A MEETING OF THE HALK MASLAKHATY OF THE MILLI GENGESH OF TURKMENISTAN WAS HELD IN THE TURKMEN CAPITAL

On February 11, 2022, under the chairmanship of President Gurbanguly Berdimuhamedov, an extraordinary meeting of the Halk Maslakhaty (People's Council) of the Milli Gengesh of Turkmenistan was held.

The meeting was attended by elected members of the Halk Maslakhaty of the Milli Gengesh of Turkmenistan, deputies of the Mejlis, heads of state authorities, political parties and public organizations, hyakims of velayats, etraps and cities, honorary elders of the people representatives of all segments of the population.

The agenda of the national forum, which became a landmark event in the life of the country, included a discussion of the priority tasks for the further comprehensive development of the Turkmen state and society, the steady implementation of progressive transformations and reforms, the key goal of which is to ensure a prosperous life for the people, lay a reliable foundation for the prosperity of the Motherland, counting on long term perspective.

At the beginning of the meeting, the Deputy Chairmen of the Cabinet of Ministers of Turkmenistan, the heads of ministries and departments of the country, as well as the hyakims of the velayats reported on the results of the work done for 2021.

As the President of Turkmenistan emphasized, one of the main issues of this important event is the determination of the main directions for the development of our independent state for 2022-2052 and the adoption of important decisions on the comprehensive development of the country for the next 30 years.

In the speech of the President of Turkmenistan, a special place was occupied by the main directions of development of the state and its institutions for the next 30 years. The head of state noted that the priority in this matter is to improve the living conditions of people, as well as to achieve stabilization of the macroeconomic state

Among the most important priorities for the further implementation of the progressive state policy, the Leader of the Nation outlined the use of all means for the stable development of the economy. In order to develop the non-state sector and transfer the economy to market relations, we also provide for broad support for entrepreneurship, the Head of State said.

The President also spoke about the importance of the foreign policy of the state and the high authority of Turkmenistan in the international arena.

As the Head of State emphasized, in the coming decades, in its foreign policy, Turkmenistan will focus priority efforts on five targeted strategic directions. These are as following: ensuring peace and security, developing and promoting neutrality on the world stage, steadily building up and diversifying foreign economic relations, promoting sustainable development in every way and promoting the humanization of international relations, bringing high standards of morality, ethic and justice to them.

Emphasizing that this is a task for decades to come, a long-term vector of our foreign policy, the Leader of the Nation stated that the fundamental, defining principles and approaches of the foreign policy line of the Turkmen state remain unchanged.

Within the framework of the meeting, the program "Revival of a new era of a sovereign state: the National program of socio-economic development of Turkmenistan for 2022-2052" was adopted.

    On December 21, 2022, at an extended meeting of the government of Turkmenistan, the Chairman of the Mejlis of the Milli Gengesh of Turkmenistan G.Mammedova announced the adopted Resolution to classify the new, modern administrative center of the Ahal region as a city with the rights of  a district and give it the name "Arkadag".

    According to the document, the administrative center of the Ahal region will be moved to the city of Arkadag. At the same time, the area in
    2 thousand 370 hectares of the Goktepe district of the Ahal region passes into the administrative territory of the city of Arkadag.

    This decision was made taking into account the wishes of the residents of the Ahal region and citizens of the country, the petitions of public associations and the submission of the Cabinet of Ministers of Turkmenistan, in accordance with the Law of Turkmenistan “On the procedure for resolving issues of the administrative-territorial structure of Turkmenistan”.

    The architectural appearance of the new, modern administrative center of the Ahal region, which is being built on the initiative of the Chairman of the Milli Gengesh of the Halk Maslahaty Gurbanguly Berdimuhamedov on the territory of the Gokdepe district of the Ahal region, reflects the rapid socio-economic development of Turkmenistan, whereas the organization of housing provision mirrors our national heritage, spiritual values, centuries-old rich historical and cultural traditions of our people.

  • UNRCCA CONVENED ANNUAL MEETING WITH DEPUTY FOREIGN MINISTERS OF CENTRAL ASIAN STATES

    Twelfth annual Meeting of Deputy Foreign Ministers of Central Asian states, organized by the United Nations Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA) with the support of the Government of Turkmenistan, took place on 11 December, 2022, in Ashgabat.

    The purpose of the annual meeting was to exchange views on developments and trends affecting peace and security in Central Asia as well as to discuss the cooperation between UNRCCA and the Governments of the region in areas related to preventive diplomacy. 

    Addressing the meeting, the Special Representative of Secretary-General for Central Asia, Head of UNRCCA, Natalia Gherman underlined that “despite the current challenging global situation, countries of the region maintained regular contacts at different levels, including at the highest political level, to secure cooperation in the security, energy, climate change and other fields”.  

    On the occasion of the 15th anniversary of UNRCCA, the Deputy Foreign Ministers appreciated the long-standing partnership and trust, developed over years, between the Governments of the Five Central Asian states and UNRCCA. They expressed support to the activities of the Regional Centre in its priority areas, including preventing extremism and countering terrorism, climate change and water diplomacy as well as dialogues on “Women, Peace and Security” and “Youth, Peace and Security”.

    Within the framework of the high-level meeting, the UNRCCA hosted the Fourth Dialogue between the Governments and youth of Central Asia. Ten Preventive Diplomacy Academy participants, representing all five countries of the region, met with the Deputy Foreign Ministers to share their vision on the future of the region.

    The Twelfth Meeting of Deputy Foreign Ministers of Central Asian states concluded a series of events devoted to the 27th anniversary of Neutrality of Turkmenistan and the 15th anniversary of UNRCCA, which took place in Ashgabat on 10-11 December 2022.

  • CHAIRMAN OF THE HALK MASLAKHATY OF THE MILLI GENGESH OF TURKMENISTAN TOOK PART IN THE MEETING OF THE COUNCIL OF HEADS OF STATE OF THE ORGANIZATION OF TURKIC STATES

    On November 11, 2022, the Chairman of the Halk Maslakhaty of the Milli Gengesh of Turkmenistan, Gurbanguly Berdimuhamedov, at the invitation of the President of the Republic of Uzbekistan Shavkat Mirziyoyev, took part as an honored guest in the meeting of the Council of Heads of State of the Organization of Turkic States in Samarkand.

    Upon arrival at Samarkand International Airport, decorated with the State flags of the countries participating in the current meeting, the distinguished guest was met by the Prime Minister of the Republic of Uzbekistan A. Aripov and other officials. From the airport, the motorcade of the Chairman of the Halk Maslakhaty of the Milli Gengesh headed to the venue of the Summit of the Organization of Turkic States - the Congress Center.

    In the foyer of this majestic building, the President of the Republic of Uzbekistan Shavkat Mirziyoyev cordially welcomes the heads of delegations of the member states and observer countries of the Organization arriving one after another.

    After the official joint photographing ceremony, the participants of the high-level meeting proceeded to a large conference hall, where a meeting of the Council of Heads of State of the Organization of Turkic States was held.

    A wide range of issues were put on the agenda of the Samarkand Summit, including the discussion of ways to build up multilateral partnership in all key areas, priority tasks for the further development of the organization, as well as actual topics of regional and international issues.

    In his speech, Hero-Arkadag expressed gratitude to the President of the Republic of Uzbekistan for the hospitality and the opportunity for fruitful work and stressed that he considers the current Summit as an event that will give a positive impetus to the Organization of Turkic States in international and regional processes, will strengthen the economic, trade and investment, cultural and humanitarian interaction between our countries.

    Addressing the participants of the Summit, Chairman of the Halk Maslakhaty of the Milli Gengesh Gurbanguly Berdimuhamedov recalled that last year Turkmenistan joined the Organization of Turkic States as an observer, which marked a new milestone in diversified cooperation with fraternal countries.

    At the end of his speech, the Chairman of the Halk Maslakhaty of the Milli Gengesh Gurbanguly Berdimuhamedov once again emphasized the relevance of further strengthening the unity and cohesion between neighboring and fraternal peoples united by a common history and origin, expressing the readiness of Turkmenistan for close cooperation to achieve the lofty goals - ensuring peace, well-being and progress.

    At the end of the Summit, the joint autocortege of the heads of delegations of the Summit of the Organization of Turkic States went to Registan Square, located in the center of Samarkand. Here, the participants of the meeting took part in the joint planting of seedlings of young trees as a sign of indestructible friendship and brotherhood of the peoples of the region.

    After the planting of young trees, the heads of the delegations were photographed on the central square of Samarkand - Registan.

    As part of his stay in Samarkand, Chairman of the Halk Maslakhaty of the Milli Gengesh of Turkmenistan Gurbanguly Berdimuhamedov held separate bilateral meetings with the heads of friendly states.

    Upon completion of the working visit to Uzbekistan, Hero-Arkadag proceeded to Samarkand International Airport, from where he left for his homeland.

    On November 11, 2022, the Chairman of the Halk Maslakhaty of the Milli Gengesh of Turkmenistan, Gurbanguly Berdimuhamedov, who takes part as an honored guest in the meeting of the Council of Heads of State of the Organization of Turkic States, met with the President of the Republic of Uzbekistan Shavkat Mirziyoyev.

    At the beginning of the meeting, the Uzbek leader sincerely congratulated Arkadag on being awarded the "Supreme Order of the Turkic World" - a well-deserved high award, taking into account his enormous contribution to the rapprochement and prosperity of the Turkic states.

    Conveying warm greetings from the President of Turkmenistan Serdar Berdimuhamedov, Hero-Arkadag sincerely thanked for the invitation to take part in the meeting of the Council of Heads of State of the Organization of Turkic States, expressing sincere gratitude to the President of Uzbekistan for the hospitality and cordiality extended to the Turkmen delegation.

    Noting with satisfaction that in November last year Turkmenistan joined this organization as an observer country, Arkadag Gurbanguly Berdimuhamedov wished the Republic of Uzbekistan, as the country hosting this important event, to achieve all the goals and objectives set.

    It was also noted that Turkmenistan attaches great importance to strengthening relations with the Republic of Uzbekistan, based on the strong bonds of friendship and good neighborliness that have passed the test of time.

    Emphasizing the immeasurably important role of inter-parliamentary contacts in an established productive dialogue, Hero-Arkadag expressed his conviction that further intensification of interaction between legislative bodies, exchange of experience in the development of laws can be an important step in strengthening and developing bilateral partnership.

    Confirming the readiness of the Turkmen side to continue to contribute in every possible way to strengthening ties between the parliaments of the two countries, Chairman of the Halk Maslakhaty of the Milli Gengesh of Turkmenistan Gurbanguly Berdimuhamedov sincerely wished the President of the Republic of Uzbekistan Shavkat Mirziyoyev good health, happiness and success in responsible state activities, and the fraternal Uzbek people - peace, progress and prosperity.

    On November 11, 2022, the Chairman of the Halk Maslakhaty of the Milli Gengesh of Turkmenistan, Gurbanguly Berdimuhamedov, invited as an honored guest to the meeting of the Council of Heads of State of the Organization of Turkic States, met with the President of the Kyrgyz Republic Sadyr Zhaparov.

    Conveying warm greetings from President Serdar Berdimuhamedov, Hero-Arkadag expressed satisfaction with the opportunity to discuss in a personal conversation with the Kyrgyz leader issues of both multilateral cooperation and prospects for bilateral interstate cooperation.

    During the meeting, a high level of political-diplomatic, economic and cultural relations between the two countries was stated, which are actively developing on the basis of the principles of equality, mutual respect and good neighborliness and in recent years have reached a qualitatively new level.

    As noted, the successful development of the multifaceted Turkmen-Kyrgyz dialogue is largely facilitated by regular negotiations and visits at the state and government levels, which makes it possible to discuss a wide range of issues of mutual interest.

    In this context, Hero-Arkadag emphasized the special, immeasurably high role of inter-parliamentary contacts that contribute to the intensification of Turkmen-Kyrgyz relations.

    During the meeting, key areas of cooperation were discussed, taking into account the existing prospects and modern realities. Trade and economic relations were named among the priority vectors.

    The interlocutors emphasized the importance of strengthening cultural and humanitarian ties, expressing their confidence that Turkmenistan and the Kyrgyz Republic have great opportunities for joint work and exchange of experience in the field of culture, science, education and sports.

    At the end of the meeting, Chairman of the Halk Maslakhaty of Milli Gengesh Gurbanguly Berdimuhamedov and President Sadyr Zhaparov, once again emphasizing the inviolability of traditionally friendly relations between Turkmenistan and Kyrgyzstan, addressed the peoples of both countries with the wishes of peace, well-being and prosperity.
