INFORMATION CAMPAIGN in Central Election Commission

Another information campaign for the voters was carried out by the Central Election Commission (CEC) of Georgia in order to raise awareness among citizens.  The representatives of Election Administration (EA) offered the service of the data verification in the unified list of voters to the consumers’ of the bookstore “Biblus”.  Many consumers of the bookstore showed their interest in verifying their own data in the unified list of voters.  The CEC expresses its gratitude towards the administration of the bookstore “Biblus” for the involvement and cooperation. It is worth mentioning, that 945 761 voters verified their data via data verification service from June 10, 2016.

Today, Tamar Zhvania, Chairperson of the Central Election Commission (CEC) of Georgia and Giorgi Javakhishvili, the Secretary of the CEC met H.E Ji Yanchi, the Ambassador of People’s Republic of China to Georgia.

Preparatory processes for the Parliamentary Elections of October 8 and existing pre-election environment in the country were the topics of discussion during the introductory meeting.

According to the statement of H.R Ji Yanchi, the conduct of parliamentary elections in democratic and peaceful environment is of high importance for the country’s further development.  

The CEC Chairperson, during the meeting, placed emphasis on the activities implemented by the Election Administration for ensuring professionally organized transparent elections.

TRAINING FOR THE REGIONAL MEDIA REPRESENTATIVES

Training on electoral issues was organized for regional media journalists. The role of media in election process and updates of election legislation were the main topics of the training.
The following themes were introduced in details to the regional media representatives: rights of media representatives, E-day procedures, inclusive policy for voters with special needs, regulations of photo/video shooting, international experience sharing, basic schemes of covering elections and the usage of administrative resources.
The training was implemented by the Central Election Commission (CEC) of Georgia and its Training Center in cooperation with the International Foundation for Electoral Systems (IFES), Georgian Regional Media Association (GRMA) and Association of Regional Broadcasting (GARB).
Training was conducted by the expert of IFES, and the representatives of the CEC Training Center, Legal Department and Coordination, Planning and Reporting Department of the CEC.
Three-day trainings were held in Tbilisi, Kutaisi and Batumi. 75 regional media representatives (TV, print media, internet and radio) from Kakheti, Shida Kartli, Kvemo Kartli, Samtskhe-Javakheti, Imereti, Svaneti, Guria, Samegrelo and Adjara regions participated in the trainings.

Election Administration (EA) launches information campaign for ethnic minority voters. The campaign –“the voting procedure” is organized by the District Election Commissions (DEC).
The DEC Chairpersons attended the meeting held at the Central Election Commission (CEC) of Georgia. At the meeting campaign planning was discussed in details. Chairpersons of the DEC met with Sophio Sitchinava, the Head of Coordination, Planning and Reporting Department and Nino Berulava, Deputy Director of the CEC Training Center. Meeting participants talked about the accessible services for ethnic minority voters. In addition, mock election was held for the chairpersons of commissions. Information campaign – “the voting procedure” will be implemented by the DECs in the regions densely populated with ethnic minority voters.
It should be noted, that on E-day the following materials will be available for the Armenian and Azerbaijani voters living in the mentioned regions into Georgian-Armenian, Georgian- Azerbaijani and Georgian-Armenian- Azerbaijani languages, namely: ballot paper, the poster describing the polling building and procedures, the voters’ card, rule for filling the ballot paper, public version of the unified list of voters and table version of the list.

CEC MAINTAINS PRACTICE OF INFORMING VOTERS

The Central Election Commission (CEC) of Georgia maintains the practice of informing voters. The CEC representatives encouraged voters to verify their personal data in the unified voters’ list using tabs with the android system and handed over the informational brochures. Within this informational campaign voters are assisted at shopping centers, metro, railway and bus stations, educational facilities and other public places to verify their data via tab devices and quick payment terminals.
Specially, for this elections, the CEC introduced various innovative services for voters to verify their and their family members’ personal data. This service is available at CEC web-site voters.cec.gov.ge and the unified voters’ list is also adjusted with the “android” system and gives possibility to verify voters’ data via smart phones/tabs. While checking the data in the list, voters also receive information about the polling station location.
As another innovation, quick payment terminals can be also used for voter data verification. The service is also adapted for persons with disabilities and is available since 20 August. Citizens may use 7000 quick payment terminals located through the whole territory of Georgia to access the data in the voters' list; until now, this service was used by 14 489 users. Since June 10, all services provided by the CEC with this respect were already practiced by 833 956 voters.

The Political Block Paata Burchuladze Movement for People presented partial list in CEC. According one of the members of party Davit Jandieri, the list should answer all the challenges Georgia faces.
“We believe that Georgian People should not make a choice between fear and poverty. The list should answer all the challenges Georgia faces. Georgian People wait for economical progress, progress in judicial system. We believe that professional stuff will for our state,”-Davit Jandieri said. 

MEETING WITH NGOS OF EASTERN PARTNERSHIP COUNTRIES

The Central Election Commission (CEC) of Georgia hosted the representatives of non-governmental organizations of Eastern Partnership Countries (EaP). Current and planned activities of the Election Administration (EA) were discussed at the meeting. Giorgi Sharabidze, Deputy Chairperson presented information on updated unified list of voters, registered election subjects and observer organizations. Mr. Sharabidze also talked about the activities performed by the EA for ensuring inclusive election environment. Pre-election environment was also discussed at the meeting.
Representatives of NGOs also met with the officials of the CEC Training Center. Natia Zaalishvili, Director of the Center presented information on information-educational programs implemented by the Training Center.
The meeting was organized by the initiative of the “International Society for Fair Elections and Democracy” (ISFED). Representatives of NGOs of Eastern Partnership Countries: Moldova, Azerbaijan, Ukraine and Armenia attended the meeting.

As you know, the Election Administration of Georgia is an independent administrative body, which, within its authority, is free of any influence from other state bodies and acts according to the Constitution (of Georgia) and the Electoral Code of Georgia.
The Election Administration ensures the preparation and conduct of referendum, plebiscites, and elections of the President of Georgia, the Parliament of Georgia, local self-government representative body – Sakrebulo, and of a local self-government executive body - Mayor/Gamgebeli, controls the fulfillment of requirements of the electoral legislation on the whole territory of Georgia and its uniform application.
Structure
The Election Administration of Georgia is composed of:
SEC and its apparatus;
District Election Commissions;
Precinct Election Commissions.

TRAINING HELD FOR THE CHAIRPERSONS AND LAWYERS OF DISTRICT ELECTIONS COMMISSIONS

The training organized by the CEC was held for the Chairpersons and Lawyers of District Election Commissions (DEC) in Kvareli. The training was attended by the CEC members, its officials, representatives of the CEC Legal Department and the DECs coordinators.
The DECs chairpersons and lawyers were acquainted with the amendments to election legislation and recommendations concerning the process of registering complaints. In addition, the CEC legal department developed a document (comparison of the old and new regulations) about the amendments introduced to the “Election Code of Georgia”, for the purpose of informing the meeting participants and for applying new norms later. In collaboration with NGO’s the manual was updated regarding the election disputes and prohibition of the use of administrative resources as well as the document on uniform practice for applying of sanctions in disciplinary liability measures.
Council of Europe and Venice Commission expert Mr. Serhiy Kalchenko also took part at the meeting. He shared with the meeting participants European and international best practices on Election Disputes Resolution (EDR) and prevention of misuse of administrative resources.
The training held on 27-31 August, in Kvareli, was co-funded within the framework of Programmatic Co-operation of the Council of Europe (CoE) and the Venice Commission.
