Upcoming two sessions to underscore China’s most important political event returning to normal following COVID adjustment: experts

The list of the members of the 14th National Committee of the Chinese People's Political Consultative Conference (CPPCC) was unveiled with a new sector - the environment and resources sector - added, which some experts said has great significance as environmental protection constitutes a fundamental part in pursuing Chinese modernization. 
Meanwhile, with the adjustment and optimization of the country's epidemic prevention and control measures, this year's "two sessions," one of the most important annual political events, is expected to return to normal, experts said. 
There are 2,172 members from 34 sectors, with 85 from the newly established environment and resources sector, media reported on Wednesday. 
The first session of the 14th National Committee of the CPPCC will start on March 4 and the 14th National People's Congress will kick off its first session on March 5, the country's top legislature announced on December 30.  
In line with the guidelines of enhancing and improving the work of the CPPCC issued by the Central Committee of the Communist Party of China (CPC), the 13th National Committee of the CPPCC has been pushing forward the establishment of the environment and resources sector.
In recent years, some regional committees of the CPPCC began adding this new sector and regional committees across the 31 provinces, autonomous regions and municipalities have added the new sector, called the environment and resources or resources and the environment. 
"No matter whether it's about the comprehensive economic and social development or Chinese modernization, environmental and resource protection, as an important part of the Five-Pronged Overall Approach since the 18th National Congress, conveys great significance," Zhu Lijia, a professor of public management at the Chinese Academy of Governance, told the Global Times on Wednesday. 
To pursue Chinese modernization, environmental protection and construction is fundamental, and setting up this new sector could help policy makers and advisors play bigger roles in formulating environment-related policies and measures, Zhu said. 
Li Zhenhan, a member of the regional committee of the CPPCC in East China's Shandong Province, was quoted as saying in media reports on Wednesday that setting up this new sector could help allocate resources and bring members with various backgrounds in the environment, resources and energy who used to work in different sectors together. 
Environmental protection will continue being a major focus of the work of the CPC in the future. In a report delivered by General Secretary of the CPC Central Committee Xi Jinping to the 20th National Congress of the CPC in October 2022, Xi pointed out that we will advance the Beautiful China Initiative and take a holistic and systematic approach to the conservation and improvement of mountains, waters, forests, farmlands, grasslands and deserts. 
"We will carry out coordinated industrial restructuring, pollution control, ecological conservation and climate response, and promote concerted efforts to cut carbon emissions, reduce pollution, expand green development and pursue economic growth, he said. We will prioritize environmental protection, conserve resources and use them efficiently, and pursue green and low-carbon development," Xi said. 
This year's two sessions will also be the first annual gatherings for the country's two main political bodies to set priorities and plans involving the economy, military, trade, diplomacy and the environment for the next year since the country downgraded its COVID-19 management. 
Some experts believed that as the country's social and economic activities have been brought gradually back to normal following the adjustment and optimization of the epidemic prevention and control measures, the country's most important annual political activities are also expected to go to back to normal. 
Some experts considered that the economic recovery and China's population decline would be major focuses of this year's two sessions, especially when many observers and analysts remain bullish on China's economic prospects. Also, the Chinese mainland's population declined for the first time in 61 years, which attracted the world's attention. 
Among 2,172 members, there are 124 from the Hong Kong Special Administrative Region (HKSAR) and 29 from the Macao SAR. Junius Ho Kwan-yiu, a Hong Kong Legislative Council member who is also the member of the 14th National Committee of the CPPCC from the HKSAR, told the Global Times that he will focus on proposals such as legal services exchanges between the mainland and Hong Kong, high-tech development and energy-saving and environmental protection during this year's meetings. 
"This year's two sessions will mainly focus on the economic recovery, including how to accelerate the production resumption and push forward high-quality growth," Zhu said. In terms of the declining population, Zhu said that it's a common question that many developed countries and developing countries face after economic and social development reaches a certain level. 
"How to turn China's demographic dividend into a talent dividend will also be a major focus of this year's meetings," he said.

BEIJING, Dec. 27 (Xinhua) -- A meeting of the Political Bureau of the Communist Party of China (CPC) Central Committee has stressed striving in unity to implement the major decisions and plans made at the 20th CPC National Congress.

Xi Jinping, general secretary of the CPC Central Committee, delivered an important speech when presiding over the meeting of criticism and self-criticism held from Monday to Tuesday.

The meeting was themed on fully implementing the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; developing a deep understanding of the decisive significance of establishing Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and establishing the guiding role of the thought; strengthening the consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment with the central Party leadership; staying confident in the path, theory, system and culture of socialism with Chinese characteristics; upholding Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and upholding the Party Central Committee's authority and its centralized, unified leadership, and uniting and leading Party officials in implementing with great effort and determination the major decisions and plans made at the 20th CPC National Congress.

It was stressed at the meeting that this year was an extremely important year in the history of the Party and the country.

In the face of an international environment featuring high winds and choppy waters and the challenging and arduous tasks of reform, development and ensuring stability at home, the CPC Central Committee with Comrade Xi Jinping at its core has united and led the whole Party and the Chinese people to tackle the challenges head on, ensuring overall economic and social stability, according to the meeting.

The economy has maintained positive growth over the year, with overall stability in employment, stable prices and good performance on the balance of international payments, the meeting noted.

China's grain output has exceeded 650 million metric tons for the eighth year in a row, with food security, energy security and people's wellbeing effectively ensured. The country has also successfully hosted the Beijing 2022 Winter Olympics and Paralympics, according to the meeting.

All the achievements did not come easily and should be dearly cherished, the meeting noted.

It was unanimously agreed by members of the Political Bureau that the past year has proved the decisive significance of establishing Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and establishing the guiding role of the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.

Xi commented on the self-assessment remarks by the members of the Political Bureau one by one, put forward requirements for each of them, and made summing-up remarks.

He said the meeting was successful and very effective, which is beneficial to enhancing the unity, readiness to meet challenges and cohesion of the CPC central leadership.

"Implementing the guiding principles of the 20th CPC National Congress is the primary political task for the whole Party, both at present and in the near future," Xi stressed.

He noted that upholding the centralized, unified leadership of the Party Central Committee is one of the founding principles of a mature Marxist ruling party.

Xi called on members of the Political Bureau to maintain a high degree of unity with the Central Committee, keep following the banner, the course, and the will of the Party, and maintain absolute loyalty to the Party at all times and under all circumstances.

He asked members of the Political Bureau to promptly request instructions from and submit reports to the Central Committee regarding major decisions and issues, as well as important matters in their work.

Citing the political ability as the most important competence for members of the Political Bureau to perform their duties, Xi urged them to continuously improve their capacity for political judgment, thinking and implementation.

He asked members of the Political Bureau to constantly improve their competence in pursuing high-quality development, serving the people, and guarding against and defusing risks.

Xi pointed out that to make the grand blueprint envisioned at the 20th CPC National Congress come true requires officials of all levels to take on responsibilities and make contributions.

Officials must carry forward the fighting spirit, dig deep to surmount the difficulties and challenges on the road ahead, and harness the indomitable fighting spirit to open up new horizons for our cause, Xi stressed.

He urged the members of the Political Bureau to take the lead in strengthening systems thinking and enhancing political awareness, keep the whole country in mind and act in line with the overall interests of the Party and country.

They are also asked to guard against and oppose self-centered behavior, decentralism, behavior in disregard of the rules and a silo mentality.

Officials of the Political Bureau must examine themselves according to and steadfastly implement the newly revised measures of the central Party leadership's eight-point decision on improving conduct, to tackle the chronic problems with an emphasis on pointless formalities and bureaucratism, Xi said.

Xi stressed that the Party has always represented the fundamental interests of all Chinese people. It has never represented any individual interest group, power group or privileged stratum.

Members of the Political Bureau should set an example in abiding by the code of honest conduct and taking the lead in fulfilling the political responsibility for governance of the Party, Xi underscored.

Xi said the members of the Political Bureau should be strict with their family members, relatives and those around them, and never allow them to seek illegitimate interests by taking advantage of their power and influence.

The symposium titled "Hong Ting Forum: Understanding the 20th CPC National Congress" was jointly hosted by the Institute of Party History and Literature of the CPC Central Committee and Xinhua News Agency at the Museum of the Communist Party of China in Beijing.

Speaking at the forum, Qu Qingshan, president of the Institute of Party History and Literature of the CPC Central Committee, said the pivotal CPC congress reviewed the work of the past five years and the great transformations seen in the first decade of the new era, laid out the Party's missions and tasks on its new journey of the new era, and outlined the development goals and major policies of the Party and the country for the next five years and beyond.

Think tank exchanges are important because they provide a platform for the international community to comprehend the new concepts, domains and expressions pertaining to the CPC's history and theories, thereby paving the way to gain a deeper understanding of China, its people and the Party, said Qu, who is also chairman of the National High-Level Think Tank Council of the institute.

Fu Hua, president of Xinhua News Agency, shared his insights on the milestone CPC congress. The report to the 20th CPC National Congress is a political declaration and a program of action for the Party to bring together the Chinese people of all ethnic groups and lead them in securing new success for socialism with Chinese characteristics, Fu said when addressing the forum, adding that the report serves as a window for the world to understand China.

To comprehend the 20th CPC National Congress, it is imperative to gain a profound understanding of the Party's new theories, its distinctive character featuring self-confidence and self-reliance, as well as the global vision the CPC has maintained, said Fu, who is also director of the Academic Committee of New China Research of Xinhua News Agency.

China Focus: Senior officials explain key report at Party congress

BEIJING, Oct. 24 (Xinhua) -- The report of the 19th Central Committee of the Communist Party of China (CPC), adopted at the recently concluded 20th CPC National Congress, serves as a political manifesto and a guideline for action to achieve new victories on socialism with Chinese characteristics for a new era, a senior official said Monday.

Jiang Jinquan, director of the Policy Research Office of the CPC Central Committee, at a press conference held in Beijing said it is a crystallization of the collective wisdom of the CPC and the people, born from a process embodying intraparty democracy and whole-process people's democracy.

The report will have profound and significant influences on the cause of building a modern socialist country in all respects and advancing national rejuvenation on all fronts, and will help the international community better understand the CPC's governing philosophy, its approach to governance and its ability to govern, he said.

ADAPTING MARXISM

The report has a special section on theoretical innovation. It has elaborated what the CPC has done and plans to do to integrate the basic tenets of Marxism with China's particular realities and fine traditional culture, said Sun Yeli, vice head of the Publicity Department of the CPC Central Committee, at the same press conference.

The report also explained the worldview and methodology of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, Sun said.

China is firmly opposed to other countries imposing their own development model on China, and will never "export" the Chinese model or ask other countries to "copy" China's practice, Sun said.

HIGH-QUALITY DEVELOPMENT

The report places the "quality of development" in a more prominent position and underscores high-quality development in various aspects, including economy, society, culture and ecology, said Mu Hong, deputy head of the Office of the Central Commission for Deepening Reform and deputy head of the National Development and Reform Commission, at the press conference.

It confirms high-quality development as the top priority for building a modern socialist country, and such confirmation shows why the quality of development is important to the overall picture and in the long run, Mu said.

RULE OF LAW

An entire section of the report is dedicated to the rule of law, reflecting the great importance the CPC Central Committee attaches to the matter, said Chen Yixin, secretary general of the Commission for Political and Legal Affairs of the CPC Central Committee, at the press conference.

It is a political declaration of the CPC to advance law-based governance in all respects and a programmatic document for the CPC to advance the rule of law in China, said Chen.

The report provides a comprehensive explanation of the role, overall requirements and key tasks of the rule of law, Chen noted.

FULL, RIGOROUS SELF-GOVERNANCE OF THE PARTY

The report has put forth the idea of improving the systems for exercising full and rigorous self-governance, marking a first for a report at the Party national congress, said Tang Fangyu, deputy head of the General Office of the CPC Central Committee, at the press conference.

In light of the major risks and grave challenges facing the Party, full and rigorous self-governance of the Party should be exercised in a holistic, systemic, continuous manner and with high-caliber, said Tang.

Therefore well-structured, scientific, well-rounded, unified and efficient systems will be formed for exercising full and rigorous self-governance, Tang added.

PARTY'S SELF-REFORM

The report urges the whole Party to bear in mind that full and rigorous self-governance is an unceasing endeavor and that self-reform is a journey with no end, said Wang Jianxin, chief of the publicity department of the CPC Central Commission for Discipline Inspection and the National Commission of Supervision, at the press conference.

Noting the remarkable achievements of the anti-corruption fight over the past decade, Wang said the situation still remains grave and intricate, and the battle against corruption is fierce and must be won.

The strategic plans rolled out in the report should be implemented, and an unstoppable anti-corruption momentum should be sustained to ensure that officials do not have the audacity, opportunity or desire to become corrupt, said Wang.

BEIJING, Oct. 23 (Xinhua) -- The Communist Party of China (CPC) on Sunday unveiled its new top leadership, which will lead the world's most populous nation on its new journey toward a great modern socialist country in all respects.

Xi Jinping was elected general secretary of the CPC Central Committee at the first plenum of the 20th CPC Central Committee following the Party's twice-a-decade national congress.

Greeted by rapturous rounds of applause, Xi led Li Qiang, Zhao Leji, Wang Huning, Cai Qi, Ding Xuexiang and Li Xi onto a red-carpeted stage at the Great Hall of the People.

They are members of the newly-elected Standing Committee of the Political Bureau of the CPC Central Committee.

According to the Party Constitution, the highest leading bodies of the Party are the National Congress and the Central Committee which it elects. Between plenary sessions of the Central Committee, the Political Bureau and its Standing Committee shall exercise the functions and powers of the Central Committee.

The 20th CPC Central Committee was elected Saturday at the closing session of the 20th CPC National Congress.

Speaking to over 600 journalists from home and abroad, Xi hailed the congress as one that held high its banner, pooled all the strength, and promoted solidarity and dedication.

Xi expressed gratitude for the trust the whole Party has placed in the new central leadership.

"We shall keep in mind the Party's nature and purpose and our own mission and responsibility, and work diligently in the performance of our duty, to prove worthy of the great trust of the Party and our people," he said.

Xi said China, having completed its building of a moderately prosperous society in all respects, is now taking confident strides on a new journey to turn China into a modern socialist country in all respects.

That journey, one that is "filled with glories and dreams," will see China advance toward the second centenary goal, and embrace the great rejuvenation of the Chinese nation on all fronts through a Chinese path to modernization, Xi said.

In its two-step strategic plan, the CPC aims to basically realize socialist modernization from 2020 through 2035, and build China into a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious, and beautiful from 2035 through the middle of this century.

The world's second largest economy is walking on a model of modernization that has not been seen before -- the modernization of a huge population, of common prosperity for all, of material and cultural-ethical advancement, of harmony between humanity and nature, and of peaceful development.

"This is a great yet enormous undertaking. The enormity of the task is what makes it great and infinitely glorious," Xi said.

He said the CPC and the Chinese people have sought long and hard to pursue a Chinese path to modernization, and the Party must always act for the people on the journey ahead and rely on them in everything it does.

"We will always ride out the storm with our people and stay heart to heart with them, taking their priorities as ours and acting on their wishes. We will continue the hard work to turn their aspiration for a better life into a living reality," he said.

His emphasis on the people echoed a report Xi delivered to the 20th CPC National Congress, hailing the great achievements of the new era, which came from "the collective dedication and hard work" of the CPC and the Chinese people.

In the past decade, China's GDP has grown from 54 trillion yuan (about 7.6 trillion U.S. dollars) to 114 trillion yuan and come to account for 18.5 percent of the world economy, up 7.2 percentage points. China has remained the world's second largest economy, and its per capita GDP has risen from 39,800 yuan to 81,000 yuan.

The country has eradicated absolute poverty, and built the largest education, social security, and healthcare systems in the world.

It has also joined the ranks of the world's innovators, while achieving an overwhelming victory and fully consolidating the gains in the fight against corruption.

But Xi said the Party cannot rest on its laurels just yet.

The just-concluded 20th CPC National Congress came at a time when the world is undergoing accelerating changes unseen in a century, and a new phase of uncertainty and transformation.

China has entered a period of development in which strategic opportunities, risks, and challenges are concurrent, and uncertainties and unforeseen factors are rising, Xi said in the report to the congress.

"Confronted with new challenges and tests on the journey ahead, we must remain on high alert and stay sober-minded and prudent like a student sitting for a never-ending exam," he told journalists Sunday.

"We must make sure that our century-old Party will become ever more vigorous through self-reform and continue to be the strong backbone that the Chinese people can lean on at all times," he said.

The journey ahead is long and arduous, but with determined steps, "we will reach our destination," he said.

"We'll not be daunted by high winds, choppy waters or even dangerous storms, for the people will always have our back and give us confidence," Xi said.

He went on to express China's commitment to further promoting the building of a human community with a shared future.

"We will work with peoples of all other countries to champion humanity's shared values of peace, development, fairness, justice, democracy and freedom to safeguard global peace and promote global development, and keep promoting the building of a human community with a shared future," Xi said.

Just as China cannot develop in isolation from the world, the world needs China for its development, he said, adding that the Chinese economy would remain on the positive trajectory over the long run, and that the country will open its door wider to the rest of the world.

"We'll be steadfast in deepening reform and opening up across the board, and in pursuing high-quality development. A prosperous China will create many more opportunities for the world," Xi said.

They gave speeches respectively on issues of striving to follow the Chinese path to modernization in Guangxi, fostering a strong sense of community for the Chinese nation, preserving the landmark natural landscape in Guilin, developing agricultural industries with local characteristics, and deepening efforts in independent innovation. They all believe that the report to the 20th CPC National Congress, from a commanding height in considering both China's national rejuvenation and global changes of a magnitude not seen in a century, scientifically lays out goals, tasks, and major policies for developing the cause of the Party and the country in the next five years or even longer period to come, putting forward a series of new approaches, strategies and measures. It will serve as a guiding document for us to build China into a modern socialist country in all respects and realize the second centenary goal. They expressed unanimous support for the report.

In a lively atmosphere, Xi exchanged views with delegates. Having listened attentively to them, Xi said that he was happy to join the discussion as a delegate of the Guangxi delegation. We must gain confidence and initiative from history, and present an "excellent answer sheet" to the people and the future on the new journey ahead.

Xi pointed out that in order to implement the Party's innovative theories, we need to gain a good command of their worldviews and methodology as well as make good use of their stances, viewpoints, and methods. The report to the 20th CPC National Congress stressed that we should always put the people first, maintain self-confidence and stand on our own feet, and constantly uphold fundamental principles and break new ground. We should also adhere to a problem-oriented approach, apply systems thinking, and maintain a global vision. Only through conscientious study and implementation of the above six points can we obtain a deep understanding of the reason, rationale, and philosophy governing these innovative theories. We should not only know their meaning, but also grasp their essence and carry them out in the whole process of the Party and the country's work on all fronts, noted Xi.

Xi stressed, in the new era, the Party has developed a deeper understanding, more mature strategies and richer practices for building a modern socialist country, and thus successfully advanced and expanded the Chinese path to modernization. The report to the 20th CPC National Congress elaborated on the characteristics and essential requirements of the Chinese path to modernization, Xi said. Taking deep root in China, the Chinese path to modernization is in line with our national conditions. We must always pursue the development of the country and the nation by relying on ourselves, take our country's destiny of development and progress firmly in our own hands, strengthen our confidence, uphold fundamental principles and break new ground so as to write a new chapter of building China into a modern socialist country in all respects.

Xi pointed out, since the 18th CPC National Congress, the CPC Central Committee has maintained its resolve and exercised full and rigorous self-governance in the spirit of "spending 10 years grinding a sword." Driven by a strong sense of mission, we have resolved to "offend a few thousand rather than fail 1.4 billion" and waged an unprecedented battle against corruption, thus forging a synergy in the Party's self-reform, said Xi. Exercising full and rigorous self-governance is a journey to which there is no end; the Party's self-reform is a ceaseless pursuit. We must persist in carrying out self-reform of the Party so as to ensure that it will never change its nature, its conviction, or its character and that the Party is always the firm core leadership guiding the cause of Chinese socialism.

Xi stressed, only in unity and through strenuous effort can we succeed. Since the 18th CPC National Congress, our Party has firmly relied on the people to stabilize the economy and boost development, fight against absolute poverty and build a moderately prosperous society, contain COVID-19 and resist other major disasters, as well as tackle challenges and defuse crises. We have overcome seemingly insurmountable obstacles and created impressive miracles one after another. The most important task at hand is to roll up our sleeves and work hard to put into action the major decisions and arrangements made at the 20th CPC National Congress and produce tangible results.

Xi hoped, under the guidance of the spirit of the 20th CPC National Congress, Party committees and governments at all levels in Guangxi will unite and lead officials and the people of all ethnic groups to fully and faithfully apply the new development philosophy on all fronts, resolutely implement the decisions and plans of the CPC Central Committee, and do a better job in promoting high-quality development of the border ethnic area. They should make greater breakthroughs in serving and integrating into the new development pattern, achieve greater progress in pursuing green development, contribute more to safeguarding national security, bring about more results in exercising full and rigorous self-governance of the Party, and strive to open up new prospects for building a magnificent Guangxi in the new era.
