Georgian Prime Minister Irakli Garibashvili, together with the Georgian delegation, took part in today's special meeting of the North Atlantic Council within the scope of the NATO Summit in Madrid. Besides the Alliance's member states, the session's participants included the leaders of Finland, Sweden, Australia, New Zealand, Japan, and South Korea, and senior EU officials. The meeting discussed some of the challenges facing the global security architecture and the security environment emerging in the Euro-Atlantic space, with emphasis on the need to further the cooperation among NATO member and partner states in order to join forces toward helping maintain rules-based international order. The meeting also discussed the events unfolding in Ukraine. The importance of assisting Ukraine against the ongoing military aggression was also highlighted.

The Prime Minister of Georgia spoke about the worsening security situation in the Black Sea Region and Georgia's steps in light of these circumstances. The Prime Minister, in his speech, underlined the unprecedentedly high level of practical cooperation between Georgia and NATO over the past few years, also expressing hope that the country's progress in implementing reforms will have a positive impact on Georgia's path toward membership.

Several important documents have been adopted at the Madrid Summit, including the new Strategic Concept of NATO 2030, the Madrid Summit Declaration, and the Tailored Support Document for Georgia. Notably, all three documents contain issues of critical importance to Georgia. In particular, they reaffirm the decision made at the Bucharest Summit on Georgia's eventual NATO membership, also reinforcing NATO's open door policy, Georgia's status as an aspirant country, and the Alliance's unwavering support for Georgia's sovereignty and territorial integrity.

The issue of Georgia is reflected in detail in the new Strategic Concept of NATO, the Alliance's guideline document in the course of the next ten years.

Notably, the Tailored Support Document for Georgia, approved at the summit, sets forth concrete measures for furthering Georgia's defense capabilities and enhancing NATO's effective engagement in this process.

On 1 July 2022, for the second time during the EU membership, Czechia will start its Presidency of the Council of the European Union, said the Czech Ambassador to Georgia, Petr Mikyska.

According to him, on 14 December 2021, the General Affairs Council (GAC) endorsed the so called trio program, of three consecutive presidencies: France, Czechia and Sweden. The trio program was developed at a time when the major challenge for the EU was the post-pandemic recovery. It has therefore been focused on protecting citizens and freedoms, developing the European economic model, building a climate-neutral, green, fair and social Europe and promoting Europe’s interests and values in the world. The Russian invasion of Ukraine in February 2022 has brought the necessity of a fundamental reassessment of the EU priorities and significantly influenced the preparation of the Czech Presidency's priorities. The Czech Presidency will address the urgent security issues while carrying on with the originally identified files such as the green and digital transition of the EU economy.

Motto of the Czech Presidency is “Europe as a task – rethink, rebuild, repower”. Legacy of Václav Havel’s reflection about Europe’s role in a global world at a historical moment of a reshuffled world order and a reminder that Europe is a matter of constant work of every citizen. Havel's slogan also calls for responsibility and proactive decisions based on values and conscience.

The political priorities of the CZ PRES are divided into five cross-sectoral flagship areas. They aim at responding to current challenges, as well as at pursuing the EU's long-term objectives:

1 - Managing refugee crisis and post-war recovery of Ukraine: supporting Ukraine's sovereignty by all available means, promoting EU solidarity, efficiency and flexibility in managing the migration related issues, reaching a consensus on the granting of EU candidate status to Ukraine and contributing to its economic recovery and stability.

2 - Energy security: reducing energy dependency on authoritarian regimes such as Russia, diversifying resources throughout the REPowerEU, mitigating the negative social and economic impacts of high energy prices.

3 – Reinforcement of European defence capacities, incl. cybersecurity: promoting security and defence cooperation with NATO, implementing the Strategic Compass, enhancing a better intra-EU cooperation and strengthening the EU's industrial capacities in strategic areas.

4 - Strategic resilience of EU‘s economy: reducing dependence on hostile regimes, strengthening self-sufficiency and deepening of the internal market of democratic states, accelerating digitization and adapting free market rules to these developments.

5 - Resilience of democratic institutions: safeguarding values of democracy and rule of law, media freedom, transparency, open dialogue with citizens (incl. follow-up to the Conference on the Future of Europe) – both in online and offline spaces.

Sectoral priorities in the area of external relations:

Promoting a united and effective EU in external relations, building consensus among Member States in coordination with the High Representative for Foreign Affairs and Security Policy, the European External Action Service and the Commission.

Deepening the transatlantic partnership and strengthening relations with other like-minded countries, Ukraine and Eastern Europe, Western Balkans, Indo-Pacific and the Sahel.

Building consensus on granting the candidate status to Ukraine, supporting the European aspirations of the associated countries of the Eastern Neighborhood, achieving concrete progress in the EU enlargement negotiations and supporting the accession process of Western Balkan candidates.

Continuous humanitarian assistance to Ukraine and facilitation of the comprehensive reconstruction initiative (Rebuild Ukraine); promoting the nexus of humanitarian, development and security activities, resilience building, disaster risk reduction and food security.

A calendar of multiple meetings and events to be held in Brussels, Luxembourg and in Czechia has been released. Around two thousand working groups and ambassadorial meetings are planned in Brussels. Czech ministers will chair fifty meetings with their counterparts from EU countries. More than 320 political events will take place in Czechia.

Among the most important of these are 14 informal ministerial Councils and an informal summit of Heads of States and Governments in Prague (date, format and content of the summit tbc). Informal Councils will reflect the priorities of CZ PRES and will be held in the Prague Congress Centre (the summit will be organized in the Prague Castle) to ensure maximum safety of their participants.

VII Caspian Summit to be held in Iran

The seventh Caspian summit will take place at the agreed time in the Islamic Republic of Iran. This is stated in the Communiqué of the VI Caspian Summit, held on Wednesday in Ashgabat.

It was attended by President of Turkmenistan Serdar Berdimuhamedov, President of Azerbaijan Ilham Aliyev, President of Iran Ebrahim Raisi, President of Kazakhstan Kassym-Zhomart Tokayev, President of the Russian Federation Vladimir Putin.

In a friendly and confidential atmosphere, the presidents discussed the most important issues of five-sided cooperation in the Caspian Sea region, as well as topical international and regional problems of mutual interest.

The presidents stressed the importance of the decisions of the Caspian Summits held in Ashgabat (2002), Tehran (2007), Baku (2010), Astrakhan (2014) and Aktau (2018), and the need for their effective implementation.

The results of the VI Caspian Summit, held in Ashgabat on Wednesday, June 29, were announced in a press statement made by Deputy Prime Minister, Minister of Foreign Affairs of Turkmenistan Rashid Meredov.

The diplomat said that the meeting of the heads of the Caspian states was held in a constructive working manner, in the spirit of good neighborliness, mutual trust, respect and openness.

A detailed and interested exchange of views took place on the main issues of the five-sided cooperation in the Caspian Sea. The implementation of previous decisions and agreements was analyzed and the directions and priorities of further joint work were determined.

The heads of the Caspian littoral States reaffirmed their commitment to ensuring lasting peace, stability and security in the region, combining efforts and potentials to implement confidence-building measures in the Caspian Sea, and creating a comprehensive political and legal framework for this.

The Presidents of Turkmenistan, Azerbaijan, Iran, Kazakhstan and Russia are united in ensuring that in the conditions of the current global turbulence, the region is reliably guaranteed from its consequences and impact, being an example of good neighborliness, mutual understanding and development. "The responsibility for this lies entirely with our countries - it is common, integral, indivisible and cannot be delegated outside the Caspian states," Meredov said.

In this context, they reaffirmed their determination to continue close coordination of efforts in the fight against terrorist threats in the Caspian Sea, drug trafficking, organized crime, and other types of illegal activities. The position of the countries here is united and uncompromising.

During the meeting, the issues of economic cooperation in the Caspian Sea were carefully considered. In the light of the growing geo-economic importance of the basin, there is an understanding and a desire to consistently develop cooperation in the transport, logistics, and communication spheres aimed at turning the Caspian into a major international hub of transcontinental partnership along the East-West and South-North lines.

Currently, the Caspian countries are making efforts to build port infrastructure, create logistics chains of communication, schemes of mutually beneficial partnership in the energy sector. And this work will be given priority.

According to the Minister, the summit stressed the need to develop and expand trade relations between the coastal states, increase trade turnover, and closer industrial cooperation. It was noted that Turkmenistan made a proposal today to establish the Council of Business Cooperation of the Caspian States as an independent platform for doing business, entrepreneurial initiatives.

Ecology, nature protection, conservation of biological resources of the Caspian Sea have also become important topics of discussion. Cooperation mechanisms have already been established for them. The task is to give their work a more coherent and substantive character. The parties agreed to continue creating conditions for strengthening and enriching friendly ties, developing humanitarian contacts, and expanding cultural cooperation added Meredov.

In general, the summit participants highly appreciated its content, constructive attitude, commitment to common creative goals, agreeing in the necessity and usefulness of continuing the meetings at the highest level of the Caspian countries on a regular basis.

International business, financial institutions are attentive and interested in the Caspian region, understand its potential and geo-economic value, President of Turkmenistan Serdar Berdimuhamedov noted at the IV Caspian Summit, which brought together leaders of coastal states in Ashgabat on Wednesday.

There is every opportunity to provide good conditions for entrepreneurship, free it from obsolete barriers and obstacles and make the Caspian attractive for serious and long-term investments, the Turkmen leader believes. Speaking about the transport significance of the Caspian Sea, the head of state expressed the opinion that it is possible to set an ambitious but realistic goal of turning it into an integral part of the revival of the Great Silk Road.

Serdar Berdimuhamedov also touched upon the issue of industrial cooperation between the Caspian countries, which have vast natural resources, industrial and technological potential. Their unification, creation of partnership production lines, integration corridors is a hot topic of cooperation. And private business is called upon to play an important role in this. In this regard, a proposal was put forward to establish the Business Cooperation Council of the Caspian countries as an independent platform, that is, without state interference.

Коммюнике VI Каспийского саммита, который прошел 29 июня в Ашхабаде, закрепляет основные принципы, на которых будет осуществляться деятельность прибрежных государств на Каспии.

Это, в том числе: уважение суверенитета, территориальной целостности, независимости, суверенного равенства государств, неприменения силы или угрозы силой, взаимного уважения, сотрудничества, невмешательства во внутренние дела друг друга.

Президенты Туркменистана, Азербайджана, Ирана, Казахстана и России подтвердили принцип использования Каспийского моря в мирных целях, превращения его в зону мира, добрососедства, дружбы и сотрудничества.

Ключевыми положениями являются обеспечение безопасности и стабильности в Каспийском регионе, стабильного баланса вооружений прибрежных государств на море, осуществление военного строительства в пределах разумной достаточности с учетом интересов друг друга, соблюдение согласованных мер доверия в сфере военной деятельности в духе предсказуемости и транспарентности.

Также в документе приведены принципы неприсутствия на Каспийском море вооруженных сил, не принадлежащих прибрежным странам, непредоставления ими своей территории другим государствам для агрессии и других военных действий против любого из прибрежных государств.

Зафиксирована и свобода мореплавания за внешними пределами территориальных вод каждого прибрежного государства при соблюдении установленных ими правил.

Отмечен также принцип права на свободный доступ из Каспийского моря к другим морям, Мировому океану и обратно на основе общепризнанных норм международного права и договоренностей соответствующих прибрежных государств в целях расширения международной торговли и экономического развития.

Согласно документу, плавать в Каспийском море, проходить в/из него могут только суда под флагом каждого из прибрежных государств.

В группе экологических принципов: применение согласованных норм и правил по воспроизводству и регулированию использования совместных водных биологических ресурсов; ответственность прибрежного государства, допускающего загрязнение, за ущерб, причиненный экосистеме моря; сохранение, восстановление и рационального использования его биологических ресурсов; содействие научным исследованиям в этой области.

Закреплена в коммюнике свобода полетов гражданских воздушных судов в соответствии с правилами Международной организации гражданской авиации.

Кроме того, документе сказано, что первоочередной задачей каспийского переговорного процесса является скорейшее согласование в пятистороннем формате проекта Соглашения о методике установления прямых исходных линий на Каспийском море.

Президенты выразили единое мнение о том, что одной из главных задач, стоящих перед прикаспийскими странами на современном этапе, является дальнейшая консолидация усилий в области предупреждения чрезвычайных ситуаций санитарно-эпидемиологического характера и реагирование на вспышки инфекционных заболеваний.

Подчеркнута важность укрепления экономических и технологических связей между прикаспийскими государствами, роль 1-го Каспийского экономического форума, состоявшегося в августе 2019 года в Туркменбаши. Поддержано предложение о проведении 2-го КЭФ в России (в октябре 2022 года – прим.ред).

Президенты подтвердили заинтересованность в наращивании взаимодействия прикаспийских государств в энергетическом секторе и приветствовали вступление в силу Соглашения о сотрудничестве в области транспорта.

Поддержано предложение о проведении 6-ой Конференции сторон Рамочной конвенции по защите морской среды Каспийского моря (Тегеранской конвенции) до конца 2022 года в Азербайджане.

Седьмой каспийский саммит состоится в согласованные сроки в Исламской Республике Иран. Об этом говорится в Коммюнике VI Каспийского саммита, состоявшегося в среду в Ашхабаде.

В нем приняли участие президент Туркменистана Сердар Бердымухамедов, президент Азербайджана Ильхам Алиев, президент Ирана Эбрахим Раиси, президент Казахстана Касым-Жомарт Токаев, президент Российской Федерации Владимир Путин.

В дружественной и доверительной обстановке президенты обсудили важнейшие вопросы пятистороннего сотрудничества на Каспии, а также актуальные международные и региональные проблемы, представляющие взаимный интерес.

Президенты подчеркнули важность решений Каспийских саммитов, состоявшихся в Ашхабаде (2002 год), Тегеране (2007 год), Баку (2010 год), Астрахани (2014 год) и Актау (2018 год), и необходимость их эффективной реализации.

Итоги VI Каспийского саммита, состоявшегося в Ашхабаде в среду, 29 июня, были озвучены в заявлении для прессы, которое сделал вице-премьер, министр иностранных дел Туркменистана Рашид Мередов.

Дипломат сказал, что встреча глав прикаспийских государств прошла в конструктивном рабочем ключе, в духе добрососедства, взаимного доверия, уважения и открытости.

Состоялся подробный и заинтересованный обмен мнениями по основным вопросам пятистороннего сотрудничества на Каспийском море. Было проанализировано выполнение предыдущих решений и договоренностей и определены направления и приоритеты дальнейшей совместной работы.

Главы прикаспийских государств подтвердили приверженность обеспечению прочного мира, стабильности и безопасности в регионе, объединению усилий и потенциалов для реализации мер доверия на Каспии, созданию для этого комплексной политико-правовой базы.

Президенты Туркменистана, Азербайджана, Ирана, Казахстана и России едины в том, чтобы в условиях нынешней мировой турбулентности регион был надежно гарантирован от ее последствий и воздействия, являя пример добрососедства, взаимопонимания и развития. «Ответственность за это полностью лежит на наших странах - она общая, целостная, неделимая и не подлежит делегированию за пределы каспийских государств», - заявил Мередов.

В этом контексте была подтверждена решимость к дальнейшей тесной координации усилий в борьбе с террористическими угрозами на Каспии, наркотрафиком, организованной преступностью, другими видами противоправной деятельности. Позиция стран здесь едина и бескомпромиссна.

В ходе встречи были внимательно рассмотрены вопросы экономического сотрудничества на Каспийском море. В свете растущей геоэкономической значимости бассейна есть понимание и стремление последовательно развивать сотрудничество в транспортной, логистической, коммуникационной сферах, нацеленное на превращение Каспия в крупный международный узел трансконтинентального партнерства по линиям Восток-Запад и Юг-Север.

В настоящее время каспийскими странами предпринимаются усилия по сооружению портовой инфраструктуры, созданию логистических цепочек сообщения, схем взаимовыгодного партнерства в энергетике. И этой работе будет уделяться приоритетное внимание.

По словам министра, на саммите была подчеркнута необходимость развития и расширения торговых связей между прибрежными государствами, наращивания товарооборота, более тесной производственной кооперации. Отмечалось, что Туркменистан выступил сегодня с предложением о создании Совета делового сотрудничества прикаспийских государств как самостоятельной платформы для ведения бизнеса, предпринимательских инициатив.

Экология, охрана природы, сохранение биоресурсов Каспия также стали важными темами обсуждения. По ним уже созданы механизмы сотрудничества. Поставлена задача придать их работе более слаженный и предметный характер. Стороны договорились и далее создавать условия для укрепления и обогащения дружественных связей, развития гуманитарных контактов, расширения культурного сотрудничества. добавил Мередов.

В целом, участники саммита высоко оценили его содержание, конструктивный настрой, приверженность общим созидательным целям, согласившись в в нужности и полезности продолжения встреч на высшем уровне прикаспийских стран на регулярной основе.
