The Committee considered the draft by Manana Kobakhidze on Gender Equality
The Committee considered the draft on Special Penitential Service envisaging maintenance of human resources necessary for due functioning of the SPS. The draft defines the rule of appointment on the basis of the special competition. After the competition, the candidate shall pass respective training. The results of the tests will grant the respective certificate and the special state rank. In 2015, the institutional reform in the penitential system was accomplished resulting in appointment of 3712 servants to the new positions with the reservation to pass the special training till January 1, 2017.
According to the Deputy-Minister of Corrections, Tamar Khulordava, the penitentiary and probation center holds certification of SPS servants. Currently, 543 servants have been trained and the rest will be trained till January 1, 2017 under the law on Special Penitential Service. Infrastructure of the Center and human and financial resources do not allow the Ministry to provide the special mandatory professional courses for the candidates. “Thus, it is necessary to amend the part 3, article 43 of the Law envisaging postponement of appointment till March 1, 2017”. The Committee supported the draft.
According to the Chair, Eka Beselia, the Committee supports the draft though will further monitor implementation of institutional reform.
The Committee considered the draft by Manana Kobakhidze on Gender Equality and the draft organic law on Municipal Code. The drafts aim at optimization of the gender equality laws and harmonization thereof with international standards. The Committee supported the drafts.
