The historic Amu Darya Agreement and other documents at the Turkmen-Uzbek negotiations

The signing ceremony of the documents was held at the Kuksaroy residence following the results of the Turkmen-Uzbek negotiations at the highest level.

Serdar Berdimuhamedov Shavkat Mirziyoyev and signed a Joint statement, in which the main agreements are fixed and tasks for building up multifaceted cooperation between the two countries are defined.

Also, in the presence of the heads of state, 19 documents were signed at the level of ministries and departments of Turkmenistan and Uzbekistan.

Including four agreements – on the development of transport and transit cooperation, on cooperation in the field of tourism, on holding a joint competition for initiative research projects. In this row is the Agreement on the Management, Protection and Rational Use of Water Resources of the Amu Darya River, which was called "historic" during the negotiations.

The parties also signed three joint programs: trade and economic cooperation and development of industrial cooperation for 2022-2025, scientific and technical cooperation for 2022-2024 and between the Foreign Ministries of the two countries for 2023-2024.

An action plan was adopted for the practical implementation of the provisions of the intergovernmental Agreement on the establishment and regulation of the activities of the Uzbek-Turkmen border trade zone – the Trade Center.

A number of documents were also signed on cooperation in the chemical industry, customs issues, railway communications, forestry, museums, justice, youth policy, broadcasting and others.

  • THE MINISTRY OF INTERNAL AFFAIRS SIGNED AN AGREEMENT WITH THE FRENCH COMPANY ”AIRBUS HELICOPTERS” FOR THE PURPOSE OF PURCHASING 3 NEW HELICOPTERS

    At the Ministry of Internal Affairs, an agreement was signed with the French company "Airbus Helicopters" for the purchase of 3 new helicopters. From the Georgian side, the agreement was signed by the head of the Border Police - Nikoloz Sharadze, and Romain Lana - the representative of "Airbus Helicopters", from the side of the supplying company.

    In coordination with Georgian Government, in order to further enhance the capabilities of the Ministry of Internal Affairs, the border police will purchase 3 "H145" type helicopters. After several months of negotiations with „Airbus“, the total cost of the project is approximately 26,500,000 euros.
    According to the terms of the agreement, AS332 L1e S/N 2833 (Super Puma) helicopter purchased for Georgian high officials several years ago will be handed over to “Airbus Helicopters” by the Georgian side. By privatizing „Super Puma“ helicopter, the cost for the purchase of new "H145 helicopters will be saved by 5,500,000 euros.
    "H145" is a multipurpose helicopter with a capacity to perform police, transport, search and rescue operations. The new helicopters will be fully equipped with firefighting and mountain rescue equipment. With two functional engines, the flight safety of helicopters is even more increased. The mentioned type of helicopter is distinguished by the ability to operate and maneuver at high altitude, considering the mountainous terrain of Georgia, and is fully suitable for the existing tasks.
    "H145" is one of the latest models of "Airbus", which is successfully operated by the police and emergency management services of Germany, Switzerland, France, Canada and other states.
    According to the agreement signed in the Ministry of Internal Affairs, the first helicopter will be delivered to the Georgian side 17 months after signing the contract, while all three of them will be in Georgia in 20 months, in full flight condition. Along with the purchase of new helicopters, the contract also envisions pilot and engineer training courses, spare parts and a 3-year factory warranty.
     

  • THE PRESIDENT OF TURKMENISTAN RECEIVED THE MINISTER OF ENERGY OF THE ISLAMIC REPUBLIC OF IRAN

    On November 30, 2022, President Serdar Berdimuhamedov received Minister of Energy of the Islamic Republic of Iran Ali Akbar Mehrabian.

    Expressing sincere gratitude for the time spent, the guest conveyed warm greetings from the President of the Islamic Republic of Iran Seyyed Ebrahim Raisi to the head of state, who addressed the wishes of well-being and prosperity to all the Turkmen people.

    Welcoming the guest and noting that one of the key vectors of the foreign policy of  Turkmenistan is the development of multifaceted cooperation with neighboring countries, President Serdar Berdimuhamedov conveyed his best wishes to the President and people of the Islamic Republic of Iran, stating with satisfaction the traditionally friendly, fraternal nature of the interstate dialogue.

    During the meeting, the prospects for enhancing bilateral cooperation were discussed, where mutual visits of government delegations are a significant factor. As President Serdar Berdimuhamedov noted, Iran is a major trade and economic partner of Turkmenistan, occupying one of the leading positions in its foreign trade turnover. In this context, confidence was expressed that the meetings and negotiations scheduled during the current visit of the Minister of Energy of the Islamic Republic of Iran to Ashgabat will contribute to the further development of effective interaction that meets common interests.

    In this regard, the need was noted for developing more effective partnership mechanisms in order to optimally realize its huge resource and economic potential. Here, an important role is given to the activities of the Joint Intergovernmental Commission, designed to contribute to the intensification of the Turkmen-Iranian cooperation aimed at achieving concrete results.

    At the end of the meeting, President of Turkmenistan Serdar Berdimuhamedov and Minister of Energy of the Islamic Republic of Iran Ali Akbar Mehrabian expressed confidence that bilateral cooperation, based on strong ties of friendship and good neighborliness, principles of equality, mutual benefit and long-term, will continue to develop successfully for the common good.

  • Georgia and ADB signed the Agreement on Fiscal Resilience and Social Security Program
    Agreement has been concluded with Asian Development Bank (ADB) for the implementation of a fiscal resilience and social security program in Georgia. According to the administration of the Ministry of Finance, Georgia and ADB signed the Agreement on Fiscal Resilience and Social Security Program today.
    Document was signed by H.E. Lasha Khutsishvili, Minister of Finance of Georgia and Shane Rosenthal, ADB Regional Director in Georgia.
    Agreement envisages the allocation of financial resources in the volume of 100 million and 190 thousand Euros for the implementation of a Fiscal Resilience and Social Security Program ensuring the sustainable and inclusive economic growth.
    Signatories shared their vision at a meeting held prior to the signing of the agreement on the current situation in the country developing against the background of global challenges. Transit potential and boosted energy security of Georgia, along with its significance was once again highlighted.
  • MEETING OF THE PRESIDENT OF TURKMENISTAN WITH THE PRESIDENT OF THE REPUBLIC OF TATARSTAN OF THE RUSSIAN FEDERATION

    On September 26, 2022, President Serdar Berdimuhamedov met with the President of the Republic of Tatarstan of the Russian Federation Rustam Minnikhanov, who arrived in our country to participate in the celebrations on the occasion of the Independence Day of Turkmenistan.

    Expressing sincere gratitude for the warm welcome, the guest conveyed warm greetings from the President of the Russian Federation Vladimir Putin to the head of state, stressing that he was very glad to have the opportunity to visit Ashgabat during these holidays.

    Having cordially congratulated the head of state and Chairman of the Halk Maslakhaty of the Milli Gengesh Gurbanguly Berdimuhamedov on the 31st anniversary of the independence of Turkmenistan, the head of the Republic of Tatarstan addressed his best wishes to the fraternal Turkmen people.

    Thanking for the congratulations and kind words, the head of Turkmenistan conveyed warm greetings to the President of the Russian Federation. Noting that it is very pleasant that friends from Tatarstan share our joy and take part in events dedicated to the main holiday of our country, President Serdar Berdimuhamedov expressed gratitude to President Rustam Minnikhanov for the constant attention to strengthening friendly Turkmen-Tatarstan relations, which have now entered a qualitatively new level.

Trade and economic ties, which have recently been given a new impetus, occupy an important place on the agenda of diverse bilateral cooperation.

    The business circles of Tatarstan express their interest in expanding their presence in the promising Turkmen market, where a favorable investment climate and all conditions for efficient work have been created.

    Along with this, it was emphasized that Turkmenistan and the Republic of Tatarstan of the Russian Federation are linked by long-standing fruitful contacts in the humanitarian sphere, where a rich experience of interaction in the field of science, education and culture has been accumulated and good traditions have developed, which today receive a worthy continuation.

    At the end of the meeting, expressing confidence that the high level of mutual understanding inherent in bilateral relations will continue to serve as a solid basis for the development of mutually beneficial cooperation across its entire spectrum, President of Turkmenistan Serdar Berdimuhamedov and President of the Republic of Tatarstan of the Russian Federation Rustam Minnikhanov wished each other health and success, and fraternal Turkmen and Tatar peoples - well-being and prosperity.
