On July 2, 2020, a trilateral meeting was held in the form of a video conference between the Presidents of Turkmenistan, Afghanistan and Azerbaijan. The agenda of the high-level meeting included discussion of a joint project - the international transit and transport corridor along the route Afghanistan-Turkmenistan-Azerbaijan-Georgia-Turkey (Lapis Lazuli).
During a video conference on the implementation of this joint project, the heads of the Islamic Republic of Afghanistan Mohammad Ashraf Ghani and the Republic of Azerbaijan Ilham Aliyev noted that the fulfillment of projects on the creation of transcontinental transit transport corridors will serve to strengthen regional and international trade and economic relations, universal sustainable development.
Warmly welcoming President of the Islamic Republic of Afghanistan Mohammad Ashraf Ghani and President of the Republic of Azerbaijan Ilham Aliyev, President Gurbanguly Berdimuhamedov thanked his colleagues for organizing the forum.
In his speech, the President of Turkmenistan emphasized that cooperation in this direction is given particular importance taking into account the global danger that the world is currently facing. As part of international efforts to combat the proliferation of COVID-19, Turkmenistan, Afghanistan and Azerbaijan have worked together effectively. In this regard, the head of state expressed his gratitude to the Afghan and Azerbaijani parties for understanding and providing comprehensive support to the initiatives of Turkmenistan to combat the coronavirus infection and reduce the socio-economic consequences of the pandemic.
Turning to the issues of cooperation in the field of transport, President Gurbanguly Berdimuhamedov emphasized that Turkmenistan, Afghanistan and Azerbaijan are located at the crossroads of continental routes.
Considering the already outlined directions of the plan for joint cooperation in the transport sector, as well as the deadlines, the need to establish effective cooperation was emphasized. In this regard, the head of Turkmenistan put forward a number of specific proposals for actively establishing a long-term partnership in the field of transport.
Firstly, based on the Afghanistan-Turkmenistan-Azerbaijan-Georgia-Turkey (Lapis Lazuli) Agreement on the transport corridor, signed in Ashgabat on November 15, 2017, President Gurbanguly Berdimuhamedov proposed the creation of a single logistics center.
Secondly, the availability of modern, high-tech transport infrastructure is of paramount importance for increasing the efficiency of freight transportation. Aware of this, it is necessary to pay special attention to the further development of points of departure and reception of goods: seaports, railway stations and bus stations.
Thirdly, the head of state proposed a common pricing policy for the transportation of goods along the Afghanistan-Turkmenistan-Azerbaijan route and in the opposite direction. In this context, it was emphasized that the parties can discuss the issues of providing each other with various benefits - such as reducing prices (tariffs) for transit, exemption from payment for certain types of services during storage of goods.
Fourthly, the Turkmen leader proposed to consider the possibility of simplifying customs operations by introducing a control system based on the Single Window principle.
Fifthly, the need was expressed to prepare an atlas of the Afghanistan-Turkmenistan-Azerbaijan route in digital format with detailed information on the existing transport and communications infrastructure.
In order to elaborate on the initiatives voiced in detail, President Gurbanguly Berdimuhamedov proposed holding an online meeting in July this year between leaders of the transport agencies and other relevant departments of the three countries.
Thanking the participants of the online meeting for their attention, the Turkmen leader expressed his conviction that the development of effective mechanisms and mutually agreed positions will expand cooperation that meets the real interests of Turkmenistan, Afghanistan and Azerbaijan.
During the meeting, President of the Republic of Azerbaijan Ilham Aliyev and President of the Islamic Republic of Afghanistan Mohammad Ashraf Ghani told in their speeches that the initiatives put forward by the President of Turkmenistan find broad support from the international community and expressed gratitude to the Turkmen counterpart for the ongoing constructive peace policy and put forward initiatives to deepen multilateral partnership in all promising areas.
Current subjects of cooperation between Turkmenistan and Abu Dhabi Development Fund was on the agenda of the meeting with General Director of the Fund Mohamed Saif Al Suwaidi, which was held in video conference format.
Heads and representatives of the Foreign Ministry, Central Bank, State Bank of Foreign Economic Activity and Türkmengaz State Concern took part in the forum from Turkmen side.
Current situation and opportunities of further intensification of productive cooperation in economic, financial, fuel and energy spheres have been discussed during the meeting. In this context, perspectives of cooperation in attraction of investments to large-scale oil and gas projects of our country have been reviewed.
At the same time, presence of significant potential for expansion of fruitful partnership between Turkmenistan and big companies of United Arab Emirates, which meets interests of both countries, has been noted.

On June 18, 2020, a regular meeting as part of the Human Rights Dialogue “Turkmenistan - European Union” was held in the form of a video conference.
The heads and representatives of relevant ministries and departments of the country, including the Mejlis of Turkmenistan, the Ombudswoman of Turkmenistan, the Ministry of Foreign Affairs, Internal Affairs and others attended the meeting.
The European side at the meeting was represented by the head and representatives of the European Service for Foreign Policy Activities, as well as the Head of the European Union Delegation to Turkmenistan.
During the meeting, issues of expanding cooperation between Turkmenistan and the EU in the field of human rights and international humanitarian law were discussed. An exchange of views took place on such issues as the development of civil society, the rule of law and judicial reform, as well as intensive interaction between the parties to reduce the socio-economic impact of the COVID-19 pandemic.
In the framework of the online meeting, the participants discussed the comprehensive promotion of economic, social and cultural rights of the people in the framework of international and local documents, including the National Plan of Action for Gender Equality for 2015-2020, the National Human Rights Action Plan for 2016-2020, the National Plan of Action to Combat Trafficking in Human Beings for 2020-2022, the National Plan of Action for the realization of children's rights in Turkmenistan for 2018-2022, as well as the National Strategy of Turkmenistan for the Early Development of the Child for 2020-2025 and others.
Also during the dialogue, the parties expressed views on expanding cooperation between Turkmenistan and the EU in the framework of multilateral forums and international organizations.
The current session of the Human Rights Dialogue “Turkmenistan - European Union” serves yet as another proof of the adherence of the parties to multifaceted bilateral cooperation.

On April 27, 2020, Minister of Foreign Affairs of Turkmenistan R.Meredov held a meeting with the representatives of the United Nations and its structural agencies working in Turkmenistan.
The meeting was focused on the main topic of the recent telephone conversation between the President of Turkmenistan Gurbanguly Berdimuhamedov and the Secretary-General of the United Nations António Guterres.
As the chief of the external political agency has mentioned, the President of Turkmenistan and the UN Secretary-General reiterated the high level of cooperation, as well as discussed the urgent matters of the international agenda, particularly the social and economic situation in the world due to the coronavirus pandemic. In this regard, the parties considered the opportunities for the perfection of collaboration by strengthening joint efforts. Thus, the Turkmen side is ready to present its experience and possibilities for the resolution of problems and is designing a National plan under the auspices of the UN.
Based on the aforesaid, Minister underlined the need to intensify cooperation with all the UN structures functioning in Turkmenistan for the implementation of the goals voiced by the Head of State that are aimed at overall wellbeing.
The representatives of international organizations highly appraised the actions of the Government of Turkmenistan, as well as the openness of the country and its commitment to establish the international mechanisms in the field of healthcare, food security, and transport. It was stated that the given telephone conversation serves as a vivid proof of friendship, trust and mutual understanding between Turkmenistan and the UN.
It was emphasized that Turkmenistan, being an active member of the UN intends to cooperate further with its international partners for the search of effective resolutions and approaches to the challenges and threats of modern times.
Thematic Healthcare Group of the Interagency Coordination Council Holds a Meeting under the Chairmanship of Giorgi Gakharia
The Thematic Healthcare Group of the Interagency Coordination Council on Coronavirus held a meeting today under the chairmanship of Georgian Prime Minister Giorgi Gakharia.
To achieve greater effectiveness, the Interagency Coordination Council has been divided into thematic healthcare, economic, and law enforcement groups that will hold a series of regular meetings under the chairmanship of the Prime Minister.
During today's meeting of the Thematic Healthcare Group, the Head of Government was briefed on the health conditions of coronavirus-infected patients in Georgia, also on the readiness of designated clinics and additionally attracted capacities. The meeting reported that 38 people are currently infected in the country, with most of them in satisfactory condition. All patients are stable and receive necessary treatment.
The Coordination Council was informed that 1,261 people are currently under quarantine, and 216 are under hospital supervision.
The Prime Minister was also briefed on the conditions of clinics throughout the country, the number of rapid tests available and expected in the country.
The council's meeting was attended by the Health Minister, Deputy Director of the National Center for Disease Control, representatives of the healthcare system, and the Mayor of Tbilisi.
The Administration of the President of Georgia and the relevant parliamentary committee are actively involved in the council's work.

The official meeting ceremony of greeting the President of Turkmenistan took place at the residence of the President of Azerbaijan - Zagulba. President of Azerbaijan Ilham Aliyev greeted President of Turkmenistan Gurbanguly Berdimuhamedov in the square in front of the palace.
The guard of honor was lined up, and the Anthems of two states were sounded. The leaders of the two states introduced the members of the official delegations of their countries to each other.
Then the heads of the states proceeded to the residence and after the official ceremony of photographing on the background of the State flags of the Republic of Azerbaijan and Turkmenistan, the bilateral top-level talks in one-on-one format started.
The Minister of Defense of the Republic of Azerbaijan, Colonel General Zakir Hasanov has met with the delegation headed by the Minister of Defense of Georgia, Irakli Garibashvili on March 5.
Before the meeting, the Georgian delegation visited the Alley of Shehids (Martyrs) and laid wreaths and flowers at the graves of our compatriots who sacrificed their lives for the independence and territorial integrity of the country.
Then an official welcoming ceremony for the Georgian delegation was held in the Ministry of Defense. Georgian Defense Minister passed along the guard of honor and national anthems of both countries were played. İn accordance with the protocol, I. Garibashvili has signed the "Book of Honor".
During the meeting held in an expanded format, Colonel General Zakir Hasanov welcoming the guests stressed that our strategic partnership is at a high level and this plays an important role not only in the development of our countries but also in ensuring security in the entire region.
Colonel General Z. Hasanov noting that military cooperation between our countries is carried out by means of providing the security of regional economic projects, the programs implemented both bilaterally and within the NATO, as well as within the format of the Azerbaijan-Turkey-Georgia’s military structures, emphasized the importance of expanding areas of activity of this cooperation.
Azerbaijan Defense Minister informed the guest that Armenia, as the occupying country creates a serious threat to regional security and provides ongoing support for separatism on the state level. The Minister once again thanked the Georgian people for supporting Azerbaijan and recognizing its territorial integrity within the international organizations and stressed that Azerbaijan also supports and recognizes the territorial integrity of Georgia.
I. Garibashvili, expressing satisfaction with his visit to Azerbaijan, again stressed that this is a clear example of the high level of cooperation between our countries. Noting the important role of friendly relations between the heads of state in the development of relations between our countries, the Georgian Defense Minister emphasized the significance of such meetings in terms of expanding cooperation.
During the meeting, the sides exchanged views on the prospects for the development of cooperation in the military, military-technical spheres, and in the field of military education and military medicine, as well as conducting joint military exercises, the organization of working meetings and other issues of mutual interest.
On the 13th of September 2019, the 83rd session of the Economic Council of the Commonwealth of Independent States was held in Ashgabat.
The high-ranking delegations of Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Uzbekistan and the CIS Executive Committee arrived to the Turkmen capital to participate to this event. As is known, the sessions of the CIS Economic Council are attended by the participants of the countries on the level of the deputies of the heads of governments of the CIS member states.
The session of the CIS Economic Council has started with the meeting of the heads of the delegations in the narrow format. During the meeting, the participants discussed the results of joint work aimed at the attainment of higher levels of economic cooperation, noted the priority spheres of collaboration for the future, as well as considered the proposals and projects of the documents of economic and social nature.
Then the meeting in extended format took place.The discussions on the project of the Declaration on Strategic Economic Cooperation between the member states of the Commonwealth initiated by the President of Turkmenistan composed an important part of the meeting. The adoption of such document is expected to promote strengthening of intergovernmental ties and development of effective dialogue in the CIS format.
During the session, the participants viewed the implementation process of previously attained agreements, including the issues of financial provision and execution of the single budget of the CIS bodies.The parties noted the effectiveness of holding the consultations in the area of economic and social policies of the CIS member states, as well as exchanged views on the enhancement of coordination of the CIS interstate and intergovernmental structures’ activities in the area of social-economic cooperation.
The outcomes of the activities of the Commission on the Economic Issues functioning on the permanent basis under theCIS Economic Council were also considered.In the framework of the session, 24 documents were signed.
Then theChairman of the CIS Executive Committee - Executive Secretary S.Lebedev held a press-conference on the results of the 83rd session of the CIS Economic Council.S.Lebedev noted the high organizational level of the current meeting and successful realization of the talks. Within the frames of the Munich Security Conference, Georgian Defence Minister Levan Izoria held a bilateral meeting with the Commander of United States Army Europe Lieutenant-General Christopher Cavoli.
Levan Izoria discussed with Lieutenant-General Cavoli the transformation process of the Georgian Defense Forces and focused on the ongoing Georgian Defence Readiness Program. Minister Izoria also emphasized on the importance the Combat Training Center - another significant project of the US-Georgian cooperation. As Minister declared, further enhancement of the Combat Training Center and renewal of the relevant infrastructure is planned in Vaziani, Krtsanisi, Algeti and Norio, which alongside with the Georgian Defence Forces will be used by the military personnel of NATO member and partner countries for conducting readiness-oriented exercises.
The meeting also covered multinational trainings. As Levan Izoria noted, next month, Georgia will host NATO-Georgia Exercise for the second time, which is another demonstration of Georgia's enhanced capabilities and increasing trust from the allies towards Georgia. Sides also discussed multinational exercise Agile Spirit 2019 scheduled in Georgia for summer.
Speaking about cooperation with NATO, Levan Izoria focused on a new approach - Strategic Readiness, which aims developing resilient territorial defence forces in line with NATO standards.
The official ceremony of meeting President of Afghanistan Mohammad Ashraf Ghani, who arrived in Turkmenistan on the official visit, took place in Ashgabat.
In the morning, the motor cortege of the President of Afghanistan, accompanied by the motorcycle escort of honour headed to the Square of Independence. The President of Turkmenistan cordially greeted the President of Afghanistan and the leaders of the two countries headed to the special podium.
The commander of the Guard of Honour reported to the President and the State anthems of the Islamic Republic of Afghanistan and Turkmenistan were performed. The leaders of the two countries walked past the Guard of Honour. President Gurbanguly Berdimuhamedov presented the members of the official delegation of Turkmenistan to the President of Afghanistan. The distinguished guest met with the leaders of the diplomatic corps accredited in our country. In turn, the head of the neighbouring state introduced the members of the government delegation of Afghanistan to the President of Turkmenistan.
Upon completion of the ceremony, the Guard of Honour marched past the Independence Square.
The leaders of the two states headed to the Ruhyet Palace. After the official photographing ceremony, the Presidents of Turkmenistan and Afghanistan had the one-on-one top-level talks.
