SHALVA PAPUASHVILI: THE PARLIAMENTARY DELEGATIONS WILL HAVE THE OPPORTUNITY TO YET AGAIN SHOW THEIR SUPPORT FOR UKRAINE
"The Parliamentary Delegations will have the opportunity to yet again show their support for Ukraine on the International Crimea Platform”, - the Speaker, Shalva Papuashvili, who, attending the First Parliamentary Summit of the International Crimea Platform in Croatia along with the Parliamentary Delegation, stated.
According to the Speaker, Georgia is well aware of what Russian aggression means and how important it is to respond appropriately from the international community.
"As for our delegation and my speech, based on the experience of Georgia, we will focus on the meaning of Russian aggression, possible improper response of the international community at the time, and the correct response to Russian aggression. We are a country that has experienced Russian aggression several times and we know very well what the right reaction should be. Based on our experience, we will dwell on what solidarity with Ukraine should mean”, - Shalva Papuashvili stated.
The Speaker is expected to address the participants of the session of the First Parliamentary Summit of the International Crimea Platform.
43 delegations of 32 parliaments, 5 international parliamentary organizations and 26 parliament chairpersons are participating in the Platform.
As part of the visit, bilateral meetings of the Speaker and the Parliamentary Delegation are also scheduled.
The Parliamentary Delegation of Georgia is composed of the Vice Speaker, Archil Talakvadze and the Chairman of the Foreign Relations Committee, Nikoloz Samkharadze.

THE PARLIAMENT HEARD THE ACTIVITY REPORT FOR 2022 OF THE PARLIAMENTARY DELEGATION TO PACE
At the plenary session, MPs heard the Activity Report for 2022 of the Parliamentary Delegation to PACE, introduced by the Head of the Delegation, Irakli Chikovani.
“One of the acute issues for the PACE and for us was the devastation in Ukraine entailed by the Russian aggression and the decision made on the exclusion of Russia from the Coe and the preparation for a new Summit that is scheduled in May 2023 and that shall be dedicated to the planning of the further steps of the organization”, - he stated.
According to him, the Georgian Delegation was one of the main Delegations that approved the exclusion of Russia at the emergency session convened by the CoE. As noted, sundry resolutions have been adopted in 2022 related to the situation in Ukraine, where the Georgian Delegation in full composition, including the Majority and the Opposition MPs, unanimously approved the documents except one resolution providing the record about the third President of Georgia.
“This Resolution was connected neither to Georgia nor the situation in Georgia or the democratic reforms; it was an attempt, which by the way was quite successfully conducted by the EPP members and the rapporteur of the Resolution”, - he noted and added that the Resolution on Georgia initiated by the Monitoring Committee and adopted by the PACE reflects the immense progress achieved by Georgia in the democracy, rule of law and human rights protection directions.
“This progress is clearly underlined and which is unambiguously confirmed by the CoE as a whole, though it also provides the challenges in Georgia being addressed by the Government”, - the reporter ended his speech.

European Peace Facility: Council increases the financial ceiling to nearly €7.98 billion until 2027
The Council adopted a decision increasing the financial ceiling of the European Peace Facility (EPF) to €7.979 billion (in current prices) until 2027, ensuring that additional financial needs can be covered.
The European Peace Facility has now become an integral part of the EU’s support to promote peace and security globally. Today’s decision brings the financial ceiling of the European Peace Facility to over €7.9 billion. Ensuring the financial sustainability of this instrument is crucial for our support not only to Ukraine, but also for our partners in other parts of Europe, Africa and the Middle East, as needs continue to arise.
This decision implements the political agreement reached on 12 December 2022, when the Council decided to increase the overall EPF financial ceiling by €2 billion (in 2018 prices) in 2023, and allow for the possibility of a further increase at a later stage (up to €5.5 billion in 2018 prices until 2027).
The Council also decided to set a financial reference amount for the common costs of the EU Crisis Management Military Exercise 2023 (MILEX 23) at €5 million and introduce more flexibility in the collection and use of financial contributions from member states and in their use by the facility.
In its conclusions of 15 December 2022, the European Council reiterated the global dimension of the Facility and welcomed the agreement in the Council on 12 December 2022 to ensure its financial sustainability.
Background and next steps
The European Peace Facility was established in March 2021 to finance all common foreign and security policy (CFSP) actions relating to military and defence matters, with the aim of preventing conflict, preserving peace, and strengthening international security and stability. In particular, the European Peace Facility allows the EU to finance actions designed to strengthen the capacities of non-EU countries and regional and international organisations in relation to military and defence matters.
The EPF is an off-budget instrument and originally had an overall financial ceiling of €5 billion in 2018 prices for the period 2021-2027, with annual ceilings that ranged from €420 million in 2021 to €1.132 billion in 2027.
Thanks to the EPF, the EU has been supporting the Ukrainian Armed Forces through seven successive support packages so far, as well as many other countries such as: Mozambique, Georgia, the Republic of Moldova, the Republic of Mali, Somalia, Niger, Jordan, Bosnia and Herzegovina, Lebanon and Mauritania, as well as military components of African-led Peace Support Operations and multinational units such as the Balkan Medical Task Force.

EU disburses another €1.5 billion in macro-financial assistance to Ukraine
European Commission President Ursula von der Leyen announced today that the European Union has disbursed another €1.5 billion in macro-financial assistance to Ukraine.
“Our support helps keep Ukraine running, while defending itself,” wrote von der Leyen on Twitter. “And puts Ukraine firmly on its EU path by supporting reforms – good governance and financial stability, for example.”
On 17 January, the European Union disbursed the first €3 billion of the €18 billion of promised macro-financial assistance agreed in December 2022.
This emergency assistance aims to provide short-term financial relief, financing Ukraine’s immediate needs, rehabilitation of critical infrastructure and initial support towards sustainable post-war reconstruction, with a view to supporting Ukraine on its path towards European integration. The loans will have a 10-year grace period.

Transparency of Foreign Influence bill officially withdrawn
The People’s Power-tabled Transparency of Foreign Influence bill has been officially withdrawn. Thirty-five MPs voted against passing the bill with the second reading, while one lawmaker voted in favor. A total of 112 MPs underwent registration.
The parliamentary majority on Thursday decided to withdraw the Transparency of Foreign Influence bill following the consultations between the ruling Georgian Dream political council and the People’s Power parliamentary faction.
Parliament Speaker Shalva Papuashvili explained that the initiators of the Foreign Agents Registration Act (FARA) also withdrew the bill.

MEETING OF SHALVA PAPUASHVILI WITH THE EU AMBASSADOR AND THE AMBASSADORS OF THE EU MEMBER STATES
The Speaker, H.E. Shalva Papuashvili held a meeting with the EU Ambassador and the Ambassadors of the EU Member States for deliberation on the Draft on Transparency of Foreign Influence, and the Act on Registration of Foreign Agents.
As the Speaker noted, at the meeting the concerns have been discussed that are expressed concerning the hereof Drafts.
“We have already discussed it and I understand that the concerns may exist, especially since these discussions are themselves stigmatized. The fact is that we have initiated an exact copy of the American Act and even the Law was titled not American but Russian. The discussion is becoming absurd and we understand that some forces try to stigmatize the discussion. Despite the immense wave of stigmatization, we have held long conversations about the importance of transparency, similar to our yesterday’s meeting with NGOs; we have achieved an understanding that transparency concerning the actors engaged in the formation and adoption of the political decisions is a request of our citizens and the Parliament is assigned to ensure the realization of this request. We discussed these needs, declaring that we intend to submit these Drafts to Venice Commission for its opinions; meanwhile, we have time plenty to hold other discussions”, - the Speaker stated and hoped that the civil society will actively cooperate with the Parliament instead of imposing stigmas and taboos, to eliminate the legal gaps related to insufficient transparency.
“I do hope that the civil society, instead of imposing taboo on the discussion concerning transparency, will demonstrate that they feel confident and powerful in this issue and that they are right and like they speak behind the closed doors, they consider that transparency is important and the degree of transparency we have today is not sufficient, and I hope they will get actively engaged in these issues and cooperate with the Parliament to ensure transparency and eliminate the gap in our system. All actors participating in the formation of the political decisions, state institutions, parties and public officials are transparent in their finances and the only actor – the non-governmental sector – is opaque in this regard, more precisely, such organizations manifest various types of transparency and this gap shall be eliminated”, - he added.
