively cover novice diplomats on the above topics, as well as talk about the features of Turkmenistan's neutrality.

The program is very busy. Participants of online courses will immerse themselves in lively discussions and will be able to ask questions to experts of Turkmen diplomacy. Young diplomats of foreign countries will be aware of such topics as “The history of the Turkmen model of neutrality and its successful implementation”, “Turkmenistan and the United Nations - interaction on the humanitarian line”, “Energy, transport and environmental diplomacy of Turkmenistan” and others.

Tomorrow, on October 22, diplomatic courses for young diplomats of foreign countries will continue at the UN Regional Center for Preventive Diplomacy in Central Asia, where the leaders of the Center will speak.

The courses will run until October 23 inclusive.

International media forum dedicated to the 25th anniversary of the permanent Neutrality of Turkmenistan

On September 16, 2020, International media forum dedicated to the 25th anniversary of the permanent Neutrality of Turkmenistan and the election of our country as Vice-Chairman of the upcoming 75th session of the United Nations General Assembly was held in the building of the Chamber of Commerce and Industry of Turkmenistan. The session was held in the format of a video conference.

The International media forum was organized by the Turkmen side together with the Asia-Pacific Broadcasting Union (ABU).

The meeting was attended by the heads and representatives of a number of ministries of Turkmenistan, diplomatic missions and representative offices of international organizations accredited in the country, representatives of the national media, heads of authoritative foreign public and television and radio broadcasting organizations, as well as more than 300 correspondents of news agencies from over 65 countries of the world.

The participants especially noted the importance of the next delegation to Turkmenistan of the Vice-Chairmanship of the session of the United Nations General Assembly, where our country has a positive experience. As you know, Turkmenistan took part in the 58th, 62nd, 64th, 68th and 71st sessions as Vice-Chairman.

Delegates from Turkmenistan and foreign countries who spoke during the meeting highlighted the status of the country's permanent Neutrality, which was recognized by the United Nations by relevant resolutions. In this context, the participants expressed the success and effectiveness of Turkmenistan's foreign policy pursued under the wise leadership of President Gurbanguly Berdimuhamedov.

In particular, Ibrahim Eren, Acting President of the Asia-Pacific Broadcasting Union (ABU), Director General and Chairman of the Turkish Television and Radio Broadcasting Corporation "TRT", stated during his speech that from the very beginning Turkmenistan has chosen this political course to promote global peace and stability, and to reinforce the importance of coexistence and sustainable development.

In his speech, Javad Mottaghi, Secretary General of the Asia-Pacific Broadcasting Union (ABU) noted that, being a new phenomenon in international legal practice, Turkmen neutrality became the basis for a new concept of cooperation and preservation of peace on earth.

As part of his speech, Shashi Shekhar Vempati, Chief Executive Officer of the Indian Broadcasting Company Prasar Bharati, underlined that the Neutrality of Turkmenistan is of great importance in the international arena and the policy pursued by the President of Turkmenistan fully coincides with the course of strengthening good neighborliness in the region and around the world.

Nedra Weerasinghe, director of MTV Channel (Ptv) Limited (MBC / MTV) from Sri Lanka, also shared her vision of the peculiar aspects of the positive Neutrality policy and noted that Neutrality will help to consolidate the position of the fairway in International forums that play an important role in protecting values and common interests of humanity.

Emmanuel Dupyi, President of the European Institute for Prospects and Security, paid attention to the important role of the neutral status of Turkmenistan in the region which can become a source of consolidation for the Central Asian countries and a platform for accelerated integration in the region.

During the speech of the Chairman of the National TV and Radio Company of Uzbekistan, A. Khadzhaev, it was noted that this Forum, without a doubt, was one of the important events, designed to reaffirm the aspirations of Turkmenistan to further strengthen stability and peace, socio-economic prosperity, as well as the development of diplomatic relations with the countries of the world and good neighborly relations in the region.

During their speeches, Neda Berger, Chairman of the Turkmen-Austrian Society, B. Amansaryev, Chairman of the State News Agency of Turkmenistan, A. Kakaev, Deputy Chairman of the State Committee of Turkmenistan on Television, Radio Broadcasting and Cinematography and K. Rejepov, editor-in-chief of the newspaper "Turkmenistan" also spoke about the uniqueness of Turkmenistan's permanent neutrality, its role in promoting international humanitarian cooperation, and it was noted that peacefulness, equality, non-interference in the affairs of other states, non-participation in military blocs, the implementation of mutually beneficial cooperation are integral components of the policy of positive neutrality.
