Polling Process Is Complete

The polling process is complete. 1 025 406 voters took part in elections, which is 49.09% of the total number of voters. 478 642 voters participated in the polling in the capital during the day (47,7%). The COVID-19 regulations were fully adhered to at the polls. Procedural inaccuracies were detected in certain cases, though they did not cause the termination of the voting process. I would like to thank voters for being active and for following COVID-19 regulations during the polling process. Additionally, I would like to thank members of election commissions at all levels and employees for well-administering the elections. I would like to extend my gratitude to involved parties, observers, and the media.

A special, full of responsibility phase of vote counting is starting right now for the election administration. I would like to urge election commissions of all levels to follow the norms defined by the election legislation. Polling stations were closed at 20:00 according to the legislation and right now the vote-counting process is underway. Video recording of vote counting procedures is being conducted at those electoral precincts where the number of registered voters exceeded 300. After precinct election commissions’ (PECs) summary protocols are drawn up, they are being delivered to the district election commissions (DECs). The DECs will scan the PEC summary protocols and send them to the CEC in the shortest possible time. The CEC upon receipt of the PEC summary protocols will gradually upload them into special webpage results.cec.gov.ge. 

Please see the following statistics - 1318 phone calls and 262 online messages were received at the CEC Contact Hub from 07:00 to 20:00. The vast majority of them concerned the voters’ request to verify their data in the list, specify addresses of their polling stations, and the election procedures. The election administration calls on all electoral stakeholders during their work to facilitate the election administration to carry out its duty in a peaceful environment so that the will of every voter is reflected and the vote-counting process is not disrupted.

CEC CHAIRPERSON PRESENTED PRELIMINARY RESULTS OF MAYORAL ELECTIONS OF SELF-GOVERNING CITIES

Tamar Zhvania, the CEC Chairperson presented preliminary results of October 21 mayoral elections of self-governing cities as of 03:30am – “I would like to announce preliminary results currently submitted to the CEC. The votes are being counted at the Precinct Election Commissions and the summary protocols are drawn up. Afterwards, the protocols are sent to the District Election Commissions, where the data are uploaded in the electronic system, from where the CEC immediately receives the protocols and then they are uploaded at the special website www.results.cec.gov.ge. Preliminary results are processed by our operators. I would like to underline, that the certain number of election precinct protocols are received, however, we do not have the full picture yet. Since there are three types of ballot papers at each election precinct, the counting process may require the certain time. Hereby, I would like to mention, that the protocols that reflect the existing results were immediately uploaded on the CEC official website upon their receipt and everyone had the opportunity to see each summary protocol.

I would like to present the preliminary results of mayoral elections in Tbilisi, Kutaisi, Batumi, Rustavi and Poti. These preliminary results are counted according to certain election precincts and the data is the subject of change. The information will be updated accordingly. As for the mayoral elections held in self-governing communities, we will upload the preliminary data online according to municipalities. The information will be accessible for all electoral stakeholders. In several hours, data of proportional and majoritarian elections will be also available. The CEC continues uploading the received summary protocols on its official website and updating preliminary results” – stated CEC Chairperson.

CEC STATEMENT ON RESPONSE TO THE VIOLATIONS THAT TOOK PLACE AT PRECINCT ELECTION COMMISSIONS

The Election Administration within its competence responded to the possible violations of the election legislation by the members of the Precinct Election Commissions (PEC) which was revealed by disseminated video materials in media.
Party representation of several members at Telavi PEC was considered as an illegitimate participation in pre-election agitation. Accordingly, Telavi District Election Commission (DEC) Chairperson draw administrative violation protocols against 12 PEC members (which envisage penalty of amount 2000 GEL). On October 21 the protocols were conveyed to Telavi regional court.
The issue about the presence of Khelvachauri PEC members at “Georgian Dream” headquarter was studied by the relevant DEC. As a result, two members elected by the DEC (who were the PEC Chairpersons) will not be in the composition of the commission for the second round elections. Their early terms of authority was terminated. The disciplinary liability measure was imposed to one of the party appointed PEC member.
Batumi DEC Chairperson discussed the complaint submitted by “United National Movement”, and as a result, disciplinary liability measures were imposed to the representatives of “United National Movement”, “Usupashvili – Republicans” and “Nino Burjanadze – Democratic Movement” at  №68.81.46 Khala election precinct. The protocols (which envisage penalty of amount 500 GEL) were conveyed to the court for further response.
Due to the fact of influencing the will of voters revealed by the video materials,  Batumi DEC applied to the court with the request to terminate early terms of authority to the member (Sh. Davitadze) of the same PEC appointed by “Nino Burjanadze –Democratic Movement”. It should me mentioned that the early terms of authority is also terminated to the same PEC Chairperson. Election Administration within its authority will always relevantly respond to the similar cases of law violation.
