Ambassador Degnan’s Remarks to Media at the Women in Comprehensive Defense Conference
Question about the event
Ambassador Degnan: This conference is an important opportunity to bring together international and Georgian experts to talk about NATO’s comprehensive defense concept and Georgia’s approach to implementing that concept. Women play a central role in the comprehensive defense concept, and we will be discussing that more in the course of today’s conference. There are many examples in Georgia’s history when women have demonstrated the important role that they play in supporting the defense of their country.
That goes all the way back to King Tamar and many battles throughout this country where women have been essential in supporting the defense effort. This is just a modern version of that to ensure that the whole of society is prepared, whether it’s for a natural disaster like a flood or an earthquake or some kind of attack or malicious event. So there are many different aspects to NATO’s comprehensive defense concept, and we’ll be exploring those today.
Question about the European Parliament resolution
Ambassador Degnan: The United States is not part of the European Parliament. I can say that we weren’t involved in drafting this resolution. I can say that we also regret the continuing polarization of the political environment here in Georgia, and we would certainly agree with the call for the political stakeholders here to come together and implement ambitious democratic judicial and anti-corruption reforms. This is work that is underway, and it needs to be done in an inclusive fashion. I think Georgia has a very good track record of submitting draft legislation like this to the Venice Commission and other European expert bodies for their feedback on whether it does indeed meet European Union standards. At a time when the next very important step on Georgia’s path to its European future is at hand, candidate status, it seems particularly important and worthwhile to submit draft legislation to the Venice Commission to get their assessment of whether the legislation that’s been prepared is compatible and meets European standards. The United States will continue, as we have for the past 30 years, to support the clear will of the Georgian people to live in a secure, stable, prosperous democracy. That is why we are such strong supporters of the people of Georgia’s aspiration for European Union membership and a Euro-Atlantic future. I would hope that all of Georgia’s political leaders, including the ruling party and the opposition, would come together now and make sure that the work that is being done for candidate status is going to meet European Union standards. This is the moment, and I sincerely hope that Georgia’s leaders will accomplish this goal for the people of Georgia.
Question about a news report on European Business Association
Ambassador Degnan: I don’t know Mr. Lee, and I’m not familiar with the European Business Association, so I really don’t have a comment on this.

RULE OF LAW
An entire section of the report is dedicated to the rule of law, reflecting the great importance the CPC Central Committee attaches to the matter, said Chen Yixin, secretary general of the Commission for Political and Legal Affairs of the CPC Central Committee, at the press conference.
It is a political declaration of the CPC to advance law-based governance in all respects and a programmatic document for the CPC to advance the rule of law in China, said Chen.
The report provides a comprehensive explanation of the role, overall requirements and key tasks of the rule of law, Chen noted.
FULL, RIGOROUS SELF-GOVERNANCE OF THE PARTY
The report has put forth the idea of improving the systems for exercising full and rigorous self-governance, marking a first for a report at the Party national congress, said Tang Fangyu, deputy head of the General Office of the CPC Central Committee, at the press conference.
In light of the major risks and grave challenges facing the Party, full and rigorous self-governance of the Party should be exercised in a holistic, systemic, continuous manner and with high-caliber, said Tang.
Therefore well-structured, scientific, well-rounded, unified and efficient systems will be formed for exercising full and rigorous self-governance, Tang added.
The report urges the whole Party to bear in mind that full and rigorous self-governance is an unceasing endeavor and that self-reform is a journey with no end, said Wang Jianxin, chief of the publicity department of the CPC Central Commission for Discipline Inspection and the National Commission of Supervision, at the press conference.
Noting the remarkable achievements of the anti-corruption fight over the past decade, Wang said the situation still remains grave and intricate, and the battle against corruption is fierce and must be won.
The strategic plans rolled out in the report should be implemented, and an unstoppable anti-corruption momentum should be sustained to ensure that officials do not have the audacity, opportunity or desire to become corrupt, said Wang.
Georgia remains high on the agenda of the executive and legislative authorities of the United States – Ilia Darchiashvili
"Georgia plays an increasingly important role in the formation of the European security architecture of the U.S. One of the clear proofs of this is the unequivocal support, which the new U.S. national security strategy expresses for the European integration of Georgia " - the Minister of Foreign Affairs of Georgia Ilia Darchiashvili is quoted as saying during the "Minister's Hour".
According to the minister, the strategic partnership between Georgia and the U.S. moved to an even higher level in 2022, which marks the 30th anniversary of the establishment of diplomatic relations between the two countries. According to Darchiashvili, the deepening of strategic partnership is evidenced by a number of important visits to Georgia of high-level representatives of the executive branch of the U.S. government.
In his speech, the minister welcomed the growing dynamics of cooperation between the two countries and focused special attention on the strengthening of U.S. support at the legislative level. According to him, the bipartisan bill " Georgia Support Act" approved by the House of Representatives, as well as the State, Foreign Operations and Related Programs (SFOPS) appropriations bills and the U.S. National Defense Authorization Act (NDAA) once again confirm that Georgia remains high on the agenda of both the executive and legislative authorities of the United States of America.
Ilia Darchiashvili also spoke about the importance of the U.S. support for the development, security, economic and military advancement of the Black Sea region. According to him, against the background of the ongoing developments in the region, the Black Sea countries, including Georgia, take on a particularly meaningful importance in terms of the national security interests of the United States.
According to Darchiashvili, Georgia remains a strong and reliable ally of the U.S. The political, practical and financial assistance provided by the United States to Georgia, including in defense and security, trade and investment and other key areas, is tangible and visible. "Our goal is to further deepen the strategic partnership between Georgia and the United States in all priority areas as provided for by the Charter onStrategic Partnership," the Minister of Foreign Affairs highlighted.
