Special Adviser of the Prime Minister of Georgia for Foreign Investments will be Vazil Hudak

Published in Economics
Friday, 07 May 2021 16:08

As noted by the Prime Minister of Georgia Irakli Garibashvili, a new plan of economic recovery is required in the difficult situation created by the novel Coronavirus and foreign investments acquire special importance in it. This will be the main duty of his Special Adviser. Mr. Hudak will be actively working towards this end. Namely, Vazil Hudak will focus on the mobilization of foreign public and private support for the New Economic Strategy of the Government of Georgia. He will interact with the European Union (EU), International Monetary Fund (IMF), World Bank, European Bank for Reconstruction and Development (EBRD) and other international financial institutions (IFIs) as well as international businesses, investment funds and banks.

Vazil Hudak will center his efforts on select strategic, priority investment projects and will ensure the engagement of corporate and individual foreign investors.

"Today, I wish to introduce to you my Special Adviser - Mr. Vazil Hudak. He will work on foreign investments to Georgia. You may well be aware that we are working on a New Plan of Economic Recovery in the difficult situation created by the novel Coronavirus. Foreign investments will have a leading role in the future growth and economic development of Georgia. Country needs investments, which means that a quick recovery of the economy will follow. More people will get employed. More income will be generated by our citizens. Hence, we selected Mr. Vazil Hudak for being a great friend of Georgia and for his successful career as a Vice President (VP) of the European Investment Bank (EIB), Ministers of Economy and Finance of Slovakia. Prior to these, he worked at private banks: JP Morgan, Citibank. I wish to tell you that Mr. Hudak knows Georgia very well. He frequently visited our country in the capacity of the Vice President of the European Investment Bank. He knows our economic team pretty well. I also wish to note that Mr. Hudak was appointed as an EU Envoy for SME yesterday. He already held meetings with Ministers of the Economic Team of Georgia. His goal is to mobilize foreign public and private support for our New Economic Strategy. He will focus on the select strategic priority investment projects. For effective performance, he will interact with the EU, IMF, World Bank, EIB, EBRD and other IFIs. Also, he will work with international businesses, investment funds and banks.

Considering our current strategy, we highly value the European policies for SME. It will be implemented with the vision and professional advice of Mr. Hudak. Hence, I wish to once again express my gratitude to Mr. Hudak for accepting this offer and I am convinced that we will jointly reach the results that are now needed for our country" stated Irakli Garibashvili, Prime Minister of Georgia.

As Vazil Hudak noted, he will work as an Envoy of the Prime Minister of Georgia for the development and advancement of the country in support of the Government of Georgia.

"First of all, I feel greatly honored to be back again. Georgia is very close to my heart and as the Prime Minister has noted, I have been to Georgia many times in different capacities. Most recently, I was visiting Tbilisi as a Vice President of the European Investment Bank (EIB). It is among the largest investors in Georgia and Georgian economy. I have a great honor to work for the development of the country - this time as an Envoy of the Prime Minister of Georgia in support of the Government.

We have to operate in a difficult period together. It is true for Europe and globally. It is due to COVID. However, I believe that difficult times present us with opportunities as well. We have an opportunity now to grow and develop in many different directions, create better quality in various areas, attract support from the USA, EU and other countries. We know how to recover the economy through investments, more economic development and advancement. I believe that this is the future of Georgia as well in the EU. The Prime Minister of Georgia already announced that I am an EU Envoy for Small and Medium Enterprises (SME). It is aimed as an endeavor for greater resilience and 50 billion Euros have been allocated for the program. It has 2 main aspects: digitalization and green or environmental initiative to address climate change. These are the future directions of Georgia as well - to become more digital, more modern and greener. I believe that Georgia will thus come closer to Europe and it is the major aspiration of the Government of Georgia too. I met all Ministers of the Economic Team to discuss all challenges faced in the process and studied various needs and challenges. Public funds are not sufficient to meet all these needs and that is why it is so important to mobilize other resources thereby engaging the private sector in the process. That is exactly where I see my role, to help the Government of Georgia in finding ways to mobilize other resources. International support will bring more benefit to the Government of Georgia. I see this goal achieved through the Public-Private Partnerships (PPP) as well, which will benefit the Georgian economy. I indeed have a great honor to serve the country and Georgian people in the capacity of an Adviser of the Prime Minister of Georgia. It is an opportunity for strengthening ties between EU and Georgia. I take this mission very confidently" noted Vazil Hudak upon his appointment.

Vazil Hudak has a long career track record in working for the public and international financial sectors. He is currently Adviser to the Government of the Czech Republic on the Establishment of a National Development Fund. Also, he serves as a Deputy Chairman of GLOBSEC. At various times, Mr. Hudak was a Vice President of the European Investment Bank, Minister of Economy of the Slovak Republic, Deputy Minister of Finance of the Slovak Republic, Vice President of Economic and Financial Committee within the Council of the EU, Chief Negotiator for the EU Budget (SK EU PRES 2016), Chairman of the Board at the Slovak Investment Holding and Slovak Guarantee and Development Bank, Member of the Council of the International Bank for Reconstruction and International Investment Bank, Industry Head of Public Sector for the Central and Eastern Europe at J.P. MORGAN CHASE, Vice President of CITIGROUP, Vice President of the EASTWEST INSTITUTE. Vazil Hudak holds an MA in International Relations and Diplomacy, as well as JUDr in International Law.

Irakli Garibashvili and Ilham Aliyev discuss strategic partnership between the two countries and joint regional projects

The Georgian Prime Minister's visit to Baku started with today's face-to-face meeting with the President of the Republic of Azerbaijan. Ilham Aliyev hosted Irakli Garibashvili at ZagulbaPalace.

The parties focused on the strategic partnership and friendly relations between the two countries, also pointing out successful joint projects of regional importance.

"Mister Prime Minister, welcome to Azerbaijan. We are very glad to see you. I am sure this visit will be very successful and will strengthen our brotherly relations. Relations between our peoples are based on centuries of history of good neighborhood. This is a very good basis for developing our relationship, which demonstrates a very good dynamic and covers many areas. We are very glad that you are visiting us. I wish you good health. I know that you recently had coronavirus, so there was a little delay in your visit to Azerbaijan. I am glad that you have recovered fast.

We have a very good history of the implementation of joint projects, like energy projects and transportation projects. These projects have changed the map of the region-political, economic, transportation map.

Without strong partnership between our countries, the implementation of these projects would be impossible.

The last day of the past year was the last day of the implementation of the Southern Gas Corridor project, which has tremendous importance for development, stability, predictability, and cooperation not only in the Caucasus, but in the wider region. Without our cooperation, nothing would be possible.

I am very grateful to the Georgian Government for continuous support in the implementation of this important project. And other initiatives that we have launched together are success stories. I am sure that this tradition will continue. I just looked at some data and saw that Azerbaijan continues to be one of the biggest investors in Georgia's economy. And that is also a sign of the reforms which your Government is implementing and creating a very positive investment climate. I know that many Azerbaijani companies are willing to work in your country, and I am sure that it will happen.

Today we will review what we have achieved and plan our future steps. Once again, welcome! We wish you the best!" Ilham Aliyev stated.

The Head of Georgian Government thanked the President of the Republic of Azerbaijan for hospitality and invited him for an official visit to Georgia at his convenience.

"Thank you, Mister President for receiving me. It is a great pleasure to see you again in Baku. As you mentioned, because of my coronavirus, we had to postpone my visit. But I am glad that we are here today in Baku.

You mentioned that we have an excellent relationship, and our relationship counts centuries. And I want to repeat the words of your father who once said in Tbilisi: "Destiny has designated, and actually we are lucky that we are neighbors, that Georgian and Azerbaijani people are neighbors." This is our destiny, so we are interconnected and interdepended.

As you mentioned, we have executed some of the most important, historical projects together. Therefore, we are absolutely determined and motivated to continue implementing more projects together, and that will strengthen our relationship and brotherhood. Once again, I would like to thank you for hosting our official delegation in Baku. And I would like to take this opportunity to invite you to Tbilisi at your convenience," Irakli Garibashvili said.

Irakli Garibashvili: We are launching a nation-wide renovation, involving 63 municipalities. First phase of the project has been budgeted at 500 MLN GEL

"We are launching a nation-wide renovation!" It was announced by Irakli Garibashvili, Prime Minister of Georgia at the Executive Government Meeting today.

Explanations on the components of the program were thereby given by the Prime Minister of Georgia.

"This program envisages the urban renovation of 63 municipalities, rehabilitation of cultural and historic sites of heritage, along with the rehabilitation of municipalities, administrative centers, arrangement of recreation areas, development of infrastructure for tourism in recreation parks, construction of landmark facilities in all municipalities, cities and all public buildings. Urban renovation of municipalities, resorts and settlements will be made within the scope of the initiative. Also, new leisure, tourist and public areas will be created within the program.

Of course, you are all aware that many places exist in Georgia that need to be made even more attractive for our citizens in the first instance and for the guests of our country - our tourists - at the same time" stated Irakli Garibashvili, Prime Minister of Georgia.

In the opinion of the Head of Government of Georgia, equal socio-economic development needs to be facilitated in the regions of the country.

"Advancement of living conditions, labor and development opportunities for our citizens everywhere in the country should become the main goal of the state. Creation of new attractions of tourism for the local population in the regions of the country, improvement of the social environment will, of course, contribute to the recovery, renewal, development and new opportunities for the population of each region.

First phase of the regional renovation project has been budgeted at 500 MLN GEL. The initiative envisages the creation of new jobs in the first instance. We estimate that approximately 15 000 new jobs will be created under the project and that the local residents will be employed in regions of the country.

Tenders for projects envisaged within the scope of the nation-wide program will be announced this week and as I told you, we will launch a series of large-scale works in 63 municipalities from June of the current year" stated Irakli Garibashvili today.

As the Prime Minister noted, the projects envisaged within the program will be implemented by the Municipal Development Fund (MDF) of the Ministry of Regional Development and Infrastructure of Georgia (MRDI) along with municipalities.

"Expenditures of the program will be funded with 500 MLN GEL from the state budget and with support of international financial institutions (IFIs). As for the program itself, all the best architects will be involved in the program and the project. Of course, the authenticity of all regions and municipalities will be maintained on the ground and this will be a very strong start for a large-scale renovation of our country.

We will be launching these works very soon. Mr. Irakli Karseladze and his team have been working on the blueprints very actively for the last 2 years and I want to thank him. Now we have to move on to the actual work. We must establish a new standard pretty much everywhere and equally in all municipalities. It will be a new, European standard that will change the overall picture of our country completely. Now we need maximum mobilization, more endeavours, more hard work to support and assist our people" stated the Head of Government of Georgia.

Irakli Garibashvili: The ultimate wish and task of all of civilized Europe and Michel is for us the authorities to continue working in the Parliament together with the opposition

Published in Politics
Tuesday, 16 March 2021 11:35

The ultimate wish and task of all of civilized Europe and, in this case, of Mr. Michel is for us the authorities to continue working in the Parliament together with the opposition, Georgian Prime Minister Irakli Garibashvili told the press during his visit to Brussels.

A solution must be sought, though it cannot be at the expense of the state's interests, the Head of Government added.

"We had a very productive meeting with President Charles Michel. I would like to thank him once again for his direct mediatory engagement. His envoy is presently in Tbilisi, continuing negotiations with both the opposition and our party. The process continues. Tomorrow, we will have a chance to engage in dialogue. I would like to make one thing clear. We are called to find a solution, but it in nowise can happen at the expense of the state's interests. Of course, we are ready for a fair decision. It must be a compromise more or less acceptable to all. We have openly stated our position. I shared with Mr. Michel the position of our party and the Government, and he listened to our offers attentively. As you know, the opposition, over the past few days, has been especially destructive in its attempts to widen the gap instead of contributing to the process of dialogue. We have seen numerous attempts and provocations over the past few days. I hope that the opposition can continue constructive dialogue. The ultimate wish and task of all of civilized Europe and, in this case, of Mr. Michel is for us the authorities to continue working in the Parliament together with the opposition. And that is our ultimate task as well. Next few days will show how we will fulfil this task. I will abstain from disclosing our concrete positions, because there is no agreement yet and negotiations are still underway," Irakli Garibashvili said.

Georgian Prime Minister meets with CEO of OMV Petrom SA which will explore oil and gas in Georgia

Published in Economics
Thursday, 11 March 2021 13:01

Today, Georgian Prime Minister Irakli Garibashvili, together with Minister of Economy and Sustainable Development Natia Turnava, held a meeting with the leaders of OMV Petrom SA, a company that will explore oil and gas in Georgia.

The meeting at the Administration of the Government emphasized the importance of this project. The relevant agreement places Georgia among the countries with oil and gas shelf exploration.

The project involves extraction, and collection, acquisition, and processing of geological and geophysical data for oil and gas extraction in the course of 25 years on the Black Sea's continental shelf.
The Prim Minister emphasized that the Georgian Government welcomes cooperation with OMV Petrom-a subsidiary of OMV, which ranks among Europe's top 10 oil companies-and is ready to provide support toward the project's successful implementation.

According to the Head of Government, the entry of such a large company reaffirms that Georgia's business environment, including in the area of oil and gas extraction, is transparent and appealing to world-class oil giants.

During the meeting, OMV Petrom was represented by CEO Christina Verchere, Exploration and Appraisal Director Bernhard Krainer, and Business Development and Commercial Director Jose Rafael Duque-Ramirez.

After the meeting with the Prime Minister, the relevant agreement was signed, at the Government Administration, by Giorgi Tatishvili, Head of the State Agency for Oil and Gas at the Ministry of Economy and Sustainable Development, on one hand, and by Jose Rafael Duque-Ramirez and Bernhard Krainer, on the other, as representatives of OMV Petrom SA.

On June 22, 2020, the State Agency for Oil and Gas LEPL at the Ministry of Economy and Sustainable Development announced an open international competition for the general oil and gas license encompassing the Black Sea's license blocks 2 and 3. OMV Petrom SA, a member of the large Austrian oil group OMV, won the license to operate in block 2.

The tender's wining company will carry out 2- and 3-dimensional seismic exploration works, and drilling will commence in the last phase of the project. The value of the drilling phase will depend on exploration results.

The value of a similar project involving the exploration of the Domino well by Austrian OMV in Romania's territorial waters is 1.5 billion USD. Exploration work on the Black Sea is underway in Turkey, Russia, Bulgaria, Romania, and Ukraine. Exploration work has resulted in the discovery of large hydrocarbon wells in Romania and Ukraine. Bulgaria, where the company also operates, is close to a similar commercial discovery.
