PRESIDENT OF THE KYRGYZ REPUBLIC ARRIVED AT TURKMENISTAN ON AN OFFICIAL VISIT
Today, on June 27, 2021, the two-day official visit of President of the Kyrgyz Republic Sadyr Nurgozhoyevich Zhaparov to Turkmenistan has started.
During the visit Sadyr Zhaparov visited township Kipchak where he paid tribute to the memory of the first President of Turkmenistan, laid flowers at the Mausoleum and got acquainted with Turkmenbashy Spirituality Mosque.
Then the motorcade of the President of the Kyrgyz Republic came to the Independence Monument of Turkmenistan where the high guest laid the flowers and planted a tree on the Alley of Honorable Guests.
On the same day the high guest took part in the Exhibition of Export Goods of Turkmenistan, which was organized in the Chamber of Commerce and Industry of Turkmenistan. Achievements and export opportunities of the country in oil and gas sphere, energy, chemical industry, transport and communications, industry and production of building materials as well as production of private enterprises were demonstrated at the exhibition.
After that, Sadyr Zhaparov participated to the opening ceremony of Turkmen-Kyrgyz Economic Forum where he delivered a speech.
On June 28, within the framework of the visit, negotiations on the highest level will be held between President of Turkmenistan Gurbanguly Berdimuhamedov and President of the Kyrgyz Republic Sadyr Zhaparov. During the talks it is expected the discussion of the issues of further development of relations between two friendly countries, prospects of increase of interaction in political, trade-economic, energy, industrial, transport-communicational, agricultural and water management, scientific-technical and cultural-humanitarian spheres.
Following the visit, it is planned to sign a solid package of documents.
THE HEAD OF TURKMENISTAN TOOK PART IN THE FIRST INDIA-CENTRAL ASIA SUMMIT
On January 27, 2022, India-Central Asia Summit took place in a virtual format. The Prime Minister of the Republic of India and the Presidents of the Central Asian states attended the high-level meeting.
In his speech, Indian Prime Minister Narendra Modi stressed that the first India-Central Asia Summit would be a kind of reflection of the growing interaction between New Delhi and all the states of this strategic region.
During the high-level meeting, speeches were also made by the President of the Republic of Kazakhstan K. Tokayev, President of the Kyrgyz Republic S. Zhaparov, President of the Republic of Tajikistan E. Rahmon, President of Turkmenistan G. Berdimuhamedov and President of the Republic of Uzbekistan Sh. Mirziyoyev.
In his speech, the President of Turkmenistan, noting the importance of this anniversary year for the countries of Central Asia and India, which established diplomatic relations 30 years ago, emphasized the beginning of a new milestone in the development of centuries-old ties between our peoples.
President Gurbanguly Berdimuhamedov also congratulated the leadership of the Republic of India and the entire Indian people on the 75th anniversary of the country's Independence. During this short period by historical standards, India has passed a glorious path equal to centuries, the Head of the Turkmen state added.
Emphasizing that India is a close friend and important partner for Turkmenistan, President Gurbanguly Berdimuhamedov stressed that India was among the first states in the world to recognize the Independence of Turkmenistan. As was emphasized, the current meeting is designed to bring relations between the countries of Central Asia and India to new frontiers, which have a huge human, industrial, natural, technological potential.
Developing the theme of strengthening regional cooperation aimed at ensuring the peaceful coexistence of countries and peoples, combating new challenges of our time, the President of Turkmenistan noted that ensuring strong and long-term security, maintaining peace and a balance of interests meets the strategic goals of our countries.
In this context, having supported the initiative of a regular Dialogue at the level of Security Advisers, as well as the constructiveness of the idea of the Central Asia-India Parliamentary Forum, the Turkmen side expressed the expediency of creating the Secretariat of the Central Asia-India Summit.
In addition, proposing to establish systemic joint work in international organizations, primarily in the UN, the Turkmen side stated that the new philosophy of international relations “Dialogue is a guarantee of peace”, initiated by President Gurbanguly Berdimuhamedov, is aimed at uniting all responsible and healthy forces in the global political arena.
The special role of the Central Asia-India Business Council was also emphasized, and the need for further intensification of activities within the framework of this platform was noted. In particular, the importance of consolidating the efforts of the parties in the field of energy was expressed. The countries of Central Asia, known for their rich natural resources, are able to work seriously today on the creation of an energy bridge "Central Asia - India", President Gurbanguly Berdimuhamedov added.
As is known, at present, Turkmenistan, in cooperation with its partners, is implementing a large-scale energy project of geo-economic and geopolitical significance - the Turkmenistan-Afghanistan-Pakistan-India gas pipeline.
The key area of the effective cooperation between India and the states of Central Asia is cooperation in the field of transport. The importance of creating Eurasian transport corridors through Central Asia to sea terminals in the Indian Ocean was especially noted here. In this regard, the importance of the Uzbekistan-Turkmenistan-Iran-Oman-Qatar transport corridor project was emphasized.
The Summit also stressed the need to further consolidate efforts aimed at developing medical diplomacy and combating the threat of the spread of coronavirus. In this regard, the Leader of Turkmenistan proposed to consider the issue of establishing the Central Asia-India Medical Association, one of the main goals of which could be the fight against infectious diseases.
We consider the expansion of cooperation in the cultural and humanitarian sphere as an opportunity to strengthen good neighborliness, rapprochement and mutual understanding of our peoples, the President of Turkmenistan added.
TURKMEN-ROMANIAN INTER-MFA CONSULTATIONS WERE HELD ONLINE
On January 27, 2022, Turkmen-Romanian inter-MFA consultations were held in the format of a videoconferencing.
The Deputy Minister of Foreign Affairs of Turkmenistan Vepa Hadzhiev headed the Turkmen side. The State Secretary of the Ministry of Foreign Affairs of Romania, Danut Sebastian Neculaescu, headed the Romanian delegation.
During the talks, the parties reaffirmed the commitment of the two countries to the development of Turkmen-Romanian relations in the political, trade-economic, cultural and humanitarian fields. The importance of regular contacts at the highest level, as well as interaction between the foreign ministries of the two countries in promoting bilateral ties was emphasized.
Within the framework of constructive consultations, a wide range of issues in the political and diplomatic sphere was discussed. Thus, July 21, 2022 marks the 30th anniversary of the establishment of diplomatic relations between the two countries. In this regard, it is proposed to hold a number of events, such as the exchange of messages at the highest level and at the level of foreign ministers, the organization of interviews and materials on bilateral cooperation, online lectures, round tables, conferences, etc.
Issues of partnership in the trade and economic sphere were also discussed, including holding a regular meeting of the Intergovernmental Commission on Economic and Scientific-Technical Cooperation.
The priority topics of the current discussions were the need to intensify bilateral trade turnover, as well as expanding the legal framework for partnership.
The interest of the parties in promoting cooperation in the field of education was also expressed.
A REGULAR MEETING OF THE JOINT TURKMEN-TATARSTAN WORKING GROUP WAS HELD
On January 27, 2022, the seventh meeting of the Joint Turkmen-Tatarstan working group on trade-economic, scientific-technical and cultural cooperation was held via videoconference. The members of the Turkmen and Tatarstan sides of the Working Group, as well as representatives of relevant ministries and departments attended the meeting.
The co-chairs are from the Turkmen side - the Minister of Finance and Economy of Turkmenistan M. Serdarov, from the Tatarstan side - the Deputy Prime Minister, Minister of Industry and Trade of the Republic of Tatarstan of the Russian Federation A. Karimov.
The agenda of the meeting included a wide range of issues related to priority areas for the further development of bilateral partnership between Turkmenistan and the Republic of Tatarstan of the Russian Federation. The parties discussed the implementation of the agreements reached following the previous meetings of the Working Group and noted significant progress in the development of bilateral relations.
During the meeting, the participants noted the huge potential for expanding trade-economic cooperation and the need to strengthen partnership ties. In this context, the parties stressed the importance of intensifying trade and economic relations by increasing foreign trade turnover, creating favorable conditions for the interaction of economic entities, as well as joint implementation of mutually beneficial projects.
The positive experience of long-term effective partnership in the oil and gas sector, in the field of industry and the huge potential for its expansion were also noted. At the same time, the parties stressed their readiness to continue work to strengthen close contacts between Turkmen and Tatarstan enterprises and companies in various sectors of the oil and gas and industrial sectors.
In addition, a number of issues of close cooperation between the parties in the field of communications and information technologies, agriculture and environmental protection, science and education, culture, sports and youth policy were considered.
Following the results of the meeting of the Joint Turkmen-Tatarstan working group on trade-economic, scientific-technical and cultural cooperation, the final protocol was signed.
A MEETING OF THE JOINT WORKING GROUP ON THE DEVELOPMENT AND APPROVAL OF AN AGREEMENT ON THE DOSTLUK FIELD IN THE CASPIAN SEA WAS HELD
Today, on January 27, the fourth meeting of the Joint Working Group was held to develop and approve an agreement between the Government of Turkmenistan and the Government of the Republic of Azerbaijan on joint exploration, elaboration and development of hydrocarbon resources of the Dostluk field in the Caspian Sea.
Members of the Working Group from the Turkmen and Azerbaijani sides attended the meeting that was held online.
During the meeting, the co-chairs of the Working Group made speeches, relevant information from the leaders of the Expert Groups was heard, and the draft protocol of the 4th meeting of the Joint Working Group was discussed.
The speakers noted with satisfaction the progress achieved in the joint work of the parties. As part of today's discussions, the parties also reached an understanding on the soonest agreement on the relevant annexes of the Joint Agreement.
Expert groups were instructed to intensify work on the preparation and approval of draft relevant documents affecting the interests of a potential contractor-investor.
Following the result of the meeting, the Protocol was signed.
Minister of Foreign Affairs of Turkmenistan and the Ambassador of the Russia discussed issues of further development of Turkmen-Russian relations
Today, on January 27, 2022, the meeting of the Minister of Foreign Affairs of Turkmenistan Rashid Meredov with the Ambassador of the Russian Federation in Turkmenistan Alexander Blokhin took place in the building of the Ministry of Foreign Affairs of Turkmenistan.
The parties discussed issues of further development of Turkmen-Russian relations, exchanged views on regional and international issues.
In this context, the expediency of intensifying political and diplomatic cooperation at the level of the Foreign Ministries of the two countries was emphasized.
The parties also considered the possibilities of organizing regular intergovernmental contacts.
