Batumi International Conference to kick off Monday

2021 Batumi International Conference will kick off today in a hybrid format due to the ongoing pandemic.

The main spotlight is on the upgraded level of cooperation between the three EU Associated Partners – Georgia, Moldova and Ukraine – recently formalized as the Associated Trio, the organizers said.

The three Partners are determined to accelerate the reforms envisaged by their respective Association Agreements with the European Union that contain provisions on Deep and Comprehensive Free Trade Areas and prepare the next stage of their European integration.

“The panel will discuss possible interests of the EU to engage further in the enhanced integration process with the three Eastern European partners. Also, deliberate more on the European enthusiasm of the three countries while also reflecting on how the new format will complement the future of the Eastern Partnership,” the statement reads.

Charles Michel and the presidents of Moldova and Ukraine will participate in today’s Conference.

On April 15, 2021, the International Conference “Global Cooperation of Independent, Neutral Turkmenistan for the sake of Peace and Trust” was held in the capital of Turkmenistan, Ashgabat in participationon of the President of Turkmenistan Gurbanguly Berdimuhamedov.

The high-level event took place in the new Conference Centre of Turkmenistan that was officially opened in the same day by the President of Turkmenistan.

The event was attended by the leadership of Parliament (Mejlis), Deputies Chairman of the Cabinet of Ministers of Turkmenistan, heads of the ministries and departments of the country, chiefs of the diplomatic missions and representative offices of international organizations in Turkmenistan, rectors of the institutions of higher education of Turkmenistan, heads and representatives of local mass media, as well as the foreign journalists accredited in Turkmenistan.

The heads and representatives of respected international and regional organizations, including the UN, OSCE, CIS and others took part in the International Conference via videoconferencing.

In his opening speech, the President of Turkmenistan Gurbanguly Berdimuhamedov noted the significance of the given Conference that is taking place in the International Year of Peace and Trust. He expressed firm commitment of Turkmenistan to the development of peaceful, friendly ties between countries and people. The President also called for the expansion of collaboration with the international partners.

Then the participants heard the video statement of the Secretary General of the OSCE Helga Schmid who told about the active work of Turkmenistan in the process of upholding the sustainable development, the culture of peace and trust. She also highlighted the role of Turkmenistan in the development of economic connectivity in the region and beyond itThen the Chairman of the Executive Committee of the Commonwealth of Independent States – Executive Secretary Sergey Lebedev addressed the conference via videoconferencing. He particularly underlined that in the person of Turkmenistan, the international community has gained a reliable and peace-loving partner and the state confirms in practice its vital input in the development of international cooperation on the basis of mutual respect and trust.

Also via videoconferencing gave her speech, the Under-Secretary-General of the United Nations, Executive Secretary of the UN Economic Commission for Europe (UNECE) Olga Algayerova. She noted the important role of Turkmenistan in the promotion of constructive regional and international dialogue, in particular through the collaboration in the area of green economy, trade, transport, ecology and others.

About the significance of peaceful and open international cooperation to which Turkmenistan calls, the Executive Secretary of the UN Economic and Social Commission for Asia and the Pacific (ESCAP), Under-Secretary-General Armida Salsiah Alisjahbana has spoken in her video statement. She underlined the importance of mutual support in the process of resisting the common threats and challenges.

In her speech, the Acting UN Resident Coordinator in Turkmenistan, UNICEF Representative in Turkmenistan Christine Weigand told about the active cooperation of Turkmenistan with the UN from the perspective of attaining the Sustainable Development Goals that is inseparably connected to maintenance of peace and trust between countries and people.

Also, the Ambassador Extraordinary and Plenipotentiary of the Russian Federation to Turkmenistan Aleksandr Blokhin gave a speech at the Conference. The diplomat said that “the peace and trust is what is extremely needed today to the people and states of the whole Globe and their priority scope in the Turkmen foreign policy has gained many practical confirmations and rightly valued by the world community.”

In his speech, the Ambassador Extraordinary and Plenipotentiary of the United States of America to Turkmenistan Matthew Stephen Klimov presented his vision of the notions of peace and trust. He underlined that to attain peace it is necessary to build and maintain trust. The Ambassador added that this is what Turkmenistan is calling for through its positive neutral policy.

Speaking at the Conference, the Head of the OSCE Center in Ashgabat Natalya Drozd stated that by initiating the UN General Assembly Resolution on declaring the International Year of Peace and Trust, “the Government of Turkmenistan has again demonstrated its commitment to the policy of permanent neutrality, the main priorities of which is the affirmation of the culture of dialogue and reinforcement of mutual trust between various states.”

The Ambassador Extraordinary and Plenipotentiary of the European Union to Turkmenistan Diego Ruiz Alonso also spoke at the Conference. The diplomat noted the role of Turkmenistan in the promotion of peaceful and trustful relations between countries and people that is reflected in numerous projects of economic and humanitarian nature.

In the end of the official part of the Conference, the President of Turkmenistan Gurbanguly Berdimuhamedov expressed gratitude to participants for active involvement and wished to all peace and wellbeing.

Then the ceremony of signing international documents took place and the International Conference continued in plenary sessions.

Today, on March 2, the International Conference “Turkmenistan and the United Nations: Cooperation for Peace and Trust” on the occasion of
the 29th anniversary of Turkmenistan’s UN membership, has started in the MFA of Turkmenistan.

Within the framework of the event online ceremony of signing the bilateral documents was held. In particular, the following documents were signed: Agreement between the Government of Turkmenistan and the United Nations Population Fund on Co-Financing, as well as Work Plan between the Ministry of Sport and Youth Policy of Turkmenistan and United Nations Population Fund (UNFPA) within the framework of the project “Strengthening mechanisms of youth participation in the implementation of the national youth policy and advancement of gender equality” for 2021.

Then Deputy Chairman of the Cabinet of Ministers, the Minister of Foreign Affairs of Turkmenistan Rashid Meredov handed over to the Acting UN Resident Coordinator in Turkmenistan, UNICEF Representative in Turkmenistan Christine Weigand the Note verbale of the MFA of Turkmenistan officially announcing on behalf of the Government of Turkmenistan about the Resolution of the President of Turkmenistan on the approval of the procedure for visa-free entry to Turkmenistan of foreign citizens with UN passports.

As is known, that Resolution had been signed by the President of Turkmenistan on the 28th of February 2021, according to which, starting from March 2 this year, foreign citizens holding UN passports are allowed to come to Turkmenistan, stay in the country, leave it, and cross the territory of Turkmenistan in transit without visa.

Besides that, the document prescribed those foreign citizens – officers of the UN or its specialized structures, accredited by the Ministry of Foreign Affairs of Turkmenistan, as well as their family members, are exempted from obtaining visa during the period of work in Turkmenistan.

The adoption of this Resolution is in line with the 1946 Convention on the Privileges and Immunities of the United Nations.  

 

An international conference on the role of neutrality in maintenance of peace,security and development was held in Turkmenistan

Today, on December 12, Ashgabat hosted an international conference "Policy of Neutrality and its importance in ensuring international peace, security and sustainable development" dedicated to the 25th anniversary of permanent Neutrality of Turkmenistan.  

The President of Turkmenistan Gurbanguly Berdimuhamedov participated to the forum of international scale.

The event was attended by the leadership of Mejlis, Deputy Chairmen of the Cabinet of Ministers of Turkmenistan, heads of the ministries and departments of the country, chiefs of the diplomatic missions and representations of international organizations in Turkmenistan, rectors of the higher educational institutions of Turkmenistan, heads and representatives of local mass media, as well as the accredited foreign press.

 The heads of respected international and regional organizations took part in the forum via videoconferencing.

In his speech, President of Turkmenistan Gurbanguly Berdimuhamedov emphasized the main vectors of the foreign policy of Turkmenistan based on the principles of permanent Neutrality.  He voiced the commitment of Turkmenistan to the development of international cooperation for the sake of peace, stability and sustainable development.  The head of state drew the attention to the need of reestablishing the culture of peace, trust and friendly dialogue in the relations among the countries. 

The participants heard the video statements of the UN Secretary General António Guterres, OIC Secretary General Youssef Ben Ahmed Al-Usaymin, Chairman of the Executive Committee - CIS Executive Secretary Sergei Lebedev, SCO Secretary General Vladimir Norov, and UNESCO Director General Audrey Azoulay.

In the framework of the Conference it was noted that within its neutral status, Turkmenistan is committed to expand mutually beneficial partnership with the international and regional structures.

The initiative to hold this forum in Ashgabat belongs to President of Turkmenistan Gurbanguly Berdimuhamedov.  The Conference caused a wide international resonance, active interest and support in world circles.

 Convincing confirmation of the recognition by the international community of the peace-loving policy pursued by Turkmenistan became the next adoption by the UN General Assembly of the Resolution "The Role and Significance of the Policy of Neutrality in Maintaining and Strengthening International Peace, Security and the Process of Sustainable Development" on the eve of the 25th anniversary of the permanent Neutrality of Turkmenistan at the initiative of the Turkmen side.

 Also, during the 47th session of the OIC Council of Foreign Ministers, the Resolution “The Role of the Policy of Neutrality in Maintaining and Strengthening International Peace, Security and Sustainable Development in the Region of the Organization of Islamic Cooperation and in the World” was adopted.

The International Conference continued in plenary sessions.

В Туркменистане состоялась международная конференция о роли нейтралитета в обеспечении мира, безопасности и развития

Сегодня, 12 декабря в Ашхабаде состоялась Международная конференция «Политика нейтралитета и ее значение в обеспечении международного мира, безопасности и устойчивого развития» в честь 25-летия постоянного Нейтралитета Туркменистана.

На форуме международного значения принял участие Президент Туркменистана Гурбангулы Бердымухамедов.

В мероприятии приняли участие руководители Меджлиса, заместители Председателя Кабинета Министров Туркменистана, главы министерств и ведомств страны, руководители дипломатических миссий и представительств международных организаций в Туркменистане, ректоры вузов Туркменистана, руководители и представители местных СМИ, а также зарубежные журналисты, аккредитованные в Туркменистане.   

В конференции посредством видеоконференцсвязи приняли участие главы авторитетных международных и региональных организаций.

В своем выступлении Президент Туркменистана Гурбангулы Бердымухамедов подчеркнул основные векторы внешней политики Туркменистана базирующихся на принципах постоянного Нейтралитета. Он озвучил приверженность Туркменистана развитию международного сотрудничества во имя мира, стабильности и устойчивого развития. Также глава государства привлек внимание к необходимости восстановления культуры мира, доверия и дружественного диалога в отношениях между странами мира.   

Участники конференции заслушали видеообращения Генерального секретаря Организации Объединенных Наций Антониу Гутерриша, Генерального секретаря Организации Исламского Сотрудничества Юсефа Бен Ахмед Аль-Усаймина, Председателя Исполнительного комитета – Исполнительного секретаря СНГ Сергея Лебедева, Генерального секретаря Шанхайской Организации Сотрудничества Владимира Норова и Генерального Директора ЮНЕСКО Одрэ Азуле.

В рамках конференции отмечено, что с учетом своего нейтрального статуса Туркменистан намерен укреплять взаимовыгодное партнёрство с международными и региональными структурами.

Инициатива проведения данного форума в Ашхабаде принадлежит Президенту Туркменистана Гурбангулы Бердымухамедову. Конференция вызвала широкий международный резонанс, активный интерес и поддержку в мировых кругах.

Убедительным подтверждением признания международным сообществом миролюбивой политики, реализуемой Туркменистаном, является очередное принятие Генеральной Ассамблеей ООН Резолюции «Роль и значимость политики нейтралитета в деле поддержания и укрепления международного мира, безопасности и процесса устойчивого развития» в преддверии 25-летия постоянного Нейтралитета Туркменистана по инициативе туркменской стороны.

Также в ходе 47-й сессии Совета министров иностранных дел ОИС была принята Резолюция «Роль политики нейтралитета в поддержании и укреплении международного мира, безопасности и устойчивого развития в регионе Организации Исламского Сотрудничества и во всём мире».

Международная конференция продолжилась в пленарных заседаниях.

“I congratulate you on the Day of Science and opening of the online International Scientific Conference “Science, Engineering and Innovative Technologies”, says President Gurbanguly Berdimuhamedov’ in his address.

“Science and education stand as an inclusive power of a society in achieving great goals and strengthening the power of our state. Therefore, in accordance with the requirements of the times, we improve the structure, management and legal base of the sphere of science, successfully implementing fundamental scientific and technological reforms, and creating all conditions for training of highly qualified specialists and scientists. Based on knowledge and innovations, we modernize the national economy at the level of the developed countries of the world, implementing large-scale projects, and achieve great successes in the socio-economic development of the country.

“The economic development of our sovereign state is impossible without modern technology. Modernizing economy, creating innovative industrial enterprises, manufacturing high-quality products that are competitive in world markets, Turkmenistan systematically strengthens its role in the global economy.

“Such a rapid development is connected, first of all, with the introduction of advanced achievements of science and technology, the best world experience, the level of scientific and technological progress, new opportunities for innovation, exact engineering sciences, information technologies. In this regard, we pay particular attention to the digitalization of the economy as a priority of the state policy. For these purposes, we improve our computer systems and modern means of communication, automating production. We significantly strengthen our economy due to the electronic document management system.

“This year, we have adopted the Programme for the transfer of science in Turkmenistan to the digital system in 2020-2025. This document, aimed at the technological and innovative development of our country, will ensure providing the system of science with high-quality electronic information base, developing technical and software solutions, using sustainable and new technologies, and thereby bringing research activity to a new level. In addition, it will be possible to further strengthen the relationship between science, education and production, create new software for scientific research, and actively involve young people in science, engineering, and technology business.

“At present, we are systematically strengthening cooperation with large international structures in the field of science, engineering and innovative technologies. In accordance with the program of socio-economic development of the country for 2019-2025, we significantly expand our scientific contacts with the leading scientific and educational centers of the world, international organizations and foundations.

“The election of our country to the United Nations Commission on Science and Technology for Development, the agreements achieved at the international and interstate levels, multilateral and long-term cooperation in the field of science, scientific conferences on political, cultural and economic issues vividly demonstrate the success of our independent state, the authority of which steadily grows in the global scientific and educational space. PRESIDENT OF TURKMENISTAN PARTICIPATED TO THE INTERNATIONAL CONFERENCE “TURKMENISTAN AND INTERNATIONAL ORGANIZATIONS: COOPERATION FOR PEACE AND DEVELOPMENT”

On January 14, 2020, the International Conference “Turkmenistan and International Organizations: Cooperation for Peace and Development” dedicated to the celebration of the 25th anniversary of the permanent Neutrality of Turkmenistan in the year of 2020 marked by “Turkmenistan – Home of Neutrality” has started in Ashgabat.    

The President of Turkmenistan Gurbanguly Berdimuhamedov participated to the ceremonial opening of the International Conference. 

The representatives of respected international organizations arrived to Ashgabat to attend the Conference.   Also, the heads and representatives of the Government of Turkmenistan, regional executives of international organizations, including the UN, OSCE, EU, World Bank, EBRD, ADB and others, as well as the chiefs of diplomatic corps accredited in Ashgabat and representatives of local and foreign mass media participated to the event.   

Speaking at the opening of the Conference, the President of Turkmenistan noted that Turkmenistan has chosen the model which has gained the name - Positive Neutrality and formulated its fundamental principles: peace-loving, noninterference in the affairs of other governments, respect of their sovereignty and territorial unity, nonparticipation to the international military organizations and pact.  He added that Turkmenistan became a reliable ally and effective partner of the United Nations in the process of preserving and sustaining political stability in the region, developing good neighborly relations, friendship and cooperation.      

The Special Representative of the UN Secretary-General, Head of Regional Centre for Preventive Diplomacy for Central Asia Ms. Natalia Gherman, UN Resident Coordinator in Turkmenistan Ms. Elena Panova, Head of the OSCE Center in Ashgabat Ms. Natalya Drozd, Charge d’Affaires of the EU Delegation to Turkmenistan Mr. Lubomir Frebort, UNODC Regional Representative for Central Asia Ms. Ashita Mittal, Officer-in-Charge of UNESCO Tehran Cluster Office Mr. Cvetan Cvetkovski, and the Director of UNHCR Regional Office Ms.Yasuko Oda gave speeches during the Conference.

During the speeches, the unique character of the policy of Neutrality of Turkmenistan was stated which is implemented under the leadership of the Leader of nation and aimed at the attainment of global missions on sustaining stability, economic growth and security exclusively by peaceful means with the support of coordinated actions of all the participants of the international community.   

In the framework of the Conference, the Annual Action Plans for 2020 were signed between the Mejlis of Turkmenistan and UNICEF, between the Ministry of Healthcare and Medical Industry of Turkmenistan and UNICEF, between the Ministry of Labour and Social Protection of Turkmenistan and UNICEF, between the State Committee for Statistics and UNFPA, between the Institute of State, Law and Democracy of Turkmenistan and UNICEF, between the Office of Ombudsperson of Turkmenistan and UNICEF, between the Mejlis of Turkmenistan and UNFPA, Ministry of Healthcare and Medical Industry of Turkmenistan and UNFPA, between the Ministry of Education of Turkmenistan and UNFPA, between the Institute of State, Law and Democracy of Turkmenistan and UNFPA, as well as the Annual Joint Action Plan for 2020 in the framework of the Memorandum of Understanding between the Government of Turkmenistan and the Representation of the United Nations on cooperation in coordination of preparedness and response to emergency.   

The work of the International Conference “Turkmenistan and International Organizations: Cooperation for Peace and Development” will continue in the Ministry of Foreign Affairs of Turkmenistan in the format of plenary sessions.

 

President of Turkmenistan calls for ‘green diplomacy’ for the Caspian Sea

Speaking at the International Conference “The Caspian Sea: in the interest of developing international economic cooperation”, President of Turkmenistan Gurbanguly Berdimuhamedov highlighted the special role of science in maintaining the ecological balance of the Caspian Sea, the unique biodiversity of the sea.

“It means that all economic projects in the Caspian Sea basin should be carried out on the basis of high international environmental standards”, the Turkmen leader said.

“We are going to create a new Caspian environmental programme as a set of environmental measures aimed at the conservation and efficient use of the rich natural resources of the Caspian Sea.

“At the same time, this Programme could monitor the environmental situation in the Caspian Sea and give relevant recommendations to the governments of the littoral states.

“Turkmenistan is ready to consider this issue with all interested partners. At the same time, we hope for the full support of the UN and, first of all, its specialized environmental institutions.

“We strongly believe that ecology cannot become a hostage of economic and commercial benefits. This is a principled and responsible position that our country has consistently supported from the rostrum of the most respected international organizations and strictly followed, when developing national plans”, emphasized the Turkmen leader.

In this regard, the President of Turkmenistan called for the establishment of effective channels of ‘green diplomacy’ for the Caspian Sea with participation of international agencies, environmental centers and the media.

“Speaking about the future of the Caspian Sea, Turkmenistan considers it in the context of the future of the entire planet and correlates its work with the activities of the United Nations to achieve the Sustainable Development Goals”, said President Gurbanguly Berdimuhamedov.

“We see the Caspian Sea, both in geographical and socio-economic terms, as one of the directions of the UN Strategy until 2030. Sustainability of the economy, energy security, environmental balance are the main framework of the common Caspian home”, emphasized the Turkmen leader.

President Gurbanguly Berdimuhamedov to attend a high-level conference

On June 20, President of Turkmenistan Gurbanguly Berdimuhamedov is going on a working visit to the Republic of Tajikistan to attend a High-Level International Conference on the United Nations International Decade for Action “Water for Sustainable Development, 2018-2028” in the city of Dushanbe.

The representative forum aims to continue dialogue on water issues among parties concerned, to expand and strengthen partnership in this important area, and to formulate a set of practical recommendations for achieving the water-related Sustainable Development Goals.

With its consistent foreign policy based on the principles of peace, positive neutrality and constructive international cooperation, Turkmenistan is actively supporting the global community’s efforts, aimed at addressing burning issues of today. In line with its national priorities and international commitments, for years our country has been contributing significantly to the development of fruitful cooperation in the conservation and sustainable use of water resources, which are regarded as crucial to human health and well-being.

The constructive initiatives announced by President Gurbanguly Berdimuhamedov at international forums, including sessions of the UN General Assembly, the United Nations Conference on Sustainable Development (Rio+20), the Third UN World Conference on Disaster Risk Reduction in Japan, and the Seventh World Water Forum in the Republic of Korea stand as remarkable testimony to this.

They also include our country’s proposal to open the Ashgabat-based Regional Center for Climate Change Technologies for Central Asia (with all necessary infrastructure to be provided by the Turkmen side), and the proposal to draw up a Special UN Aral Sea Program and a UN Water Strategy.

President Gurbanguly Berdimuhamedov highlighted at a recent Cabinet session that today water issues cannot be considered separately from strategic plans for global sustainable development, including socio-economic progress, ecological safety, and climate change. Speaking on the subject, the head of state noted that Turkmenistan, which currently holds the presidency of the International Fund for Saving the Aral Sea (IFAS), is fully committed to tackling all the issues in accordance with rules of international law and in close cooperation with the United Nations and other authoritative organizations.

Importantly, the social, economic and environmental policy pursued by the Turkmen leader directly correlates with the United Nations 2030 Agenda for Sustainable Development. In this context, Turkmenistan is making massive efforts to apply water-efficient technologies, and build modern water treatment plants, desalination plants, and water purification facilities.

The Altyn Asyr Lake project, ongoing in the Karakum Desert, is one of the vivid examples of our country’s meaningful contribution to tackling global water conservation issues and environmental problems. This unrivalled megaproject is of the utmost importance to Turkmenistan and to Central Asia. Once completed, it will bring obvious environmental benefits to the region.

Alongside with that, the National Climate Change Strategy and the National Forest Program of Turkmenistan are being consistently implemented in the country. A 2018-2030 Water Resources Development and Management Program of Turkmenistan, aimed to effectively exploit the sector’s untapped potential and boost its performance, is currently in the course of preparation.

President Gurbanguly Berdimuhamedov’s participation in the High-Level International Conference “Water for Sustainable Development” yet again testifies to our country’s willingness to seek constructive cooperation with the United Nations, IFAS, and other reputable organizations to address strategically important global issues, exchange experience and best water conservation practices for global sustainable development.

As part of the working visit by the President of Turkmenistan to the Republic of Tajikistan, bilateral meetings are scheduled to take place to discuss prospects for closer interstate cooperation across the whole spectrum of areas.

Turkmenistan comprehensively supports the Resolutions of the United Nations General Assembly “Addis Ababa Programme of the Third International Conference on Financing for Development” of June 27, 2015 and “Transforming our world: the 2030 Agenda for Sustainable Development” of September 25, 2015. Independent neutral Turkmenistan is one of the first and few countries of the world that adopted global Sustainable Development Goals on the Government level. In September 2016, the Government of our country adopted 17 goals, 148 tasks and 187 indicators in sustainable development altogether.

The Government of Turkmenistan has adopted and steadily realizes the strategy of growth of national economy, under which large-scale works for industrialization and diversification of the branches of national economy, increment of volumes of export oriented and import substitutive production have been expanded, which is to provide invariable growth of social and living level of the population.

Our country pays great attention to the realization of infrastructural projects in transport and telecommunication spheres supporting the solution of the objectives of industrialization and diversification of national economy, development of fruitful international cooperation. We have successfully completed big projects of construction of transnational North – South railway, Turkmenbashy International Seaport, Ashgabat International Airport for establishment of closer partnership with international organizations. Further development of the most important transport and transit corridors f regional and global significance is the main goal of these projects.

Turkmenistan actively participates and achieves positive solution of the most important international issues, especially in provision of energy safety, diversification of transport infrastructure. Creation of multidimensional system of pipelines supports the provision of energy resources supplies to the world markets. In this regard, it is important to mention that all constructive initiatives of our state receive the support and approval of the world community. This is enshrined in the Resolutions of the United Nations on Reliable and Stable Transit of Energy and its Role in Provision of Sustainable Development and International Cooperation in 2008 and 2015, the message says.

In this context, the construction of Turkmenistan – Afghanistan – Pakistan – India pipeline, which, having significantly increased export capabilities of our country, would enhance the improvement of energy security and economic stability and would be reliable base for the achievements of the Sustainable Development Goals of entire region. I am confident that the forum will be efficient ground for exchange of practice and will support the expansion of international cooperation for financing of sustainable development, the message of the President highlights.

 

President of Turkmenistan attends the High-Level International Conference “Water for sustainable development”

 

Early in the morning on June 20, President of Turkmenistan Gurbanguly Berdimuhamedov left the Turkmen capital for the Republic of Tajikistan to take part in the High Level International Conference on the International Decade for Action “Water for Sustainable Development” 2018-2028.

After an hour and a half flight, the presidential airliner landed in the International Airport in Dushanbe, decorated with the State Flags of the two countries. The high-ranking officials greeted the Turkmen leader at the airport.

From the airport, the cortege of the President of Turkmenistan headed to the venue for the International conference – the Government residence of the Republic of Tajikistan.

President of Turkmenistan Gurbanguly Berdimuhamedov headed to the special place for high guests, where President of the Republic of Tajikistan Emomali Rahmon cordially greeted the Turkmen leader.

After the official photo session of the heads of the delegations, taking part in the forum that was held in the Big Conference Hall in the Kohi Somon Palace, the solemn ceremony of opening of the International Conference “Water for sustainable development” took place.

President of the Republic of Tajikistan Emomali Rahmon opened the conference and then the floor was given to Under-Secretary-General for United Nations Department of Economic and Social Affairs Liu Zhenmin.

Then the floor was given to the President of Turkmenistan. Addressing the conference participants, Gurbanguly Berdimuhamedov noted that the preservation and efficient use of water resources largely depended on the course of global processes, the prospects for lasting peace, stability, development and prosperity on the planet.

“Water issues, including political, economic, social aspects, need an international consensus and consolidation of the efforts of states on a common worldview platform. At the same time, local interests and benefits should give place to the understanding of truly global goals and priorities, developing a unified strategy for actions on water for the long term.

“We believe that it is possible to cope with these tasks working in close coordination with the United Nations based on the Sustainable Development Goals and those policy documents that were adopted during the UN Conference "RIO+20", at the VII World Water Forum in Daegu, and other global international meetings. The main condition for joint activities in this direction should be the unconditional commitment to the principle of equal and equitable access to water resources, and its recognition as a fundamental human right.

“To guarantee the right to access water resources and responsibility for this should be obligatory for all states in the world”, the Turkmen leader said.

 

President Gurbanguly Berdimuhamedov suggests establishing UN structure on water affairs for Central Asia

 

Speaking during the High Level International Conference on the International Decade for Action “Water for Sustainable Development” 2018-2028, President of Turkmenistan Gurbanguly Berdimuhamedov underlined the importance to achieve the reasonable balance between the economic affairs and preservation of water resources and their efficient management.

“Global warming and the emergence of various natural and technology-related cataclysms are among the inevitable phenomena that the world encounters and will face with, the reaction to them should not be spontaneous, dictated only by short-term, narrow-national needs”, the Turkmen leader said.

“Today, we need systemic mechanisms for international cooperation with the aim to minimize the risks. We need clearly defined rules, a kind of code of conduct that would be based on the interests of all states and would be conditioned, first of all, by the needs of people, their habitual way of life that has developed over the centuries”, continued President Gurbanguly Berdimuhamedov.

“Water is the common property of all mankind that belongs to all the peoples on the planet”, said the Turkmen leader, calling for the development of the efficient formats for international cooperation on water.

“Due to a number of historical, natural and geographical features, such formats are becoming particularly relevant for Central Asia. The development of the states in our region, their economy and social sphere, the level of prosperity and the quality of life of people directly depend on the access to water resources and their efficient management”.

“Therefore, equal rights, respect, responsibility should stand as the fundamental, determining criteria for the relations between the countries in Central Asia on water use”, President Gurbanguly Berdimuhamedov said.

“Consistently supporting these positions, Turkmenistan has always stated that water issues in our region should be resolved: first of all, based on the generally recognized norms of international law; secondly, taking into account the interests of each of the Central Asian states; thirdly, with the active participation of international organizations, primarily the UN.

“This is our principled position, and, relying on it, we will continue working on the establishment of effective negotiating mechanisms between the Central Asian countries with the aim to develop the coordinated solutions”, the Turkmen leader said.

Noting that one of the most effective steps in this direction could be the establishment of a specialized UN structure on water affairs for Central Asia, the Turkmen leader expressed the belief that the international experience accumulated by the international community on water and water and energy problems can be efficiently used.

In this regard, President Gurbanguly Berdimuhamedov suggested the states in the region and UN Secretariat to consider the possibility of establishing a UN structure on water affairs for Central Asia.

 

Turkmenistan initiatives for Aral Sea are aimed at integrated international approach

 

President Gurbanguly Berdimuhamedov named the activity of the International Fund for Saving of Aral Sea as an important aspect of water diplomacy in Central Asia. The Head of Turkmenistan paid special attention to this subject in his speech at International High-Level Conference on Water Issues in Dushanbe.

President of the Islamic Republic of Pakistan Mamnun Hussein, Head of Executive Power of the Islamic Republic of Afghanistan Abdulla Abdulla, the UN Under-Secretary General Liu Zhenmin, high-rank delegations from ore than 110 countries of the world, representatives of number of the UN structures, international and regional organizations, financial institutes, business circles and other have also come to the capital of Tajikistan to participate in the work of the Forum.

At present moment, Turkmenistan is the Chairman of the International Fund for Saving of Aral Sea. It formed up the Concept of the Chairmanship, which includes the number of specific measures. It includes the development and adoption of new Programme for the support of the countries of Aral Sea basin, fulfilment of Regional Action plan for environmental protection as a single ecological programme of Central Asia countries and number of other measures. 

This year, it is planned to conduct the Summit of the heads of the states founders of the Fund in Turkmenistan and we hope that certain decisions, which are vital for the improvement of the activity of the IFAS and its efficiency, would be taken by the outcomes of this meeting, Turkmen leader has said.

President Gurbanguly Berdimuhamedov got back to the initiative of Turkmenistan proposed at the Conference for Sustainable Development Rio+20 on elaboration of the UN special programme for Aral Sea basin and on placing of Aral range of problems in separate direction of the United Nations activity.

It is obvious that protection of the Aral cannot longer to be considered as internal regional problem. The support of the world community, new focused, integrated international approach, active and systematic participation of the UN in this work are required for its successful solution.

In this context, the Head of the State called the United Nations and Central Asia countries to support the proposal of Turkmen side and to start its realization.

The UN General Assembly’s Resolution on Cooperation between the United Nations and the International Fund for Saving of Aral Sea initiated by Turkmenistan and adopted by consensus on April 18 this year is good foundation for this.

 

Presidents of Turkmenistan and Tajikistan discuss the possibilities to diversify cooperation

 

In the framework of the High Level International Conference on the International Decade for Action “Water for Sustainable Development” 2018-2028, President of Turkmenistan Gurbanguly Berdimuhamedov held a meeting with President of the Republic of Tajikistan Emomali Rahmon.

The Turkmen leader underlined the importance of the forum in consolidating the peoples in the world as well as developing the bilateral and multilateral relations between the countries.

Exchanging the views on the international policy, President of Turkmenistan Gurbanguly Berdimuhamedov and President of the Republic of Tajikistan Emomali Rahmon underlined the significance in widening cooperation to secure the energy safety, addressing such important issues as climate change, the efficient use of water resources, environment protection, etc.

The leaders of the two states exchanged their views on a wide spectrum of the Turkmen-Tajik cooperation, discussing the opportunities of its diversification. It was underlined the interest in enhancing cooperation in transport sphere that the implementation of the Asian railway corridor will offer a powerful impetus to.

According to President of Turkmenistan Gurbanguly Berdimuhamedov, the railway that revives the Great Silk Road is to serve the interests of the two friendly states and peoples as well as the goals of development of the regional and international cooperation, the universal wellbeing.

The leaders of the two states also underlined the importance of the International Seaport in the city of Turkmenbashi that was recently put into operation. The seaport will not only expand the transit and transport potential of Turkmenistan, but also will open up new opportunities for the landlocked countries in the region.

International Conference “Role of Parliament of Georgia in Implementation of Standards of the European Convention on Human Rights

Borjomi hosts the international conference “Role of Parliament of Georgia in Implementation of Standards of the European Convention on Human Rights” organized by CoE and Legal Issues Committee of Parliament. The Chair of the Legal Issues Committee, the PACE member, Eka Beselia opened the conference. It is the second time, she stated that Georgia hosts the forum dedicated to the role of the Parliaments, including Georgian Parliament in implementation of European Human Rights Convention. “We have developed the most important changes during the last 2 years, reflected in the law. We have already introduced the new regulations in the Rules of Procedure adopted in the end of 2016. The changes were initiated by the Human Rights Committee I chaired. We have already provided that the Parliament implements the active oversight function on enforcement of ECHR decisions. Enactment of the new standards started in the new Parliament”. Best experience of some European countries would be preferable to be shared. “This conference is a good opportunity for us to see the role of the National Parliament in enforcement process with a new perspective and to undertake joint efforts to improve these standards”. The Chair of the Supreme Court, Nino Gvenetadze, the Chair of the Constitutional Court, Zaza Tavadze, the Chair of the Committee of Election of Judges of the ECHR, the Member of Latvian Parliament and the CoE Tbilisi Office representative, Cristian Urse addressed the attendees. According to N. Gvenetadze, conference agenda issues are important for Georgian Common Courts and judicial system. “I would like to wish successful accomplishment of the meeting which is so important for Georgian Common Courts and judicial system as the practice of European Court, decisions of Case Courts and application thereof on national legislation level is one of the main issues of judicial strategy and future 5-point action plan”. According to Z. Tavadze, Constitutional jurisdiction of Georgia is the sphere echoing the essence of ECHR and often applying Strasbourg Court practice. “I would like to underline that the Constitutional Court always granted the high importance to ECHR practice”. According to Latvian MP, the issue is important not only for Georgia but for all European Parliaments. “Georgia has achieved significant progress in terms of implementation of the Convention on the national level and this event evidences that Georgia further continues aspiration to progress”. CoE Tbilisi Office representative, C. Urse noted that Tbilisi Office is in close cooperation with the Legal Issues and the Human Rights Committees. The Committees strive to enhance opportunities of oversight of enforcement of Strasbourg Court decisions. “Of course, we can grant additional motive to our cooperation in order to consolidate and enhance it”. Tamar Chugoshvili, the First Deputy Chairperson will preside the session “Role of National Parliament in Implementation of European Convention on Human Rights”. E. Beselia will introduce the reform of the Parliament, covering establishment of effective oversight mechanisms of enforcement of European convention. The conference is participated by MPs and experts. According to E. Beselia, Georgia is the leader of the region amongst EaP states in terms of implementation of Parliamentary oversight. “I am glad that it is the second time Georgia hosts the international forum, organized by PACE and supported by our Committee. Enhancement of Parliamentary oversight in terms of European convention enforcement and application thereof in judicial system is the topic being valuable and paramount for us. Georgia is the leader in the region and amongst EaP states, implementing the Parliamentary oversight mechanisms, including on enforcement of ECHR decisions. We are a successful model of rapid adoption of legislative changes”.

International Conference on Business and Human Rights: Challenges and Prospects in Georgia

From 31 October through 1 November 2016, the Public Defender’s Office of Georgia, the Danish Institute for Human Rights and the International Labour Organization jointly organized an international conference on the theme - Business and Human Rights: Challenges and Prospects in Georgia.
At the opening of the conference, Ucha Nanuashvili, the Public Defender of Georgia, Pavel Sulyandziga, Chairman of the UN Working Group on Business and Human Rights, Janosh Herman, EU Ambassador to Georgia, and Khatuna Tortladze, Deputy Foreign Minister of Georgia, generally reviewed the business atmosphere of the country.
They noted that, like in many other countries, a number of gaps were identified in the business sector in terms of human rights protection in light of the large energy and infrastructure projects and that no active measures have been taken for keeping balance between business interests and human rights needs. They also talked about the state's obligation to create legal mechanisms for protecting human rights from adverse impact of business and victims’ access to effective defense mechanisms in case of violation of these rights.
The conference participants emphasized the importance of continues economic development, but of course, in compliance with the United Nations Guiding Principles and EU requirements, it is necessary to take effective measures to protect human rights, including development of labour mediation mechanisms, inspection of labour conditions, and fight against trafficking and labor discrimination. Since the labour rights have special importance on the agenda of the Association Agreement, the Government should focus more attention on sharing the best practices through international cooperation in order to establish an effective labor inspectorate. 
The conference was attended by members of the Parliament and Government of Georgia, invited international experts, heads of international organizations and large business companies operating in Georgia, and representatives of civil society, trade union and national human rights institutions.
During the conference sessions, the issues of discussion were the international and regional frameworks of duties and responsibilities of states and businesses in the field of human rights, implementation of the United Nations Guiding Principles by the European countries and stages of development of the issue in Georgia on the basis of European experience.
They also talked about the labor rights, international labor standards, cases of discrimination in the workplace in Georgia, social rights, large-scale projects and their impact on the environment, adequate remuneration, contract forms, safety in the workplace, corporate-social cooperation and review of complaints, including creation and improvement of similar mechanisms inside companies.
On the second day of the conference, participants of the round table evaluated the existent situation of Georgia and talked about practical ways and initiatives in terms of development of corporate social responsibility and the role of the state in this process.  They also discussed the issues of development of business and human rights national action plan.
It should be noted the Public Defender has long been talking about the importance of protection of human rights in the business sector, but an event of similar scales was held for the first time in Georgia; Ucha Nanuashvili expressed hope that the international experience obtained during the meetings would help the Georgian authorities to find the depth of the problem and new approaches, as well as to make productive decisions.
