Tiny Kox elected PACE President

Strasbourg, 24.01.2022 - Tiny Kox (Netherlands, UEL) has been elected President of the Parliamentary Assembly of the Council of Europe (PACE). Taking over from Rik Daems (Belgium, ALDE), he is PACE’s 34th President since 1949 and the third Dutch to hold this office.

He obtained an absolute majority in the first round of voting with 164 votes to 80 for the other candidate, Mariia Mezentseva (Ukraine, EPP/CD). Under the Assembly’s Rules of Procedure, the President serves for a one-year term of office, which may be renewed once.

In his opening speech the newly-elected President urged the Assembly to realise the agenda it set out last year in its resolution on the strategic priorities for the Council of Europe. “This organisation must remain the pillar of democratic security, the guarantor of human rights and rule of law, as well as a platform for effective multilateralism in Europe, and to preserve and reaffirm our own identity as an independent forum for comprehensive and inclusive political dialogue and co-operation,” he said.

“Human rights, with the implementation of the Convention in all member States, must remain our top priority. To achieve this, in-depth dialogue in and with all member States and member parliaments is absolutely needed. Because only then we can uphold the authority of the European Court of Human Rights. Accession of the European Union to the Convention has also been declared by our Assembly as a strategic priority, as well as stronger emphasis on the protection of social and economic rights, and the signature and ratification of the European Social Charter. Among other priorities he stressed the importance of ratification and effective implementation of the Istanbul Convention, support for including the right to a safe, healthy and sustainable environment in the legal framework of fundamental rights, the need for democratic governance of artificial intelligence, and fighting corruption, money laundering, terrorism and violent extremism, “which all destabilise our societies”.

He recalled that “to realise our agenda, we need synergy between our activities and those of the Committee of Ministers, the Secretary-General of the Council of Europe and our Human Rights Commissioner. Alone we tend to be rather weak, whereas together we could show the strength one might expect from Europe’s oldest and broadest treaty-based organisation, which involves citizens from Reykjavik to Vladivostok, and from the North Pole to the Mediterranean Sea. It is a unique and most precious format.”

“It is our common obligation to help to achieve greater unity between our member states for the purpose of safeguarding and realising the ideals and principles which are our common heritage and facilitating our economic and social progress,” he stressed.

“We live in risky times. Tensions are on the rise and respect for the rule of law, human rights and democratic values is waning. Instead of greater unity, created since the fall of the Berlin Wall, we see the real and present danger of new dividing lines in Europe, at the cost of the security of our citizens. Especially now, Europe is in dire need of a meeting point, an Agora for effective governmental and inter-parliamentary diplomacy.

I am convinced that our Parliamentary Assembly should and could be today’s Agora of Europe, to discuss the fundamental affairs of Europe and its 47 member States, aimed at the benefit of our 830 million citizens. Let’s make sure that we don’t disappoint them,” Tiny Kox concluded.

On January 24, a telephone conversation took place between the Minister of Foreign Affairs of Turkmenistan Rashid Meredov and the Minister of Foreign Affairs of the Islamic Republic of Pakistan Shah Mahmood Qureshi.

During the conversation, the ministers discussed preparations for the upcoming 48th session of the Council of Ministers of Foreign Affairs of the Organization of Islamic Cooperation in Islamabad on March 22-23 this year. The parties noted the importance of this forum for strengthening cooperation in addressing topical issues of the regional and international agenda.

During the conversation, some issues of bilateral relations were also touched upon. The need to implement important agreements reached during contacts at the highest state level, first of all, during the meeting of the President of Turkmenistan Gurbanguly Berdimuhamedov with the President of the Islamic Republic of Pakistan Arif Alvi at the Economic Cooperation Organization (ECO) Summit held in the city of Ashgabat on November 28, 2021, was emphasized.

In this context, the ministers paid special attention to the practical issues of implementing the projects of the Turkmenistan-Afghanistan-Pakistan-India (TAPI) gas pipeline and power lines and fiber-optic communications along the Turkmenistan-Afghanistan-Pakistan (TAP) route.

On January 24 a telephone conversation took place between the Minister of Foreign Affairs of Turkmenistan Rashid Meredov and the Minister for External Affairs of the Republic of India Subrahmanyam Jaishankar.

During the conversation, the ministers discussed a wide range of issues of bilateral relations. The parties noted the importance they attach to the expansion and deepening of comprehensive ties in the areas of political and diplomatic contacts, trade-economic cooperation, cultural and humanitarian exchanges. The parties stressed the need for the speedy implementation of the agreements reached at the highest state level in recent years, primarily during meetings and telephone conversations between President of Turkmenistan Gurbanguly Berdimuhamedov, President of the Republic of India Ram Nath Kovind and Prime Minister Narendra Modi.

In this regard, the ministers exchanged views on the implementation of the Turkmenistan-Afghanistan-Pakistan-India (TAPI) gas pipeline project, emphasizing the need to intensify work at the bilateral and multilateral levels.

The heads of the foreign affairs agencies paid special attention to the preparations for the First “Central Asia-India” Summit, which will be held in the coming days via videoconference.

On January 22, 2022, a meeting took place between the Minister of Foreign Affairs of Turkmenistan Rashid Meredov and Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to Turkmenistan Qian Naicheng.

During the talk the parties, having expressed satisfaction on the current pace of development of bilateral partnership on a broad range, highlighted that this year Turkmen-Chinese diplomatic relations entered the jubilee stage.

Within the framework of the meeting the issues connected to the forthcoming events on the highest level with the participation of the heads of states were discussed, particularly, the “China – Central Asian states” summit and the opening of XXIV Winter Olympic Games in Beijing.

24 января состоялся телефонный разговор между министром иностранных дел Туркменистана Рашидом Мередовым и министром иностранных дел Исламской Республики Пакистан Шах Махмуд Курейши.

В ходе разговора министры обсудили вопросы подготовки к предстоящей 22-23 марта текущего года 48-й сессии Совета Министров иностранных дел Организации Исламского сотрудничества в Исламабаде. Стороны отметили важное значение, этого форума для укрепления взаимодействия в решении актуальных вопросов региональной и международной повестки.

В ходе разговора были также затронуты некоторые вопросы двусторонних отношений. Была подчеркнута необходимость претворения в жизнь важных договоренностей, достигнутых в ходе контактов на высшем государственном уровне, в первую очередь во время встречи Президента Туркменистана Гурбангулы Бердымухамедова с Президентом Исламской Республики Пакистан Арифом Алви в рамках Саммита Организации Экономического Сотрудничества (ЭКО), состоявшегося 28 ноября 2021 года в городе Ашхабаде.

В этом контексте, министры уделили особое внимание практическим вопросам реализации проектов газопровода Туркменистан-Афганистан-Пакистан-Индия (ТАПИ) и линий электропередачи и оптико-волоконной связи по маршруту Туркменистан-Афганистан-Пакистан (ТАП).

24 января состоялся телефонный разговор между министром иностранных дел Туркменистана Рашидом Мередовым и министром иностранных дел Республики Индия Субраманьям Джайшанкаром.

В ходе разговора министры обсудили широкий круг вопросов двусторонних отношений. Стороны отметили важное значение, которое они придают расширению и углублению всесторонних связей в сферах политико-дипломатических контактов, торгово-экономического сотрудничества, культурно-гуманитарных обменов. Стороны подчеркнули необходимость скорейшей реализации договоренностей, достигнутых на высшем государственном уровне в последние годы, в первую очередь в ходе встреч и телефонных переговоров Президента Туркменистана Гурбангулы Бердымухамедова с Президентом Республики Индия Рам Натх Ковиндом и Премьер-министром Нарендра Моди.

В этой связи, министры обменялись мнениями о ходе реализации проекта строительства газопровода Туркменистан-Афганистан-Пакистан-Индия (ТАПИ), подчеркнув необходимость активизации работ на двустороннем и многостороннем уровнях.

Особое внимание главы внешнеполитических ведомств уделили вопросам подготовки к Первому Саммиту «Центральная Азия-Индия», который состоится в ближайшие дни в режиме видеоконференции.

В ходе беседы стороны, выразив удовлетворение нынешним темпом развития двустороннего партнерства по широкому спектру, особо отметили, что в этом году туркмено-китайские дипломатические отношения вступили в юбилейный этап.

В рамках встречи были обсуждены вопросы, связанные с предстоящими мероприятиями на высшем уровне с участием глав государств, в частности, с саммитом «Китай - государства Центральной Азии» и открытием XXIV Зимних Олимпийских игр в Пекине.
