The Joint Statement of President of Turkmenistan Gurbanguly Berdimuhamedov and President of the Republic of Tajikistan Emomali Rahmon

At the invitation of President of Turkmenistan Gurbanguly Berdimuhamedov on August, 4-5, 2021 the state visit of President of the Republic of Tajikistan Emomali Rahmon to Turkmenistan took place.

During the negotiations which were held in the atmosphere of friendship and mutual understanding, the President of Turkmenistan and the President of Republic Tajikistan had a constructive exchange of opinions on all complexes of issues of bilateral cooperation, and also on the actual regional and international issues of mutual interest.

Heads of the states supported the further expansion of inter-parliamentary relations.

Presidents of Turkmenistan and the Republic of Tajikistan ascertained affinity or coincidence of positions on key issues of world policy, confirmed their intention to make active mutually beneficial cooperation on the world arena.

Presidents noted necessity of coordination of efforts within the universal international and regional organisations which members are Turkmenistan and the Republic of Tajikistan. Heads of the states confirmed importance of increase of the role of the United Nations Organization and its institutes in the solution of global issues, sustainable development maintenance, strengthening of security and stability in the world.

The President of Turkmenistan expressed support to the nominee of the Republic of Tajikistan for election for the non-permanent members of the Security Council of the United Nations for 2028-2029.

The President of the Republic of Tajikistan expressed support to the nominee of Turkmenistan for election for the non-permanent members of the Security Council of the United Nations for 2031-2032.

The President of Turkmenistan and President of the Republic of Tajikistan welcomed adoption of the UN General Assembly Resolution «United Nations Conference on the International Decade for Action, «Water for Sustainable Development», 2018–2028» .

The President of Turkmenistan expressed support to the initiative of the President of the Republic of Tajikistan on declaration of 2025 as International year of preservation of glaciers and establishment of a special International fund for protection of glaciers.

The President of the Republic of Tajikistan expressed support to the initiative of the President of Turkmenistan on development of the Strategy of the United Nations aimed at realisation of measures on development of low carbon energy and also creation under the aegis of the United Nations of the international "Road map" on development of hydrogen as one of the priority areas in energy.

President of the Republic of Tajikistan Emomali Rahmon expressed gratitude to President of Turkmenistan Gurbanguly Berdimuhamedov for the hospitality shown to the Tajik delegation, warm and friendly reception and invited the President of Turkmenistan to visit the Republic of Tajikistan during time convenient for him. The invitation with gratitude was accepted. The terms of the visit will be co-ordinated through diplomatic channels.

    On January 24, a telephone conversation took place between the Minister of Foreign Affairs of Turkmenistan Rashid Meredov and the Minister of Foreign Affairs of the Islamic Republic of Pakistan Shah Mahmood Qureshi.

    In this context, the ministers paid special attention to the practical issues of implementing the projects of the Turkmenistan-Afghanistan-Pakistan-India (TAPI) gas pipeline and power lines and fiber-optic communications along the Turkmenistan-Afghanistan-Pakistan (TAP) route.

    On January 24 a telephone conversation took place between the Minister of Foreign Affairs of Turkmenistan Rashid Meredov and the Minister for External Affairs of the Republic of India Subrahmanyam Jaishankar.

    During the conversation, the ministers discussed a wide range of issues of bilateral relations. The parties noted the importance they attach to the expansion and deepening of comprehensive ties in the areas of political and diplomatic contacts, trade-economic cooperation, cultural and humanitarian exchanges. The parties stressed the need for the speedy implementation of the agreements reached at the highest state level in recent years, primarily during meetings and telephone conversations between President of Turkmenistan Gurbanguly Berdimuhamedov, President of the Republic of India Ram Nath Kovind and Prime Minister Narendra Modi.

    In this regard, the ministers exchanged views on the implementation of the Turkmenistan-Afghanistan-Pakistan-India (TAPI) gas pipeline project, emphasizing the need to intensify work at the bilateral and multilateral levels.

    The heads of the foreign affairs agencies paid special attention to the preparations for the First “Central Asia-India” Summit, which will be held in the coming days via videoconference.

  • A MEETING WITH THE AMBASSADOR OF THE PEOPLE’S REPUBLIC OF CHINA WAS HELD AT THE MFA OF TURKMENISTAN

    On January 22, 2022, a meeting took place between the Minister of Foreign Affairs of Turkmenistan Rashid Meredov and Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to Turkmenistan Qian Naicheng.

    During the talk the parties, having expressed satisfaction on the current pace of development of bilateral partnership on a broad range, highlighted that this year Turkmen-Chinese diplomatic relations entered the jubilee stage.

    Within the framework of the meeting the issues connected to the forthcoming events on the highest level with the participation of the heads of states were discussed, particularly, the “China – Central Asian states” summit and the opening of XXIV Winter Olympic Games in Beijing.

  • A CONFERENCE DEDICATED TO THE PUBLICATION OF SIGNIFICANT BOOKS WAS HELD IN THE TURKMEN CAPITAL

    On January 21, 2022, a conference dedicated to the publication of the books “Interview given by the President of Turkmenistan Gurbanguly Berdimuhamedov to the international mass media”, “Consultative Meeting of the Heads of States of Central Asia” and “The 15th Summit of the Economic Cooperation Organization” was held at the Magtymguly Turkmen State University.

    At the beginning of the conference, the Deputy Chairman of the Cabinet of Ministers, President of the Academy of Sciences of Turkmenistan S. Toylyev delivered an introductory speech.

    Also during the conference, presentations were made by the Minister of Education of Turkmenistan, the Executive Secretary of the National Commission for UNESCO in Turkmenistan, Director of the State News Agency of Turkmenistan, Director of the Institute of State, Law and Democracy, the rectors of the Magtymguly Turkmen State University, the International University for the Humanities and Development and the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan. The Ambassador of the Islamic Republic of Pakistan to Turkmenistan Irfan Ahmed and the Ambassador of the Republic of Tajikistan to Turkmenistan F. Sharifzoda also made their speeches.

    During the conference, the significance of a number of international events held in Turkmenistan last year, which are another confirmation of the great international authority of Turkmenistan and the recognition of the enormous potential of its foreign policy and the legal status of permanent neutrality as an effective mechanism for strengthening global peace, sustainable development and global security were discussed.

    As is known, on the occasion of the 30th anniversary of Independence of Turkmenistan, President Gurbanguly Berdimuhamedov gave several interviews, in particular, to the journalist of the “Mir” Interstate Television and Radio Company, to the First Deputy Director General of the TASS news agency Mikhail Gusman and to the editor-in-chief of the TRT World TV channel of the Turkish State Television and Radio Company Yusuf Erim. In these interviews, the Head of State spoke about the prospects for regional and international cooperation in various formats. In addition, President Gurbanguly Berdimuhamedov noted the priorities of the state policy of Turkmenistan, where special attention was paid to the preservation of the primordial values of the nation and their relationship with modernity.

    The speakers emphasized the historical significance of the Consultative Meeting of the Heads of States of Central Asia in strengthening and developing relations between the countries of Central Asia. It was noted that this meeting made it possible to comprehensively consider promising areas and mechanisms for further development of regional mutually beneficial cooperation.

    In particular, it was stated that Turkmenistan, being a member of the ECO, makes an invaluable contribution to the expansion of cooperation in the economic direction and builds up friendly relations within the organization. It was emphasized that our country, during its ECO Presidency for 2021, carried out active and meaningful work in accordance with the Developed Concept of Chairmanship.

    At the end of the event, the participants adopted an Address to the President of Turkmenistan Gurbanguly Berdimuhamedov.

  • A TELEPHONE CONVERSATION WAS HELD BETWEEN THE PRESIDENT OF TURKMENISTAN AND THE PRESIDENT OF THE REPUBLIC OF UZBEKISTAN

    On January 20, 2022, a telephone conversation took place between President of Turkmenistan Gurbanguly Berdimuhamedov and President of the Republic of Uzbekistan Shavkat Mirziyoyev.

    Having warmly greeted each other, the leaders of the two countries noted with satisfaction the high level and progressive dynamics of the development of traditionally friendly interstate relations, which are a true example of trust, mutual understanding and respect.

    As the leader of the nation emphasized, Turkmenistan pays great attention to strengthening and expanding fruitful cooperation with Uzbekistan, which, relying on mutual goodwill, is gaining deeper content every day. A significant role in this is played by regular contacts at the highest and high levels.

    Taking the opportunity, President Gurbanguly Berdimuhamedov thanked President Shavkat Mirziyoyev for the warm welcome and hospitality extended to the government delegation of Turkmenistan headed by Deputy Chairman of the Cabinet of Ministers Serdar Berdimuhamedov, who recently paid a working visit to the Republic of Uzbekistan.

    In continuation of the telephone conversation, the heads of Turkmenistan and Uzbekistan exchanged views on key issues of bilateral partnership, built on the age-old principles of good neighborliness, taking into account modern realities and the situation in the region and the world. As emphasized, the effectiveness of the Turkmen-Uzbek dialogue is due to the common interests and the presence of a strong political will to deepen cooperation in every possible way in all its areas.

    In this context, it was also noted that Turkmenistan and Uzbekistan are distinguished by the similarity or coincidence of approaches to current international and regional problems, which is an important prerequisite for joining efforts to ensure sustainable development and stability in the region. Pursuing a peaceful foreign policy, our countries play a special role in maintaining peace and harmony in Central Asia, which is of great importance in the light of the rapidly changing situation in the region and beyond.

    It was emphasized that the accumulated rich long-term experience and good traditions of the Turkmen-Uzbek partnership are now being enriched in accordance with the new realities and objective needs of the development of the two states. At the same time, the parties reaffirmed their determination to continue to take all the necessary steps to implement successfully the existing huge potential for mutually beneficial cooperation.

    At the end of the telephone conversation, expressing confidence that invariably friendly, good-neighbourly interstate relations would continue to expand and deepen for the common good, the heads of Turkmenistan and Uzbekistan wished each other health and success, and well-being and prosperity to the brotherly peoples of the two countries.
