THE PRESIDENT OF TURKMENISTAN TOOK PART IN THE HIGH-LEVEL MEETING "CHINA - CENTRAL ASIA"

On January 25, 2022, an online summit was held on the occasion of the 30th anniversary of the establishment of diplomatic relations between the countries of Central Asia and China, convened at the initiative of the President of the People's Republic of China Xi Jinping.

At the beginning of the event, a video was shown highlighting the key moments of friendship and the main achievements of cooperation between China and the Central Asian states over the past 30 years.

Then, President of the People's Republic of China Xi Jinping made a speech and praised China's strategic partnership with the countries of this region in all areas of effective interaction.

Further, President of the PRC Xi Jinping invited the heads of the five states of Central Asia to speak separately. Then the President of the Republic of Kazakhstan K. Tokayev, President of the Kyrgyz Republic S. Zhaparov, President of the Republic of Tajikistan E. Rahmon, President of Turkmenistan G. Berdimuhamedov and President of the Republic of Uzbekistan Sh. Mirziyoyev spoke.

In his speech, the Head of Turkmenistan, emphasizing the centuries-old connection of the countries and peoples of this region with China, noted that the very fact of holding today's summit testifies to the importance attached to relations between the countries of Central Asia and the People's Republic of China, understanding the importance of steadily strengthening our friendship and cooperation.

The Great Silk Road, which passed through the territory of Central Asia from China, became a factor in the development and progress of the entire world civilization, where a huge and unique experience of interaction, good neighborliness, exchange of knowledge, achievements in science and culture was accumulated, the Leader of the Nation added.

As it was specifically stated during the meeting, today the cooperation of our countries has a noticeable constructive impact on ensuring global peace and stability. In this context, President Gurbanguly Berdimuhamedov emphasized that Turkmenistan considers the People's Republic of China and the countries of Central Asia as its key partners and like-minded people in the effective implementation of the new philosophy in international practice - "Dialogue is a guarantee of peace".

The importance of the combined potential, powerful resource, industrial, technological base of the countries, which open up huge prospects for cooperation in the economy, where one of its priorities is the fuel and energy sector, was especially noted.

President Gurbanguly Berdimuhamedov put forward the strategic gas pipeline Turkmenistan-China, passing through the territory of Kazakhstan and Uzbekistan, as an example of truly partnership relations based on equality, awareness of multilateral benefits.

The presence of objective mutual interests of the parties in the development of cooperation in the transport sector was also emphasized. It was noted that the project "Revival of the Great Silk Road" put forward by the Turkmen side, in its philosophy and geo-economic meaning, is associated with the Chinese global initiative "One Belt - One Road".

The importance of strengthening cooperation in the humanitarian sphere, education, sports, enhancing the state of scientific and cultural ties also became a separate topic of discussion during the summit.

The parties, among other things, paid special attention to consolidating joint efforts aimed at combating the spread of the pandemic and its socio-economic consequences. An idea was put forward to create a mechanism for regular meetings between representatives of the scientific and medical communities, epidemiological and sanitary services, and other relevant departments of countries of this format.

Congratulating the leadership of the People's Republic of China and the entire Chinese people on the upcoming Olympics, the Head of the Turkmen State said that the Winter Olympic Games would become a real celebration of sports, peace and friendship for millions of people around the world.

After the closing speech of the President of the People's Republic of China Xi Jinping, the Heads of State adopted a Joint Statement on the results of the online summit.

  • Xi reiterates China's resolve to open up at high standard

    BEIJING, May 18 (Xinhua) -- Chinese President Xi Jinping Wednesday reiterated that China's resolve to open up at a high standard will not change, and the door of China will open still wider to the world.

    Xi made the remarks when addressing the conference of the 70th anniversary of the China Council for the Promotion of International Trade (CCPIT) and the Global Trade and Investment Promotion Summit via video link.

    Noting that founded in 1952 as a China-based institution with a global outlook, Xi said the CCPIT has been playing an important role in strengthening the bond of interest between Chinese and foreign businesses, promoting international economic and trade exchanges, and facilitating state-to-state relations.

    The 70-year journey of the CCPIT has been an epitome of China's ever-expanding opening-up endeavor, and an important witness of how businesses from different countries could share in development opportunities and benefit from win-win cooperation, said Xi.

    Xi stressed that with the world facing a pandemic and drastic changes both unseen in a century, economic globalization is experiencing headwinds, and the world is entering a new period of volatility and transformation. Now more than ever, business communities across the world yearn for peace and development, call for fairness and justice, and aspire for win-win cooperation.

    Calling for pulling together to defeat COVID-19, Xi said the pandemic that has been going on unabated is posing a serious threat to the life and health of the people, and taking a heavy toll on the world economy.

    He laid stress on putting people and their lives first, actively engaging in international cooperation on vaccine R&D, production and distribution, bolstering global public health governance, jointly building multiple lines of defense against the virus, and working for a global community of health for all.

    Xi also called for reinvigorating trade and investment, urging balancing pandemic response and economic development, and strengthening macroeconomic policy coordination across countries.

    He stressed the need to advance the UN's 2030 Agenda for Sustainable Development in all respects, and help the global economy upgrade its growth drivers, shift its growth model and adjust its structure so as to steer it onto a track of long-term, healthy and stable growth.

    To allow development gains to better trickle down to people of all countries, Xi urged supporting the WTO-centered multilateral trading regime, ensuring security and stability of the global industrial and supply chains, and making the "pie" of cooperation bigger.

    When it comes to unleashing the power of innovation in driving development, he called for tapping into the potential of innovation in spurring growth, jointly stepping up intellectual property protection, making rules on the basis of extensive participation and consensus building, and fostering an open, fair, equitable and non-discriminatory environment for scientific and technological development.

    Xi stressed efforts to intensify exchanges and cooperation on innovation, facilitate integration of science and technology with economic growth, increase the sharing of innovation results, and remove all barriers that hamper the flow of knowledge, technology, talent and other factors of innovation.

    Talking about improving on global governance, he urged upholding true multilateralism, embracing a global governance vision featuring extensive consultation, joint contribution and shared benefits, and mobilizing resources from across the world to meet global challenges and advance global development.

    Xi called for choosing dialogue over confrontation, tearing down walls rather than erect walls, pursuing integration instead of decoupling, opting for inclusiveness, not exclusion, and guiding reforms of the global governance system with the principle of fairness and justice.

    "China's resolve to open up at a high standard will not change, and that the door of China will open still wider to the world," Xi reiterated.

    China will continue to foster an enabling business environment that is based on market principles, governed by law and up to international standards, Xi said, adding that China will pursue high-standard implementation of the Regional Comprehensive Economic Partnership (RCEP) agreement and high-quality Belt and Road cooperation, and offer more market, investment and growth opportunities to the global business community.

    "Let us join hands to uphold peace, development, cooperation and win-win partnership, work together to meet the problems facing the global economy, trade and investment, and jointly usher in an even brighter future," Xi said.

    NANCHANG, May 17 (Xinhua) -- China's independently-developed AC313A large utility civil helicopter successfully conducted its maiden flight on Tuesday, announced the Aviation Industry Corporation of China (AVIC), the country's leading aircraft maker.

       The 13-tonne-class large helicopter conducted the flight at an airport in Jingdezhen, east China's Jiangxi Province, marking a major step forward in the development of China's air emergency rescue system, the AVIC said.

       With the completion of the maiden flight, AC313A will now enter the flight test phase, according to the developer.

       It is expected to receive an airworthiness certification during the 14th Five-Year Plan period (2021-2025), and thereafter enter the market to serve customers.

       AC313A is a major aerial vehicle specially developed to meet the country's needs for air rescue missions. It is expected to assist the country in strengthening the national air emergency rescue system, according to the AVIC.

       Upgraded from AC313 helicopter, AC313A is a large utility civil helicopter with new engines, an upgraded transmission system, and multiple other tech-optimization in systems such as the avionics and flight control, said the AVIC.

       This new helicopter model is also installed with the health and usage monitoring system (HUMS), as well as rotor ice protection and de-icing facilities to enhance its performance and safety.

       AC313A can carry up to 28 people onboard, with a maximum take-off weight of 13.8 tonnes with external sling loads. It can also load up to five tonnes of water for firefighting missions.

       Capable of operating in both visual and instrument flight, AC313A can operate in various complicated terrains and weather conditions, such as a high plateau and high and low temperatures.

       AC313A can be installed with various facilities for emergency rescue missions. This allows it to carry out various missions across the country such as supply delivery, forest and urban fire fighting, lifting large equipment, disaster prevention and relief, medical rescue, law enforcement, maritime rescue and search, and transport for offshore oil platforms, among others according to the developer.
