Georgians remember 20 January tragedy in Azerbaijan

Three decades have passed since the 20 January tragedy in Baku, known as Black January.

People in Marneuli Municipality also remembered the Black January developments in Baku. The event attended by representatives of the Embassy of Azerbaijan and members of different organizations was conducted under the aegis of the Azerbaijan Center in Georgia.

A video collage of the 20 January tragedy developments was presented at the event, and later floral tributes were placed at the cemetery of Vapadar Eminov, who participated in both 20 January and 9 April events.

Today, Azerbaijanis commemorated the 30th anniversary of Black January, a bloody crackdown by Soviet troops on Azerbaijani activists. 

On 20 January 1990, the Soviet Union army raided peaceful Azerbaijani protesters, killing 131 people, wounding and injuring 744 and incarcerating at least 400. Black January is considered the day of the birth of the Republic of Azerbaijan.

President of Turkmenistan and President of Azerbaijan discuss the important issues of cooperation

President Gurbanguly Berdimuhamedov, who arrived in Baku to take part in the Summit of Heads of State or Government of the Non-Aligned Movement, had a meeting with President of Azerbaijan Ilham Aliyev.

Expressing gratitude to the President of Turkmenistan for the participation in the Summit, the President of Azerbaijan – the country presiding over the Non-Aligned Movement in 2019-2022 highly evaluated the open-door policy and the policy of multi-format international cooperation, pursued by neutral Turkmenistan.

It was underlined the importance of the constructive initiatives aimed at creating a solid foundation for developing and sustaining peace on the conflict-free basis in XXI century, put forward by the Turkmen leader.

Discussing the crucial issues of the international agenda, President Ilham Aliyev emphasized that he supported the initiatives on the key aspects of the global sustainable development, which were put forward by the President of Turkmenistan during the Summit. Among them are the peaceful coexistence of states, counterterrorism, solution to refugee issues, food security, environmental well-being.

The President of Azerbaijan also supported the idea of the President of Turkmenistan to promote the strategy of equality in international economic relations and consolidated efforts to combat any discrimination in world trade.

During the meeting held in a constructive atmosphere, the leaders of the two states exchanged views on the prospects of cooperation between Turkmenistan and Azerbaijan and specified the priority spheres of consolidated efforts. It was underlined the mutual interest in strengthening friendly relations and diversifying trade and economic cooperation.

The fuel and energy sector as well as transport segment were specified among the priority areas of the interstate dialogue. The leaders of the two states discussed the aspects of enhancing partnership in the scientific, educational and cultural spheres.

Reaffirming the commitment of the countries to developing cooperation both in bilateral and multirateral format, President Gurbanguly Berdimuhamedov and President Ilham Aliyev addressed the best wishes to each other as well as the peoples of the two states.

In conclusion of the meeting, the President of Turkmenistan thanked his Azerbaijani colleague for the hospitality and the high level of organization of the Summit of Heads of State or Government of the Non-Aligned Movement.

President of Turkmenistan receives Prime Minister of Azerbaijan

President of Turkmenistan Gurbanguly Berdimuhamedov received Prime Minister of the Republic of Azerbaijan Novruz Ismayil oglu Mammadov, who arrived in our country, heading a representative delegation to participate in the First Caspian Economic Forum in the Avaza National tourism zone.

Cordially greeting the Prime Minister of Azerbaijan, the President of Turkmenistan thanked the distinguished guest for the participation in the Forum.

Expressing gratitude for the hospitality, the Prime Minister conveyed the greetings from President Ilham Aliyev to the Turkmen leader.

The guest emphasized that Azerbaijan demonstrated keen interested in strengthening relations with Turkmenistan. In this regard, Novruz Ismayil oglu Mammadov underlined the exceptional importance of the Caspian Economic Forum held in Avaza on the initiative of President Gurbanguly Berdimuhamedov.

The Prime Minister of the Republic of Azerbaijan expressed confidence that the current Forum would enrich cooperation between the countries of the Caspian region with new ideas.

Thanking for the kind words, President Gurbanguly Berdimuhamedov conveyed his greetings to the President of Azerbaijan, emphasizing that Turkmenistan highly evaluated the good relations with its closest neighbours and would strengthen a fruitful dialogue between the neighbouring states.

Discussing the promising areas of the Turkmen-Azerbaijani partnership, the President of Turkmenistan and his guest emphasized the significant potential for enhancing fruitful cooperation in various fields, including energy, transport and logistics.

The importance of joining efforts in the implementation of projects on the creation of transcontinental transit and transport corridors, providing the optimal routes for the transportation of goods and their integration into the international transport infrastructure was noted.

The President of Turkmenistan and Prime Minister of Azerbaijan expressed satisfaction with the common views on the preservation of the ecological well-being of the Caspian Sea, the productivity of meetings and consultations held by the relevant departments of the Caspian littoral countries on the protection and enhancement of the biological diversity of this unique reservoir. It was emphasized that the Caspian Sea had always been and remained a sea of friendship and consent of the fraternal neighboring peoples.

During the meeting, the President of Turkmenistan and his guest exchanged views on a number of issues of the regional and international politics of mutual interest. In this regard, Novruz Ismayil oglu Mammadov emphasized the importance of international initiatives put forward by the Turkmen leader with the aim to create a new global security architecture, transforming the Central Asia and the Caspian region into the zone of peace and stability.

President of Turkmenistan Gurbanguly Berdimuhamedov received Prime Minister of the Republic of Azerbaijan Novruz Ismail Ogly Mamedov who came to Ashgabat for the participation in the session of the Heads of the Governments of the Commonwealth of Independent States.

Having expressed the gratitude for spared time and warm welcome in Turkmen land, the guest conveyed the greetings of President Ilham Aliyev who addressed wishes of welath and further success on the way of progress and prosperity to the President of Turkmenistan and all Turkmen people.

Having returned the best wishes to President Ilham Aliyev, Turkmen leader states with delight that current relations between the countries are developed very successfully due to huge potential and willingness of both countries to the expansion of beneficial partnership. The Head of the State highlighted that this cooperation is based on old traditions of friendship and fraternity of Turkmen and Azeri people, similarity of spiritual and cultural values, commitment to the principles of peace-loving and humanity in international affairs.

During the meeting, the sides exchanged of the opinions on the subjects of the agenda of current session of the Heads of the Governments of the CIS.

Having noted that Turkmenistan pays great attention to cooperation under the Commonwealth of Independent States comprehensively supporting the promotion of equal, trustful dialog in all directions both in bilateral and multilateral formats, President Gurbanguly Berdimuhamedov confirmed the willingness of our country to develop active beneficial interstate cooperation for achievement of positive results.

The Head of the State and his guest have also discussed various directions of bilateral relations, having noted the presence of big opportunities and perspectives for efficient partnership in trade and economic, energy and other spheres. I this regard, it was mentioned that Turkmenistan and Azerbaijan have significant reserves of oil and gas, which makes optimum conditions for organization of long-term supplies of energy carriers to Europe.

Geographic location of two countries, which were historically connected by the Silk Road, is also a favourable factor for the formation of transcontinental North – South and East – West transit and transport corridors . Having modern transport and logistic infrastructure including Caspian ports, Turkmenistan and Azerbaijan would be able to provide operational and economically beneficial transportation of cargos by shortest routes.

At the same time, the importance of further development of traditional humanitarian dialog, stimulation of fruitful relations in education, science and culture, sport and tourism, continuation of practice of joint events supporting the strengthening of friendship, trust and understanding between fraternal nations of two countries.

In the end of the meeting, the President of Turkmenistan and the Prime Minister of the Republic of Azerbaijan expressed the confidence that interstate relations would continue to be developed successfully in the best traditions of goodwill.

Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan to Turkmenistan Hasan Sultan Ogly Zeynalov has also taken part in the meeting.

PACE urges international action against money-laundering ‘laundromats’

PACE has expressed its deep concern at the extent of money laundering in Council of Europe member States, notably the recent examples known as the “Global Laundromat”, the “Azerbaijani Laundromat” and the “Troika Laundromat”, and has urged improved national mechanisms and international co-operation to combat it.

In a resolution based on a report by Mart van de Ven (Netherlands, ALDE), the Assembly said these “laundromats” involved large sums of money from wealthy businessmen, organised criminals and high officials. They exploited various weaknesses across multiple jurisdictions, including shell companies, often based in the United Kingdom or its Overseas Territories, and poorly regulated banks, notably in the Baltics.

The Global Laundromat involved corrupt Moldovan judges, the parliamentarians said, while the Troika Laundromat involved people close to the heart of state power and the Azerbaijani Laundromat contributed to corruptive activities within the Parliamentary Assembly itself. None has been adequately investigated by national authorities.

The Assembly makes a series of recommendations to member States, to the European Union and to the Committee of Ministers intended to reinforce the international fight against money laundering, organised crime and corruption.

President Zourabichvili Pays Official Visit to the Republic of Azerbaijan

President Salome Zourabichvili paid an official visit to the Republic of Azerbaijan. In Baku, she was hosted by Deputy Minister of Foreign Affairs of Azerbaijan Nadir Hüseynov, Ambassador Extraordinary and Plenipotentiary of Georgia to Azerbaijan Zurab Pataradze, and Ambassador Extraordinary and Plenipotentiary of Azerbaijan to Georgia Dursun Hasanov at Heydar Aliyev International Airport.

As part of the visit, President Zourabichvili will hold high-level meetings with President Ilham Aliyev, Prime Minister Novruz Mammadov and Speaker of the National Assembly Ogtay Asadov.

The visit aims at further advancing Georgia’s strategic partnership with a neighboring state Azerbaijan. Aside political, economic, and trade relations, development of cultural ties that have been based on good neighborly and friendly relations between the Georgian and Azeri peoples over the years is also a top priority.

President Zourabichvili will meet with Georgian students studying in Baku, representatives of business groups, and members of the Georgian diaspora.

She will also visit Qakh District, Zaqatala District, and Balakan District where ethnic Georgians reside.

President of Turkmenistan highly evaluates the outcomes of the Turkmenistan-Azerbaijan top-level talks

Upon completion of the ceremony of signing the bilateral documents, Presidents of Turkmenistan and Azerbaijan held a press conference.

Commenting on the outcomes of the top-level talks, President Gurbanguly Berdimuhamedov underlined the constructiveness of the talks that focused on the aspects of the bilateral relations, their status and prospects as well as the regional and global agenda. 
It was noted that Turkmenistan and Azerbaijan demonstrate the identity or similarity of the positions on the important international aspects, first of all, with regards to the maintenance of stability and security in the region and the world as well. The head of Turkmenistan thanked Azerbaijan for the support of all the initiatives put forward by our country. In turn, Turkmenistan regularly supports fraternal Azerbaijan.

The President of Turkmenistan noted that the exchange of views on the cooperation on the Caspian Sea that unites the two countries took place during the talks. As is known, the Convention on the legal status of the Caspian Sea has been adopted recently. President Gurbanguly Berdimuhamedov emphasized that standing for that the Caspian Sea always be the sea of peace and good neighbourliness we would continue pursuing this policy.

A wide range of issues of the Turkmen-Azerbaijani partnership in the trade and economic sphere, including in the context of such promising areas as agriculture, construction, industry, new technologies, transport were considered during the talks.

Among the main areas of cooperation, the Turkmen leader specified the energy sector. There are wide opportunities for the consolidation of the efforts to export energy sources to the regional and international markets. The work of the Intergovernmental Commission on Economic Cooperation of Turkmenistan and Azerbaijan significantly contributes to ensure the further productive cooperation.

The head of state noted that the common historical and cultural roots of the peoples of Turkmenistan and Azerbaijan served as a key factor for the development of the cultural and humanitarian cooperation. At the present, the good traditions, being passed on to the future generations and contributing to their education in the spirit of patriotism and national values, find their continuation.

In this context, President Gurbanguly Berdimuhamedov noted, the talks touched upon the theme of applied arts, traditional for our peoples – carpet weaving. Turkmenistan and Azerbaijan have always been famous for their carpets. The leaders of the two states underlined the importance of organizing carpet expositions in both countries, and considered the opportunity an International Conference.

Thus, a wide range of issues were considered and a solid package of documents was signed. In this regard, addressing the representatives of the media, the President of Turkmenistan focused on two aspects, the first of which is transport. The parties expressed their intention to develop the transit corridors and the corresponding logistics system. It was also agreed that a special commission of Turkmenistan and Azerbaijan will be responsible for the above-mentioned issues.

In this regard, the President of Turkmenistan noted that Turkmenistan and Azerbaijan had many significant examples of partnership, including the signed Agreement on the creation of a transit transport corridor between Afghanistan, Turkmenistan, Azerbaijan, Georgia and Turkey with access to the European direction that connects Central Asia with Europe along the East-West line. As for the partnership with specialized international structures, there are good opportunities for cooperation, in particular, through TRACECA, IRU among others.

President Gurbanguly Berdimuhamedov noted that an international conference would be held on November 28. “Today, we have discussed that we could provide the member countries with certain preferences, for example, preferential tariffs, etc. Now, the most important thing is to develop the proper logistics”.

The President of Turkmenistan also focused on the Programme on Trade and Economic Cooperation for 2019-2021 that was signed on the outcomes of the top-level talks. The programme will also contribute to the further diversification of the product range. At present, according to statistics, the turnover rate increases every passing year, and as compared to the same period of 2017, it increased by about 17 percent. Speaking about this, the head of Turkmenistan underlined the important role of the work of the Intergovernmental Commission for Economic Cooperation.

President Gurbanguly Berdimuhamedov noted that the top-level talks between Turkmenistan and Azerbaijan were held in an atmosphere of mutual respect and trust, demonstrating the mutual commitment of the parties to the further mutually beneficial cooperation.

Taking this opportunity, the President of Turkmenistan thanked President Ilham Aliyev for his personal contribution to strengthening of the Turkmen-Azerbaijani friendship, and addressed the best wishes to the distinguished guest and the entire fraternal people of Azerbaijan.

Turkmenistan – Azerbaijan: Eurasian scales of cooperation

High-level talks between President of Turkmenistan Gurbanguly Berdimuhamedov and President of the Republic of Azerbaijan Ilham Aliyev who arrived to the country on official visit was held in Turkmen capital.

In the morning, the motorcade of the Head of Azerbaijan escorted by motorcyclists proceeded to the Independence Square where official greeting ceremony of high-rank guest took place.

The President of Azerbaijan was warmly and cordially welcomed by the President of Turkmenistan. Having shaken hands, the leaders of two countries went to special podium.

The commander of the Guard of Honour company made official report. National anthems of the Republic of Azerbaijan and Turkmenistan were played. The leaders of two countries walked along the line of the Guard of Honour. President Gurbanguly Berdimuhamedov introduced the members of official delegation of Turkmenistan to his colleagues. High-rank guest also met the heads of diplomatic corps accredited in our country. in his turn, President Ilham Aliyev introduced the members of representative delegation of Azerbaijan to the Head of Turkmenistan.

In the end of the ceremony, the soldiers of the Guard of Honour ceremonially marched across the Independence Square.

Thereafter, the motorcade of the heads of the states proceeded to Oguzkhan President Palace Complex escorted by the horsemen.

After traditional photographing ceremony on the background of the State flags of Turkmenistan and Azerbaijan, bilateral high-level talks were held in one-on-one and format.

Cordially greeting high-rank guest, President Gurbanguly Berdimuhamedov expressed the gratitude to the colleague from Azerbaijan for the attention to the development of interstate relations, which are based on primordial traditions of friendship, historical and cultural commonality that unites two neighbouring nations.

Turkmen leader noted that Turkmenistan and Azerbaijan also cooperate successfully in international arena demonstrating similarity of positions in topical issues of regional and global agenda. The Head of the State expressed the confidence that while based on solid foundation and having considerable potential, Turkmen – Azeri cooperation would be continued to be developed for common sake including in the achievement of the Sustainable Development Goals announced by the United Nations.

Having expressed the gratitude to Turkmen leader Gurbanguly Berdimuhamedov for the invitation to pay official visit to Ashgabat and cordial welcome, President Ilham Aliyev noted that bilateral partnership has wide opportunities, which implementation meets the interests of fraternal nations that historically related by goodwill and affinity.

Having focused on key directions of cooperation built on the principles of equal rights, mutual benefit and long-term perspective, Presidents Gurbanguly Berdimuhamedov and Ilham Aliyev noted that efficient implementation of multidimensional potential of cooperation meets the purposes of common prosperity.

The sides have also exchanged the views on topical objectives of regional and international agenda that present mutual interest.

Thereafter, the talks were continued in extended format with the participation of official delegations of two countries.

Having again welcomed President Ilham Aliyev and all members of Azerbaijan delegation in Ashgabat, President Gurbanguly Berdimuhamedov expressed the gratitude to his colleague for accepted invitation to pay official visit to Turkmenistan. The Head of the State highlighted that our country pays great attention to this visit considering it as logical continuation of the collaboration in strengthening of bilateral relations of goodwill, respect, expansion and diversification of trade and economic, humanitarian and cultural cooperation, improvement of the partnership in the world arena.

Regarding interstate political dialog, it is distinguished by the similarity and proximity of the approaches to key subjects of global agenda especially to the provision of stability and security in the region and in the world. We are thankful to Azerbaijan for permanent support of international initiatives of neutral Turkmenistan, the Head of the State highlighted, having noted that both countries traditionally support each other in the world arena actively cooperating under competent international organizations including the UN and the OSCE. Our countries also intend to continue the partnership in counteraction against such challenges and threat of the present day as terrorism, illegal drug trafficking and transboundary crime.

Having mentioned the cooperation in Caspian Sea, President Gurbanguly Berdimuhamedov highlighted the importance of the Convention on Legal Status of Caspian Sea, which was recently adopted by the coastal states. It also opens great opportunities for the expansion of Turkmen – Azeri cooperation, further consolidation of the efforts for improvement of the status of Caspian Sea as the sea of peace, friendship and goodwill.

Turning to the subjects of bilateral trade and economic relations, Turkmen leader noted actual role of Joint Intergovernmental Commission in their development and expansion of the variety of goods, having spoken for the activation of its activity as well as stated with delight steadfast dynamics of trade turnover between the countries, which is indicated by the outcomes of 9 months of the year exceeding similar results of the last year.

Positive tendency of cooperation is observed in different spheres including in agriculture, construction and industrial sector. Turkmenistan is also interested in cooperation with Azerbaijan in the sphere of advanced technologies, which is topical in the context of global processes in transition to digital economy.

Transport sphere with wide perspectives for consolidation of the efforts in creation and development of transit, transport and logistic infrastructure is strategic direction of Turkmen – Azeri partnership. Speaking of this, the Head of the State has brought the Agreement on Afghanistan – Turkmenistan – Azerbaijan – Georgia – Turkey (Lazuli Route) transport corridor with the entry to Europe as an example. In this regard, President Gurbanguly Berdimuhamedov has also noted established fruitful contacts with profile international structures as the TRACECA, International Road Transport Union (IRU) and other.

In this sphere, both Turkmenistan and Azerbaijan have modern including port infrastructure, which implies the perspectives for establishment of efficient cooperation in automobile ferry and railway ferry communication and formation of ramified logistic network.

Strong reserve potential for bilateral cooperation is available in energy sector and we stand for the integration in these subjects including on regional level, the President of Turkmenistan noted. Good opportunities are opened in this sphere for the formation of multi optional system of energy carriers’ export and joint entry of international markets.

Humanitarian sphere is an integral and important part of interstate dialog, which is caused by the communality of historical and spiritual roots and cultural traditions uniting our nations, President Gurbanguly Berdimuhamedov highlighted. At the modern stage, we pay great attention to further development of cooperation in education and science as well as to strengthening of the contacts in tourism and sports, all of these meet the priorities of fraternal Turkmen – Azeri relations and would serve for the sake of the future generations.

The Head of the State said that as is known, Turkmenistan and Azerbaijan pay great attention to the protection and development of national carpet making art. In this aspect, the proposals on organization of the carpet exhibition as well as topical International conference seem to be appropriate.

Returning to the subject of economic partnership, the Head of the State noted that there are good prepositions for the intensification of business relations between private structures of both countries, particularly in small and medium business. One of the documents, which is planned to be signed, is to support this subject, the Head of Turkmenistan said, having expressed the gratitude to Azerbaijan side for active approach to cooperation.

Therefore, President Gurbanguly Berdimuhamedov highlighted, our countries demonstrate invariable commitment to fruitful constructive partnership, which from the beginning has a spirit of goodwill, mutual respect and trust.

Having expressed the confidence that the visit of Azerbaijan leader would give new strong impulse to bilateral cooperation in all subjects of the agenda of the talks, the Head of Turkmenistan addressed the wishes of health and success in the government activity to high-rank guest and all the best to fraternal people of Azerbaijan.

The floor was given to the President of the Republic of Azerbaijan. Having expressed the gratitude to Turkmen leader again for the hospitality, the Head of neighbouring state noted that he is glad to visit friendly Turkmenistan again. High-rank guest said that he had an opportunity to see the achievements of our country, which indicate its confident steadfast development.

Having congratulated President Gurbanguly Berdimuhamedov and fraternal Turkmen people on impressive success on the way of creativity, President Ilham Aliyev highlighted that Azerbaijan also pays great importance to current visit. Having noted that big package of documents is planned to be signed by the outcomes of current negotiations, high-rank guest expressed the confidence that these documents would be implemented on time by thus supporting the establishment of the best conditions for cooperation.

Azerbaijan pays great attention to the relations with Turkmenistan, which foundation is based on common history, spiritual and cultural roots and proximity of neighbouring nations. Increasing the potential of interstate partnership, our country also actively cooperate supporting each other in international structures, which in its turn supports the consolidation of regional security and stability. Today, these subjects acquire special appropriateness. Therefore, it is very important that today, Azerbaijan and Turkmensitan demonstrate high level of stable development, which indicates the right direction of chosen course, President Ilham Aliyev noted.

The cooperation between Turkmenistan and Azerbaijan has wide spectrum of directions and many important subjects of bilateral partnership, which discussion would be continued with the participation of the delegations, have been reviewed during one-on-one meeting, high-rank guest said. The main vectors and priorities of future cooperation have been outlined, the leader of Azerbaijan continued, having noted the presence of opportunities for further growth of the trade turnover, increment of export of Turkmen goods to Azerbaijan and vice versa.

In this context, President Ilham Aliyev spoke for support of the proposal of Turkmen leader Gurbanguly Berdimuhamedov on activation of work of Intergovernmental Commission for steadfast implementation of achieved agreements.

Returning to the subject of the document prepared to be signed and defining the vectors of development of bilateral cooperation, the Head of neighbouring state noted the necessity to develop the action plan for their implementation. Turkmenistan and Azerbaijan have significant natural reserves including hydrocarbons. Therefore, energy sector is important direction of the partnership between our countries. Azerbaijan provides transit capabilities for Turkmen energy resources.

Having outlined transport sphere as one of the main directions of Turkmen – Azeri cooperation, high-rank guest mentioned that the delegation of his country includes the heads of all transport structures of Azerbaijan, which already actively work with Turkmen colleagues.

Summing up what was said, the Leader of Azerbaijan highlighted that priority subjects of bilateral and multilateral including regional cooperation have been discussed during current meeting. There are favourable perspectives for efficient consolidation of efforts, which meet common interests.

Having expressed total satisfaction with the talks, President Ilham Aliyev expressed the confidence that in general, the outcomes of current visit would serve to better rapprochement of two countries and nations. Having again expressed the gratitude for warm welcome, the Head of Azerbaijan wished strong health and further success in large-scale activity to President Gurbanguly Berdimuhamedov and peace and prosperity to fraternal people of Turkmenistan.

Signing ceremony of bilateral documents has taken place upon the completion of extended talks.

President Gurbanguly Berdimuhamedov and ilham Aliyev have signed Joint Declaration under the applauses of the participants.

After the ceremony, the Head of two countries made statement to the representatives of mass media.

The President of Turkmenistan gave official lunch in honour of high-rank guest where the Heads of two States exchanged the speeches.

After official reception, having completed the programme of official visit to our country, President of the Republic of Azerbaijan Ilham Aliyev proceeded to International Airport of the capital and left Ashgabat.

July 11, 2018 will mark four years since the Azerbaijani civilians Dilgam Asgarov and Shahbaz Guliyev have been taken hostage and Hasan Hasanov was brutally killed while visiting the graves of their relatives in the Kalbajar region of the Republic of Azerbaijan occupied by the Republic of Armenia.

D.Asgarov "received life imprisonment" and Shahbaz Guliyev "was sentenced to 22 years" within the fabricated criminal case by the illegal separatist entity, established by Armenia in the occupied territories of Azerbaijan.

As known, Armenia unleashed the war and used force against Azerbaijan, occupied almost one fifth of its territory, including the Nagorno-Karabakh region and seven adjacent districts, carried out ethnic cleansing of the seized areas by expelling hundreds of thousands Azerbaijanis from their homes and committed other atrocious crimes during the conflict. The international community has consistently deplored, in the strongest terms, the use of military force against Azerbaijan and the resulting occupation of its territories, as reflected in United Nations Security Council resolutions 822 (1993), 853 (1993), 874 (1993) and 884 (1993), thus rejecting any actions violating the sovereignty and territorial integrity of Azerbaijan and refusing to recognize as legitimate the situation created through such actions.

The illegal separatist entity, which "sentenced" Azerbaijani civilians, is referred to by Armenia as the "Nagorno-Karabakh Republic". It is denied any international recognition and essentially under Armenia's direction and control.

The photos of D.Asgarov and S.Guliyev before and after the illegal imprisonment prove that they are subject to inhuman treatment in captivity. Contrary to the 1949 Geneva Conventions, which prohibit the taking of hostages and demands human treatment to civilians during the armed conflicts, Armenia continues to ignore calls of Azerbaijan to observe norms and principles of international humanitarian law and release of the civilians.

D.Asgarov and S.Guliyev have been displaced from their native lands since 1993 as a result of aggression by Armenia. More than twenty years of longing for home drove them to this desperate act of visiting their occupied lands and in this regard, their desire to see their homes and the graves of their parents is understandable. Thus, thesr illegal imprisonment and Armenia's stubborn objection to release them cause suffering to their relatives and rightfu! indignation of the Azerbaijani population.

Armenia's inhuman and non-constructive position derails the peaceful resolution of the conflict. Keeping D.Askerov and S.Guliyev in captivity is yet another manifestation of Armenia's targeted and well-known policy of ethnic cleansing which is aimed at consolidation of the results of aggression and occupation of the territories of Azerbaijan and preventing hundreds of thousands of Azerbaijanis to exercise their right to return to their homes from which they were forcibly expelled as well as enjoy the right to life, liberty and security.

The Azerbaijani side is against the politicization of this humanitarian case and expects that the the international community will not stay indifferent to the fates of D.Asgarov and S.Guliyev who developed numerous health problems in captivity and undertake effective measures to make influence on Armenia to achieve an immediate release of the innocent civilians and help them to rejoin their families.
