The state visit of the President of the Republic of Kazakhstan to Turkmenistan has started

Today President of the Republic of Kazakhstan Kassym-Jomart Tokaev has arrived in Turkmenistan with a state visit.

At the International airport of the capital decorated with national flags of two friendly countries, Deputy-Chairman of the Cabinet of Ministers S.Berdimuhamedov welcomed the head of Kazakhstan. Along the carpet path, running from the ramp of the plane, in honour of arrival of the honoured guest the Guard of honour was lined.

Accompanied by Deputy-Chairman of the Cabinet S.Berdimuhamedov the honoured guest passes into the hall of governmental delegations where their conversation took place and in its course, high level of Turkmen-Kazakhstan relations having a strategic character was noted.

From the air harbour, the motorcade of the President of the Republic of Kazakhstan accompanied with the escort of motorcyclists headed to the luxurious capital hotel "Oghuzkent".

… In the second half of the day, President Kassym-Jomart Tokaev visited the Akhal Teke Horse Complex of the President of Turkmenistan.

In the horse complex, President of Turkmenistan Gurbanguly Berdimuhamedov warmly welcomed the honoured guest. The leader of the nation invites his Kazakhstan colleague to see the territory of one of the horseracing centres largest in the country where there are all conditions for cultivation, education and breeding of Akhal Teke horses, their training, and conduction of representative tournaments. As "heavenly" racers, being the national property and pride of Turkmen people, personify the beauty and harmony standard born in unison with nature by creative human genius. During the present epoch, the noble Akhal Teke racer is a symbol of modern Turkmenistan - image of continuity of historical experience, triumph of high ideals, spiritualised work and vigorous aiming at development.

Here Presidents Gurbanguly Berdimuhamedov and Kassym-Jomart Tokaev from a special observation point watched exercises of elite Akhal Teke racers.

One after another, on the arena, magnificent Akhal Teke racers appear and the detailed information on each horse, its family tree, qualities, advantages and achievements is given. Fine constitution, easy gait, graceful movements and an amazing exterior of the best representatives of breed, really heavenly, inspiring beauty of horses leave nobody indifferent.

Then the performance of the famous group of national horse games "Galkynysh" which is the winner and holder of many international competitions and festivals took place. Equestrians of this group invariably submit the most exacting public, including abroad where tours pass with full triumph, acquainting fans of horse games with horsemanship art of Turkmen people.

The first in the program of horse representation the unusual abilities were shown by the famous Akhan, which graciously danced to a national melody.

Dashing equestrians on rushing magnificent Akhal Teke racers to the stirring national music, which once again showed the unsurpassed skill, effectively having executed various tricks, the most complicated elements of equestrian vaulting and acrobatic techniques, continued the entertainment show. The “highlight” of the program was the musical composition in which Akhal teke racers, obeying the horsemen, together with actors performed the ancient Turkmen dance «kushtdepdi».

This bright original equestrian sports show made really tremendous impression upon the honoured guest of our country.

President Kassym-Jomart Tokaev expressed sincere admiration of unsurpassed grace and noble constitution of the racers, which are an invaluable property of Turkmen people, and universal civilisation. The words of gratitude were addressed the Turkmen horsemen who nowadays adequately continue traditions of their glorious ancestors.

Then the President of Turkmenistan on behalf of Turkmen people as gift to the brotherly Kazakhstan people presented the fine Akhal teke racer named Ganatly that became one brighter sign of unshakableness of relations of friendship and good neighbourhood between two countries.

In his turn, Deputy-Chairman of the Cabinet, President of the International Association of Akhal Teke Horse Breeding, International Association of Turkmen Alabay S.Berdimuhamedov as a friendship symbol presented as gift to the Kazakhstan people a wonderful fleet-footed tazy, also being a national property of Turkmen people, nicknamed Bovser.

The honoured guest expressed warm gratitude for the respect shown for the people of Kazakhstan and gifts, especially having noted that interstate relations thanks to efforts of the President of Turkmenistan have a long-term character and develop for the benefit of two people.

The regular Turkmen-Kazakhstan meeting to be held on October 25 in Ashkhabad at the highest levels will become a new major landmark in the history of mutual relations based on centuries-old unshakable traditions of friendship, good neighbourhood and fruitful partnership.

Leaders of the brotherly states invariably confirm readiness of the parties for deepening of the established productive political dialogue, strengthening of economic and cultural-humanitarian links, defining concrete steps on steady promotion of interaction, built on parity, mutually beneficial basis. So, in August this year in Avaza national tourist zone within the limits of the Consultative meeting of heads of the states of Central Asia negotiations of Presidents Gurbanguly Berdimuhamedov and Kassym-Jomart Tokaev were held and in their course adherence of two countries to rise of constructive relations in all directions was once again ascertained.

The great value is given to the activity of the Intergovernmental Turkmen-Kazakhstan commission on economic, scientific, technical, and cultural cooperation during meetings of which perspective vectors of bilateral partnership are defined.

Our countries are connected by both the economic partnership developing today in a number of key directions, and centuries-old historical bonds of the Turkmen and Kazakhstan people. For this reason, a special role in the interstate dialogue is attached to interaction in the cultural-humanitarian sphere.

Predictably, within the limits of the present Ashkhabad summit talks a wide spectrum of issues, representing mutual interest will be discussed, and also the package of the important bilateral documents aimed at intensification of multidimensional cooperation, further strengthening of trust and mutual understanding between two fraternal people and states will be signed. The forthcoming high-level meeting is urged to promote optimum realisation of available great potential of partnership in all its spheres, to bring out to the new actual directions of interaction counting upon long-term prospect.

Сегодня в Национальной туристической зоне «Аваза» Президент Гурбангулы Бердымухамедов встретился с Президентом Республики Казахстан Касым-Жомартом Токаевым, прибывшим в Туркменистан для участия в Консультативной встрече глав государств Центральной Азии.

Тепло приветствуя высокого гостя, туркменский лидер с удовлетворением отметил высокий уровень установившегося плодотворного межгосударственного диалога, успешно развивающегося как на двусторонней, так и многосторонней основе – по линии крупнейших международных организаций и авторитетных региональных структур.

Глава дружественного государства, в свою очередь, выразил признательность Президенту Гурбангулы Бердымухамедову за организацию нынешней встречи высокого уровня и оказанный радушный приём, отметив, что Казахстан всецело поддерживает активную и конструктивную позицию Туркменистана в решении актуальных задач региона и выдвигаемые им важные инициативы, отвечающие целям обеспечения мира, безопасности и всеобщего благополучия.

В ходе беседы стороны обменялись мнениями по тематике предстоящей Консультативной встречи, на обсуждение которой вынесены важнейшие вопросы, связанные с дальнейшим развитием региона. Большое внимание было уделено и приоритетным вопросам туркмено-казахстанских отношений в контексте претворения в жизнь достигнутых ранее договорённостей и открывающихся перспектив для дальнейшего упрочения и диверсификации эффективного взаимодействия в политико-дипломатической, торгово-экономической и культурно-гуманитарных сферах.

Особо остановившись на важности активизации торгово-экономических связей, главы двух прикаспийских государств подчеркнули необходимость задействования всех возможностей для реализации имеющегося потенциала, увеличения объёмов взаимного товарооборота, стимулирования инвестиционной активности, установления тесных контактов между бизнес-сообществами.

Отдельной темой заинтересованного обсуждения стало партнёрство на таком важнейшем направлении двустороннего сотрудничества, как транспортно-коммуникационный сектор, что обусловлено выгодным географическим положением и транзитными возможностями стран-соседей.

THE HIGH LEVEL OF INTERSTATE TIES BETWEEN TURKMENISTAN AND THE REPUBLIC OF KAZAKHSTAN EMPHASIZED

Today, on the 25th of May, a telephone conversation was held between the Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs of Turkmenistan R.O.Meredov and the Deputy Prime Minister, Minister of Foreign Affairs of the Republic of Kazakhstan M.B.Tileuberdi.

During the talk, the parties discussed a wide range of issues of bilateral cooperation, particularly the collaboration between the external policy agencies of two countries.

At that, the main topic of discussion was the implementation of the instructions given by the President of Turkmenistan Gurbanguly Berdimuhamedov and the President of the Republic of Kazakhstan Kassym-Jomart Tokayev on the outcomes of their telephone conversations, which took place in April and May of current year.

The Ministers discussed the issues related to the upcoming visit of the President of the Republic of Kazakhstan to Turkmenistan in the second half of 2021.

The parties thoroughly considered the preparations to the VI Caspian Summit planned to be held in Turkmenistan in the autumn of current year.

In addition, the Ministers underlined with satisfaction the intensification of trade-economic ties between Turkmenistan and the Republic of Kazakhstan, as well as agreed to continue the necessary work for their further strengthening.

Сегодня, 25 мая состоялся телефонный разговор Заместителя Председателя Кабинета Министров Туркменистана, Министра иностранных дел Р.О.Мередова с Заместителем Премьер-Министра, Министром иностранных дел Республики Казахстан М.Б.Тлеуберди.

В ходе разговора стороны обсудили широкий круг вопросов двустороннего сотрудничества, в частности взаимодействие между внешнеполитическими ведомствами двух стран.

При этом основной темой обсуждения была реализация поручений, данных Президентом Туркменистана Гурбангулы Бердымухамедовым и Президентом Республики Казахстан Касым-Жомартом Токаевым по итогам телефонных разговоров глав государств, состоявшихся в апреле и мае текущего года.

Министры обсудили вопросы, связанные с предстоящим визитом Президента Республики Казахстан в Туркменистан во втором полугодии 2021 года.

Стороны детально рассмотрели ход подготовки к VI Каспийскому Саммиту, запланированному к проведению в Туркменистане осенью нынешнего года.

Также министры с удовлетворением подчеркнули активизацию торгово-экономических связей между Туркменистаном и Республикой Казахстан, и договорились продолжать соответствующую работу для их дальнейшего укрепления.

Today, on May 20, a telephone conversation took place between Deputy Chairman of the Cabinet of Ministers, Chairman of the Supreme Control Chamber of Turkmenistan S.G. Berdimuhamedov with the Prime Minister of the Republic of Kazakhstan A.U. Mamin, during which issues of bilateral cooperation in trade-economic and humanitarian fields were discussed.

At the same time, special attention was paid to the implementation of the agreements reached by the Presidents of Turkmenistan and Kazakhstan to further strengthen the partnership between the two states in a wide range of areas.

In this context, the parties, in particular, discussed specific ways and forms of expanding trade ties and agreed on mutual visits of delegations of the two countries to hold negotiations on specific projects of Turkmen-Kazakh cooperation in the economic sphere.

In conclusion of the telephone conversation, the parties stressed the importance of contacts at the intergovernmental level and expressed their readiness to continue them on a regular basis.

В этом контексте Стороны, в частности, обсудили конкретные пути и формы расширения торговых связей и договорились о взаимных визитах делегаций двух стран для проведения переговоров по конкретным проектам туркмено-казахстанского сотрудничества в экономической сфере.

В заключение телефонного разговора Стороны подчеркнули значимость контактов на межправительственном уровне и выразили готовность к их продолжению на регулярной основе.

On October 30, 2020, President Gurbanguly Berdimuhamedov made a video statement at the International Forum for Northern Economic Cooperation which took place in Seoul in the format of a videoconference. 

The heads of states, renown political figures, representatives of academic circles, leadership of ministries and departments of trade-economic, healthcare, education, communication and high-tech sectors, representatives of non-governmental organizations and private sectors of Uzbekistan, Kazakhstan, Russia, Mongolia, the Republic of Korea and other countries participated to the Forum in remote mode.    

During his video address to the participants of the Forum, the President of Turkmenistan emphasized that considers the given event as a well-timed initiative aimed at long-term development of international economic, trade and investment cooperation in Eurasia.  

The head of state shared his vision on the creation of new plans and strategies for comprehensive development on the Eurasian space and added that “in Turkmenistan we call it the revival of the Great Silk Road, thus emphasizing the historical continuity of the unique nature of relations between the nations living here and the states located alongside”.  It was underlined that the given format is intended to contribute to the geo-economic processes along the routes of East-West and South-North.    

During his address, the President of Turkmenistan especially underlined the importance of diversification of cooperation on the regional and worldwide scales.  He told about the efficiency of Turkmen-Korean relations, gave examples of a number of joint projects in the oil and gas, as well as gas chemical industries with active participation of the Korean companies.    

Amongst the main topics of discussion on the Forum were the changes originated from the coronavirus pandemic and further promotion of North economic cooperation.  In this regard, it is vital to note that under the leadership of President Gurbanguly Berdimuhamedov, Turkmenistan stands for the constructive international cooperation and calls for the application of scientific diplomacy tools for strengthening the collaboration in the area of healthcare and scientific research between the countries of the world.

President of Turkmenistan Gurbanguly Berdimuhamedov held a meeting with Prime Minister of the Republic of Kazakhstan Askar Mamin, who arrived in our country on a working visit.

Welcoming the guest, the Turkmen leader underlined that Turkmenistan considered the Republic of Kazakhstan as an important partner. “We sincerely value the mutually respectful interstate relations established over the years and attach particular attention to their development on a bilateral and multilateral basis”, the President of Turkmenistan said, expressing belief that the constructive dialogue between the two neighboring countries would continue to develop progressively.

Thanking for the cordial welcome and emphasizing the importance that Kazakhstan attaches to strengthening ties with Turkmenistan, the guest conveyed warm greetings and good wishes from the President of Kazakhstan Kassym-Jomart Kemeluly Tokayev.

Particular attention was paid to the implementation of a number of interstate economic projects, as well as the prospects for building up partnerships in such strategic areas as trade, economy, transport and logistics, energy, agriculture.

According to President Gurbanguly Berdimuhamedov, our country pursues the policy of “open doors” and good neighborliness, takes practical steps to form a transport and transit corridor for the states in the region and the world.

In this context, the importance of operating transnational North-South railway, as well as Turkmenistan’s initiative to build a modern Turkmenbashi-Kazakhstan highway, which in the near future will increase trade, passenger and freight traffic between the countries, was emphasized.

When discussing the issues of cross-border cooperation, the meeting participants focused on the development of the transit potential of neighboring states, the implementation of energy projects actively promoted by Turkmenistan. The importance of deepening cooperation in ensuring global energy security, consolidating efforts in addressing environmental problems was emphasized.

It was noted that in the light of modern realities, one of the topical vectors of cooperation is the field of ecology, where Turkmenistan and Kazakhstan interact, in particular, within the framework of the International Fund for Saving the Aral Sea (IFAS), special attention is also paid to the efforts taken to address the Caspian Sea issues.

“Our countries have great opportunities for building up trade and economic relations”, said President Gurbanguly Berdimuhamedov, underlining the role of the Intergovernmental Turkmenistan-Kazakhstan Commission on Economic, Scientific, Technical and Cultural Cooperation.

In this regard, the Turkmen leader proposed to hold an extraordinary meeting of the Commission with the participation of the heads of the leading ministries and departments of Turkmenistan and the Prime Minister of the Republic of Kazakhstan in order to discuss the important issues of expanding the partnership that was supported by Askar Mamin.

It was expressed the mutual interest in the implementation of new joint projects, including in the field of gas chemistry, the supply of Turkmen gas to the domestic market of Kazakhstan, the agro-industrial complex, as well as readiness to build up constructive partnerships both in the bilateral format and within international organizations.

The participants of the meeting discussed the development of a fruitful dialogue in the humanitarian field. The importance of enhancing contacts in science and education, culture and sports was underlined.

Congratulating President Gurbanguly Berdimuhamedov on the Independence Day, which is celebrated this month, Askar Mamin expressed belief that the constructivism of the foreign policy strategy of Turkmenistan, based on the principles of permanent neutrality, would continue to promote cooperation in a wide range of areas.

At the end of the meeting, the President of Turkmenistan and the Prime Minister of the Republic of Kazakhstan confirmed the commitment of the two countries to the comprehensive development of interstate relations.

The President of Turkmenistan congratulated the national leader of Kazakhstan on the 80th anniversary and wished him good health, inexhaustible life energy and success in his responsible work aimed at ensuring the further prosperity of the Kazakh people. People in Turkmenistan know and respect the First President of the Republic of Kazakhstan as a wise politician, who has devoted his life to the development of the fraternal country and strengthening its authority in the international arena.

President Gurbanguly Berdimuhamedov emphasized the invaluable personal contribution of Elbasy Nursultan Nazarbayev to strengthening the ties of friendship rand mutually beneficial cooperation with the closest neighbors in Central Asia.

Turkmenistan, in turn, aims at developing wide partnership with the states of the region, contributing in every way to promoting an equal, trusting dialogue in all areas, both bilaterally and multilaterally.

According to the Turkmen leader, one of the ways is to promote partnership in scientific diplomacy, including the interaction of scientists to identify the origin of coronavirus, the causes and conditions of its occurrence.

As is known, substances hazardous to human health, including viruses, can be carried by air especially in a complex ecological environment. Central Asia is one of the environmentally sensitive regions of the world. One of the main reasons for this is the problem of the Aral Sea.

Air masses that form in the Aral Sea zone and spread over a vast geographical area have a negative impact on nature and climate and jeopardise the health of people living not only in this region, but also outside it.

Putting forward the initiative on creating the UN Special Program for the Aral Sea Basin, Turkmenistan takes concrete steps to develop this initiative.

Speaking about the importance of coordinated efforts in order to eliminate the consequences of this environmental disaster, the President of Turkmenistan expressed the willingness to establish regular contacts between medical scientists, environmentalists and other specialists of Turkmenistan and Kazakhstan in the near future.

According to the Turkmen leader such a professional partnership will be a significant contribution to ensuring environmental well-being in the Central Asian region, protecting the health of people living here, and combating the global pandemic.

“We believe that the implementation of joint plans aimed at expanding the traditional Turkmen-Kazakh political and economic ties that meet common interests will continue in the future”, underlined the President of Turkmenistan, once again warmly congratulating the national leader of the neighboring country on the anniversary.

President of Turkmenistan Meets with Prime Minister of Kazakhstan

President of Turkmenistan Gurbanguly Berdimuhamedov has met with Prime Minister of the Republic of Kazakhstan Askar Mamin, who arrived in our country as the head of a representative delegation to attend the First Caspian Economic Forum in the Avaza National Tourist Zone.

Welcoming the guest, President Gurbanguly Berdimuhamedov highlighted that Kazakhstan has been and remains our country’s important partner. We hold dear and highly value the bilateral relations we have developed over the years, while attaching great importance to promoting them in bilateral and multilateral formats, the head of Turkmenistan said, having expressed his firm belief that the constructive interstate dialogue will continue to advance steadily.

After thanking the head of state for the warm reception and recognizing the significance Kazakhstan attaches to strengthening the relations with Turkmenistan, the guest conveyed greetings from President of Kazakhstan Kassym-Jomart Tokayev, who had also wished the Forum every success.

The Turkmen leader thanked the Prime Minister of Kazakhstan for the warm words, and passed on his best wishes to President Kassym-Jomart Tokayev, the first President of Kazakhstan Nursultan Nazarbayev, and the people of Kazakhstan.

During the meeting, the parties exchanged their views on issues across a broad spectrum of the Turkmen-Kazak cooperation, discussed the implementation progress of several interstate economic projects and prospects for closer partnership in the strategically important trade-economic, transport and logistics, and energy sectors.

Our country is committed to its open-door and good-neighbour policy, and is taking a series of practical steps to build the transport-transit corridor for the countries in the region and in the world, President Gurbanguly Berdimuhamedov said. 

On the subject of cross-border cooperation, the discussion focused on issues of developing the neighbor states’ transit potential and implementing energy projects initiated by Turkmenistan. The parties also recognized the importance of deepening the cooperation in the field of global energy security and of joining efforts to tackle global environmental challenges.


In the light of the present-day realities, ecology is seen as one of the priority area of cooperation, where Turkmenistan and Kazakhstan are closely collaborating, particularly, within the International Fund for Saving the Aral Sea, currently chaired by our country. Much attention is also given to joint efforts to tackle the Caspian Sea-related issues.

Our countries have considerable potential for enhancing the trade-economic cooperation, President Gurbanguly Berdimuhamedov said, having stressed, in this context, the role of the Intergovernmental Turkmen-Kazak Commission for Economic, Scientific-Technical and Cultural Cooperation.

The sides also indicated their mutual desire to implement new joint projects, including in the gas chemical industry as well as their readiness to advance the constructive partnership bilaterally and within international organizations.

Having praised the high degree of organization of the events, held in the Avaza National Tourist Zone as part of the First Caspian Economic Forum, Askar Mamin expressed his firm belief that the constructive foreign policy strategy of Turkmenistan would contribute to closer cooperation in the Caspian Sea.

At the end of the meeting, the President of Turkmenistan and Prime Minister of the Republic of Kazakhstan affirmed the two countries’ commitment to fostering the interstate relations.

President of Turkmenistan Gurbanguly Berdimuhamedov received Prime Minister of the Republic of Kazakhstan Askar Mamin who came to Ashgabat for participation of the session of the Heads of the Governments of the Commonwealth of Independent States.

Having expressed the gratitude for warm welcome and having highlighted the importance that Kazakhstan pays to the strengthening of links with Turkmenistan, the guest conveyed warm greetings and best wishes of the President of Kazakhstan Kassym-Jomart Tokayev to Head of the State Gurbanguly Berdimuhamedov.

Askar Mamin noted that his country highly appreciates and comprehensively supports progressive policy and important international initiatives of the President of fraternal Turkmenistan, which are aimed at consolidation of the foundations of peace, stability and prosperity in regional and global scales.

Having welcomed the guest and expressed the gratitude for good words, the Head of the State conveyed his best wishes to President of the Republic of Kazakhstan Kassym-Jomart Tokayev and to the first President of this country Nursultan Nazarbayev and to all people of Kazakhstan, with whom our country is connected by old friendship, fraternity and neighbouring relations, which make a base of cooperation in new historical age.

Taking the opportunity, Turkmen leader congratulated Askar Mamin on the appointment to the post of the Prime Minister of Kazakhstan, having wished him great success in responsible government activity.

High assessment has been given during the meeting to the level and dynamics of development of interstate dialog. The sides have also exchanged the opinions on wide spectrum of cooperation including under competent organizations.

The President of Turkmenistan highlighted that developing bilateral relations, we rest on old traditions of fraternity and mutual sympathy of Turkmen and Kazakh people, commitment of our states to the principles of peace-loving and humanity, which is a good base for cooperation under international structures as well as mutual understanding of important subjects of global and regional development where our countries have similar or close approaches.

The Head of Turkmenistan and his guest discussed perspectives of expansion of the partnership in such strategic directions as trade and economic, transport and logistic spheres, energy. In this context, the importance of existing transnational North – South railway as well as new initiative of Turkmen side for construction of modern highway Turkmenbashy – Kazakhstan, which would also increase the volume of trade, passenger and cargo traffic between two neighbouring countries.

The subject of development of transit potential of two states, implementation of energy projects actively promoted by Turkmenistan as well as participation of representatives of Kazakhstan in the first Caspian Economic Forum, which would be held in in Avaza National tourist zone in August and exhibition of innovative technologies timed to the forum, have been highlighted during discussion of the subjects of transboundary cooperation.

Our countries have big capabilities for expansion of trade and economic cooperation, President Gurbanguly Berdimuhamedov said, having stated the importance of activity of Intergovernmental Turkmen – Kazakh Commission for economic, scientific, technical and cultural potential in definition of perspective directions of interstate dialog.

Mutual interest has been expressed in implementation of new joint projects including in petrochemical industry, which are aimed at full-scale involvement of existing economic and resource potential of neighbouring countries, willingness to expansion of constructive dialog both in bilateral format as well as under the Commonwealth of Independent States.

In this context, the President of Turkmenistan expressed the confidence that coming session of the Heads of the Governments of the CIS would make contribution to further development of multilateral interstate dialog and strengthening of friendly relations between the states of the Commonwealth and would support the implementation of its potential in number of directions.

Development of fruitful dialog in cultural and humanitarian sphere as well as in tourism and sport has also been discussed.

Having noted high level of events held in Turkmenistan as a country chairing the CIS in 2019, Askar Mamin expressed the confidence that constructivism, which is specific for foreign strategy of neutral Turkmenistan and which was reflected in the relations under the CIS, would give new stimulus for development of cooperation, the guest also highlighted the importance of the Resolution on cooperation between the United Nations Organization and International Fund for Saving of Aral Sea adopted by the UN General Assembly on May 28, which is to support the prosperity of the countries of Aral Sea basin, initiated by the President of Turkmenistan.

In the end of the meeting, the President of Turkmenistan and Prime Minister of the Republic of Kazakhstan expressed confidence that interstate relations would continue to be steadily developed and filled with new content.
