Statement of the State Security Service of Georgia

In relation to the information disseminated via mass media, we would like to inform you, that the Counterterrorism Center of the State Security Service detained a citizen of the Russian Federation on charges of purchase and storage of forged documents envisaged by article 362, paragraph 1 of the Criminal Code of Georgia.

The accused individual – V.B. has been detained in the framework of an investigation of a criminal case launched into the fact of preparation of murder by contract, which has been carried out by the State Security Service on the basis of respective operational information.

Throughout the process of investigation of the mentioned criminal case, in order to obtain evidence and attach it to the case in line with criminal procedure, on the basis of judge’s orders, numerous overt and covert investigative activities have been carried out; furthermore, operational control over V.B and his contacts have been continuously underway, due to which, a crime committed by V.B., in particular, the fact of purchase and usage of the forged documents by V.B. has been outlined. On the basis of authentic and consolidated evidence obtained by the investigation, the investigative authority took a decision to detain V.B., as a result of which the exposed individual on the one hand has been brought to justice and at the same time a graver crime has been prevented.

It is worth mentioning that intensive investigative activities are ongoing into the case on the very stage, numerous forensic examinations are scheduled, additional information is requested within the framework of international cooperation, through Interpol channels, witnesses are being interviewed.

On the basis of the above-mentioned, State Security Service of Georgia calls on every person, including a party of the criminal case, refrain from disseminating of any clarified or unclarified information so that the investigation is not obstructed, dissemination of significant and/or fake information is prevented, that eventually will damage a major public interest – to establish an objective truth in relation to the case.

The officers of investigation-operative main division along with land border defense department, as a result of operative-investigative activities detained two Cote d’Ivoire and two Ghana citizens for attempting recross the state border illegally in group.
Investigation established that detainees attempted to cross state border to the direction of the Turkish Republic by avoiding border crossing point clearance.
Investigation is in progress on the fact of the attempted crossing of the state border illegally in group, article 19-344 II part, sub-paragraph A of the Criminal Code. Investigation is conducted by investigation-operative main division of the border police.

Activists of “Georgian Force” movement held unauthorized procession from Heroes Square to Marjanishvili subway. Activists of the demonstration were particularly aggressive, insulted citizens, activated fireworks and threw them in various facilities and cafes, made graffiti and damaged signboards.
At the site patrol police crews were mobilized. Law enforcers dispersed the demonstration and detained 11 individuals for hooliganism on Aghmashenebeli Avenue.
Investigation is in progress under the article 239, parts II and II of the criminal Code.

Court Sentences the Accused T. Ginturi to Deprivation of Liberty for Ten Years

Gori District Court has fully accepted the evidence submitted by the prosecution, and found Tina Ginturi guilty of premeditated murder and stealing under Article 108 and Article 177 §1 of the Criminal Code of Georgia. 
Based on the evidence examined at the trial, it has been proved that on March 8, 2016, during the night hours, Tina Ginturi was in the residential apartment of Roman Bedianashvili located at Moscow Street, Gori, where she and Roman Bedianashvili had an argument, and for that reason, Tina Ginturi made up her mind to kill Roman Bedianashvili in order to take revenge. She poured sleeping pillsinto Roman Bedianashvili’s drink, caused him to sleep, poured gasoline over the apartment, set it on fire, and thereafter, took possession of Roman Bedianashvili’s mobile phone by stealing it and fled the scene.
Roman Bedianashvili died as a result of acute poisoning caused by asphyxiating gas. 
Law enforcement officers arrested Tina Ginturi in the city of Gori, on March 10, 2016. Shida Kartli and Mtskheta-Mtianeti Regional Prosecutor’s Office filed charges against her under Article 108 (premeditated murder) and Article 177 §1 (stealing) of the Criminal Code of Georgia.
Gori District Court has found Tina Ginturi totally guilty of the charges filed against her and sentenced her to deprivation of liberty for a term of 10 years in length as the type and size of penalty.

The Bureau discussed plenary agenda, supplemented with sundry issues with accelerated consideration, including: Rules of Procedure with the I reading; Criminal Code of Practice with the II reading, Criminal Code with the II reading; Grants with the III reading. The Bureau agreed to start with the issues with accelerated consideration and with the III reading.
MPs will also hear the conclusion of the Human Rights and Civil Integration Committee on Legal Estimation of Torture and Inhuman Treatment Facts in 2004-2012 and Inadmissibility and Prevention of Repetition thereof, as well as the report by the Personal Data Protection Inspector on activity for 2015.

he officers of the Detectives Division of Tbilisi Police Department and the officers of Isani-Samgori Division of the MIA as a result of jointly conducted operative-searching and investigative activities detained previously convicted Besik O. (DoB: 1980) for premeditated murder in Tbilisi.
The investigation established that the detainee on June 6, 2016 in Garekakheti Street, Isani-Samgori district of Tbilisi, on the grounds of jealousy caused multiple bodily injuries by shooting from the firearm to his wife Ekaterine K. (DoB: 1980) and fled from the crime scene. Ekaterine K. died in the hospital.
The accused was detained immediately by the law enforcers. The investigation is in progress on the fact of premeditated murder (Article 108 of the Criminal Code of Georgia).

The Bureau discussed plenary agenda and schedule. MPs will consider with the II reading the draft on Intelligence Service, envisaging the Prime Minister to define the quantity of servants in IS. MPs will consider with the II reading the draft on Licensing of Educational Activity, regulating rules on licensing, issuer of the license and additional licensing terms.
MPs will consider with the II reading the draft organic law on Municipal Codethe drafts on: Legal Aid; Criminal Code; Civil Acts, as well as System and Sporadic Registration of Rights on lands and Improvement of Cadastral DataMPs will consider with the I reading the draft Constitutional Changes, envisaging the Parliament to be composed of 150 MPs with proportional system (instead of 77 with proportional and 73 with majoritarian) for 4 years term. The draft defines MPs to be elected according to multi-mandate EDs. The regulation shall be exempted, envisaging the rule and terms of participation in majoritarian elections. Mandates can be attributed to the political unions and electoral blocks solely gaining 4% of threshold (instead of 5%). MP mandates amongst these POs and EBs in every multi-mandate ED shall be distributed in proportion to obtained votes.
MPs will discuss the candidates to the Members of the Supreme Court and will hear the report by State Security Service for 2015MPs will also hear the reports by Personal Data Protection Inspector and by the LEPL Legal Aid ServiceAs Thursday (May 12) is the day-off, the Parliament still has the business day and the plenary may start at 14h00. The next Bureau will be held on May 11 at 12h30 in Kutaisi, followed by the plenary at 13h00.
