During the conversation, the diplomat was informed in detail about the priorities of the foreign policy of independent neutral Turkmenistan, one of the most important aspects of which is the development of broad international cooperation, including with African states.

An interested exchange of views took place on the further development of inter-parliamentary cooperation, including on international platforms - within the framework of authoritative organizations and structures. The Ambassador was informed about the legislative activities of the Mejlis of the Milli Gengesh of Turkmenistan.

Particular attention was also paid to interaction at the level of trade-economic and business relations, the activation of cultural and humanitarian contacts, the development of ties in the fields of science, education, sports and tourism.

In this regard, the Ambassador Extraordinary and Plenipotentiary of the Republic of Sierra Leone to Turkmenistan Aliye Badara Kamara expressed confidence in further building up constructive dialogue and good relations that fully meet the interests of the two countries and their friendly peoples.

In the first half of the day, a meeting was held at the Ministry of Foreign Affairs of Turkmenistan with the Ambassador Extraordinary and Plenipotentiary of the Republic of Sierra Leone to Turkmenistan (with residence in Tehran) Aliye Badara Kamara.

At the beginning of the meeting, the Ambassador of the Republic of Sierra Leone presented copies of his credentials. Then the parties exchanged views on the development of friendly relations and political, trade, economic and cultural cooperation between the two countries.

On December 7, 2022, the meeting of the Chairman of the Halk Maslakhaty of the Milli Gengesh of Turkmenistan Gurbanguly Berdimuhamedov with the Chairman of the Milli Majlis of the Republic of Azerbaijan Sahiba Gafarova, who arrived in Ashgabat on a visit at the head of the parliamentary delegation of her country, took place at the Oguzkent hotel in the capital.

Warmly welcoming the head of the Parliament of Azerbaijan and thanking her for accepting the invitation to visit Turkmenistan, Arkadag Gurbanguly Berdimuhamedov expressed confidence that today's meeting would give an effective impetus to strengthening interstate dialogue, including at the level of parliaments.

Thanking for the warm welcome and hospitality, the Chairman of the Milli Majlis of the Republic of Azerbaijan conveyed to the Chairman of the Halk Maslakhaty of the Milli Gengesh of Turkmenistan cordial greetings and best wishes from the President of Azerbaijan Ilham Aliyev.

Then the meeting continued in an expanded format with the participation of parliamentary delegations from both countries.

At the end of the meeting in an expanded format, a ceremony of signing a bilateral document was held. Chairman of the Halk Maslakhaty of the Milli Gengesh of Turkmenistan Gurbanguly Berdimuhamedov and Chairman of the Milli Majlis of the Republic of Azerbaijan Sahiba Gafarova signed the Memorandum of Understanding on cooperation between the Halk Maslakhaty of the Milli Gengesh of Turkmenistan and the Milli Majlis of the Republic of Azerbaijan.

Then, in a solemn atmosphere, the Decree of the President of Turkmenistan Serdar Berdimuhamedov was read out on awarding the Chairman of the Milli Majlis of the Republic of Azerbaijan Sahiba Gafarova with the Order of Turkmenistan “Hyzmatdaşlygy ösdürmäge goşandy üçin”, (“For the contribution to develop cooperation”) which she was awarded for her great personal contribution to the comprehensive development of Turkmen-Azerbaijani relations.

On behalf of the head of state, to the friendly applause of the audience, the Chairman of the Halk Maslakhaty of the Milli Gengesh presented a high award to the head of the Azerbaijani Parliament, warmly congratulating her on this significant event and wishing her further success in her work.

In turn, the Chairman of the Milli Majlis of the Republic of Azerbaijan expressed deep gratitude to the President of Turkmenistan and the Hero-Arkadag for the honor, emphasizing that, for her part, she would continue to fully contribute to strengthening the trust-based, traditionally friendly dialogue between the two fraternal countries and peoples.

In the afternoon, the Head of the Azerbaijani Parliament laid a wreath at the Monument of Independence of Turkmenistan, located in the southern part of Ashgabat. On the same day, the Chairman of the Milli Majlis of the Republic of Azerbaijan visited the National Museum of the Turkmen Carpet.

As the Speaker of the National Parliament said, Azerbaijan fully supports the permanent neutrality of Turkmenistan, President Ilham Aliyev invariably emphasizes that fraternal Turkmenistan has achieved great success by following this principle in its foreign policy.

Touching upon the subject of further development of inter-parliamentary cooperation and the significance of the current visit to Ashgabat, S. Gafarova stated that today successful contacts have been established between various organizations of the two countries, including with legislative bodies.

President Serdar Berdimuhamedov also stressed that today Turkmenistan and Azerbaijan have a colossal resource, economic, transport and logistics potential, the practical implementation of which is in the interests of not only the peoples of both countries, but also the region as a whole.

Within the framework of multifaceted cooperation, great importance is attached to inter-parliamentary contacts, which are designed to complement interstate relations, strengthen their legislative base and enrich them with new content.

On December 6, 2022, the Minister of Foreign Affairs of Turkmenistan R.Meredov met with the Minister of Foreign Affairs of Russia S.Lavrov.

Opening the meeting, the head of the Russian Foreign Ministry noted the friendly, dynamic and consistent nature of bilateral relations developing on the principles of mutual respect, equality and trust. “Turkmenistan is our close friend, strategic partner. Russia pays great attention to cooperation with Turkmenistan in regional and international affairs. The tone of our relations is set by the Presidents of the two countries, who have held 5 meetings this year alone,” Sergey Lavrov emphasized.

He also highlighted the importance of bilateral inter-parliamentary cooperation, the interaction of Russian regions with Turkmenistan, which makes a significant positive contribution to the course of interstate relations.

The Minister of Foreign Affairs of Turkmenistan expressed confidence that the current talks would be an important step in bilateral relations and emphasized the main factor in their successful development - high-level meetings.

The head of the Turkmen Foreign Ministry expressed gratitude to Russia for the continued support of Turkmenistan's international initiatives, including in such areas as energy security, sustainable transport, ecology, and a number of other areas.

The officials discussed in detail the state of and prospects for interaction in the foreign policy arena, in particular, in matters of maintaining and strengthening regional and global stability, cooperation on the Caspian and Aral Sea issues, and jointly countering new challenges and threats. The effectiveness of interaction between Turkmenistan and Russia in international organizations, including the United Nations and the Commonwealth of Independent States, was noted.

The issues of trade and economic cooperation between the two countries, which in recent years have acquired noticeable dynamics and specifics, have taken their due place in the negotiations.

During the talks, the importance of expanding cultural and humanitarian ties was noted. In this context, S.Lavrov highly appreciated the careful attitude in Turkmenistan to the Russian language and culture. In this regard, the decision taken at the state level to construct a new building of the Russian Drama Theater named after M. Pushkin, and to create the Russian-Turkmen University, was acknowledged

The parties reaffirmed their firm mutual commitment to the further development of strategic partnership that meet the fundamental interests of the two countries and contribute to ensuring peace, stability and development on a regional and global scale.

Following the results of the negotiations, the Cooperation Program between the Ministries of Foreign Affairs of Turkmenistan and the Russian Federation for
2023-2024 was signed.

On December 7, 2022, the 12th meeting of the Intergovernmental Turkmen-Russian Commission on Economic Cooperation was held in Moscow under the chairmanship of Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs of Turkmenistan Rashid Meredov and Deputy Prime Minister of the Russian Federation Alexei Overchuk.

During the meeting, a thorough exchange of views took place on the progress and prospects of the Turkmen-Russian trade and economic cooperation. It was emphasized that in recent years it has been given a strong impetus to that cooperation, and today it is developing especially dynamically and consistently, on a mutually beneficial and equal basis.

The talks confirmed the mutual interest in expanding partnership in various fields and entering new promising areas. Among them, such areas as the fuel and energy complex, transport, industry, agriculture, construction, healthcare, and a number of other areas were named as priorities. Due attention was paid to the development of cultural and humanitarian interaction.

The heads of delegations noted the existence of a significant potential for saturating and enriching the entire bilateral complex of cooperation on a long-term basis, in accordance with the instructions of the Presidents of the two countries and the logic of strategic partnership relations between Turkmenistan and the Russian Federation.

As a result of the two-day visit of the delegation of Turkmenistan to Russia, 15 bilateral documents were signed, including the Program of Cooperation between the Ministries of Foreign Affairs of Turkmenistan and the Russian Federation for 2023-2024, as well as agreements in the economic, scientific, technical and humanitarian spheres.

Within the framework of the visit, a number of meetings were held between the relevant ministries and state agencies of the two countries.

Предстоящий 14 декабря в Туркменбаши трехсторонний саммит Турция - Туркменистан - Азербайджан сыграет важную роль в создании коридора по поставкам в Европу энергоносителей из Центральной Азии. Так считает официальный представитель турецкого президента Ибрагим Калын, мнение которого приводит ТАСС в среду.

«Значимость тюркского мира и Центральной Азии в свете энергетического и продовольственного кризисов <...> будет только расти, так как значительные объемы мировых запасов энергоносителей находятся в географии тюркского мира. Создаваемый нами энергетический коридор будет играть критическую роль в поставках в Европу природного газа не только из Азербайджана, но в перспективе в транспортировке на мировые рынки энергоносителей из Туркменистана и Казахстана. Предстоящая в середине месяца в Туркменистане трехсторонняя встреча Турция - Туркменистан - Азербайджан составляет один из критических этапов этого процесса», - это высказывание Калына опубликовал телеканал TRT.

Трехстороннему саммиту в Авазе (курортный район г. Туркменбаши) будут предшествовать переговоры министров иностранных дел, транспорта и энергетики трех стран.

Президент Турции Реджеп Тайип Эрдоган ранее сообщил, что планирует обсудить на саммите вопросы создания на территории его страны газового хаба по поставкам природного газа в Европу.

Идею создания на турецкой территории хаба, куда можно перенаправить утраченный объем транзита через «Северный поток», выдвинул президент РФ Владимир Путин. По его словам, речь идет о возможности строительства еще одной трубопроводной системы и о создании в Турции хаба, через которые газ будет поступать в третьи страны, прежде всего европейские, если они будут в этом заинтересованы. Данный вопрос обсуждался 13 октября на встрече Путина с Эрдоганом в Астане на полях саммита Совещания по взаимодействию и мерам доверия в Азии, напоминает ТАСС.

Туркменистан и Азербайджан выступают за диверсифицированную схему поставок энергоносителей на международные рынки, в частности, в европейском направлении. Об этом заявил председатель верхней палаты туркменского парламента Гурбангулы Бердымухамедова в ходе переговоров со своей азербайджанской коллегой Сахибой Гафаровой, сообщает TDH.

В данном контексте глава Халк Маслахаты Милли Генгеша Туркменистана также отметил важность двустороннего взаимодействия государств в энергетической сфере и развитие транспортного сообщения по «Лазуритовому коридору».

Налаживание поставок туркменских энергоносителей на европейский рынок через Азербайджан является одним из приоритетных вопросов для обеспечения энергетической безопасности региона.

Ранее аналитики предположили, что разработка месторождения Достлук на Каспии может стать началом реализации проекта Транскаспийского газопровода, который позволит природному газу из Туркменистана достигнуть потребителей в Европе через Азербайджан. Подписания соглашения о совместном туркмено-азербайджанском освоении месторождения ожидают на трехстороннем саммите глав Туркменистана, Азербайджана и Турции в Авазе 14 декабря.

От имени главы государства руководитель национального парламента поздравила гостя с назначением на ответственный дипломатический пост, пожелав больших успехов в благородном деле укрепления уз дружбы и плодотворного сотрудничества между двумя странами.

Поблагодарив за оказанный на туркменской земле радушный приём, дипломат передал Президенту Сердару Бердымухамедову, всему туркмен­скому народу тёплые слова приветствия и наилучшие пожелания от руководства своей страны, выразив готовность всемерно содействовать укреплению двустороннего взаимодействия.

В данной связи Чрезвычайный и Полномочный Посол Республики Сьерра-Леоне в Туркменистане Алие Бадара Камара выразил уверенность в дальнейшем наращивании конструктивного диалога и добрых отношений, всецело отвечающих интересам двух стран и их дружественных народов.

В первой половине дня в Министерстве иностранных дел Туркменистана состоялась встреча с Чрезвычайным и Полномочным Послом Республики Сьерра-Леоне в Туркменистане (с резиденцией в Тегеране) Алие Бадара Камара.

В начале встречи Посол Республики Сьерра-Леоне вручил копии своих верительных грамот. Затем стороны обменялись мнениями по развитию дружеских отношений  и политического, торгово-экономического и культурного сотрудничества между двумя странами.

7 декабря 2022 года в столичном отеле «Oguzkent» состоялась встреча Председателя Халк Маслахаты Милли Генгеша Туркменистана Гурбангулы Бердымухамедова с Председателем Милли Меджлиса Азербайджанской Республики Сахибой Гафаровой, прибывшей в Ашхабад с визитом во главе парламентской делегации своей страны.

Тепло приветствуя руководителя Парламента Азербайджана и поблагодарив её за принятое приглашение посетить с визитом Туркменистан, Аркадаг Гурбангулы Бердымухамедов выразил уверенность, что сегодняшняя встреча придаст действенный импульс укреплению межгосударственного диалога, в том числе на уровне парламентов.

Поблагодарив за оказанный радушный приём и гостеприимство, Председатель Милли Меджлиса Азербайджанской Республики передала Председателю Халк Маслахаты Милли Генгеша Туркменистана сердечные приветствия и наилучшие пожелания от Президента Азербайджана Ильхама Алиева.

Председатель Халк Маслахаты Милли Генгеша Туркменистана Гурбангулы Бердымухамедов и Председатель Милли Меджлиса Азербайджанской Республики Сахиба Гафарова поставили свои подписи под Меморандумом о взаимопонимании по сотрудничеству между Халк Маслахаты Милли Генгеша Туркменистана и Милли Меджлисом Азербайджанской Республики.

Затем в торжественной обстановке был зачитан Указ Президента Туркменистана Сердара Бердымухамедова о награждении Председателя Милли Меджлиса Азербайджанской Республики Сахибы Гафаровой орденом Туркменистана «Hyzmatdaşlygy ösdürmäge goşandy üçin», которого она удостоена за большой личный вклад во всестороннее развитие туркмено-азербайджанских отношений.

По поручению главы госу­дарства, под дружные аплодисменты собравшихся Председатель Халк Маслахаты Милли Генгеша вручил главе Парламента Азербайджана высокую награду, тепло поздравив её с этим знаменательным событием и пожелав дальнейших успехов в деятельности.

В свою очередь Председатель Милли Меджлиса Азербайджанской Республики выразила Президенту Туркменистана и Герою-Аркадагу глубокую признательность за оказанную честь, подчеркнув, что со своей стороны будет и далее всецело содействовать укреплению доверительного, традиционно дружественного диалога между двумя братскими странами и народами.

Во второй половине дня глава Парламента Азербайджана возложила венок к Монументу независимости Туркменистана, расположенному в южной части Ашхабада. В этот же день Председатель Милли Меджлиса Азербайджанской Республики посетила Национальный музей туркменского ковра.

От имени Председателя Халк Маслахаты Милли Генгеша Туркменистана в честь Председателя Милли Меджлиса Азербайджанской Республики был дан официальный приём, который сопровождался выступлениями мастеров искусств.
