Team Europe: EU, France and the Czech Republic launch Project on Social Protection in Georgia

The European Union, France and the Czech Republic join forces to strengthen social protection system in Georgia. Signature event allowed the signing parties to start the project and show their common engagement in improving access to social protection and the extension of social rights and coverage of the Georgian population.

Tbilisi, 10 November 2021 – Today, a signature event took place at the Embassy of the Czech Republic in Georgia to mark the beginning of the EU-project, implemented by Expertise France (Agence  Française de Développement Group − AFD Group) and the Czech Development Agency (CzDA), with the Ministry of Internally Displaced Persons from the Occupied territories, Labour, Health and Social Affairs of Georgia (MoIDPHLSP).

Their Excellencies, Mr. Petr Mikyska, Ambassador of the Czech Republic to Georgia and Mr. Diego Colas, Ambassador of France to Georgia, and Mr. Catalin Gherman, Deputy Head of Cooperation of the EU Delegation attended the signature event. Ms. Tamila Barkalaia, Deputy Minister of Internally Displaced Persons from the occupied territories, Labour, Health and Social Affairs of Georgia presented her ministry’s perspective, followed by with a short presentation of the project.

“Social protection goes back to the core values of the European Union. In a democracy, it is all of our responsibility to take care of the most vulnerable members of society to make sure that everyone can be part of social life and the democratic process. This is especially relevant in times of COVID-19, where many people need additional support and protection. We are, therefore, proud to launch this new project together with our Team Europe partners and look forward to many positive steps over the coming years”, stated Mr. Gherman, Deputy Head of Cooperation at the Delegation of the European Union to Georgia.

Mr. Colas, Ambassador of France to Georgia, stated that “there is a global alliance between the French and Czech Development Agencies and I am very happy that this finds an application here in Georgia. We strongly support the choice of the Georgian people and of successive governments to build a strong, dynamic, European democracy in Georgia and it makes sense to do this with another dynamic successful Eastern European democracy such as the Czech Republic. The implementation of this joint project, to strengthen the delivery of social services and work towards the social code, will be a key aspect of this broader democracy and institution building agenda”,.

“Development of the Social Code is a key reform that will direct Georgia towards establishment of effective social welfare management system, including decentralization of provision of social protection. Czech Development Agency is happy to join the forces with Expertise France and move a long-term successful partnership with the Ministry of Internally Displaced Persons from the Occupied territories, Labour, Health and Social Affairs of Georgia to a new level.”, said Mr. Mikyska, Ambassador of the Czech Republic to Georgia.

“By elaborating the Social Code, we aim at creating broader perspective of social welfare. Our goal is to guarantee that Georgian citizens are protected from social risks from childhood to old age. Therefore, relevant healthcare and social protection systems and mechanisms need to be developed.  This will be a big step forward towards European and international Standards“, stated Ms. Barkalaia, Deputy Minister of Internally Displaced Persons from the occupied territories, Labour, Health and Social Affairs.

About the project

The project Strengthening Social Protection in Georgia aims at supporting the Government of Georgia and state organizations in improving social services, evidence-based policy making and extending social protection rights.  The project will last 24 months with implementing partners Expertise France and Czech Development Agency.

The project will focus on three components. The first component will improve access and delivery of social services and remittances from Social Service Agency (SSA) and at local level. The second component of the project will support better analysis of information and the creation of communication materials around social rights and promotion of social work. The third component will support the Ministry in the elaboration of the social code in extending social rights in Georgia through a collaborative and inclusive process, following evidence-based policy and legislation proposals.

The project is now officially launched and is in its inception phase. The first action of the project will be to identify key policies and strategies for improving delivery and access to social protection services in Georgia.

  • Prime Minister Irakli Garibashvili hosts dinner in honor of EU delegation members

    Georgian Prime Minister Irakli Garibashvili hosted a formal dinner in honor of the EU delegation members currently visiting Georgia.

    The official dinner honoring the diplomats was held at Mtatsminda. The Head of Government and the European diplomats discussed Georgia’s European integration in an informal setting.

    A high-level regional ambassadorial organized by the EU Delegation is about to be held in Tbilisi. Senior officials for the EU’s External Action Service and the European Commission—including the Heads of the EU Delegations to the countries of the Eastern Partnership and Central Asia, also to Turkey and Austria—will participate in the regional ambassadorial.

    The high-level regional ambassadorial of the EU is held periodically and represents an important forum for discussing the EU’s policy toward concrete countries.

    As it was noted at the official dinner, holding the ambassadorial in Georgia demonstrates Georgia’s importance in the region for the EU, including as a strong ally in cementing the cooperation among European and Central Asian countries.

  • Georgia: EU welcomes withdrawal of draft legislation on “foreign influence”

    The EU Delegation to Georgia has welcomed today’s announcement by the Georgian ruling party ‘Georgian Dream” that it would withdraw the draft legislation on the “Transparency of foreign influence”. 

    “We encourage all political leaders in Georgia to resume pro-EU reforms, in an inclusive and constructive way and in line with the 12 priorities for Georgia to achieve candidate status,” the Delegation said on Twitter.

    On 7 March, the bill passed its first reading in the Georgian parliament, despite widespread protests.

    The EU said the law was incompatible with EU values and standards and goes against Georgia’s stated objective of joining the European Union, adding that this is “a very bad development for Georgia and its people”.

  • EU and UNDP select six local projects improving governance, policies, and services in Georgia’s regions

    The European Union and the United Nations Development Programme (UNDP), in partnership with the National Association of Local Authorities of Georgia (NALAG), have chosen six municipalities across Georgia to implement local projects focused on urban renewal, maintenance and development of public spaces, protection of historical and cultural heritage, preschool education, and quality public services.

    The jury selected the six best local projects out of 52 ideas submitted by 22 municipalities. Each winner will receive funding between €4,500 and € 6,000. The total value of the grant programme is €30,800.

    In Tskaltubo Municipality (Imereti region), a modern recreational venue at Niko Lortkipanidze Museum in Chune village, with free WIFI access, will be organised. 

    In Zestaponi Municipality (Imereti region), four kindergartens will be equipped with a play-and-learn inventory to assist children in learning and physical activities.

    In Lagodekhi Municipality (Kakheti region), a multifunctional space will be created and equipped at the library of the newly renovated Lagodekhi Museum, serving as a venue for educational activities, film screening and youth meetings.

    In Telavi Municipality (Kakheti region), 96 staff in 32 kindergartens will be trained and certified in first aid services. Two kindergartens will receive additional support to equip doctors’ offices at their premises.

    In Oni Municipality (Racha-Lechkhumi-Kvemo Svaneti region), an open air cinema at one of Oni’s newly renovated plazas will provide young people with a comfortable space for film screenings, educational work and discussion club activities.

    In Tsageri Municipality (Racha-Lechkhumi-Kvemo Svaneti region), the e-document project will support the digital transformation of the municipal preschool education system. Electronic tools will be introduced for registering children with kindergartens and training teachers.

    The initiative is supported by the EU-funded programme EU for Integrated Territorial Development (EU4ITD), promoting balanced territorial development and improved living standards in Georgia’s regions.

  • EU supports new services for municipal data collection

    With the support of the EU and Denmark, and in partnership with the United Nations Development Programme (UNDP), the National Statistics Office of Georgia (GEOSTAT) has developed a specialised webpage regions.geostat.ge integrated into its public website, offering information on 64 Georgian municipalities.

    The platform tracks economic, demographic and social dynamics across 82 indicators, with 52 indicators provided by Georgia’s public agencies, and the rest by GEOSTAT through statistical surveys.

    The project was developed with the aim of improving municipal data collection, systematising already available statistical information, defining and collecting new statistical indicators, and making sub-national statistics easily accessible to the public.

    “The EU cares deeply about further developing the regions of Georgia to make sure that the whole population has access to opportunities and services. The foundation of this is clear and reliable data,” said Colombe de Mercey from the EU Delegation to Georgia. “The new GEOSTAT platform will help policy-makers and local authorities to make well-informed decisions for the people living in their regions.”
