On October 21, 2020, at the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan, a three-day online diplomatic courses for young diplomats of foreign countries on the topic "Neutrality of Turkmenistan - for the sake of peace, stability and sustainable development", organized by the Ministry of Foreign Affairs of Turkmenistan, have started.
More than 30 diplomats from 13 countries of the world, in particular from Afghanistan, Uzbekistan, Russia, Turkey, Belarus, Austria, the USA, Hungary, the Republic of South Africa, Malaysia, Pakistan, Armenia, China take part in these courses.
As is known, these courses, timed to coincide with the 25th anniversary of the permanent neutrality of Turkmenistan, are aimed at increasing the participants' awareness of this status of the state, its role in the implementation of foreign policy.
On the opening day of diplomatic courses, the Rector of the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan J.Gurbangeldyev made an opening speech, who noted Turkmenistan's commitment to expanding political and diplomatic dialogue with the countries of the world within the framework of the policy of positive neutrality of the state. He expressed hope that these courses will allow diplomats from different countries of the world to learn more about the specifics of the permanent Neutrality of Turkmenistan, which, under the leadership of President of Turkmenistan Gurbanguly Berdimuhamedov, is taking important steps to achieve peace, stability and sustainable development in the world and in the region.
On the first day of the course, the rector of the International University for Humanities and Development, as well as the mentors of Turkmen diplomacy - Ambassadors Extraordinary and Plenipotentiary of Turkmenistan, who teach young Turkmen diplomats the basics of diplomatic service, delivered lectures.
The lecturers spoke about the intricacies of Turkmen diplomacy and the foreign policy of Turkmenistan, carried out in accordance with the principles of permanent neutrality, which calls for peace, mutual understanding and objective interstate relations.
Leading diplomats, specialists from the Ministry of Foreign Affairs of Turkmenistan and the teaching staff of specialized universities of the country have been invited to deliver lectures in the online format, who will comprehensively cover novice diplomats on the above topics, as well as talk about the features of Turkmenistan's neutrality.
The program is very busy. Participants of online courses will immerse themselves in lively discussions and will be able to ask questions to experts of Turkmen diplomacy. Young diplomats of foreign countries will be aware of such topics as “The history of the Turkmen model of neutrality and its successful implementation”, “Turkmenistan and the United Nations - interaction on the humanitarian line”, “Energy, transport and environmental diplomacy of Turkmenistan” and others.
Tomorrow, on October 22, diplomatic courses for young diplomats of foreign countries will continue at the UN Regional Center for Preventive Diplomacy in Central Asia, where the leaders of the Center will speak.
The courses will run until October 23 inclusive.

On October 21, 2020, a two-day sporting tournament among the diplomats has started in the Olympic village of Ashgabat dedicated to the 25th anniversary of the permanent Neutrality of Turkmenistan and the 75th anniversary of the United Nations. The tournament is held in such sports, as the billiards and tennis.
The representatives of the Ministry of Foreign Affairs of Turkmenistan, as well as the heads and representatives of diplomatic missions and representative offices of international organizations accredited in Turkmenistan are participating to the sporting events.
As is known, comprehensive work is being implemented in the country under the leadership of the President of Turkmenistan Gurbanguly Berdimuhamedov on the advancement of physical culture and sports, promotion of health lifestyle which has a favorable effect on the human health. The necessary conditions are created for the regular physical training and sport.

On October 15, 2020, a telephone conversation took place between President of Turkmenistan Gurbanguly Berdimuhamedov and President of the Republic of India Ram Nath Kovind.
Expressing his sincere gratitude to the President of India for the attention paid to the development of a fruitful Turkmen-Indian dialogue, President Gurbanguly Berdimuhamedov stressed that our countries are actively cooperating not only in a bilateral format, but also through international structures. This is evidenced by the mutual support of constructive proposals put forward within the framework of authoritative organizations on a regional and global scale.
As the President of our country noted, Turkmenistan is grateful to India for the continued support of its neutral status and international initiatives aimed at ensuring global peace, security and building an effective partnership for sustainable development.
During the conversation, it was emphasized that the high level of Turkmen-Indian relations is embodied in the consistent strengthening of trade and economic ties. In this context, the energy sector was named as a priority vector of cooperation, where a vivid example was interaction on the implementation of a large-scale project for the construction of the Turkmenistan-Afghanistan-Pakistan-India gas pipeline.
It was noted that the successful implementation of this significant project will certainly give a powerful impetus to the economic development of the participating countries, the creation of new jobs, the construction of social and industrial infrastructure, and will attract large foreign investments.
During the telephone conversation, the interlocutors also stated that there is a solid potential for diversifying economic cooperation, including taking into account the course of industrialization taken by our country.
For its part, Turkmenistan, as President Gurbanguly Berdimuhamedov noted, was ready to provide Indian companies with the necessary support in the implementation of investment projects and invited them to consider the possibility of creating joint high-tech industries in such areas as agriculture, chemical, pharmaceutical, light industry, production of building materials based on local raw materials.
Emphasizing that Turkmenistan and India have ancient traditions and a rich historical heritage, the interlocutors spoke in favor of further strengthening fruitful cooperation in the humanitarian sphere, including through various cultural events, such as cross Culture Days, exhibitions, festivals, and creative exchanges.
Great importance was also attached to the stimulation of scientific and educational contacts. Along with this, the importance of establishing interaction and exchange of experience at the inter-parliamentary level was noted.
During the conversation, Presidents Gurbanguly Berdimuhamedov and Ram Nath Kovind also touched upon the topic of the coronavirus pandemic.
The interlocutors also noted that high-level visits and negotiations play a special role in the development of Turkmen-Indian relations, building up bilateral ties with a long-term perspective. Stressing that Turkmenistan sees India as a sincere friend and reliable partner, President Gurbanguly Berdimuhamedov invited his Indian counterpart Ram Nath Kovind to pay an official visit to our country at a convenient time for him.

On October 8, 2020, a telephone conversation took place between President of Turkmenistan Gurbanguly Berdimuhamedov and President of the Republic of Uzbekistan Shavkat Mirziyoyev.
The leaders of the two states noted with satisfaction that the fraternal, friendly and good-neighborly dialogue between Turkmenistan and the Republic of Uzbekistan is dynamic and progressive, it is distinguished by deep sincerity and openness.
As it was emphasized, in recent years, Turkmen-Uzbek cooperation has reached a qualitatively new level and is successfully developing in a wide range of areas, both in a bilateral format and through international structures.
In this context, it was noted that a fruitful character is inherent in interstate trade and economic relations. A vivid example of this is the first online meeting of the "Turkmenistan-Uzbekistan" Business Council held yesterday.
The activities of this Council are designed to help intensify bilateral business contacts, increase the volume of mutual trade, and stimulate investment activity. At the same time, traditional cooperation in the cultural and humanitarian field is expanding and strengthening.
During the exchange of views on a number of topical issues of regional and global agenda, Presidents Gurbanguly Berdimuhamedov and Shavkat Mirziyoyev touched upon the spread of coronavirus infection, which has now become a serious test for the entire world community.
As was noted, today Turkmenistan and Uzbekistan are carrying out effective work in order to minimize the negative impact of the pandemic on the interstate trade and economic partnership.
Continuing the telephone conversation, the issue of holding a Consultative Meeting of the Heads of States of Central Asia was also raised. In this regard, President Gurbanguly Berdimuhamedov proposed to hold it in 2021 in Ashgabat.
In case of approval of this proposal, Turkmenistan is ready to start an appropriate procedure for coordination on the above issue. As for the date and agenda of the upcoming Summit, it is proposed to agree on them through the foreign ministries of the region's countries.

On September 30, 2020, a solemn ceremony of signing a number of significant documents was held in the Presidential Palace “Salam Khan” in the city of Kabul to facilitate the further implementation of joint infrastructure projects between Turkmenistan and Afghanistan, in particular, the construction of the Turkmenistan-Afghanistan-Pakistan-India (TAPI) gas pipeline, electric and fiber-optic communication line Turkmenistan-Afghanistan-Pakistan (TAP), construction of railways.
The signing ceremony was attended by the President of the Islamic Republic of Afghanistan Mohammad Ashraf Ghani, members of the Government, heads and representatives of the relevant ministries and departments of Turkmenistan and Afghanistan. The event was also attended by representatives of international companies involved in the implementation of projects.
The ceremony was opened by Ajmal Ahmadi, Acting Governor of the Central Bank of the Islamic Republic of Afghanistan.

Having conveyed the words of greetings from President of Turkmenistan Gurbanguly Berdimuhamedov to the head of Afghanistan, R.Meredov noted the high level of cooperation between Turkmenistan and Afghanistan in a wide range, and also stressed the importance of signing the current documents designed to facilitate the practical implementation of joint projects of geopolitical and geo-economic importance for the entire Eurasian continent.
The signing ceremony was marked by a solemn speech of the President of the Islamic Republic of Afghanistan Mohammad Ashraf Ghani, who expressed gratitude to the President of Turkmenistan Gurbanguly Berdimuhamedov for his support to Afghanistan, commitment to friendship between the two countries and peoples, as well as the development of large-scale energy projects and the creation of multilateral transport and transit corridors designed to exert a constructive influence not only for the comprehensive reconstruction of Afghanistan, but also for regional economic integration.
It was especially noted that the signing of these documents has become yet another step on the way towards further implementation of joint projects on the territory of Afghanistan.
The documents were signed by authorized representatives of Turkmenistan and Afghanistan. These are the Memorandum of Understanding between the State Concern “Turkmengaz”, “TAPI Pipeline Limited” and “Afgan Gaz Enterprise” Concerning the Development of the Herat Off take Strategy Relating to the Turkmenistan-Afghanistan-Pakistan-India Gas Pipeline Project; Memorandum of Understanding on Cooperation between the Agency “Turkmenaragatnashyk” and the Ministry of Communication and Information Technologies of the Islamic Republic of Afghanistan in the field of Communications and Informatization; the Contract between the Operators of the “Turkmentelecom” Electric Communication Company of the “Turkmenaragatnashyk” Agency and the “Afghan Wireless Communication” Company of the Islamic Republic of Afghanistan (“AWCC”) about the Cooperation in the field of Communications; as well as the Turkmenistan-Afghanistan-Pakistan Electricity Transmission Network Project, Heads of Terms – Afghanistan Power Purchase Agreement.
Deputies of the Mejlis of Turkmenistan discussed the draft Constitutional Law "On Amendments to the Constitution of Turkmenistan" during the 11th meeting of the Mejlis of the sixth convocation held in frames of the Halk Maslahaty meeting.
The participants paid special attention to the establishment of the National Council of Turkmenistan and the forthcoming transition of the country's legislative body to a bicameral system. In this regard, the issues related to the introduction of relevant amendments and additions to the current laws of Turkmenistan were also raised.
The draft Constitutional Law "On Amendments to the Constitution of Turkmenistan" submitted to the next meeting of the Mejlis of the fifth convocation was unanimously approved and adopted.
Chairperson of the Mejlis of Turkmenistan G. Mammedova announced the decision on the draft Constitutional Law.
President Gurbanguly Berdimuhamedov signed the Constitutional Law "On Amendments to the Constitution of Turkmenistan".
“The adoption of the Constitutional Law of Turkmenistan on the eve of the 29th anniversary of independence, symbolizing the unity of society and the state, is a grandiose historical event that will be inscribed in the chronicle of our people”, underlined the President of Turkmenistan.
The Constitutional Law of Turkmenistan "On Amendments to the Constitution of Turkmenistan" comes into force on January 1, 2021.
In this regard, the work of the Halk Maslahaty of Turkmenistan is terminated. The President of Turkmenistan signed the Resolution "On revocation of the 1st order of the Chairperson of the Halk Maslahaty of Turkmenistan dated September 25, 2018".
“Adopting the Constitutional Law of Turkmenistan "On Amendments to the Constitution of Turkmenistan", we have created a bicameral structure of the country's legislative body”, said the President of Turkmenistan.
According to the Constitutional Law, the first elections of the members to the chamber of the Halk Maslahaty National Council of Turkmenistan are appointed by the President of Turkmenistan.
In this regard, the President of Turkmenistan signed the Decree of the Halk Maslahaty on the appointment of the first election of members to the chamber of the Halk Maslahaty National Council of Turkmenistan, as well as the organizational work to establish the activities of this structure.

Speaking at the Halk Maslahaty meeting, President Gurbanguly Berdimuhamedov noted that the parliament is a special branch of state power, an integral instrument for establishing people's democracy in the political, economic and social life of the country. Formation of a qualitatively new bicameral structure of the National Parliament will create favorable conditions for strengthening the legal basis for the development of our independent country and increasing the effectiveness of work of state authorities.
Numerous proposals and comments were received on the draft of the Constitutional
Law. The final draft of the Constitutional Law "On Amendments and Additions to the Constitution of Turkmenistan" was submitted to Halk Maslahaty for consideration.
“In the draft Constitutional Law, proposed for your consideration, the Halk Maslahaty joins the system of the highest state bodies carrying out the tasks of the legislative power. Therefore, it is proposed to remove Article 6 with index 1 from the Basic Law and, in accordance with the creation of a bicameral structure of the legislative representative body of state power, to rename the National Parliament into the National Council of Turkmenistan, and its chambers - the Halk Maslahaty and the Mejlis”, said the President of Turkmenistan.
According to the Turkmen leader, if the draft Constitutional Law is approved and enters into force on January 1, 2021, it would be necessary to hold elections of the members of the National Council of Turkmenistan in the first quarter of 2021.
“We believe that the adoption of the Constitutional Law will be another important step towards the democratization of our country. Speaking at a meeting of the Halk Maslahaty of Turkmenistan, President Gurbanguly Berdimuhamedov noted that the spread of coronavirus infection had a negative impact on the economies of all states. Nevertheless, despite the difficult financial and economic conditions in the world, Turkmenistan has achieved sustainable development of its economy, and kept significant amounts of financial resources in reserve.
“In the current difficult conditions, we should take all measures to implement the five-year programme of development of the country, which was adopted at 2019 Halk Maslahaty meeting”.
“More than 70 % of the state budget funds are invested into the social sphere. Huge financial resources are used to improve the social and living conditions of the population in villages, settlements, cities in etraps and etrap centers.
“Along with this, it is necessary to increase the volume of credit funds allocated for the development of industrial sectors of the economy, encourage small business, increase the volume of credit and financial resources, allocated to the population.
“Moreover, the most of the state budget funds will be invested to education, healthcare, and the Pension Fund”, emphasized the President of Turkmenistan.
“From the first days of the spread of COVID-19, our country has organized the work to ensure provision of basic medical supplies free of charge. All necessary measures are taken to improve the immune status of people. The government adopted the plan to ensure preparedness for counteraction and response to this acute infectious disease. The Plan of operational socio-economic measures to counter the pandemic was also approved”, said President Gurbanguly Berdimuhamedov speaking during Halk Maslahaty meeting.
According to the President of Turkmenistan, one of the important directions now is to encourage medical workers and efficiently use their potential in the fight against this infection. The President of Turkmenistan said that he would sign a decree, authorizing the provision of additional benefits to health care specialists.
“I also consider it necessary to prepare a new edition of the state programme "Health". Therefore, I expect specific proposals in this direction from relevant officials”, the President said.
Speaking at the meeting of the Halk Maslahaty, President Gurbanguly Berdimuhamedov noted that the favorable geographic location of our country opened up wide opportunities for creating a competitive transport macrostructure. Currently, sea, road, rail, air and pipeline international logistics projects are implemented. The agreements reached on the transport corridors Uzbekistan-Turkmenistan-Iran-Oman and Afghanistan-Turkmenistan-Azerbaijan-Georgia-Turkey will contribute to enhancing cooperation within the regions and the continent.
The President of Turkmenistan expressed belief that the existing Turkmenistan-China gas pipeline, as well as the Turkmenistan-Afghanistan-Pakistan-India gas pipeline under construction would serve as an integral link in pipeline logistics.
“The modern highways, including the Ashgabat-Karakum-Dashoguz, Turkmenbashi-Ashgabat-Farab roads, are very important in the development of road transport logistics. These roads will contribute to the effective use of the enormous economic potential of our country and other states of the region”, the Turkmen leader emphasized.
