  “I wish to first of all congratulate our heroic veterans on this day, marking the defeat of this huge evil – fascism – and our victory over it” stated Irakli Garibashvili, Prime Minister of Georgia when talking with journalists at the Park of Culture and Leisure of Veterans, which he visited to pay tribute to the memory of WWII victims.

  “I wish to first of all congratulate our heroic veterans on this day, marking the defeat of this huge evil – fascism – and our victory over it. I wish to note that the role of our country and people – Georgians – in the victory of the Great Patriotic War is undoubtedly immeasurable. You noted that seven hundred thousand Georgians were engaged in the war, of whom more than half sacrificed their lives to the idea of defeating evil and victory over fascism. That is why, once again I pay tribute to the memory of heroic Georgians and on behalf of our Government I wish to thank our equally heroic veterans for everything they did” added the Prime Minister of Georgia.

  Irakli Garibashvili laid a bouquet of flowers at the monument of Meliton Kantaria. The Head of Government of Georgia also spoke with veterans of the second world war (WWII) who gathered in the park today. He thanked and congratulated them on the 78th Anniversary of Victory over Fascism.

  The Prime Minister of Georgia was accompanied to the Culture and Leisure Park of Veterans by Kakha Kaladze, Mayor of Tbilisi and officials of the executive and legislative authorities of the country.

• Prime Minister Irakli Garibashvili meets Permanent Representatives of various countries to the UN

  Today, Georgian Prime Minister Irakli Garibashvili met with the Permanent Representatives of various countries to the UN.

  In the meeting at the Government Administration, the dynamic of cooperation between the countries was reviewed. The importance of cementing cooperation based on common interests was underlined.

  The Prime Minister pointed out that the development of global partnership is one of the Georgian Government’s key priorities.

  The conversation touched on Georgia’s progress toward implementing effective reforms. Commitment to sharing successful and internationally recognized Georgian reforms across a variety of areas was also expressed.

  Georgia has been hosting the permanent representatives of various countries to the UN for years. The goal of Ambassadors’ visits is to share information about the country’s development, economic opportunities, and implemented reforms.

  The meeting was attended by Permanent Representative of the Republic of Benin to the UN Marc Hermanne Gninadoou Araba, Permanent Representative of the Comoros to the UN Issimail Chanfi, Permanent Representative of the Democratic Republic of the Congo to the UN Georges Nzongola-Ntalaja, Permanent Representative of the Dominican Republic to the UN Jose Alfonso Blanco Conde, Permanent Representative of Saint Lucia to the UN Menissa Marcelle Rambally, Georgian Foreign Minister Ilia Darchiashvili, and Permanent Representative of Georgia to the UN Davit Bakradze.

• Irakli Garibashvili meets Charles Michel

  Within the scope of his visit to Brussels, Georgian Prime Minister Irakli Garibashvili met with Charles Michel, President of the European Council.

  The process of Georgia’s accession to the EU was the key topic discussed at the meeting. Irakli Garibashvili briefed the President of the European Council about Georgia’s efforts toward fulfilling the European Commission’s 12 priorities and pointed out that, in this process, the authorities maintain continuous consultations with EU institutions and member states, also the Venice Commission and OSCE/ODIHR.

  The Prime Minister paid special attention to the importance of granting Georgia the EU membership candidate status at the end of this year.

  According to the Prime Minister, a large portion of the recommendations has been fulfilled and, based on the progress achieved, Georgia deserves the candidate status at the end of this year.

  Irakli Garibashvili emphasized that the Association Agreement, the DCFTA with the EU, visa-free travel, and the recently granted European perspective demonstrate Georgia’s progress toward European integration under the current Government.

  The parties discussed the ongoing war in Ukraine and its impact on the region’s security environment.

• Prime Minister departs for Brussels

  Georgian Prime Minister Irakli Garibashvili, together with a delegation, has set out on a visit to Belgium.

  Within the scope of the visit, Irakli Garibashvili will hold high-level bilateral meetings at both NATO and the EU.

  Led by the Prime Minister, the Georgian delegation consists of Foreign Minister Ilia Darchiashvili and Head of the Government Administration Revaz Javelidze.

• Conflict in Georgia: Secretary General’s Consolidated Report says little progress in human rights and humanitarian situation in conflict-affected areas

  Strasbourg, 19.04.2023 – Serious concerns persist regarding the human rights situation in the areas affected by the armed conflict between the Russian Federation and Georgia in August 2008, according to a report by Secretary General Marija Pejčinović Burić presented to the Committee of Ministers and published today.

  The bi-annual report (covering the period November 2022–March 2023) on the conflict in Georgia highlighted that core issues concerning the human rights and humanitarian situation in the conflict-affected areas continue to see little progress. Various restrictions on freedom of movement and access to education and healthcare remain of serious concern, including in terms of their impact on vulnerable groups.

  Against the continuous impediments by the Russian Federation to peaceful conflict resolution, security, and stability in the wider region, the Secretary General welcomed Georgia’s continuous efforts and initiatives aimed at promoting dialogue and reconciliation, and their provision of free access to health care, education, and other social benefits for all residents of the Georgian regions of Abkhazia and South Ossetia, as well as their efforts to address the needs of internally displaced persons.

  During the period under review, operational activities on Confidence-Building Measures were continued. The report, for instance, notes that archive specialists from both sides of the Administrative Boundary Line (ABL) continued to work in online format and met in person, for the first time since the Covid-19 public health crisis. Efforts have been initiated to facilitate dialogue between psychologists specialised in war traumas and on the prevention of gender-based violence on both sides of the ABL. The development of further initiatives continues in close co-ordination with the Office of the State Minister of Georgia for Reconciliation and Civic Equality.

  Secretary General stressed that continuing her periodic reporting to the Committee of Ministers on the conflict in Georgia will remain a high priority.

  Consolidated reports on the conflict in Georgia have been prepared by the Secretary General since 2010, following a Committee of Ministers decision. The current report is based, inter alia, on the results of the fact-finding visit to Tbilisi on 13-14 February 2023. The delegation also had the possibility to observe the situation at the Administrative Boundary Line.

  The current Consolidated report examines, inter alia, the implementation of the European Court’s judgments in the two inter-state cases “Georgia v. Russia (II)”, concerning the armed conflict between Georgia and the Russian Federation in 2008 and its consequences, and "Georgia v. Russia" (I)” concerning arrests, detentions and expulsions from the Russian Federation of Georgian nationals in 2006-2007.

  On 20 April, the European Court of Human Rights is due to deliver a ruling on the inter-state application “Georgia v. Russia (IV)”, lodged by the Government of Georgia in August 2018, which concerns the alleged deterioration of the human rights situation along the administrative boundary lines between Georgian-controlled territory and Abkhazia and South Ossetia.
