MEETING OF SHALVA PAPUASHVILI WITH THE TURKEY-GEORGIA PARLIAMENTARY FRIENDSHIP GROUP MEMBERS

The Speaker, H.E. Shalva Papuashvili held a meeting with the Chair of the Friendship Group with Georgia of the Grand National Assembly of Turkey, Halil Etyemez and the Group members. According to the administration of the Parliament of Georgia, the parties overviewed the years of close and productive cooperation between Georgia and Turkey in various sectors and hailed the recent intensification of the links between the Parliaments. The parties touched upon the regional cooperation. Mr. Papuashvili noted that Georgia attaches utmost importance to the Georgia-Turkey-Azerbaijan trilateral cooperation.

The emphasis was made on the importance of the enhancement of regional peace.

The Speaker expressed his gratitude to the Turkish MPs for their support to the sovereignty, territorial integrity of Georgia and the non-recognition policy. The parties reaffirmed their commitment to further boosting the strategic partnership.

  • WORKING GROUP ON JUDICIAL REFORM RECONCILING TWO ISSUES

    The Working Group at the Legal Issues Committee working on the judicial reform held a sitting with the agenda containing four issues.

    According to the Chair of the Committee and the Head of the Group, Anri Okhanashvili, the Group has reconciled the positions on two issues.

    “The first issue we discussed was the improvement of transparency of the election on the non-judicial members to the High Council of Justice. As we agreed, it is expedient for the election of the non-judicial members by the Parliament to make a certain record in the Rules of Procedure to ensure higher transparency and inclusiveness of the process. We agreed on yet another issue, envisaging the Conference of the Judges to, upon the election of the judicial members to the High Council of Justice, enjoy the opportunity to hear the positions of the candidates”, - he noted, adding that two out of four issues of the agenda were left unreconciled and postponed for further consideration.

    “These two issues concern the election of the judicial or non-judicial members to the High Council of Justice twice in a row. The regulation, restricting the Council member to apply for the competition for the second term, has been modified since we considered it expedient to annul the restrictions for the persons with respective professional experience and skills. We failed to reconcile our positions on these two issues. Our position is that Venice Commission never mentioned that this rule shall be revised into the previous version, prohibiting the election with the second term in a row; while the civil society believes this to be true, though providing the context, it is expedient to revise this issue. We also failed to reconcile on the issue that the members of the High Council of Justice are allowed to at the same time be the Chairs of the Court, Chamber or Panel. Our position is that the international standard exists that the person going through the mobility within the Court shall carry no obligation to resign from a certain position; on the contrary, it shall be a flexible mechanism to alleviate the restrictions for the judges. In this case as well, the civil society believes that despite the international standards not binding for anyone to resign from the position of the Chair of the Court or Panel for instance in case of his/her election to the High Council of Justice, though they keep mentioning the context to be taken into account. We act according to and are guided under international standards. The Georgian jurisdiction and legislation cannot be used as a subject of the experiment, which is based on no experience”, - A. Okhanashvili stated.

  • MEETING OF THE REPRESENTATIVES OF THE EU AND THE US EMBASSY WITH THE PARLIAMENTARY POLITICAL GROUPS

    The Counsellor of the EU Delegation to Georgia, Julien Crampes and the US Embassy political officers Lana Owens and Evan Elliott held a meeting with the Chair of the Political Group “Citizens”, Alexander Elisashvili; Chair of the PG “Lelo – Partnership for Georgia”, David Usupashvili; Chair of the Faction “United National Movement – Unified Opposition “Unity Makes Strength”, Khatia Dekanoidze, and MP Mikheil Daushvili to discuss the fulfillment of the 12-point recommendations set out by the EU.

    “We overviewed the course of the fulfillment of 12 tasks the EU set out for Georgia for the reception of the so desired EU candidate status. We informed the guests about the intensive works in the working groups, the engagement of the opposition in this process and attached particular attention to the judicial reform. We revealed to the diplomats that we are the only party submitting the alternative vision other than the “Georgian Dream” about the judicial reform and stressed its importance”, - A. Elisashvili stated.

    According to D. Usupashvili, “speaking about the EU candidate status, the officers of the Embassies expressed their commitment to aiding us in this direction. They asked about the de-polarization processes. I introduced the position of “Lelo” about our intention to actively participate in the Committee and plenary sessions but as to the preparatory stage, working groups etc. the positions shall be reconciled through the open process – at the Committee sittings, where we shall submit our positions”.

    “We discussed the fulfillment of the EU recommendations. I introduced our position that we witness the active debates in the Committees and at the sessions about the fulfillment of these 12 recommendations. Besides, we dwelt on the general political situation in Georgia, especially the foreign political course”, - Kh. Dekanoidze commented to the media.

  • MEETING OF SHALVA PAPUASHVILI WITH THE PRESIDENT OF THE UN GENERAL ASSEMBLY

    The Speaker, H.E. Shalva Papuashvili held a meeting with the President of the 76th session of the United Nations General Assembly, the Foreign Minister of Maldives, Abdulla Shahid.

    According to the administration of the Parliament of Georgia, the Speaker hailed the successful upheld of the 76th session by Mr. Shahid and expressed the supportive position of Georgia to the priorities established within the period of his presidency.

    The Speaker overviewed the aspects of productive cooperation with the UN Offices in Georgia and underlined the importance of close links. Providing the global challenges, the parties highlighted the importance of the support of multilateral diplomacy, rules-based international order and active participation of women in politics. The parties discussed the grave situation in the occupied regions of Georgia.

    Mr. Papuashvili thanked the Maldivian politician for the support of the territorial integrity of Georgia and the non-recognition policy by the Maldives and the UN General Assembly.

  • CHAIRMAN OF THE PARLIAMENT VISITED MIA BORDER POLICE

    The Chairman of the Parliament, Mr. Shalva Papuashvili, with the members of the Parliament visited Georgian Border Police’s Border Sector ,,Sameba” (Akhaltsikhe Division).
    Head of the Georgian Border Police, General-Major Nikoloz Sharadze and Deputy Head of Border Police, Colonel Gocha Janjgava hosted the Guests.
    During the meeting General-Major Nikoloz Sharadze discussed the priorities, activities and ongoing projects of the Georgian Border Police and introduced the local border infrastructure to the delegation.
    The Governor of Samtskhe – Javakheti and the representatives of the local government were attended the meeting as well.

  • Follow the Past and Forge Ahead into the Future in order to Compose a New Chapter of Friendship
    Ambassador of the People’s Republic of China to Georgia, Zhou Qian
    Georgia is a precious jewel of the Silk Road. Located in the southern foot of the Caucasus and the east coast of Black Sea, it has been a bridge between the East and West since ancient times. Although separated by mountains and seas, China and Georgia enjoy a longstanding friendship which is well proofed by the ancient Silk Road. Both countries are famous for their splendid culture and beautiful landscape, and the common vision of pursuing peace, independence and development has made our traditional friendship to flourish timelessly and beam with new vitality.
    On June 9, 1992, China and Georgia formally established diplomatic relations, making China one of the first countries to establish diplomatic ties with Georgia. Over the past 30 years, China and Georgia have always been good friends enjoying mutual trust and good partners engaged in sincere cooperation. They have worked together to usher the friendly cooperation into the mature period, promoted sound and steady development of bilateral relations, deepened cooperation in various fields, and set a good example of exchanges between countries from different regions and of distinctive sizes and cultures.
    The foundation built on trust is solid. Since the establishment of diplomatic ties, the two countries have always adhered to the principle of equality and mutual trust, respected each other's sovereignty, independence and territorial integrity, and supported each other's social system and path of development. With the joint efforts of two governments and peoples, the political mutual trust between China and Georgia has continuously getting deepened, laying a solid foundation for cooperation in various fields. The two sides coordinate and cooperate on the international arena, jointly safeguard the international system with the United Nations at its core, and make positive contributions to world peace and stability.
    Sincere attitude brings mutual benefit. Both China and Georgia are developing countries, and both are committed to achieving national rejuvenation and prosperity. The two sides have always cooperated sincerely and pursued common development. In the past 30 years, the bilateral trade volume has increased by more than 400 times from the US$3.68 million at the beginning of the establishment of diplomatic relations. The Belt and Road initiative proposed by President Xi Jinping is highly compatible with Georgia's national development strategy of establishing itself as a logistics and transportation center between Europe and Asia. The mutual cooperation under the BRI is thriving. Georgia is the first country to sign a free trade agreement with China in the region. Since the agreement came into effect in 2018, it has continuously brought in increasing benefits, the level of bilateral trade liberalization and facilitation has been greatly enhanced and the integration of the interests of two countries expanded. China has become Georgia’s largest export market and is becoming second largest trading partner. High-quality Georgian products such as wine, mineral water and nuts are gradually managing their way into the vast consumer market of China. The China-Europe Railway Express continues to facilitate regional connectivity and injects vitality into the countries along the route, including Georgia. The railway modernization, combined cycle power plant construction and other projects undertaken by Chinese enterprises have played an important role in improving local infrastructure and have become conscientious projects that benefit people's livelihood. Bilateral cooperation in investment, communication, high technology etc. is witnessing broad prospects. The bilateral practical cooperation under the BRI and in various fields will continue to deepen and bring positive results.
    Sincere friendship is key to inclusiveness and mutual learning. China and Georgia enjoy profound traditional friendship. The two peoples have had the tradition of mutual understanding and mutual learning since ancient times. In recent years, people-to-people and cultural exchanges between China and Georgia have become closer, cooperation in education, tourism, sports, publishing and other fields has continued to deepen. The Georgian government has incorporated Chinese language into the national education system. The "Chinese language fever" continues to grow vigorously in Georgia. The "Chinese Bridge" competition is becoming more and more popular. The two current two Confucius Institutes and one Confucius Classroom in Georgia have become the base for cultural exchanges and thought collision between the two sides. Before the outbreak of the COVID-19 pandemic, Georgia, also known as "God's back garden", became a new popular travel destination for Chinese tourists. The Georgian athletes overcame the obstacles caused by the pandemic to participate in the 2022 Beijing Winter Olympics. They not only improved their results, but also gained the attention and affection of the Chinese audience.
    Since the outbreak of the COVID-19, China and Georgia have stayed united in these difficult times, supported and helped each other. The two sides have actively cooperated in the fight against the virus, and demonstrated with practical actions that “a friend in need is a friend indeed”. The Georgian people expressed immediate support and solidarity towards China. With the strong support of the Georgian government, the vaccination process of the Chinese citizens residing in Georgia, ‘Spring Sprout’ program was successfully implemented. In the past two years, China has actively shared epidemic prevention and treatment methods with Georgia, and has provided an assistance totaling 200,000 doses of Chinese vaccines, as well as ventilators and other medical supplies and equipment. The two countries have overcome the difficulties together and jointly built a China-Georgian community of shared health.
    This year marks the 30th anniversary of the establishment of diplomatic relations between China and Georgia. This is an important year that serves as a link between past and future. The two sides will jointly sum up the successful experience from the development of bilateral relations and make cooperation plans for the next 30 years. China will continue to work with Georgia to uphold the spirit of mutual respect, equality and mutual benefit, deepen pragmatic cooperation, and promote sound, steady and sustainable development of bilateral relations. Standing at a new historical starting point, the Chinese side is willing together with the Georgian side to forge ahead into the future, further deepen political mutual trust, expand the space for cooperation, and jointly write a new chapter of friendly relations between the two countries.
    Boundless is the ocean where we sail with the wind. China has always regarded Georgia as a good friend and partner. I believe that loaded with the triumphant successes, the Chinese-Georgian ship of friendship will always maintain the correct course in the torrent of the times, moving forward steadily, helping all mankind to escape the shadow of the pandemic and war, and jointly building a world of lasting peace, universal security, common prosperity, openness, inclusiveness, purity and beauty, as well as enabling the two peoples to join hands towards a better future!
