Georgian President Salome Zurabishvili today announced that she pledges to pardon Giorgi Rurua if political actors sign the EU-backed compromise paper and enter the parliament.

"I am surprised by the statement made today by the ruling party that uses my name over and over again without my permission and consent and links it to one specific pardon. They have not understood that such a decision, especially in such a case but not only, should be made without expectations of criticism or praise and only if I deem it necessary. I think I have already shown this through my deeds.

I would like to remind everyone of one simple rule: the power of pardon is the discretion of the President and is not the subject of negotiations. I want to make it clear that the decision to pardon, as I have said more than once, is not subject to pressure, to instructions or demands, whether they may be from the opposition, the ruling party, or anyone else.

According to principle, the President does not speak about pardons and does not disclose motivation. However, because of some continuous appeals on this subject and because of the current situation, I am forced to violate this principle and state clearly my position to stop any speculation.

I think no one will be surprised to hear that for me and for the rest of society, someone with such a well-known past can be called many things, but not a political prisoner. That individual does not fit into any category of pardon by any means, be it righteousness, morality, or politics.

Nevertheless, as I once already took it upon myself, I believe here again that if what’s at stake is the country’s political stalemate, its stability, progress, and future, it is the President’s duty to put the country above her own views and principles.

With that in mind, I am ready to make a decision scandalous also for myself. But I make this decision only on my condition, that such a step must be the last step to end the crisis and pave the way for the country and for Parliament to enter a normal political life and deal with existing challenges without any other distractions.

This means that my decision will be implemented only when, on the one hand, the political parties sign the final document and enter Parliament, and on the other hand, the representatives of the European Union and the United States announce that an agreement has been reached. Once this announcement is done, I will sign the act of pardon within a week", - the President of Georgia Says.

    President Salome Zourabichvili gifted books from the personal library of Elene Akhvlediani to the Museum of Books of the Ilia Chavchavadze National Parliamentary Library on International Museum Day.

We are returning to this path now and as a sign of that I want to give you these two books.”

    Levan Taktakishvili, Director of the Library Resources Department of the NPLG, noted the number of materials gifted by President Zourabichvili in the library: “We received many gifts from Mme. Zourabichvili dating back to before her presidency. The archives of her parents, of her husband are in the library. It was Mme. Zourabichvili who awarded the Order of National Hero to Mikha Khelashvili. We’re always ready to seek more and more interesting material.”

  • EIB approves €4 billion credit line to support Ukrainian refugees in all EU countries

    On 18 May, the Board of Directors of the European Investment Bank (EIB) approved a €4 billion credit line (or programme loan) to help national authorities, cities, regions and local communities in all EU Member States address urgent investment needs and help welcome and integrate people fleeing the war against Ukraine.

    The EIB pledged these funds back in April, at ‘Stand Up for Ukraine’, a global pledging campaign for Ukraine and its refugees, but board approval was required. The EU and Canada then raised €9.1, including €4 billion from the EIB and €1 billion from the European Commission.

    The EIB credit line will help to provide this support by making financing available to the development of key infrastructure and services for refugees and host communities, such as housing, schools, hospitals and access to jobs. The financing can also cover eligible operational expenditures related to the supply of equipment, facilities and services for the integration of war refugees.

    This financial package will be complemented by EIB advisory support thanks to the EMBRACE Advisory Platform, a new initiative by the EIB and the European Commission.

    All EU Member States can make use of this funding opportunity and bespoke advisory for projects that help refugees start a new life in their host countries,” said EIB President Werner Hoyer. “This initiative comes together with the €668 million support we gave in early March to the Government of Ukraine to cover their urgent liquidity needs; both are part of our Solidarity Package for Ukraine, which we set up together with the European Commission.

  • Prime Minister of Georgia Meets Derek H. Chollet, Foreign Policy Adviser to the United States Secretary of State

    Irakli Garibashvili, Prime Minister of Georgia met Derek H. Chollet, Foreign Policy Adviser to the United States Secretary of State today.

    The Head of Government of Georgia thanked the US official for his visit to Georgia, thereby noting that it is yet another clear manifestation of US support to the country.

    Dignitaries discussed the strategic partnership and prospects of future cooperation between the two nations. It was noted that within the partnership spanning for 30 years already, Georgia is a good example of a country empowered with unwavering support of the USA and assistance rendered to the democratic institutions of the country, capacity building in the defense and economic development.

    Dignitaries reviewed the grave situation witnessed in the occupied territories of Georgia. US official clearly reiterated the unwavering support to the sovereignty and territorial integrity of the country.

    Also, discussion was related to the issues of regional security. Attention was paid at the meeting to the military activities currently witnessed in Ukraine. It was noted that Georgia continues to support Ukraine both at the political level - inter alia within the international formats, as well as humanitarian aid. So far over 500 tons of humanitarian cargo has been sent to Ukraine and support towards the war-affected people currently living in Georgia continues to this day.

    Significance and strengthening of democratic institutions on the path of European and Euro-Atlantic integration was highlighted at the meeting. It was noted that authorities of the country assign special importance to US cooperation within this process.

    Meeting held at the Government Administration was attended by H.E. Kelly C. Degnan, Ambassador Extraordinary and Plenipotentiary of the United States of America (USA) to Georgia; Mark Simakovsky, Deputy Assistant Administrator of the United States Agency for International Development (USAID); Jason Ham, US Department of Defense Official (Balkans, Caucasus and Black Sea Region) and Florence Akinyemi, Special Adviser to Derek H. Chollet, while the Georgian side included Revaz Javelidze, Head of Government Administration.

  • European Year of Youth: over a hundred take part in EU4Youth conference in Tbilisi

    More than 100 people participated in a conference on youth challenges and opportunities in Georgia, organised on 16 May by EU4Youth and the CENN (Caucasus Environmental NGO Network).

    The conference, dedicated to the European Year of Youth, was attended by the EU Delegation to Georgia, local and international organisations, government agencies, and active youth from different regions of Georgia.

    I am glad to see a lot of young people here today, who have come from different regions of Georgia. It is essential to analyse the role that young people can play in the development of society and to consider their involvement not only in the long run, but first and foremost in the present. We are investing in this and the European Year of Youth, and the purpose of this conference is to support young people to participate in change not only in the future, but today,” said Catalin Gherman, deputy head of cooperation of the EU Delegation to Georgia in his welcoming remark.

    CENN executive director Nana Janashia explained that the meeting had two purposes: to connect young people and organisations with each other, and to discuss and advocate for youth policy and strategy.

    The conference aimed to discuss the current trends, challenges, and opportunities in the youth sector, specifically, youth policy, entrepreneurship, employment, education, and volunteering. In the format of panel discussions, the conference brought together local, national, and international organisations active in the fields of youth, education, social entrepreneurship, and green economy to discuss the main topics of youth sustainable development. The event also hosted a networking session, with the aim of connecting organisations and youth and sharing experiences and opportunities.

    The event was organised by the EU4Youth: Social Entrepreneurship Ecosystem Development (SEED) Programme for Green Growth in Borderline Communities project, which aims to develop the entrepreneurial potential of young people from the EaP region in the field of social entrepreneurship, with a view to contributing to social cohesion, employment, inclusion and reduction of inequalities.

We thank the Congressmen for their bipartisan support, which is expressed in the Georgia Support Act. According to the administration of the Ministry of Economics, clear political support is especially important in a difficult situation in the region, where we are talking about the US Congress and Congressmen supporting Georgia’s territorial integrity and sovereignty in all formats,” – Deputy Prime Minister Levan Davitashvili stated after the meeting with Congressmen Darren Soto and Brendan Boyle. The meetings was held within the framework of the Vice Prime Minister’s working visit to the United States. Ambassador of Georgia to the United States, Davit Zalkaliani also participated in the meeting.

    The meetings with the congressmen focused on the current events in the Black Sea region, as well as the challenges and ways of their overcoming. It was noted that the United States continues to support Georgia in its EU and Euro-Atlantic aspirations.

    Georgia is interested in moving its strategic partnership with the United States to a new level, which is one of the main priorities of the country’s foreign policy. In this regard, the importance of deepening economic relations between the two countries as well as developing trade and investment ties, including the possibility of concluding a Free Trade Agreement with the United States, was stressed. It was also noted that the launching of direct flights between Georgia and the United States will help to further deepen bilateral economic relations.

    Levan Davitashvili noted that it is very important, in general, that Congress expresses clear support for the deepening of cooperation with Georgia, and this is a very clear message. According to him, there is a desire on the part of the Congressmen to implement more joint projects with Georgia.
