President of Turkmenistan calls the CIS member states to consolidate the efforts on Afghan issues

During the meeting of the CIS Council of Heads of State, held in Ashgabat under the chairmanship of President Gurbanguly Berdimuhamedov, the head of Turkmenistan outlined Turkmenistan’s position on Afghan issues and called for coordinating the efforts of the Commonwealth to address the problems in Afghanistan.

As emphasized, presiding over the CIS in 2019, Turkmenistan has identified the main task – to provide all-round support for the development of the CIS potential, filling the activities of the Commonwealth with new content in accordance with the objective requirements of the day. In this regard, the President of Turkmenistan emphasized that one of the important areas of cooperation was a systematic joint work to ensure peace, security and stability, and effective partnership in countering modern challenges and threats.

“It is not easy to achieve this goal. We all see what complicated processes are observed in the world today, including in the immediate vicinity of the borders of the Commonwealth. Without dramatizing them, however, we have to clearly understand what consequences and potential risks they may bear for our countries”, said the President of Turkmenistan.

“It seems that one of the factors that must be taken into account in the joint political and diplomatic work is the situation in the Islamic Republic of Afghanistan”, continued President Gurbanguly Berdimuhamedov. “Turkmenistan, as the state neighboring Afghanistan, is actively participating in international efforts aimed at strengthening stability in this country, reviving its socio-economic infrastructure, and providing humanitarian assistance to the Afghan people”.

Confirming the readiness of neutral Turkmenistan to provide its political space for the negotiation process on Afghan issues in cooperation with the UN and other interested international organizations, the President of Turkmenistan expressed belief that this dialogue should be conducted with the leading role of the Afghan side.

At the same time, it was emphasized that Afghanistan-friendly states should take an active part in the implementation of economic projects, aimed at creating and strengthening the energy, transport, communication and industrial foundations of the Afghan economy.

To this goal, today our country, together with its Afghan partners, is implementing a number of international projects.

In addition, Turkmenistan provides humanitarian assistance to the Afghan population on a regular basis, including construction of schools, hospitals and other social facilities. “We think that such an integrated approach to solving political, economic and humanitarian issues will allow us to effectively resolve Afghanistan’s issues and problems in the future”, the President of Turkmenistan emphasized.

Defining the main vectors of coordinated work of the CIS in the Afghan direction, the President of Turkmenistan called for CIS Ministers of Foreign Affairs to hold political consultations in the near future.

Speaking at a meeting of the Council of CIS Heads of State, President Gurbanguly Berdimuhamedov specified the interstate humanitarian cooperation among the priority areas of cooperation.

As emphasized, this year the Forum of Creative Intelligentsia of the CIS countries was successfully held in Ashgabat. A number of other significant social and cultural events were also held in the Commonwealth states.

“We are aimed at the wide and comprehensive development of relations in the scientific, educational, cultural, sports, tourism and other fields of humanitarian partnership within the CIS. We consider cooperation in this area as a key factor in strengthening the ties of friendship and mutual understanding between the peoples of our countries”, the President of Turkmenistan emphasized.

President of Turkmenistan supports the proposal on extension of the term of office of Sergey Lebedev as Chairman of the CIS Executive Committee

Speaking during the Summit of CIS Heads of State, the President of Turkmenistan underlined that Turkmenistan supported the proposal of the Russian Federation to extend the term of office of Sergey Lebedev for another three-year period.

The Turkmen leader noted that Chairman of the Executive Committee, Sergey Lebedev, whose term of office expires in December, worked purposefully and with the highest responsibility, had done a lot for the preservation and development of the Commonwealth.

Announcing the relevant decision, President Gurbanguly Berdimuhamedov on behalf of all those present congratulated Sergey Lebedev and wished him further success in his work.

President of Turkmenistan is awarded with the IFES Medal "For Merits in the Development of Humanitarian Cooperation"

The solemn ceremony of awarding President of Turkmenistan, Gurbanguly Berdimuhamedov with the medal “For Merits in the Development of Humanitarian Cooperation” of the Interstate Fund for Humanitarian Cooperation of the CIS Member States (IFES) took place upon completion of the meeting of the Council of CIS Heads of State.

Chairman of the Executive Committee - Executive Secretary of the CIS Sergey Lebedev invited Chairman of the Board of the IFES, Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan to the Russian Federation Polad Bulbul oglu and the co-chair of the Board, the Russian President's Special Representative for International Cultural Cooperation, Mikhail Shvydkoi to present this award.

To the applause of all those present, they presented an honorary award to President of Turkmenistan Gurbanguly Berdimuhamedov.

Expressing sincere gratitude to the Board of the Fund for the decision to award this high award, the President of Turkmenistan noted that he regarded this event, first of all, as a sign of respect for Turkmenistan and its people, recognition of the merits of our country in strengthening the interaction of CIS countries in the cultural and humanitarian sphere.

As President Gurbanguly Berdimuhamedov emphasized, the development of international cooperation in this area was one of the priorities of the state policy of Turkmenistan. “We believe that under the present conditions, it is the culture that will become a bridge uniting countries and peoples”, the President of Turkmenistan said. Peace through culture - this is how Turkmenistan formulates its credo in building up a humanitarian dialogue with other countries.

Highly evaluating the activities of the CIS Interstate Fund for Humanitarian Cooperation, the President of Turkmenistan noted that today the IFES had fulfilled an important mission to organize large-scale joint events, effectively facilitated contacts between cultural and scientific figures of the Commonwealth countries, and initiated various creative contests and festivals. “This work deserves the greatest respect and gratitude”, the President said, addressing the words of gratitude to the management and employees of the Fund for their work.

President Gurbanguly Berdimuhamedov confirmed the intention of Turkmenistan to continue to closely cooperate with the Interstate Fund for Humanitarian Cooperation of the CIS, to provide it with all possible support and assistance, and wished the leadership of the IFES great successes in this important and responsible work.

On October 12, 2019, in the premises of the Ministry of Foreign Affairs of Turkmenistan, with the participation of the representatives of national and foreign media, as well as heads and representatives of diplomatic missions and international organizations accredited in Turkmenistan, a briefing was held on the meetings of the Council of Foreign Ministers and the Council of Heads of States of the CIS held in Ashgabat on 10 and 11 October, 2019.

Besides the Head of the external policy agency of Turkmenistan, the Ambassador Extraordinary and Plenipotentiary of the Republic of Belarus to Turkmenistan V.Beskosty, the Ambassador Extraordinary and Plenipotentiary of the Russian Federation to Turkmenistan A.Blokhin, the Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to Turkmenistan Ye.Sapiyev and the Ambassador Extraordinary and Plenipotentiary of the Republic of Uzbekistan to Turkmenistan A. Kuchkarov gave speeches at the briefing.

In his speech, Minister of Foreign Affairs R. Meredov noted that within the framework of the country's chairmanship in the CIS, meetings of absolutely all the statutory bodies of the Commonwealth were held in Ashgabat throughout the year. This is the Council of Heads of State, the Council of Foreign Ministers, on May 31 a regular meeting of the Council of Heads of Governments took place, on September 13 Turkmen capital became the venue for the forum of the Economic Council. In addition, Ashgabat hosted meetings of various sectoral structures of the CIS. It was emphasized that all the events held within the framework of the presidency of Turkmenistan in the Commonwealth of Independent States this year were very successful. Speaking about the results of the Summit of the CIS Heads of States Council, the Minister of Foreign Affairs drew attention to the importance of signing the Ashgabat Declaration on the strategic economic partnership of the Commonwealth states, the development of which was initiated by the President of Turkmenistan in Sochi in October 2017. Meredov called the Message from the Heads of CIS Member States to the peoples of the countries of the Commonwealth and the world community in connection with the 75th anniversary of the Victory of the Soviet people in the Great Patriotic War of 1941-1945, an important document in terms of preserving the historical memory and patriotic education of the younger generation.

Separately, the initiatives put forward by the President of Turkmenistan Gurbanguly Berdimuhamedov during the meeting of the Council of the Heads of States of the CIS aimed at further strengthening of cooperation between the countries, including promoting economic and humanitarian cooperation, as well as preserving historical and cultural values, were highlighted. It was emphasized that the President of Turkmenistan was awarded the medal of the Interstate Fund for the Humanitarian cooperation of the CIS member states “For Merits in the Development of Humanitarian Cooperation.”

All the speakers of the briefing underlined the vital role of Turkmenistan in the process of attaining the goals and objectives of the Commonwealth.  Taking an active position in the international arena, including the platforms of the UN, OSCE and other authoritative international organizations, Turkmenistan is steadily following its policy of positive neutrality. Thus, the meetings recently held once again confirm the country's commitment to make every effort to achieve political and economic integration, ensuring peace, stability and sustainable development in the entire region and the whole world.

“We are grateful to Turkmenistan for the wonderful organization of the work of the CIS Council of Ministers of Foreign Affairs”, said Minister of Foreign Affairs of the Russian Federation, Sergey Lavrov, addressing the mass media representatives.

“Today, we have completed the process of approving a very important document that was initiated by President of Turkmenistan Mr. Gurbanguly Myalikgulyyevich Berdimuhamedov. I am talking about enhancing partnership in the foreign-policy sphere between the CIS member states.

“This is a very important document that lays the vectors for further work in international organizations and other platforms, including regional structures such as OSCE, and this is very useful. Second, the project of the Appeal to the people of the world with regard to the 75th anniversary of the victory of the Soviet people in the Great Patriotic War was adopted. It was agreed to promote the relevant memorable events in frames of the UN and OSCE.

“The new for our CIS Council of Ministers of Foreign Affairs document – as suggested by the Russian Federation it was adopted the declaration of ministers on the Prevention of Militarisation of Outer Space. There are a lot of warning signs that some states have plans in this area. This is crucial to draw attention to them and agree on the conditions for the non-placement of weapons in space.

“The draft strategy for cooperation in the sphere of international information security and the documents on strengthening military cooperation, including the establishment of a joint unit for humanitarian demining and the formation of joint communication systems were adopted. I’m sure that the heads of states will make important strategic decisions aimed at deepening and strengthening the CIS”, emphasized the Minister of Foreign Affairs of the Russian Federation.

Council of CIS Heads of Government holds session in Ashgabat

The Council of Heads of Government of the Commonwealth of Independent States holds a session in the Turkmen capital under the chairmanship of President Gurbanguly Berdimuhamedov.

Government delegations of the CIS member states arrived in Ashgabat to participate in the meeting that Turkmenistan hosts as a country presiding over the CIS in 2019. As already reported, the Turkmen leader held bilateral meetings with the heads of the delegations of the CIS states on May 30.

In the morning, the participants headed to the building of the Cabinet of Ministers of Turkmenistan. President Gurbanguly Berdimuhamedov had the photos taken together with Chairman of the Government of the Russian Federation Dmitry Medvedev, Chairman of the Executive Committee - CIS Executive Secretary Sergey Lebedev and then with the heads of delegations. The forum participants were invited to the venue of the meeting in a narrow format.

Declaring the next, 73rd meeting of the Council of CIS Heads of Government open, the President of Turkmenistan noted that the newly appointed Prime Minister of the Republic of Kazakhstan, Askar Mamin, was participating in the meeting as a member of the Council for the first time. After welcoming the head of the government of Kazakhstan on behalf of the Council and on his behalf, Gurbanguly Berdimuhamedov wished him every success in his responsible work.

Noting that the heads of delegations of the countries, non-members of the Council, have the appropriate authority to make decisions, the President of Turkmenistan said that the Republic of Moldova participated in the meeting in observer status.

Then the floor was given to the Chairman of the Executive Committee - Executive Secretary of the CIS - Sergey Lebedev, who presented the information on organizational issues.

After the meeting’s agenda was approved, an exchange of views on the important issues of economic cooperation within the CIS has started.

New Year tree in Ashgabat is the tallest in the CIS

The height of the main New Year tree of the country, which is placed at the square of Älem Cultural and Entertainment Centre, together with octagonal star, is 38 meters height. This is the tallest New Year tree in the CIS. New Year trees in the capitals of Azerbaijan and Armenia are one meter shorter. In Uzbekistan, New Year symbol is shorter by 3 meters, in Belarus by 8 meters, in Tajikistan by 10 meters, in Russia by 11 meters, in Kyrgyzstan, Kazakhstan and Georgia by 13 meters.

New Year tree lighting ceremony took place on December 15, 2018. New Year celebration never stop ever since in magic city expanded around fluffy beauty decorated with bright toys and shining garlands. The main heroes of New Year Ayaz Baba and Garpamyk as well as their associates – the characters of Turkmen fairy tales, will give pleasure to children by music and theatre performance until January 10.

The President of Georgia, H.E. Giorgi Margvelashvili, together with the Georgian delegation, has visited Belarus High Technologies Park, where he has obtained information about activities and successful projects carried out in the organization. As noted, Georgia is interested in learning from the experience of the republic of Belarus in high technologies. Belarus High Technologies Park, being one of the major computer technology organizations in Eastern and Central Europe, was established in 2006. Since its establishment, it has been strongly supported by the Government of the Republic of Belarus. The organization aims at helping young people with creative ideas to achieve success. According to the representatives of the Park, among the customers of the organization are the world’s largest companies, such as Microsoft, Google, Facebook and others. The organization exports products to the United States, Canada, Europe, Russia, and CIS countries. In 2016 the exported products amounted about 1 billion US dollars. Well-known applications such as Viber and MSQRD, which are available both for iOS and Android systems, were created in Belarus High Technologies Park. It was noted that a joint cooperation memorandum was signed between Belarus High Technologies Park and the Innovation and Technology Agency of Georgia. As a part of the memorandum, the parties will collaborate to develop scientific, technological, and innovative areas, implement joint projects, exchange information, and hold meetings in groups.

Regional Employment Forum: Promoting Job Rich and Sustainable Growth in Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine

The regional conference on jobs and employment had a prominent start in Tbilisi, Georgia, today. The forum was opened by the Prime Minister of Georgia, Irakli Garibashvili, who stressed the priority importance of employment and job creation for the Georgian Government.

The two-day forum which will look into the ways to boost employment in the region ensuring inclusive and  sustainable growth of the national labour markets, brought together more than 130 delegates from Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. The conference is organised by a group of international organizations including the United Nations Development Programme (UNDP), World Bank Group, International Labour Organization (ILO) and the Swiss Cooperation Office (SCO).

Addressing the delegates at an opening session, Rastislav Vrbensky, Manager of the UNDP Regional Hub for Europe and the CIS, said:

“Full and productive employment for all is one of the new Sustainable Development Goals, which were adopted last month by the member states of the United Nations. Getting people back to work is a complex issue that requires a strong commitment from governments, civil society and communities. It is not just about creating jobs. It is about building societies which are based on the principles of social justice and equity, where social concerns are integrated with environmental challenges, and where everyone, equally and inclusively, can contribute to the prosperity of their families, communities and countries. UNDP welcomes the opportunity provided by this workshop to work together – with governments, private sector, civil society and other development partners – to look for innovative solutions. This is a dialogue which must continue if we are to meet the employment challenge: none of us can meet it alone.”

In the next two days, the conference participants will look into the root causes of the employment challenge in the six participating countries and will discuss innovative approaches for developing national labour markets placing employment and the transition to sustainable green economies in the centre of the policy dialogue. Plenary sessions and discussionswill be chaired by the senior officials of the United Nations and World Bank.
