On 29 November, Center for Studies on New Religions (CESNUR) from Italy and Human Rights Without Frontiers (HRWF) from Belgium hosted a seminar on human rights entitled “Intolerance and Discrimination Against New Religious Movements: An International Problem”.

This seminar, held in Seoul, South Korea, was devoted to the protection of the rights of religious minorities targeted by the majority groups, particularly in the context of anti-human rights situations such as the forced conversion that occurred in Korea.

Forced conversion, also known as “Deprogramming”, is a social issue that causes human rights violations by kidnapping and detaining the members of religious groups labeled as “cults” by their opponents in order to compel them to abandon their faith.

More than 80 participants including legal experts, journalists, and civil society representatives reviewed the current situation of forced conversion and discussed solutions to defend the freedom of faith and human rights that have become the norm of the international community.

Massimo Introvigne, Managing Director of CESNUR as well as an Italian sociologist, stressed that forced conversion is conducted through the mainstream by saying, “Korean deprogrammers are specialized pastors from the mainline churches, most of them Presbyterian."

"The protests that commemorate the victims from forced conversion were mentioned in the 2019 U.S. State Department Report on Religious Freedom, including violations of religious freedom in the year 2018. However, there were new cases of deprogramming even after their death," he criticized.

Regarding the multi-dimensional strategy to solve such phenomenon, Willy Fautré, Founder and Director of HRWF stated several suggestions; pointing at the responsibility of the leadership of the Presbyterian Church which tolerates, endorses, and maybe encourages such a practice; developing advocacy at the UN and in organs defending freedom of religion or belief; prosecuting those who encourage people to perpetrate an act of abduction and confinement.

In an open letter, signed by 15 international NGOs including CAP-LC and HRWF, to the South Korean President Moon Jae In on July 24^th, it said, “South Korea may well be the last democratic country in the world where deprogramming is still tolerated” and asked the President to “investigate in-depth accusations of forcible deprogramming, put a stop to this obnoxious practice, and hold those responsible fully accountable.”

Meanwhile, South Korea was elected to serve the 5th term on the United Nations Human Rights Council on October 17th. South Korea’s mission to the UN said that it plans “to participate in the international efforts to respond to human rights crises around the world.” Participants urged the Korean government to respond to the issue of forced conversion which is still threatening the human rights of its people.

On November 5-6, 2019, the International Conference “Rational use of water resources – key for achieving the Sustainable Development Goals” was held in the hotel “Yildiz” of Ashgabat which gathered more than 60 experts from 10 countries of the world. The representatives of nine international and regional organizations which are implementing the projects in the field of water resources management took part in the work of the conference.

The State Committee for Water Management of Turkmenistan and the Ministry of Foreign Affairs of Turkmenistan initiated the hosting of the given Conference. The Global Water Partnership provided assistance and practical support in the arrangement of this international meeting. 

The participants of the Conference reported on the attainments and achievements of their respective countries, shared experience gathered and determined the most pertinent vectors of expanding and deepening regional cooperation in the scope of reaching the Sustainable Development Goal 6 -    ensuring availability and sustainable management of water and sanitation for all.    A number of reports of the Conference were dedicated to the measures realized by the countries of the region on reaching the target 6.5 which aims to implement the integrated water resources management at all levels by 2030, including the trans- boundary cooperation whenever applicable.    

The discussions on the role of the water partnership at the national and regional levels in assessing the progress of resolving this issue took place. In the result of the discussions held, the participants formulated the ideas on strengthening regional cooperation, as well as enriched their understanding of the role and opportunities of each party engaged in the process of implementing the principles of integrated water resources management.    

Upon completion of the main programme of the Conference, the participants visited the objects equipped with water saving technologies. The hosting country also prepared a cultural programme for the esteemed guests, during which they found an opportunity to visit the Turkmen “Alabay” dog breed nursery-garden in Ak-Bugday region where they witnessed how carefully and passionately the Turkmen people preserve their traditions and national cultural heritage.

Between 18 and 30 May, consultants from the International Trade Centre carried out an expert mission in the Western Part of Georgia, visiting 16 project beneficiary companies from the hazelnut, dried fruit and tea sectors.

The visits were organised in the framework of the Ready to Trade project, funded by the EU under its EU4Business initiative.

The purpose of the mission was to determine and finalise individual strategies for hazelnut and dried fruit producer companies, as well as to conduct an assessment of the premises of a tea factory and manufacturing process. International experts also met with company management and manufacturing staff to discuss the issues they encounter.

The EU-funded Eastern Partnership: Ready to Trade project helps small and medium-sized enterprises (SMEs) to access new markets with a focus on the EU, helping SMEs identify and comply with quality and standards to meet international requirements, linking them with buyers along the value chain, and providing cluster support.

Director of the UCI David Lappartient made a speech at the opening ceremony of mass cycling race, which was timed to the World Bicycle Day in Turkmen capital.

Congratulating Turkmen leader on the celebration, the Head of International Cyclist Union noted an outstanding role of our country and President Gurbanguly Berdimuhamedov personally in initiation of the World Bicycle Day, having expressed the delight with the scale of diplomatic work, which was supported by the UN country members.

In this regard, it was announced about the decision of the International Cyclist Union to award Turkmen leader with the Certificate of Appreciation.

Cycling received rapid development in Turkmenistan in the results of the efforts of the Head of the State as one of the President of the world who actively goes in for sports. Therefore, Mr Lappartient informed that the international Cycling Union decided to hold 2021 World Track Cycling Championship in Ashgabat.

After, President Gurbanguly Berdimuhamedov gave start to mass cycling race and headed the convoy.

Members of the Government of the country followed the Head of the State through parade arch, which was installed especially there. President of the ARETI International Holding I. Makarov and famous sportsmen were honoured guests of the celebration.

Having covered the distance of 15,000 meters along the Archabyl Avenue and Bitarap Turkmenistan, President Gurbanguly Berdimuhamedov finished at the final arch.

X International Gas Congress, which outlined new vectors of development of interstate cooperation in gas sphere and supported the coordination of joint plans for future, has accomplished its work in Avaza National tourist zone.

Atmosphere and course of discussions at the Congress was provided by the fact that the role of natural gas as the most ecologically acceptable and economically beneficial energy resource, which supports stable development of the countries, is growing rapidly in the world energy industry. Therefore, the intent of leading companies of the planet to establish close cooperation with our country, which has rich reserves of gas in the world, is quite legitimate.

Demand on energy is the key indicator for any energy forecast. In this case, the opinion of experts is clear – Asia will be in the focus in international gas trade for next three decades, which will lead to the necessity of formation of gas transport and gas processing infrastructure. Thus, geographic factor strengthens the positions of Turkmenistan in the world energy markets. Special interest raised by the presentation of the projects of industrial development of largest Galkynysh Field and construction of transnational gas pipeline Turkmenistan – Afghanistan – Pakistan – India among the participants of the Congress became another evidence to this.

At the same time, opportunities of supply of Turkmen gas to Europe and Russian, plans for increment of throughput capacity of Central Asia – China gas line have been actively discussed at the sessions and fields of the Forum.

Diversification of oil and gas industry and enhancement of its innovative component are important aspects of energy strategy steadily implemented by President Gurbanguly Berdimuhamedov. Rating of the companies successfully working in this direction are headed now by representatives of business circles of the Republic of Korean and Japan, together with which number of big projects of deep processing of natural gas has been implemented.

At the same time, it was said at the forum that Turkmenistan is open for other investors offering the projects of construction of super modern facilities making variety of petrochemical production based on advanced technologies and latest scientific and technical developments.

Perspective directions of cooperation in oil and gas industry of Turkmenistan were discussed on the second day of the Congress. Reports of top managers and specialists of structural divisions of Turkmen fuel and energy complex – Turkmenbashy Refinery Complex and the State Concern Türkmengaz, hve been listened with keen interest.

At present time, Conceptual strategy of development of Turkmenbashy refinery Complex and Seydi Refinery is under development at the request of the Head of the State. Capabilities of Turkmenbashy Refinery Complex and Seydi Refinery will be analysed in details, perspective directions of their further development as well as optimum variety of petroleum products, which are on high demand in the world market and can be produced at the facilities of the complex, will be outlined.

In particular, it is planned to build new technological lines, which will refine the oil up to 90 percent, at Turkmenbashy Refinery Complex. It includes the complex of units for hydro treatment of diesel fractions and gasolines, catalyst cracking of heavy residuals of oil refining as well as the installations for production of high quality base technical oils.

In addition, technical and economic feasibility of production of benzene at Seydi Refinery for its further use as a raw material for production of valuable products like polystyrene and rubber, which are on high demand in the world market, is studied. In addition, the construction of these units will allow Turkmen petrochemical industry to start the production of gasoline meeting Euro 5 standards.

Representatives of PETRONAS (Malaysia) and Chinese National Petroleum Corporation presented the review of their activity in Turkmenistan.

International petroleum company PETRONAS works for more than 20 years in Turkmenistan on the base of the Production Sharing Agreement on Block 1 in Caspian Sea. For this period, PETRONAS has invested more than 10.7 billion US dollars to the exploration and development of contractual territory , which is located 80 km to the southwest from Turkmenbashy.

At present moment, intensive production of oil and gas is carried out at Magtumguly and Diyarbekir Fields. Activation of drilling works in the western part of Garagol Deniz Field is also planned. This project includes the construction of offshore platform, which will be connected with onshore gas terminal in Kiyanly by the pipeline. Gas treatment plant and hydrocarbon separation units for separation of oil, condensate and associated gas has been built previously in this place.

Starting from 1998, the company implements international educational programme for the school graduates of Turkmenistan who study in University of Technology of PETRONAS. This university has also signed the Memorandum of Understanding and Cooperation with International Oil and Gas University of our country for creation of favourable climate for education and research activity.

In its turn, Chinese National Petroleum Corporation make exploration, development and production at Bagtiyarlyk territory, which became one of the sources for Turkmenistan – China gas pipeline. Starting from 2007 when the Production Sharing Agreement was signed, big volume of works has been carried out at the right bank of Amudary River related to seismic surveys, drilling of new exploration and production wells.

It resulted in discovery of new gas deposits including in Samandepe field (Block A) as well as eastern, southern and northern parts of Bagtiyarlyk contractual territory (Blcok B). High debits of oil and gas were receied during well tests in central part of Amudarya basin. Two gas processing plants at Samandepe Field and Hojambaz etrap, more than 110 test and production wells as well as other facilities of production, logistic and social infrastructure have been built.

At present time, Amudarya Regional Gas Company, which is the part of CNPC, continues work on improvement of material base of Turkmenistan – China pipeline. The first phase of the project of development of the field, which located in eastern part of Bagtiyarlyk contractual territory, has been successfully implemented

Construction of gas collection stations, pipelines, gas treatment unit and other infrastructural facilities has been carried out in this place in 2018. Six directional wells, which tests showed high debits of gas, have been prepared for production. In January this year, first batch of high quality sale gas has been produced there.

It is planned to start industrial production of gas in the eastern part of B Block in the end of 2019. It is expected that completion of the first phase of the project will provide the production of 1.7 billion cubic meters of gas per year. Total volume of product supplied to Turkmenistan – China pipeline from the fields of Bagtiyarlyk contractual territory is more than 82 billion cubic meters today.

Direction of International Oil and Gas University spoke in details about training of personnel for oil and gas industry of our country and international cooperation in this field.

Numerous business meetings between foreign businessmen and heads of oil and gas departments and concerns of Turkmenistan, during which specific proposals for establishment of beneficial partnership in different spheres of national gas industry, have been held under X International Gas Congress.

The 5^th Ukrainian Film Festival “Ukraine in focus” is starting in Tbilisi on May 2, 2019. Modern Ukrainian movies will be shown in Amirani Cinema (M. Kostava Street No 36/1) during May 2-5 in original language accompanied with English and Georgian subtitles. Poster and event details are available at Official Facebook page of the festival .

The festival “Ukraine in focus” will be opened with a movie “The Wild Fields” (2018) by director Yaroslav Lodygin on May 2, 2019 at 8 pm in Amirani Cinema. On 18th of February, International Peace Youth Group (IPYG) held “2019 Youth Peace Conference” under the theme of “Youth Make Tomorrow: Unity & Harmony” at the International Convention Centre, Cockle bay room in Sydney, Australia. This event, attended by 45 leaders of politics, education, and youth organizations as well as 350 audiences, was aimed to promote the collaboration of civic groups for the establishment of international law for peace.

The conference began with the congratulatory message from Cr. Stephan Barbour, the Deputy Mayor of North Sydney Council. "I was so surprised that young people are building a foundation for peace in support of the DPCW. I am also very excited to see the scene where the peace letters, which contain the voices of young people for peace, are delivered to the representatives of each country. This is evidence that young people are changing the world," he said.

The “Peace Letter Campaign”, one of the IPYG’s initiatives that create the world without war, urges the heads of each state to enact legally binding international law for peace based on the Declaration of Peace and Cessation of War (DPCW). The DPCW consisting of 10 articles and 38 clauses includes provisions to avoid war-related actions and achieve peace and addresses respect on the international law, peaceful dispute settlement, and spreading a culture of peace.

Youth group leaders delivered the peace letters to 30 national leaders including Governor General of Tuvalu. In the speech, H.E. Iakoba Taeia Italeli, Governor General of Tuvalu, replied to the youth by saying "I have received your hearts through the letters, and will make the best of my effort to realize the world you dream to come true. I will do my best to encourage the rest of the world to support the DPCW so that we may bring a better future for the youth."

Chairman Man Hee Lee of HWPL, an international peace NGO under the UN ECOSOC, said, “I met leaders of politics, religion, and social group from all over the world, but no one wanted war. If war does not happen, peace will be achieved. With the principles guaranteeing peace and avoiding conflicts and wars, the DPCW will contribute to cessation of war, ultimately leading to the world of peace. It will be achieved when every individual of our global society advocates for it. Let us all become one and make peace.”

Mr. Young Min Chung, the General Director of IPYG, emphasized the role of youth in creating peace in this world for the responsibility of future lies in their hands. Also, he encouraged the participants to join the “Peace Letter Campaign” that will convey their longing for peace to the heads of state as well as their neighboring nations.
