Tbilisi, February 23, 2023 – representatives of the expert community of Georgia got acquainted with the new system of elections of Deputies to Mazhilis of Parliament and Maslikhats of the Republic of Kazakhstan.

The Ambassador of Kazakhstan to Georgia Malik Murzalin told the political scientists, researchers of leading analytical centers of Georgia, as well as journalists about modernization and transformation, political changes and economic reforms taking place in our country.

The practical implementation of the constitutional reform, supported by the citizens at the national referendum, was presented to the attention of the audience. “According to its results our country passed to new, more fair and competitive rules of formation of the legislative power”, – said the Kazakh diplomat.

Ambassador M. Murzalin informed the Georgian side in detail about the main innovations of the upcoming parliamentary elections, noting that they are a logical continuation of the political reforms initiated by the President of Kazakhstan Kassym-Jomart Tokayev.

In turn, the participants in the discussion expressed keen interest in the bold decisions of the head of state of Kazakhstan on further political and economic modernization of the country.

According to Victor Kipiani, chairman of the analytical organization “Geocase”, the events in Kazakhstan are considered in the context of the development of the Caspian-Black Sea region as a whole. In this regard, the positive changes taking place in Kazakhstan are important for all interested parties.

The expert of the Georgian analytical center “GSAC” Gela Vasadze noted the timeliness and importance of the principle of the “Hearing State”, the focus of innovations on the development of regions and their independence. He drew attention to the important role of Kazakhstan in geopolitics, which could become a key link for the “East-West” axis.

According to the observation of professor Vakhtang Maisaia of the Caucasus International University, the level of political culture in Kazakhstan has significantly increased. The state and society have come to a political consensus. “The new geopolitical, or rather geo-economic reality, strengthens Kazakhstan’s role in the Caucasus-Caspian region. Kazakhstan is becoming a democratic hub, a regional hegemon in the dissemination of democratic values,” said the expert.

At the end of the discussion, the Georgian experts wished success to Kazakhstan, expressing confidence that the fundamental reboot of the state system will bring its tangible benefits to the population in the near future, and that economic reforms will complement the Kazakh-Georgian relations with new aspects.

Strasbourg, 28 February 2023 - In a letter addressed to the Chairman of the Parliament of Georgia published today, Council of Europe Commissioner for Human Rights, Dunja Mijatović, expresses concerns that the adoption of the draft law “On transparency of foreign influence” may have a serious chilling effect on the work of civil society organisations in Georgia.

“Such a legislative initiative raises a number of human rights concerns in the light of the Council of Europe standards on freedom of association and of expression. While transparency may be a legitimate concern, it should not be achieved to the detriment of the effective enjoyment of rights and freedoms by non-commercial organisations and media outlets and of the exercise of their legitimate activities”, says the Commissioner.

In this context, the Commissioner calls on the Parliament to reject this or any similar draft law and to unequivocally commit itself to fostering a diverse and vibrant civic participation in public affairs, as well as a conducive environment for the functioning of civil society organisations and human rights defenders in Georgia.

27 February the United Nations Development Programme (UNDP) and the Ministry of Health and Medical Industry of Turkmenistan signed new projects on health to improve access to treatment of the noncommunicable diseases (NCDs) and enhance national capacity for clinical laboratory diagnostics.

“We are happy to note the increased collaboration between UNDP and the Government of Turkmenistan on strengthening health system of the country, which demonstrates a growing trust in UNDP as a strategic partner to accelerate the achievement of the Sustainable Development Goals, by ensuring no one is left behind,”- said Ms. Narine Sahakyan, UNDP Resident Representative in Turkmenistan.

More specifically, UNDP launched the following new joint projects to support the national efforts to strengthen the country’s health system:

The project “Provision of medicines necessary for prevention and treatment of non-communicable diseases and for maternal and child health in Turkmenistan in 2023-2024”, which is aimed at strengthening the national health systems capacities to control the noncommunicable diseases (NCDs), rare diseases, and improve maternal and newborn health in Turkmenistan. . The project will ensure access to free, good quality, available, affordable medicines across the country through the provision of medicines for treatment of NCDs and other diseases. This project will continue providing quality and affordable medicines initiated by the first NCD project between UNDP and MoHMI for 2020-2021. Notably, the project includes: i) the provision of medicines for rare and orphan diseases which are very costly, making the patients with the rare and orphan diseases most vulnerable to financial hardships; ii) provision of essential medicines for NCD patients, including the most vulnerable people; iii) contribute to women’s health by providing medicines for pregnancy, childbirth and postnatal period;

The project “Strengthening clinical laboratory services in Turkmenistan in 2023-2024” will focus on strengthening the national health system’s capacity for clinical laboratory diagnostics of diseases. The project will support health services to ensure availability, accessibility, reliability, and most-up-to-date laboratory investigations for accurate and timely diagnosis of the most common diseases, such as common infectious, non-infectious diseases, surgery, emergency cases, maternal and child health, and other. Important to note that the project will support laboratories of primary health care which serve most of the population. The availability of lab services at the PHC level in close proximity to the place of residence, reduces gender-related barriers and ensures equal access to a full range of lab investigations for women and girls, including lab investigations during pregnancy, childbirth and postnatal period. The project will particularly help vulnerable people with access to lab services by reducing the cost of the services and the cost of transportation if such services are not available at PHC.

It is expected that both projects, fully funded by the Government of Turkmenistan with a total budget of around 78 million US dollars, will help Turkmenistan to contribute significantly to the achievement of the universal health coverage (UHC) and the Sustainable Development Goals.

“Ensuring Universal Health Coverage in the country and enhancing the resilience of the national health system to pandemics and acute diseases is one of the main areas of our cooperation with indeed impressive results. The volume of our past and ongoing cooperation only on health totals approximately $150 million, with the vast contribution coming from the government of Turkmenistan,” – said Ms. Sahakyan. “The remarkable achievements and outstanding collaboration between UNDP and Turkmenistan on public health have been reflected in the letters of recognition and appreciation from the UNDP Administrator and the Global Fund Executive Director addressed to His Excellency President of Turkmenistan, demonstrating readiness of UNDP and our partners to further improve national health system, leaving no one behind”.

UNDP works in about 170 countries and territories, helping to eradicate poverty, reduce inequalities and exclusion, and build resilience so countries can sustain progress. As the UN’s development agency, UNDP plays a critical role in helping countries achieve the Sustainable Development Goals.

Today, on February 27, 2023, the ceremony of signing documents between the ministries, state agencies, public organizations of Turkmenistan and the representative offices of the structural divisions of the United Nations in Turkmenistan - UNDP, UNFPA, UNICEF was held at the Ministry of Foreign Affairs of Turkmenistan.

During the ceremony, 26 documents were signed regarding the interaction between Turkmenistan and the UN in the field of economy, healthcare, education, mass media, as well as other important areas. Among them are joint projects for 2023-2025, as well as work plans for the current year.

These documents reflect the goals and objectives outlined in the previously signed country program documents with specialized UN structures for 2021-2025.

On February 25, 2023, the Deputy minister of foreign affairs of Turkmenistan V.Hajiyev met with the Chairman of the Intergovernmental Council of Road Workers (ICRW) of the CIS Buri Karimov.

During the meeting, the parties discussed the main areas of cooperation between Turkmenistan and the ICRW, as well as the prospects for the development of international transport corridors in the region.

An exchange of views took place on the initiative participation of Turkmenistan in the global transport dialogue, comprehensive national programs were noted aimed at modernizing the material and technical base of the transport industry, expanding existing and forming new transport and communication networks to integrate the domestic transport system into the international transport infrastructure, creating in our country large logistics centers providing regional coordination of multimodal transportation.

Issues of preparation and holding of events of the Intergovernmental Council of Road Builders were touched upon, including the upcoming 46th meeting of the ICRW, as well as the possibility of organizing an international scientific and practical conference in Ashgabat and the 6th international motor rally.

In this context, B. Karimov noted the importance of the 6th international motor rally, designed to help improve the condition and development of international transport corridors, including roads, road safety, and reduce the number of barriers to traffic and cargo.

Following the meeting, the parties agreed to continue cooperation in organizing and holding joint upcoming events.

Сегодня Программа развития Организации Объединенных Наций (ПРООН) и Министерство здравоохранения и медицинской промышленности Туркменистана (МЗМПТ) подписали новые проекты в области здравоохранения для улучшения доступа к лечению неинфекционных заболеваний (НИЗ) и повышения национального потенциала в области клинической лабораторной диагностики заболеваний.

― Мы рады отметить расширение сотрудничества между ПРООН и правительством Туркменистана по укреплению системы здравоохранения страны, что свидетельствует о растущем доверии к ПРООН как к стратегическому партнеру в достижении Целей устойчивого развития, не оставляя никого позади, - отметила Нарине Саакян, постоянный представитель ПРООН в Туркменистане.

В числе новых совместных проектов для поддержки национальных усилий по укреплению системы здравоохранения страны есть проект «Обеспечение лекарственными средствами, необходимыми для профилактики и лечения неинфекционных заболеваний и для охраны здоровья матери и ребенка в Туркменистане на 2023-2024 гг.». Он направлен на укрепление потенциала национальной системы здравоохранения для борьбы с НИЗ, редкими заболеваниями и улучшения охраны здоровья матери и ребенка в Туркменистане.

Проект обеспечит доступ к качественным, доступным и недорогим лекарствам путем закупки лекарств для лечения НИЗ и других заболеваний. Проект продолжит закупку лекарств, инициированную первым проектом ПРООН/МЗМИТ по НИЗ на 2020–2021 годы. Важно отметить, что проект включает обеспечение лекарствами от редких и орфанных заболеваний, которые являются очень дорогими во всем мире, что делает пациентов с подобными заболеваниями наиболее уязвимыми в связи с возникающими финансовыми трудностями. Он также предусматривает обеспечение лекарствами пациентов с НИЗ, в том числе из наиболее уязвимых групп населения, и предоставления лекарств для женщин во время беременности, родов и в послеродовой период.

Второй проект называется «Укрепление клинико-лабораторной службы в Туркменистане в 2023–2024 гг.», он направлен на поддержку службы здравоохранения для обеспечения наличия, доступности, надежности и самых современных лабораторных исследований для точной и своевременной диагностики наиболее распространенных заболеваний, таких как общие инфекционные, неинфекционные заболевания, хирургия, экстренные случаи, здоровье матери и ребенка и другие.

Важно, что проект будет поддерживать лаборатории первичной медико-санитарной помощи, которые обслуживают большую часть населения в непосредственной близости от места жительства.

Ожидается, что оба проекта, полностью финансируемые правительством Туркменистана с общим бюджетом около 78 миллионов долларов США, помогут стране внести значительный вклад в достижение всеобщего охвата услугами здравоохранения и Целей устойчивого развития.

― Объем нашего прошлого и текущего сотрудничества только в области здравоохранения составляет около 150 миллионов долларов США, при этом большая часть данного финансирования предоставлена правительством Туркменистана, – отметила Нарине Саакян.

Вице-премьер, министр иностранных дел Туркменистана Рашид Мередов провел переговоры с заместителем премьер-министра, главой МИД Казахстана Мухтаром Тлеуберди. Переговоры прошли в понедельник в Астане, накануне предстоящей министерской встречи глав внешнеполитических ведомств стран Центральной Азии и США в формате С5+1.

Дипломаты в традиционно дружественном и конструктивном ключе обсудили перспективы дальнейшего развития двустороннего сотрудничества, в том числе в сферах торговли, транспорта, логистики и энергетики. Особое внимание было уделено вопросам реализации достигнутых договоренностей на высшем и высоком уровнях, направленных на всестороннее укрепление стратегического партнерства между двумя странами.

Состоялся также обмен мнениями по актуальным вопросам региональной и международной повестки дня. Выражена заинтересованность в дальнейшем укреплении взаимодействия на международной арене, говорится в сообщении пресс-службы казахстанского МИД.

Ранее сообщалось, что госсекретарь США Энтони Блинкен примет участие в министерской встрече С5+1, а также проведет переговоры с представителями правительств стран региона, после чего отправится в Узбекистан.

На недавнем брифинге в Госдепе США, помощник госсекретаря по делам Южной и Центральной Азии Дональд Лу, рассказывая журналистам о предстоящей поездке Блинкена, отметил, что это его первая поездка в Центральную Азию в качестве государственного секретаря.

«Госсекретарь уже в четвертый раз встречается с министрами иностранных дел… C5+1…. И ни один секретарь до госсекретаря Блинкена так интенсивно не взаимодействовал с этой региональной группой», - подчеркнул Лу.

Генеральная ассамблея ООН приняла представленную Туркменистаном резолюцию «Роль Регионального центра ООН по превентивной дипломатии для Центральной Азии».

Представляя проект резолюции на 60-м пленарном заседании 77-й сессии ГА ООН 24 февраля в Нью-Йорке, постпред Туркменистана Аксолтан Атаева подчеркнула жизненно важную роль этого Центра (РЦПДЦА) в содействии диалогу между национальными правительствами, поиске решений возникающих проблем и устранении потенциальных угроз.

За 15 лет своего существования Центр, штаб-квартира которого расположена в Ашхабаде, в частности, предоставил правительствам платформу для диалога по наиболее сложным региональным вопросам, начиная от управления общими ресурсами до транснациональных угроз, таких, как терроризм и насильственный экстремизм, организованная преступность, распространение наркотиков и ситуация в Афганистане.

Новая резолюция об РЦПДЦА подчеркивает ценный опыт Центра в использовании своих знаний для предотвращения, раннего предупреждения и посреднической деятельности. Документ также включает новые пункты о последних событиях в регионе Центральной Азии и приветствует инициативы Центра, направленные на расширение прав и возможностей женщин и молодежи в области превентивной дипломатии.

Генеральная Ассамблея призвала РЦПДЦА и далее играть активную роль и продолжать поддерживать связь с правительствами региона и другими заинтересованными сторонами; поддерживать контакты с соответствующими региональными организациями и содействовать координации и обмену информацией; тесно сотрудничать с правительствами в укреплении способности региона преодолевать вызовы миру и стабильности посредством превентивной дипломатии и диалога.

ГА ООН приветствовала содействие Центра реализацию инициатив стран Центральной Азии по созданию стабильного, мирного и процветающего региона.

Сегодня, 27 февраля 2023 года, в МИД Туркменистана состоялась церемония подписания документов между министерствами, ведомствами, общественными организациями Туркменистана и представительствами структурных подразделений Организации Объединённых Наций в Туркменистане – ПРООН, ЮНФПА, ЮНИСЕФ.

В ходе церемонии подписаны 26 документов, касающихся взаимодействия Туркменистана и ООН в области экономики, здравоохранения, образования, средств массовой информации, а также других важнейших направлений. Среди них - совместные проекты на 2023-2025 годы, а также рабочие планы на текущий год.

Эти документы отражают цели и задачи, обозначенные в ранее подписанных страновых программных документах со специализированными структурами ООН на 2021-2025 годы.
