THE HEAD OF TURKMENISTAN TOOK PART IN THE FIRST INDIA-CENTRAL ASIA SUMMIT

On January 27, 2022, India-Central Asia Summit took place in a virtual format. The Prime Minister of the Republic of India and the Presidents of the Central Asian states attended the high-level meeting.

In his speech, Indian Prime Minister Narendra Modi stressed that the first India-Central Asia Summit would be a kind of reflection of the growing interaction between New Delhi and all the states of this strategic region.

During the high-level meeting, speeches were also made by the President of the Republic of Kazakhstan K. Tokayev, President of the Kyrgyz Republic S. Zhaparov, President of the Republic of Tajikistan E. Rahmon, President of Turkmenistan G. Berdimuhamedov and President of the Republic of Uzbekistan Sh. Mirziyoyev.

In his speech, the President of Turkmenistan, noting the importance of this anniversary year for the countries of Central Asia and India, which established diplomatic relations 30 years ago, emphasized the beginning of a new milestone in the development of centuries-old ties between our peoples.

President Gurbanguly Berdimuhamedov also congratulated the leadership of the Republic of India and the entire Indian people on the 75th anniversary of the country's Independence. During this short period by historical standards, India has passed a glorious path equal to centuries, the Head of the Turkmen state added.

Emphasizing that India is a close friend and important partner for Turkmenistan, President Gurbanguly Berdimuhamedov stressed that India was among the first states in the world to recognize the Independence of Turkmenistan. As was emphasized, the current meeting is designed to bring relations between the countries of Central Asia and India to new frontiers, which have a huge human, industrial, natural, technological potential.

Developing the theme of strengthening regional cooperation aimed at ensuring the peaceful coexistence of countries and peoples, combating new challenges of our time, the President of Turkmenistan noted that ensuring strong and long-term security, maintaining peace and a balance of interests meets the strategic goals of our countries.

In this context, having supported the initiative of a regular Dialogue at the level of Security Advisers, as well as the constructiveness of the idea of the Central Asia-India Parliamentary Forum, the Turkmen side expressed the expediency of creating the Secretariat of the Central Asia-India Summit.

In addition, proposing to establish systemic joint work in international organizations, primarily in the UN, the Turkmen side stated that the new philosophy of international relations “Dialogue is a guarantee of peace”, initiated by President Gurbanguly Berdimuhamedov, is aimed at uniting all responsible and healthy forces in the global political arena.

The special role of the Central Asia-India Business Council was also emphasized, and the need for further intensification of activities within the framework of this platform was noted. In particular, the importance of consolidating the efforts of the parties in the field of energy was expressed. The countries of Central Asia, known for their rich natural resources, are able to work seriously today on the creation of an energy bridge "Central Asia - India", President Gurbanguly Berdimuhamedov added.

As is known, at present, Turkmenistan, in cooperation with its partners, is implementing a large-scale energy project of geo-economic and geopolitical significance - the Turkmenistan-Afghanistan-Pakistan-India gas pipeline.

The key area of the effective cooperation between India and the states of Central Asia is cooperation in the field of transport. The importance of creating Eurasian transport corridors through Central Asia to sea terminals in the Indian Ocean was especially noted here. In this regard, the importance of the Uzbekistan-Turkmenistan-Iran-Oman-Qatar transport corridor project was emphasized.

The Summit also stressed the need to further consolidate efforts aimed at developing medical diplomacy and combating the threat of the spread of coronavirus. In this regard, the Leader of Turkmenistan proposed to consider the issue of establishing the Central Asia-India Medical Association, one of the main goals of which could be the fight against infectious diseases.

We consider the expansion of cooperation in the cultural and humanitarian sphere as an opportunity to strengthen good neighborliness, rapprochement and mutual understanding of our peoples, the President of Turkmenistan added.

Consultative Meeting of the Heads of States of Central Asia was held in Turkmenistan

Today, on the 6th of August 2021, the Consultative Meeting of the Heads of States of Central Asia was held in the National Tourist Zone “Avaza”. The Special Representative of the UN Secretary General for Central Asia, the Head of the UN Regional Center for Preventive Diplomacy for Central Asia Natalia Gherman also took part in the session.

The Presidents of Central Asian states arrived to Turkmenistan to participate to this conference in the framework of which a number of parallel events of economic and cultural scope were held, including the Economic Forum of the Central Asian states, International Exhibition of the Products of Central Asian countries, Women’s Dialogue of the States of Central Asia, as well as the International Festival of the National Cuisines of the region’s countries.  

The Consultative Meeting of the Heads of States of Central Asia was held in the Congress Hall of the National Tourist Zone “Avaza”. The event was preceded by the bilateral meetings of the heads of states. Then, the joint photographing ceremony of the Presidents of five Central Asian states took place.   

In his opening speech, the President of Turkmenistan Gurbanguly Berdimuhamedov expressed gratitude to his colleagues for accepting the invitation to visit Turkmenistan for participation to the Consultative Meeting aimed at further strengthening of regional cooperation, provision of conditions for more active and oriented steps in this regard, which is expected to become a strong mobilizing factor for effective and constructive participation of the Central Asian region to the continental and global affairs.     

The parties considered the key aspects of developing political, trade-economic and cultural-humanitarian collaboration between the countries of the region. A constructive exchange of views on the issues of regional stability was held. The Presidents discussed the pressing issues of regional cooperation, exchanged opinions on current topics of international development. They also agreed to accelerate the external policy cooperation, including through the regular five-sided meetings between the MFAs of the regions’ countries.    

During the session, the Presidents discussed the issues related to the implementation of resolutions adopted at the Consultative Meeting of the Heads of States of Central Asia that was held in Tashkent on November 29, 2019. The parties noted the importance of the region from the geopolitical and geo-economic perspectives and underlined the high level of mutual understanding, trust and mutual respect between the countries that are united by century’s long historical, spiritual and cultural ties. It was emphasized that all of this is positively affecting not only the region, but the Eurasia in general.      

Special attention was paid to the establishment of favorable conditions for the partnership in the energy sphere, expansion of cooperation between the region’s countries in transport-communications field, in particular through the maintenance of effective functioning of available and by forming new transport corridors. In his speech, President Gurbanguly Berdimuhamedov said, “based on the UN documents, we are forming in Central Asia favorable political-legal and economic conditions for safe, sustainable partnership, which is oriented at the fulfillment of internal regional demand for energy carriers, as well as directed at the entrance to the world markets via the international transit corridors”.        

The Presidents exchanged views on the development of trade ties, increase of export and import operations. The agreements were reached on the diversification of mutual trade turnover and industrial cooperation.     

One of the main constituents of the agenda of the meeting was the consolidation of efforts of the region’s countries on countering the pandemic.  The Presidents agreed to facilitate the organization and encourage joint research in the area of studying the nature of new type infections, as well as the application of new methods of treatment and prevention of communicable diseases.   

Upon the outcomes of the meeting, the Joint Statement of the Heads of States of Central Asia was adopted.

Then, an official ceremony of awarding the Honorable Sign of the Heads of States of Central Asia was held.  In accordance with the decision of the Presidents of the countries of Central Asia adopted at the current Consultative Meeting, the Honorable Sign was awarded to the President of the Republic of Tajikistan Emomali Rahmon for outstanding achievements in the development of friendship, good-neighborliness, mutual understanding and cooperation between the states of Central Asia, as well as for strengthening peace and security in the region, promotion of joint interests and initiatives of the region’s countries within the international community.  With the applauses of the audience, the Honorable Sign was awarded by the President of Turkmenistan Gurbanguly Berdimuhamedov.

Then the press conference of the Minister of Foreign Affairs of Turkmenistan Rashid Meredov and the Special Representative of the UN Secretary General for Central Asia, the Head of the UN Regional Center for Preventive Diplomacy for Central Asia Natalia Gherman took place upon the outcomes of the Consultative Meeting of the Heads of States of Central Asia.

The same day, the Presidents visited the International Exhibition of the Products of Central Asian countries and the International Festival of the National Cuisines of the region’s countries.  

In the end of the day, the heads of states took part in the festive concert of the art and culture workers of the countries of Central Asia, as well as in the official dinner. 

В Туркменистан прибыли главы государств Центральной Азии для проведения Консультативной встречи

6 августа в Туркменистане, в Национальной туристической зоне «Аваза», расположенной на побережье Каспия, состоится Консультативная встреча глав государств Центральной Азии, призванная способствовать дальнейшему развитию многопланового регионального сотрудничества, выводу его на новые, отвечающие современным реалиям и имеющемуся потенциалу рубежи.

Как подчёркивает Президент Гурбангулы Бердымухамедов, укреп­ление дружественных отношений и плодотворного взаимодействия с соседями по региону выступает одним из приоритетных векторов внешнеполитической стратегии нейтрального Туркменистана. Наша страна нацелена на самое широкое партнёрство с государствами Центральной Азии, всемерно содействуя продвижению равноправного и доверительного диалога как в двустороннем, так и в многостороннем формате.

Накануне высокие гости – Президент Республики Казахстан Касым-Жомарт Токаев, Президент Кыргызской Республики Садыр Жапаров, Президент Республики Узбекистан Шавкат Мирзиёев и Президент Республики Таджикистан Эмомали Рахмон прибыли в Национальную туристическую зону «Аваза». Примечательно также, что участие таджикского лидера в нынешней Консультативной встрече совпало с его государственным визитом в Туркменистан.

В Международном аэропорту города Туркменбаши, украшенном Государственными флагами стран Центральной Азии, по сложившейся доброй традиции высоких гостей встретили хлебом-солью.

В этой связи следует отметить, что Туркменистан со всей ответственностью подошёл к организации Форума, весь процесс подготовки к которому постоянно находился в центре внимания Президента Гурбангулы Бердымухамедова. Согласно Постановлению лидера нации был создан соответствующий Оргкомитет, перед которым поставлена задача обеспечить высокий уровень Консультативной встречи глав государств, Диалога женщин стран региона и связанных с ними мероприятий международного характера.

На повестку дня нынешнего Форума вынесен широкий спектр воп­росов, касающихся активизации межгосударственного партнёрства на его ключевых направлениях, а также актуальной региональной и международной тематики. Он знаменует собой очередной важный этап в сотрудничестве стран Центральной Азии, формировании эффективных долгосрочных механизмов взаимодействия, конкретизации первостепенных задач, создании необходимых условий для устойчивого развития региона, его ускоренной интеграции в мировые процессы.

Будучи привержен братским, доб­рососедским отношениям со всеми центральноазиатскими странами, Туркменистан выдвигает конкретные инициативы, призванные способствовать интенсификации многовекторного партнёрства в регионе, реализации перспективных совместных проектов.

Так, выступая на второй Консультативной встрече глав государств Центральной Азии, состоявшейся в 2019 году в Ташкенте, в контексте придания системного характера региональному сотрудничеству в торгово-экономической, энергетической, транспортно-логистической, инвестиционной и инновационной сферах, Президент Гурбангулы Бердымухамедов озвучил предложение по созданию пятистороннего Делового совета. Тогда же глава Туркменистана высказался за рассмотрение возможностей для запуска Форума культурного диалога ЦА на регулярной основе.

Как отмечает лидер нации, наши страны располагают внушительным человеческим, экономическим, ресурсным и гуманитарным потенциалом, благоприятными перспективами для достижения общей цели – превращения региона в процветающий край, надёжную платформу для плодотворного конструктивного партнёрства.

Таким образом, проводимая в НТЗ «Аваза» Консультативная встреча глав государств Центральной Азии имеет большое значение для дальнейшего развития полноформатного регионального сотрудничества, придания ему более динамичного, стратегического характера, что отвечает многовековым принципам добрососедства и интересам благополучия братских стран и народов.

Сегодня по приглашению Президента Туркменистана главы государств Центральной Азии совершили совместную прогулку на яхте по Кас­пийскому морю. В ходе прогулки лидеры стран региона обменялись мнениями о реализации достигнутых ранее договорённостей и возможностях дальнейшего развития взаимовыгодного сотрудничества, обладающего внушительным потенциалом.

Высокие гости подчеркнули значимость проводимых на побережье Каспия по инициативе туркменского лидера международных мероприятий в контексте активизации региональных связей с учётом современных реалий.

Любуясь красотами Авазы, главы дружественных государств отметили, что неотъемлемой составляющей широкомасштабных преобразований, осуществляемых в Туркменистане, в том числе в этом его живописном уголке, является экологический аспект.

Как подчеркнул Президент Туркменистана, обеспечение экологического благополучия выступает непреложным требованием реализуемых в нашей стране инфраструктурных проектов и программ. При проведении строительных работ на побережье Каспия особое внимание уделяется сохранению природы, местной флоры и фауны, а также морского биоразнообразия.

Высокие гости отметили значение выполняемых работ, включая создание лесопарковых зон, для поддержания благоприятного климата, что укрепляет статус Авазы в качестве санаторно-курортной зоны, соответствующей международным стандартам.

Высказав Президенту Гурбангулы Бердымухамедову признательность за гостеприимство, оказанное на туркменской земле, лидеры соседних стран выразили уверенность, что проводимые здесь международные мероприятия будут способствовать наращиванию полноформатного сотрудничества в регионе и достижению конкретных результатов.

Далее глава Туркменистана и высокие гости вместе направились на автобусе в многофункциональный спортивный комплекс «Аваза», по пути осматривая природные особенности и фешенебельные объекты Национальной туристической зоны.

За последние годы в этом уголке сформировалась современная санаторно-курортная инфраструктура, предоставляющая все условия для комфортного отдыха и укрепления здоровья.

Президент Туркменистана и высокие гости ознакомились с созданными в многофункциональном спортивном комплексе «Аваза» возможностями для занятий физкультурой и спортом.

Xinhua Commentary: Solid growth momentum highlights China's economic resilience

BEIJING, July 15 (Xinhua) -- The Chinese economy grew 12.7 percent year on year in the first half of 2021, as the world's second largest economy continued to emerge from the COVID-19 pandemic and share its growth dividends with the world.

The country's gross domestic product (GDP) rose to 53.2 trillion yuan (about 8.23 trillion U.S. dollars) in the first six months. The robust growth is a reflection of the vitality and resilience of the Chinese economy once hit hard by the pandemic.

Evidence has shown the recovery is in full-swing. Industrial production, fixed-asset investment, retail sales and foreign trade posted steady growth.

As the spokeswoman of the National Bureau of Statistics (NBS) said at the press conference on Thursday, China's economy continues to recover steadily, production and demand continue to rise, employment and prices are generally stable, new growth drivers develop rapidly, economic quality and efficiency improve steadily, market entities are expected to improve, main macro indicators are in an appropriate range, and economic development shows a steady trend.

China's solid performance is also good news to the world.

The World Bank affirmed China's contribution in its June report, which said that the recovery in East Asia and the Pacific will be the strongest in 2021, which is primarily due to the strength in China. It is estimated that China's contribution to global economic growth will exceed 25 percent in 2021.

China mission chief and assistant director in the International Monetary Fund's Asia and Pacific Department Helge Berger said China, as one of the world's largest economies, plays a large role in Asia's recovery and global recovery, not only because of its share in global growth, but also due to its growth spillovers.

China still faces multiple challenges in the rest of the year, as the NBS spokeswoman cautioned over uncertainties stemming from the global spread of the pandemic and the unbalanced domestic recovery.

The International Monetary Fund and the World Bank projected that China's growth will exceed 8 percent in 2021.

China's ability to contain the pandemic pretty quickly, its significant policy support, as well as the recent pickup in global trade will help support the country's strong recovery.

18 января 2021 года Министерство здравоохранения и медицинской промышленности Туркменистана зарегистрировало вакцину «Спутник V» и выдало соответствующий сертификат.

Кирилл Дмитриев, генеральный директор Российского фонда прямых инвестиций (РФПИ), заявил что «Туркменистан стал первой страной в Центральной Азии, которая официально одобрила применение вакцины «Спутник V» на своей территории. Партнеры высоко оценили безопасность и эффективность вакцины, которая на сегодняшний день является одним из ведущих мировых препаратов по борьбе с коронавирусом и уже одобрена государственными регуляторами в разных регионах мира. Убеждены, что вакцинация населения проверенным препаратом «Спутник V», созданным на основе хорошо изученной платформы аденовирусных векторов человека, является одним из ключевых элементов в профилактике распространения коронавирусной инфекции».

На сегодняшний день вакцина «Спутник V» одобрена к применению более чем в 10-ти странах мира.

TURKMENISTAN BECAME THE FIRST STATE IN CENTRAL ASIA TO REGISTER “SPUTNIK V” VACCINE

On January 18, 2021, the Ministry of Health and Medical Industry of Turkmenistan registered the “Sputnik V” vaccine and issued a corresponding certificate.

Kirill Dmitriev, General Director of the Russian Direct Investment Fund (RDIF), said that “Turkmenistan became the first country in Central Asia to officially approve the use of the “Sputnik V” vaccine on its territory. The partners highly appreciated the safety and effectiveness of the vaccine, which today is one of the world's leading drugs in the fight against coronavirus and has already been approved by government regulators in different regions of the world. We are convinced that vaccination of the population with the proven “Sputnik V” drug, created on the basis of a well-studied platform of human adenoviral vectors, is one of the key elements in preventing the spread of coronavirus infection".

To date, the “Sputnik V” vaccine has been approved for use in more than 10 countries around the world. 

A HIGH-LEVEL MEETING ON THE UN GLOBAL COUNTER TERRORISM STRATEGY IN CENTRAL ASIA WAS HELD IN ASHGABAT

On April 30, 2018, in Ashgabat, the High-Level Meeting "Towards a Comprehensive Implementation of the UN Global Counter-Terrorism Strategy in Central Asia" was held, and the third phase of a joint project supporting the Joint Action Plan for Central Asia (SAP) was launched.

The event was organized by the Ministry of Foreign Affairs of Turkmenistan and the United Nations Regional Center for Preventive Diplomacy for Central Asia (UNRCCA), with the participation of the UN Under-Secretary-General, Head of the UN Counter-Terrorism Department Vladimir Voronkov, the Special Representative of the UN Secretary-General for Central Asia, the Head of the UN Regional Center for Preventive diplomacy for Central Asia Natalia Herman, deputy foreign ministers of the Central Asian states, as well as UN regional structures.

As is known, the first and second phases of the project were implemented in the period 2010-2017 and were devoted to the consideration of four main directions of the Global Strategy for drawing up recommendations on the development of SAP, which is the first of its kind and was adopted in Ashgabat in December 2011.

In the long term, it is expected that the new phase of the joint regional counter-terrorism initiative of UNRCCA and the UNCCT, entitled "Towards a comprehensive implementation of the UN Global Counter-Terrorism Strategy in Central Asia", will be aimed at further strengthening the capacity of the Central Asian states in the field of combating terrorism and preventing violent extremism in a strategic basis.

Speaking at the meeting, Mr. Voronkov noted that the main activities of the project will include the provision of targeted support in the development of national and regional strategies to combat terrorism and prevent violent extremism, further strengthening the capacity of the Central Asian countries in the priority areas identified in the SAP for Central Asia and facilitating the exchange of best practices in the region and beyond.

Speaking at the meeting, Deputy Minister of Foreign Affairs of Turkmenistan S.G. Berdimuhamedov stated about Turkmenistan's further readiness to offer cooperation with the UNFC on the implementation of the Ashgabat Action Plan of the UN Counter-Terrorism Strategy. In this context, the Turkmen side made a number of concrete proposals in this direction using the UNRCCA.

In turn, Ms. Herman noted that in accordance with her mandate in the field of regional and preventive diplomacy, UNRCCA will jointly implement this initiative and promote regional and cross-border cooperation in preventing violent extremism and combating terrorism in coordination with other regional partners active in this field in Central Asia.

At the end of the forum, a Statement was adopted following the results of the High-level Meeting "Towards a Comprehensive Implementation of the UN Global Counter-Terrorism Strategy in Central Asia".

At the end of the meeting, a press conference was held at the Ministry of Foreign Affairs of Turkmenistan for foreign journalists, accredited in Ashgabat and representatives of the national media.

2015 came to the end with two important events for Georgia – the EU made the decision on liberalization of visa regime, and the Russian Federation made the decision on simplification of visa regime.
For the citizens of Georgia tired of constant tension, these two events really became festive. They gave to long-awaited hope that Georgia is capable to escape the geopolitical trap respectably.
However Europhobes shout that liberalization of a visa regime with EU countries will only strengthen the level of depravity of society and will aggravate economic and social situation of citizens of Georgia. First of all, they are disturbed by strengthening of nonconventional religions and values in society. Special fears in them are caused by spread and legalization of nonconventional sex.
Russophobes consider that simplification of visa regime and furthermore its abolition will cost much for Georgia. They accuse the authorities of Georgia of unscrupulousness and in general, negatively consider the process of the warming of Georgian-Russian relations.
The third category of skeptics considers that outflow of citizens to EU countries and the Russian Federation will cause demographic crisis which will strengthen conflictogenity level between the citizens who will stay and migrants. First of all it concerns migrants from Africa and Asia.
However, most part of the citizens positively estimates these decisions and thinks how to realize new opportunities next year. First of all it is quite good incentive for medium business. New ways for realization of the production appeared. Representatives of travel business approached the changes with a particular interest too. One expects inflow of the Russian tourists, and others gained a chance to rescue the dying external tourism both in the direction of the Russian Federation, and in the direction of EU countries.
By 2016 the leadership of Georgia managed to level the situation – to keep the chosen strategy towards the European integration and to restore the confidential relations with the Russian Federation. The foreign policy of the country became less declared and more pragmatic. Not incidentally the ex-Minister of Economics Giorgi Kvirikashvili became the head of the Ministry of Foreign Affairs. Economic and geo-economic components in foreign policy began to prevail over unfounded ideological moods. We can say that the country conducts (in a varying degree) four-vector policy at once: western, northern, southern and eastern directions.
In economic policy diversification is also observed. First of all it is expressed in the energy sphere. Azerbaijan remains the main partner in the field of gas supply; however the Minister of Energy Kakha Kaladze conducts intensive negotiations with Russia and with Iran on the same question. The era of monopoly of hydropower in domestic market of the country is also tried to be destroyed by attempts of introduction of new power-intensive technologies. The country tries to return life to metallurgy, refusing mass export of scrap metal in favor of internal production.
Georgian wine and citruses returned in the Russian market, and also successfully enter the new markets of the western and eastern directions. The government took large-scale measures for development of agriculture in various regions of Georgia. Demand for the Georgian dried fruits and a filbert grows.
The main merit of the operating government is that it seeks to protect the country from external threats and to create positive climate for development of economy and normal relationship with neighbors and partners from the distant countries. It occurs against a deep geopolitical and geo-economic crisis around the country, and also deliberate sabotages directed on undermining state security.
Despite the serious disagreements on the future of Abkhazia and South Ossetia, the Georgian-Russian relationship first of all relies on understanding of the general threats and common problems.
At the same time, understanding all complexity of the situation in which the Russian Federation is, the Georgian society, despite foreign policy likes and dislikes, negatively estimates the actions of Moscow directed on further militarization of Abkhazia and South Ossetia. In particular, the new arms such as “Iskander M” rockets established in Java cause serious concern. Also the joint Russian-Chinese project on development of port infrastructure in the city of Ochamchira on the Abkhazian coast of the Black Sea, and construction of the route connecting this port to North Caucasian regions of the Russian Federation is estimated extremely negatively. Georgian society realize the mistakes made permanently by several generations of Tbilisi political elite more and more but at the same time can't agree that responsibility for those events lies on Georgia unilaterally. The country is in a search of its worthy place in the international architecture which doesn't rely on egoistical interests, and proceeds from desire to leave the long-term crisis for a new level of development. The most part of the population of Georgia doesn't wish to be involved in global international dismantling and wishes creation of a belt of safety for normal coexistence with neighbors. Georgia has all opportunities to become the base for cooperation, but not confrontation between global, regional and local players.
Today need of search of new non-standard and creative decisions for expansion of a corridor of cooperation not only between Georgia and the Russian Federation, but also between the Russian Federation and the USA ripened in Georgia. Moreover, between the Russian Federation and NATO. It is impossible (in strategic prospect) to exclude also the participation of the People's Republic of China in this process. Somebody likes it or not, but we are eyewitnesses of the growth of the influence of Beijing in the Black Sea Caspian Basin. The increasing interest is shown by India which also possesses serious investment resources.
Georgia is an ideal place for creation of a zone of geopolitical coexistence. It is impossible to allow that this country turned in Caucasian Djibouti, with its Somali lands, Eritrea and Sagallo. It is known that in this African country military bases of the USA, France, and Great Britain are located and the 10-year contract for creation of military base of China is signed. Georgia which is the victim of centuries-old geopolitical opposition deserved other fate – to be a zone of the peace and mutual understanding, but not the country stuffed with foreign military bases.
If to ponder, it is possible to understand that it can bring more benefit to each of participants of process of the opposition. Need of precedent ripened. The international community is exhausted by wars and mass bloodshed. The Georgian experiment can create bases for an exit to the new level of creation of a new international security system. And for this purpose large-scale cooperation between professional experts is necessary.
It is impossible to exclude that "The Tbilisi Initiative of Peace" can become continuation of the Helsinki Initiative of 1975-1976 as a result of which the modern Organization for Safety and Cooperation in Europe was created. Today all can make certain concessions. And all will only benefit from it.
